Long-time Yale resident, Walter Kassian, remembered for his community involvement Kassian played key roles in development of region, local hospital, and Yale Fire Department

Although he wasn’t from the area, after moving to Yale in 1964, Walter “Wally” Kassian not only put down lasting family roots, but created a lasting legacy through his decades of dedicated effort to improve the community at large.

On June 17 of his 86th year, Kassian— who was the last surviving member of the Fraser Canyon Hospital Improvement Board—passed away at the Fraser Canyon Hospital with his family by his side.

“He was the last of five children—the end of a generation,” said his son, Michael Kassian.

The son of two Ukrainian immigrants, Kassian made

a successful living building roads and tunnels throughout the province, but mainly in the Fraser Canyon area.

“My father was a builder, that’s who he was,” Michael continued. “He came here as a builder and built logging roads, (tunnels, businesses, a farm) and a fire department.”

Known as the unofficial mayor of Yale, Wally’s dedication to the area was well-known, and through his involvement with the Fraser Valley Regional District (FVRD), he was able to help establish the region’s current boundaries.

Having made a good living as a builder, Michael says his dad was able to retire early at 55, which left him with a “good 30 years to give a bit more to the community. He was able to come back and dedicate more time.

“He had the luxury of time to be able to do the things (he was passionate) about, and do them well in the community,” Michael continued.

During one of their final conversations, Michael says

his father made a statement that he believes sums up Wally’s interpretation of the world: there are two types of people in this world, those who work for and look after themselves, and those who look into the broader community and look for ways to serve it.

Trial dates set for three men accused of 2017 killing near Hope

The lawyers for three men accused of a 2017 murder that occurred near Hope appeared in B.C. Supreme Court in Kelowna, Monday.

Ryan Watt and Joshua Fleurant are charged with the first-degree murder of 20-year-old Michael Bonin, while Jared Jorgensen is charged with second-degree murder.

Bonin was discovered dead on Peers Creek Forest Service Road north of Hope on April 20, 2017.

Fleurant was present via video from Kamloops Regional Correctional Centre Monday,

while both Jorgenson and Watt’s defence lawyers appeared on their behalf.

The lawyers for the accused will appear in court on July 10, to schedule their trial dates. Flueant again will appear by video, while Jorgenson and Watt have been excused.

Fleurent and Watt’s trial dates will be set for October 15, 2019, for 14 days.

Jorgensen is expected to set his trial for April 14, 2020, for 14 days.

Pipeline big property tax contributor to Hope

Since its construction in the early 1950s, the TMX pipeline has served as a key transportation link between Alberta’s oilsands and the west coast. Today, the pipeline is one of the few in the world capable of transporting batch refined products as well as crude oil.

In 2013, the National Energy Board (NEB) approved an expansion to the pipeline that would see its capacity grow from 300,000 barrels per day to 890,000 barrels per day. By 2018, the proposal had caused so much friction between British

KINDER MORGAN MAP Columbia and Alberta, the Canadian government stepped in and announced its intention to purchase the pipeline for $4.5 billion.

However, in August 2018, the NEB’s approval was overturned by the Federal Court of Appeals because of the government’s insufficient consulting process with First Nations groups to assess the projects impact.

da’s Governor in Council brought an end to the project’s stall by instructing the NEB to issue a certificate allowing for the expansion’s construction and operation.

“So they’ve started coming to us for permits and right-of-ways to start to get that ball rolling again,” Robb said. “But the project’s not solidified … so we’re moving forward feeling cautiously optimistic

The District of Hope also benefits from the pipeline’s twinning, says the mayor.

“They’re a big property tax contributor. If they make the site bigger, then we’ll gain more property tax,” which will only serve to benefit the community.

And while there’s no official date for when shovels will be in the ground, Robb says he’s been told in consultations TMX hopes to start digging in September.

But regardless of when it happens, the mayor says it will be “business as usual in Hope. The general public probably won’t notice (the construction), but the business people will notice a difference.”

Not taking diversion lightly

“The health and safety of moms and babies is our first priority, (and while) we appreciate the impact this service change may have … it is temporary and not expected to impact a large number of patients.”

“It’s a big deal to divert for even two weeks—we don’t take that lightly,” said Wilson. “But the number of activities around making pregnancies safe … meant we had to shift all those activities to Abbotsford.”

Patients won’t need to find new doctors or midwives, nor will they need to make arrangements to seek out a physician at Abbotsford Regional Hospital. All those arrangements will be made by their current care team for the time period of the temporary diversion.

Chilliwack General Hospital’s maternity ward is on diversion until July 9. During that time, labouring women are being asked to travel to Abbotsford to deliver their babies.

PAUL HENDERSON/CHILLIWACK PROGRESS FILE Pregnant women with due dates outside of the expected diversion timeline, routine prenatal care will continue to take place through community offices, as will postnatal care, as well as routine non-stress testing will continue at Chilliwack General Hospital during this time. Only high-risk pregnancies will be referred to Abbotsford for non-stress testing.

“This should be a time of great joy, and a supported life event,

not a time of stress, so we have great regret (about diverting labouring moms), but it’s absolutely for safety,” Wilson said.

And even though “the majority of births in Chilliwack are done under the care of a midwife or physician, and most women are expected to have an uncomplicated pregnancy … sometimes unexpected things happen around the time of delivery, and in those settings you may need access

to an OB because you may need to move to an intervention,” Wilson explained.

Normally, CGH has three obstetricians who cover each other off, but “maintaining coverage with three physicians is taxing, (so) there is now a position posted for a fourth OBGYN,” Wilson added, “because it’s really important to have that back-up.”

And while CGH isn’t the biggest hospital in the region, Wilson says its catchment area is “very large,” comprising 45 per cent of the health region’s territory, which means there is a large patient population to consider, always. “And we’re growing,” the doctor added. “Our latest data is from 2016, but the (area’s) grown considerably since then.”

Wilson says it’s also important to note that all hospital services have diversion plans in place for specialized services.

No excuse for distracted driving A lot of rumours are floating around about distractions while driving. Some people believe you can’t drink a coffee or sip on a bottle of water while heading to work. They think huge fines will result.

The only way huge fines will result from drinking coffee or water on the go is if you actually get in an accident and are at fault. Drinking these types of fluids minimally interferes with your visual awareness or cognitive processes while driving. Listening to a radio or CD distracts a bit but is allowed.

The Motor Vehicle Act (MVA) makes the point that visual awareness is the key to safe driving. In fact, research indicates that those who use hand-held smartphones to look up things or talk to friends or text while driving lose visual awareness by about 25 per cent or more. If any danger or obstacle enters the driver’s space during the use of electronic devices this way, serious accidents causing bodily injury or death to you or others could result.

If you want to use any electronic device during your driving period, you need to pull off into what the MVA calls a safe parking spot. Until then, you need to keep your smartphone in a purse or in the glove compartment. It can ride around loose in the

vehicle, but it must be turned off completely. You cannot be fined for having one — only if you use it.

The only time you may use a hand-held communication device while driving is if an emergency occurs. For example, you note a car has slid into the ditch on an icy morning or a fender-bender has occurred just as you were passing by. Still, even in those situations, if you can get off the roadway to a safe spot, that location would be the place to make your emergency call.

Part 3.1 of the Motor Vehicle Act regarding the improper use of electronic devices while driving has not been made into law lightly. Too many people have been killed by looking at screens or texting, and that’s why something had to be done. If you are caught using any number of electronic handheld devices in British Columbia, you can expect a fine of $368 and the application of four penalty points to your driver’s licence. These points will cost the driver a further $210 by ICBC as a penalty point premium. Further severe penalties will be applied for distraction offences beyond the first one — additional fines up to $2,000 and possibly prohibition from driving.

Wading through the PR tsunami post-pipeline approval

Unlike an earthquake, last Tuesday’s federal government “green light” on the Trans Mountain Pipeline Expansion Project (TMX) was entirely predictable.

But like an earthquake in the ocean, it came with the requisite tsunami, this one a wave of

press releases washing across newsroom desks across B.C. As soon as Prime Minister Justin Trudeau announced the approval, in they came. By the time I left the office Tuesday, I counted 19 press releases from political parties, business groups, Indigenous organizations, Trans Mountain itself and, of course, environmental activists. And that’s just as a B.C. journalist. I’m sure I’m not on everyone’s mailing list.

Others may have seen many, many more.

Depending on the point of view, the unsurprising announcement from a government that owns the pipeline in question, a decision to approve the twinning of the 1,150-kilometre pipeline, tripling the capacity, was “stunning hypocrisy” (Rain Forest Action Network) or “disgraceful in a climate emergency” (Wilderness Committee or “a violent

act against young people” (Sierra Club of BC).

From supporters of the pipeline expansion it was tepid support at best, given the small-c conservative politicization of all things Trudeau and/or federally Liberal. If you hate Trudeau, but are pro-pipeline, the response needed to be a half-empty cup.

Well before approval, before 7 a.m., the federal Conservatives put forth leader Andrew Scheer’s response. Building a pipeline is a decision he would have clearly also made, but one he had to criticize: “Cabinet Decision on TMX Meaningless Without Construction Date: Scheer.”

A political “yes, but” response.

The Canadian Federation of Independent Business was the least passive-aggressive in support of the decision: “We are pleased to see the federal

government’s final decision today granting approval of the Trans Mountain Pipeline Expansion (TMX) Project.

After more than seven years of review, it’s time to get shovels in the ground.”

The BC Liberal Caucus naturally used the decision to lambaste the governing NDP: “‘Today’s decision by the federal government sends a clear message to John Horgan and the NDP: The time for obstruction is over – their government needs to get out of the way and support this project.’”

Of those initial 19 press releases, the majority were Indigenous groups and environmental organizations issuing missives written long ago, knowing Trudeau would say yes to TMX. From the Sierra Club to Greenpeace to Stand.Earth to the David Suzuki Foundation, the messages were clear. From

We must stop burning fossil fuels sooner than later

Editor: In reference to a recently published op-ed in another newspaper titled, ‘BC’s opposition to pipeline is costing us billions,’ I have to say I believe Canadian taxpayers never lost a dime, never mind the $6.2 billion claimed by the Canadian Taxpayer Federation (CTF).

In fact, it was the Federal Conservatives and the BC Liberals, along with the Alberta provincial government that have failed miserably at getting Alberta bitumen to tidewater.

It bemuses me how their combined failure translates into their good works, and all the blame falls squarely on Canada’s only cooperative government.

Blaming the NDP and the BC Greens for Alberta’s miscue of mining bitumen instead of drilling for oil and refining it here in Canada only shows how out of touch with reality this political organization is.

The governments of Alberta, both past and present, have turned this into such a political football, they have figuratively cut off their noses to spite their face. As they are using the majority of their current capacity to ship the less lucrative dilbit, to put the squeeze on BC drivers gasoline supply, of which they then deprive their own taxpayers of increased revenues.

But you have to give them credit, as they are great at inventing

evidence. For example, that they are increasing the number of oil shipments by rail, by eight fold.

That would mean that the CPR line traffic would rise from one train a day to eight. I live on the line. That’s simply not happening.

Then they speak about how much safer pipelines are. The TMX has been in the ground close to 70 years. It’s own employees, many that I know, refer to it as the “great soaker hose.”

Their best statement is, “we aren’t reducing global emissions by blocking pipelines.” How’s that for genius?

If you’ve noticed lately, now that supply lines are back up and running, the price of fuel has dropped

substantially. Recently in Hope, I paid a $1.25/litre. Still no pipeline.

The truth is that opposition to pipelines, and the extinction of the human species, has created an awareness to the real problems facing all of us and the rest of the world.

It is time to mobilize against this exponential threat of one million species extinction, and there is only one way forward. We must stop burning fossil fuels sooner than later.

After all, the greatest economic catalyst the world will ever see will be the transformation to clean and renewable energy systems.

Canada lags in move toward green economy Editor: Although I’ve never (nor likely ever will) own or operate any form of motor vehicle, there are many green-minded people who rely upon their fossil-fuel powered cars (though likely still efficient) since they haven’t had a monetarily feasible opportunity to acquire an

electric vehicle.

Also, I believe it’s no coincidence that the first thing upon his party’s entry into office after an election won in part with fossil fuel industry donations, Premier Doug Ford canceled the government’s rebate incentives for electric car buyers in Ontario.

It was claimed by many even outside of Ontario that governments shouldn’t subsidize electric vehicles – all the while profitable oil and LNG companies are heavily subsidized by taxpayers.

Meanwhile, our supposedly environmentally concerned federal government, besides yet again

deciding in favour of tripling the dirty-energy diluted bitumen oil flow via Trans Mountain, early this year gave the increasingly outdated fossil fuel sector 12 times as much subsidization as they allocated towards clean renewable energy technology innovations.

Hope received the 2019 Rural BC Community Award at a ceremony held during the BC Rural Health Conference earlier this spring.

This recognition is part of the annual BC Rural Health Awards program coordinated by the Rural Coordination Centre of BC (RCCbc) that recognizes the valuable contributions of health care teams and communities in sustaining rural health care services in British Columbia.

After a community consultation that included community organizations, health care providers, First Nations representatives, seniors, young families and youth – stakeholders determined that 80 per cent of the funds would be invested in local organizations to effectively address the coordination of youth, health, and volunteers services and activities, as well as addressing supports for mental health clients, rural transportation, and healthy living promotion.

The remaining funds were used to create a grants program that supports community members and agencies in generating new and innovative one-time projects to address aspects of overall community health.

Several Micro Health Grants (up to $10,000 each) and one Macro Health Grant ($25,000) are awarded each year to support community-driven ongoing health care improve-

ments and/or supports.

Projects have included funding playgrounds, train the trainer programs, scholarship funds, access to health services, food security, and intergenerational initiatives.

This year marks the sixth year that RCCbc has recognized BC rural physicians and communities for their contribution and dedication to rural medical practice with the BC Rural Health Awards.

Each year, RCCbc recognizes a rural community as well as rural physicians and/or interprofessional teams for their important work in sustaining rural and remote health in British Columbia.

A call for nominations was issued in November 2018 through BC Rural Update, the eNewsletter of the RCCbc. Recipients were selected by a committee consisting of representatives from RCCbc and the University of British Columbia. All award recipients receive a physical award, along with a $2,500 grant to be used for hosting a community celebration or supporting a community resource.

The BC Rural Health Awards are made possible through the generous funding provided by the Joint Standing Committee on Rural Issues (JSC). The JSC is a joint collaboration between the BC government and the Doctors of BC that provides policy oversight as well as funding for rural physician programs to increase recruitment and retention of doctors in British Columbia.

Fraser Valley author launches second crime novel Seamus Heffernan releases book Ten Grand

Just over a year since his debut novel was released to critical acclaim, crime author Seamus Heffernan’s second novel, Ten Grand, will be officially launched today— Thursday, June 27—in Abbotsford.

Ten Grand sees the return of Thaddeus Grayle, an American private eye working in London, England.

The book picks up about a year from the events of Napalm Hearts, where Grayle is happily making a living with the far less dangerous work of insurance investigations and background checks.

However, a baffling new case with a potentially huge payday will tempt him out of his quiet – and safe – new life.

Ten Grand sees Grayle investigate the disappearance of a wealthy London banker whose sudden departure has left his family devastated and the police stymied.

In the midst of this, the detective must also navigate a dangerous crisis left behind by an old friend, one that has truly dire consequences for all involved.

Heffernan is confident that previous readers will enjoy this new novel, even if it may not be exactly what they expect.

“The style is still short and punchy, there’s lots of rat-a-tat dialogue, and the plot races along. But it’s a much different story. It’s a bit more contemplative, and digs deeper into Thaddeus’s unhappiness and alienation as the mystery unfolds.”

Heffernan said the stress to complete the manuscript came from more than mere contractual obligation.

“There’s always pressure in the writing process,” he said.

“Deadline pressure, obviously, and there’s also the pressure to give people a good story, and frankly, a good time.

“People have been very supportive of the first book, and I want to repay that, even though I’m pretty sure there’s one aspect of this book that people are going to either really love or really hate. I’m definitely curious to see how that plays out.”

The novel is available in paperback and digital download at Amazon and Barnes & Noble online. Copies will also be available at local book stores.

Prior to his writing career, Heffernan worked in education, journalism, marketing and politics. He currently works for a Member of Parliament.

Born in St. John’s, Newfoundland, he has called several places home, including a lengthy stint in London, England.

He currently splits his time between Abbotsford, Mission and Vancouver.

Secret nomination pays off with surprise garden visit Neighbourhood children encouraged to use treehouse The Communities in Bloom judges made a surprise visit to view Inge and Gordon Gray’s garden last week. The surprise went even further as they didn’t know their daughter, Debra, had nominated them.

The Gray’s have been living at their present location for 3 1/2 years and have made some interesting additions to their backyard. A large round vegetable garden containing carrots, lettuce, tomatoes and radishes is in the middle of the yard. The idea of a round garden was due to the previous owners having a trampoline, so no grass was growing on that spot. Making it into a vegetable garden was a wonderful use of the space. The radishes are Gordon’s “garden candies.”

The past owners also left a lovely treehouse with a wrought-iron balcony. You probably didn’t know it — but you missed the first one. The next two are up to you.

The Hope Mountain Centre for Outdoor Learning offered a free, guided hike for families last Saturday and, sadly, there weren’t enough registrations for it to go ahead.

The centre’s outdoor educator, Natalie Worrall said on Tuesday that the low numbers were possibly because of the time of year. “As a mom, I’m feeling the crazy crunch, when all the sports and school activities are ending all at once.”

After parents — and grandparents — have had a few days to settle into a summer schedule, perhaps they can fit in the other two hikes of the series. The

next hike is on Saturday, July 6 and the last is on Saturday, July 20.

The program is funded by Fraser Health and is intended for Hope and Fraser Canyon residents, said Worrall, a Chilliwack resident now in her fifth year with Hope Mountain Centre.

“The idea is to get people to explore and discover their back yard,” said Worrall, her enthusiasm bubbling through the phone line. “Maybe break down some barriers for parents and give them new places to try. I have lots of tips and tricks for getting kids outside.”

Growing up at a remote lighthouse on the west coast of Vancouver Island, Worrall had little choice but to be out

in nature. Beaches, tidal pools, forests and streams were a giant playground for Worrall and her brother. She says her parents settled on Chilliwack when they moved back to civilization, giving the family a chance to stay close to nature.

Now, Worrall’s work takes her eastward to the Hope area. She’ll soon be taking on a water-testing role in the Skagit River, as well as continuing to help with marketing and programs for the Hope Mountain Centre.

The June hike was planned for Flood Falls, an easy hike that most families can handle. In the rainy season, the falls are thunderous — but in July and August, they’re down to a splashy trickle

The July 6 hike has two possible routes, at present. “It might be a river walk, along the Coquihalla River,” said Worrall. “I used to work for Fisheries, so I can include a lot of water facts, as well as talking about the flora and fauna and how to stay safe, with wildlife around you.

“It might also be the Othello Tunnels, with the loop trail,” she added. “Wherever it is, we’d be back to our vehicles within a few hours. People would need to bring their own food and water.

“The third hike would be the Thacker Mountain trail,” said Worrall.

“We’ve pitched the series for kids aged five and up,” she said. “It’s an excellent opportunity for 7 to 12-year-olds or even teens.

“As soon as I see my audience, I bring it to their level. I love to have fun — and children love to explore!” she enthused.

“They’re not goal-oriented like parents can be, wanting to ‘reach the summit in two hours.’ They want to turn over rocks and look at slugs and snails,” she said.

“It’s so important to our children’s health, to connect them with nature.

“They need someone to inspire that sense of wonder,” emphasized Worrall.

Even over the phone, one can tell that she has kept hers fully intact.
