New on-reserve housing for Akisqnuk

By Lorene Keitch lorene@columbiavalleypioneer.com The sun shone bright overhead as Akisqnuk Chief Alfred Joseph and Donald Sam, chair of the housing committee, sang a song of thanks on the grounds of a new housing project last week. The mud underfoot evidenced spring, while the trim new building surrounding the invited guests and dignitaries evidenced the promise and progress within the Akisqnuk First Nation.

The Akisqnuk First Nation celebrated a foundation for success with the grand opening of the first new housing project in approximately 25 years last Friday, March 15th.

This is the first of several new housing units; two more six-plexes are in the planning stages as well as a communal home rental facility.

The two and three-bedroom units nearing completion, located on Kootenay Road #3, feature bright open rooms, communal outdoor spaces and a forested backdrop. Several are wheelchair-accessible units.

“Housing has always been a shortfall, right from when I can remember,” Akisqnuk Chief Alfred Joseph said to invited guests and dignitaries.

Donald Sam, chair of the housing committee, spoke at length about the importance of this project. When he moved back to the community about five years ago with his two children, Mr. Sam found there was nowhere to live on reserve. He was added to the waiting list, which had about 18 people on it at the time and no new housing on the horizon. When Mr. Sam was later elected to Council, he knew that in looking at community development, basic needs need to be met first.

“We can’t be looking at learning language and culture when we can’t even put a roof over our heads,” Mr. Sam said. “As we meet our basic needs, our language and culture will survive.”

The housing committee took a step back a few years ago to look at housing strategies and concerns on the reserve, then created a new housing plan moving forward, Mr. Sam explains.

“We have changed that into more of a community-driven, culturally-centred approach to engaging with community,” he said.

Partners in the housing project attended the grand opening, including Canada Mortgage and Housing Corporation (CHMC), Columbia Basin Trust, and BC Housing.

“This is kind of big for individuals and communities, being able to reach out and saying ‘I need help’, trusting that somebody actually wants to help. So I really appreciate our partners,” Mr. Sam said to the representatives on hand.

Neil Barrett of CMHC was one of several guest speakers. He said culturally, the organization has shifted focus over time.

“We want to enable First Nations to reach their own goals and objectives,” Mr. Barrett said. “We want to know what your goals and objectives are and we’ll do the best we can to make sure you’re successful.

Back to “business as usual” at DTSS after alleged threat

By Dauna Ditson reporter@columbiavalleypioneer.com A former student at Invermere’s David Thompson Secondary School (DTSS) said she woke up on Tuesday, March 12th to a startling surprise: a potential threat to the school.

When she checked her phone, she alleges that she saw that a current student had a public story on Snapchat that was a video of himself with a gun.

“The caption on it said: ‘Don’t come to school tomorrow’ with like a laughing face,” said the 2018 graduate. “Then he posted another one after that saying ‘wait, seriously’ with like a serious emoji face so I was like ‘OK that’s kind of not very funny’.”

The girl sent a screenshot to her father, who reported it, and to someone she knows who works for the RCMP. “I couldn’t believe somebody would post something like,” she said. “You can prank about a lot of things in this world but that’s one thing that you probably shouldn’t prank about.”

Cpl. Chris Manseau, a spokesperson for the RCMP, said in an email that a student was arrested and has since been released. The incident is under investigation.

“If your child or teen is aware of threats being made on social media, that needs to be conveyed to police immediately – directly by the student, or through parents

or teachers, or a trusted adult,” Cpl. Manseau said. “Police will work with a school or school district if necessary to determine the appropriate response to a threat. Each threat is evaluated individually, and every effort is made to keep students as safe as possible, such as locking school doors, or even evacuating a school/s if required. We also work with school authorities to ensure parents have as much information as possible, in a timely manner, in regard to their children’s safety. The safety of children is always going to be a top priority for police.”

The same day the incident was reported, principal Darren Danyluk sent a note to parents that included the assurance that: “we are taking every precaution to ensure the safety of your child and our staff members.”

In an interview on Thursday, March 14th, School District 6 superintendent Paul Carriere said the violence and risk assessment team at DTSS followed its protocols.

“We don’t control all events that happen out there in the world, but we do have a very systemic way of responding to those things,” he said. “I think that the staff is vigilant and are sort of keeping their eye on things, but I can tell you that it’s business as usual at DTSS.” Cpl. Manseau asks parents to teach their children and teenagers to be careful about what they post online, that “anything they post online can be public” and “that they should not be saying anything online that they wouldn’t say to someone’s face.”

• On Wednesday, March 13th at about 8:30 a.m., Columbia Valley RCMP received a report of a black Ford Expedition passing a school bus on Highway 93/95 in Windermere while the bus had its flashing lights and stop sign activated.

An officer with East Kootenay Traffic Services stopped the vehicle near Wardner and issued a warning to the driver.

When a school bus has its flashing lights and stop sign activated traffic in both directions must come to a complete stop and wait until the school bus deactivates its equipment.

• On Saturday, March 16th at 1:20 p.m., an eight-year-old boy was reported missing from his residence in Radium Hot Springs.

Police officers and a dog handler responded and learned the boy had been located safe at a neighbour’s house.

• On Saturday, March 16th at 3:30 p.m., police received a report of a man yelling and screaming on Wolf Crescent in Invermere. Police located the male and transported him to the Invermere hospital to be assessed. Once cleared he was held in cells until he was sober.

Family loses everything in Canal Flats trailer fire

By Lorene Keitch lorene@columbiavalleypioneer.com A trailer fire in Canal Flats has reduced a young mother’s dreams to rubble.

After nearly two years of living in the unit, Danielle Soucy had officially signed the papers to make the Baillie Grohman Ave. trailer officially hers a short three weeks ago. She was waiting on her next paycheque to see about adding on house insurance.

Ms. Soucy was at home with her two young children and a couple of friends on the afternoon of Friday, March 15th. All of a sudden, she heard a loud explosion and her friend came running out of the back room where he had gone for a smoke.

“He came out of the room and he was on fire,” describes Ms. Soucy. “We were running water down to the room and it was too late.”

Everyone got out safely. However, the trailer is a total loss.

Canal Flats Fire Chief David Ferguson says the

fire was human-caused.

“It went brutal-fast,” Chief Ferguson describes.

The fire quickly spread to two other homes; one has “heavy damage,” the chief describes, while the third trailer has roof damage.

The home next door to Ms. Soucy is owned by George Greenside. He says he heard an explosion and immediatley ran over to his neighbour’s home as quickly as he could to make sure the family had gotten out safely.

Mr. Greenside has a positive attitude about the fire’s damage to his home, pointing out that it only got his addition, not his original home. He is on the lookout for building materials to help rebuild. But more than that, Mr. Greenside needs fans to help dry the water out in his home so he does not end up facing a mould problem. Market move placed on hold

By Dauna Ditson reporter@columbiavalleypioneer.com Invermere’s two newest councillors – Ute Juras and Kayja Becker – joined together to question a proposed location change for the upcoming Invermere Farmers and Artists Market.

The Royal Canadian Legion Branch 71 Windermere District, which runs the market, proposed that council allow them to relocate the summer market from 6th Avenue to the Lakeview Parking Lot behind the Eddie Mountain Memorial Arena. The move would allow for better emergency access on 6th Avenue.

The newest councillors didn’t think the vendors had enough time to prepare for the change and thought that existing vendors should be consulted face-to-face before making a move.

Jamie Painchaud, who runs Bluebird Nights, told council that while she received emails about the market, she wasn’t approached for an in-person conversation about moving the market and said other vendors, business owners and friends weren’t aware of the proposed move.

“I personally bank on this market big... I would hate to think how chaotic and stressful starting over is going to be,” she said. “As a vendor I think it’s important for this town’s market to be as visible and accessible as possible, so as to attract as many visitors as we can. I fear that by moving it to the back parking lot we lose that visibility from main street, which is crucial for attracting new visitors who may not know about our market.”

Councillor Greg Anderson referred to an online poll from the Legion that said around 75 per cent of vendors supported the move. He proposed that council delay making its decision until April to give the Legion a few more weeks to consult with vendors and nearby businesses.

But Ms. Becker said delaying the decision would mean additional uncertainty for vendors and that “it’s going to smush (the timeline) even more.”

While the market is currently accepting applications for the proposed parking lot location and advising vendors that applications will be reconsidered if the move isn’t approved, she said vendors need to know what they’re getting “before they’re paying a fee for a mystery market.”

Ms. Juras said she empathizes with the vendors and that there’s no need to rush the decision.

“I honestly don’t see the harm of deferring it for a year,” she said, adding that a delay is preferable to “basically shov(ing) it down people’s throats.”

With councillor Gerry Taft excusing himself from the vote as he may want to have a booth at the market, Mr. Anderson’s motion to decide on the move in April ended in a tie with support from Mayor Al Miller and opposition from Ms. Juras and Ms. Becker. Since a tie means that a motion can’t proceed, council chose not to set a date to reconsider the move and is instead asking the Legion to meet with market vendors.

“If the majority truly is informed and still wants this I would stand by it,” Ms. Painchaud said.

The market will continue in the current 6th Avenue location.

Housing decisions put back in rightful hands

By Lorene Keitch lorene@columbiavalleypioneer.com The Akisqnuk First Nation unveiled their first new housing units in a quarter century last week (see story page 3).

Housing committee chair Donald Sam spoke about the importance of this project to the community during the event. He said when he moved back to the community five years ago, there were 18 people on the waiting list for an on-reserve home. After they started construction of the new homes, the waiting list grew.

“There’s two ways you can look at that. You can say ‘oh, it never ends’. Or you can say ‘wow, people actually are allowing themselves to have hope that they’re going to get a home,” Mr. Sam commented.

It is a positive perspective shift for a band that has faced housing concerns for years. Mr. Sam shared that when he was on Council and joined the housing committee, the focus was on getting people to pay their rent. It was an adversarial relationship, where the band office was felt to be imposing on the community as opposed to working together. They started to change the conversation, to look at how to work together within the community. The community as a whole began to articulate aspirations moving forwrd, to look at what was needed, and create a unified vision for housing.

One of the housing strategies is the new building projects. The six-plex is only the beginning. Eventually, the reserve will have 28 new units in the Kootenay Road #3 neighbourhood. Other bricks laying the foundation in the new housing strategy include partnership creation, arrears collection, renovation of existing homes, and capacity development within the community.

At the end of the day, you could look closely at this beautiful six-plex and say ‘these are just a few new homes, what do they really mean’? But when you step back, you can see this is a small piece in the broad vista of reconciliation underway in Canada today. For the past 200+ years, settlers have imposed on the First Peoples here - imposing education, religion, how to live – and that included housing. Now, the pendulum is shifting back, with that control going into its rightful hands of the First Nations.

As Mr. Sam said during his presentation, the band was not looking for a cookie-cutter approach to housing. Instead, they took a deep, hard look at what was needed for the band moving forward. Within the community, those decisions were made and now, the plan has been put into action. Now, thanks to this project, six families’ lives will change; six chances at a new beginning, to have a place to call home.

Avid reader catches misspelling Dear Editor: Thanks for printing my Letter to Editor on March 14th (regarding the true name of the valley I grew up in). I also noted the photo of the “dapper dude” with gun and dog (also shown in Rod & Gun Club information). But, sadly, his last name was misspelled! He was Arthur Murray Chisholm (note “m”) who was married to the former Maude Stoddart, my great aunt. He lived with her in Windermere from the early 1920’s. A graduate of Osgoode Hall Law School, he was an outdoor enthusiast but also wrote at least four western novels (printed in Great Britain), the original signed first editions of which I donated to the Windermere Valley Museum.

He served many years as President of the Windermere Rod and Gun Club. I believe his name should be spelled accurately.

The opportunity for DOI to purchase the Lake Windermere Resort Lands is a rare opportunity that should be supported for the following reasons: • DOI can work with the community to determine the best use of the lands for the public good. If sold to a private developer, this opportunity is lost.

• Invermere now only has a minimal presence and access to the lake (James Chabot Provincial Park and Kinsmen Beach).

• Increased public access to lands adjacent to the lake and wetlands would provide an important public benefit to the community.

• Pathways could connect these waterfront lands to the downtown and other areas.

• To have a properly functioning boat launch with adequate parking, adjacent lands must be acquired.

• Redevelopment by DOI can increase tourist and commercial activity bringing more tax revenue and economic benefits to the local economy.

• Currently Invermere lacks a waterfront where one can walk, eat, shop and enjoy the lake. Redevelopment opportunities on these lands will encourage tourism while providing a valuable resource for local residents to use year-round.

• As the land developer, the DOI can ensure appropriate and high quality development.

• Investment of $5 million to purchase the lands would allow DOI to create a vibrant waterfront which would generate revenue to mitigate this cost.

• Improving the entrance to Invermere provides visitors and tourists with a first impression of Invermere which contributes to its existing and future economic viability. Local residents would also benefit from having an attractive entrance to their town.

In order for the DOI to successfully redevelop the lands and achieve all the benefits listed above, it will require expertise. It must to seek out, retain and listen to those with the knowledge and experience to make this redevelopment project financially sound.

Seniors association advocates for Valley health

The Invermere Seniors Association is advocating for health services in the Columbia Valley. Following a letter to the editor in which an Invermere doctor said barriers are making it challenging for B.C. patients to access care in Alberta (‘Patient wall erected’ Pioneer, February 14th) the local senior’s group decided to take action.

The organization has drafted a form letter. The letter identifies the concern of referrals to the Alberta hospital system from the Columbia Valley. It asks for BC Health and Interior Health to work with Alberta Health to ensure they can efficiently meet the needs of people in our area. It asks for rural hospitals to be given better diagnostic capabilities such as CT scan machines, ultrasounds etc. to alleviate patient travel; and it asks for the Cranbrook hospital to be updated to become “truly a Regional hospital that meets all the medical needs of the East Kootenay population.”

The seniors group is making the letter available for members of the public to sign. Or, if residents would prefer, the association urges citizens to write their own letters outlining concerns. They will be gathering all the letters and sending them to the minister of health, Interior Health, MP Wayne Stetski, MLA Doug Clovechok, and Dr. Gareth Mannheimer.

Form letters can be picked up at the seniors hall, Legion, Valley Fitness Centre or the thrift shop, and can be returned to the seniors centre any time before March 31st (if the building is closed, place the letter in the key box at the centre).

Seniors association director Gerriann Donahue says they have several goals from this letter-writing campaign.

“We want the people to have the right to go to Calgary, or Banff, or Canmore,” says Ms. Donahue.

And, at the very least, she says, they want the government to at least make telemedicine options more readily available for local patients needing consultations with doctors elsewhere such as in Kelowna.

This is not the first advocacy the Invermere Seniors Association has done on behalf of Valley residents. The organization launched a petition last October at the second annual seniors fair, asking for a CT scan machine for Invermere. They also left the petition at several locations around town. The petition garnered close to 900 signatures from residents keen on getting a CT scan machine into the Invermere hospital, reports Ms. Donahue.

When asked why this matter was of concern to the seniors association, Ms. Donahue pointed to the demographics in the Columbia Valley.

“We have an aging population,” says Ms. Donahue.

“You see a lot more walkers than strollers.”

She says strokes are a big reason the local seniors group would like to see a CT scan machine in Invermere.

What she explains is that after someone has a stroke, they need to have a CT scan prior to receiving a shot that aids in their recovery. The nearest CT scanner available is in Cranbrook. Ms. Donahue’s own mother had a stroke elsewhere, got the CT scan and the subsequent shot and was home within a few days. However, a friend of Ms. Donahue’s in the Columbia Valley was not able to make it to get a CT scan quickly after a stroke, which meant that person did not get the shot in a timely fashion. Ms. Donahue says that individual required several months of rehabilitation in Cranbrook and Kelowna.

“Nobody I know has been able to get the shot,” says Ms. Donahue.

She says while they have not had formal corresondance with Interior Health, unofficially, “They’re giving us a million reasons why,” they will not bring a CT scan machine to Invermere.

Interior Health did not respond to multiple requests for an interview by the Pioneer’s press time.

The petition is now in the hands of MLA Doug Clovechok, who will be bringing it to an upcoming meeting with the B.C. minister of health.

Mr. Clovchok has a list of grievances to bring to the minister on behalf of Columbia River-Revelstoke constituents. He is going to continue to advocate for better transportation options for patients needing care in regional hospitals, as well as pushing for more telehealth options for rural patients.

“It all goes back to the transportation issue. If someone does have a stroke in our area, they’ve got to get transported to Cranbrook right away, the sooner the better for the shot,” says Mr. Clovechok. “My job is to try and find better ways to have access to the amazing health care we already do have.”

Mr. Clovechok met with the Invermere Seniors Association when they drafted the letter. He tells the Pioneer that at that meeting, he made clear that a CT scan machine was not likely to happen for our hospital based on his understanding of the system and the decision-making process. He also passed on what he has learned about the complicated health system and how the Columbia Valley fits into that framework. Slocan Ramblers mosey into town

The Slocan Ramblers are becoming a well-known Canadian name, with a Juno nomination this year for traditional roots album of the year for Queen City Jubilee.

“We put so much work into Queen City Jubilee that it’s nice to know someone enjoys the album other than our mothers,” jokes band member Frank Evans.

Longtime fans of the Slocan Ramblers will recognize Queen City Jubilee, released in the summer of 2018, as a continuation of the band’s album Coffee Creek.

“Our good friend, Andrew Collins, helped us record it the same way Coffee Creek which was all live off the floor,” says Mr. Evans. “We find you can always get a better feel from each song if you’re all standing next to each other in the same room rather than in separate rooms with headphones.”

The Canadian bluegrass scene is strong right now and the Slocan Ramblers have found their niche in the market with a kickback to the music’s roots.

“One of the things that we have always focused on as a band is to incorporate a strong Old Time influence which is an older form of bluegrass. It focuses more on the melody of the song and less on individual solos or players,” Mr. Evans describes.

Alongside Mr. Evans on banjo, the Slocan Ramblers include Adrian Gross on mandolin, Darryl Poulsen on guitar, and Alastair Whitehead on bass. Mr. Evans explains how the band got together: the other three members were finishing up degrees at a music college in Toronto, studying jazz. They discovered bluegrass and started playing together. Eventually, Mr. Evans was invited to one of their jam sessions, banjo in hand.

“I remember having so much fun at that first session that I had to work really hard on suppressing my laughter. After a couple of regular jam sessions opportunities quickly started to present themselves.

Pretty soon we had a weekly gig at a bar in downtown Toronto and were working on recording oour first album.”

On the band’s first gig, the MC asked for the name of their band. They had not discussed that minor detail yet.

“Alastair spent a lot of his summers growing up in that part of the world. He used to hike up an old abandoned mine near Sandon called The Slocan Rambler,” Mr. Evans shares. “On our first gig the MC asked us for our name which we hadn’t even thought of at the point.

Alastair quickly spoke up with “The Slocan Ramblers” and the rest is history.”

Hitting the high notes on the slopes

High Notes Music Festival returns this weekend with a slate of performances scheduled at Panorama Mountain Resort March 22nd to 24th.

Maryse Dazé, Panorama’s events manager, said the festival has been gaining momentum leading into its third year and that she’s eager to see the party animate the village.

“We’ve got a really happy mix (of Canadian and British Columbian artists),” she said.

“I love that they’re all Canadian.”

After a winter of rest and work on their individual projects – they are each planning on starting their own music venues – the pair are coming together for a small tour that includes a stop at High Notes Music Festival.

“It’ll be so good. Kasey and I have had a couple just small low-profile performances and then a couple rehearsals just to get back in the swing of things, and it feels better than it has in years. It feels really, really nice, really refreshing to be playing again. We have lots of energy, lots of excitement to play again,” Mr. Tait said. “Though those few months off were nice, we really, really missed it... It was ridiculous how exciting it was to play.”

Tiger Moon hasn’t yet performed at Panorama Mountain Resort, and the duo are keen to change that now that they’re feeling refreshed, rejuvenated and ready to return to the stage.

“We’re so excited to play Panorama,” he said. “We would absolutely love to see and meet as many people as we possibly can down there.

We’re stoked to bring our music down and we think our music will go along really well with the rest of the artists booked into High Notes... We were really excited to see The Jerry Cans and a number of other artists (in the High Notes lineup) that we’ve played with, we’ve shared the stage with on different occasions, and we can’t wait to catch up with them again and see them. And we know the music is going to be out of this world. It’s going to be really, really, really good.”

Two weeks after the show, Mr. Tait will be opening a pizza and parlour performance space in Kelowna. After travelling the country and playing in countless venues, he’s looking forward to having a fixed address and offering those on the road just the right kind of home-away-from-home to put on a show.

Up until last summer Dan Tait and Kasey Graff had been travelling the country and doing 150 shows a year as Tiger Moon. While they appreciate their success and the eager audiences that kept them so busy, the duo set down their instruments at the end of the summer for a much-needed rest.

“Full disclosure: We had kind of spent ourselves. We had worked so hard for so long to get where we were and we’re super grateful to get where we got but we needed a break,” Mr. Tait said. “It’s a hard slog doing that many shows a year.”

The bluegrass, country-western folk duo travel so much that road trips, exploration and hitting the road are recurring themes in their music.

“As a touring band sometimes you have to make those connections and make home kind of where you’re at. So home becomes not so much a place as it does a feeling, a kind of mentality,” Mr. Tait said in a phone interview as he multitasked and cleaned up from his breakfast.

After a decade as a travelling musician, the performer from Kelowna found himself longing to hold still.

The Derina Harvey Band to “add our own few drops to each pint”

By Dauna Ditson reporter@columbiavalleypioneer.com You won’t need a whole box of Kleenex at the Derina Harvey Band’s show at High Notes Music Festival this weekend, but Ms. Harvey recommends bringing at least a few tissues.

While she promises the band will perform “much more happy songs” than sad ones, there are a few tearjerkers on the set list, including one called The Fallen Man’s Daughter, which is a tribute to a band member’s uncle who was lost at sea nearly 25 years ago.

“There was an October storm and the fishing vessel went and all hands were lost,” she said.

Once the song was released, the band got message after message from others who could relate, having also lost their loved ones to the calamitous sea.

With each message, she said: “we found ourselves almost in a state of mourning” and “became painfully aware that this sort of tragedy occurs all too often.”

While the band aspires to share real stories that resonate with their audiences and don’t shy away from weighty topics, she said they also offer lighthearted tunes with “fancy fiddling and fast guitar riffs.”

“We’ll have a few tunes that will get you hopefully to sing along with us and get your toes tapping and hands clapping. We might even do a few tearful ballads, get you all emotional, and then we’ll get you laughing again and send you home,” she said.

“We’ll have you out dancing if you’re in the mood.”

The Celtic rock group is made up of musicians from Newfoundland who moved to Alberta “one by one for different reasons” before joining together in Edmonton.

Ms. Harvey made the move in 2002, wanting to be part of the musical success she was seeing in Alberta.

“I can’t help but say that I’m pleased with my decision because I’m surrounded by great people and great friends who have helped us to pursue this career and we’ve got a great fan base that’s just ever growing throughout the prairies and from coast to coast.”

No matter where they play and whether they’re performing traditional east coast folk music or crooning country songs, she said their fans cross the genres along with the band.

“They see the honesty in the music and that speaks to them. They find commonalities between farmer and fisher. We’ve reached all those hard-working people, and we enjoy bringing that flavour of home to those who can relate to those fisherman tunes,” she said. “We bring our own truth in music to the songs that we perform... just adding our own few drops to each pint.”

Ms. Harvey and her troop are looking forward to performing at High Notes Music Festival this weekend.

“We are just so excited. It’s always a joy to be in British Columbia. It’s always a joy to be able to perform along with so many amazing talented groups, and we just can’t wait to have a bit of fun,” she said.

Local golf pros hit the Top 100

By Lorene Keitch lorene@columbiavalleypioneer.com To level up your golf game this season, look no further than our local pros. Once again, several of our area golf experts were recognized for their excellence in the sport with the PGA’s Top 100 golf professionals list.

To reach the Top 100 list, golf pros need to attend certain events that count for points towards the Top 100 list. 2018’s announcement featured four from the Columbia Valley: Jeremy Johnson at Fairmont’s Riverside course; and Dennis Bradley, Scott McClain, and Brian Schaal at Copper Point Golf Club.

Brian Schaal “It’s an important measuring tool to showcase your involvement in the PGA of BC through Leadership, Volunteerism, Education and Tournament play. It’s a constant reminder to be dedicated to your profession and motivated to improve yourself ”, explains Mr. Schaal of the list.

Scott McClain Mr. Schaal was thrilled his team garnered three top 100’s.

“Not only are we very proud and honoured to be in the Top 100 Golf Professionals (#5, #29 and #38) but we are also proud of the fact that we were instrumental in getting Copper Point into the Top 100 (#85) in the Score Golf Top 100 Golf Course in Canada,” says Mr. Schaal. “I’m very proud of Scott, Dennis and our team here at Copper Point and we’ll keep striving to improve on our rankings.”

Mr. McClain, a 23-year PGA of Canada member (10 of those at Copper Point) says it takes dedication, ongoing effort, and a willingness to learn across many facets of the game and business to reach this goal.

“It improves drive and focus to be engaged and involved because it’s a measurable competition and you

want to achieve your best,” says Mr. McClain, adding he was proud to be recognized and included with others across the province who share the same motivation and passion.

Mr. Bradley agrees.

“In the golf world, being in the top 100 means a lot; you should always want to be best in your field. It means you’re taking the time and effort to better yourself and the game,” he says.

While Mr. Bradley is new to Copper Point this past season, he has been a member of the PGA for 27 years now and has been involved with the Special Olympics program on a weekly basis at Copper Point in years past.

Dennis Bradley Mr. Schaal credits the direction from the top down for the focus to do better and push harder each year.

“If you’re going to be here you might as well be 100 per cent in attendance,” remarks Mr. Schaal.

Over at Riverside, Mr. Johnson was not only named to the Top 100, but was also Jeremy Johnson presented the PGA of BC Teacher of the Year recognition in 2018 – a highlight of the year for the local golf pro.

“It is an honour to be recognized; I believe that most of the golf professionals in this industry strive to reach the Top 100 each year,” says Mr. Johnston. “It is impressive to see a number of our local golf professionals reach the Top 100. It shows our dedication to improve as professionals.”

Mr. Johnson has been a golf professional since 2001, working at Fairmont Hot Springs Resort since 2010. He has finished in the Top 100 ever since the list’s inception.

Attribution rules In an ideal world, people would be free to move income between themselves and a spouse. Unfortunately, income and capital gains earned on assets owned jointly or by one spouse can’t be allocated to the other. This is because the CRA has a set of rules, known as attribution rules, which prevent investors from transferring assets between family members with the intention of avoiding taxes.

The concept of attribution rules is straightforward: where did the money originate from? The individual whom the money originated from is responsible for the taxation. For example, if a husband and wife have an investment account held in joint name, any resulting income and/or capital gains must be split equally between them.

Attribution rules also apply to gifts between spouses.

For example, if a husband gifts $10,000 to his wife and she invests the money, any income and/or capital gains earned on the investment would be taxed to the husband, not the wife. They could get around this, however, if the husband lent the money to his wife, rather than giving it.

This concept is known as a spousal loan.

Spousal Loan Transferring assets between spouses for tax purposes is only illegal when done without fair market value consideration. In order to achieve fair market value consideration, couples may consider a spousal loan.

A spousal loan is just what it sounds like. Spouse A lends money to Spouse B, who then uses the money to purchase assets. The assets can be those owned by Spouse A, or new ones such as real estate or stocks. Spouse B now owns the assets and is responsible for their taxation.

Spouse A must charge interest to Spouse B. The interest rate charged must be at least equal to the CRA’s prescribed rate, which is updated quarterly and can be found on their website. Effective April 1, 2018 the prescribed rate is 2 per cent. This rate may be locked-in until the loan is paid up.

How to do it In order to use this strategy effectively, a few things must be in place. Firstly, a formal loan agreement must be completed, expressly stating repayment terms.

Secondly, Spouse A must charge interest to Spouse B as outlined above. There is no requirement to pay back the principal, only the interest. Spouse B must pay the interest to Spouse A every year. The money must actually change hands, so this is best done with a cheque. Missed payments will cause the attribution rules to kick in and Spouse A will be responsible for the asset’s taxation in the current year and in all future years.

Finally, Spouse A must include the loan interest on his or her tax return, and Spouse B will likely get to deduct the interest on theirs.

Final thoughts Spousal loans can be a very cost-effective way for couples to pay less tax overall but are only valid if done properly. Consult with your financial advisor and accountant to see if you might benefit from a spousal loan arrangement and be sure to work with an accountant to ensure things are set up properly.

Jan (John) Jacobus Denhamer passed away peacefully Monday, March 4, 2019 at the age of 93. John is survived by his loving wife of 67 years, Joan (Ferguson), his two sons, Peter (Janet) and Fergus, and grandchildren, Julie, Andrew (Jenny), Michael, Tyson, Kyra and Liam; and two great grandchildren, Casey and Isamu. He is predeceased by his two brothers, Jacobus (Co) and Frans, and two sisters, Jopi, and Elizabeth (Betsy) Van Wielingen. John was born in Samarang, Indonesia to Pieternella (de Meester) and Andries Pieter den Hamer, both of whom were born in Holland. John spent his formative years in Lombok Indonesia, where his father managed a rubber plantation as part of the Dutch East Indies Company holdings.

Caught up in the war, John and his family were in a prison of war camp from 1942-1945.

Surviving and recovering from this experience, as part of the Dutch Army, he was soon engaged in the struggle that followed WW2; which finally lead to Indonesian independence in 1949. After liberation, John moved to Australia where he met his love, Joan. John received an Education degree from the University of Queensland; achieving athletic records, as a high jump and javelin specialist, which stood for several years after he graduated.

Golf became one of his passions and there are many family stories of how golf became an integral part of our family interactions. In 1966, the family moved to Canada and found the Columbia Valley. John became the School Principal at Canal Flats and loved teaching and working with new teachers and students. He left a lasting legacy in the community as demonstrated by their close friends, including the number of people who would greet him in his daily activities in Fairmont Hot Springs.

As an avid tennis player, instructor, and golfer, he was known for his competitiveness and for many years being able to shoot his age in 18 holes of golf. John was very well read and travelled, spoke multiple languages, enjoyed cooking, played competitive bridge and chess up to his last days and loved to keep up with current world events; John was a “Renaissance Man.” One of John’s greatest joys was watching his grandchildren grow up and being known as “OPA!“ A Memorial Service and Celebration of Life will be scheduled at a later date.

If friends so desire, memorial tributes may be made in John’s name to the Heart and Stroke Foundation (heartandstroke.ca) #100, 119 – 14th Street NW, Calgary, Alberta, T2N 1Z6.

Director of Operations

PERMANENT, FULL TIME Reporting to Chief and Council, the Director of Operations is responsible for leading, planning, managing and implementing Shuswap Band programs and policies. The position is also responsible for the provision of administrative expertise and overall direction to Departmental Managers.

DUTIES AND RESPONSIBILITIES: • Leads and directs the day to day administrative operations of the Shuswap Band.

• Ensuring approved programming and policies are implemented as per direction provided by Chief and Council.

• Strategic planning processes.

• Directing the development and/or modification of new policies, as needs are identified, to encompass the requirements of the Shuswap Band.

• Working in conjunction with the Council to assist and participate in the development of negotiating mandates for Program & Service Transfer Agreements, Financial Transfer Agreements, and other agreements and accords.

• Provide written and oral reports to Chief and Council.

POSITION QUALIFICATIONS Academic Preparation • Degree in Public Administration, Business Administration, or a related field combined with experience working with First Nation Organizations, preferably at a senior level; Required Skills, Knowledge and Experience • Sound knowledge of government program requirements.

• Good knowledge of funding agencies and associated requirements.

• Financial management skills.

• Ability to develop, implement and evaluate programs, policies and procedures.

Building character in Toby Creek Nordic Club

By Lorene Keitch Lorene@columbiavalleypioneer.com The Toby Creek Nordic Club is done racing for the season and just about ready to put the skis away until next winter. Head coach Ted Bigelow reflects on the great season, not only for the medals brought home, but for the life lessons the kids are learning along the way.

“It’s an incredible environment with supportive parents and supportive community, blessed with some great trails, and lots of good volunteer coaching,” says Mr. Bigelow.

The club incorporates fun intentionally into the season, such as through the club’s mini-Olympics and outings like a recent group trip to Lake O’Hara.

“We’re creating an environment where kids can develop athletically, and have a zest for doing it,” Mr. Bigelow says, pointing out that programs such as nordic lessons within the school system are helping to achieve that goal, as well as the club bringing on Tamela Hart as a conditioning coach this season.

The Toby Creek Nordic Club is working to build not only good athletes, but great people. Mr. Bigelow shares a slice of that process with the Pioneer, describing a training camp one day when he went for a run with a group of kids. They ended up on the shore of Lake Windermere at sunset. He talked to them about the privilege of being here right now, being able to do these kinds of things. It was a teachable moment for gratefulness and motivation, not just a step to becoming a better skier.

“I’ve been involved in sport for more than 50 years.

I’ve never seen such a group of outliers,” he comments.

“I’ve worked with tons of Olympians in tons of different sports. But these kids are really amazing; it’s pretty incredible what they can do.”

The paradox is that while they are working to build good people, the end result appears to be they are building good athletes at the same time.

“If you have fun and you’re developing good people, the results tend to come,” he muses.

The provincial championships were held in Salmon Arm this year, March 1st-3rd. About 10 Toby Creek athletes joined the almost 620 competitors at the meet.

Some of the clubs have a larger membership than the community of Invermere, such as Telemark in Kelowna and Holly Burn in Vancouver.

The Valley’s team had seven or eight top-five placings, some of them being merely seconds off the podium in heats with upwards of 50 kids.

“They did really well; we had fantastic results,” comments Mr. Bigelow. “To have that many top performers is pretty amazing,”

Whirlwind night of rock ‘n roll at Whitehouse Pub

By Lorene Keitch lorene@columbiavalleypioneer.com For an entertaining evening, head to the Whitehouse Pub this Saturday, March 23rd. Johnny Tornado (stage name for John Pettigrew) and band will be taking over the Windermere pub for an evening of blues and rock ‘n roll.

While a few songs border on country and western, and he picks up the acoustic guitar sometimes, much of Johnny Tornado’s set will be classic rock and blues.

“We do a few cover tunes,” he says, added into his

mix of original songs. The longtime blues man is bringing a bassist, harmonica player and drummer with him for the gig.

He has been playing on and off at the Whitehouse Pub for years, traveling from his home in the Slocan Valley to play with and for friends in the Columbia Valley.

“The Whitehouse is one of the best little roadhouses I’ve played in,” he remarks. “The atmosphere, the people – it’s a good crowd.”

The show is Saturday, March 23rd at 9:30 p.m., no cover charge.

Bylaw No. 2901 cited as “Regional District of East Kootenay – Upper Columbia Valley Zoning Bylaw No. 900, 1992 – Amendment Bylaw No. 347, 2018 (Windermere North / 814415 Alb Ltd)” will amend the zoning designation of part of the property from R-1, Single Family Residential Zone to P-3, Public Works and Utility Zone, add a definition for the term ‘Residential Solid Waste Collection Facility’, and add this to the list of permitted uses within the P-3 zone.

Classical night with La Cafamore Submitted by La Cafamore La Cafamore moves into its 11th season with a concert featuring works for string trio. Violinist and co-founder of the group, Carolyn Cameron explains: “our initial group was a string quartet which we would sometimes expand to include piano or clarinet. Our current situation is a pool of five musicians. What arrangement we do depends on musicians’ availability”.

Ms. Cameron adds that their last concert was a collaboration with violin, piano and a dancer.

“We would do another dance collaboration in a heartbeat, but this dancer is so talented and in demand that I don’t expect it will happen too often.”

Cellist Maria Wang will once again join the group along with co-founder and violist Alexis More.

“This is the first concert we have done with only these three musicians” says Ms. Cameron, “and I am really looking forward to it. Maria and Alexis are true collaborators who elevate the quality of performance with their team work. It is such a pleasure to collaborate with them.”

To those who may think that the string trio format is a poor cousin to the more popular string quartet format, Ms. Cameron has a word of advice.

“Check it out. You will be surprised at how rich the harmonies are with this configuration.” Ms. Cameron herself was among the sceptics until she picked out the repertoire for the upcoming concert.

“The Beethoven trio was written very early in his career and is hugely influenced by his teacher and mentor, Franz Joseph Haydn. One could very easily mistake it for a Haydn work, but even at this early stage in his career, Beethoven showed signs of what was to come,” she says. The Dohnanyi Serenade is rich in Hungarian tunes and rhythms, and is steeped in the influence of the late Romantic era.

Ms. Cameron feels that the crowd pleaser will be the opening number, Piazzolla’s Oblivion. Piazzolla was a 20th century composer whose specialty was the tango.

The group will embark on a six-town tour of the Kootenays. Invermere will be one of their last destinations.

“We have played in Invermere since the group began” says Ms. Cameron. “They have always been a wonderful audience, and their arts commun and press have been extremely welcoming. We really appreciate that”.

The show is Saturday, March 23rd, 7:30 p.m., at Christ Church Trinity. Admission is $20 per adult, children 12 and under are free. Advance tickets are available at Inspire Floral Boutique.

Remember, to dust you shall return

By Pastor Murray Wittke Valley Christian Assembly Some things you never forget. Two photos I saw recently brought back some old memories. The first was a 1973 Pen High Grad picture of my friend John.

His eyes are bright and his long blond hair flows onto his shoulders. He’s breaking into laughter. It’s a picture of joy. The second was of his headstone in Lakeview Cemetery where he was buried six months later. It says, “In loving memory of 18 smiling years.” I remember how John’s death rattled me. It made no sense. Clearly it wasn’t only old folks who died; young guys like me did too. I’d been living pretty recklessly up to that point.

John’s death gave me pause and prompted a season of serious reflection on my own mortality. Over the next few

years I began exploring the Bible and life’s big existential questions.

My search eventually led me to Christ. He was the answer I’d been looking for. The Good News of His death and resurrection gave me hope. Though someday I too will return to dust I won’t stay there. One day Christ will return and in a split second I will be raised. My earthly body will be changed into a body that will live forever.

Yes I’m dust, but dust is not my destiny.

Each year as the days lengthen, Ash Wednesday worshipers hear, “Remember that you are dust, and to dust you shall return.” Those ancient words call us to reflect upon our mortality, our sinfulness, and our need of a Savior. The 40 days of lent prepare us for Easter’s Good News. Christ has risen, conquering death and sin.

Though we are dust our creator loves us so much he became dust, died for us and rose from the grave. Because He lives, we also will live.

A lot of people are reluctant to ponder or prepare for the certainty of death. Some wait ‘till they’re married or have children. Others contemplate eternity as old age approaches. A few avoid the subject all together. Nevertheless, dust we are and to dust we shall return.
