GENERAL STATEMENT OF DUTIES: Reporting directly to the Manager of Finance or designate, the Financial Accountant performs a variety of accounting functions using established procedures, rules and practices.

Duties include but are not limited to: keeping accurate accounting records; preparation, posting and calculation of property taxes, and utilities; performing arithmetic computations; preparing financial summary statements, and checking forms for completeness and accuracy. Work is performed according to established procedures.

SUPERVISION: The incumbent shall be responsible to the Manager of Finance.

MAJOR DUTIES AND RESPONSIBILITIES: • Responsible for property tax system, including keeping the system current, balancing the tax calculation, reconciling the ledgers, handling enquiries, making adjustments, paying out funds collected on behalf of other jurisdictions, claiming homeowner grants from the province and preparation for tax sale.

• Tabulate charges for utility bills, license fees, taxes, assessments, collections, and other charges for billing, payment and recording purposes • Responsible, on a monthly basis, for a number of reconciliations, including bank accounts, property taxes receivable, GST/PST and others that may be requested.

• Preparation of journal entries for distribution of administration charges, and fuel summaries • Review and select the correct activity account code required • Trace lost invoices and payments using a computer database • Enter and retrieve billing or payment data from computer terminal • Post transactions to individual accounts and ledgers • Respond to tax, utility, payroll and general accounting inquiries, as well as assist with providing various reports to departments and organizations • Assist with preparation of year end working papers and all associated journal entries including tangible capital assets.

• Assist with budget preparation and reporting.

• Verify accuracy and completeness of all accounting processes including invoicing, taxation and payroll • Create documents related to the work utilizing electronic spreadsheet programs • Assist with departmental telephone inquiries • Operate a variety of office machines and equipment such as copier, fax machine, postage machine, computer and related word processing and spreadsheet software • Greet persons arriving at Municipal Hall, determine nature and purpose of their visit, and direct or escort them to specific destinations • Demonstrate continuous effort to improve operations, streamline work processes, and work cooperatively towards an efficient and effective work environment.

City dismantles homeless camp in River Valley Monica LAMB-YORSKI Staff Writer

A homeless camp hidden by trees and close to the creek in the Williams Lake River Valley was dismantled Monday by city crews after the fire department responded to a fire at the site Sunday afternoon.

“That’s pretty scary,” said Mayor Walt Cobb of the fire.

“If we end up with a fire in the river valley we’re in trouble.

We were aware there were people staying down there and that’s one of the reasons we were monitoring it.”

The Tribune visited the site on Monday as crews arrived with a backhoe and a dump truck to remove debris.

There was bedding, a stereo, monitors, fencing, a weedeater, books, a naloxone kit, clothing, a generator, toaster, food and drug containers

and more littering the site.

Gary Muraca, the city’s manager of municipal services, said he and his staff were first made aware of the camp about four weeks ago.

“We had concerns because it was turning into a garbage dump and because of the activities that were going on there,” Muraca said, adding there were four people living there that they knew of.

The mother of a 28-year-old man that had been staying in the camp told the Tribune her son needs help.

Rena Petz said when she found out her son was staying at the camp she contacted the City by e-mail to alert them of the situation.

“I told them I’ve been crying for help for my son for a long time now and nothing happens — the system is broken.”

City workers cleaned up what was left of a homeless camp in the Williams Lake River Valley Monday following a fire on the weekend.

Petz, who lives in Kersley, said she doesn’t know what to do.

“I’m trying to get a medical warrant, but the problem with the law is that he’s an adult,” she said.

“It’s a vicious cycle and makes me so frustrated.”

Muraca said about three weeks ago the City involved the Salvation Army, bylaw staff, RCMP and Interior Health.

“We had them all

at the table to discuss how best to deal with these people and get them the support they needed. We told them our biggest concern was public safety, especially for fire.”

If the fire had been a week later, and if things were drier, Muraca said he hates to think of what might have happened.

Muraca said outreach services from the Salvation Army and the RCMP visited the site recently, offered services, explained some concerns to the residents who said they would vacate the premises, but that did not happen.

He estimated there are more than 100

homeless people in Williams Lake presently, up from the usual number of 50, and said while some people are coming to the area from other places, the majority of them are locals.

“We have had issues with people staying in the outdoor stage and the covered picnic

area in Boitanio Park as well,” Muraca said.

“When you are in these key areas where safety and kids are involved, we are going to put the run on them.”

Cobb said there’s a zero-percent vacancy rate in Williams Lake which isn’t helping the situation.

“Some of the people camping in the river valley cannot find a place to live, some are just here for the weekend — it is a combination of things,” Cobb added.

While in the river valley Monday, the Tribune also witnessed tenters above the creek, however, Muraca said that those individuals are on BC Rail property who were notified by the city of the situation.

Dave Dickson, manager of community safety, said he is not sure what the answer is to the problem, but fires in the river valley are putting the city in jeopardy.

Weekend chock-full of activities for entire family Continued from A1 Rolph is excited to be kicking off four days of professional rodeo this year followed by another day of traditional ranch rodeo combined with a community event known as the Cariboo Heritage Gathering on Monday, July 1. For this year’s event they have over 375 entries across saddle bronc riding, steer wrestling, tie-down roping, team roping, ladies barrel racing, bull riding and bareback riding to name but a few.

Starting off on Thursday, June 27 with their first

rodeo performance at 6:45 p.m., Rolph said he’s excited for the Aaron Pritchett concert that night starting at 9:30 p.m. to 2 a.m. It’s been years since the Stampede has done a concert like this and he said he looks forward to seeing how it turns out.

The Friday rodeo on June 28 is Family Day, Rolph said, when children under the age of 12 can get in for free and just before the rodeo they’ll have their Young Guns rodeo at 5 p.m. where the kids can run around in the arena and take part in rodeo-themed games like

bouncy horses, a bucking barrel and haybale roping.

Friday is when they will also do their salute to the military. Rolph asks everyone to wear red and join him in recognizing some of the local veteran and military families in town.

After the Daybreak Rotary Stampede Parade, Rolph said, the Stampede’s biggest day begins at 1:45 p.m. with the 2019 inductees to the B.C. Cowboy Hall of Fame. Sunday is the final professional rodeo performance at 1:45 p.m. and is the Tough Enough to Wear Pink day where the Stampede rec-

ognizes and supports all forms of cancer by wearing pink.

“We support cancer of any kind because it touches all of us and the money we raise all stays locally and goes to the Hough Memorial Fund,” Rolph said. “We take a dollar from every ticket sold that day, so last year our contribution was $7,500.”

The Wild Cowgirls Race Finals are on Monday, with races running every day leading up to it, while the Mountain Race will be going from Thursday to Sunday.

year will be Tyson Pietsch joined by dynamic rodeo clown Jayson Charters with Full Throttle Trick Riders providing the halftime entertainment.

It takes about 300 volunteers to pull off the fiveday event, which will see in the neighbourhood of 15,000 rodeo fans converge at the Stampede Grounds — a tradition going on 93 years now.

Tickets are available for all the Stampede events online or at the Stampede ticket office on the Stampede Grounds, open from 10 a.m. to 4 p.m. Each day of rodeo costs $20 for

adults, $15 for students from the age of 12 to 17 while seniors and children cost $12. Infield seating is $25, Rolph said, though these seats are selling fast and are expected to be sold out by Saturday.

“Our greatest hope is that people come, have a good time and enjoy it. We just continue to build on a positive atmosphere, a positive attitude and just that people really get enjoyment out of what they come and see,” Rolph said.

“I think you just want to see people enjoying themselves, that’s what we’re doing it for.”

There are other issues in regards to economic opportunities, added Price.

“The prior chief and council were working on

an economic development plan so we’d like to continue to work toward implementing that plan as well.”

Outgoing Chief Betty Cahoose, who received a gift from chief and council, said she was thankful for the opportunity to be Chief the last four years.

“I was faced with many

challenges, but overcame the majority of the issues because of leadership and staff at Ulkatcho,” Cahoose said. “I enjoyed my time and it was worthwhile.”

She said she decided not to run again, but plans to support the new chief and council through their two-year term.

“The doors are open,” she said of what she will do next.

“I’m a believer in God and believe God will open some doors for me. I don’t know where, but I put it out there already and we’ll see where he brings me.”

In the immediate future, however, she hopes to go mushroom picking up North on the July long weekend, Cahoose said.

Tyler Sill was on council for two years and also chose not to run again.

“I got in two years ago and a lot of people wanted me to run,” Sill said.

“They wanted me to run again this year, but I have a family and it’s time to address that issue. I hope to see this chief and council move forward and keep working.”

There are approximately 1,100 members in the nation and more than 600 live in the community.

“We are the opposite of the regular people where 70 per cent live off reserve,” said councillor Laurie Vaughan.

Horgan’s botched caribou plan

he focus this week is on the upcoming Stampede.

It’s the 93rd year for Williams Lake’s prime event, and nowadays it’s about the only time the city’s unique history as the province’s Cow Town is recognized.

When my boys were young the big deal was to buy them each a new cowboy hat for Stampede season. Their dad always wore a cowboy hat even when he wasn’t a cowboy anymore. You don’t see many cowboy-hatted heads anymore.

I’m glad the bull throw was resurrected. Like Wrestling Day it was an ‘Only in WilFrench liams Lake’ event.

Connection No dignitary,visDiana French iting or local, ever dared ducking the throw. When then Premier Dave Barrett won, the event made the 11 p.m. news. I believe it was discontinued because a mayor thought it was socially lacking, embarrassing and sometimes messy. That mayor was not Walt. At one time he collected the cow pies for the event.

Looking back, why do I remember rain at Stampede time? It can’t have happened too often. This year most of us are enjoying the sun while at the same time hoping for a downpour of rain heavy enough to scare away the wildfires.

The Stampede performances are the main event but by the look of all that’s planned for the weekend there will be something for everyone.

My wish is for everyone to have a wonderful long weekend, however or wherever you spend it.

For a few days try to forget the precarious state of our forests and all our other challenges.

On July 1 remember that in even though we have some provincial politicians who forget it, we are one nation, and by all world standards, still one of the best of the bunch. And let’s hope if that big rain we need does come, it waits until July 2.

Four horse and wagon teams and more than 40 outriders that make up the Xeni Gwet’in Youth Wagon Group are on their way to Williams Lake for the 93rd annual Williams Lake Stampede. It’s the 11th year the group has made the long, traditional journey to Williams Lake from the shores of Konni Lake. ast week’s announcement of a caribou recovery plan in the northeast corner of the province is going to have serious ramifications throughout B.C. After a botched public consultation process, John Horgan and the NDP called on former B.C. Liberal MLA Blair Lekstrom to come up with solutions and heal “cracks” in divided communities.

Lekstom specifically called on the government to conduct an analysis of the economic and social impacts of any recovery plan before restricting access to the backcountry or imposing a moratorium on new industrial MLA activity.

But Horgan ignored Musings Lekstrom’s advice and Donna Barnett went ahead anyway with restrictions on new economic activity in parts of the Peace River region.

This has sent shockwaves throughout the rest of the province, leaving everyone in our local tourism and forest industries wondering who is going to be next?

Everyone wants to save this iconic species before it disappears, but this is no way to run a government.

Any path forward must be guided by local voices and have the full cooperation of local communities.

We’ve had enough bad news in Williams Lake and 100 Mile House recently without having anymore reckless dictates from the premier’s office.

The real danger here is pitching one community against another, especially when it comes to First Nations.

Lekstrom made a point of how ugly the situation has become in the Peace River region.

We cannot allow that to happen again in other parts of our province. Horgan’s biggest mistake was holding behind-closed-doors meetings for nearly two years and then attempting a so-called “public consultation” after the plan had been drawn up.

This is completely unacceptable.

I wrote the premier the moment this debacle was announced last Thursday, raising each and every one of these concerns.

A repeat performance like this won’t save the caribou and it could divide communities permanently.

So far we haven’t heard a response.

I’m really looking forward to the Aaron Pritchett Thursday concert because we haven’t done it in a while. I love everything about the Stampede but I think, for something new that’s what I’m really looking forward to.

I most enjoy watching the calf roping and team roping events. I just think it takes a lot of skill to rope an animal that’s moving.

I like the bull riding because it’s the most exciting.

The whole rodeo in general. I don’t get to watch most of it because I’m doing the cooking for the concession, but it’s great.

I co-ordinate the grandstand office and I just look forward to seeing all of the wonderful guests that visit us from across the country and beyond.

I’m really excited to volunteer but I really like watching team roping and barrel racing.

have never offered any justifiable reasons why or how this is a good move for the City of Williams Lake, its citizens, and this region.

Were they not elected and thus entrusted to look after the best interests of this city and those who live within it?

So let’s hear from them the benefits that allowing Atlantic Power to burn rail ties will bring to Williams Lake.

If our mayor and council say

it is for jobs remember that no one in opposition to this application were looking to close AP only to prevent them from burning rail ties.

So what are the benefits?

Many valid reasons not to allow this application have been voiced so if they do have any benefits to p rov i d e they should be good and plentiful.

However, it appears that our elected officials don’t really have any to offer.

It would also seem that they got this idea in their heads and like headstrong, willful little children they are now living by the mantra, “it is easier to apologize than it is to ask permission.”

They haven’t or most likely can’t offer any real plausible benefits this proposal would provide but they did recently declare that their decision to OK this project was based on science.

What science?

If they mean sound, factual science how can their’s be so different than that of the countless communities that have said no to rail tie burning based on science?

Who provided the science because there is a huge difference between unbiased, fact based science t h at works for no one except the truth and $ c i e n c e. $cience provides data that works only for the benefit of a specific, targeted out-

come.

And to hear M ayo r C o bb state that he trusts Atlantic Power to manage and monitor all safety measures and protocols is absolutely frightening.

That is like saying, “I gave the management of the hen house to the fox, all will be well.”

I hope he and the rest of city council are working on their apologies.

As Williams Lake readies itself for the 93rd annual Williams Lake Stampede, Lorne Doerkson and the other volunteers of the Let’R’Buck Saloon are preparing five days of non-stop entertainment.

The Let’R’Buck Saloon has a long tradition at the Stampede as the venue to be for live music, fellowship,

dancing and good beer after the rodeo each night. Hundreds of lakecity locals and visitors will crowd into the fenced off area by the stage for a chance to hear musical acts from near and far.

For the last few years, Doerkson, who was recognized as the 2019 Volunteer of the Year by the Williams Lake Stampede Association, has been in charge of organizing and running the saloon

“It’s a great meeting place for our community and it’s getting bigger and better every year,” Doerkson said.

The saloon operates every day of the Stampede, which starts on Thursday, June 27 this year, serving cold drinks from 11 a.m. to 1 a.m. in the morning.

Headlining the entertainment this year Thursday night is Aaron Pritchett, a successful Vancouver-based country artist making waves in the music scene currently with his latest studio album Out On The Town and a national tour this year. Doerkson said they “lucked into” getting him for the Stampede this year and added that you can’t pay less than the $20 they’re charging to see this musical star.

Doerkson said there are not a lot of tickets left for this opener and that those hoping to get them at the door should not take that chance and should

instead buy them in advance as soon as possible.

Performing every night will be Karen Lee Batten, the female vocalist of the year for B.C., whose band of the same name will be performing onstage with Pritchett. Batten was a top 10 Canadian Idol Finalist who went on to launch her own independent career, which has since led to her co-hosting the B.C. Country Music Awards in 2017 and 2018.

Returning to the Let’R’Buck’s stage this year is the bluegrass-country-rock inspired band the Rollin’ Trainwreck, who Doerkson said is just amazing. Their toe-tapping familiar sound is bound to be a crowd pleaser, in his opinion.

Joining Pritchett as a first-time performer is Dave Hartney, another rising star in Canadian country music scene from North Vancouver, who has spent the last few summers playing large country music festivals across the province. While Doerkson hasn’t seen him perform in person, he’s listened to

his music online and think he’ll be a real crowd pleaser.

Rounding out the lineup is a wide array of local talent including the likes of One in the Chamber, the Markabillies, Rosetta Paxton and many more performing both in the evening and throughout the day. On Monday for the Cariboo Heritage Gathering Doerkson said local talent will be showcased exclusively all day on the Let’R’Buck Stage.

Next, to Pritchett’s performance on Thursday, admission fee to the saloon each day is still $5 to help

pay for insurance, security and the performers.

“The beer, I promise, will be icy cold and I also promise it will be the most affordable beer around. Five bucks to get in and five bucks a drink,” Doerkson said.

“This is probably B.C.’s, certainly Northern B.C.’s, largest professional sporting event of the year.

Walk to End ALS honours Bill Montgomery Patrick DAVIES Staff Writer

Emotions were high as over 100 people gathered in Boitanio Park for the Eighth Annual Walk to End ALS on Saturday.

ALS, or amyotrophic lateral sclerosis, is a devastating neurodegenerative disease with no known cure with a typical life expectancy of two to five years after diagnosis. As it progresses those afflicted slowly lose control of their muscles throughout the body leading to immobilization and eventually death.

Despite this grim prognosis, families across Canada have refused to accept this outcome and walk annually to raise awareness and money for finding a cure.

The Walk to End ALS is the ALS Society of B.C.’s biggest fundraising effort of the year, who use 60 per cent of the proceeds to assist those fighting it and 40 per cent to research a cure for it.

This year the message of never giving up was particularly poignant, as it marked the first time since the event’s founding in Williams Lake that longtime activist and ALS survivor Bill Montgomery was not in attendance. Bill’s 10-year

long battle with the disease came to an end in May just a little over a month before the event, a reminder of the urgency and necessity of this cause.

At the walk’s opening, the Montgomery family read from a letter penned

by Bill on May 19, shortly before his passing a few days later. In it, he thanked all of his friends, supporters and caregivers for all the love, kindness and memories they’d given him over his life and long battle with ALS. “Some people were saying when you’re getting old, you’re going downhill. I say, the mountain gets a little steeper and you start to slip a little bit and I’ve had two slips this week. To my fabulous family, my wife Elsie, my children, grandchildren and all our extended family, also to those I have met over the past 70 plus years, without all your support this slide would have been much greater,” Bill wrote.

“To all the ALS professionals thank you so much for everything you have done for me and my family.”

Ultimately, Bill concluded by asking everyone to keep on smiling. A minute of silence was held after the Montgomery family talked, with Bill’s wheelchair sitting

ALS and emotion had left Angus Morrison’s speech affected, so he chose to address the crowd through his daughter Ronda Morrison.

Angus thanked everyone for all their support both at the event and in his day-to-day life.

“Without this support, going down the ALS pathway would be a horrific journey. ALS is a disease

that is always taking away, and I truly hope in your lives that you can keep giving because without your giving it would be a rough journey,” Angus relayed through Ronda.

other dignitaries, the walkers, a mix of young and old, mobile and in wheelchairs, set out across Boitanio Park led by Aubrey Jackson of the Williams Lake Pipe Band. They made as many laps as they wished before

Put on your fancy clothes or stakeout your favourite parade viewing spot this Saturday for the annual Daybreak Rotary Stampede Parade. Winding throughout the downtown core, this event’s theme this year is ‘come as you are’ and is set to showcase all that Williams Lake and the Cariboo has to offer. The parade begins at 10 a.m. at the Cariboo Memorial Recreation Complex and goes until noon.

Following that is this year’s Stampede Street Party that runs from noon until 3 p.m. with dozens of participating businesses and vendors set to throng the streets of downtown.

Tent, who worked for years at the local radio station in Williams Lake, had given up on life and her battle with post-traumatic stress disorder when a surprise bond with a stranger gave her the courage she needed to face her biggest adversary yet — herself. In her book titled Parts of Me (published by Archway Publishing), Tent

Kimberley Z. Tent shares a poetic memoir that gives readers a rare glimpse into a police officer’s personal struggle with trauma, depression, eating disorder and her own will to live or die.

“The first responder community seems to always be in the spotlight; unfortunately, it is not usually for positive reasons. I learned to keep my emotions in

check as a police officer 24/7, including talking about my feelings, which prevented me from living a healthy life outside of work. It is very rare for a first responder to share our personal lives with the public, including raw emotions and those of despair and suicidal thoughts. Readers will finally be able to relate to the ‘mindset’ and stigma relating to policing and understand that under the uniform, we are human too,” Tent said.

The publication of Parts of Me aims for readers to understand that PTSD is real, it is dark and it has been deadly throughout the first responder community. “I want readers to know that it does not just affect one person-

ality type, career, gender, race, or religion. It can affect everyone, even people who are expected to be the ‘brave ones’ — those of us in uniform, with badges, guns and sirens. First responders are at far greater risk from their own minds, than they are from the public. If you are reading this and you are suffering in silence, First responder or not, you are not alone — you never were,” Tent said.

Dog obedience seminar held in Williams Lake Patrick DAVIES Staff Writer

Dog training and obedience is an important part of any canine owner’s investment in their pet, as Josey Studer of GOJU-RYU PRO-K9 dog training kennel knows.

Studer comes from a proud line of dog trainers and has been doing it professionally herself for the last 10 years, seven of which she has done at her own kennel GOJU-RYU PRO-K9.

She offers dog training of all kinds including group obedience, on and off leash courses and private one-on-one sessions with individual animals.

They also offer Personal Protection Work for dogs with a genetic predisposition for guard work, as well as a breeding program for working German Shep-

She personally loves offering these dog training and kennel services to the community because it allows her to work from her home on 2790 Dog Creek Road and spend more time with her children.

“My family has been raising dogs my whole life, starting with my grandma who owned one of the largest kennels in Switzerland,” Studer said. “I wanted to be able to do training and fully access the animal in front of us, not just breed a beautiful dog to another beautiful dog.”

Her favourite part of the training process is when she reunites a fully trained dog with their properly educated owner and watching that moment unfold before her. Most of the time she feels she helps provide more joy in people’s lives by providing them more control over their dogs.

On June 8 and 9 she provided 10 Cariboo dog owners with just this opportunity by bringing Henry Ly up from Vernon, an experienced dog trainer who

has done decoy training for the police and various other forms of training, to teach obedience and protection work in a two-day seminar. She tries to hold seminars like this twice a year in the Spring and Fall.

This event attracted dog owners from across the province with a wide range of breeds and ages of dogs with a variety of training concerns. With the number of dog owners living in and around Williams Lake, Studer wants people to know that professional training like this is extremely valuable for their relationships with their pets.

Adventure Games Inc. brings Esports to the lakecity Patrick DAVIES Staff Writer

Adventure Games Inc. is teaming up with Volcanic Gaming to bring Williams Lake its first real electronic sporting event — Esports Summer Tour: The Puddle.

Since their inception with the likes of Pong, video games had an inherently competitive edge in which small groups of friends in the arcade would compete for the coveted high score slot. This spirit of competition and pursuit of excellence has carried over from the arcade days to consoles and now today worldwide via the use of the Inter-

net.

Alongside video games the emerging industry that is esports took shape, first with small local tournaments like the one Adventure Games is hosting, to events hosted in stadiums with viewership and prize money in the millions.

Worldwide, esports is currently an industry worth $1.1-billion with prize pools worldwide already exceeding $2-million, as of the writing of this article, though this number is projected to rise.

dropped within the last year. For Apex Legends contestants are asked to bring their own computer for a LAN Party style event while for Smash a bunch of Nintendo Switches will be ready to go. The prize pool for both games will range between $500 to a $1,000 Kaufman said.

Food and drink will be available at the event, with Kaufman looking into a liquor permit currently.

Individuals can register for the tournament via Volcanic Gaming at volcanicgaming.com or in person at Adventure Games Inc for $25 for this all ages event, though Kaufman said parental permission is required for those under the age of 14. Registration will be capped at 150.

“It will be a ton of fun and an opportunity to crush your opponents and claim victory,” Kaufman said.

The new executive of Big Brothers and Big Sisters of Williams Lake, Angela Kadar, was raised in Williams Lake and recently took the position in May of this

year. Kadar, however, is undaunted by this challenge and has already begun planning several new ways to expand the services they offer the youth of the community through collaboration with mentors like Kaufman.

Kadar said that 40 tickets to the tournament are available for mentors and mentees involved with Big Brothers and Big Sisters of Williams Lake for free, courtesy of Kaufman.

She thinks it’s great to have people like him in the business community “willing to put his money where his mouth is” when it comes to supporting community organizations.

These tickets can be acquired at the Boys and Girls Club office in Williams Lake.

“I think it’s a really great opportunity for parents, kids and mentors to all join in and try something new, even if you’re not familiar with esports. I think it’s pretty accessible to anyone and a really good opportunity to get involved with the community and have some fun,” Kadar said.

The annual National Indigenous Peoples Day Parade got underway Friday morning, June 21 under bright, blue skies.

Always a popular event, the parade started on First Avenue downtown, heading up Oliver Street and turning left onto Seventh Avenue for Boitanio Park.

At the park the celebration continued with bouncy castles for the children and fun events such as a bannock-making contest as well as dancing and drumming and recitation of winning entries to the Aboriginal Day poetry contest sponsored by School District 27.

Top rodeo talent to take centre stage at Stampede Greg SABATINO Staff Writer

Multiple Canadian, national and a world champion are set to compete beginning Thursday at this year’s 93rd Annual Williams Lake Stampede.

Rodeo fans can expect some topnotch competition travelling from throughout Canada and the U.S. in the rough stock events, as Roy and Earl Call of C+ Rodeos are busy rounding up their animal athletes for Stampede in preparation for the pro rodeo’s saddle bronc, bareback riding and bull riding events, June 27 to June 30.

Bull Riding

Among the contingent in bull riding, five-time world champion Sage Kimzey of Strong City, Oklahoma, is set to compete on opening night Thursday. He’s drawn C+ Rodeos bull Lunar, and Call said many in the rodeo circle plan to attend the rodeo just to see Kimzey.

“He’s going to be a nice, middle 80s ride on him, and it’s really cool to see this guy here,” Roy said. “He went to school with some Canadians and he’d always heard about the Canadian Finals and rodeos up here and this year he decided it was on his bucket list to win Canada.

“He’s got 19 rodeos on his schedule. He’s done 10 so far, he’s won $22,000 and he is sticky. He’s impossible to get on the ground and you don’t get a chance to see a guy like that in town.”

Thursday bull riding will also feature Thor Hoefer of Priest River, Idaho, on C+ Rodeos’ King’s Ransom — a National Finals Rodeo bull in the past — Dakota Louis of Browning, Montana and an interesting character to watch: Edgar Durazo of Moctezuma, Sonora, Mexico, plus Canadian talent Jordan Hansen of Ponoka.

“Watch for Dakota on a real strong bull of ours, he’s 1,900 pounds — JROC — and he’s spectacular,” Roy said.

“Edgar’s come up here from Mexico and is living with a team roper and decided to do some rodeo’s in Canada. He’s won a bunch of money already and he’s going to make the CFR. Jordan will be the best Canadian. He’s a former NFR qualifier and always top three or four in Canada and probably the stickiest guy in Canada. He’ll be on Niner, our bull, and that might be really good watching.

“The first performance is just really loaded up and it should be really, really good — the best part

Day two Friday will feature Wacey Finkbeiner of Medicine Hat, Alta. — a 2018 CPR champion. Finkbeiner has drawn C+ Rodeos bull Dynamite Kid. “This is a red-horned bull but super fast and that should be pretty good watching,” Roy said. “That could be a big 80s score.”

Day three Saturday will showcase Sage Kimzey’s brother, Trey Kimzey.

“He’ll be on a John Duffy bull called Polar Express — that’s a CFR-calibre bull — and that might be excellent,” Roy said.

On day four Sunday Roy said there will be three or four bull riders to watch including Luke Gee of Stanford, Montana on Swervin’ Mervin.

“Luke is a multi-event cowboy,” Roy said. “He rides bulls and ropes calves, and he’s tough to get on the ground and I think he’ll have a good chance to make Canadian finals.”

There’s also Ardie Maier of Timber Lake, South Dakota, on C+ Rodeos’ Lotto, a brown- and white-faced bull Roy said is outstanding.

“That guy’s pretty good, and that bull’s pretty good, so that’s one to watch.”

Jackson Scott of Kamloops rounds out the field Sunday, also on Dynamite Kid.

Bronc Riding

Day one the man to watch will be Hudson Hope’s Jake Watson on John Duffy’s Tool Time.

“Jake’s been to the NFR in the past. He had an off year last year but he’s won everything. He’s top 10 pretty safely in the world rankings and riding pretty good.”

Veteran Sam Kelts of Stavely, Alta. joins Watson and is having a strong season to date.

“He’s top 15 in the world and has a stud of John’s called Jim Lee that could be really good,” Roy said.

Roy said while days two and three of the bronc riding will be less eventful, Sunday’s fourth rodeo makes up for it.

“It’s going to be real good,” he said.

Chet Johnson of Douglas, Wyoming, will be on John Duffy’s Patches.

“They’ve won a lot of money at CFR the last couple years on that horse,” he said.

Tyler Corrington from Hastings, Minnesota will also be in action on Duffy’s Sonora.

Bareback Riding

Rodeo fans will be in for a treat in bareback riding as Roy said the event is chock-full of talent, especially the Stampede’s third and fourth rodeo performances.

On day one young cowboy Connor Hamilton of Calgary will be

on C+ Rodeos’ Ginger.

“She’s been to Canadian finals four or five times and they’ve won this rodeo on her before,’ Roy said.

“Conor’s had an unbelievably strong spring. He was a rookie last year and a novice the year before and he’s well into the top 50 and won a fortune this year.

He’s No. 1 in Canada and riding outstanding.”

Another top-20-in-the-world bareback rider Clint Laye will be in action on day one riding Billy, while Kody Lamb of Sherwood Park, Alta. will take on John Duff’s Tweety Bird.

“Day two there’s about five or six really good guys, but the best is probably Jake Vold,” Roy said.

Vold, from Airdrie, Alta., will be on C+ Rodeos’ Strawberry.

“Jake won Drayton Valley with an 88-point ride on that horse so that should be another one to watch,” he said.

Day four Stampede fans can cheer on Kamloops’ Gavin DeRose, who will be on The Graduate.

“That’s a little sorrel horse that’s been to Canadian finals four or five times, and an outstanding horse that everybody wins on, so Gavin should have a good day,” Roy said.

Caleb Bennett of Tremonton, Utah, will be on C+ Rodeos’ Unmanned — a 10-year-old gelding that Roy said could also be a big

ride.

“Caleb’s always in the top of the Canadian standings and is No. 2 in the world right now.”

Dublin Texas’s Richard Champion, who won $1 million at The American in Dallas, Texas in 2014, will be in action on day four Sunday in bareback riding.

“He’s an NFR champion, been to CFR last couple years and will be on a horse of ours called Christian. He’s been to the Canadian finals the last couple years and that should be a really good day.”

Roy, meanwhile, said after what’s been a busy spring so far it’s nice to have a rodeo of the Stampede’s calibre close to home.

“We were in Vanderhoof this past week, we’ve been to Keremeos, Smithers, Grande Prairie, Drayton Valley, and it’s nice to have a big rodeo but not have to drive 12 hours each way,” he said.

“It’s nice to be close to home and it looks like the weather’s going to be just right for us.”

Thursday and Friday’s rodeo start at 6:45 p.m., followed by 1:45 p.m. start times on Saturday and Sunday.

On Monday during the first planned Cariboo Heritage Gathering, events including a ranch rodeo, the mountain race finals, wild cowgirls race finals and bull throwing competition, beginning at noon.

Racing fans won’t want to miss this weekend at Thunder Mountain Speedway when it plays host to two nights of racing action during the Williams Lake Stampede. Friday night, June 28, all things mayhem and carnage take centre stage with the wildly popular Hit to Pass, Smoke Show and King of the Hill.

This event is slated to run rain or shine with pit gates opening at 1 p.m., the spectator gate opening at 2 p.m. and racing to start at 6 p.m.

Saturday, June 29 the AllClass Invitational will hit the pavement featuring the first race of the 2019 Tri-City Race Series. Bone stocks, pro minis and Williams Lake Forestry Supplies/NAPA Street Stocks will be in action. Qualifying starts at 5 p.m. Racing goes at 6 p.m.

Friday, June 28 to Monday, July 1 Williams Lake Stampede Rugby

The Williams Lake Rustlers Rugby Football Club is celebrating 40 years of its annual Stampede Rugby Tournament this year at the Ottoman Drive rugby pitch in the lakecity.

Games will take place Saturday and Sunday and spectators are welcome to come cheer on our local, and visiting, teams throughout.

A social is scheduled for Friday, June 28 as teams arrive to the tournament to kick off the weekend, while a field-side concession for breakfast and lunch will be up and running during the tournament.

Finals are slated for Sunday afternoon. Featured at the tournament will be men’s, women’s, social and old boy’s divisions.

Twenty-four riders from throughout the province will be vying for the title of Stampede’s fastest woman and a crack at $10,000 in prize money this weekend at the sixth annual Wild Cowgirls Race.

Race organizer Monica Sellars said this year’s event filled up with participants in an hour and 50 minutes after entries opened for what will feature four heats of six racers on four separate days, then a final on Monday between the top eight to decide this year’s overall champion in a ‘Race for the Saddle.’

Each race will be contested on the three-eighths-of-amile horse racing track at the Williams Lake Stampede Grounds.

“The top two from each heat race will show down in the finals on Monday, around 1:30-2 p.m.,” Sellars said.

Following a hardfought, neck-and-

neck battle last year it was Riske Creek’s Kaitlyn McClure edging 150 Mile House’s Lyndy Frieson at the finish in front of screaming fans in the Stampede grandstand to win the title.

McClure, however, won’t be back to defend her title in 2019 as she recently had a child, but Sellars said Frieson will be back as likely the odds-on-favourite to win, with a proven track record, despite a field of tough competition.

“I’m going with Lyndy,” Sellars said. “She definitely has a fast horse and she’s a local.”

Frieson also has the experience, and past results, to be considered a favourite, Sellars noted.

History

The Wild Cowgirls Race was a new endeavour created

by Sellars in 2014.

Not sure how it would be received, Sellars opened entries only to local participants.

“It was just a short little race and

it was locals only, but we filled up the very first year,” she said. “We had races every day. We didn’t have an overall winner then. We just ran as separate races each day, but even then we paid out $600 a day.”

In 2015, Museum of the Cariboo Chilcotin Society president Janice Sapp came on board with the race and to help Sellars put the event on.

“Janice and I have been friends for years,” Sellars said.

“We wrote up a big set of rules, regulations, changed the structure of the race so in 2015 we did our first overall winner, and that was Kaitlyn Dorian [McClure].”

2016 saw the event continue to grow as word spread of its fast-paced, fun nature with organizers opening the race to any woman in Canada.

“We had girls from all over,” Sellars said. “Vancouver, Prince George, Fraser Lake, all those kinds of places, people from the Okanagan — every-

where.”

In 2016, McClure’s horse was injured in an unfortunate accident just 10 minutes prior to the race and forcing her out of the competition.

This left the door open for Frieson to make a name for herself in her first year competing in the Wild Cowgirls Race as she won her heat, and the overall championship buckle in 2016.

“2017 saw Kaitlyn come back and win again, with Lyndy coming second overall, which started kind of a neat thing. Lyndy was on a different horse that year, Zara, so for her to come in second on a different horse was impressive.”

Third place in 2017 went to Kamloops’ Sandra Mulvahill, while fourth was Michell Van Baalen of Rock Creek.

Coincidentally, 2018 saw the exact same overall finishes.

“Lyndy just about got Kaitlyn in 2018, but Kaitlyn managed to get her in

the arena by a hair,” she said. “It was an amazing, photo finish, and it was awesome.”

A new incentive for this year’s contestants, the firstplace winner will receive a saddle sponsored by Ellis Cattle Company.

“All the other years they ran for a championship buckle and we had payouts each day,” Sellars said. “This year we’ve got a saddle for the winner, which is pretty exciting.”

Each heat winner will also receive a buckle with first place hauling in $1,000, second bringing home $600 and third taking $400. Fourth place will get a breast collar made by Cariboo Saddlery and sponsored by BZ Logging, fifth wins a horse blanked sponsored by White Saddle Air Service and sixth will receive a prize bucket sponsored by Canso Equipment Service Ltd. The rain held off co-operatively leaving golfers to near perfect temperatures Sunday for day two of the Williams Lake Golf and Tennis Club’s annual 2 Lady Classic.

In all, 82 players took part in teams of two spread over two days of golf, and four scoring formats throughout the tournament.

“Having 82 players is really nice for the 2 Lady Classic, and 43 of those are from out of town,” said WLGC general manager Morgan Day. Golfers travelled from Prince George

Winning the event in the first flight was Ted Golightly and Jared Golightly, while flight two winners were the team of Mike Rife and Lindsey Wood.

“Both weekends were awesome,” Day said.

“The men did the same four formats as the women for the two days.”

Next up for the WLGTC is the Sid Davis Memorial Tournament July 6, which Day said is already full.

Three teams battled it out throughout the whole weekend with all the games being close ones, Sellars said. Ultimately it was the Zambronzkis who claimed first place in a shootout after an intense final game that was right down to the wire.

Sellars intends to continue to organize sporting events for the community like this on “weekends that make sense,” in a continuous effort to get people out of their homes and engaging with one another positively.

The Elizabeth Grouse Gymnasium on the Sugar Cane Reserve was alive with the sound of laughter and sticks smashing the floor at the Williams Lake Indian Band’s Spring Ball Hockey Classic.

Over 30 youth ranging from the ages of 10 to 13 took part in the tournament and played throughout the entire morning in intense games. Both the male and female adult divisions were cancelled due to unforeseen circumstances but the WLIB didn’t

let that put a damper on the event.

WLIB Chief Willie Sellars, who served as one of the two goalies for all the teams, said good community events like these are what the WLIB likes putting on. As a youth, Sellars remembers playing in the Elizabeth Grouse Gymnasium for various rec night and tournaments and the chance to now host them for today’s youth, First Nations and non-First Nations, is a special feeling.

CRAIG, Debra Anne February 22, 1957 – June 05, 2019 Our Viking Shield-Maiden, Debra Anne Craig (Hoff), has passed.

Debbie will be greatly missed by her family and many friends, specifically her daughter Mickala Sanchez (Alan), stepdaughter Samantha Lundblom (Jim), grandchildren, Mila, Christopher, Tristan and Grace. Her siblings, Lynn Wright, Karen McIver, Kathy Morgan, Casey Hoff and her niece, Sian Hoff. She will also be fondly remembered as the ‘fun aunt, who always gave the coolest presents’ by her many nieces and nephews.

Debbie was blessed with many great friends over the years, and the family would like to express special acknowledgments and gratitude towards Wendy McPhee, Deb Townsend, Denise Howlett and Susan Thomas who were so helpful and supportive of Debbie, some throughout her life but all in her last months with us.

Debbie was born in Prince George, B.C., the youngest of five children to Mollie Jackson and William Hoff. Born feisty and with a passion for standing up for what she believed in, she carried her strength and beliefs throughout her life and career. Moving to Williams Lake BC, she worked as an administrator with Forestry, the Probation Office and then started her 35year career at the BC Government Employees Union (BCGEU). She met and married Gregory Craig (Trapper), and they had one daughter together. After many years of living in the Caribou Chilcotin, Debbie and her family moved to Victoria, BC. Debbie lived her life to the fullest and loved many things. She was a poet and wrote hundreds of beautiful poems, she loved to make colourful quilts, and each year counted down the days to her annual fishing trip with her sister and brother at Tsayta Lake. Debbie lived a full life in her short time with us and traveled to the places she had always dreamed of seeing. She walked along the volcanic beaches and many waterfalls of her ancestral homeland of Iceland, and wandered the ancient sites of Easter Island. Debbie swam in the warm, clear blue waters of the South Pacific, sailed around Cape Horn and played with the penguins in the Falkland Islands. She stood in awe at the Hermitage Museum in St. Petersburg and lunched in Amsterdam with her granddaughter, Mila. Debbie was always grateful for the places she saw and inspired those around her to experience more of the world.

Debbie was a powerful person, and she stood up for what she believed. Her natural born advocacy meant that she spent a lot time, doing for others, and helping those in need. She dedicated many hours making quilts for oversea orphanages and victims of the Fort McMurry fire and making toques and mitts for the Victoria Women’s Transition House, to name a few.

Debbie was diagnosed with Lung cancer, and after a valiant battle fighting the disease and returning to work at the BCGEU, she was devastated to discover the cancer had returned and spread. Debbie still had a lot of life to live, and as she faced the same disease that took her mother, she expressed her gratitude in living in a country where she could now make a choice that her mother did not have.

Debbie passed away on June 5, 2019, a day that she chose to pass, surrounded by love.

The family would like to extend their gratitude towards the army of doctors and nurses at the BC Cancer Clinic, Hospice, Palliative Care, Bayshore Home Health, and the MAID program. You all helped her immensely through the process, and we are so grateful for all that you do.

As our dear loved one and poet would appreciate, Debbie, “May flights of angels sing thee to thy rest.� - Shakespeare, Hamlet.

In place of flowers, please make donations to the Victoria Women’s Transition House Society.

If tears could build a stairway and memories a lane, I’d walk right up to Heaven and bring you Home again.

Most tires are recycled into crumb rubber – granules of rubber with the steel and fibre removed – which is then used to create a variety of products, including running tracks, playground surfacing and colourful, resilient flooring in recreational facilities. You’ll also find your former all-seasons given a new life as flooring and mats for agricultural and industrial use, and as coloured landscaping mulch.

Consumers can drop off up to four passenger light truck tires, clean and off rim, year-round during business hours at over 800 retailers across BC. Find a location near you using the Recycling Council of BC’s Recyclepedia App or visiting rcbc.ca.

How successful is the program here in BC? Since 1991 more than 90,000,000 tires have been recycled – and upcycled – in BC! And many of those tires have been reimagined into feature elements of 300+ community spaces throughout the province – projects created using recycled rubber supported by a TSBC grant.

While consumers typically return old tires to the retailer when purchasing new ones, if you have tires at home, you can recycle them year-round through the Return to Retailer program!

They do bike tires, too!

TSBC’s efforts aren’t limited to vehicle tires. In 2018, the organization also recycled more than 91,000 bike tires and tubes, a free program possible thanks to the voluntary efforts of consumers, bike retailers and tire retailers.

Other partnerships connect TSBC with other BC stewardship programs, including those working with Indigenous communities, and other tire recycling programs across Canada, with the goal of sharing information and expertise.

and in the almost four decades since he was convicted for the rape and murder of Bella Coola toddler Delavina Mack in 1983, Tallio has steadfastly maintained he’s innocent.

Tallio’s story begins in the early morning of April 23, 1983. A troubled youth who had spent nearly a decade in foster care, 17-year-old Tallio had recently been released from the Willingdon Youth Detention Centre and was back living with relatives in the Nuxalk Nation. It was Tallio who discovered Delavina’s body early that morning after a series of parties had taken place in the community. After alerting his cousin of the horrific discovery, Tallio soon became a suspect.

Within four hours he had been detained by the RCMP. 14 hours later he signed a written confession and was charged with first-degree murder.

Tallio, who lives with cognitive challenges that placed his mental age at approximately 10 - 12 years old at the time of the murder, had apparently confessed to an RCMP officer during a 10 hour interrogation during which the the tape recorder malfunctioned. He hadn’t spoken to a lawyer and had maintained his innocence during the recorded part of the interview.

The judge excluded this admission based on on doubts about the voluntariness of the statement given Mr. Tallio’s intellectual level, that he was unable to speak with anyone who could help him (such as a lawyer or other legal counsel), and the length and type of interrogation.

With no direct evidence linking him to the murder, his conviction rested on the alleged confessions.

What happened next was what his lawyer Rachel Barsky describes as a “domino effect.”

“Everything that could wrong in Phillip’s case did go wrong,” said Barsky, who has worked on the case for almost 10 years. “It’s not one particular failure in the justice system, Phillip was failed on many, many levels.”

A deal was struck, with a lawyer entering a guilty plea on Tallio’s behalf nine days into his trial.

He was convicted of second-degree murder with his first chance at parole in 10 years.

Instead, he has spent all his days in prison as he has refused to admit guilt, exposing a dangerous flaw in the justice system.

“Phillip never wanted to say that he did it;

he has always maintained his innocence,” Barsky explained. “It’s a catch-22 issue; he maintained his innocence and was denied parole.”

Appeals must be submitted within 30 days and Tallio, who lives with cognitive challenges, has said that he didn’t even understand what an appeal was until 1992 - nearly a decade after the crime.

Tallio made several attempts to get legal aid and assistance while in prison, but it wasn’t until two older inmates explained the process and urged him to get the transcripts of his court proceedings. After reading the transcripts, the two inmates told him he shouldn’t be in prison.

In 2003 Tallio’s case was taken up by Robyn Batryn, the daughter of Marie Spetch. Spetch had grown close with Tallio since encountering him as a youngster in foster care, and she also firmly believed he was innocent. Batryn

eventually took Tallio’s case to the Association in Defence of the Wrongly Convicted (now called Innocence Canada), which had been involved in overturning high-profile wrongful convictions such as those of David Milgaard and Thomas Sophonow, and the organization took it on.

Barsky, who had completed a degree in journalism at Ryerson prior to studying law at UBC, took on the case as a second-year student with the UBC Innocence Project in 2011. She’s been with it ever since and it has become an extraordinary part of her life.

“When you look at Phillip’s life it’s astounding the amount of tragedy it contains,” said Barsky. “At this point he’s been in jail for 36 and a half years. The majority of his close relatives have passed away; his only daughter (Honey Hood) passed away last year. He’s spent essentially his whole life in prison and has

missed out on everything.”

The case is complex and exhausting; many technologies that exist today (such as DNA evidence) would most likely have resulted in a very different outcome. As is stands, however, the case has already set one precedent that could determine the future of other cases. Successfully being able to submit the appeal to withdraw Phillip’s guilty plea decades after the 30-day deadline was a first for the Canadian courts.

“The case has already set one precedent,” Barsky explained. “He is extremely strong to keep going on; you never recover from something like this.”

Tallio’s lawyers have since applied for bail for Tallio as he awaits his date with the B.C. Court of Appeal this fall. A bail hearing is set for July 23 to determine whether or not Tallio will be granted Continued on A31

“He will need a lot of support,” Barsky explained. “This is a person who has spent almost their entire life behind bars. He would be living under conditions designed to meet his needs, as he has no financial means to support himself and has not been exposed or accustomed to today’s technology, which is a lot different from 1983.”

Although Tallio’s case has come a long way with the support of the Innocence Project and, in particular, Rachel Barsky, there is still a tough road ahead.

“What we’re hoping is that once the appeal is finished in 2020 his guilty plea
