Contractor tells court he did not review policy before five-day burn

James Storey admitted he had not reviewed the provincial Open Burning Smoke Control Regulation before carrying out a waste material burn on Ridley Island during Day 4 testimony at the Ridley Island burn trial in Prince Rupert provincial court.

Storey’s Excavating was contracted by the Prince Rupert Port Authority to carry out the burn that took place from June 22-27, 2017.

The PRPA now faces four charges, laid by the B.C. Ministry of Environment, for introducing waste into the environment, open burning of prohibited material and continued open burning for a period longer than permitted.

During testimony, Storey said he had only reviewed the Prince Rupert Port Authority’s (PRPA) open burning protocol provided to him by the CT Northern Contractors Alliance.

When asked if he had reviewed a copy of the provincial Open Burning Smoke Control Regulation– enforced from Feb. 29, 2016 until June 14, 2018 – the company owner of Storey’s Excavating replied “no”.

Waste materials allegedly burned over the five days included treated wood waste from pilings that were part of the old Odin Dock that was once located in Cow Bay. Storey confirmed, when asked, that PRPA’s policy states that contractors must adhere to the provincial Open Burning Smoke Control Regulation.

Storey also confirmed that the protocol requires a venting index of “good” on the day of emission and an expected “good” or “fair” for the following day. As well, he was required

Storey said in the past he would call the Ministry of Environment Regional Office in Smithers for the ventilation index to speak with a meteorologist who would provide them with a custom ventilation index.

This time, he said, when his brother Ryan Storey called the office in Smithers they directed him to their website which said to do a test burn and adhere to the burning regulations.

The Crown lawyer then presented Storey with an affidavit from Environment Canada with the British Colombia ventilation records kept by the Ministry of Environment. When asked, he said that he had never seen those records or requested them. Storey said he had relied on

The Ridley Terminals Inc. (RTI) celebrated 35 years of operations with $117.7 million of revenue for their 2018 fiscal year and a net operating income of $47 million.

Ridley Terminals held their annual meeting at the North Coast Convention Centre on Tuesday, June 18 where they presented their 2018 financial statement and annual report.

“Through every one of these 35 years, the RTI tradition of excellence — even during times of fluctuating global demand for coal and petroleum coke — has been built on its people,” reads their report.

Metallurgical coal has been the gold for the company last year with a robust increase in shipments. Petroleum coke shipments reached one million metric tonnes as of June, which was a slight decrease from their 2017 numbers.

PROJECTS RTI is planning to construct a second berth, adjacent to the current berth, and a second railcar unloading facility to handle the additional coal and petroleum.

Construction of the berth has not yet been permitted but once approved, after the assessment phase, construction is expected to last two years. The berth will be capable of handling Panamax-sized vessels and supporting three, fixed-tower, drybulk shiploaders once construction is completed. The existing berth will move on to handle dry-bulk product and

his brother, who is the superintendent of the company, for the information provided and had not personally communicated with the ministry at that time.

Storey also said that it made sense to him that regulations changed to a test burn because previous ventilation indexes from Smithers had never accurately represented Prince Rupert’s forecast.

On June 11, Day 2 of the trial, Gareth Scrivner, formerly a conservation officer based in Terrace, testified that it is possible to get a custom index by calling meteorologists to interpret Environment Canada’s daily weather data. However, he also confirmed, when asked, that the website does not clearly state where a person or company may receive a custom ventilation index.

According to the smoke control forecast

for B.C., issued by Environment Canada on Thursday, June 22, 2017, the burn forecast for Terrace, the closest publicly available data to Prince Rupert, was ranked as “poor” as of 7 a.m. and “good” as of 4 p.m on the first day of the fire.

One of the charges PRPA faces is for burning for a period longer than permitted — 60 hours for Port Edward and 72 hours for Prince Rupert and Ridley Island area — but Storey said this issue has never been raised for other burnings that his company had done for the port.

The court also heard from Ronald Hansen, a paving superintendent with Peters Brother Construction.

On Day 2 of the trial, Matthew Keen, the Port Authority’s defence attorney, asked Scrivner if he investigated the possibility that asphalt paving could have been the source of the smell which witnesses said was in Port Edward during the time of the fire. Scrivner replied he never followed up during his investigation that asphalt may have caused the smell.

At Wednesday’s trial date, it was confirmed

by Hansen that paving was going on in Port Edward from May 21 – July 17, 2017. Hansen also said, when asked, that they laid out 3,032 litres of tact (an asphalt product that acts like a bonding agent) and that workers were using torches on June 27 to soften the mix which had stuck to their shoes. During cross-examination he told the Crown lawyer that the smell of asphalt, in his experience, only spreads 20-30 metres before it dissipates.

To date, the Crown and defence presented all their evidence before the court. Final arguments are expected to be heard in mid-July.

Ridley Terminal is facing increased demand from existing and developing contracts for coal and petroleum coke shipments, leading to a new railcar unloading facility which will begin construction in 2019. Additionally, the second railcar facility, estimated to take two years to complete, will allow operations to continue when one system goes down for maintenance.

The $500 million Ridley Island Propane Export Terminal, designed to ship 1.2 million tonnes of propane annually, continued their construction which allowed the port to make history in 2019 when it saw the first propane shipment from Canada’s west coast.

BRIEF HISTORY OF THIRD AVE. TRIO William J. McCutcheon had the first home of the trio — standing next to the Pacific Inn — built between 1915-1920, according to records from the Prince Rupert City and Regional Archives. Sometime in 1925 he had the 941 and 945 Third Ave. properties built.

McCuthcheon, proprietor of a drug store located on Second Ave. West at the time, was registered as living at 945 Third Ave. in 1946, the year he passed away. His daughter, Violet McCutheon, married James Cormer and lived two doors down at 937 Third Ave. After her husband passed away, a friend, Colleen Hermanson, shared the rent with her until Ms. Hermanson married James Hermanson and moved to 941 Third Ave. in 1971.

The investigation into the cause of the fire is expected to wrap up within the week.

Mail carrier services on Seventh Ave. West have been halted due to “an incident involving several dogs”, according to Canada Post officials.

On May 24, mail delivery was temporarily suspended to several addresses on that street and residents have been picking up their mail at the Prince Rupert Post Office since the date of the incident, Nicole Lecompte, media relations for Canada Post, confirmed in an email.

Canada Post carriers in Prince Rupert said that one of the dogs in question bit their co-worker while out on delivery, although Canada Post officials have not confirmed the exact details of the incident or breed of dogs.

“I can confirm that there was an incident involving several dogs on May 24 on Seventh Avenue West in Prince Rupert, which made it unsafe for our delivery agents to deliver the mail.

Canada Post is working to resume normal and safe delivery as quickly as possible,” said Lecompte.

She then added that dog owners can help carriers safely deliver letters and parcels by keeping their dogs secure and at a safe distance from their dropoff location.

The fate of the final house left standing in the Third Ave. fire remains in the hands of the homeowner’s insurance company, according to the Prince Rupert Fire Department who said it is no longer their decision on what happens next for the home.

The property located on 945 Third Ave. is the last house standing after the original home, 937 Third Ave., went ablaze on June 12, and collapsed due to structural damage. The middle home, 941 Third Ave., was demolished by the fire department last week due to safety concerns.

Jeff Beckwith, Prince Rupert’s deputy fire chief said that 941 Third Ave. would have likely come down on its own during a storm or if someone were to trespass.

All three houses were in poor condition before the fire but now the third has additional fire and water damage. The insurance company will have to decide whether or not it is a write-off for the homeowners.

Moby Dick owner takes her appeal for goats to Prince Rupert council

Moby Dick Inn owner, Teresa Lee, addressed city council at their committee of the whole meeting held on Monday, June 24, regarding her beloved goats, Tanny and Hanny, who left for Hazleton two weeks ago after the city’s livestock bylaw forced them out.

“We loved them. I called their names and they’d come and eat and we’d look after them and feed them […] They are really friendly and whenever people come they run to the people. So I just wanted to know if there was any possibility to bring back the goats,” said Lee. Mayor Lee Brain presented a resolution to the council to review the city’s livestock bylaw at the June 10 council meeting, after much public discussion had been centered around Prince Rupert’s now famous goats. However, because councillors are not permitted to pass new motions on the fly they had to wait until the June 24 meeting to officially vote on the resolution.

“If it takes a long time [to review the bylaw] is there any way you can give me permission so I can bring those two goats back? So many people want them back,” Lee said to council.

“I never thought anybody would pay attention to them.

But then as soon as I brought them to the lot everyone paid so much attention to the two goats. If I knew that the bylaw wouldn’t allow it, I wouldn’t have brought them in,” she went on.

She also said that residents and visitors ask her every day when Tanny and Hanny will be back.

Some even offered to fundraise money so she can pay the $100 a day fine to keep the goats. But Lee assured the council that she is determined to follow the law.

“Bylaws are bylaws. I don’t want to break the law but if there is any chance to change the law we would really appreciate it,” said Lee. After her address to the council, Brain thanked her for coming and said her situation sparked a discussion to review the bylaw.

“We all saw what the impact was on the community, it was something different and new and yes absolutely very cute and beautiful animals. We understand your intentions were well-meaning,” he said. “But we have a bylaw for a reason and we don’t do special permissions, they are applied all equally

or else everyone would come forward and apply for special permissions.”

Later during the regular council meeting, the council unanimously supported the motion to review their livestock bylaw but each councillor had their own reasons for supporting it which went beyond the goats.

“It’s about trying to figure out what is in the public interest whether it’s in environmental sustainability outcomes or social benefits,” said councillor Blair Mirau who pointed out that the community is also interested in backyard chickens.

Council’s main concerns were a potential lack of veterinary care for the animals, protection against wolves, a lack of adequate space because of Prince Rupert’s urban density, and which type of livestock will be able to adapt to a wet climate.

“I feel obligated to support this to get expert advice on what is best for the animals,” said councillor Nick Adey.

Support Team Prince Rupert In September 2018, the Northern View featured Francis Wolfe, a man who has been cycling to raise money for cancer for more than a decade.

The retired firefighter, now in his sixties, lost three family members to the disease while three more and himself are survivors.

Each year, Wolfe pedals his way to thousands of dollars in fundraising in the Ride to Conquer Cancer. Last year, Team Rupert raised $33,007 to benefit the BC Cancer Foundation.

Last Saturday, Steve Weir, one of the Team Rupert members, was set up outside Tim Hortons to raise awareness about the Ride to Conquer Cancer, do a little fundraising and proactively engage the community in healthier lifestyles.

To that end, people were free to bring their bikes by for cleaning and maintenance, and donate to the cause if they wanted.

This will be the 11th year of the ride which should pass the $100 million mark in funds raised. The ride will take place on Aug. 24-25, and pedals more than 200 kilometres from Vancouver to, quite fittingly, Hope.

As they say themselves, “this team is so much more than the funds it raises. We have become a support and resource in the community for information and encouragement in this crusade to eliminate cancer. We are out there collecting bottles, taking friends to chemo appointments, visiting friends in the hospital, sharing our stories and riding our bikes.

The fight against cancer won’t be done by one person but by all of us coming together.”

Cocullo : Permanent residents deserve permanent voting rights

n June 24, city council heard from a group called Fresh Voices about their Lost Votes Initiative, a push to help permanent residents become included in local democracy by granting them the right to vote.

After living in Ford Nation and being inundated with Trump’s hate rhetoric on a daily basis, it was a breath of fresh air to see that the idea of making democracy accessible to all is still alive and well somewhere and that not one councillor expressed opposition to the idea.

According to the last Canadian census, more than 10 per cent of Prince Rupert’s population are permanent residents. That is too high a number of people who are not participating in our local democratic processes.

Prince Rupert Middle School (PRMS) asked the community to slow down their donations for their biannual clothing drive as quickly as they asked them to bring the donations in.

Less than two week ago, Arlene McMillan, an educational assistant at PRMS, only had four shares on Facebook and one bag of clothes for the drive but after a public announcement asking the community for help, she received an overwhelming amount of donations within the span of the week. So much in fact, she had two clothing drives on Wednesday June 12 and June 19.

“There is an overwhelming support from our community and we are so thankful,”said McMillan during the impromptu clothing drive.

Thirty bags of clothes came through the doors of PRMS within days of their call for help. There are still leftover clothes despite the extra clothing drive which McMillan said will be donated to the Kaien Island Anti-Poverty Society.

Since 2016, the school has put on the Winter Wear Walk during the fall and the Clothing Walk during the spring, usually organized by word-of-mouth, to help out kids and families in need.

McMillan said the summer and winter drives have both been very beneficial to the students at the middle school, from allowing them to have matching boots and jackets for the winter, to getting sandals and running shoes for the summer.

“Thank you again Prince Rupert,” she said.

The Prince Rupert sea cadets sailed into the next chapter of their lives on Thursday, June 20, at their annual ceremonial review (ACR), with Mayor Lee Brain in attendance.

The ACR is an opportunity for cadets to celebrate all the training they learned from the year, receive awards, graduate from their ranks, and for some, to say goodbye to the cadets for good.

“I’ve taken away life experiences I would have never learned anywhere else”, said Amber Ly, 18, Chief Petty Officer first class (CPO1), who received her six year service medal. Ly also won the Lord Strathcona Medal, Sailing Cadet of the Year award, and Top Instructor award for 2019.

“It’s really great to see them grow and mature and become strong leaders,” said Sublieutenant Tannis Calder, of the Royal Canadian Sea Cadet Corp 7 Captain Cook.

Calder said some of the highlights of the year has been coaching the cadets to sail, engaging them in water activities and teaching the young cadets proper drill displays.

The sea cadets range from 12 to 18 years old, some will be moving up in the ranks while others are graduating.

Ly will be moving to Nova Scotia next year to study at the Canadian Coast Guard College in marine navigation.

“I give credit to the whole cadet program for developing me as the person I am today,” she said.

Lions host first anniversary for tot park

The Lions Club held a festival at Mariners Park on Saturday, June 22 to mark the one year anniversary of the opening of the tot park.

The club had marked the opening last year with a hot dog giveaway, and after surpassing expectations decided to revisit that success.

“We thought we would do it again just to reinforce people’s idea that the park is here

and that we’re still behind it,” Jamie Scott of the Lions Club said.

Scott emphasized the importance that even smaller play areas like the one at Mariners Park can have on a community.

“It’s absolutely crucial for any community to have places for the kids to play, and get them off the screens and get them outside playing and being as creative and active as we can,” Scott said. “It’s the perfect venue, this is the perfect community park, and it’s

a great fit for us.”

The port was a sponsor for the event, and had a booth where they gave kids boating safety advice, as well as lessons in knot tying. Kaleb Fitzsimmons, a deckhand on the port’s patrol vessel Charles Hays, was on hand to teach some of these valuable skills.

“Stuff like this really brings communities together and brings out the best of organizations like the port and the Lions Club,” Fitzsimmons said.

Prince Rupert held its second annual Sphero Olympics giving students the opportunity to put their coding skills to work in a fun and competitive setting.

Six schools took part in the challenge. In addition to hosts Roosevelt Park Elementary, Conrad Elementary, Pineridge Elementary, Lax Kxeen, Prince Rupert Middle School and Port Edward Elementary all had students represented at the event.

The concept came to Prince Rupert last year after Andrew Samoil, the director of instruction for School District 52, and his colleagues saw the Sphero balls at a computing conference.

They quickly got the idea to bring the spherical devices back to the city’s elementary schools.

“We thought, what if we made this a classroom set and challenged students to learn coding by applying it to a particular skill,” said Samoil. “The Sphero Olympics is a way to apply block coding to challenging events such as running a maze, or our super maze, which has intricate angles.”

Students would input coding directions into a tablet prior to sending the spheres on their way, and hope they had calculated the proper path or distance required to reach the finish line.

Like with professional coding, there was plenty of trial and error before most of the spheres hit their mark. But the students were determined to see their spheres to the finish line, and were ultimately able to do so.

Samoil added that coding is becoming more and more im-

portant in today’s job market, and these skills will prepare kids for almost any career they enter into.

“Prior to the event we had the students together and showed them… opportunities in coding,” said Samoil. “Not strictly just being a computer coder, but also in all sorts of careers. You may be a plumber, and now with the new electrical circuits you might need to know how to combine the principles of coding and the logical sequences you will learn from coding.”

Cindy’s Cell, a comment on technology in the digital age through dance

The Spectrum City Dance studio put on a spirited and thought-provoking performance in their year-end recital at the Lester Centre on Saturday, June 22.

Entitled “Cindy’s Cell”, the dance numbers were designed to not only showcase the talents of the school’s students, but also to examine our relationship with technology in the digital age.

“It’s a concept that we’ve been thinking about since last summer,” said Ella Ferland, Spectrum’s instructor.

“The message is that we all go through these periods where we feel disempowered. And teenagers and young children in our society, it happens a lot.”

Audience members followed Cindy, played by Zosia Stevenson, a high school girl who lost her cell phone

after a mixup with her sister. Guided by fairy Fay, played by Anne Nguyen, Cindy spends the day embarked on a journey to retrieve the lost device.

During the adventure, Cindy encounters a variety of eclectic characters, played by every age group of the Spectrum dance ensemble. Visuals played a key role as well, with the projection screen featuring a number of works by Paul Cox to guide us through Cindy’s venture throughout the school. A walking manifestation of her cell phone, along with an exploding flurry of bats were some of the more striking displays.

By show’s end Cindy has recovered her phone — revealed to be in her sister’s backpack the whole time — but more importantly learned the rewards of taking time to unplug from her device.

“Kids have way more pressure on them than ever before,” said Ferland. “They have the internet which

is the source of great knowledge, but also the source of comparing yourself to everybody else.”

The closing number set to the lyrics of Lady Gaga’s ‘Telephone’, “stop callin’, stop callin’, I don’t wanna talk anymore,” show us that Cindy has emerged from the experience having processed a valuable lesson about the effect of smartphones on our lives.

“We’ve been practicing for weeks after school, for a couple hours,” said Stevenson who spoke after the show about the long preparation that went into pulling off the detailed performance.. “We started just after the competition season ended, so about a month and a half.”

Stevenson’s range of artistic skills was on full display during the show. In addition to her dancing, Stevenson put her choreography abilities to work as well, responsible for choreographing the “All We Do” dance number.

Researchers to flush Skeena with bright dyes

Don’t panic if you see ribbons of brightly-coloured liquid flowing through the Skeena River this summer.

The Kitsumkalum Fish and Wildlife Operations Department (KFWOD) will be staining the river with non-toxic, biodegradable rhodamine dye to develop a spill response plan for train derailments in the Skeena watershed.

Knowing how a spill will behave will help KFWOD identify locations for caches of spill-response equipment between Terrace and Prince Rupert.

“Rivers are very difficult to protect. Oceans are a lot easier because it’s open water,” says Mark Biagi, KFWOD manager. “The lower Skeena has a lot of islands, a lot of meandering and a lot of grading on the bottom. We need to understand, if there is a derailment along the river, how do we protect the salmon, how do we best respond.”

With the help of the Kitselas, the Kitsumkalum spent a year creating a high-resolution map of the CN rail line from from Kitimat to Terrace, and Kitwanga to Prince Rupert.

In Phase 2, Kitsumkalum identified all the areas of importance to salmon habitat. For Phase 3 KFWOD have engaged Northwest Hydraulic Consultants to create a workable model of the Skeena.

The dyes will be tracked by drones and a “battery of sensors” to digitally amplify the rhodamine’s presence. GPS-equipped sensors will also be tracked by satellite to map longrange impacts.

“We already know where the sensitive areas are, and now we can start looking at how to protect them,” Biagi says. “Where do we intercept the spill? How do we corral the spill, get it into an area we can manage it and clean it up?”

The first dye and sensor release will take place around July 2 near the bridge crossing of the Kalum River. The second will likely take place mid to late August in the Terrace area. The dyes will take about seven hours

to dissipate and will be either yellow or red in colour.

The study will not impact fishery openings or other river activities, says Biagi.

KFWOD has been working with the provincial government on this project through the framework of a Geographic Response Plan program, and with the federal government through the Marine Protection Plan.

“The problem is, salmon habitat are federal jurisdiction and rivers are provincial jurisdiction. It’s a jurisdictional quagmire,” Biagi says.

“What we’re doing is trying to prevent that from becoming the reason why we do nothing when a disaster happens.”

In addition to current volumes of hazardous materials carried to and from the coast, Vopak Pacific Canada is proposing to build a bulk liquid petroleum export facility on Ridley Island near Prince Rupert that will require an increase of 240 rail cars per day travelling through the area — 60 for liquefied petroleum gas and 90 for clean petroleum products, such as diesel or gasoline, and 90 for methanol.

Since the completion of the AltaGas propane export terminal in Prince Rupert, rail traffic is already increasing by up to 60 cars of propane passing through the watershed per day.

That number may double if a second propane export facility in Kitimat, Pacific Traverse Energy, goes forward.

“We’ve been working very diligently to get the federal government to accept the fact that if a spill takes place on the Skeena, it’s going to end up in the estuary and marine environment,” Biagi says, adding CN Rail has been very cooperative in the project.

Once the study is complete, the Kitsumkalum will share their findings with CN Rail and both the B.C. and Canadian governments to develop a geographical emergency spill response strategy.

“We ask for the public’s patience and understanding as we carry out our study. There are no impacts while the study is taking place.

Just a dramatic and temporary change in the colour of the river,” says Biagi.

The inaugural Tears to Hope Relay sets off from Prince Rupert and Smithers, heading to Terrace

The inaugural Tears to Hope Relay set off from Prince Rupert and Smithers on the morning of June 21, with the goal of raising awareness for Missing and Murdered Indigenous Women and Girls.

“Our purpose in this race is to take the Highway of Tears and turn the page to Tears of Hope,” said organizer and runner Birgitte Bartlett, from the Kitsumkalum First Nation.

Organized by the Tears to Hope Society, participants in the run are hoping to shine a particular light on women who have been murdered or gone missing along Highway 16 between Prince

Rupert and Prince George.

“I don’t know how any of these people would survive without hope,” said Bartlett.

Bartlett’s daughter, Mary Denton, was the starting runner out of Prince Rupert. The relay and meaning behind it, as with many others, is deeply personal to her.

“I grew up a kid from Kalum and was involved in multiple searches for many women that have been missing on the highway before they were even deemed and considered missing by RCMP,” explained Denton.

“Our shirts say ‘She is somebody’ It’s reminding people that these families never got closure,” said Denton. “These women disappeared, but they still need

to be acknowledged. It would be nice if everybody felt safe here and felt like they could take it back.”

The runners traversing Highway 16 from Prince Rupert to Terrace will meet up with their counterparts who left from Smithers on June 22, at which point they will head to the George Little Park for Indigenous Peoples Day celebrations.

Also present at the starting ceremony was noted Indigenous rights activist Gladys Radek. Radek’s niece, Tamara Chipman, went missing at the Industrial Park outside of Prince Rupert in 2005.

She has since organized several walks across the country through her groups Walk 4 Justice and Tears 4 Justice, and is assisting in the Tears to Hope Relay Alex Kurial / The Northern View efforts.

Year end awards celebrate tops in Rupert swimming

The Prince Rupert Amateur Swim Club held their year end awards on Sunday, June 23 at Charles Hays Secondary, with plenty of hardware to hand out to their roster of talented swimmers.

Highlights included the Buzz Alder award for Swimmer of the Year going to Jarred McMeekin. McMeekin was the lone swimmer to qualify for the Western Nationals this year thanks to his ability in the breaststroke and butterfly swims. McMeekin ranked 11th in the province in the 50- metre breaststroke, and placed 47th in the country in the 50metre butterfly.

One of the new awards handed out on the night went to Amy Leighton, 18, for Female Mentorship. “Amy has given the girls in our club an outstanding role model to look up to. In her career she’s demonstrated high character, healthy lifestyle, perseverance, independence and leadership,” the PRASC said in a statement.

Leighton’s achievements in the pool are equally as impressive as her leadership outside of it. She also won the award for top female swimmer 15 and over after a year where she ranked 12th in BC in the 50metre breaststroke, 13th in the 200- metre breaststroke, and 44th in Canada in the 100metre individual medley.

Zach Dolan, 17, was recognized as the top male swimmer, ages 15 plus. This season, he ranked seventh overall provincially in the 50metre breaststroke and 12th in the 50- metre backstroke. Nationally, he ranked 32 in the 100- metre individual medley.

Other major awards included the Bill Nicholls Rookie of the Year award going to Owen Verde-Skinner and Nadina-Rae Cam, the Don Seidel Volunteer of the Year award being awarded to Kerri Leighton, the Brandon Hagen Perseverance Award going to Isaac Mastroianni, the Amanda Bedard Developmental Swimmer of the Year honours awarded to Jeevika Mariampillai, and the Gord Eby Swimmer of the Year award was handed to Isaac Dolan for his gold medal race of 5:17.46 in the 400- metre individual medley at the Prairie Invitational in Winnipeg in March.

Dylan Kerbrat conquered the Prince Rupert golf course for the second time in as many weeks during the June 22-23 weekend, this time claiming the His and Hers tournament title with his partner Chalaine Hannah.

Fresh off his victory in the Men’s Jubilee, Kerbrat was back from Kitimat and looking to add another trophy to his collection. This time he was joined by Hannah, as the pair got set to battle with a dozen other couples in the Championship Flight.

Kerbrat and Hannah got off to a good start on Day 1 by hitting par on their first four holes.

They would go on to hit three birdies — the most in a single day by any couple in the tournament — and head into the clubhouse with a six-over-par 76.

They weren’t alone however, as another pairing had a hot stroke on Saturday as well. Rick Malkow and Vida Carson from Smithers had a relatively error free day en route to an equal score atop the leaderboard. Factoring in their 17.5 handicap, Malkow and Carson also found themselves leading the race for lowest net score, with a 58.5.

The deciding day featured a shotgun start,

meaning every pairing would tee off at the same time. Kerbrat and Hannah were partnered with Malkow and Carson to build the suspense, with the leading duo joined by Abby Rosario and Cynthia Rosario from Prince Rupert.

Another test reared up in the form of the elements, as in classic Prince Rupert fashion rain began to fall on the course. Hannah explained how this added to the difficulty.

“Clubs definitely weren’t going as far, as the rough out here isn’t very forgiving, especially when it gets wet,” said Hannah. “So it was definitely an added challenge today.”

Malkow and Carson edged into the lead on hole one after a double bogey from Kerbrat and Hannah, and even gained a two-stroke lead after another bogey from the Kitimat couple on hole five. A double bogey from the leaders on the seventh saw things tied right back up however, before Kerbrat and Hannah pulled ahead by one on the ninth.

The back nine was a back and forth affair, with Kerbrat and Hannah building a two stroke lead of their own before seeing it slip away with just three holes to go. On the final two holes however the pair managed to shoot par, allowing them to edge out Malkow and Carson by two strokes in the final count.

Kerbrat said being paired with their fellow

challengers helped push him and Hannah. “It’s good knowing where you stand. You make a mistake, they make a mistake, you don’t think too much about it. Forget about it and move on,” said Kerbrat.

The Rosario’s ended up claiming the 1st Low Gross award in the Championship bracket with their 80-80 for a 160 total, just seven strokes off the winning mark. They said playing with the top pairings drove them to their best possible game.

“It’s always nice to play with a good golfer, because you try your best too,” said Cynthia Rosario after the tournament. “It’s always the case, when I’m with a good golfer playing against me I always want to play my best.”

Kerbrat and Hannah’s final statline was 76-77 for a 13-over-par 153. Malkow and Carson went 76-79 for a 15-over-par 155. The Smithers duo still had plenty to celebrate though. Their handicap gave them an adjusted score of 120, good for the title of overall low net winners.

Eric Hand and Dorothy Wharton from Prince Rupert topped the low gross score among the First Flight pairings with a weekend of 9086. Fellow Rupertites Bill Nicholls and Josie Lam took the best low net score, as their 25.5 handicap adjusted their totals to 63.5-64.5 for the weekend.

Holkestad shot a two day total of an 18-overpar 158 to put herself back on top of the prestigious Northwest tournament. She finished 14 strokes ahead of Prince Rupert’s Janet Sheppard in second place. Karin Williamson made it a clean sweep for Prince Rupert golfers on the low gross podium, finishing just one stroke behind Sheppard.

With the victory Holkestad is on her way to a successful follow up of her 2018 campaign, where she won the Women’s Senior Open as well as the His and Hers championship with her husband Brian.

The Charles Hays Rainmakers basketball team proudly wore their championship rings at a school ceremony celebrating their provincial victory.

The ceremony, which took place at the CHSS gymnasium during lunch hour on Wednesday, June 19, was also a celebration of coach Mel Bishop’s induction into the Basketball BC Hall of Fame.

“I know he downplays it, but we’re really really proud of him and we just wanted to say, ‘we think you’re amazing,’” said Sandra Pond, principal of CHSS, as she presented Bishop with a gift at the ceremony.

Bishop led the boys to win the BC Boys Basketball Provincial Championships 2A Tournament in March, their third championship since 2001.

Prince Rupert Middle School (PRMS) and Annunciation held their final track meet of the year on Thursday, June 20, where the athletes kept pushing themselves to the limits.

“We’ve had very impressive records set in the seventies, eighties, and nineties. It has been difficult in past few years, but this year particularly we had some exceptional athletes that have gone beyond our expectations and their own,” said Danny Dawson, track meet organizer.

This is a yearly event, for which the Prince Rupert district has now kept 40 years of records under their belts, said Dawson who has been a teacher at the middle school since its inception.

Grade 8, Logan Hughes, beat his long jump personal best record springing into the air and landing at 5.14- metres. He also beat his high jump record at 1.60- metres. Earlier in June, at the provincial track and field competition in Kelowna, Hughes tied for ninth in high jump at 1.55- metres on the first day and placed 10 out of 22 in long jump, earning PRMS two of its top 10 placements.

At the PRMS track meet, Grade 8 Ben Visser soared into the record books earlier this month, breaking a 36-year-old regional high jump record for the Northwest Zone, leaping at 1.65- metres. On Thursday, he broke that record again with a jump of 1.68- metres. He also beat his long jump record, com-

While coaches still called out instructions from the sideline, the focus was less on keeping score and more on having fun and building a love for the game. This was reflected in the post tournament medals, handed out for good sportsmanship rather than for results.

Kristina De Araujo, U-10 division coordinator and organizer of the event, said instilling a fondness for soccer is always priority number one.

“My son and his whole school play at lunch time, the school that I work at all plays at lunch time,” said De Araujo. “I think days like this are fun because they’re still friendly. If they’re having fun, they’re happy.”

The Grade 6, 7 and 8 students competed for ribbons in the high jump, long jump and relays from 100- to 1500- metres. Shot put was put on for the Grade 7 and 8 students and ball throw for the Grade 6.

“Thanks to the volunteers who helped coordinate and

The Grade 8 athletes will be saying goodbye to PRMS in the next few days and moving on to high school to join the Grade 9 team to compete with other high schools.

“This is one of the strongest set of athletes that I have ever seen and I know they are going to do exceptionally well if they stick to it,” Dawson said.

Julie was born in Prince Rupert , on September 06 1951, she stayed in Prince Rupert all her life. As a young woman, Julie was a ďŹ esty gal who didn’t take no gu. She served the public as co-manager of The Empress Hotel with her ďŹ rst husband and comanager of the Totem Bingo Hall with her second husband, all this while running a household, being mom/ stepmom and granny. Julie was well known in the community she could be found with her two sisters at garage sales looking for the bargains and then at local bingo games hoping to win the big one.

Julie was predeased by Don Lagimodiere (1st husband), Neal Bryant (2nd husband), Debbie Bryant (stepdaughter), Howard & Marion Pierce (parents), sisters Carol VanHulle & Betty Heal.

She leaves behind her partner Jake Ford, daughter Donna Bryant ( Jim Roberts), and Donna’s children Neal & Matthew, step children Richard & Lori Bryant, and their children, her brother Norman (Joanne) Pierce, many nieces and nephews as well as her beloved dog Chica.

There will be no service as per request, a Celebration of life will be announced at a later date.

Reporting to the Public Works Foreman, this unionized position operates, maintains, repairs and monitors the municipal water supply systems and the wastewater collection and treatment systems including pipe lines, pump stations, lift stations, reservoirs, and waste water treatment facilities to ensure the water and waste water treatment systems meet the requirements of the provincial statutes and regulations. This position requires being on standby after regular working hours and working overtime as required.

The Utility Operator will also assist with ensuring safe work practices are used on the job site, shall work within the safety guidelines as established by the District, and assist in the development of safer and more efficient methods of work. General labour and other duties will be assigned to assist with the District’s day to day operations.

The ideal candidate would have a minimum of: Level II water treatment plant operator’s certificate, Level II sewer treatment plant operator’s certificate, Class 5 driver’s license, equipment operating experience, supervisory skills and be in good physical health.

The District of Port Edward has a collective agreement with CUPE that runs through to December 31, 2021. The current rate of pay for the Utility Operator position is $34.11 per hour plus premiums for tickets held. The successful candidate will be fully trained in all EM duties and will become DFO certiďŹ ed as ďŹ shery observer to validate commercial ďŹ shing vessel ooads.

The hours of work and schedules are variable, based on season, and may involve evening and weekend work.
