It was a small ceremony – but a meaningful and historic one.

A crowd of some 50 people gathered at Totem Plaza on East Beach on Friday as the councils of Semiahmoo First Nation and the City of White Rock gathered to mark National Indigenous Peoples Day (June 21).

In the space dedicated to the memory of late Grand Chief Bernard Charles, they heard SFN Chief Harley Chappell (Xwopokton) and Mayor Darryl Walker reaffirm their willingness to work together and move forward together as close neighbours in a newly-improved relationship.

‘If we all dig deep enough, we’re all connected’

As Chappell pointed out in his remarks, it was an event that would likely have been unthinkable a generation or two ago.

“It wasn’t until very recently that our elders allowed us to wear our regalia in public,” he said.

“For a long time, we weren’t allowed to, and then when we were finally able to legally wear them they were scared,” he added, noting that elders feared that celebrating such traditions would lead to discrimination and exclusion.

“Now we’re not going anywhere,” he said, adding that it was time reconciliation became “reconcili-action.”

“Our people of the First Nations were forced to learn Canadian culture, and now it’s time to start feeding some back, in a good and positive way.”

Chappell thanked those attending “on behalf of my family and my community,” while SFN council members Joanne Charles and Jennine Cook joined the dancers in raising their hands in traditional welcome to those attending, who also included White Rock Couns. Helen Fathers, David Chesney, Christopher Trevelyan, Erica Johansen and Scott Kristjanson, as well as members of city staff and the RCMP. And, Chappell said, the act of gathering, itself, was a significant as any joint statement of intent.

Walker said he and the current council have been working over the past several months to put together a meaningful relationship with the SFN, and that has involved learning about the history of the Semiahma, and understanding

the “pain and damage” that has been done in the past.

Amendment calls for hourly rates of $3.75 instead of $4

Council opts for compromise in parking fee rate increase Alex Browne Staff reporter

White Rock council has balked at raising summertime parking rates at the waterfront to a high of $4 per hour.

But it has endorsed a new compromise proposal from parking task force chair Coun.

Christopher Trevelyan that would see summertime waterfront parking – April through September – rise to $3.75 per hour from the current $3.25 rate.

At Monday night’s meeting council voted down third and final reading on a parking bylaw amendment that would have imposed the $4 rate, but would also have provided free weekday parking in the winter between November and February.

“It still feels too much to ding our residents and visitors for $4 – it seems too much,” said Coun. Scott Kristjanson, during extended debate on the issue.

The amendment was ultimately rescinded, council in-

stead giving first and second readings to a new amendment proposed by Trevelyan, setting the $3.75 rate, and limiting free winter weekday parking to December, January and February.

Final reading of the new amendment would have to be given at the next regular council meeting, on July 8, after which, if passed, the new rates would come into effect immediately.

Trevelyan said rates would “otherwise be the same” as the earlier amendment, which had been re-endorsed by the parking task force after a recent meeting to review the matter.

That would include the same day rate of $15 for the new parkade, falling to $7.50 during ‘shoulder’ months of October, November and March, as well as a $2 per-hour rate during winter weekends, and all week during the shoulder months.

The rate of $3.25 would remain during the summer in ‘value priced’ parking west of Oxford Street, Trevelyan said.

Chesney that raising parking fees was being done only to enable free winter parking – which Chesney continued to assert had not been conclusively proven to have any value in helping waterfront businesses.

“It’s a factor, but not the only one,” said Trevelyan, who pointed out that staff would likely recommend an increase in parking rates sooner than later.

Financial services director Sandra Kurylo confirmed that costs of providing waterfront parking – including operating the new parkade, which will cost $101,000 for 2019 – make a deficit more likely.

“At $3.25 (per hour), with no free parking, we will not make budget,” she said. “It would have to go up to $3.75.”

But, in answering questions from council, Kurylo stressed the virtual impossibility of predicting how the public will respond to the new parking provided this year, or other impacting factors such as weather conditions.

Time for action on pharmacare

I

t’s time for action. Actually, it’s past time.

For years, politicians have batted around the idea of a national pharmacare plan to replace the patchwork of uneven coverage Canadians have now.

Coverage is different in every province, with drugs covered or not covered, depending on where you live. This can be a big problem for people with a variety of conditions should they want to, or need to, move from one province to another. And, with every jurisdiction negotiating prices individually, we all pay a lot more, too, though in their last budget, the federal Liberals pledged to create an agency to buy drugs in bulk to help cut medication costs.

A new report called A Prescription for Canada: Achieving Pharmacare for All (see story on page 9) recommends the move to a universal, singlepayer, public system. The expert panel behind the report estimates a universal system will save approximately $5 billion, or about $350 per person per year.

The report also calls for a basic plan for essential medications by 2022, and a comprehensive list by 2027.

And here’s where it gets sticky.

Three years until we see even a basic plan?

And eight years until a full plan? Sounds like we’re just putting off doing anything so we can find some way to talk ourselves out of it, yet again.

And that’s only if the government accepts the findings of the panel, and moves to implement them. Whenever we hear about governments kicking anything this far down the road, we get skeptical that it will ever come to pass.

All too often governments are short-sighted (as in, they can’t see past the next election), and their ability to stick with a long-term project, even if the same political party remains in power, is questionable.

It’s one of the biggest problems with the way our governments tend to work: short-term results win over the big picture.

So while it’s good to have this new report (even if it does tell us what we already knew), we’ll believe it when we see action. – Black Press Media

This overdose problem has become a very significant challenge for firefighters, and it has taken an emotional toll on them as they see healthy young people succumb to drug overdoses. It is also a challenge for society as a whole. How do we deal with this issue?

Garis has been much more than a team leader and working fire chief. He has been involved heavily in academic research, as an adjunct professor at the University of the Fraser Valley Centre for Public Safety and Criminal Justice Research.

Through this position, he has coauthored many studies on issues such as grow-ops, tall wood buildings, smoke alarms, occupational health and safety, firefighters and cancer, the fire risks of smart meters and many other topics.

His innovative leadership has positioned Surrey Fire Department as a leader among large fire departments, not only in B.C. and across Canada, but in many other parts of the world. Surrey residents have been very well-served by the fire department for many years, and his work has ensured that this high level of service and commitment – as well as a willingness to tackle new challenges head-on – continues.

Support for Back on Track Editor: White Rock is a wonderful place to live, with friendly people, and I am glad I retired here.

However, it is a very sad situation with our neighbours in Surrey who are experiencing a drugoverdose epidemic. There have been 33 deaths in the first quarter of this year alone and the numbers continue to rise.

Due to the seriousness of this matter, StatsCan compiled a report after collecting data from the 332 deaths that took place in Surrey from 2011 to 2016. They found that the majority of deaths were men that had not been in contact with the police department and had held employment two years prior to their fatal overdose. They were ordinary people – what happened?

StatsCan also recommended identifying primary risks and developing interventions to prevent future overdoses and save lives.

Over the past three years, Back on Track has provided clean, safe homes for 1,200 men. There have been no fatalities at any of their homes and they are affordable to a person and, in many cases, to that loved one’s family. They are clearly acting on the federal government’s recommendation through StatsCan and accomplishing success that might save a family’s grief when their loved one dies a senseless death to this overwhelming drug crisis.

To Shane Simpson, minister of social development and poverty reduction, may I ask you, with all due respect, why are you not allowing Back on Track the registration required to continue this service that is so desperately needed in our community?

Non-Standard Space Requirements: (a) #351 In particular, coming from Crescent Beach and Ocean Park, there are often two or more persons who require the flexibility of non-standard space – those in wheelchairs, parents with strollers, seniors with grocery carts, people with luggage going to the airport, etc.

Most of these people require the entry stairs to be lowered for them to access/leave the bus.

The #351 configuration permits flexibility in raising some seats at the front of the bus to temporarily create more floor space. (b) Community Bus – Transit confirmed to me that the maximum capacity of the bus is 24 passengers, including those standing.

TransLink also confirmed to me that their policy, for

safety reasons, is to take only one person per bus who requires a ramp to enter/exit the bus.

There is no flexibility to temporarily change the space configuration on this bus.

This means people with luggage or large parcels, etc. will take up an additional seat for those items, thereby decreasing the overall capacity for passengers.

2. Use of transit to and from the airport: TransLink has actively encouraged passengers to use transit facilities to access the airport. As noted above, the proposed changes to Route #351 will significantly interfere with those persons’ usage.

This proposal by TransLink is a matter which significantly impacts White Rock and South Surrey residents who depend on public transit along this route.

TransLink should not base their decisions about changes of such magnitude solely on the economics of ridership.

It might not have lived up to its “huge public protest” billing, but the scene outside the entrance of the Surrey RCMP detachment leading up to the force flying the rainbow Pride flag on Monday morning featured duelling placards and an exchange of verbal abuse.

About 30 members of an organization vehemently opposed to SOGI 123 in public schools arrived with signs in hand after warning the Surrey RCMP on Friday that it would face a “huge public protest” if it raised a “political” LGBTQ+ rainbow Pride flag at the Newton building.

Another 30 people, who voiced support for the flag – which was raised as planned – also came, carrying signs, resulting in shouting matches, namecalling, sloganeering and the singing of O Canada.

Last week, Kari Simpson, director of CultureGuard, sent a letter to RCMP Cmsr. Brenda Lucki, Deputy Cmsr. Jennifer Strachan and Asst. Cmsr/ Dwayne McDonald, officer in charge of the Surrey RCMP, urging “immediate reconsideration” of the planned flag-hoisting.

“The RCMP has a duty to remain neutral,” Simpson wrote in her letter.

“If the event proceeds, I will organize a protest.

Chad Greig said that “as Canada’s national police service, it is important the RCMP lead by example in promoting diversity and inclusion.”

“The Pride flag represents equality and inclusion and displaying of the flag is a reflection, acknowledgment and support for a community within a larger community.”

Greig said that during June, the RCMP “celebrates Pride Month and shows support for LGBTQ+ rights, culture and communities.”

“All RCMP employees are encouraged to participate in local events, parades, festivals and other commemorative activities being held to mark the occasion,” he said.

Concerns about the range of electric vehicles and a lack of charging stations are keeping British Columbians from buying electric cars, according to a BC Hydro report released this month.

The report found that 70 per cent of those surveyed wouldn’t want to buy an electric vehicle because they were worried about taking it on a road trip.

Despite their concerns, the survey found that most British Columbians keep their road trips under 300 kilometres, well within the range of most modern electric vehicles.

Joah Atkinson died in a Calgary crosswalk 16 years ago

Legacy of rugby player comes ‘full-circle’ Tracy Holmes Staff reporter

T

he parents of a South Surrey woman who died 16 years ago after she was struck while walking in a Calgary crosswalk say their daughter’s legacy of supporting aspiring rugby players is stronger than ever.

In the past decade alone, the Joah Atkinson and Brian Collins Memorial Athletic Award – with an endowment fund valued at more than $260,000 – has benefited 57 women through the University of Calgary.

Recipients include South Surrey natives Sylvie Mullen – who played rugby at Earl Marriott Secondary and with Team BC’s U19 squad – and, most recently, Berlyn Seselja, a Semiahmoo grad who suited up for the Bayside club.

Available to students who are members of the university’s Dinos Women’s Rugby Team, the award has come “full-circle” now that it’s benefiting Bayside alumni, Atkinson’s dad, Tim, told Peace Arch News.

The university achieving varsity status (meaning the club competes at the highest level of university sport in Canada), he added, “really gave Joah – her legacy – some real roots.”

Joah Atkinson Joah and Brian, her remembered boyfriend, were 20 and 23 years old, respectively, when they died in the 2003 tragedy. Both were avid rugby players.

The athletic award was established the following year, and has been in its current form since 2009. There have been 11 male recipients.

This year, Seselja was one of three UofC rugby players chosen to share $4,750. In a card sent to the Atkinsons, she thanks them and Joah “for building the program here and back at Bayside.”

“It is always a pleasure to know that I am on the field with her back home and here in Calgary,” Seselja adds.

Letters from the recipients are “one of the nicest things that happen every year,” said Tim. “They give you a real lift.”

The Atkinsons also beam when noting the women’s team has won the past three Canada West championships.

Four per cent of the memorial fund is doled out to deserving students each year, and Joah’s mom, Cease, said she is “so happy” with where the money is going.

The Atkinsons also personally fund one $500 award annually for an Eagle River Secondary student, Cease added.

Following the 2017 game, Calgary coach Simon Chi brought the whole team around the Atkinsons.

“It’s so neat to still be part of all this energy,” Tim said.

Manage pain with massage therapy Massage therapy is a viable option that can work wonders to improve flexibility and offer relief from pain in different parts of the body. In addition to alleviating pain, massage therapy can promote relaxation, reduce anxiety and improve quality of life.

Research indicates that massage therapy can reduce the incidence and frequency of back pain, headache and leg pain and can even reduce stress and tension. Massage therapy can be an asset to those with myalgia, carpal tunnel syndrome and other conditions.

Researchers at McMaster University in Canada found that massage therapy affects the activity of certain genes, which directly reduces inflammation in muscles — the same results that would occur if a person took pain medication. Researchers tested people who exercised and received massages afterward against a control group, discovering that “massage dampened the activity of proteins known as inflammatory cytokines, which cause inflammation and pain. It also increased levels of proteins that signal the muscles to produce more mitochondria, the cell structures that produce energy and help muscles recover from activity.”

A review published in the journal Complementary Therapies in Clinical Practice noted that moderate pressure massage can lead to decreased cortisol levels, helping to reduce stress and anxiety. Massage may help stimulate serotonin products, improving mood and feelings of well-being. Also, deeper massage stimulates blood circulation to improve the supply of oxygen and nutrients to body tissues while helping the lymphatic system to flush away waste products. It also eases tense and knotted muscles and stiff joints, improving mobility and flexibility.

Massage therapy can be a viable alternative for pain sufferers who are reluctant to take potentially addictive prescription pain medications.

• Stay connected with friends and family. High temperatures can be lifethreatening, so letting family and friends know where you are and what you are doing is a prudent safety measure. If you cannot leave your home, arrange for social visits and ensure you have a list of emergency contacts.

has called White Rock home for 25 wonderful years. She has a son who lives in Vancouver and enjoys visits with him. With a positive outlook on life, Jeannette has never really retired because she loves what she does. “I have fun everyday. I enjoy what I do so it never feels like work,” said Jeannette who is self-employed. Her advice is to always enjoy what you do for a living. Also, she likes working because it keeps here busy. “It’s good to stay busy. If you don’t stay busy, what’s the alternative?” Jeannette has 2 small rescue dogs “Dogs are a huge part of our lives. They are pretty special,” she added. Jeannette also loves to take her yearly vacation to her favourite destination of Palm Springs. Jeannette came to Peace Arch Denture Clinic because she was having problems with her dentures. “My dentures weren’t fitting properly. I felt like I had marbles in my mouth. Teeth that don’t fit properly can cause painful sores because they rub against the gums,” said Jeannette. “My bite didn’t work so I found I was losing weight because I couldn’t eat properly.” Jeannette went into see Jiwan Bhogal, RD at Peace Arch Denture Clinic. “When I went in and told him why I was there, he really listened to me which meant a lot,” she added. As the total amount of old-growth trees declines due to logging, of course the percentage that is protected goes up. B.C. could destroy 99 per cent of all old-growth, set aside one per cent and report 100 per cent protected. Is this the approach to conservation British Columbians want?

The good news is it is not too late to save what remains of B.C.’s old-growth, restore second-growth forests and transition to truly sustainable forest management.

We can still choose to save the web of life that depends on intact forests and move to carefully planned selective logging. This would deliver “negative emissions” and wood products at the same time, capturing more carbon in our forests than is lost as a result of harvesting.

Creating more jobs with less ecosystem damage per cubic metre of wood deserves our full support.

The longer we wait, the harder this change will be.

The first step is for industry and government to stop the denial reflected in Elstone and Fletcher’s opinion pieces.

Junior ‘B’ hockey team continues to revamp roster in advance of second season

The White Rock Tritons are going to need one heck of a winning streak to end the BC Premier Baseball League season if they hope to sneak into the playoffs.

The under-18 squad currently sits in 11th in the 13-team league, and though they are 15 games back of the first-place Mid-Island Pirates, they’re just over half that distance – eight-and-a-half games – out of the eighth and final playoff position.

Last week, the South Surrey-based squad won one of its three league contests, splitting a doubleheader with the Coquitlam Reds on June 16 – losing the first game 8-0 before winning the second, 4-3.

Then, on June 19, the Tritons dropped a 3-0 tilt against the UBC Thunder.

In the 8-0 loss to Coquitlam, the team was no-hit by red-hot pitcher Jack Seward, who struck out 11.

White Rock currently sits with an 11-25 win-loss record, with 12 games left to play.

This past weekend, the team was taking part in a tournament in Seattle. They played twice Sunday, winning 8-2 and 9-6 against U.S. competition.

At the U16 junior level, the Tritons do find themselves in a playoff position; they’re currently in eighth, with a twogame lead on ninth-place UBC after dropping three consecutive games to the Coquitlam Redlegs last week, including a pair on Saturday at South Surrey Athletic Park.

My dog is itching/scratching all over the body, what could be the reason?

In each canine or feline patient, several causes can contribute to pruritus/ itchiness. They are including but not limited to the following: yeast and bacterial infections, ectoparasites, atopic dermatitis complex (including environmental or food allergy), or atopic-like dermatitis. Most common signs are scratching/shaking the ears, licking/biting on the back or abdomen, licking/ chewing excessively on the paws.

If my dog is showing the symptoms, what should I do?

Q: What Is A Calcaneal Bump? prominence on the back of your heel A: Ais bony called a ‘calcaneal bump’. These are most

commonly associated with a high-arched foot. The back of the heel pushes and rubs against the back of the shoe. Both the tendon and soft tissues can become inflamed and painful.

Causes: In a high-arched foot, the heel bone (calcaneus) can have an altered alignment, which Dr. Howard Green Podiatrist causes an enlargement of the bone in the back of the heel. Often, the body will create a fluid-filled sac (bursa) in order to protect the tendon and other soft tissues. When wearing shoes or boots, this bursa gets pushed up against the heel counter, and becomes very painful.

Treatment: Try cutting away the heel area of the shoe in order to reduce pressure against the bony prominence. Or, place a doughnut-shaped pad or strip padding on either side of the bump to help reduce direct contact with the shoe. If these don’t work, consult a podiatrist who may treat the bursa with a topical or injectable medication to reduce the inflammation.

In severe cases surgery may be required in order to remove some of the offending bone, so that normal activities can be resumed, pain-free.

Prevention: If you have a high-arched foot, wear a well-padded shoe or sneaker that does not have an excessively firm heel counter.

Activity Restrictions: None. It depends on the severity of pain and inflammation.

Bob passed away peacefully at Peace Arch Hospital with his wife Jean by his side. Bob was born in Calgary, Alberta and his family relocated to Burnaby, B.C. very soon thereafter. As a young teen he enjoyed working with his hands, from perfecting model cars and then progressing to enhancing his own cars. He commenced his working career in the heavy duty trucking industry as a salesman who was blessed with the gift of gab and a love of storytelling. Many great travel experiences were enjoyed between RV adventures and cruise ship excursions over a span of many years. After retirement at 65, eventually boredom set in and Bob decided to start a little seasonal landscaping delivery business called “By The Yard Delivery� in 2009 and continued through to 2014.

There will be no service by Bob’s request.

It is with profound sadness we announce the passing of Geoff Nuthall at home, Wednesday, June 12, 2019 with his loving family by his side.

Geoff was born in Red Deer, Alberta on July 6, 1929. After working as a Police Officer on the Edmonton Police Force he moved to White Rock working for BCAA, ICBC and then retiring to establish Geoff Nuthall General Insurance Adjusters. He was most proud of his family and his mentoring of the young men he met in White Rock with power lifting.

He will be deeply missed by his wife Dorothy of 63 years, brother Rex, daughters Lorna Rush (Clay), Pamela Maxwell (Rob), his grandchildren, Kristyn Ward (Allon), Stephanie Adkins (Aaron) and his 4 great-grandchildren. Dad & Mom met in the Summer of 1939.

Hall dances, bicycling and long walks were among the many things that made the two of them inseparable. Their first kiss was at a Barn dance one year later. WOW! The twinkle was in their eyes.

In November of 1943 Dad said to Mom “Lets get married!� She very excitedly said YES! They were married in the Catholic Church on April 22,1944.

A dinner reception followed at Mom’s Parent’s house with lots of family and friends.

They spent their Wedding night at the Tudor Inn, followed by a romantic Honeymoon at the Empress Hotel in Victoria.

Upon returning from their Honeymoon they moved into the Breaks Family Farmhouse. Dad and Mom had four Sons whom they were especially proud of and they enjoyed lots of Family fun, camping, picnics and fishing.

The 73 years were the “VERY BEST� they both said.

Thank you Dad & Mom for being such loving, supportive Parents and giving us the very “Best Memories�We will all miss you. “DAD & MOM you are Forever in our Hearts�
