The arrival of retail cannabis in Tofino is beginning to shake out as the town’s municipal council continues to grind through its pot shop approval process.

Following a lengthy public engagement to get a feel for how residents want the recreational cannabis market to look like, council opened an intake window to collect applications from interested businesses. Applicants were asked to lay out how their business would engage with the community and what sort of social benefits they would bring to Tofino.

Four applications were received and that list was whittled down to two frontrunners at last week’s regular council meeting where Daylight Cannabis Company and West Coast Cannabis Store were each rewarded for solid applications. Council directed their staff to advise the neighbours around each proposed businesses’ location that council plans to approve a retail cannabis store nearby.

Daylight Cannabis Company plans to set up shop at 671 Industrial Way. The company’s application received accolades for its location away from local schools and parks as well as its stated promise that the business would provide up to nine units of staff housing.

Tofino’s municipal council approved the town’s first commercial cannabis production facility last week, issuing a two-year temporary use permit for Tofino Harvest Company.

The company plans to set up shop on a oneacre lot at 700 Industrial Way under a micro cultivation licence from the federal government.

That licence allows a maximum plant canopy of 200 square metres and an annual cultivation of 600 kilograms.

Council first reviewed the permit request on May 14, but declined to move it ahead until further information about the facility’s expected signage and a waste management plan was produced.

It was unanimously approved by council during their June 14 meeting, though remains contingent on district staff receiving a satisfactory waste manAndrea McQuade agement plan.

The district’s manager of community sustainability explained that the company does not plan to display any cannabis related signage at its site and that, while a formal waste management plan had not been produced, the company is aiming for a ‘zero waste’ operation, with plants being composted back into the soil. He added that significant wastewater is not expected to be produced at the site, but noted the company is still working with BC Hydro to ensure enough power is available.

Coun. Duncan McMaster had asked for the waste management plan during May 14’s deliberations and was disappointed that the applicant had not produced one in time for June 14’s meeting.

“I think it’s a great goal to say you want to be zero waste, but I think we need to have a bit more detail,” he said. “To be perfectly honest, I could write a waste management plan from what I’ve just done on this weekend and I’m disappointed that the applicants haven’t done a better job of it. I think it shows a bit of lack of respect for what we’re asking.”

Coun. Andrea McQuade questioned why a plan was needed, considering the applicant had presented a zero-waste model.

“From what I’m understanding of the methodology, the waste management is essentially aiming towards zero waste, most of it’s being reused. I’m unsure of what type of waste management plan could be provided that didn’t just draw a big circle,” she said.

McMaster agreed to move the application ahead, provided staff receives a satisfactory plan prior to officially issuing the permit. He added the plan should include security measures and suggested other towns have struggled with cannabis plants being tossed into dumpsters or open compost heaps that have become magnets for “people dumpster diving.”

McQuade seemed perplexed by McMaster’s suggestion.

“I’m confused. I’m sorry. Are we implying that people will be rooting through the compost to get marijuana,” she asked.

“From what literature I’ve read, there’s various ways of composting marijuana, but one of the key things is security. If you’re going to do a compost heap, this thing has got to be fenced-off so people can’t get in it,” he said.

Coun. Dorothy Baert agreed with McMaster that a waste management plan should be “clear and on the record.”

Rodgers noted that the Tofino RCMP had reviewed the application and raised no concerns and that no concerns had come from property owners in the area. He added that security would be mandated under the company’s federal licence, but that council could make the permit contingent on a waste management plan that included a security strategy for any compost or waste.

Several councillors raised concern over allowing a permit for cannabis production without going through the same process the district had undertaken with cannabis retail stores to ensure social benefits for the community.

“This is a social licence to produce something that has taken society a long time to come to terms with and, in doing so, there’s a quid pro quo in some ways of the social benefit,” Baert said. “So, I’m not very excited to see nothing.”

Rodgers noted that the district spent over a year developing the social benefit policy for cannabis retail stores and there is no such policy for production facilities.

“We literally do not have the tools to have this conversation at this point about social benefits associated with this proposal,” he said. “We’re still trying to figure out exactly how that’s going to work with cannabis retail.”

McQuade who had expressed concern over the lack of mandated social benefit during council’s May 14 discussion, said she had come around and now believed it would be unfair to penalize an applicant who had followed the district’s current process to obtain a permit.

“We’ve chosen not to create a social procurement policy in terms of growing marijuana.

We could have done that at the same time as we chose to do it with our retail policy, we chose not to for whatever various reasons,” she said, adding that she was not on council when that decision was made.

“I don’t think that it is fair to a business to penalize them for that reason that we did not create a policy. We chose to go a certain route with cannabis retail, right or wrong, that’s the manner in which we proceeded. We did not choose to do that with marijuana production…I don’t think it’s fair or business-friendly to stop that and change routes right now.”

Cops say alcohol a factor in crash ANDREW BAILEY andrew.bailey@westerlynews.ca

A suspected drunk driver crashed into a power pole near Tofino’s Best Western Tin Wis Resort on Thursday evening, knocking out power to roughly 1,500 homes for three hours.

Sgt. Todd Pebernat of the Tofino RCMP told the Westerly News that police were called to the scene around 6:36 p.m. He said the vehicle was travelling east and veered off the road to the right, crashing into the pole.

He said no other vehicles were involved in the crash.

Two people were in the vehicle when the crash occurred and both were taken to the hospital.

The extent of their injuries had not been confirmed at presstime.

Pebernat said police believe alcohol was a factor in the collision and an investigation is ongoing.

Two cannabis stores move ahead From A1

Daylight also committed to covering the cost of two Tofino Volunteer Fire Department members’ on-call stipends on an ongoing basis and promised its staff would ask each customer at the point of sale to donate to a community fund to help local organizations.

West Coast Cannabis Store plans to operate at 1182 Pacific Rim Highway above Live to Surf in Tofino’s Outside Break complex. The company’s application stated it would set up an Duncan McMaster ‘Employee Housing Fund’ to subsidize the monthly rent for full and part-time employees and ensure no staff members pay more than $700 a month for a one-bedroom unit or $500 a month for shared accommodation. The company also committed to participate in Surfrider Pacific Rim’s Ocean Friendly Business Campaign, contribute annual Ecosystem Service Fees to support Tribal Parks and establish a bursary for local artists.

Both cannabis companies committed to paying their employees a living wage, identified at $20.11 an hour by the Clayoquot Biosphere Trust.

The last hurdle for Daylight Cannabis Company and West Coast Cannabis Store will be to officially receive a Temporary Use Permit from council and that decision is expected to be made in July.

Those permits would last three years, after which each business will need to show how closely they adhered to the promises made in their applications before council decides whether to let them continue operating.

Under Tofino’s current retail cannabis policy, council had the option of approving up to three applications but chose to roll ahead with just two, rejecting applications from Tuff Leaf and Prairie Records. The rejection of Tuff Leaf occurred without discussion, but Prairie Records Chief Commercial Officer Adam Coates had presented a renewed pitch to council as a delegation earlier in the meeting that caused them to pause on rejecting the company.

Coates said that the company had renamed its proposed Tofino operation Pacific Records and planned to operate in Tofino’s downtown core at 150 Fourth Street.

“Part of the purpose of the Cannabis Act was to remove cannabis from the black market and take it out of the shadows,” he said.

“Pushing cannabis stores into industrial or, kind of, hidden areas furthers the stigma associated with cannabis and really keeps it in the shadows as something that is a taboo or a not-good-for-you product.”

He added all employees would be paid, at minimum, the living wage set by the CBT and that the company would bake a surcharge into its pricing to ensure a portion of every dollar that came into the store would be donated back to the community, estimating the annual contribution to be around $25,000.

Coun. Britt Chalmers said Coates’ presentation had changed her opinion of the company’s application and asked if council could reconsider approving a third store.

“It explained a lot of things that I wasn’t happy with in the original proposal,” she said.

Tofino’s Manager of Corporate Services Elyse Goatcher-Bergmann cautioned council against considering new information that

had not been presented during the application process.

“Now having received a delegation, yes, you have new information in front of you to help you make those decisions, but just keep in mind what’s been submitted has been reviewed by staff, what was talked about here today has not been reviewed by staff,” she said.

Coun. Duncan McMaster went to bat for the newly named Pacific Records, suggesting the company’s experience operating in other communities should be considered.

“We’ve deliberated, some would say procrastinated, over this cannabis retail business for a long time and to ignore the group that has the most experience in retail business, I think, is wrong,” he said.

With mayor Josie Osborne absent from the meeting and councillors Andrea McQuade and Al Anderson both recusing themselves due to conflicts of interest, the decision came down to councillors McMaster, Baert, Chalmers and acting mayor Tom Stere. McMaster was the only vote in opposition to council’s 3-1 decision to reject Prairie Records’ application.

After the meeting, Goatcher-Bergman explained that the district is no longer receiving cannabis retail applications and does not have another intake period scheduled to consider a potential third shop.

When farmland protection doesn’t protect farmers The NDP government’s overhaul of the Agricultural Land Commission is causing grief for B.C. families who are trying to keep family farms going with new restrictions on secondary homes.

Agriculture Minister Lana Popham’s drive to protect farmland is based on a couple of long-standing NDP assumptions. One is that there is massive property speculation, with buyers applying to have farmland released from the Agricultural Land Reserve to cash in on its increased value. Actual statistics from the commission didn’t show that, but Popham pushed through legislation that prevents property owners from applying directly for exclusion by declaring that owners are not “persons.”

The second assumption is that additional residences are a form of creeping development that has to be reined in. This was accomplished with legislation that passed last November and took

“For instance, if you’re a dairy farm in my area of east Delta, and you have two or three kids who say, ‘I want to continue farming,’ they say, ‘Well, you can’t live on this farm,” B.C. Liberal agriculture critic Ian Paton told the legislature.

Sadly, I’ll be missing USS Grad this year but I’m grateful that Tofino’s Acting Mayor, Tom Stere (himself a father of a USS student!) will be there to pass on the best wishes of the District of Tofino as well as give out DoT’s bursary cheques. I think the USS grad ceremonies are one of the most heartwarming and uplifting events in our communities (and not without humour, I’d add).

I definitely see the benefits of driving an electric car but they aren’t right for everyone. Even with electric trucks on the horizon, it wouldn’t have the same capabilities. Not to mention that if you travel with pets, it wouldn’t work to have to park and charge for 30+ minutes in the heat.

But if you don’t have pets and don’t need 4wd/remote traveling capability they might be a great option!

A Ucluelet resident’s infectious passion for helping others is rapidly propagating through town.

Debbie Vance arrived in Ucluelet from Richmond last year eager to immerse herself in her new community and immediately looked for a local Rotary Club to join.

Vance had been a Rotarian in Richmond for the past seven years and found it to be an excellent way to have fun and make a difference while meeting new people.

“I was looking for something that I could do by myself, but didn’t mean I would be by myself, and that was Rotary. I went to a meeting and was hooked the first day,” she said. “Getting involved and making a difference in the world really has a huge appeal to me.”

After learning Ucluelet did not have a local Rotary Club, she quickly got to work on launching one herself, officially chartering the Rotary Club of Ucluelet on Jan. 11, 2019, and was thrilled to see Ucluetians jump on board as the club’s membership rapidly ballooned to over 50 members.

“It was fantastic,” she said. “Everybody wanted to know why I was so passionate about Rotary, what it was and what it could do for our community here. So, we had meetings and social events and the more people started to understand what it meant to be a Rotarian, the more people want to join on board.”

The club’s contributions to town have been coming fast and furious since its inception, with Rotarians leading a winter coat drive with the Food Bank on the Edge Society, donating an air hockey table to Ucluelet’s youth room, volunteering for Black Rock Resort’s annual Easter Egg Hunt, hosting a textile swap and participating in numerous local efforts like Surfrider and Pacific Rim Whale Festival fundraisers as well as Ucluelet’s recent efforts to rid the town of invasive Scotch Broom.

Vance said the group’s efforts are currently focused on an International Vision Enhancement project, which involves collecting old eyewear to be donated to people in need around the world.

– Debbie Vance ly-used hygiene products, like liquid soap and shampoo, to recycle and redistribute through the Food Bank on the Edge and hopes to partner with the District of Ucluelet to beautify the local cemetery.

“It’s a real sense of accomplishment when you get to see projects done for the community on behalf of the community,” said Julie Beeley who joined the club at its inception in January.

Nancy Barlett moved to Ucluelet from Ontario and was ecstatic to immediately dive into helping out through Rotary.

“It was an opportunity for me to meet other like-minded people who care about their community and want to make a difference,” she said. “Ucluelet to us is a very family oriented, small community. It’s very warm and very inviting and this is a chance to give back and allow it to get better as it’s growing.

Darren Lopez also recently arrived in Ucluelet by way of Tofino and was looking for ways to infuse himself into the community.

“I love getting together with my community and brainstorming how we can make it better,” he said.

“It’s a chance to give back and help out in the community wherever it’s needed,” said fellow Rotarian Dave Schofield. “I’ve always found that doing that makes me happy…I get a great joy from helping people and seeing the difference it’s made.”

Roy Wilim noted the club offers an important and easy path towards community engagement, especially during the busy summer months when free time is at a premium.

“Come and meet everybody and see if there’s a project you can do,” he said.

Vance added that the club’s meetings are child and pet friendly and she encourages anyone interested in getting involved to check out the club’s ‘Rotary Club of Ucluelet’ Facebook page.

“We’re a bunch of like-minded people who just want to do good in the world together.

We really make a difference and we have fun doing it,” she said.

The Van Isle 360 International Yacht Race sailed back into action after a well-received break in Ucluelet last week. The event’s 37 racing vessels sped out of Ucluelet en route to Victoria on June 12.

A large, excited, crowd gathered at Ucluelet’s freshly painted lighthouse at Amphitrite Point to cheer the vessels onto the next leg of their journey at 10 a.m.

“It’s always fun to see something like this happening in our community,” said Ucluelet resident Pieter Timmermans. “It’s a community event. A lot of people show up.”

He added that Ucluelet “is a unique little community” and that scenic Amphitrite provided a great vantage point to watch the nautical spectacle unfold.

The racers arrived in Ucluelet from Winter

Harbour on June 10 and enjoyed their time in the community, which included giving tours of their vessels to Ucluelet Elementary School students at the inner boat basin.

The race turned 20 years old this year and is being coordinated by Jeff Motley and his wife Sylvia. Jeff told the Westerly News Ucluelet is a popular spot along the biennial event’s ocean racetrack around Vancouver Island.

“Of the nine stops that we’ve got, it’s definitely in the top two…Ucluelet has been a huge, huge, part of this race since the very beginning,” he said. “The welcoming that we get from everybody here is just incredible. Everybody feels like they can say Ukee rather than Ucluelet and feel like a local…It doesn’t matter who you walk by on the street, they always have a welcoming word. It’s a really, really, great feeling.”

He said the West Coast’s Royal Canadian Marine Search and Rescue unit and Canadian

Coast Guard have been a huge help and added that the 140-plus nautical miles race-leg from Winter Harbour to Ucluelet is “one of the most dangerous pieces of ocean that we’ve got.”

He said Ucluelet is also a popular stop because the racers arrive hungry and find no shortage of options for filling up.

“One of the great things about Ukee is that the restaurants here are superb,” he said.

He added that Ucluelet’s harbour master Kevin Cortes went above and beyond to make the racers feel welcome.

“The most difficult thing that we have wherever we go is parking boats and Kevin and his team here are incredible at making sure that no matter how busy it is here, we’re always welcomed down at the docks,” he said. “That’s really key and that’s where Ukee really shines.

A good safe harbour and a smiling harbour master welcoming the boats in means a lot to the skippers.”

Tourism Ucluelet executive director Denise Stys-Norman said Ucluelet loves the race as much as the race loves Ucluelet.

“Sailing/boating is a niche market in Ucluelet that has been slowing growing over the last few years. Van Isle 360 not only helps showcase the adventure and beauty of the area from a different vantage point, but certainly adds as an economic boost to accommodation providers and local businesses during the race,” Stys-Norman told the Westerly via email. “It also connects Ucluelet to a group of consumers that may have never considered coming to the West Coast of Vancouver Island as an option by road or boat. We are fortunate that Ucluelet is also walkable from the small craft harbour and gives boaters access to everything they need while in town. The positive experiences the crews have during their stay in Ucluelet create wonderful memories during this challenging race.”

On June 11, Tla-o-qui-aht First Nation members and Tribal Park allies boarded two Creative Salmon fish farms with Go Pros on rods to get video footage of what was inside the closed-net pens.

The fish farms, both located in Tla-o-qui-aht unceded waters, were boarded under the authority of the Tla-o-qui-aht Hereditary Chief Ray Seitcher. Sea Shepherd Conservation Society research vessel Martin Sheen supported the Nation with transportation and food.

Joe Martin, a Tla-o-qui-aht Master Carver and Tribal Parks Guardian, was among the group that boarded the fish farms.

“The farms were boarded because we have been suspecting that things have been going wrong in there. I have spoken with many people who work at these places.

People volunteered information.

We had to have a look,” Joe Martin said.

“Ever since these farms have been in our waters our stocks have all been declining. And why? No one is even fishing them. The only reason I can figure out is because all these salmon farms are on their migration route,” he said.

The Creative Salmon pens produce farmed Chinook salmon and are located near Warne Island within Clayoquot Sound, a UNESCO listed World Biosphere Reserve.

“Our Chiefs did sign leases with Creative Salmon formerly with informed prior consent,” notes Martin. “But, the consent was because we really did not know the implications of salmon farming in our waters. Creative Salmon has always been telling us there is no problems in their farms because they are farming Chinook salmon, local species, but in fact the salmon

Tsimka Martin, owner of Tofino based T’ashii Paddle School, was involved with the fish farm boarding. She said they looked in every pen on both the farms they visited.

“We saw wild herring. A lot of these herring had open wounds on the sides of their bodies. We saw some of the farmed salmon that were very disfigured. We saw some salmon with what looked like ulcers. Some salmon looked like they were yellow and jaundice. We saw some crows that were stuck inside of the nets,” Tsimka told the Westerly News.

In a media release issued by Sea Shepherd, biologist Alexandra Morton, who was on board the Martin Sheen and reviewed footage from the day’s activities stated, “seeing the jaundice Chinook in the pens means Piscine Orthoreovirus (PRV) is being released into wild salmon habitat

and this is going to be part of the reason wild Chinook salmon in the region have mysteriously collapsed.

It’s very concerning.”

Cultural activist Gisele Martin carried a medicine woman mask aboard the fish farms.

“I just concentrated on witnessing what’s going on with the farms with that mask and really feeling what our people would have thought of it. How our ancestors would have thought of it,” said Gisele Martin.

“Now the truth is on film. We got footage. It’s time for us to act accordingly,” said Gisele.

Creative Salmon’s general manager Tim Rundle said the June 11 boarding of the fish farms was very unnecessary and disruptive for staff.

“We’ve had such a longstanding, positive relationship with Tla-oqui-aht. We’ve had a fish farm committee, which has Tla-o-quiaht Hereditary Chiefs that meets

quarterly for the last six years. Previous to that we had a liaison position. We’ve always been open and transparent. We’ve always lined up site visits and we would have done the same in this regard had we heard from those Tla-o-qui-aht members that had concerns,” said Rundle, adding that about 30 per cent of Creative Salmon employees are First Nations.

Rundle went on to say that the fish seen in the recent Tla-o-quiaht video represent a very small minority.

“Ninety per cent of our salmon goes from smolts to harvest successfully. We’ve got great fish health on our sites. There is going to be a small number of fish in any population that doesn’t perform well, but quite frankly we couldn’t be in business supplying fish in the market that weren’t meeting a high quality of standard. Creative Salmon does a high quality organic Chinook salmon,” he said.

Ucluelet’s Thornton Creek Hatchery is combining creatively inexpensive tools and rapidly expanding scientific knowledge to reverse a troubling trend of vanishing salmon stocks.

“Trial and error is a great teacher, we’re just running out of stuff to do trial and error with and we’ve got to start getting it right,” hatchery manager Dave Hurwitz told the Westerly News.

The hatchery has taken some unique approaches to emulating nature for the fry it raises, including using a rubber merganser duck to teach them about predators, using branches and foliage to mimic wildlife habitats and starving the young salmon for days to encourage them to feed on wild bugs.

“We have the lowest densities in the tanks of any hatchery in B.C. by far.

We are cutting edge…We’re breaking ground here. Unfortunately it’s going to take a few years to even begin to see the results of those effects,” Hurwitz said.

“We really are doing some of the most progressive enhancement techniques going…We’re innovators. We’re doing stuff different. And, a lot of it isn’t rocket science. Emulating nature isn’t rocket science, it’s just more work. It just means a little bit more dedication.”

The hatchery is in its release season and plans to send roughly 700,000 chinook, chum and coho salmon into the wild this month, but will wait for ideal conditions, rather than follow a mapped out release schedule, according to Hurwitz.

“When we release our fry, we follow mother nature’s cue,” Hurwitz said.

“They usually go in a rainfall event. It’s an instinctive thing because they feel the push of the current, there’s more volume of water in the river, there’s colour to the river that gives them protection from predators…We’re trying to give them the best chance we can by following their innate instinctive behaviour.”

He added the releases are spread out over multiple days because releasing all the fish at once would create a feeding frenzy for predators.

“Every bird in the area can see that school from space, they start diving and everything’s attracted. Whereas if you do it stealthily at least they get the first couple days to get the lay of the land and they’re not getting hammed like WWI going over the fence,” he said.

Thornton Creek receives about $158,000 in annual funding from the Department of Fisheries and Oceans Canada. Hurwitz said it’s challenging to stretch those dollars our across maintaining and upgrading equipment while also studying new sciences and techniques, but added that it’s hard to say how much would be enough.

“As far as funding goes, we’re ticking along,” he said. “It’s like how long is a piece of string? How much money is it going to take to fix salmon? Well, I

don’t know, let’s start with how much money is it going to take to fix climate change and we’ll go backwards from there. That’s the scary, daunting, very soul-destroying kind of scenario we’re in right now.”

He said returns of both chinook and chum have been “terrible” and that a lack of rainfall has many river systems flowing subsurface and disrupting spawning patterns.

“In the end, there is a lot of nuances to the threats against salmon. I always say it’s death by a thousand cuts, but we’ve got to stop ignoring the term, this negative catchall, which is climate change,” he said.

“The pressures on salmon are increasing from all species including humans, so that’s a recipe for diminishing returns…Chinook salmon in particular are oversubscribed. From what we swam and what we interpolated, I doubt more than 550 chinook made it back to all

the rivers in Clayoquot Sound.”

He pointed to two prominent river systems, the Moyeha and the Megin, which were untouched by logging and remain pristine, yet still show shockingly low returns.

“This is where you go to see a Sasquatch. This is where you go to walk a river that’s very hard to get to and you won’t see a Lucky can, you won’t see human footprints. The Moyeha is the biggest river in Clayoquot Sound, it got 16 chinook returning to it last year.

The Megin is also a pristine watershed and it got three chinook coming back,” he said. Thornton Creek has been enhancing West Coast salmon populations since the 1970’s and science is rapidly evolving as the hatchery looks to improve upon the salmon its releasing.

“With the advent of DNA and some of the more advanced science and just looking at things, we’re starting to find out more about salmon very quickly,”

he said. “The fishermen are pounding the table asking hatcheries to crank out more fish and we’re going, you know what, it might not be the answer.”

He added Salmon Roundtables in both Clayoquot and Barkley Sound have brought stakeholders to the table to work on solutions.

“We’re trying to figure out where the endangered runs are in the ocean,” he said. “By interviewing people and sampling for DNA and finding out where the fish were caught, they put all these points on a map with the date and it starts to tell a story.”

He expressed support for strategic, science-based, fishing closures and suggested poaching is playing a key role in the demise of salmon.

“It only takes one jerk,” he said. “You set a net across the river at the right time, you get everything.”

He suggested roughly 150 species rely on salmon for their survival around Vancouver Island.

“Salmon are a keystone species because their presence or absence drives the food web,” he said. “If there’s no salmon, you’re bankrupting the whole ecosystem…The fish are oversubscribed, the numbers are down, the threats are more and we’ve got to take it seriously.”

Hurwitz added though, that he feels “blessed” to work with committed volunteers at the Hatchery and that passionate British Columbians continue to work on enhancing salmon populations throughout the province. He hopes the educational events hosted at Thornton Creek, like an Adopt a Baby Salmon Day held each June, will generate more nature-nurturing salmon stewards.

“I’m a salmon ambassador. They don’t talk, that’s my job,” he said.

“That’s why I’m so passionate about teaching kids because they’ve got an open mind. They’re little computers that we can program with some good information.”

Inspired perhaps by the TV show Beavis and Butt-Head, Kyten Traviss created a handshaped surfboard for Saturday’s Vans Beach Day at Cox with an illustration of a skull and crossbones engulfed with flames and blood dripping down.

Traviss, a Storm Surf Shop team rider, said it took him about six hours to shape the 5’7” twin fin surfboard.

“I tried to make it so it was easy to get into waves and not too floaty so you could duck dive it,” said the nine-year-old.

Despite getting a lot of foam in his eyes, Traviss said the process of shaping his first surfboard was fun, and he hopes to work with Allister Fernie and the Storm guys again on another one.

Vans Canada marketing rep Paul Gonzalez was delighted to see so many surfers at Cox Bay ‘frothing’ to demo different types of surfboards.

“That’s why we come here. We love working with the local surf community to fuel creative expressions,” said Gonzalez.

Leading up to the Vans Beach Day, Vans dished out two surfboard blanks to three surf shops: Storm, Long Beach, and Relic.

Philippe Bourret-Roy, Ucluelet’s ding repair go-to, and Relic Surf Shop owner Mike Bray pulled an all-nighter to shape a finless 5’7” surfboard for the event.

“It’s a little square outline board with really, really deep concave and channels. The idea is that if you displace the water in those channels, that you’re able to grab a little under water with fins. It was really tricky,” said Bourret-Roy. He went on to say that shaping a surfboard is kind of like a meditation.

“You put a lot of work into one piece of

Bill Fend and the Long Beach Surf Shop family shaped an 8’10” longboard called ‘The Smoke Show’ in honour of their departed shop cat Smokey. They even embedded a ball of the cat’s grey hair on the deck of the board.

Vans team rider Dean Petty journeyed from Cow Bay, Nova Scotia to Tofino for the Beach Day at Cox. “This event is epic. I think the self-shape side of it is really cool and then the whole board library that they are building with the shops… It’s a different side of surfing that I don’t think everyone sees,” said Petty.

“It’s kind of intimidating to shape a board, but I think when you see people that aren’t really good at shaping or maybe it’s their first time shaping and then you get to try to ride it, it can promote that side of [the sport].”

He offered some advice for people looking at investing in a custom shaped surfboard.

“Find a shaper that you know and trust in a way. Find a board that is best suited for what you are trying to enjoy in the water,” notes Petty.

For parents looking at buying a new surfboard for their kid, Jay Rosene, founder of the Torpedo Kids Surf School, says to look at their ability and how much fun they want to have.

This year’s 10th annual Tofino Saltwater Classic (TSC) fundraising fishing derby is set for July 5-7. TSC founder and ex-NHLer Brendan Morrison will kick the festivities off with a puck drop and friendly game of shinny hockey at Tofino’s elementary school.

While the proceeds from the weekend’s events go towards local Tofino community initiatives like the Wickaninnish School Healthy Food Program and the Tofino Salmon Enhancement Society, the derby is a little different this year with the new Fisheries and Oceans Canada (DFO) regulations on retained Chinook.

“We will be a catch and release derby for our Chinook prizes. Coho and Halibut will remain as retention prizes,” announced Morrison in a message to participants.

“As passionate anglers, we’ve decided not to let the restrictions stop us from getting out on the water and enjoying what we love to do.

Anglers can still retain fish in certain areas, but all Chinook eligible for prizes must be released.

Two months ago, DFO announced sweeping closures in British Columbian waters to ad-

dress conservation concerns for Fraser River Chinook. For Tofino recreational anglers as well as First Nations (food, social, ceremonial) in the offshore waters of Area 24, DFO has

imposed a Chinook non-retention regulation until July 14, 2019. Normal regulations, two Chinook per day, four in possession, will resume July 15 for the West Coast of Vancouver Island offshore areas.

Regardless of the Chinook restrictions, the main reason the TSC was created, says Morrison, was to raise funds for local Tofino initiatives. Since its inception 10 years ago, the TSC has raised over $500,000.

“We are extremely proud of this success and grateful for all the support from the community, our volunteers, supporters and partners,” said Morrison.

“We never really knew how the Tofino Saltwater Classic would be received when it was started. Our team believed we had a good idea that could support some great local initiatives.

The community has embraced it wholeheartedly, and we want the event to continue for years to come,” he said.

SCHOOL MEAL PROGRAM School District 70 (Alberni) is seeking written proposals from qualified individuals, organization or caterers to supply student lunches at Ucluelet Elementary (currently feeding 42 students) and Ucluelet Secondary (currently feeds 45 students) schools.

• All proponents must be knowledgeable with Canada’s Dietary Guidelines with Health Canada (https://food-guide.canada.ca/en/guidelines) and meet these guidelines.

• A proposed menu for a typical school month approved by a registered dietician-nutritionist must be submitted with the written proposal.

• All persons involved in food preparation and processing must have a Foodsafe Level 1 certificate.

• Proposals are requested on a per lunch basis for the period from September 23, 2019 to June 25, 2020.

• The successful bidder must: include cost per lunch provide written proof of a food preparation facility and staff that meet the requirements of the Ministry of Health; have consistent low hazard food facility ratings and; indicate an ability to perform reliably by describing their facilities and experience • The lowest bid(s) will not necessarily be accepted.

• Food preparation facilities will be inspected by SD70, the Environmental Health Officer and Community Nutritionist.

• The contract may be extended for 2020-21 depending on school satisfaction.

The Tofino Jazz Festival swings into town on June 20 to 23.

This year, the music festival will feature two indoor concerts and two free outdoor concerts.

“I really want to get people out and about. The Festival’s main mission is to provide an opportunity to build community through music: music for the whole community; for all ages; and in venues including free outdoor events. The revenue from the indoor concerts help with the production of the free outdoor concerts,” said Tofino Jazz Festival founder Sophie L’Homme.

Once again, Montreal based SHPIK will open the festival with a concert on Thursday, June 20 at the Clayoquot Community Theatre. Tickets are $20 in advance at Caravan Beach Shop or octopusevents. ca. Any remaining tickets will be sold for $25 at the door.

On Friday, June 21, Amelia Thomas and her band ABACAXI will get everyone moving with a steamy night of Brazilian music at Tofino Resort + Marina’s upper Hatch.

Tickets are $20 in advance at Caravan Beach Shop or $25 at the door.

Jazz fans can spend Saturday night at the Tofino Village Green for a free soirée of live jazz music featuring swing dance lessons at 5:30 p.m. followed by performances from the Ucluelet Secondary School Jazz Band, Dwayne Martin’s singing group from Tla-o-qui-aht First Nations, and Tim Sars and his quartet, Tiny Islands, from Vancouver.

“The Festival also has the mission to introduce youth to jazz music and to give them opportunities for their first professional experience performing as musicians. The Festival is also a multi-cultural celebration mixing different genres and cultures while providing growth in the arts on the West Coast,” said L’Homme, who is Tofino and Ucluelet’s choir director.

Sunday is another jampacked day of jazz starting with the Chloé Gravel Trio at 2 p.m. at the Tofino Botanical Gardens and then onwards to the end of Tofino’s Campbell Street for ‘The End of the Road Concert’ starting at 6:30 p.m. with Ms.PAN!K, Haida Loop Poet & Wholesome.

‘The End of the Road Concert’ is free and accessible to all. Performances are scheduled to run until about 10 p.m. and local food vendors will be open for the occasion.

“It will be an amazing little street party,” L’Homme said.
