PROGRESS Campbell River Economic Update 2017

The closing of the Elk Falls Mill in 2010 was a watershed moment for the economy of the Campbell River area.

The shuttering of the region’s largest employer created a period of uncertainty but now seven years on, it’s safe to say that the Campbell River area has recovered from that economic blow and is steadily building towards the future. The community is demonstrating a vibrancy and optimism that points to a bright tomorrow.

New businesses are setting up shop, large construction projects are winding down to their conclusion and the region has learned to rely on its greatest assets to create opportunities and keep people here. Throughout the post-Elk Falls period, the population of the region barely dipped proving the quality of life experienced here is something that people were not willing to give up. Now, it’s seen as a strength both in terms of liveability but also as an economic asset.

Today we present our Campbell River Progress economic update; a snapshot of economic opportunity as well as a celebration of business success.

BC Hydro Milestones It seems every day now, BC Hydro’s John Hart Generating Station replacement project reaches a new milestone.

That perception is understandable as the $1.093 billion project inches closer to its expected completion date of fall, 2018, four years after the project began in spring of 2014.

The goal of the project is to replace the aging John Hart Generating Station, built in 1947, to improve seismic performance, improve reliability and to protect downstream fish habitat. The modernization of the facility will ensure the hydro power operation continues to deliver clean, reliable energy for years to come.

The project is currently tracking on schedule to have the new generating station commissioned in fall 2018.

In June 2017, about 500 people were working on the construction site with the majority being local workers. The project just surpassed 2.2 million hours worked without a lost time accident. The number of people at the site will trend downward towards completion.

Over 100 vendors on Vancouver Island are being used to supply services to the project, with about 90 local companies providing supplies and services to date.

There are four main components to the project: • A replacement generating station with new equipment, constructed about 500-600 metres up the penstock corridor from the existing facility.

• Replacing three 1.8 kilometre pipelines (each with a diameter of 3.66 metres) with a single, 2.1 kilometre tunnel (8.1 metres in diameter).

• A new water intake at the John Hart Spillway Dam. • A new water bypass facility.

Meanwhile, in June, a critical milestone for the project was reached. That’s when excavation of the 1.575 km power tunnel was completed.

The final underground blast was held on June 26, completing all underground rock removals.

But as the project inches toward the future, the generating station’s history is continually at hand which is befitting a facility that is so much a part of the City of Campbell River’s past and present. Construction of the John Hart dam and generating station in 1947 put an indelible stamp on Campbell River’s 20th Century.

The dam was followed by the Elk Falls pulp and paper mill which ensured Campbell River

would be a prosperous community well into the 21st Century.

While the tunnel completion was a “bricks and mortar” type of milestone, in September, the project commemorated a milestone with a very human element to it.

Thats when 98-year-old Georgean Price shut down turbine No.5 at the old John Hart Generating Station itself.

Her late husband, Art Price, the first John Hart plant manager, was with John Hart to start up the first turbine at the generating station 70 years ago!

“It has been a lot of years and I remember how excited we were when the first turbine went into action, it was a Sunday I believe, and the whole province was excited,” Price said at a ceremony to mark the shutting down of turbine No. 5.

The first of six turbines to be shut down, Stephen Watson, BC Hydro spokesperson, said the next few will be shut down in early 2018 so that construction crews can work on the substation and begin the transition from the old site to the new site.

“It’s just another step in the process but today is about the history, celebrating the history of this facility and what it has done for the community,” Watson said at the ceremony.

The Price family lived in Hydro Hollow, a small community of houses that was once located beside the generating station for many years.

“I have such wonderful memories of growing up in the old hydro town site,” said Joan Miller, Price’s daughter.

“The experience created strong bonds between the families that lived and worked together. Now, by participating as a community member on the liaison committee, it allows me to feel that in some small way our family will stay connected with the John Hart facility well into the future.”

In the fall of 2018, the new generating station is scheduled to be fully operational and all of the turbines in the old station will be shut down. It will be an emotional moment for the hundreds of people who have worked on the project.

“Bit of mixed emotions for Hydro too…of course what is going to be great is the amazing facility that Inpower B.C. is building, it’s a fantastic facility, so unique,” Watson said.

“It’s one of the things that puts us ahead, the unlimited kilometer warranty,” he said. “So it’s time-based, the warranty’s three years for your basic and five years for your power train regardless of how many kilometres you put on the car, you can put on 60,000 a year and you’re still good for three years.”

Duns says the “five years three months” they’ve been in their sparkling new dealership and new location have been great.

They are ahead of last year for sales and Duns sees Campbell River’s future in a very positive light.

“Based on the development I see around Campbell River I don’t see it slowing down,” he said. “Housing is booming, things are happening.

Anyone who has turned their head on their way by North Island College’s Campbell River campus lately has seen the machines and construction trailers, the trees coming down and the reflective vests walking around the property.

The $13.5-million upgrade project on the facility is set to replace the aging Vigar Vocational Centre on Vigar Road at the other end of town and consolidate the college’s Campbell River campuses into one new facility – which is part expansion and part renovation to the current building.

The expansion aspect includes a 14,531-squarefoot addition which will house the professional cook teaching kitchen and cafeteria, a 12,379-square-foot addition containing science labs and classrooms and a 3,767-square-foot aircraft structures shop for a total of almost 60,000 square feet of additions. This is in addition to the 43,000 square feet of renovations to the existing facility.

Those renovations will include a new simulation lab and mock home care suites for practical nursing students, a new student common area, a redesigned library and an Aboriginal students’ lounge and study area with adjacent office space for the Elder in Residence. It will also see the physical separation of North Island College from Timberline Secondary by incorporating what is being called a “duplex-style floor plan.”

This means Timberline Secondary – which has been a part of the NIC campus since it opened in 1998 – will need to do renovations, as well. The most significant of which is the new shop facility being added to the north end of the facility, beside the gymnasium.

“This moment is our opportunity to look forward, because in 20 years, what will be inherited from the decisions we make right now? What’s exciting for me, personally and professionally, is the opportunity to influence an outcome that will not only benefit our kids right now, but also 5, 10, 20 years down the road,” says Timberline principal, Dr. Jeremy Morrow.

“It’s going to be a game changer for the college

The equipment got to work clearing and preparing the property almost immediately after the announcement this spring, according to Randall Heidt, vice president of strategic initiatives for NIC, but it’s an ongoing planning and logistical process, so there’s no definitive timeline on the work.

The idea is to build the new buildings around the perimeter of the grounds and move classes into those areas before beginning the major renovation work on the current building, Heidt says.

Once the new heavy duty mechanics building is done, for example, that program can move into that new building so they aren’t disturbed by the work being done on the library and learning commons area in the main facility.

“We’ve got really good experts in our facilities department, as well as the contractors, who are used to doing things like this, and they’ve got it all planned out so it will have the least amount of disruption possible,” Heidt says. “Anybody who has gone through a home renovation will know that there’s going to be some disruption, but they’re professionals and they’re doing everything they can to keep it to a minimum.”

One of those people is NIC’s Director of Facilities Management David Graham, who says part of the reason they have broken the project up into smaller phases is to enable more local companies to be a part of the work.

“We don’t have a hard number in terms of how many people we’ll need, but when we hit our peak, we’ll have two full crews running, starting at 5 a.m.ish and another crew will take over and go until 8 or 9 p.m. It’s hard to say, because we’re breaking the work packages up into smaller groups so more local groups

can bid on it,” Graham says. “If we, for instance, tendered out all the mechanical, it’s probably $3 million and that’s just too big for smaller local companies. To have eight or 10 guys on site for, you know, eight months solid, if you have other customers, it’s hard to manage that kind of manpower being tied up somewhere.”

Graham also says they’re always taking resumes at their field office on site for those interested in working on the project.

The renovation and expansion will create much more of a separation between North Island College and Timberline. Currently, the two institutions share many spaces, and students from both intermingle in the hallways much more than they will in the future – although they will still be physically connected.

Part of the reason they are separating the college from the high school a bit more physically, Heidt says, is in an attempt to increase retention of students moving from secondary to post-secondary.

“That was the idea, I think, originally, when they designed the facility, but I don’t think it was effective as the people who designed it would have liked,” Heidt says. “By doing this, it allows them to have a high school experience and a college experience and not necessarily be mingled for all of those years. A lot of the high school students may not want to walk the same halls in college that they did in high school and this allows them to have a separate college identity than they did in high school.”

Mayor Andy Adams calls the project “great news not only for Campbell River, but the whole North Island.”

“We really serve Alert Bay, Port Alice, Port McNeill, Port Hardy and all of the folks who come here to do take these programs,” adding that he intends to push the Ministry of Advanced Education to make the currently-temporary aquaculture and Film and Television programs permanent, “because we really see those as part of not only the overall diversification for NIC, but also the diversification of the economy here on the North Island.”

Helping to Build Futures

Two Campbell River families are the proud new owners of Habitat for Humanity homes.

On Oct. 21, Amy and Stefan Odowichuk and their two children, Gavin, 9 and Ashli, 6 as well as Bobbi Frederick and her two youngest children, Thea, 13 and Skye, 8 moved into either side of the first duplex built as part of a multi-family living complex at 477 Hilchey Road.

The Odowichuks left behind a rental with many health and safety issues.

The Odowichuks said that a Habitat home for them will be, “a safe and healthy place that is warm and inviting. A place we can enjoy raising our family and the kids can be kids.”

Frederick is most excited to provide a permanent home for her family to make memories in, and to not have to worry about moving again.

“I want to have a place where my children and their children can feel safe and secure,” Frederick says. “I want to be able to provide a place we can call our own

and not anticipate another move.”

Habitat for Humanity is in the midst of its fourth build in Campbell River. The latest is an 11-unit development comprised of four duplexes and one triplex. Construction is expected to last for three years.

Pat McKenna, executive director of Habitat for Humanity Vancouver Island North, said families have already been selected for upcoming phases of the build which are well underway.

“The next foundations will be poured in late 2017 or early 2018,” he said.

This most recent build is the fourth for Habitat in Campbell River, following the success of duplexes built by volunteers on Maple Street, another on Hilchey and Dalton Road. All totaled, the homes have provided home ownership to six local families.

The newest project will bring that total to 17 families.

McKenna said Habitat wants to continue building in Campbell River because the homes are giving hardworking people a hand up and an opportunity they may not otherwise get.

“Affordable home ownership helps break the cycle of poverty and it’s a path for Canadians into the middle class,” McKenna said. “Thirty-nine per cent of families who buy their own home come from social housing.

“Our program helps to free up much needed units in social and rental housing as well as helping families move into traditional housing,” McKenna said.

Habitat for Humanity builds homes for families who otherwise could not afford a mortgage. Habitat homeowners make monthly loan payments that are based on approximately 30 per cent of their gross monthly household income. Owners must also put in 500 hours of ‘sweat equity’ which typically consists of volunteering to help build their home.

Successful homeowner applicants must have a regular income that is not Employment Insurance or Income Assistance and they must have full custody of at least one child under the age of 18.

The future of our health and wellness Project comes to a close as doors to the new hospital open.

Since opening day in mid-September the volunteers staffing the Volunteer Information Desk at Campbell River’s new hospital supported over 4,000 people, almost half the amount they served in a year at the old site.

The Medical Imaging host volunteers supported more than 1,000 patients in September.

The Campbell River campus of North Island Hospital is 348,000 sq. ft. with single patient rooms, bathrooms and carefully positioned hand wash stations to help reduce infections. There are 95 acute care beds which include 72 in patient beds, six intensive care beds, seven telemetry beds, seven maternity beds and three pediatric beds. There are also four operating rooms, 12 surgical daycare beds, 10 post-anesthetic recovery beds, five procedure rooms, seven chemo beds, seven medical daycare beds and 29 emergency beds.

The facility features enhanced and expanded Emergency Rooms and operating rooms, additional intensive care capacity and a shift to labour, delivery, recovery, and postpartum rooms providing a family-centric birthing model for newborns, mothers and families.

Christy Clark announced the $266-million project on April 26, 2012. Hospital taxes increased the year before in an attempt to cover the price tag.

Site preparation for the Campbell River Hospital began April 3, 2013 and construction began on July 7, 2014. One month later the health minister at the time, Terry Lake, as well as other officials celebrated the Comox Valley and Campbell River projects with a ground breaking ceremony.

From there came the community consultations and the public information sessions.

At one point Dr. Jeff Beselt, chief of staff at the Campbell River Hospital, reported that nearly 80 per cent of

Campbell River physicians supported the new hospital’s location, size, 95-bed count and $266 million cost.

The announcement that the no psyche beds would be included at the Campbell River Hospital but would stay in the Comox Valley was discussed at one such quarterly public meeting in September 2015.

“Were there ever plans to include a psychiatric department up here, and if so, why was that scrapped?” asked an audience member.

“Originally there was,” said Tom Sparrow, chief project officer of the North Island Hospitals Project. “But because the psych unit is already set up in the Courtenay area, the psychiatrists and all of the support staff already live in that area. For us to actually flip it over and bring it up here, it would have meant they would have all had to move up here, as well.”

Another issue that arose with the construction of the new hospital and parkade in Campbell River was paying for parking on site. Island Health said it intended to charge for hospital parking in order to pay for parking lot management, maintenance and security.

But there was a public and political outcry and the Campbell River city council took matters into their own hands. Last February they passed a bylaw amendment banning parking fees on any land zoned Public Areas One-which applies to the new hospital- in the city.

The helipad is a more recent issue that has come to light. Experts say the size and location of the helipad limits access my most helicopters flown in B.C. Transportation Canada was seen testing the helipad in late September as part of their certification process.

With fallbacks there were also moments of excitement and celebration.

At a public information meeting in November of last year, representatives from Island Health spoke of shifting thinking towards keeping people out of the hospital by caring for seniors where they choose to live, keeping kids healthy and supporting people with mental health or addictions issues before they ever need to come to the hospital.

“When I think of health care it’s not just about the nice shiny building that we are building and what we are going to start talking about in Island Health, the conversations we are going to start having in January in this community, is about community health and care,” said Pauline Bernard, Campbell River, Courtenay and Comox director, at the meeting.

Saving the environment was also top of mind for the projects as officials also spoke of the hospitals leading the way in energy conservation and carbon emission

reductions in April of 2016.

“The new hospitals in Campbell River and Comox Valley will not only be leaders when it comes to providing the highest level of patient-centred care, they will be global trailblazers with their environmentally-friendly footprint,” said Health Minister at the time Terry Lake.

“These facilities are going to serve as models when other hospitals are planned in the future.”

According to the news release, the North Island Hospital Projects are designed to be the most energy efficient in the province and will be among the most efficient hospitals in the world.

The project was also recognized with various awards.

In 2016 the project design builder won Gold in the Builder/General Contractor Commercial over $500 million category at the Constructech magazine’s Vision Awards.

Earlier in 2015 the project won Social Infrastructure/ PPP Deal of the Year at the IJGlobal Americas Awards.

In 2014 the project was recognized by the Canadian Council for Public-Private Partnerships with the Silver Award for Infrastructure Sustainability.

On top of ground breaking design and environmental awareness, the project was also the first public-private partnership project to be issued a green bond in North America and the fist issued in Canada to finance public infrastructure. The green bond is a 32.3 year loan issued

by Tandem Health Partners with the proceeds going exclusively for projects with environmental benefits. They were first introduced by the World Bank in 2008.

But the project wasn’t just about international accolades and leading edge design, the community got involved as well.

Thanks to a project that brought together Island Health, First Nations communities and local experts, the Campbell River Hospital will have gardens of traditional plants and medicinal herbs.

A planting ceremony was held at the Comox Valley campus earlier this year, another is planned in Campbell River next year.

“The World Health Organization has acknowledged the importance of traditional healing…” said Chief Nicole Rempel. “Our plant medicines have been here for generations, to support the wellbeing of our First Nations people, and we are generous in sharing our knowledge with the community. I’m proud to be a part of the garden that’s in front of the hospital. It’s a dream com-

ing true, to see our plants being acknowledged for their medicinal properties.”

Other local involvement includes the operator of the retail food service at the hospitals in the Comox Valley and Campbell River. Rocky Mountain Cafe was chosen for the contract after the request for proposals process last November.

“Rocky Mountain Coffee has always had one vision; catering to our community with high quality meals,” said General Manager David Gan, at the time of the announcement. “We work with the best local producers, sourcing premium ingredients and preparing them with passion, quality and excellence. We offer a warm and cozy place where people can meet, share a meal and make great memories.”

While one company will provide food, another contributed to add cultural elements to the projects. Last March Timberwest pledged $100,000 to the hospital project to create a healthcare setting that is welcoming and reflective of the environment and traditional territories within which the two campuses are situated.

And still another, the Mailman family, contributed $2.2 million towards the purchase of an MRI scanner at each campus.

With all of the promises, changes and investment, it was a bittersweet move to the new location. In mid-May the staff held a going away party and invited current and past staff to remember the great things that happened in the old hospital and celebrate the good to come in the new hospital.

Currently the old hospital is being carefully dismantled piece by piece and there are plans to reuse the land for additional parking as well as a green space with walking trails.

Part of the success came from the $2.5 million re-do of their dealership, including a six-car show room and their state of the art drivethrough service bay, but Graham says most of the success came from the people.

“Our people, our culture, we have some really great people,” he said. “It’s a family-cultured store now, we have a transparent selling process where we tell you what you need to know and we don’t hide things from you. We’re beyond that.”

The dealership’s success has been huge and in late October they opened their Toyota Certified Used Car Super Centre, directly behind their main dealership.

“I feel good about the economy in the Campbell River area, that’s why I came back,” said Graham. “There are so many things going on here. We’re getting a lot more fleet business,

“It’s reasonable to buy a house here and it helps in attracting staff because, combined with affordability, the area is such a great place in which to live and enjoy the great outdoors,” he said.

“At one time it was hard to get the right people in the right place. But because of the way the economy is going and all the positive news that’s coming up, combined with our overall standard of living, it makes Campbell River not just a destination for tourists and retirees, but young professionals who want a part of this life, a part of this culture.”

And, in that, he says, Campbell River’s diversity creates a solid foundation that perhaps didn’t exist in the past.

He said the one-horse town reputation of Campbell River and the region is far past its historic reputation.

“There’s not just one sector now, there are

many, and with them, the other sectors grow.

And we see the older sectors, like forestry, mining and fish farms continuing to flourish. It is all a great mix of business and social enterprise that makes Campbell River so very special.”

Grand Plans for Campbell River

Golf & Country Club

There are big things happening at the golf course on Peterson Road.

After Sequoia Springs Golf Course was purchased by the Mailman family, the new owners immediately got to work re-imagining what the property could be.

One of the first things they did was change the name.

It’s now the Campbell River Golf and Country Club.

“We’re bringing it back to its roots, in a way,” says general manager Amanda Raleigh. The course originally held that name, she says, “many, many, many years ago, and we’re excited to be bringing it back.”

They wanted the term “country club” in the name, she says, “because golf is only going to be one facet of what we do here. We wanted a name that would encompass the many different areas and services we’re going to be providing. When you think of a ‘country club,’ you don’t just think ‘golf.’ You think of all the amenities they’ll have.”

Some, however, hear the term “country club” and think about exclusion. They think about pretentious elitists.

“Sure, some picture that,” Raleigh admits, “but that’s not what this is. This isn’t the pretentious kind of country club. This isn’t your grandpa’s country club or the kind of country club you see on TV. This is a family environment that is inclusive and welcoming for everyone.”

The next thing they started on, after the name, was the clubhouse.

That work will involve transforming the clubhouse into two full, separate restaurants – one casual and one fine-dining – and upstairs becoming a full banquet facility holding at least 200 people, but with the ability to section it into smaller rooms, as well.

But in order to do that, the pro shop needs to go.

“We’re putting the pro shop in its own, standalone building, the driving range will go in and we’ll be starting the redesign of the golf course itself.”

That redesign is being done by one of the premier golf course design firms in the country: Graham Cook &Associates. They are the team responsible for other B.C. gems such as Crown Isle just down the road in Courtenay, both Sun Rivers and The Dunes in Kamloops, The Harvest in Kelowna, Talking Rock in Chase and Shadow Mountain in Cranbrook, among others.

Yes, it’s certainly a grand plan. In fact, they have even called it that.

Grand Plan 2018 is what they are calling the work being done right now, leading up to the completion of the course, clubhouse and practice facility.

And speaking of the practice facility, the plan is for it to include a full-length, heated driving range with lounge chair seating, TVs, automatic ball dispensers and food and beverage service operating year-round. They say they practice area will also include a short-game area where golfers can work on their putting, chipping and bunker play.

And if golfers need a little help with their game, the facility is also launching a golf academy in the afternoons that will offer “advanced teaching and training opportunities to improve golfers’ game at any level.”

On top of all that, they are also constructing a brand new clubhouse and pro shop on the property, complete with “men’s and ladies’ locker rooms, underground power cart storage and on-site golf club repairs.”

Yes, it’s an exciting time, Raleigh says.

“I’m really excited. It seems like everyone’s really excited. I’ve heard a lot from the people in the neighbourhood – even those who aren’t golfers. All of the positive feedback we’ve been getting has been very, very encouraging.”

Transforming

Campbellton

The Campbellton Neighbourhood Association (CNA) is working to transform the northern end of the city.

Two large projects in particular – a floatplane entrance feature along the highway and creating access to the Campbell River – are currently underway.

The Rescue the River project, which involves restoring public access to the shores of the Campbell River at several sports in the Campbellton area, includes the creation of a small park at the end of Spruce Street.

The Neighbourhood Association recently received a $15,000 grant from FortisBC to help make it happen.

“This is a key event for the CNA,” said Brian Shaw, chair of the Campbellton Neighbourhood Association, noting it gives much-needed impetus to Rescue the River.

“This progress on the Spruce Street parklet idea also will give momentum to our other projects, too by providing proof that the CNA’s efforts are credible and really are benefitting the local community,” he said, citing especially the soon-coming installation of an entrance feature and tourist pullout on city land on 14th Avenue between the north and southbound lanes of the new Island Highway.

Shaw said the CNA’s plans envision several other public-access developments in Campbellton including adding a very scenic viewpoint and bench on 20th Avenue and similar facilities between the bridges on Tamarack and Willow streets as well as the

Maple Street concept already developed.

The CNA plans there include putting a reconstructed Beaver floatplane on a pedestal and adding signage and maps that could help tourists realize what services and facilities are available in the city as a whole.

Shaw said assembly of the plane recently was completed by Sealand Aviation, which donated the parts and services to do so, and now the city will specify the appropriate spot while McElhanney Consulting Services Ltd. designs the pedestal.

“These projects give further evidence that the CNA has made a lot of progress in its brief existence,” said Shaw, citing traffic, pedestrian and lighting improvements, creation of an award-winning community garden on 15th Avenue near Petersen Road, beautification projects including the erection of dozens of artistic banners on light poles and replanting of about 20 flower boxes, and the launch of an annual Campbellton Days event on the B.C. Day long weekend to help promote local businesses.

The CNA also runs the beverage facility for the annual Salmon Festival and logger sports event in Campbellton.

“For a relatively small group of business and community activists we’re really getting a lot done,” said Shaw, emphasizing that new participants, new memberships and further donations are always welcome.

Badinotti unveiled a specialized net cleaning boat Earlier this year Badinotti Net Services Canada unveiled a new, specially designed, fish farm net cleaning boat.

It was designed to accommodate for the movement away from antifouling coatings (such as copper) on fish farm nets.

“Our company over the last three years has been operating with other vessels, but we knew we had to get more efficient,” said Kevin Onclin, CEO of Badinotti Net Services Canada, in March when the new vessel was revealed.

From the initial idea to the completion of manufacturing, is was a two-year project and Onclin said the boat and all the equipment on board is worth $2.5 million.

Onclin contracted Armstrong Marine Inc. to create his vision.

In total, construction took about six months.

“I was really looking

for specific expertise in catamarans,” he said. “You are spending most of your time at the farm, you have distances between the farm but really most of your time is spent on the farm so you want a nice platform that your staff feel comfortable on. It’s safe, you can run a crane, you aren’t worried about stability.”

The boat is a fully-equipped work platform. The remotely operated net cleaners (RONCs) are controlled from two pilot chairs in a control room at the back of the vessel.

“It’s a lot like a video game, you’ve got a joystick for each side of you and you are basically just watching what’s happening on the monitors,” said Chris Chambers of Passage Marine Mechanics, one of Badinotti’s contractors.

The pontoons on either side of the vessel house the engines,the generator, the

desalinator and the hot water tank.

“That is basically a full service boat, like a little city, anything you have got in your house we’ve got on the boat,” Chambers said.

With the desalinator on board, the crew can make fresh water both for themselves as well as to prolong the life of the machinery on board that is consistently exposed to salt water.

“What you want to do is soak it up, run fresh water through it as much as you can and that extends the life, reduces our maintenance costs, that sort of thing,” Onclin said.

What is basically a giant pressure washer, the vital piece of equipment that allows Badinotti to do what they do, according Chambers, is housed in the centre of the vessel. It pumps around 700 litres of water per minute at

5,000 psi.

The staff quarters are located at the front of the boat, with two bunks below on either side, a storage room on one and a full bathroom on the other.

There are three crew

members on board during a shift. As well as extensive inhouse training, they have small vessel operator’s licenses, crane operating licences and their WHIMIS, first aid and marine radio operation certifications.

But what you don’t know is the commitment that takes. The salmon is usually delivered by Marine Harvest the Thursday or Friday before the event. Then it has to be prepped. Then Kermit’s wife makes all the sauces from scratch at home.

And, in the case of a charity golf tournament, it’s five to six hours cooking and handing out the salmon to hungry golfers. After that? Four hours of clean up on the barbeque.

That’s a tough haul for anyone, but when you consider the Dahls work seven days a week, a lot of times from dawn to dusk, that is a lot of commitment.

“We’re just so grateful for the support we get from Campbell River,” said Kermit. “It’s our way of giving back.

“We do a lot of it just because we want to help everyone and we have a lot of fun as a family being at the golf tournament and talking to everyone and giving out the salmon.”

Since Kermit bought the business in 2011, it has seen double digit growth, not just in tires, but in oil changes, brake and steering servicing, and tune ups.

“It’s about reliability and the re-sale value of the Honda,” said Estey. “The ownership cycle is different because of that.”

And when you get a good vehicle and follow the maintenance schedules, the Honda makes its owner very happy.

“It’s fun to see some cars in the shop with 400, 000 kilometres on them and it’s also interesting to see how people are proud of how their vehicle has lasted,” said Estey.

Aside from great cars, one of Honda’s newest models that came out in 2016 makes it easier for people to go up to an SUV-like vehicle.

“The Honda HRV is a little smaller than the regular-sized CRV SUV that people have known for so long,” said Estey. “And that allows people to move from the smaller sedans into the SUV sort of segment without the SUV costs.”

The HRV, he says, is an affordable entry-level SUV with available four-wheel drive and they’ve been really popular.

With a refreshed show room that is “super sharp,” Estey says the dealership now has a special hometown feeling to it that bodes well for the future.

Reaching full potential Sometimes you only have to look as far as your backyard for economic opportunity.

The Wei Wai Kum First Nation found that out recently when it took a good long look at a mainstay of the band’s economic assets. The Thunderbird RV Park appeared to be one of those things that wasn’t broke and didn’t need fixing.

“That campground has always done well economically,” says Chief Councillor Bob Pollard, who’s lived on this reserve with about half the Nation’s approximately 800 members all his life.

The Thunderbird RV Park has been cultivated into a friendly, service-oriented campsite for RVs and tenters. Each year it hosts a highly successful annual fishing derby and barbecue, and about 80 per cent of its clientele returns year after year.

But Pollard and the Nation started wondering if Thunderbird’s true potential hadn’t yet been tapped. The campground’s demographics had been shifting over time, fewer families were using it but more full time RV’ers were showing up, taking advantage of a low Canadian dollar.

In addition, more and more guests are coming from overseas (Europe, primarily), seeking ecotourism activities, like whale-watching and bear viewing, and introductions to indigenous cultures – and they are willing to stay for weeks.

Some park visitors are local to Campbell River and work from home, and feel the need to “get away” for the summer – but not too far. Others are just working in the area temporarily, or are vacationing from elsewhere on Vancouver Island and choosing to avoid ferry fees.

It all adds up to unceasing demand for the park’s 53 serviced RV sites, with many sites booked a year in advance and up to 30 RVs a day being turned away during the high season.

At the same time, the park’s tenting area was under-used, sometimes generating as little as $1,500 a year, and there were more and more unsolicited inquiries about whether Thunderbird had cottages.

“The question became: Can Thunderbird do more for us?” says Chief Pollard.

Inspired by another Indigenous community that was profitably flying groups of trout-fishers into a remote location, Pollard started generating ideas with Wei Wai Kum Council members, band staff, Thunderbird RV Park manager Sandra Malone, and Coast Funds.

“Everyone was involved,” he remembers. “We recognized that you have to have something more than a campground. It was amazing, all the ideas that came out to attract people. And sure,

some went in the wastebasket!”

Cottages looked like a promising way to reach an additional market. So, a comprehensive plan with detailed cash projections was developed and presented

their coveted seaside views, to make way for cottages. But it became clear that optimizing views for those higher-end services was in the Nation’s best interest.

The Nation opted to rededicate six of those seaside sites for cottages, and apply for a second phase of Coast Funds’ investment towards construction of 18 additional fullyserviced RV sites.

New cottages are now available to rent at the Thunderbird RV Park & Resort.

Planning sessions debated tough questions in a series of meetings held in collaboration with Coast Funds. Should the cottages be basic and rustic, or more like condos? One storey or two? To what level should they be made accessible?

Ultimately, Wei Wai Kum chose a cross between beach cottage and nice hotel, made two of the cottages two-storey, and ensured that all of the cottages (and on-site showers for RV guests) were reasonably accessible on the ground floor.

Where to put the cottages was another question. No one was keen to move the business’ most loyal RV customers, with

Further analysis also revealed that, rather than five cottages, it made more sense to construct four cottages and additional space for on-site laundry, storage, and guest showers. This would support cottage servicing, expand services for guests, and generate additional revenue.

Once funding from Coast Funds was approved, cottage construction began in fall 2015. Additional RV site construction followed in fall 2016.

Today, the completed cottages offer private, front-row views of the estuary and all of its waterborne traffic – like seabirds, swans, kayakers, seaplanes, and occasionally, whales. But backwoods they aren’t.

Airy with sea-and-sky tones but warmed by touches of marine decor and floorings suggestive of rustic hardwood and, these cottages say “comfortable”. They include well-designed kitchens, quality appliances and classy finishings, generous pillows and quality linens, electric fireplaces, jet tubs, and hot tubs on shaded private porches.

Malone says the cottages are about 95 per cent booked in the high season, about 50 to 60 percent booked during their first (only) shoulder season, and completely taken up over Christmas.

The 18 new RV sites, including the extra-long sites that accommodate RVers towing boats, have been snapped up by extended-stay visitors. If these RVers’ friendly waves, numerous plant pots, and extensive outdoor furniture setups are any indication, these campers are happy to call this place home for as long as possible.

The Wei Wai Kum concluded that sometimes, proven assets, like Thunderbird RV Park are left to just “coast” — with people thinking that if something’s not broken, it shouldn’t be tampered with.

“This is a good example of how you can take a very strategic look at something that already works,” says Chris Roberts, Regional Economic Development Officer for Nanwakolas Council Society, “and find opportunities to actually create more benefits for the community.”

B.C. aquaculture products are the province’s largest agricultural export by value and Fisheries and Oceans Minister Dominic LeBlanc said their importance and value can only grow.

Fish and seafood exports from Canada reached a record $6.6 billion in 2016, with exports to 136 countries.

“The B.C. aquaculture regulatory program has tougher environmental standards than anywhere else in the country, and yet the public perception in many cases does not reflect this very basic reality,” LeBlanc said. “To create better conditions for social license necessary to grow your business, I think we must collectively improve the transparency and understanding of these safe, healthy practices followed by aquaculture operators.”

An industry analysis presented by accounting firm MNP calculated that from 2013 to 2016, the B.C. salmon industry grew by 37 per cent in output value, by 33 per cent in employment and by almost 40 per cent in revenue to government.

LeBlanc said that trend is likely to continue as wild fish stocks diminish and changing ocean conditions put more value on the country’s vast coastal region and cold waters.

Meanwhile in Norway, exports of farmed salmon and trout are also growing and the country is working on new technology to increase its environmental safety and efficiency, according to Norway’s Ambassador to Canada, Anne Kari sen Ovind, who spoke at the Salmon Farmer’s Association annual conference earlier in October.

Ovind said Norway is launching a new regulatory regime based on the work of former prime minister Gro Harlem Brundtland, who led a landmark 1987 study of sustainable development and served as director-general of the World Health Organization from 1998 to 2003.

As aquaculture and the demand for seafood expands, so too has the investment in training in the field.

Last May the Natural Sciences and Engineering Research Council of Canada awarded North Island College’s Centre of Applied Research, Technology and Innovation a $134,000 grant to diversity BC’s shellfish industry.

Under the current system, larger hatcheries supply hundreds of farm sites along the B.C. and Pacific Northwest coast.

“With climate change, we know the whole coast isn’t changing the same way at the same time,” said Dr. Stephen Cross, NIC’s NSERC-funded Industrial Research Chair for Colleges in Sustainable Aquaculture, at the time of the announcement.

“Individual bays may have quite different growing conditions based on the amount of fresh water they get, the tidal mixing, temperature, pH – all of it.”

He added that producers often transport seed hundreds of kilometres with no guarantee of results.

“Introduced into variable local conditions, this hatchery seed may not have time to adapt to all local growing conditions, which could mean 100 per cent survival or 100 per cent mortality,” said Cross.

“We want to see if we can produce a piece of technology affordable to operate on-site that could then diversify seed production for farms on the coast.”

Also announced this year was the aquaculture technician program will begin in Sept. 2018 at the Campbell River North Island College campus, with the goal of offering an Aquaculture Technician diploma by 2019.

The program would qualify students to support aquatic food production for marine, freshwater and land-based systems.

The investment in aquaculture goes beyond training and into research as well.

This year the BC Salmon Farmers Association’s independent Science Advisory Council approved $170,000 in funding through the Marine Environmental Research Program for three major projects.

The first is researchers at the University of PEI and the Atlantic Veterinary College and University of St. Andrews in Scotland looking into spatial and temporal patterns of sea lice infestations on farm-raised salmon on the B.C. coast.

The team at UPEI have integrated data from several monitoring programs across the B.C. coast over a 16-year period into a single data set.

The data was collected from over 300 locations covering 12 regions along the B.C. coast.

Altogether, one million fish were captured and 25 per cent of them were assessed for sea lice.

The data will provide an integrated picture of sea lice infestation patterns on wild salmon populations in B.C. The second, right here in B.C., is researchers at the BC Centre for Aquatic Health Sciences, as well as Fisheries and Oceans Canada trying to isolate the bacteriums, aeronmans salmonicida and piscirikettsia salmonis, from farmed and wild salmon in B.C. to support diagnostic test evaluation and epidemiological studies.

The team will develop specific diagnostic assays to detect the pathogens in samples of fish and later the environment. In this way mitigation strategies can be

This project will advance the understanding of the genomics of pathogens endemic to B.C. that are having an affect on farm raised salmon. The data will inform the development of vaccine and treatment methods as well as enable the identification of previously unrecognized genomic features.

The third is researchers at the BC Centre for Aquatic Health Sciences, Fisheries and Oceans, and Marine Harvest Canada investigating the use of perch as sea lice cleaner fish for farmed salmon.

The use of one kind of fish to “clean” another is a proven method of managing sea lice in salmon culture in Norway and Scotland, however this research is the first on fish native to B.C. waters.

Several preliminary trials, conducted at the DFO centre for aquaculture and environmental research, determined that kelp and pile perch will clean sea lice off of experimentally-infested salmon.

Researchers looked at differences in cleaning activity between the two species of perch and in different sizes of the perch and at cleaning preferences in terms of sea lice life history, location of sea lice on salmon and behaviour of cleaning in the lab.

As well as these three new projects, there are three projects that are receiving ongoing funding including a project looking at Pacific salmon migration, looking at the structure and function of the salmon farm “reef” and examining marine reservoirs of infectious agents associated with proliferative gill disorders in farmed salmon.

There’s finally a plan for the 3.5-acre site

After well over a decade of frustration, numerous public consultation sessions and presentations from members of the public with ideas on what the property should become, the City of Campbell River’s Waterfront Task Force presented its vision for the City of Campbell River’s controversial 3.5-acre downtown waterfront property recently, complete with architectural drawings and models.

Stephen Cohlmeyer, the architect on the project proposal, says they took the community consultation that has been happening for quite some time and tried to incorporate all the important facets being heard from the public: that the space remain as public property, that it continue the waterfront pedestrian and cycling route, that it provide significant public park space and that it provide services that “enhance the recreational, cultural and intellectual richness of the community.”

To that end, the proposal is to build a large park and plaza area with walking and cycling trails along the waterfront and a three-storey building that will house the Centre for Aquatic Health Sciences, an aquarium, a restaurant and conference centre – along with a mixed-use “incubator” area for local entrepreneurs to sell locally-produced products and an indoor market area with room for art displays.

Mayor Andy Adams says they received at least three separate proposals for a performing arts centre of some kind, but that didn’t seem appropriate due to all the work that has been done on the Tidemark Theatre lately. They did, however, like the idea of having another space that would perform a similar role, but for smaller audiences, incorporated into the design.

Adams says the idea was that they want to compliment – not compete – with the other venues around town.

“What we’ve done here is propose a 220-seat lecture theatre that is in the midpoint between the Timberline Theatre, the

Rivercity Players and the Tidemark that is a similar size to the Shaw Theatre in the Nanaimo Convention Centre that could be for things like lectures during conferences, city council meetings, regional district meetings, First Nations band meetings, TED Talks, that kind of thing.”

But the main focus of the building, in some ways, will be to house academic, science and educational opportunities, Adams says.

“If we focus on who we are, we can do something unique here that ties in with the Campbell River Salmon Foundation, the Pacific Salmon Foundation, the BC Centre for Aquatic Health Sciences, the North Island College aquatic programs – we’ve got the Tula Foundation here, as well – maybe we can attract some more.”

Despite the plan being relatively fleshed out at this point, there are no plans to get shovels in the ground anytime soon and no timeline on when the plan could become a reality – mainly due to the funding complication.

Even if there is 100 per cent buy-in once people see the plan, Adams says, “we’re still looking at a $24-$25-million project.

Knowing that there are some potential anchor tenants and the funding that could come along with that, that still leaves a significant amount.”

Adams says it’s possible that it will be done in stages, “where we maybe do the waterfront walkway and park area first, because that’s what people seem to really want most, and that would buy us some time to go out and leverage some federal, provincial, corporate, private and non-profit agencies.”
