F

our Yukon First Nations women are taking to the Yukon River this week to honour Indigenous women and girls.

Team Dinjii Ni’jootl’i Ka’t is among the 122 participants in the 2019 Yukon River Quest, an annual paddling race that sees canoers, kayakers and stand-up paddleboarders make their way from Whitehorse to Dawson City by water.

Made up of Pauline and Alice Frost, Emily McDougall and Melissa Carlick, the canoe team is hoping to not only raise awareness of missing and murdered Indigenous women and girls (MMIWG), but to inspire others by showing Indigenous women in a positive light.

The team takes its name from the Frosts’ historical family name, which roughly translates to “we are First Nations on the island around the bend.”

The Frosts are citizens of Vuntut Gwitchin First Nation, while both McDougall and Carlick are citizens of Kwanlin Dün.

In interviews June 24, all four women said that while they’ve been personally affected by the issue of MMIWG, they also want to show the strength, pride, leadership and perseverance

that Indigenous women possess, too.

For Pauline, who put the team together, the race is an opportunity to promote awareness amongst young Indigenous women about the importance of self-dignity and speaking up “to be part of the change.”

“We need to encourage one another and support one another in a positive way, and I’m not doing this as a politician,” she said.

“I’m doing this as Pauline Frost, a member of the Vuntut Gwitchin First Nation and an Indigenous woman who has impacted by the very issues that are before us, that we see in our communities and our society, and it’s a way to say … the only way to resolve anything is by working together and just supporting one another.”

The team’s name is also symbolic. “(The name means) something about being around the bend,” she said, “so in essence, what we’re trying to say is, you can always look to the future … We want to keep our eye on trying to find that next bend and have hope in the future.”

McDougall said that she was “honoured” to have been invited to be part of the team. While she’s the only member who hasn’t done the race before, she

does have river-guiding experience and comes from a line of people comfortable and in-control on the water — her great-grandfather was Frank Slim, the first Indigenous person in the Yukon to get a riverboat captain’s licence.

“He would be in a hundred-foot-long sternwheeler and he’d be navigating those rivers with such expertise, you know, avoiding small sandbars and knowing the channels so well and so intimately,” McDougall said. “I think I carry a lot of strength from family knowing that he was a trailblazer and that he had done that … I feel that spiritual connection to the water.”

She also said that she thought the message of inspiring women, and particularly Indigenous women, was an important one.

“I think you have to tell a story of hope,” she said.

“I think that’s something that people can hold on to, so I think creating positive messaging is a stronger point when you’re trying to advocate for a cause.”

Carlick and Alice agreed. “(We’re) focusing on the healthier side, because when you focus on the dark, it just gives it more life, I find, from personal (experience),” Carlick said. “You focus on the good and the positive and what this can possibly do for others, you

know?”

While all four women acknowledged that they know the race while be difficult, they also said that being on the water will be healing, too.

“Your whole physical, mental, spiritual well-being is compromised on the river,” said Pauline, who has done the race more than a dozen times now.

“You check yourself in and you realize the only way out is to continue to paddle … We all have to be in the same canoe, paddling in the same direction towards the same vision and the same goal, and so it is very, very healing.”

“In those deep, dark times where we need to find solace in ourselves or just find the support that we need and the strength to continue on,” she continued, “those are the times that we’re going to stop in the river and just make offerings and give thanks for what we have, but also to make an offering for the women that have sacrificed a lot in terms of being vocal and being outspoken and being out there to dedicate their lives to make this world a better place for our children.”

Whitehorse council defers vote on climate change declaration until September Stephanie Waddell News Reporter

I

t will be months before the City of Whitehorse decides whether climate change warrants an emergency declaration after council voted 5-2 on June 24 to defer until September the motion put forward by Coun.

The city may also opt not to declare an emergency, but work on urging the federal government to take action along with pursuing its own initiatives on climate change — an amendment to Roddick’s motion that was proposed by Coun. Jocelyn Curteanu and also deferred.

Or come September, council may vote against both possibilities.

It may all depend on what comes out of an administrative report on the entire matter.

The proposals were referred back to city administration in a 5-2 vote at the meeting in order to look at the impacts on the city before a vote happens.

Councillors Samson Hartland and Laura Cabott voted against the deferral.

Administration is set to bring a report back to council in September.

The decision came after a lengthy debate amongst council, first on Roddick’s call for a climate change emergency declaration.

From that discussion came questions for city staff, Curteanu’s motion and ultimately the vote to defer.

Roddick had initially brought forward his motion June 10 with about half a dozen delegates then showing up to council’s June 17 meeting and calling for the declaration. Many of those delegates were among the standing-room only crowd which filled council chambers June 24 when council was scheduled to vote on the declaration.

Following the June 24 meeting, Roddick told reporters he’s disappointed the declaration is getting caught up in procedure, pointing out he had talked with his council colleagues before formally bringing it forward, wording the motion based on those discussions.

The motion was designed to be allow the city to be flexible in addressing climate change.

“We’re not reinventing the wheel,” Roddick said.

It would declare a climate change emergency, and outline how to address it.

Administration would be “directed to enhance” the city’s response to the impacts of climate change with the establishment of an internal task force focused on climate change adaptation, and identify actions that would accelerate the implementation of existing climate plans.

In an effort to be more en-

ergy efficient and cut down on carbon emissions, city staff would include a “carbon budget” identifying emissions coming from capital projects and purchases. With the Yukon government and local business community, city staff would also look at what can be done collaboratively through the upcoming Yukon Climate Change, Energy and Green Economy Strategy.

Those initiatives had Coun. Dan Boyd questioning exactly what that would mean for city resources, both financially and in terms of staff workload given staffing issues the city is already dealing with.

“We don’t know what we’re asking of administration,” he said, after questioning city manager Linda Rapp about how long it would take staff to come back with a report on the impact of the initiatives.

Work would begin with managers first looking at their individual departments, with that information then working its way up the ladder to be looked at by directors for the overall impact on the city, Rapp said.

Given that staff are starting work to look at next year’s budget and many have vacations booked over the summer, it could take more than a month for the information to be pulled together. With council taking its summer break after the Aug. 5 meet-

Though clear in his disappointment, Roddick said if referring it to administration provides the clarity needed for action to happen, then the wait will be worth it. He said he’s hopeful the referral is not just a delay that would see the motion defeated.

He did note he is “encouraged” by the interest all council members expressed in taking action on climate change, even those who spoke out against the declaration itself.

Mayor Dan Curtis as well as councillors Samson Hartland and Jocelyn Curteanu said they were not in favour of an emergency declara-

tion, highlighting efforts already underway by the city to address climate change, pointing to potential budget impacts and highlighting the larger role the federal government could play in climate change mitigation.

Using the word emergency was also an issue for Curteanu.

“I think of an emergency as an event that happens suddenly, quickly, and often unexpectedly; that is immediately and extensively destructive, seriously endangering lives and/or properties,” she said, adding though there is no question climate change remains critical issue that requires action.

Her motion largely called for work by the federal government with other

countries on climate change and outlined actions the city could take, including incorporating environmental stewardship into its operations as well as encouraging individual residents to do their part as well.

Other council members; however, said they had not had time to review Curteanu’s motion as she had only informed her colleagues of the amendment just minutes before the meeting. Curteanu explained she had been researching the climate change issue and was working on the amendment up until the council meeting.

Councillors Laura Cabott and Jan Stick, meanwhile, vocalized their support for Roddick’s motion early in the discussion, both stating the city is already taking action through building efficiency, transit improvements and so on, but more can be done.

“We are being asked and we are being urged to do more,” Cabott said.

She pointed out more than 600 communities around the world — 40 of those in Canada — have declared a climate change emergency in light of the situation.

“The city does have a role to play,” Stick said, pointing out climate change has a direct impact on infrastructure and thus on city services.

Whitehorse, Southern Lakes region at ‘risk of large-scale wildfires,’ says proposed forest management plan Julien Gignac News Reporter

he Whitehorse and Southern Lakes area may receive its first forest management plan, and, if it is anything like its draft version, wildfire prevention is a high priority.

A section of the proposed plan, released on June 18, says the area is at “risk of large-scale wildfires.”

“Wildfire prevention in the Southern Lakes area will require larger scale fire and fuel management planning and treatments,” it says, adding that this could

include things like reducing fuels and “improved planning and collaboration.”

The area consists of roughly 1,490,000 hectares, parts of which fall within the City of Whitehorse and Carcross.

“The lowland forests in the Whitehorse and Southern Lakes region are at risk of burning due to human-caused ignitions, and less so by lightning,” the proposed plan says.

“The growing population in the region has increased both the likelihood of fires and the potential impact these wildfires can have on people, property and forest

values.”

It says mitigating these problems requires a concerted effort at fire abatement.

“This need may compete with interests for protection of wildlife habitat, aesthetic and recreational values, and economic opportunities,” it continues. “To achieve balance, community involvement will be essential to successfully design projects.”

In April, John Streicker, Yukon’s minister of community services, said that the Southern Lakes region is at high risk of wildfires, a finding backed up by research.

A capital plan that seeks to stymie forest fires, he added then, will be based off that.

Michelle Sicotte, from the Yukon’s forest management branch, said it’s anticipated that the strategic plan, once implemented, will improve cooperation and spur further local wildfire protection plans as a result.

“Really identifying what are the risks, what are the hazards around communities,” she said.

The proposed plan, which was put together over eight years, seeks to address issues like population increases, industrial and

residential development, it says.

Wildlife habitat conservation, creating management zones and timber harvesting as a means to reduce the risk of wildfires are some of the goals.

The proposed plan seeks to establish a framework that streamlines work between several partners with varying interests, including the Yukon government, which is responsible for public lands, the City of Whitehorse and First Nations like Kwanlin Dün and Carcross/Tagish.

“It’s not easy to get so many different govern-

ments and interests on the same path,” Sicotte said.

“We hope it will provide some more clarity for forest management activities in the region and more certainty about where and when and how activities may happen. I think this is a big opportunity for communities and the public to get involved.”

A public survey on the proposed plan opened on June 18. It closes on Sept.

One chief, two councillors-at-large, one elder councillor and one youth councillor position will be open for the upcoming election in August, the First Nation said in a notice June 19.

Nomination forms

for chief and councillors-at-large must be submitted to the Kluane First Nation office by 4:30 a.m. on July 8, while nomination forms for the elder and youth councillor positions are due July 2.

The election will be

held in Burwash Landing’s Jacquot Building on Aug. 23 from 10 a.m. to 8 p.m.

An advance poll will also be held in Burwash Landing on Aug. 9, and e-voting and mail-in ballots will also be available.

Kluane First Nation citizens who do not reside on traditional territory will automatically be sent an e-vote or mail-in ballot, while citizens who do reside on traditional territory can request either option if they will be

unable to vote in-person.

Citizens can check the voters list at the Kluane First Nation office and Burwash Landing post office, and apply to have it revised up until 5 p.m. on July 4.

YG activates open data portal to improve access to information, Mostyn says Julien Gignac News Reporter

Y

ukoners can now surf open data published by the Yukon government via a new website, and the amount of it is likely to grow as time passes.

That’s because if the sought out information isn’t there — say, the number of people incarcerated in the territory — it could eventually be populated by the government unprompted or upon request. That’s an important piece of the project, said Mark Burns, director of electronic services for the department of highways and public works.

Requesting information, he added, is a means of submitting feedback.

“The open data portal we launched today liberates reams of valuable information that has for decades been locked in the filing cabinets and

antiquated servers of this government and makes it available to Yukoners in a useful format,” Richard Mostyn, minister of highways and public works, told local media on June 25, the day the portal was activated.

“And this is important because most of this information is your information. It is compiled by your government, on your behalf and it should be available to you.

“It’s a service that will cut red tape, making it easier for Yukon citizens to learn things about their government … just about everything, to be honest,” he continued, adding that it will promote economic development.

But it seems unclear how long it will take for requested information to appear on the website.

Asked how long it would take, Mostyn said, “… we haven’t got the timelines.”

Mostyn said the time it takes for information to appear on the portal could be on par with this timeframe.

“We’ll have to check with ATIPP to see what’s going on and what would ATIPP say,” he said. “I think the 30 day window is reasonable, it does mesh with the other piece of legislation, but (a timeframe) isn’t governed by any piece of legislation. We’re trying to keep people out of ATIPP because it’s a much more official process.

“I don’t want to say it’ll be 30 days, but I think that’s a good target to shoot for,” he added.

The initiative took two years to pull off and $250,000 to design. It’s Yukon built. One staff

member has been hired to operate it.

Mostyn said while difficult to determine, there could be cost-savings eventually through what he called a more efficient service.

There isn’t much on the portal yet — 1,200 datasets and 4,264 files.

Mostyn said the disclosure of data will be done “methodically” under ATIPP. “The goal is to ensure that the default of government is in provision of information, not restriction of information.”

Coun. Samson Hartland was the lone council member to vote against the spending, pointing out that he is continuing to register his opposition to the 11,567-square-metre building as he has done “since Day 1”.

the first piece of that with the city’s operations and transit department set to move to the structure. Future stages will see a new downtown fire hall built and a services building constructed next to city hall where there are also set to be energy retrofits.

When the operations building first came forward for council approval, Hartland was vocal in his opposition, arguing the city should be leasing space rather than taking on the capital and operating costs that come with building an entirely new city-owned structure.

At the June 24 meeting, he said he derived no pleasure from this situation, which he suggested had proven his earlier predictions.

As Mayor Dan Curtis retorted, even with the increased costs to the contract, the project is still under what had been the original construction estimate of $43 million.

“We’re still under budget,” Curtis said.

The change brings Ketza Construction’s contract up to $39.7 million and comes in light of about 200 change orders that have been made to the original

tendered plans since construction began in 2018.

The additional amount is also set to cover additional work by subcontractors and means the planned completion date is now set for mid-September rather than Jan. 31 as originally envisioned.

Wayne Tuck, the city’s project manager for the operations building, explained in a June 17 report to council that Ketza told officials in August the original completion date would not be met due to the changes it was being faced with.

RDHA, the architect firm that designed the building, has been working with Ketza on the issues and not charging for the additional time that’s been needed.

An agreement is attached to the budget change. Ketza must confirm that the costs also cover sub-contractor claims, that there’s no additional claims for previous and existing changes and that the payment releases the city of claims, which are or have previously been covered by change orders or submitted by Ketza.

YG is ‘failing’ First Nations students, says chair of the Chiefs Committee on Education Julien Gignac News Reporter

T

he chair of the Chiefs Committee on Education is railing against the Yukon government following the release of an auditor general’s report that found First Nations students may not be receiving adequate schooling.

Bob Dickson told media June 20 that the report is clear in that the Department of Education is “failing” First Nations students in the Yukon.

The department, he continued, is dictating the terms of education in the territory.

“I think it’s appalling that the government continues to say that they’re making progress and they’re working with us when their view of working with us is telling us what to do. That doesn’t fly with the Chiefs Committee on Education anymore.”

The auditor general’s report, released on June 18, found that the department can’t ascertain whether what it’s doing is improving outcomes for First Nations, special needs and rural students, suggesting they’re being underserved.

The bulk of the report deals with First Nations students. It determined that they continue to fare worse in school than their counterparts, a circumstance that hasn’t significantly changed in the past 10 years. Not enough has been done to institute Yukon First Nations languages and culture in curriculums, the report also says.

“Ten years ago they had the same report with the same results,” Dickson said. “It’s not working and we’re still at the table going through the same situation where nothing’s

Dickson said a meeting with Education Minister Tracy-Anne McPhee was hosted at the Council of Yukon First Nations (CYFN) on June 18. It went “poorly,” he said.

“We laid out the options that the First Nations see for moving forward as true partners,” he said. “True partners don’t mean that YTG comes to us and says, ‘This is what we’re gonna give you, and you take it.’ True partners means we work together, we develop solutions and we move forward together. It’s not a take it or leave it attitude.”

In an interview June 24, McPhee said incorporating Yukon First Nations’

priorities into the education system is work that’s ongoing.

Asked to reply to some of Dickson’s comments, McPhee said the Liberals have been trying to restore trust and good relations, implying fault of prior governments.

“We believe that the foundation of good government here in the territory and, in fact, in Canada requires us to have solid, great working relationships with First Nations …” she said.

McPhee suggested the meeting at CYFN was productive, contradicting Dickson.

“I’m a bit surprised, I’ll say, about the characterization that the meeting went poorly because it

was extensive, there were lots of parties there and certainly it was a frank and complicated conversation, but I know at the end of that meeting we agreed to work together going forward.”

Asked for examples of work that’s been happening, McPhee said the Yukon Forum, which occurs four times annually, routinely addresses education. tions’ “knowing and ways of doing at every grade level,” McPhee said.

She said the joint action plan, signed in 2014, has been “reinvigorated” (A revised curriculum that reflects First Nations’ culture and languages comes from the plan, which was spurred in 2014.)

Asked how and what this means, she said, “Before we came to office, I understand that the work on that had stalled,” going on to say that parties have agreed to “re-establish” meetings relevant to the plan.

“I appreciate the opportunity to say that we share and appreciate frustration of First Nations. We know this is a long-standing issue,”

McPhee said. “We are committed, absolutely, to improving our relationships with Yukon First Nations on many education fronts, but also on a path to success that will come from collaboration and remembering that the absolute critical piece in this is the success of our students.”

Dickson said First Nations should have more power when it comes to designing curriculums, and the education system in general.

Asked if he means total control, he said, “Yeah, sure.”

Millions of dollars, Dickson said, from First Nations’ purses are being sunk into programs in order to prime students for post-secondary, which shouldn’t be happening.

And further, First Nations learn differently, he said.

“We have a traditional way of learning that is more oral than the European way of learning, where everything’s in books on text and on paper.”

Dickson said a balance should be struck between these going forward.

“You can’t just stuff an Indigenous individual into a school and say, ‘You’re gonna learn this way.’”

The auditor general report includes seven recommendations for the department to make good on, including creating a strategy that addresses root causes of poor outcomes of First Nations students, crafting a policy to solidify collaboration with First Nations, drawing up policies that support their languages and teacher training.

McPhee recently told the News that all recommendations have been accepted.

s a society, it is time we rethink how we treat people who use drugs.

More than 10,000 people have died from an overdose in Canada since the beginning of 2016, an amount equal to more than a quarter of the Yukon. In our small territory, 20 people have died of an overdose since the crisis began in 2016, with 16 of those deaths attributed to fentanyl.

Countless others are living with injury and trauma caused by overdoses.

These injuries and deaths are entirely preventable when people who use drugs have access to harm reduction tools and knowledge.

What is harm reduction? It is an action someone takes to minimize the harmful effects of an activity. Wearing a bike helmet or a seat belt are common everyday examples we are all familiar with.

For people who use drugs, harm reduction can mean ensuring they always have new, sterile equipment, a naloxone kit (to reverse opioid overdoses), access to treatment when they are ready, and someone to talk to for mental and physical supports.

Denying people harm reduction will not reduce drug use, but it will increase rates of overdose, HIV, and Hepatitis C, as well as increase costs to the health care system related to emergency room visits and treatment of chronic diseases.

Conversely, local programs like take-home naloxone, fentanyl testing, and increased awareness about the tainted drug supply have so far helped make 2019 free from overdose deaths.

Unfortunately, we live in a society that criminalizes drug use and forces us to talk about harm reduction only in ‘designated areas’ using hushed tones. We avoid honest but difficult conversations about drug use, even when most of us care deeply about someone who uses drugs or have had our own struggles with addiction.

People who use drugs worry about being shamed, stigmatized, and even criminalized by friends, family, service providers and the general public. It is when people are unwilling to talk about or admit their own drug use due to shame and stigma that allow the real harms to occur.

People may use alone, significantly increasing their risk of death from an overdose. Others may end up sharing equipment and acquiring disease because they feel too ashamed to access a needle-exchange service. Finally, people must be able to be honest about their drug use before treatment can be a beneficial option.

As a response to the ineffective and dangerous war on drugs and the social shaming of people who use drugs, International Support Don’t Punish Day — June 26 — was launched in 2013.

Reception/ Classified Ads Last year, events were held in 234 cities in nearly 100 countries to mark the day, and this year should be even bigger.

Events call for changes in drug policy to allow people access to a regulated drug supply, and for changes in the way society deals with drug use. Specifically, Support Don’t Punish advocates for a social shift away from punishing people who use drugs towards a model where they are supported through harm reduction and treatment models.

As an individual, here are five things you can do to offer support to people who use drugs: • Be open, warm, curious, and non-judgemental when you talk to someone about using drugs. Make sure that you are really listening instead of simply offering advice the person has likely heard many times before.

• Educate yourself on harm reduction and treatment services available in your community that you can share with others.

• Before blaming someone for their drug use, take some time to consider the factors in that person’s life that may be contributing to addiction. For example, unresolved trauma often underlies substance use.

• Talk to your friends, family, and colleagues about the harms caused by the war on drugs and why it is important to support harm reduction programs and changes to drug policy. You could even write to your MP or MLA to let them know how you feel.

• Get a free take-home naloxone kit at any of over a dozen locations throughout the Yukon. Keep it on you when you are out in public or show someone who uses drugs how to administer naloxone and then give them the kit.

Naloxone and training are available at many pharmacies, community health centres, territorial hospitals, Blood Ties, the Outreach Van, Mental Wellness and Substance Use Services, as well as other places.

International Support Don’t Punish Day gives us an opportunity to tell people who use drugs that they are cared for and not forgotten. When people are properly supported, many of the harms associated with drug use can be eliminated.

Canada-Cuba relations take a sad turn with new visa requirements Karen Dubinsky The Conversation

T

here has been some commotion about the Canadian government’s decision to suspend visa processing for Cubans in Canada’s Havana embassy that will require them to travel to a third country to obtain the document.

The move is part of an overall staff reduction in the wake of an embassy employee lawsuit. Embassy workers believe the government failed to protect them from ailments sustained as a result of the mysterious “Havana syndrome” that has affected diplomats at both the United States and Canadian embassies.

Media reports, rallies in Canadian cities and a widely circulated home-made video released in Havana within days of the recent announcement all focused on the people most directly affected by this change.

That’s because few Cubans, with their average monthly salary of US$30, will be able to travel to a third country to obtain the needed documents.

The personal stories highlighted in the video are brutal: Cuban students who can’t take up offers of admission to Canadian universities; Cuban–Canadian couples who must wait

even longer to travel freely between their two countries; Cuban grandmothers unable to visit newborn grandchildren.

But this ugly turn in Canadian-Cuban relations has another casualty: decades of creative, productive connections between Cuban and Canadian people.

Canada’s official relationship with Cuba is well known. Canada pursued a different path than the United States. The Canadian government neither blockaded nor invaded.

Pierre Trudeau and Fidel Castro went fishing together; Margaret Trudeau brought her youngest baby along to Cuba on a visit.

But formal political ties fluctuate. And Canada, no matter who’s in power, always treads cautiously in the shadow of Uncle Sam. Nonetheless, the story of Canada and Cuba also include countless, less famous but more enduring connections — in education, culture, non-governmental organizations (NGOs) and business, to name a few.

Canadian NGO arrived after revolution The first international NGO Cuba invited in after the 1959 revolution was Canadian University Service Overseas, or CUSO. CUSO opened a field

office in Havana in 1969, and for more than a decade co-ordinated educational and technical co-operation with Cuban schools and research institutes.

CUSO’s most significant program trained a new generation of Cuban engineering professors. In the early 1970s, engineering professors from several Canadian universities taught short courses to technologically hungry Cuban students.

A group of English-asa-second-language (ESL) instructors from George Brown College accompanied the group, quickly preparing the Cuban students to understand their Canadian professors. In addition, close to 100 Cuban graduate students came to Canada for three-month stints for consultation with their Canadian thesis advisers.

Canadians deemed the project a grand success. The final report and other CUSO documents, available at Library and Archives Canada, is a testament to grassroots development projects.

The project succeeded, wrote the dean of engineering at the University of Waterloo in 1977, because Canadian universities worked as “genuine partners” and did not set the agenda. “The solution to Cuba’s problems could never be found in any Canadian university…. It

could only be nurtured in Cuba,” he said.

Noble words, but what did this look like from the Cuban perspective?

Learning opportunities still cherished For a new book on Canada-Cuba relations, I recently interviewed retired engineering professors in Havana who got their start in the CUSO program.

They had all been trained

by Canadian professors in Havana, and spent time in Canadian universities. They reminisced fondly about their student days in Toronto and Winnipeg, making inevitable jokes about the cold, but also spoke seriously about the learning opportunities they still cherish.

“In that era, we realized we needed to learn to resolve our own problems,” Juan Lorenzo Almiral told me. “The Canadian universities gave us the skills.”

Another example of co-operation can be found in the culinary world. Ivan Chef Justo is a well-known restaurant, located in an 18th century house in

Old Havana. The food is the draw, but the decor is mesmerizing: a heady mix of photos, art and antiques drawn from Cuban history.

But there are also some oddities: an Ontario licence plate, a postcard from Montreal’s Expo ‘67, Canadian Indigenous art prints.

That’s because one of the owners, Justo Perez, learned the restaurant business 50 years ago in Montreal.

A friend of some of the Canadians who gathered in Havana as CUSO volunteers, Perez spent a year in Montreal in the early 1970s on a self-styled educational tour of Montreal’s cafe and restaurant world.

His exit visa — an extreme rarity in those days — was organized by his CUSO friends. After a year, he returned to Cuba, opened the country’s first private restaurant in Varadero, and decades later continues to make his mark on the Havana restaurant scene.

Cuban music Canadians, like people around the world, love Cuban music.

Luminaries such as singer Omara Portuando and musician Chucho Valdes grace all the important Canadian stages, and there are vibrant communities of talented Cuban musicians in all Canadian cities.

Cuban-Canadian musical ties extend for decades, beginning with bandleader Chicho Valle, who hosted the CBC Radio show Latin American Serenade and was the undisputed king of dance music at Toronto’s Inn on the Park in the 1960s and ’70s.

Surely the most unusual musical exchange took place in the early 1960s, when Gaby Warren, a Canadian diplomat and now an Ottawa jazz celebrity, smuggled American jazz records into Cuba via diplomatic mailbags to nascent Valdes and Paquito d’Rivera.

Somehow when it comes to Cuba, the American absence rather than the enduring Canadian presence gets more attention.

But personal relations, friendships, joint projects and enduring mutual interests among Cubans and Canadians have created mechanisms for policy and social, economic and cultural development.

These are the connections — past and present — that are endangered by this ill-considered policy by the Canadian government.

A

n old gift is once again new.

A totem pole carved by the late Tsimshian hereditary chief William Jeffrey that the British Columbia government gifted to the Yukon in 1971 has been restored and reinstalled, its colours and shapes returned to their original vibrancy and sharpness.

A project three years in the making, the restored pole was unveiled outside the Yukon government’s legislative assembly building the morning of June 21 — National Indigenous Peoples Day — during an event that was imbued with song, dance and ceremony.

Members of Jeffrey’s family, some of whom had travelled from British Columbia for the occasion, were among the dozens in attendance.

“It does my heart proud to see this,” Monica Jeffrey, William Jeffrey’s granddaughter, told the the crowd.

Monica’s daughter, Sarah, said she was proud, too. She had travelled to Whitehorse on behalf of her grandmother, Alice —

William Jeffrey’s daughter — after Alice was unable to attend the ceremony herself, and performed an eagle down dance to cleanse the site.

“It was a part of my great-grandfather’s wishes that we share our teachings and it’s also part of my grandmother’s wishes, which is why she sent me here on her behalf,” Sarah said. “So we came here to trade …. We came to trade our teachings, trade our good feelings and our gifts, and that’s why we’re here today.”

Originally known as the BC Centennial Totem Pole, the monument, carved out of red cedar, features four figures representing the principal crests of four Tsimshian clans — Eagle, Wolf, Raven and Grizzly Bear.

The British Columbia government had gifted it to the Yukon as part of its celebrations to mark 100 years since the province joined the Confederation, during which it gifted each of Canada’s provinces and territories a totem pole.

The monument stood outside Whitehorse’s old public library on Second Avenue from its installation in July 1971 until July 2016, when it was lowered

during a small ceremony so that the Yukon government’s restoration project, with the blessing of Jeffrey’s family, could begin.

The restoration of totem poles is a fairly contemporary practice; traditionally, they were left to naturally deteriorate with the passage of time and exposure to the elements.

However, Monica said, her grandfather was a firm believer in the revitalization of culture, and because of that, her family has been supporting the restoration and preservation of his work.

“This is not a decision by all First Nations,” she explained. “This is just a decision on behalf of our family regarding this pole, and a term that I’ve come up with my journey here, the one word … (is) reconnections. We are reconnecting some old ties and some old partnerships and old collaborations.”

“I’m very, very fortunate I have a grandfather that kept the traditions alive, that survived residential school, that survived the potlatch ban and survived many, many, many things that should have hardened our people,” she added. “…

He was a very substantial

person and he took it into the art form right until he died, so really, thank you Grandpa.”

Garnet Muething, an art curator with the Yukon government’s Department of Tourism and Culture, said the restoration project has been a “long journey” for everyone involved, and one that relied heavily on the knowledge and guidance of the Jeffrey family as well as a planning committee consisting of conservators, carvers and Yukon First Nations advisors.

“As the recipient of this totem pole, the Government of Yukon is committed to caring for it on behalf of all of the people of Yukon, and over the years many people have contributed to its care. But part of the role of being caretakers of a cultural piece and an artwork are to be able to tell and to share its story and to care for it in a way that honours the vision of the artist,” Muething told the audience.

“I was so happy to be able to contact Monica Jeffrey and to reach out to the family and … when I spoke to them, we actually found out that the Jeffrey family was not only supportive of restoration

The restoration itself was a “very involved process,” Muething continued, and involved stripping away the totem pole’s old and damaged paint, which, due to the era it came from, contained lead; repairing surface damage to the wood; and then re-painting it with colours that matched the original.

The work was done under the guidance of conservator Andrew Todd, whom Muething described as “the lead totem pole conservator in Canada,” and the assistance of Carcross/Tagish First Nation carvers Keith Wolfe Smarch and Aaron

Smarch.

Along with its physical transformation, the Jeffrey family also bestowed the totem pole a new, traditional Tsimshian name — Gawagani Pts’aan, meaning “Peace Totem Pole.”

“This totem pole’s story began with a gift and a relationship that was formed, and we feel that through this project, we’ve renewed and revitalized that relationship with this new collaboration that we’ve all been part of,“ Muething said. “…It’s been a process that has allowed all of us to open our minds to new possibilities and to work together to determine the best way to honour the past, to celebrate together in the present and to look towards the future.”

More Canadians report high levels of happiness after age 55: survey Paola Loriggio Canadian Press

new national survey suggests Canadians are happier after age 55 and when they earn a higher income, but also indicates most don’t consider money as a key factor affecting their happiness.

The Happiness Index compiled by Leger, asked Canadians across the country to rate their level of happiness on a scale of one to 10 and note which factors they believe influence their happiness the most.

The online survey, conducted between June 11 and 17, found about half of respondents ranked their happiness as at least eight out of 10, with almost no difference between rural and urban areas.

Slightly more participants reported a high level of happiness in the East Coast and Quebec — 56 and 55 per cent respectively — with British Columbia coming in third at 52 per cent.

Ontario participants were at the bottom of the list, with only 47 per cent reporting a high level of happiness.

High happiness scores remained steady at 44 per cent for participants between the ages of 18 and 54, but spiked to 61 per cent after age 55.

incomes were also more likely to have a high happiness score.

Forty-four per cent of those making $40,000 or less per year reported a high level of happiness, but that number rose to 53 per cent for those earning up to $80,000 per year and to 58 per cent for those with even higher incomes.

Yet only eight per cent said the state of their finances was a key driver of their happiness, on par with satisfaction with romantic relationships, the study indicates.

The factors participants deemed most influential

on happiness were a sense of freedom and the belief they were living the life they had imagined for themselves, with 24 and 19 per cent of respondents identifying those as key.

Between five and seven per cent highlighted recognition from peers and family, health, how worried they are about the future and the courteousness of others as main factors affecting their happiness.

“Maybe making more money means that you can do more things (and) that allows you to feel happy,” but money itself is not what people believe makes

them happy, said Dave Scholz, Leger’s president of communications.

“If you take away those first two — sense of freedom and living the life you’ve always dreamed — the next six are really all tied,” and close together in importance, he said.

“I think if you don’t have a satisfying romantic relationship, if you don’t have your health, you may not be able to have a sense of freedom or live the life that you want.”

Overall, there is a greater focus on happiness now, particularly in the workplace, a shift that

appears largely driven by millennials, the first generation to come of age in this millennium, Scholz said.

“Millennials are asking for more, and part of being happy is being happy with what you have,” he said.

“But 55 and over is happiest because they’re in the place they want to be — retired.”

Regional variations in happiness are likely linked to cultural differences relating to way of life, Scholz said.

“One of the things that sets Quebec apart is their joie de vivre, their joy of life — that’s actually

a well documented and discussed topic of what makes Quebecers different than the rest of us,” he said. “They’re more in the moment.”

The East Coast is similar, he said.

“It’s enjoy your family, enjoy the life you have, and enjoy the space you’re in now,” he said. “You move into Ontario, that had one of the lowest scores, we tend to be looking over our shoulder sometimes and maybe looking too far ahead sometimes.”

The survey also showed more respondents reported high levels of happiness when they owned homes rather than renting (57 per cent compared with 40), and lived with others rather than alone (53 per cent compared with 43).

“Especially in our current rental and buying environment, if you’re already owning where you’re at, you’re in pretty good shape,” Scholz said.

The online survey polled 2,504 Canadians, though the sample was increased to 3,540 for the question involving rating their happiness — and all related demographic questions — to ensure a baseline number from each province participated.

Polling industry experts say online surveys cannot be assigned a margin of error because they do not generate a random sample of the population.

Astronaut David Saint-Jacques returns to Earth, sets Canadian space record Canadian Press

LONGUEUIL, QUE. avid Saint-Jacques returned to Earth on Monday after more than six months aboard the International Space Station.

The native of Saint-Lambert, Que., has set a record for the longest single spaceflight by a Canadian at 204 days.

naut was joined by NASA astronaut Anne McClain and Russian cosmonaut Oleg Kononenko aboard a Soyuz capsule that landed in Kazakhstan.

Saint-Jacques’ mission began ahead of schedule on Dec. 3, when he was part of the first crewed Soyuz mission following a rocket mishap in October that forced a spacecraft carrying two astronauts to abort and make an emergency landing.

Saint-Jacques, 49, took part in a six-and-a-half hour spacewalk in April and a “cosmic catch” of SpaceX Dragon cargo using Canadarm2 — the first time a Canadian astronaut has operated the robotic arm to perform the feat.

The engineer, astrophysicist and family doctor also oversaw science experiments and had numerous discussions with kids across the country during his mission.

In his final days of the flight, Saint-Jacques said he was refamiliarizing himself with the Soyuz craft that had been parked for the duration of their stay and took them home starting Monday afternoon. He tweeted over the weekend the craft was in fine form despite being parked for six months.

“It will take a few hours

but we’ll fall back to Earth — literally,” Saint-Jacques explained to reporters last week. “After crossing into Earth’s atmosphere, the parachutes will open, we’ll land in Kazakhstan and be picked up by Russian team and taken to the airport where we’ll return to Houston to be reunited with our families.”

When the crew established contact with the search-and-recovery forces right before landing they said they were doing well.

NASA described the landing as “picture perfect” as the capsule descended in Kazakhstan at 10:47 p.m.

ET. Saint-Jacques was the last to be carried out of the capsule and he gave a thumbs-up as he emerged.

The crew was offered water and fresh fruit as they sat in chairs about four me-

tres away from the capsule before being taken away for initial medical checks.

Gov. Gen. Julie Payette welcomed the astronaut back to Earth. In a tweet she said: “We are so glad that you are safely back.

Saint-Jacques, who is married and has three young children, earlier said he was looking forward to seeing his family again.

He’d told reporters he was aware of the physical challenges that await him after six months in zero gravity, which include blood circulation problems, muscle pains and an elongated spine that will return to normal. It could mean trouble walking and

moving around for a while.

Saint-Jacques’ recovery is first and foremost on the minds of Canadian Space Agency officials.

“A big aspect for us here at the agency is to prepare his return in the next few weeks — rehabilitation, physical reconditioning, adapting back to life at 1G,” said Gilles Leclerc, the agency’s director of space exploration.

Saint-Jacques is expected to take part in a news conference on Friday from Houston and will return to Canada in mid-July to visit the agency, just south of Montreal.

As for the next mission, Leclerc said negotiations are underway to have another member of the corps serve aboard the International Space Station before 2024.

Top B.C. court upholds ruling that struck down Canada’s solitary confinement law Laura Kane Canadian Press

VANCOUVER ritish Columbia’s top court has upheld a lower court ruling that struck down Canada’s solitary confinement law as unconstitutional.

The B.C. Court of Appeal ruled unanimously Monday that prolonged, indefinite segregation deprives inmates of life, liberty and security of the person in a way that is “grossly disproportionate” to the objectives of the law.

“The draconian impact of the law on segregated inmates, as reflected in Canada’s historical experience with administrative segregation and in the judge’s detailed factual findings, is so grossly disproportionate to the objectives of the provision that it offends the fundamental norms of a free and democratic society,” Justice Gregory Fitch wrote on behalf of the threejudge panel.

The panel rejected the federal government’s attempt to overturn the B.C. Supreme Court’s ruling from January 2018 in a challenge brought by the B.C. Civil Liberties Association and the John Howard Society of Canada.

Parliament passed a new law on Friday that the

B

government said eliminates segregation, increases mental-health services and Indigenous supports and bolsters independent oversight.

The law means prisoners who pose risks to themselves or others will instead be moved to new “structured intervention units” and offered to spend four hours a day outside their cells, with a minimum of two hours to interact with others. It requires regular review of the necessity of each inmate’s continuing confinement.

However, B.C. Civil Liberties Association executive director Josh Paterson said the new law does not eliminate the possibility of prolonged solitary confinement.

“The bill that they passed continues under certain circumstances to allow guards and prison wardens to place prisoners in the very same conditions that gave rise to our win in this case — 22 hours or more a day in a cell the size of a parking spot at a grocery store,” he said.

The association’s litigation director Grace Pastine said they believe the new law is unconstitutional and they’re exploring all legal avenues to fight it.

Scott Bardsley, a spokesman for Public Safety Minister Ralph Goodale, said in a statement that the new law is backed by $448 million in new investments. Inmates in structured intervention units will be entitled to at least two hours daily of meaningful human contact with staff, visitors, elders, chaplains, or other compatible inmates and have access to rehabilitative programming and mental health care, he said.

He added that while

there are a few limited exceptions in the legislation, such as during a riot or natural disaster, those are exceptional situations, and independent external decision-makers can intervene if a placement is not being managed as the law intends.

The challenge in B.C. has been unfolding at the same time as a similar case in Ontario brought by the Canadian Civil Liberties Association. Ontario’s Court of Appeal placed a hard cap on solitary confinement in prisons, saying inmates can no longer be isolated for more

than 15 days. The decision was stayed while Canada worked on passing its replacement law.

B.C.’s Appeal Court allowed the government’s appeal in part, saying that while the law should be struck down under the section of the charter that relates to the right to life, liberty and security of the person, it should not be struck down under the section that protects equality rights, in this case of mentally ill and Indigenous inmates, although discrimination had occurred under that section.

The court declared

that Correctional Services Canada had breached its obligations.

The groups brought the original lawsuit to prevent tragic deaths such as the suicide of 19-year-old Ashley Smith after more than a year of continuous solitary confinement in an Ontario prison, Pastine said.

“This decision calls out Canada’s long-standing practice of isolating prisoners for weeks, months and even years at a time with no end in sight, a practice that has been condemned around the world as a form of torture,” she said.

Former prisoners in this case bravely stepped forward to testify about spending 22 hours or more alone in their cells, she said, adding sometimes their only human contact was when a meal arrived through a slot in the door.

“They described feeling depression, panic, difficulties with memory, anxiety, hopelessness, suicidal thought and overall a feeling of being broken,” she said.

“They explained to the court how hard it was to adjust to life after prison and after those conditions.

They couldn’t leave their room or join their family for a meal. For some, it destroyed their ability to function normally in a free society.”

Liberals promise $13M for missing, murdered Indigenous women commemorations David Reevely Canadian Press

OTTAWA he federal government will fund more than 100 projects to “honour the lives and legacies” of missing and murdered Indigenous women and girls, Gender Equality Minister Maryam Monsef announced Monday.

Funding for the commemorations will come from a $13-million fund Monsef unveiled in Winnipeg, though the limited range of recipients concerned the commissioners of the national inquiry who reported on the subject at the beginning of June.

“Our government is listening to survivors and families who have told us that in order to move forward meaningfully, we must also pause to

remember and honour those who are missing and whose lives have been lost,” Monsef said in a statement.

“That is what we are doing by supporting these commemorative projects across Canada — ensuring that we will never forget our sisters in spirit and that we can prevent such tragedies in the future.”

Monsef said the approved projects include events, activities and creative works organized by First Nations, friendship centres and social-service agencies that help Indigenous people. Besides women and girls, they’re supposed to honour the lives of LGBT and two-spirit people who’ve suffered similarly.

Some examples: — One $493,000 project is to bring families together in 13 Inuit communities in Manitoba, Nunavut and

Labrador to hold healing sewing circles and make red parkas to commemorate loved ones who are missing or known to have been murdered.

— A $150,000 grant to the Victoria Native Friendship Centre will support performances in three cities of an opera, “Missing,”

by Metis-Dene playwright Marie Clements.

— A $200,000 project led by the Ontario Native Women’s Association will see art exhibitions in four cities to honour the lives of the missing and murdered in Ontario.

Last winter, the government asked for proposals for commemorations. The inquiry’s interim report in 2017 called on the federal government to establish such a fund in co-operation with Indigenous organizations, “family coalitions, Indigenous artists, and grassroots advocates.”

Approvals were underway when the national inquiry issued its final report in early June.

In that report, the inquiry commissioners said they were glad to see the government funding these projects, but weren’t pleased that only “legally constituted organizations” would receive money, leaving out informal and grassroots groups.

“This excludes these very same family coalitions and grassroots organizations we wanted to include, who have been organizing around missing and murdered women,

girls, and 2SLGBTQQIA people for decades with very little support,” the report said, using an acronym for two-spirit, lesbian, gay, bisexual, transgender, queer, questioning, intersex, and asexual.

“It can be a long and onerous process to legally incorporate as an organization; coupled with the very short time frame organizations were given to apply, this almost certainly excludes the very groups we intended this recommendation to reach.”

Monsef spokeswoman Justine Villeneuve said the call for projects required

that applicants work with communities, survivors and families in conceiving their proposals so they “could define how to help honour the lives and legacies of their loved ones,” and applications also had to explain how survivors and families will be involved in the final work. Also, she said, Indigenous external review committees examined the applications.

The government had planned to spend $10 million on the projects but upped the amount to $13 million because of the high demand, she said.

Mysterious group behind mass text message seeking views on carbon tax Joan Bryden Canadian Press

OTTAWA any Ontarians received an automated text message over the weekend, asking if they agree that the carbon tax must be scrapped.

Who’s behind the campaign and what they plan to do with the responses is a mystery, and could remain so.

The message purports to be from ”Sue” from a heretofore unknown group called Ontario Strong.

A group by that name does have a website but it appears to be a work-in-

progress that imparts little information, other than a brief mission statement that exhorts people to “stand up for Ontario and be proud of the place we call home.”

The text message appears to be an attempt to identify voters who are opposed to the carbon tax imposed by the federal Liberals, presumably so they can be targeted during the election campaign this fall.

No laws regulate this kind of political advocacy; only after June 30 will anyone spending more than $500 have to register with Elections Canada as a third party, adhering to spending limits and disclosing

who they are and, eventually, where their money came from.

In the meantime, some Ontarians who received the mass text message are venting annoyance on social media.

Among those who received the message is Liberal MP Pam Damoff, who represents the riding of Oakville North-Burlington.

“How did you get my number, Sue? And who the heck is Ontario Strong?

Is that code for #CPC (Conservative Party of Canada)?” Damoff tweeted Sunday.

Conservative party spokesman Cory Hann said neither he nor others at party headquarters had ever heard of Ontario Strong before. And he said the party has ”no affiliation at all with them.”

Jeff Ballingall, who founded Canada Proud to promote conservatism and take down Liberal Prime Minister Justin Trudeau, said he’d never heard of the new group either. Ballingall was also behind Ontario

Proud, a third-party group that pioneered the mass text messaging tactic during last year’s provincial election.

But unlike Ontario Strong, he noted that Canada Proud and Ontario Proud have always been upfront about who’s involved and their objectives.

“We’re always transparent in who we are. Whether it’s Engage Canada or others, I think people should be more upfront about who’s behind these groups and what their intentions are,” Ballingall said.

Engage Canada has been running ads skewering Conservative Leader Andrew Scheer as a weak “yes man” to Ontario Premier Doug Ford. The group’s directors include former Liberal and New Democrat strategists, supported by labour unions, professional associations and individuals. Engage ran its anti-Scheer ads during the final games of the recent NBA playoffs between the Toronto Raptors and the Golden State Warriors.

Those were countered by another group, called Shaping Canada’s Future, which ran its own ads deriding Trudeau. That group (like Canada Proud) has a public listing as a non-profit corporation, with an address and at least one named director; it appears to be headed by a key figure in Alberta Premier Jason Kenney’s 2017 leadership campaign.

If Engage and Shaping Canada’s Future cease political activity by June 30, they will never have to reveal precisely who is behind them, how much they spent or where they got their money.

The mass text message from Ontario Strong read: “Hi, this is Sue from Ontario Strong. Do you agree that we must scrap the Carbon Tax? Respond: Yes No.” The phone number associated with the message is a land line in Belleville, Ont., according to a Canada411 search.

According to social-media posts, the same group also conducted a recent robocall campaign, asking

people in an automated phone message if they support a pipeline across Ontario to Quebec. The Canadian Radio-television and Telecommunications Commission requires third-party political robocallers to register but that applies only during the official election campaign, which won’t kick off until September.

The phone numbers from which the text messages and robocalls emanated are answered by Ontario Strong voice mail.

In its mission statement, Ontario Strong promises to “speak up on the issues that matter to Ontarians” and to “always stand for the values that created Ontario,” which it describes as “an example of a prosperous, peaceful, diverse and orderly society for the rest of the world to emulate.”

There is nothing on the site to identify the individuals behind it. Inquiries sent through the site’s “contact us” email are answered with the message: “Thank you for your feedback.”

Canada resettled more refugees than any other country in 2018, UN says Teresa Wright Canadian Press

OTTAWA s the number of displaced people worldwide reaches modern highs, new figures show Canada resettled more refugees last year than any other country and had the second-highest number of refugees who gained citizenship.

The United Nations High Commissioner for Refugees’ latest report shows the number of people fleeing war, persecution and conflict has exceeded 70 million — the most since the Second World War. About 1.4 million refugees were in need of resettlement in 2018 but only 92,400 refugees were actually resettled, in 25 countries.

Canada accepted 28,100 refugees for permanent resettlement last year. The United States was second with 22,900.

The data also shows Canada gave citizenship to the second-largest number of people who had arrived as refugees — a figure that helps to measure how well countries are integrating refugees. A total of 18,000 refugees became Canadian citizens last year, a substantial increase over 2017, when just over 10,000 refugees were naturalized. The number had been declining over time.

Michael Casasola, a senior resettlement officer with the UN refugee agency’s operation in Canada, says Canada has been a leader in welcoming refugees and giving them opportunities to thrive.

He pointed to Canada’s private sponsorship program, which accounts for two-thirds of Cana-

da’s resettled refugees. By offering community-based supports that come directly from citizens and charitable organizations, refugees who arrive through this program achieve better outcomes and become better integrated into their communities than government-sponsored refugees.

“Canada’s approach to integration works. It encourages integration, it welcomes refugees to become part of Canadian society, including obtaining citizenship, and among all the immigrants who come to Canada, refugees have the highest (citizenship) uptake,” Casasola said.

The picture hasn’t been all rosy. An influx of “irregular” asylum seekers crossing into Canada using a forest path between New York state and Quebec has become a divisive political issue, with conservative politicians often referring to these individuals as “queue-jumpers” and “illegal” migrants.

The UNHCR report shows Canada was the ninth-largest recipient of new asylum-seekers in 2018, with 55,400 claims filed. Over 19,000 of those were from people intercepted by the RCMP for crossing “irregularly” into Canada.

While these numbers represent an overall increase in the number of asylum seekers to Canada — a situation that has led to major backlogs in processing claims and problems finding housing for asylum-seekers in Montreal and Toronto — the UNHCR figures show Canada’s experiences are nothing compared to the waves of refugees flocking to other countries. There they await processing and possible resettlement elsewhere.

Turkey hosted the largest number of refugees worldwide, with 3.7 million people in 2018, while Pakistan saw 1.4 million and Uganda 1.2 million.

The main country of origin for refugees in 2018 was Syria, with 6.7 million Syrians having fled across a border at the end of the year; and while these refugees were hosted by 127 countries on six continents, the vast majority — 85 per cent — remained

“We’re always worried that refugees somehow become a punching bag during an election, or to be used as a lightning rod and such, especially when a lot of what we hear is not accurate or fact-based.”

For example, while some Canadians worry about irregular migration, the number of irregular border-crossers was down slightly in 2018 compared to 2017 and so far this year, the rate of new arrivals has slowed compared to the same period last year.

“But what worries us is that sort of stuff is lost in the public opinion and it becomes more an emotional debate, rather than evidence-based,” Casasola said. “That’s why we’re interested in trying to put out into the public information about how refugees are actually succeeding in Canada and are helping Canada.”

J

ust one week ago, Dylan Cozens was the fifth-ranked North American skater in the final NHL Central Scouting rankings.

Today, he’s a Buffalo Sabre.

Projected to be selected in the top 10 in most expert mock drafts, a particularly deep class meant it was anyone’s guess which team might pick the six-foot-three (1.9-metre) forward.

When the Buffalo Sabres announced Cozens as the seventh pick in the 2019 NHL Entry in Vancouver, years of work, dedication and sacrifice on the part of Cozens were rewarded.

In an exclusive interview with the News, the Yukoner said the events of June 21 are starting to sink in.

“It’s definitely set in now, just being in the city and meeting everyone and getting a tour of the dressing room and seeing the rink,” said Cozens from Buffalo, N.Y. “It’s definitely starting to set in that the NHL is a realistic thing now — it’s really happening.”

Cozens is in Buffalo not only to check out his new city and meet team staff, media and fans — he’s also at the team’s annual summer development camp from June 26 to 29.

There has certainly been a lot to take in over the last week, but Cozens said getting to Buffalo and getting on the ice so quickly after the draft is a benefit.

“It’s nice to kind of get there right away. You’re super excited and you want to meet everyone and experience it,” he said. “I flew straight from Vancouver to Buffalo, so it was nice to get here a couple days before camp and just walk around the city, explore everything, meet everyone and get settled in.”

Although general manager Jason Botterill was clear he doesn’t expect Cozens to make the NHL out of training camp — or anyone not named Jack Hughes or Kaapo Kakko for that matter — Cozens has already picked up on the pressure he’ll face once he arrives in the league.

“I think expectations are high,” said Cozens.

“This team — we saw a bit of it last year — went on that 10 game win streak, was first in the league.”

That was in November 2018 and although the team finished sixth in the Atlantic division, Cozens is right to pick up on the team’s potential.

“They’ve got a lot of really good young players and it’s a team on the rise, so it’s exciting to be a part of that,” said Cozens. “Everyone wants to win here.

This city, they’re hungry for championships. They want to win, so it’s exciting to be a part of it.”

Hockey Canada included Cozens on a list of 43 players invited to the National Junior Team Summer Development Camp at the end of July in Plymouth, Michigan.

A strong performance

at that camp would do a lot for making a case he deserves a roster spot for the World Junior Hockey Championships at the end of the year.

“It’s pretty cool,” said Cozens. “It’s kind of overshadowed a bit by all of

the draft stuff that’s going on, but to get a chance to represent my country on a stage like that at the world juniors, it’s something that I’m very happy about. I want to perform as best as I can at that and prove that I deserve a spot on

that team.”

As for the question that broke the internet in the lead up to the draft, Cozens said he doesn’t know who was involved in the play where he broke his leg at 12.

“I honestly have no idea who it was,” he said.

Cozens did, however, extend gratitude and thanks to the thousands of newly-minted Sabres fans in the Yukon, describing the support as “awesome.”

“I just want to say thank you to everyone up there who’s supported me and believed in me throughout this whole process,” he said. “It’s been a long journey to get where I am today and I know I wouldn’t be able to have done it without all the people back in Whitehorse who have helped me develop.”

More importantly, Cozens said he’s content with the way things unfolded.

“I wouldn’t want to change a thing about the path I’ve taken. I’m so proud to be from Whitehorse and represent it.”

Runners from far and wide converge on the Klondike for the Dempster to Dawson race John Hopkins-Hill News Reporter

T

he fourth Yukon Energy Dempster to Dawson City Solstice Race was June 15 near Dawson City as close to 200 runners and walked raced distances ranging from five kilometres to a full marathon.

Jody Beaumont, a board member for the race, said this year’s event was a success.

“It was great. We had great weather (and) a great turnout,” said Beaumont.

“It was a pretty warm day – mostly sunny.”

On the course, Beaumont said it was the usual mix of elements that made the event work.

“I feel almost like we had a little bit of everything we would expect at this race, which I think makes it what it is,” said Beaumont. “We have a few big families who have come and run in every single one we’ve had … and they just come back year after year and they’re such a big part of the event and that sense of family.”

Beaumont said the race was the first for a number of racers, something organizers enjoy.

“We had some people entering their very first race of all time and it’s just so nice to be able to make

The winner of this year’s marathon was Matt Hosford with a time of two hours, 59 minutes and 39 seconds. Paul St. Amant finished second, crossing

the finish in three hours, 17 minutes and 47 seconds, and Alex Scherz was third with a time of three hours and 27 minutes.

Kristine Raymond was the fastest woman to finish the marathon, ending with a time of five hours, nine minutes and 17 seconds.

In the five-km run, Haylee Beeman finished

first with a time of 20 minutes and 54 seconds. Second place went to Clayton Buhler with a time of 23 minutes and six seconds, Lyndsey Larson was third with a time of 24 minutes and 23 seconds.

Carolynne McCrae was the fastest in the fivekm walk, finishing in 46 minutes and four seconds.

Next to finish was Robert

Gaudet in 46 minutes and nine seconds, followed by Terrie Turai in 51 minutes and 48 seconds.

The 10-km run was one of the largest categories on the day, and this year’s winner was Bennett Kishchuk with a time of 40 minutes and 43 seconds. Nate Wood finished second with a time of 41 minutes and 48 seconds,

and Nicholas Desharnais finished third with a time of 46 minutes and 48 seconds.

In the 10-km walk, Judy Kelly finished first in a time of one hour, 17 minutes and 16 seconds.

Second place went to Catherine Simpson with a time of one hour, 19 minutes and 35 seconds, and Kylie Van Every was third with a time of one hour, 23 minutes and 54 seconds.

The half marathon was another large category with 35 finishers. In first place was Rodney Hulstein with a time of one hour, 22 minutes and 53 seconds. Ty Fehr-Wuckert was second with a time of one hour, 31 minutes and nine seconds, and Clint Durfey was third with a time of one hour, 33 minutes and 10 seconds.

In the final category, the relay, Chick N’ Legs won this year with a time of three hours, 42 minutes and 53 seconds. Tracks to Tequila finished second with a time of three hours, 44 minutes and one second, and Step Sisters finished third with a time of three hours, 49 minutes and seven seconds.

Next up for Run Dawson is the Air North Midnight Dome Race on July 20 — a 7.2-km run with 565 metres of climbing.

Yukon Orienteering Championships conclude with long-distance races John Hopkins-Hill News Reporter

T

he Yukon Orienteering Championships concluded on June 19 with the long-distance race on the Hidden Lakes map starting from Grey Mountain Road.

Competitors raced on one of six different courses based on category, ranging from 2.5 kilometres to 7.8 km.

The shorter courses kept racers near the road, with more trails to use, while longer courses led racers into more difficult terrain with an emphasis on route choice and physical strength.

In the men’s novice category, competitors raced on a 2.5-km course. Stiann Langbakk was the fastest with a time of 20 minutes and 35 seconds. Oliver Kralisch-Seguin was second, finishing in 32 min-

utes, and Erik Embacher was third, finishing in 34 minutes and 59 seconds.

The winner of the women’s novice category was Leslie van Tongeren with a time of 24 minutes and 48 seconds. Second place went to Emilie Kralisch-Seguin with a time of 30 minutes and 30 seconds, and Adney Karais was third with a time of 32 minutes and eight seconds.

Kieran Horton finished in one hour, 11 minutes and 58 seconds to win the men’s intermediate category. Peter Embacher was second with a time of one hour, 12 minutes and 15 seconds.

In the women’s intermediate category, Pauline Gallinat was first with a time of 31 minutes and 37 seconds. Krystal Karais finished in 36 minutes and 21 seconds to place second, and Lara Melnik was third,

finishing in 37 minutes and 35 seconds.

Craig Brookes finished the short advanced course in a time of 43 minutes and 14 seconds.

Melnik was the fastest woman on the short advanced course, finishing in 27 minutes and 54 seconds. Philippa McNeil was second with a time of 29 minutes and 53 seconds, followed by Wendy Nixon in third with a time of 33 minutes and four seconds.

In the men’s long advanced category, Bob Sagar was first with a time of one hour, 19 minutes and seven seconds. Grant Abbott was second with a time of one hour, 38 minutes and 17 seconds.

Karen McKenna was the winner of the women’s long advanced category, finishing in one hour, 26 minutes and 52 seconds.

The race also included a total of six groups who raced in three categories.

Record field to start Yukon River Quest

T

he 21st annual Yukon River Quest kicks off at noon in Whitehorse on June 26 with a record field of 118 teams.

Nearly 300 paddlers from 13 countries and nine Canadian provinces and territories total will take part in the race down

the Yukon River to Dawson City.

With just two mandatory stops — a combined 10 hours of time off the water — the 715-kilometre journey is one of the most difficult races of its kind.

This year’s possible race purse is $53,632 and the new prize structure means the top three male, female and mixed teams in each class will win a

prize, provided the team beat at least one other team in the same class and finished within 25 per cent of the class winner.

Prize money is also awarded to the top 10 overall teams, any teams that break class records, the top First Nations team, the top Yukon male, female and mixed teams, the top senior team and the top young adult team.

“It is quite exciting,”

said race president Peter Coates in a press release.

“We have never had a field this big. We have real competition in depth in almost every class.”

This year’s field includes 40 tandem canoe teams (C2), 16 tandem kayak teams, 40 solo paddlers, 13 voyageur canoe teams, nine four-person canoe teams (C4) and 10 stand-up paddleboarders (SUP).

“The voyageurs, C4s and C2s look very competitive, as do the SUPs and the kayaks too,” said Coates. “But I think the race between the top three voyageurs and the leaders in the C4s and C2s will be what I’ll be especially watching.”

From the race start at Rotary Park in Whitehorse, teams paddle along Lake Laberge, on to Carmacks for the first

mandatory stop, through the Five Finger Rapid and past Fort Selkirk to the next rest stop at Coffee Creek. From Coffee Creek, teams have another 170 km to the finish.

Race leaders are expected to arrive in Dawson the afternoon of June 28 and boats will continue to finish until just after 11 p.m. on June 29.

IOC to change process of Olympic bid races, host elections Graham Dunbar Associated Press

Radical changes in how and when Olympic hosts are picked were voted in Wednesday as the International Olympic Committee looks to avoid negative headlines and angering local taxpayers following referendum losses and excessive spending on white elephant venues.

Stung by recent public votes in Europe and Canada, the IOC agreed that future bidders could need to win a referendum before entering a race.

“We cannot, I suggest, continue to be damaged as we have in the past,” veteran IOC member John Coates said, presenting reforms already tested in the 2026 Winter Games contest.

Future Olympic bidders will be required to use existing and temporary venues and infrastructure, while being steered away from costly construction projects.

A new, flexible campaign timetable will end the Olympic Charter rule requiring hosts to be voted on seven years in advance of a Summer or Winter Games.

That rule already had to be waived in 2017, allowing Los Angeles to be picked 11 years in advance of the 2028 Summer Games.

There might not be an election at all.

A key part of the new process is creating new Olympic panels — one each for Summer and Winter Games — which will recommend one or more candidates for an election.

It chimes with IOC President Thomas Bach’s wish to avoid “too many losers” — a

phrase first heard during the 2024 race as it became a double award. Paris got the 2024 Games, while Los Angeles got 2028.

The new panels will be empowered to have “permanent ongoing dialogue” with potential bidders and pro-actively approach preferred hosts.

They will report first to the Bach-chaired executive board, which will pick the members.

Coates said the process targets “developing a significant pipeline” of candidates even beyond the next bidding contest.

The IOC was not being “control freaks” demanding legal guarantees far in advance, said Richard Pound, the longest serving member.

“Once you make a decision on the host city, millions of people start to make plans based on that and hundreds of millions of dollars are committed to it,” Pound said.

The IOC’s reformed approach to bidding followed Bach’s election in September 2013 and after of Rus-

sia’s $51 billion spending on venues, infrastructure and budget overruns for the 2014 Sochi Olympics.

In other decisions Wednesday, Athens was chosen to host the IOC’s 2021 meeting. That Session, from June 24-26, will include a presidential election with Bach currently expected to get a final four-year term unopposed.

Former Philadelphia 76ers co-owner Erick Thohir was among 10 new members elected. Thohir, also the former chairman of Inter Milan, is president of the Indonesian Olympic committee.

Other new members include: Laura Chinchilla, the president of Costa Rica from 2010 to 2014; Credit Suisse bank CEO Tidjane Thiam; and Narinder Batra, the president of the Indian Olympic body. Batra also leads the Lausanne-based governing body of field hockey.

The biggest voting total, and loudest applause, went to Greek Olympic president Spyros

Capralos. In 2012, the IOC formally warned Capralos after he was implicated in black market ticket sales for the London Olympics.

Two changes were made to the 15-member IOC executive board: Prince Feisal al Hussein of Jordan was elected to replace Gunilla

Lindberg of Sweden, whose eight-year term ended.

Nawal el Moutawakel of Morocco, the 400-meter hurdles gold medallist at the 1984 Los Angeles Olympics, was elected to join the board when Willi Kaltschmitt of Guatemala leaves in January.

INDIGENOUS JUSTICE COURT WORKER This is a part-time term position with the possibility of permanent Working as a team member under the direction of the Health and Social OfÀce Manager, this position is responsible for administering the Indigenous Justice Court Worker Program and to ensure the program is effective and meets community needs and legislative requirements. The Position is responsible in liaison with the assigned Government of Yukon Probation OfÀcer for supporting and encouraging clients that are doing community work hours and acting to maintain compliance with court ordered conditions. The Indigenous Justice Worker attends all court sessions to assist clients in court appearances, coaches clients in understanding the justice system, and their rights and responsibilities; acts as liaison between legal aid and probation staff and works closely with other agencies and RCMP.
