High-speed Internet coming to Bouchie Lake, Ten Mile Lake and rural Quesnel Bouchie Lake, Ten Mile Lake and rural Quesnel are among 12 rural B.C. communities that will be receiving access to high-speed Internet thanks to a wireless network upgrade funded by the Province of B.C.’s Connecting British Columbia program.

“The ability to access high-speed Internet allows communities — especially those in rural and remote areas of B.C. — to have the same social, educational and economic opportunities as those in urban centres,” Jinny Sims, Minister of Citizens’ Services, said at an event with the South Okanagan Chamber of Commerce in Oliver on June 24.

“The Connecting British Columbia program closes the digital divide

between our citizens and the rest of the world, and for these more remote communities, it creates the lifeline they need in order to thrive.”

The provincial government’s Connecting British Columbia program offers Internet service providers and other organizations an opportunity to apply for grants to improve highspeed Internet access in rural and Indigenous communities.

ABC Communications Ltd. will receive $298,406 from the Connecting British Columbia program to help fund wireless network upgrades in 12 B.C. communities.

The total project will cost an estimated $596,812.

“We are fortunate to have such a

proactive government in British Columbia that invests in future generations and rural economies,” Falko Kadenbach, vice-president of ABC Communications Ltd., said in a press release. “Connectivity requirements are continually evolving, and without these investments in rural regions, the digital divide would continue to grow in our province. We look forward to delivering new opportunities to the service areas that will be expanded through this project.”

The communities benefiting from this investment are rural 122 Mile House, Bouchie Lake, Cherryville, Horsefly, rural Lac La Hache, rural Lone Butte (including Horse Lake), rural Mackenzie (including the Gan-

tahaz subdivision), rural Quesnel, Salmon Valley (including Pineview), Ten Mile Lake, rural Osoyoos (including areas near Bridesville) and Lakelse Lake.

“Having reliable high-speed Internet in rural areas helps emergency responders improve their service by being able to access important information promptly,” Wayne Jasper, deputy fire chief of the Anarchist Mountain Fire Department, said in the release. “Technology has become very advanced, with many emergency response tools requiring online updates that can be difficult without a reliable high-speed connection.

Having a reliable connection to the Internet is a lifeline for emergency

responders and a benefit to everyone in the communities they serve.”

The Province continues to welcome applications for Connecting British Columbia program grant funding.

Successful applicants may receive up to a 50-per-cent contribution toward projects that improve high-speed Internet connectivity for people in rural and Indigenous areas of B.C. Connecting British Columbia program grants have benefited people in 462 communities during the past two years. A further $50-million investment in the program, announced as part of Budget 2019, means the program will continue to expand access to high-speed Internet throughout the province, according to the release.

were officials from the RCMP’s North District Headquarters in Prince George, as well as Quesnel Mayor Bob Simpson and Quesnel Detachment Commander Staff Sargent Andrew Burton.

Percy was previously posted to Quesnel in the 1990s before moving and working throughout the province.

His last post was Vernon, where he was in charge of the Serious Crimes Unit. Both Percy and his wife

have chosen Quesnel for their retirement.

Burton is very pleased to welcome Percy and his wife back to Quesnel.

“Cam will be working part-time in Quesnel, starting in the fall, and he brings with him a wealth of experience and knowledge in General Duty policing, Drug Enforcement and Serious Crimes investigations,” said Burton. “He will be a welcome addition to our team.”

John Rustad, the MLA for Nechako Lakes and the provincial Official Opposition’s critic on Forest, Lands, and Natural Resource Operations, doesn’t hesitate to say B.C. forestry sector is in crisis when asked.

He was in Quesnel Monday, June 24 to take part in a community meeting to address forestry in our region, along with Cariboo North MLA Coralee Oakes, Cariboo-Prince George MP Todd Doherty and Fraser-Nicola MLA Jackie Tegart.

Hosted by Oakes, the Forestry Sector Crisis Response meeting at the Royal Canadian Legion attracted a standing-room-only crowd of local politicians, contractors, mill employees, foresters, First Nations representatives and representatives from organizations like the Quesnel and District Chamber of Commerce and Community Futures North Cariboo.

Oakes hoped the meeting was a chance to come up with ideas and solutions.

“I know there’s a lot of nervousness and a lot of concern in communities across British Columbia around the forest sector, but I think that there’s some tools and takeaways that we can implement,” said Oakes. “I think the one message I’ll deliver today is I think there is

certainly items that we can bring forward in a positive fashion that I think will make a real change for community. We’ve been through this before, our small businesses and our contractors, and we’ve learned some incredibly valuable lessons in that.”

The meeting was a chance for community members to share their ideas, their concerns and what they think some next steps could be.

“I’ve certainly heard from a lot of the logging contractors; I think that it’s critically important that we acknowledge the fact that for logging contractors and small businesses, it’s not just about a mill closure in our community,” said Oakes. “We’ve learned in the past things like expedient Work Share programs, expediting the EI benefits for the employees of Tolko, making sure we have Pension Bridging programs in place. These are the types of things today that we hope we can have that conversation on.”

During the meeting, Oakes and her colleagues also encouraged community members to get in touch with the government and media write letters to make it clear what they want.

Oakes handed out information sheets with key government contacts and key media contacts.

The sheet also shares that based on experience from past closures and

conversations she has had with local small businesses, contractors and employees, some of the requests to government could include: expedited Work Share program for businesses impacted by curtailments, that could include local businesses with contracts in other regions of the province; expedited and extended EI benefits for the forest sector; ensuring there are Pension Bridging Programs for employees and management impacted by mills that are closing; expedited Grade 12 education and local training options; address the current Employer Health Tax challenges to businesses; Small Business Financing options; support Community Futures applications through Western Diversification to support small businesses and contractors; support people wanting to start their own business; work with the Chamber of Commerce and Business Improvement Areas on a Shop Local campaign; and work with local governments on infrastructure investment.

“How are social benefits going to help someone who is self-employed who has their own equipment?” one person asked. “It doesn’t.”

federal and provincial taxes if you do FireSmart work on your home.

“Every one of us is faced with the threat of wildfires on our homes, especially those living in rural areas,” he said, noting more FireSmart work would give those in forestry who are losing their jobs employment opportunities.

Taxes also came up with severance pay, and one man who will get a severance when Tolko closes asked why the federal government can’t give them a tax break on their severance pay.

A woman who works for RBC told the MLAs that without any firm steps from the government stating this is a crisis, the financial institutions can’t to anything to help their clients with things like skip payments. They want to help, but they are waiting

for the official word.

“These asks need to go in immediately,” agreed Oakes.

The need for a softwood lumber agreement and the need to diversity mills were also among the concerns brought forward, along with the need for funding for skills training for the employees who are losing their jobs and the need to support contractors.

“Stop giving the mills the tax break; look after your contractors,” said one woman.

Following the meeting, Oakes said she hopes people feel heard and know that the politicians who represent them are frustrated too, and she emphasized the need for the asks to the provincial and federal governments to come soon for things like programs to help small businesses and support for

financial institutions to help their clients.

“Those programs will not be put in place until the local working group asks the provincial government,” she said. “Also, financial institutions need to ask Toronto for support, and they need provincial government support. There are legitimate things that could be done immediately to help contractors.”

Mayor Bob Simpson says there is a transition team in place. They have had one round-table meeting, and he has had subsequent conversations with the government.

“We need to get together as a community and move forward as a community,” he said. “There is a lot of stuff in play, and we are going to work that as hard as we can in the next few months.”

Heather Norman says goodbye After just over 13 months in the Cariboo, it’s time for me to say goodbye.

When I moved to Quesnel last May, I wasn’t sure what to expect. I was nervous and excited, even as I worried about tracking down a place to live, meeting my co-workers and being totally alone far from the place I called home.

But I can’t speak more highly of my co-workers, who have given me advice not only about work, but also life in Quesnel, and who have gone out of their way to help me whenever I needed it. I became good friends with another person who was new to town, and together we celebrated our successes, vented about our failures, leaned on each other when we felt homesick, and watched more movies than I’ve probably seen in any other year of my life. I was also lucky to find a second home in the Cariboo, with people who took me in and taught me how to ice fish, drive an ATV and enjoy the quiet. They showed me how easy it is for strangers to become family; all it takes is a little kindness and a lot of heart.

Living and working in Quesnel has been a bit of a whirlwind. From driving a stock car around the Gold Pan Speedway to reporting from the evacuation zone in Nazko during the 2018 wildfires to covering local politics, it’s a year I won’t soon forget.

I saw (and reported on) my first rodeo, RCMP Musical Ride and provincial curling championship.

I wrote about housing for seniors and the high hospital occupancy rates in Quesnel, covered court, fundraisers, and local business, and wrote longer articles about some of the City’s most interesting people and groups. Reporting on the monthly shows at the Quesnel Art Gallery has been one of my favourite things to do, along with writing about the Bouchie Lake Travel Series.

It’s been a privilege to have met and written about so many people, from elementary school kids to burlesque dancers to inventors and everything in between.

Now that my time here is over, I’ll be driving east to visit my family before I board a plane headed for New Zealand. I’ve got a visa, a backpack and no idea exactly what to expect when I arrive — but I’m ready for my next adventure.

Matching one’s way of life to the business needs of you farm or ranch remains the primary challenge.

Some of these are old ways and some are new.

If you — either consumer or producer — are concerned about increasing our resilience in the face of changing weather patterns or the need for there to be local producers, then here are some of the practices that can be tried: • Have a positive work culture-promote enjoyment of the work at hand.

• Engage young people — children, grandchildren, neighbours, students, new employees — in the interesting work. They have skills that can help.

• Check nutrient levels in the soil and crop and see if you can tweak the soil to produce what you are missing. Promoting more diversity can achieve this.

• Let the livestock work for you.

Put grazing and winter feeding onto the “crop rotation.” Let the cows fertilize and stimulate growth of other plants for resiliency sake.

• Select breeding stock from those individuals that do well with modest rations of feed that you can grow cost effectively (reduced cost).

• Measure the results of different management practices. Keep an eye on quality and not just the quantity of the crops (mostly hay and silage).

• All land needs time to rest and recover after usage. Manage pastures and fields to achieve this.

Every month, there are stories from farmers and ranchers who are doing this.

• Our biggest costs are in the winter feeding, so any feed that can be stockpiled on the stem and let the cows eat it into the winter or spring will reduce costs.

Grazing is at least a dollar a day cheaper than feeding hay. One month more grazing means $30 more to the bottom line.

Let’s ask how can we do some of these things, not why we can’t do them!

SYDNEY WILLIAMS, BLISS

MAKAYLA SQUINAS, QUESNEL PRIDE

Sydney Williams loves to sing.

She’s done theatre since she was eight years old and began performing in musicals in Grade 8.

The 15-year-old was recently involved in the variety show at Correlieu, where she performed the song “Popular” as Glinda from Wicked.

Williams joined the Quesnel Ambassador Program because she’d grown up watching Miss Quesnel and the Quesnel Princess candidates appearing in parades and at events as she grew up.

“I just really wanted to get involved,”

Makayla Squinas joined the Quesnel Ambassador Program to improve her public speaking skills, make friends and become more involved in the community.

“It’s been a lot of fun,” she says.

“All the girls are really nice, and we get along well. I like that we get to have a lot of experiences and get to try a lot of new things. And you learn a lot.

“We’ve been learning about making speeches and practising them and how to do public speaking and we’ve also been going to lots of workshops … We learned

She plans to do her speech in the pageant on the importance of women around the world and how that has changed over the years, as well as why she thinks it needs to continue to progress.

In her spare time, Williams likes to read. She also coaches cross country skiing in the winter, works at The Outlaw and does gymnastics.

When she finishes high school, Williams says she hopes to attend UBC for either history or English, before attending law school.

She says she wants to encourage other people to join the program: “I definitely think it’s a good opportunity for everyone.”

As far as photography goes, she says she enjoys taking portrait photos, mostly of her dog and siblings.

For her talent, Squinas is thinking of making a painting or doing makeup.

Hailey Murray wants to be a surgeon. To be specific, she’d like to be a surgeon for the military.

“I’ve always loved helping people. As just a surgeon, I can also help people and I can help people get better, but in the army, as a surgeon, I can help bring soldiers back home.

“That really hits home because my grandfather fought in the war, and my brother was part of the army. He’s not anymore, but he was.”

The 15-year-old is a member of Girl Guides, which she’s been a part of for the last 10 years.

Before joining the Miss Quesnel Program, Gracie Campbell says she probably would have lacked the confidence to do the interview for this article.

She says she was too shy and introverted before starting the Quesnel Ambassador Program, and she was hoping that once she started it, her confidence would improve. And it has. ”It’s been very helpful,” she says.

Of all the workshops they’ve completed in the program, she says the mechanics one was her favourite.

“When I was younger, I made a lot of friends there and it was just kind of a way for us to get all together,” she says.

“And then as I grew up, it [became] a way to get more out into the community… and I just recently planned a camp, and I ran that. So it’s a leadership opportunity, and it’s a really good thing to be in.”

Murray’s favourite subjects in school are math and science, and she curls, plays basketball and enjoys reading and drawing.

She joined the Quesnel Ambassador Program after her teacher suggested

she would do well in the program.

“It’s been a lot of fun. I’ve made some new friends. I’ve reconnected with some older friends; it’s great.”

She says her favourite workshop was

Murray says it’s both fun and a good skill to have.

Her speech will be on Dr. Seuss’s influence on her childhood, and her talent will be a curling demonstration.

She liked that workshop the most, as most of the information was new to her, and if anything ever went wrong with her car, a flat tire, for example, she would know how to fix it.

“We learned how to change a tire, to check oil and how much oil you should put in there,” she said.

In her free time, the 16-year-old likes to spend time with her family, hang out with her friends, go hiking and try new things.

“I like going out not knowing where you’re going to end up,” she says.

Her speech will be a funny story about her family. She has a big family, with four sisters.

Her talent is photography. Campbell will display some of the photos she has taken and will

“It was the best experience of my life, by far,” she says. “It was so different and not something you’d necessarily expect to do during your high school years. And it was difficult, but it was so worth it at the end of it. I just — I couldn’t have imagined a better six months spent. It was so much fun.”

Runge is interested in travelling, exploring new places and experiencing new cultures. She says she’d like to go on another exchange if she can.

She’s also doing her speech on her love of ex-

“It’s about my interest in adventuring and exploring,” she said. “So that’s my big idea: that my backyard is the world, and everyone has a different size and shape of backyard — just exploring the world and taking new trails.”

For her talent, she plans to play the piano. She says she’ll be adding in a few of her own quirky touches to the piece she plays.

CITY COUNCIL NEWS We can’t do what we can’t do The deep social issues impacting Quesnel are a result of multiple, complex issues that were not created by local governments and that are well beyond local government’s capacity to fix. Simply put, local governments have limited powers and rights, and very limited financial resources. Local governments were created by the Provincial government to provide localized leadership for a defined geographic area and they have access to only one form of taxation: property taxes.

In the case of municipalities, Councils have discretion over the revenue they generate each year from property taxes, and they have discretion on how they spend that tax revenue through an annual budget engagement process and a Council vote. Regional Districts do not have general taxation discretion, Regional District Boards obtain taxation authority for specifically described functions through referendum.

Understanding the structure of local government is essential to a better understanding of what Councils and Boards can and cannot do with respect to the social issues we are experiencing today. In short, local governments have no control over the causes of the current problems, nor do they have control of the levers to directly deal with them.

For example, the decision to switch from a needle exchange program to a needle distribution program was made by the Federal and Provincial governments in 2002 based on advice from the World Health Organization. No amount of berating of local Councils to deal with the issue of discarded needles by going back to a needle exchange program will change the Federal and Provincial governments’ decision.

If you don’t like the current needle distribution program, tell the Province, the Federal Government, and the local health authority.

The same is true of the failure to timely prosecute people engaged in drug related property crime. The criminal code is Federal, the financing for the Court system is Federal and Provincial, and the priorities for prosecution are established by these governments. Local Councils have zero say in these matters.

If you don’t like what’s happening in the criminal justice system, tell the Federal and Provincial governments.

Likewise, local governments do not build shelters, supportive housing units, detox centres, or mental health facilities. We don’t fund health care, food services, or methadone clinics.

We barely have enough resources to do what we’re supposed to do: fire protection, policing, water, sewer, garbage, roads, sidewalks, parks and recreation, bylaw services, etc.

If you want more local resources for the homeless and for mental health and addictions services, tell the Province and Northern Health.

In short, constraints imposed on local governments by the constitution, by law, and by the Courts strictly limit our powers to directly address community safety concerns.

Despite these constraints, Quesnel City Council is fully engaged with multiple partners to try to facilitate the implementation of best practices here in Quesnel on two fronts: more robust services for the homeless and people suffering from mental health and addictions issues; and, more enforcement and prosecution services to protect the safety of the general public.

While we can’t do what we can’t do as a result of the structure of government in Canada, we are doing everything we can do.

We’re also using any political leverage we have to try and get changes made to the current system.

If you want to see changes too, please use your political leverage more pointedly and productively. Yelling on WTF Quesnel helps no one. Pointing your anger at City Council is unhelpful and misdirected. The Baker Creek Enhancement S o c i e t y ’s EcoSprouts is back for another summer of fun and exploration.

Program facilitator Laurie Bare started the program approximately 10 or

11 years ago. At the time, she had young children but no play groups for her children to attend.

As she already worked with Baker Creek, she decided to start a weekly p rog ra m wh e re

In their first day on June 19, the group release Chinook Salmon into the

Fraser River. About a half-dozen kids participated in the fish release.

Most participants are between the ages of three and five years old, but children of all ages are welcome to participate.

It’s a $2 donation per child or a $5 donation for families with more than three children to participate.

Children under the age of two can participate for free.

Quesnel River Archers win 10 medals at provincial 3D championships

One hundred and 30 shooters from across B.C. competed in Williams Lake Members of the Quesnel River Archers won 10 medals at the 2019 B.C. 3D Provincial Championships this past weekend (June 22-23) in Williams Lake.

At the provincials, Sky-Lynn Roth won a gold medal in Cub Traditional Female with a two-day total of 160.

Diana Freel won gold in Masters 50 Female with a total of 420, while Lora-Lee Murray

won gold in Barebow Female with a two-day total of 553.

With a total of 564, Dan Yalowega won a silver medal in Masters 50 Traditional Male.

Kayla Erickson won a silver medal in Pre-Cub Traditional Female with a total of 144, and Angelique Justason won silver in Instinctive Female with a total of 356.

Compound Female with a total of 502, and Louise Smith won silver in Masters 60 Female with a total of 560.

A two-day total of 517 gave Kayden D’Entremont a bronze medal in Pre-Cub Compound Male, while Layton Smith won a bronze in Masters 70 Male with a total of 672.

strong showing, with Tristan Yalowega earning 575 points in Instinctive Male, and Dan Freel earning 207 points in Masters 50 Male.

Chapplow competed in Known 50 Male and had a DNF. One hundred and 30 shooters competed at the provincials, which were hosted by the Cariboo Archers in Williams Lake for the second year in a row.

Celebrating Filipino heritage The Filipino Canadian Community of Quesnel shared Filipino dance, music and food with the community earlier this month, as they hosted a Filipino Heritage Month Celebration June 15 at St. Ann’s Parish Hall. The evening featured a buffet with traditional Filipino foods, cultural dancing, a display of traditional clothing, an auction and keynote speeches by MP Todd Doherty and MLA Coralee Oakes. The event celebrated the 121st anniversary of independence in the Philippines and celebrated this June being the first Filipino Heritage Month celebrated in Canada.

“Your story is our story, and we are so grateful for the contributions you have brought not only to our community of Quesnel, but to our region of the Cariboo and to our country of Canada,” Doherty told the group.

Oakes also brought a message of gratitude.

“Thank you to the Filipino community for your laughter, your love, your music and everything you bring to our community,” she said.

PLAN NUMBER 2-3-782 IDEAL FOR A GROWING FAMILY This handsome three-bedroom home includes plans for a future bedroom and three-piece bathroom in the basement, ideal for a growing family.

The covered entry leads into a foyer. The U-shaped stairway to the upper floor is to the left, adjacent to the laundry room, while the den is on the right.

On the upper floor, the great room is adjacent to the stairwell and features a sloped ceiling, as well as a gas fireplace.

Adjacent is the dining area, with access to a partially covered deck, convenient for year-round grilling and al fresco meals.

Both the dining area and kitchen feature ceilings lower than that of the great room.
