Summerland celebrates new skate park Black Press

The official grand opening of the new Summerland Skate Park was the culmination of years of hard work, and a lot of kids dropping into the bowl and grinding along the rails.

“Now for some of these kids, with skateboarding and BMX making its way to the Olympics next year, this isn’t just a park.” said Erick Thompson, the chair of the Summerland Skate Park Committee.”It’s a training ground for the future.

They may not know it, but it might be.”

The new 10,000 square foot skate park is set on the corner of Summerland’s Jubilee Road and Rosedale Avenue, right on the northeast corner of the Summerland Secondary

School field. The new park features not only ramps and rails, but a deep bowl to drop into and get some sick air off of.

Pentagon Board Shop’s team of pro skaters were on hand to give demonstrations, alongside all of the kids who made it out. Pentagon, as well as local Antlers Surf, also gave out a number of prizes, including a brand new board for a lucky rider.

Also joining in the festivities was local Olympic gold medalist,

Justin Kripps. He piloted the two-man bobsled in the 2018 Winter Olympics. Justin was an avid skateboarder in Summerland in his youth and he trained track on the site of the skate park years ago.

“I grew up skating on the old skate park, and believe it or

not, I was there when it first opened up back in the day,” said Kripps. “I’ve come a long ways, skateboarding kind of kicked off my journey that ended with Olympic gold. It’s amazing to see this skate park open, and really come full circle.”

The completion of the $600,000 skate park was a joint project between the District of Summerland, The Penny Lane Charity Society, School District 67, the Federal Gas Tax Community Works Fund and community contributions.

“This is a fine example of

what can be accomplished when community partners work together,” said Mayor Toni Boot. “I thank previous councils for their foresight, especially former Mayor Waterman’s council for committing the gas tax funding to this community project.”

Calm during the storm There never seems to be a shortage of stress, but rather an overabundance.

Stress playing on your mind carries a great deal of health risk.

If you aren’t sleeping well because of stressful running thoughts, the negative effect you may experience runs from reduced productivity to cardiovascular issues and weight gain.

Funding allocated for storm sewer extension work

The municipality of Summerland has allocated an additional $80,000 from the capital works reserve to the Wharton Street Storm Sewer Extension.

This allocation increases the total cost of the project from $65,000 to $145,000.

As a part of the Hillcrest Village development, at 12817 Kelly Ave, an existing storm sewer pipe was removed to allow for the construction of the new building.

At this time, a connection was discovered between the pipe that was removed and the downtown storm sewer system.

As a result, the new storm sewer extension is needed along Wharton Street to reconnect the downtown storm sewer system.

$60,000 grant sought for energy upgrades

The municipality of Summerland is applying for a $60,000 grant to upgrade some municipally-owned buildings.

The grant application, under the Community Energy Leadership Program, is for energy efficiency and carbon reduction upgrades.

The Community Energy Leadership Program is part of the province’s CleanBC plan to promote clean and renewable energy.

The program provides up to 33 per cent of the project costs for projects with a value of $2 million or less.

Summerland submitted an expression of interest to the program on May 15 and municipal staff have now been told the project has been

shortlisted and a full application is required.

The proposed upgrades will include the design, installation and commissioning of new heat pump systems.

These new systems are designed to operate at low ambient outdoor temperatures for yearround operation, high efficiency and carbon and energy savings.

The application is due on July 10.

The remainder of the project funding is $120,000 and will be covered by the municipality.

Municipal staff are seeking additional funding opportunities to offset these costs, including rebates from FortisBC. However, if these funds are not available, money from Summerland’s climate action reserve account could be used to cover the costs of the upgrade work.

Coun. Erin Trainer, who has championed the project, will sign the application.

Variances approved for mushroom farm

Summerland council has approved variances for a mushroom growing facility on an agricultural property on Garnet Valley Road.

The variances reduce the minimum side setback, reduce the minimum lot area for an

additional building for farm help and increase the maximum height of an additional building for farm help.

The variances were required to legitimize buildings and structures for the farm and an onsite dwelling.

Kevin Taylor, a planner with

the municipality, said the municipality’s zoning bylaw far exceeds the maximum setbacks recommended by the Ministry of Agriculture.

Summerland’s zoning bylaw has minimum interior side setbacks of 30.0 metres for mushroom facilities, greenhouses

and other farm buildings, while the ministry guidelines have a maximum setback of 7.5 metres for mushroom barns, 4.5 metres for greenhouses and 15 metres for buildings with fans.

“Appropriate setback distances can help prevent nuisance conflicts, protect natu-

ral resources and safeguard human health,” he said in a report to council. “On the other hand, excessive setbacks can present challenges to farming operations. The ideal is to strike a balance by implementing setbacks that are large enough to reduce conflict between uses while still being reasonable for farm operations.”

W h i l e traditional mu s h ro o m farms typically use manure-based s u b s t r a t e, What The Fungus uses an organic

wood-based substrate. The smell from this operation is considered less noticeable and less offensive than the smell from traditional mushroom farms, Taylor said.

Brad Besler, a neighbour of the property, said the existing setbacks should be observed.

“Respect the 30-metre setback for mushroom growing facilities,” he said. “The rules and bylaws are in place for a reason.”

Coun. Erin Carlson said if the 30-metre setback was to be observed, there would be no place to put the mushroom growing facility on the property.

The request for the variances was approved unanimously.

Coun. Marty Van Alphen was not present at the meeting.

Credit union contributes to skatepark Black Press

The Summerland Credit Union is donating $7,500 to the Summerland Skatepark.

The donation is in honour of the credit union’s 75th anniversary.

“We are an organization that believes the social fabric of any community can be positively influenced by doing good things, and to have the opportunity to contribute to a cause that encourages activities,

connections and culture is something we value,” said Kelly Marshall, CEO of the Summerland Credit Union.

“Our mission statement says, ‘we enrich lives.’ Seeing daily the number of people gathering and en-

joying this new skatepark, we believe our contribution demonstrates our commitment to that mission.”

The funds will go towards finishing work at the skatepark, including landscaping and park amenities.

“Summerland Credit Union is a community cooperative in every sense,” said Summerland Mayor Toni Boot. “This generous donation to the Summerland Skatepark is another example of its support of our

community. On behalf of all Summerland residents, congratulations on 75 years in Summerland and thank you for your contribution to our town over the years.”

This is the second community donation by Summerland Credit Union this month as part of its 75th anniversary celebrations.

Earlier, the credit union presented NeighbourLink with a new pop-up tent.

There are several other activities planned for this year as well.

Summerland Credit Union was started by 10 founding members in 1944 and today represents more than 7,200 members.

A recent Statistics Canada report shows that only 12% of Canadians earn more than $50,000 per year and only 2% earn over $100,000 per year. The "average" Canadian male earned $39,000 per year and the "average" Canadian female $25,000 per year. It is not hard to see from those numbers that there are not a lot of extra dollars floating around a household.

Anyone who has had to deal with a matter in Court can tell you the rising cost of justice in Canada. It is said now that if you have a civil claim in Vancouver that's under $100,000.00 it is cheaper to walk away from it than the expense and time involved in taking it to Court.

That is a very bitter pill to swallow for most people.

The answer to this problem lies in developing alternate methods of resolving disputes. The Law Society of BC has been very active in developing dispute resolution alternatives. Mediation andArbitration can be very cost effective if everyone agrees on the format. Hopefully these alternate methods will allow everyone to have their case heard.

We’re still waiting

It’s been nearly six years since, speaking at a Kelowna rally, Prime Minister Justin Trudeau announced he would rather see cannabis legalized instead of just decriminalized.

Back then he was just plain old Justin, on the campaign trail trying to garner votes and reinvigorate the federal Liberal party.

Two years later, the Liberals cruised back to power on that promise and others.

The Liberals defaulted on their promise to reform the electoral system, and you have to wonder if the promise of legal recreational cannabis is going to be substantially complete before the next federal election, this fall.

It’s not entirely the Liberals’ fault that we’ve yet to see a thriving cannabis industry.

Though it took three years—three months later than the July 1, 2018 date first promised—they did deliver on the legislation last October.

But even though they had those three years, provincial and local governments didn’t really get started on their own legislation until, effectively, the last minute.

So far, relatively few cannabis retailers have been able to open across Canada.

The first to open in B.C. was a provincial government-operated store in Kamloops.

But most of the many applications from hopeful private retailers in the Okanagan and around the province are still waiting for the dual approval they need from the province and their municipal government.

It’s not that getting a licence to sell cannabis should be easy.

There are obstacles and social issues that need to be dealt with.

But with three years warning, there is little excuse for provincial and local governments not to have been better prepared to resolve those problems and implement legalization.

Governments should have had frameworks, laws and bylaws ready to go by the time legalization legislation dropped, only needing fine tuning to match the feds’ ideas.

By now, most of the applications should have been either approved or denied, with private operators starting to add to local and provincial economies, and driving the black market farther underground.

You would think governments didn’t want the tax money that cannabis retail stores are going to generate.

MEMORIALS Many Canadian communities honoured Antarctica explorer Naval Officer Robert Scott reached the South Pole on Jan. 17, 1912 but died of hypothermia while returning to base camp. In Summerland, F.A. Miller, came up with the idea of two stone memorials, which were completed in 1913. One memorial was located north of the Electric Light Plant in Lowertown (now the Fish Hatchery) and the second memorial was located on the northeast corner of present day Main Street and Victoria Road.

Wading through the PR post-pipeline approval

Unlike an earthquake, last week’s federal government “green light” on the Trans Mountain Pipeline Expansion Project (TMX) was entirely predictable.

But like an earthquake in the ocean, it came with the requisite tsunami, this one a wave of press releases washing across newsroom desks across B.C. As soon as Prime Minister Justin Trudeau announced the approval, in they came. By the time I left the office Tuesday, I counted 19 press releases from political parties, business groups, Indigenous organizations, Trans Mountain itself and, of course, environmental activists.

And that’s just as a B.C. journalist.

I’m sure I’m not on everyone’s mailing list. Others may have seen many, many more.

Those who hate Trudeau, hate Trudeau no matter what he does, this file proves it.

Those who support environmental responsibility are unsurprised by Scheer’s derision but are left disappointed by a Prime Minister who declared a climate emergency one day and approved the tripling of a pipeline to get diluted bitumen from Alberta to tidewater the next.

Nuanced positions are increasingly tough to hold in politics, division is the order of the day. You are either with us or you are against us. The environment or the economy. Leaders who try to have cake and eat it look greedy.

Pollution from single use plastics must be addressed

Dear Editor: This is my rant, as Rick Mercer used to say.

Plastic pollution has become a huge problem worldwide.

A large amount of single use plastic ends up in the oceans.

Recycling is only a small part of the solution.

Large companies have to start producing less.

Did you know that Coca Cola makes 120 billion bottles every

year?

What about all the other plastic bottles that are produced? A lot of them end up in the ocean.

I attended the recycle event in Summerland last Saturday.

We all dutifully sorted out our various plastic bags, plastic wrap and styrofoam, etc.

I wondered where most of it will end up.

We in Canada and the United States think we are doing our

bit, but other countries such as Bangladesh banned plastic bags in 2002.

Canada is planning to ban them in 2020.

But what about other plastic throwaways?

The main thing that we as consumers can do is to use fewer throwaway plastic items.

Look for items in glass such as peanut butter, buy in bulk stores and take your own bag, take your

own cup and cutlery to a cafe, take your own “doggie bag” container to a restaurant.

These things are just a start, but we ow it to the future generations, our children and grandchildren who will inherit the mess, and to the fish, sea mammals and sea birds who are ingesting plastic particles.

Woman in picture played role in community history

Dear Editor: I felt it was noteworthy to mention in The Early Years in the June 20 Summerland Review that the woman sitting beside Harry Dunsdon in the Democrat was Dorothy Forster nee Dunsdon, Harry’s daughter who was the first white child born in this area in 1905.

She and her husband George Forster was partners with Karl Nesbitt from which they operated an auto mechanics shop in a building which is where the Summerland Review is now located.

The simple fact is the more we read, the more we get to use our imaginations.

For children, using their imagination and reading is extremely important, especially in the summer months.

Kids who don’t read during the summer might lose some of their reading skills they gained during the school year.

To prevent this from happening, it is crucial that children have access to books throughout the summer that they can select themselves.

When a child picks out their own books to read for enjoyment, they receive the most gains in reading achieve-

ment, including better reading comprehension, vocabulary, spelling and grammar development.

At the Summerland Library, we have books for all interest and reading levels that can be explored by kids to find their perfect book.

The librarians have also created four different booklists for kids and teens for those who are stuck.

There is a booklist dedicated to graphic novels, young adult literature, great summer reads and one that is full of our staff’s favourite childhood books.

Some of the books on the childhood favourites list are

well-known classics, and some are hidden gems that you may have never heard of before.

The library runs a Summer Reading Club for children ages five to 12 to encourage reading and provide some fun activities on Tuesday evenings during July and August.

Children younger than five can also get in on the summer reading fun.

We have another reading club especially for the toddler/ preschool age group called Read-to-Me that can help foster a joy of reading from an early age.

The library also introduced a new program a couple of years ago for kids age 11 to 13 called

the Challenge Tracker.

Participants earn points for completing tasks that involve reading, outdoor activities or exploring the community and they can then trade those points in for special prizes.

Come to the front desk at the Summerland Library to register for the club and sign up for the free programs.

You will receive a reading package to start reading away!

Just imagine all the possibilities when you walk into your library!

Student diverts food waste to local farmers

With files from Joshua Oggelsby Local farmer Linda Van Alphen’s chickens and sheep were eating fresh fruit and vegetables this spring, thanks to a Summerland Secondary School student who started a waste management program.

Rather than purchasing pre-formed feed for her animals, Van Alphen said she was able to provide banana peels, potato skins and peelings from carrots.

“We’ve been able to give them, literally, fresh fruit and vegetables,” she said. “Which is far healthier for them.”

Van Alphen is just one of the local farmers benefiting from the program, started by grade 12 student Franky Murdocco this school year.

Murdocco said he started the program because he noticed food waste

in garbage bins at the school.

“I thought to myself, ‘Why not change that,’” he said.

He researched composting as part of his environmental sciences course and worked with school administration to purchase four bins.

Inspired by the work of a previous student, Alicia Nightingale, he ensured one of the bins was for organic waste, to help feed farm animals in the area.

The other bins are for garbage, recycling and returnables.

When the bins were in place, Murdocco made signs and announcements at the school to educate his fellow students about the new system.

Then, Van Alphen received a phone call and started meeting Murdocco every second Wednesday at the school at 3 p.m., to pick up the organics he had diverted from the dump.

“He was the one who put it all together and then phoned me,” she said of Murdocco. “He just did such a good job and I was so proud of him.”

Last week, the two met for one last pick up at the school.

With Murdocco graduating and heading to the University of British Columbia in Vancouver, Van Alphen said she will have to wait until the fall to benefit from the program again.

Biology and environmental sciences teacher Shona Becker has assured Van

Alphen that she will find another student to continue and improve upon the waste management system when the next school year starts.

“For sure we’ll continue it,” Becker said, adding that they may even try to

add a second system of bins.

“We still need to work on it,” she said. “A lot more food product is going into the garbage than could be, but it’s a fabulous start.”

One of the few remaining veterans at the Summerland Legion will raise the national flag on July 1 at the Memorial Park Canada Day Picnic.

According to past legion president John Dorn, Dick Norris, who served in the

Canadian Navy during World War II, will do the honours at 11 a.m.

“He was actually one of the very first to land at Juno Beach on D-Day,” Dorn said of Norris. “He joined up when he was 17 years old.”

Joy of dance brought instructor to Summerland

For Amanda Frankham, dance is a way of life.

Frankham, a dance instructor who is also the owner and director of Summerland School of Dance, began dancing when she was growing up in Fort St. John.

She took her first dance lessons when she was in Kindergarten and attended her first competitions when she was in Grade 2.

Over the years, she learned ballet, tap, dance, hip hop and lyrical dance..

“Most styles I’ve been doing since I was five,” she said.

But it was not until she was 15 that she started to learn acro, a dance technique requiring extreme flexibility.

Coming to this dance style later, she learned various tricks to help her master the technique.

The Summerland Orca Swim Club took to raising funds and helping out their fellow swimmer Ainsley Campbell who has been diagnosed with a rare form of kidney disease called Childhood Nephrotic Syndrome.

The swim club hosted a

barbecue fundraiser at the Summerland Kinsmen’s Club who generously donated their barbecue and “Hoops for a Cure” at their club banquet on Saturday, June 15 where fellow swimmers had a shoot out playing basketball.

Campbell’s family is working to raise a total of $10,000 for

the Kidney Foundation of BC and Yukon Branch.

Murder on the Rails returns with mafia twist

The Summerland Singers and Players are staging another murder aboard the Kettle Valley Steam Railway, this time with a mafia twist.

The second edition of Murder on the Rails, The Case of the Mondello Crime Family, takes place July 20 and August 17 on the steam train.

“This year it’s a 1930s, mafia-themed play with the Mondello family travelling on the train to the younger daughter’s wedding, with various mayhem and mystery surrounding what happens,” said Betty-Ann Xenis, who will act as an extra in the play.

Xenis said the 90-minute play was written by Shaun McNutt, who works as the assistant operations manager for the train, and Anna Lock, who works on the train part-time.

McNutt and Lock wrote the script for Murder on the Rails last year as well, adapting a British play with important figures in the

history of the Summerland steam railway.

“I think Shaun and Anna decided that was so much fun that they decided to write a new one this year,” Xenis said.

Dawn Bassett also returned as the director of the play.

The cast of at least 18 people, including children, started rehearsing about a month ago at the train station.

Soon, they will rehearse the play while riding the train, Xenis said, so they can get the timing right for a scene that takes place when attendees deboard at the trestle bridge.

Other parts of the play will be less planned, she added, such as actors improvising and interacting with audience members while they try to solve the crime.

“Last year some people got really into it,” she said.

Tickets for the play cost $59 and MURDER MYSTERY can be purchased on the Kettle Florida Town, Bryan Laver, Delayne Cupples and Jan Nachtegaele are among the actors in Murder on the Rails: The Case of the Mondello Valley Rail website.

Updates suggested for climate action plan

More than 40 community members attended an open house at municipal hall in Summerland on June 17 to discuss proposed updates to the community climate action plan.

According to Tami Rothery, alternative energy coordinator, the proposed updates to the plan include changing the greenhouse gas (GHG) emission reduction targets as well as taking further steps to reduce energy use in the community.

The current reduction targets in the Official Community Plan are 33 per cent below 2007 levels by 2020 and 80 per cent below 2007 levels by 2050.

So far, at the corporate level, Roth-

ery said the community has reduced GHG emissions by more than 15 per cent since 2007.

She said she “would anticipate the community-wide reductions to be similar.”

“On a community-wide level … we rely on data from the provincial government and they have not released a full data set since 2012,” she said.

The reduction targets were originally set to match those outlined by the province.

However, in 2018, the province adjusted its targets to be 60 per cent by 2040 and 80 per cent by 2050, over the baseline year of 2007.

There’s a new business in Penticton that’s hoping to make the age-old tradition of floating the Okanagan River Channel easier.

Owner and operator Nicholas Kruger is launching Float Penticton this Friday. After announcing it on social media last week, he said the response from the community has been positive.

“I just wanted to take away all the stress of floating the river and make it easier for people,” he said.

Float Penticton offers a shuttle service that starts at the customers doorstep, dropping people off at the river and then picking them up after and dropping them at their house, hotel or Airbnb, he said.

The goal is to make the Okanagan River Channel more of a “Penticton experience and not just a river experience. I want the experience to start at people’s doorstep,” he said.

“We’re going to start it out slowly and listen to what people think about it and adjust it as we go along to make sure we are doing the best that we can.”

Kruger said he came up with the idea while in Mexico last year where he said all the services and tourist activities involved picking people up right at their hotels.

It is with deepest sadness we regret to announce the passing of D. Irene Hart (Plowe) on Friday, June 14, 2019 at Hospice House in Vernon, BC. Irene was a remarkable mother to her three children Brian (Sharon), Darryl (Christina) and Diana. Her granddaughters, Ashlynn, Erin and Cassidy were her world, she made them the beautiful women they are today. She also leaves behind her brother Dal (Alice) Plowe, cousin Dianne (Geordie) McMorran, and many nieces, nephews, cousins and family members.

Irene loved children and taught hundreds of them over the years at her preschools, Tiny Tots in Summerland and Busy Beavers in Vernon. She was also very involved in the United Church of Canada where she taught Sunday school, children’s choirs, and was involved locally, regionally and nationally over the years with the church.

When Irene was 50 she took a job teaching English in Japan, she loved it so much she stayed for three years, she loved the people, their culture and they loved her just as much.

In the last few years she met the love of her life, Bill Roth, he made her happier than anyone had ever seen her, thank you Bill for making her so happy.

At her request there will be a Celebration of Life at Trinity United Church on July 13, 2019 @ 1:00 pm, and also a Celebration at the Milner Chapel on Saturday, August 17th @ 1:00 pm.

Donations can be made to the North Okanagan Hospice Society in her name.

HENDERSON, Don Don Henderson of Summerland, BC passed away after a valiant effort on June 14, 2019 at the age of 77 years.

He will be remembered and sadly missed by his loving wife Lee; children Tahra (Greg) Cyr of Nashville, TN and Tyler (Danielle) Henderson of Black Creek, BC; grandchildren Quinlan and Luca Cyr and Kai Henderson; niece Victoria Henderson; nephew Jason Henderson; and brother Tom (Bonnie) Henderson of Englehart, ON. Don loved life and seemed to have a never ending supply of energy. In his younger years, he loved running, skiing, and boating on Okanagan Lake with his family. He volunteered his time for his children’s activities and later, in the community. He craved adventure and he and Lee traveled to tropical locales to scuba dive, visited World Heritage sites, RV’d around North America, and cruised rivers and seas all over the world.

Don loved his grandchildren and one of his greatest joys was spending time with them. Don’s spirit influenced countless students as he taught for years at Summerland Secondary School and finished his tenure as the school librarian. He loved his job. Don will be missed by all who knew and loved him.

Don’s Celebration of Life will take place from 1:00-3:00 p.m. on Sunday, July 7, 2019 at the Summerland Arena Banquet Room, 8820 Jubilee Rd. E., Summerland, BC.
