Supreme Court decision requiring bankrupt companies to clean up old wells hailed

Alberta surface rights activists are hailing a Supreme Court of Canada ruling that will make bankrupt companies pay to clean up old wells.

The rock-solid reinforcement of the polluter-pays approach will benefit landowners and reduce opportunities for energy companies to wriggle out of their obligations, say activists.

The decision is expected to have far-reaching implications for the province’s showcase industry.

“I think the decision is good one way, but it’s really going to impact Alberta in a big way,” said Don Bester, of the Alberta Surface Rights Action Group.

Canada’s highest court has ruled a trustee for a bankrupt Alberta energy company cannot ditch its obligation to clean up unprofitable wells left on agricultural land. The decision overturns an Alberta Court of Appeal ruling that allowed bankrupt energy companies to avoid the cost of cleaning up unprofitable and unreclaimed wells when their assets were sold off

to creditors.

“Polluter pays was the intent of the law,” said Bester, who spent more than 30 years in the oil and gas business before turning to farming in the Innisfail area.

“If you cause the problem, you pay for it.”

Too often, that is not what was happening, he said. Smaller companies with nowhere near the assets necessary to clean up after themselves would go bankrupt. Unreclaimed wells were often dumped on the Orphan Well Association, an industry-led group that collects fees to do well cleanups.

Bester expects a lot more wells will get handed off to the orphan well program and “they can’t keep up to what they’ve got now.”

The Orphan Well Association lists 3,127 abandoned wells as of Jan. 28 on its website, but Bester said there are thousands more that have not been added to the list.

Sylvan Lake municipalities team up for future

Getting all eight municipalities around Sylvan Lake to agree on how to balance environmental protection and development has not been easy.

Lake management plans have been updated several times over the years without reaching a consensus on the specifics of how best to regulate development.

However, Sylvan Lake Mayor Sean McIntyre is optimistic that a provincially required intermunicipal development plan (IDP) already in the works will finish with communities on the same page when it comes to challenging issues such as how to handle future growth.

The new plan will set general direction for Red Deer and Lacombe Counties, Town of Sylvan Lake and the Summer Villages of Norglenwold, Birchcliff, Jarvis Bay, Half Moon Bay and Sunbreaker Cove.

Provincial rules would have allowed municipalities to develop individual plans within the IDP, but all eight communities chose not to go that route, said McIntyre.

“We agreed, as municipalities around the lake, that it would be in the best interest of the environment and our residents that we work together.

“I think it’s inspiring to see all of

the municipalities choosing to work together on a plan that addresses all of the area around Sylvan Lake,” he said.

“I’m confident that we can come out with something that both protects the environment and allows for responsible development.”

The first phase of the IDP process was just completed with the release on Wednesday of the What We Heard Report, which outlines public feedback gathered for the plan.

Protecting the environment and watershed was the most commonly shared aim, with 73 per cent of respondents giving it top priority.

Ensuring the environment is preserved will mean taking a co-ordinated approach to development, the report says.

Currently, there is no standard approach to identifying or protecting environmentally sensitive areas or managing stormwater, and development standards differ between municipalities.

“I think the key thing we heard from people who responded to our surveys and attended the public open house was a message of balanced development,” said McIntyre.

“We need to make sure we protect the watershed and protect the lake from invasive species, we need to maintain our tree cover and protect the aquifer.

“But people are also looking to develop the established municipalities around the lake with things like housing, lake access and trails.”

How tricky finding consensus may be can be found in the issue of lake access. Power boaters have long complained of long line-ups at the only two public boat launches on the lake.

“While there is a general consensus that at least one new boat launch is needed, there is not agreement on

where a launch should go,” says a summary of the report.

The IDP will not deal with that sort of detail. When the time comes to develop another launch, municipalities will likely lean on a lake access study completed in 2016, which outlines half a dozen possible launch sites, said McIntyre.

The next phase of the project is to create a draft plan and policy framework.

Lacombe to do a head count this year

Fast-growing Lacombe is going to do its first municipal census since 2014.

The last population count for Lacombe was done as part of the federal census, which is done every five years.

The last was done in 2016 and pegged the population at 13,057.

The 2016 federal census showed that Lacombe had solid growth over the previous five years. Lacombe’s population was up 11.5 per cent from the 11,707 counted in 2011.

“One of the main reasons to complete a census is to have the most accurate and most current numbers to allow a municipality to maximize their gain from grant funding,” said Diane Piché, director of corporate services, told city council Jan. 28.

Lacombe receives about $210 in per capita grants. The population count would only have to grow by 167 people to cover the cost of the census, said Piché.

Additional grant money will not arrive until 2020 so council had to vote to set aside $35,000 in this year’s

budget to do a census.

City staff are pretty sure the population has increased since the last census. There were 5,531 dwellings identified in a “desktop” count of houses, apartments, condos, multiplex and secondary suites.

An average of 2.7 people per household live in Lacombe based on population divided by dwellings in the last census.

Using that math, the population of Lacombe could be well over 14,000.

“That would be a significant increase in grant funding for the city,” she said.

Chief administrative officer Matthew Goudy said the city must provide the infrastructure necessary for its population so if the count is low the municipality is not getting all the money it should to maintain that infrastructure.

Lacombe plans to use census software, which allows for online census responses with traditional door-todoor head counts.

Airdrie has used the software and found 73 per cent success rate for the online census, which meant a lot less door knocking for enumerators.

“There were companies that had the same board of directors and the same everything that had filed for bankruptcy three times.”

Bester said smaller companies will likely feel the impact the most, now that they will be expected to have the cash to clean up their messes.

“Banks are going to slow down in lending money to these small oil and gas companies in a big way,” he said.

Action Surface Rights Association president Daryl Bennett said while the Supreme Court has backed up the polluter-pay model, “they recognize there’s still a big problem in the province, that the regulator is not enforcing the rules.”

Bennett said the system that is in place to collect security deposits for later cleanup would work if it was enforced, but the government has been reluctant to rein in the industry.

“Then we would lose the jobs, we’d lose the royalties.

“They’ve waited too long. The government has kicked the can down the road so long, it has almost become an insurmountable problem.

That number is expected to go up as more people go online regularly.

“Something has to be done to extract some kind of funding mechanism from the industry, or the taxpayer, ultimately, will be responsible for cleaning up the mess.”

Bennett said that many of the big companies were acting responsibly, but the record for smaller players has not been as good.

“It’s time we took an honest look at what industry has done and required them to solve the problem that they’ve created.”

While the decision is likely to create quite a stir in the industry, there will be major benefits. Landowners with orphaned and potentially polluting wells on their land will now have a better chance of seeing some cleanup — or at least having old wells made safe.

“We may not be able to reclaim them for a hell of a long time. But at least you’re going to be able to make them safe, so they’re not endangering anybody,” he said.

“That’s probably the best thing that will come out of this.”

ATB Financial, which has long supported the oilpatch, is still assessing all of the implications of the decision, said president and CEO Curtis Stange.

“We will continue to support the energy industry

as the backbone and the fabric of Alberta and we will do everything we can as a lender to help our customers,” said Stange.

“It is vital for the energy industry to have access to capital, access to security, and we’re going to continue to be advocates for the Alberta energy industry.”

The Alberta Energy Regulator, which took the issue to the Supreme Court, said in a statement that it is pleased with the decision and will take several weeks to review its full implications.

AER has already taken steps to get more financial information from companies and is “developing a framework to assess risk using financial, behavioural and inventory risk factors to identify which companies might be unable to meet their obligations.”

A program rolled out last year encourages collaboration between companies to reduce inactive well inventory.

The Canadian Association of Petroleum Producers said it is “encouraged” by the decision.

“CAPP believes that this judgment restores the balance between environmental obligations and creditor interests to that which existed for many years before this case.”

Carjacked SUV found, suspect still at large

A sport utility vehicle carjacked last week near Springbrook has been found, but the possibly armed and dangerous culprit remains at large.

RCMP said the Mitsubishi Outlander stolen at gunpoint from a Springbrook woman at the scene of a school bus collision Jan. 22 was found in Sylvan Lake two days later.

“It was located abandoned,” said RCMP media spokesperson Cpl. Laurel Scott. The suspect has not yet been found.

The Springbrook woman, who was forced to give up her vehicle to a masked man pointing a handgun, said she was relieved her vehicle was found, but is uneasy at the thought her assailant is still on the loose somewhere.

“That’s kind of scary,” said Jennifer, who preferred her last name not be used.

Jennifer was driving to work around 8 a.m. Jan. 22 when she stopped to help at the scene of a head-on crash between a stolen flatbed truck and a Chinook’s Edge School Division bus carrying seven children to Penhold schools. Two children were treated on scene for minor injuries.

The man driving the truck is wanted by police for a string of crimes stretching over a week from Drumheller to Bashaw and Delburne.

RCMP are asking if anyone saw the flatbed truck between Jan. 15, when it was stolen from a Fountain Tire outlet, and the day of the collision.

Police said Jan. 16, the truck was involved in a break-in at an Esso station in Bashaw and an attempted fuel theft near Delburne, during which the culprit fired shots as he made his getaway.

Jennifer said she was notified by police on Friday that her vehicle had been found in a parking lot in Sylvan Lake. RCMP forensics experts had already gone through the SUV, which she was told appeared undamaged from the outside.

She has yet to see her vehicle, which remains in a tow yard, to check if anything is damaged or missing.

She had a favourite coffee mug and some prized sunglasses inside.

“It’s nice to know (it was found).

I’m just hoping he just drove it from Springbrook to Sylvan Lake and that was it, and just left it in great condition and everything is going to be great,” she said.

Her SUV must be released to her insurance company before she gets it back.

The ordeal has taken its toll.

“It’s been very long. I feel like this week has been like 27 days so far.”

The male suspect is described as Caucasian, about five-foot-11, with dark wavy hair. He was wearing a black bandana pulled up to cover the lower half of his face. He was wearing a dark jacket with the hood up and dark cargo pants.

Anyone with information on the suspect or the whereabouts of the Fountain Tire truck between Jan. 15 and 22 should call Blackfalds RCMP at 403-885-3333.

Time spent at overcapacity at hospital creeps up

Red Deer Regional Hospital Centre ran at overcapacity for almost three days earlier last week, making it technically the longest time spent at Level 3 overcapacity.

Allan Sinclair, senior operating officer with Alberta Health Service’s central zone, said overcapacity protocols were in place at the end of the day Jan. 28 until about 2:30 p.m. the following day.

“This would be the longest that we would have been technically in over capacity protocol Level 3. However, there have been other occasions where we’ve been like this, two to three days of very high pressure to move patients through the system,” Sinclair said Thursday.

Level 4 is the highest overcapacity level.

He said at one point, the clock in the emergency department showed

the average wait was five hours, and probably spiked higher at times.

“But that doesn’t mean that everyone in the waiting room is waiting five hours, because the most acute people would have been seen quicker. And there might have been times when people with less acute issues might have been seen longer.”

He said there wasn’t one particular issue that brought more people to emergency.

“This week, it was a little bit of everything. We’re seeing some flu cases come in. A little bit more than average cardiac patients. A little bit more than average of everything.”

He said extra staffing helped open some additional hospital spaces to patients, and some who no longer needed acute care were released with enhanced home care support. Some rural patients returned to rural hospitals, and some Red Deer patients were also transferred.

It’s disruptive at any time, but we had to use that as one of our strategies to make sure we had the Red Deer hospital fully open for the specialty services it provides.

Surprise season for Falcons senior girls basketball

When the Alberta Schools’ Athletic Association girls basketball rankings were released, one name stood out among the crowd.

In late December, the first period 2018/2019 3A rankings came out and the St. Joseph High School Falcons made the list in the eighth spot.

It’s just the second year for the program and with six Grade 10s, a handful of Grade 11s and no Grade 12 players, the results so far this year have been a pleasant surprise.

They are 3-1 in Central Alberta league play, their only loss in overtime to the 4A Lindsay Thurber Raiders. They made the finals of a tournament in Leduc, played in the U.S. and are chasing down the Wetaskiwin Sabres, the third-ranked 3A school in the province.

“Just for such a young group to be able to play at the level they are, is pretty satisfying as a coach – to have them at that level so quickly,” said Falcons head coach Rob Blais.

“Everybody was saying wait until next year. We’re good this year. Next

year we’ll be even better and then when these Grade 10s, get to Grade 12, they’ll be even better yet … it has been a really great experience.”

Leading the way for the Falcons is Grade 10 guard Taylor Blais. She’s averaging more than 20 points a game this season and said the major reason for the team success this year is chemistry.

Rob coached many of the team in Grade 7 at St. Francis Of Assisi Middle School.

“I feel like we work really well together because we’ve been playing with other for a little bit, so it’s been good,” Taylor said.

“Since we know each other, we are able to see things that we wouldn’t have been able to. Better ball movement.”

Taylor added that her individual success has come from simply trusting her shooting ability. She is shooting over 40 per cent from three-point range.

“Been doing a pretty good job shooting I think I’ve helped the team out that way,” she said.

“And defensively, because we play a 2-3 zone. We’re able to stop teams like that because we don’t have that

RDC curling teams qualify for ACAC Championships

All three RDC Curling teams managed to get the job done.

In an up-and-down weekend at the Alberta Colleges Athletic Conference Winter Regional, each

group earned a berth in the ACAC Championship in Olds.

The Kings went 1-1 Jan. 27 and finished the fall and winter regionals with a record of 7-5 which was third behind NAIT (12-0) and Concordia (9-3).

Sara McMann and the Queens were also 1-1 Jan. 27, knocking off the Lakeland College Rustlers 10-4

and losing 4-3 to the University of Alberta-Augustana Vikings. The Queens also ended the season 7-5 and ended up third in the ACAC. The RDC mixed team finished in fourth at 5-5.

They won their only game, Jan. 27, 4-1 over the Portage College Voyageurs.

The ACAC Championships go Feb. 22-24 in Olds.

A giant new welcome sign has been installed on the south end of the city in time for the 2019 Canada Winter Games.

City council hopes Red Deer’s giant, new welcome sign on the south end of the city is a signal of bigger things to come.

Located on the east side of the entrance into the city from Highway 2, the metal and aluminum sign stands more than six-metres high, with Red Deer spelled out in red against a backdrop of grey, vertical beams.

Two red metal ribbons twist and curve beneath the words Welcome and Bienvenue in white letters.

The sign was installed Jan. 31, in time for the coming 2019 Canada Winter Games, and a complementary sign on the west side of the entrance into the city will be erected next week.

Mayor Tara Veer said council has adopted a strategic direction to elevate Red Deer’s profile and identity provincially and nationally.

“If we are to be competitive for tourism and economic development, we need to strongly position our municipal and community identity,” Veer said.

She said the new sign is an improvement above and beyond what the city had previously, but it’s important to reserve judgment.

“Certainly when the whole project is complete, I hope that Red Deerians will respond well to it and like what they see. There is substantial landscaping, lighting and masonry yet to come that are a bit of a challenge because of the weather.”

Julia Harvie-Shemko, the city’s director of communications and strategic planning, said the second sign will also feature the red ribbon, along with the image of a deer.

Total cost of the signs was $1.06 million, which includes landscaping and other associated costs.

“We had an opportunity when the construction was happening on the new interchange to work with Alberta Transportation on getting a new welcome sign. The city paid for the welcome sign, but there was a lot of work that Alberta Transportation was able to do to help reduce the cost,” Harvie-Shemko said.

She said it’s the first real welcome sign the city has ever had. The ribbons represent Red Deer’s connectedness and the river flowing through the community. The metal beams symbolize some of the trees and nature in the city.

Yellow vest protests scaring some people

It’s a fine line between exercising the right to protest and hate speech — and some city groups say certain Red Deer yellow vest demonstrators are getting precariously close to crossing it.

While most of the protesters are expressing support for the oil and gas industry, some are decrying Muslims coming into the country and accusing Prime Minister Justin Trudeau of supporting terrorism, or Islamic Sharia law.

It hasn’t helped the group’s image that members of the white-supremacist biker group Soldiers of Odin attended a recent yellow vest rally.

“If I was a small woman wearing a hijab, passing the protesters, I would be scared,” said Frank Bauer, executive director of the Central Alberta Refugee Effort (CARE).

Yellow vest supporters have said they are pro-legal immigration and not anti-immigration. They have also called themselves concerned Canadians who love their country and all Canadians.

But Bauer is among those concerned about the “aggressive” and intimidating tone of some of the demonstrations, which leaves some citizens feeling afraid.

Deirdre Ashenhurst, co-chair of Red Deer’s Welcoming and Inclusive Communities Network, said affiliates of her group have heard dozens of complaints — not only from immigrants, but people born in Red Deer, who are uncomfortable around the strident weekly demonstrations.

One female motorist stopped at a red light in front of the protest later described feeling “set upon” by demonstrators who were urging motorists to honk, Ashenhurst added.

“I absolutely appreciate that we all have different thoughts and have the right to express them, but when this starts to impede on other people’s rights, then it’s a problem.”

Most yellow vest protesters are well behaved, but their continued presence in Red Deer’s downtown has raised some concerns.

For the past eight weeks, yellow vest protesters — sometimes as many as 100 — have gathered on Gaetz Avenue.

So far, these demonstrations have been “peaceful and law-abiding,” according to RCMP reports, said Red Deer Mayor Tara Veer.

But the mayor and council just received a letter from the Welcoming and Inclusive Communities Network asking for some intervention because the yellow vest protests are reportedly leaving many people afraid of going downtown.

While council is still working out a response, Veer said the city has always been welcoming and inclusive, and will continue to embrace newcomers.

Ashenhurst said she doesn’t want to prescribe what council should do, but doesn’t believe the status quo is acceptable.

Red Deer is a member of the Canadian Coalition of Municipalities Against Racism and Discrimination — and she believes the group’s principals of tolerance and inclusion should be upheld.

Bauer concurs. He said some yellow vesters have called for assimilation into Canadian society, but argued that Canada has never been about forcing people to leave their own cultures and traditions at its borders.

He invites anti-Muslim protesters to discuss their concerns with staff from CARE and other local groups that work with immigrants.

Earlier this week, the chamber announced Rick More as the organization’s new CEO. He served as interim CEO since September, after Robin Bobocel left the role.

“It’s nice to lose the word ‘interim.’

It can really put a mark on what you want to achieve,” said More. “I want this chamber to be not just business driven, I want it to be community driven.”

More is the co-founder of the Smiles Thru Lindsey Foundation and director of the Central Alberta Child Advocacy Centre. He was also part of the team that worked to secure the Canadian Finals Rodeo in Red Deer.

A born and raised Red Deerian and longtime chamber employee, More said his experience will help him in the role.

“My 14 years here at the chamber … has been a really good exercise for me to understand what our members need and what their values are,” he said.

More said this is an exciting, but politically uncertain year with the

upcoming provincial election.

“We’ll wait and see what happens, but it doesn’t matter who’s in power.

We want to work with them and give the government a look at the reality of business in Red Deer,” he said, adding businesses are still feeling the impact of the recession.

“There will be great things happening in this city — we need it. We’ll fight for business all that we can.

We’ll get out of this rut and get everyone smiling again.”

More said he would also like to work more with the Alberta Chamber of Commerce, especially by supporting its Vote Prosperity Campaign.

The initiative outlines the Alberta business community’s priorities for the provincial election and provides a series of recommendations for political parties to adopt to ensure growth for the province’s economy, its website says.

In March, the Red Deer chamber will celebrate its 125th anniversary. Staff members have been looking through the chamber’s history.

“It was neat to go through the different tier levels of what the chamber has gone through over the years,” he said. “It’ll be great information for our 850 members to look back and see the difference a chamber can make and improve this community.”

Red Deer business helping people make own wine, beer

Central Albertans who want to make their own wine or beer, but can’t at home, now have a place to do it.

Paul Kirton, owner/manager of The Fine Vine, said he’s been waiting years for customers to be able to ferment wine, beer or cider on site.

The Red Deer business received its ferment on premise licence from the Alberta government Dec. 4. It was the first permit in central Alberta, and until recently, Albertans couldn’t make alcohol for their own consumption in licensed retail locations.

“It’s absolutely huge for us because it’s an addon to our current business. We’ve always been a retail store and have been selling kits. We still will do that, but … now we can make it for people who aren’t able to,” said Kirton.

Kirton said there are various reasons people can’t make their own product at home; an individual could be away from home too often, they could live in too small a space, or they may be physically unable to do the manual labour involved.

“We’ve joined various lobby groups over the years,” said Kirton. “Every time there has been a change in government, we took a run at it. We’ve been denied a lot in the past … but now they were very open to making the policy changes this time.”

Businesses in most provinces, including British Columbia and Saskatchewan, are able to get such licences. Kirton said this was causing Alberta businesses to lose potential revenue.

“We’re close enough to surrounding provinces … so people were going out of province to do it while on vacation,” he said.

The Fine Vine, previously located in south Red Deer, moved to a larger building in the north side of the city in 2017 to accommodate a future change in law.

Western Canadian Dairy Seminar: SHARING KNOWLEDGE AND CREATING CONNECTIONS FOR 37 YEARS

Established in 1983, the Western Canadian Dairy Seminar (WCDS) has a reputation as one of the premier dairy education and networking events in North America. The Seminar brings together over 800 dairy producers (40%) and industry service providers (41%) as well as veterinarians, and university and government employees (19%) from around the world.

The Seminar was started by Dr. John Kennelly from the University of Alberta in collaboration with other founding organizations who shared a vision to support the growth and success of the Canadian

dairy industry. Today the WCDS is guided by an advisory committee of 16 people who represent many sectors of the dairy industry (producers, academia, industry, government, animal nutrition, veterinary medicine, pharmaceutical, finance, and farm service) and come from all 4 Western provinces.

Over three and half days current research and new technology is shared and challenges to the dairy industry are discussed. A wide variety of topics are presented ranging from nutrition and reproduction to dairy policy and animal health. The Seminar selects speakers who are leaders in their field of expertise

and are passionate about sharing their knowledge with the industry. Each speaker also writes a paper for the Seminar proceedings which delegates can take home, review the information and share with others.

Proceedings papers are also available for free download on the WCDS website (www.wcds.ca) to help further disseminate this information.

For the last 5 years the Seminar has had an average of 97 sponsors.

With such generous and greatly appreciated financial support from its sponsors the Seminar is able to invite the best speakers whilst still maintaining a reasonable registration fee. The 75 booth trade show area allows some of our sponsors to share their products and services with Seminar delegates as well as showcases the latest dairy-related research with a research poster display area. Meals, nutrition breaks and receptions are held in the trade show area which gives attendees a chance to catch up with friends and colleagues as well as network and allow for the exchange of ideas and contacts.

This ability to connect and foster collaborations among many sectors of the dairy industry is essential to help keep advancing our industry.

“Knowledge is Power” is the theme for the 2019 Seminar (March 5 – 8; Sheraton Hotel, Red Deer, AB). The program kicks off on Tuesday,

March 5 with a tour of three local progressive and innovative dairy farms and a workshop on “Addressing Precision Feeding Strategies for Cows in Automated Milking Systems”, facilitated by Greg Penner from the University of Saskatchewan. As always, a wide range of topics will be covered during the main sessions (Wed to Fri) including farm management, nutrition, genetics and reproduction, health and welfare, as well as broad issues facing today’s industry.

The 2019 speaker line-up includes: • Crystal Mackay (President of The Canadian Centre for Food Integrity) will be discussing what Canadians think and feel about our food system and sharing insights for actions on how to make a difference to increase public trust.

• Al Mussell (Agri-

Food Economic Systems) will discuss milk supply management after CUSMA (Session I) as well as the internal frictions weighing on milk supply management (Session II).

• Local (Calgary, AB) dairy veterinarian, researcher and consultant, Laura Solano (Farm Animal Care Associates) will be discussing practical and strategic approaches for reducing lameness and body injuries in dairy cows.

• Andria Jones-Bitton (University of Guelph) will review mental health statistics from a national survey of Canadian farmers and discuss on-going and new efforts to support farmer mental health in Canada.

• Ronaldo Cerri (University of British Columbia) will present data on how activity monitors

can generate useful information that is directly associated with fertility, but not currently used in commercial systems.

• Kees Plaizier (Professor at the University of Manitoba) will be talking about the gut health of cows and how to improve it.

• Jessica McArt (Assistant Professor at Cornell University) will review calcium demand of early lactation dairy cows and discuss the consequences associated with this disorder.

FORAGE PROGRAM UNDERWAY FROM DUC & NUTRIEN AG SOLUTIONS Hay and high-quality grassland for grazing was hard to come by this past year in some parts of the Canadian prairies but the answer for next year may be found with the 2019 forage program from Ducks Unlimited Canada (DUC) and Nutrien Ag SolutionsTM. Available to farmers in Alberta, Saskatchewan and Manitoba, the DUC/Nutrien Ag SolutionsTM forage program offsets the cost of Proven® Seed forage varieties when producers convert cultivated land to hay or pastureland. In Alberta and Saskatchewan, producers receive a rebate of $100 per 50 lb. bag of forage seed; in Manitoba, producers receive a rebate of $50 for every new forage acre seeded as part of the program.

The response to this year’s forage program has been very positive for several reasons, says Craig Bishop, DUC’s regional forage lead.

“Highly productive hay and pastures are foundational to profitable and sustainable beef,” says Bishop. “With ever-changing pressures on the cattle sector, healthy forage is a staple for healthy herds and gains. Partnering with Nutrien Ag SolutionsTM, an industry leader, allows producers to reduce their risk by

utilizing top-quality forage seed with extra monetary incentives to reduce costs. This is key, especially when every dollar counts to the bottom line for the farm and ranch community.”

In addition to helping cattle producers and their herds, more seeded forage acres benefits waterfowl. Research shows that the level of waterfowl nesting and success is significantly higher in areas of perennial cover or grasslands than in cultivated fields. It also helps with other conservation measures such as wetland restoration.

“The link between wetlands, associated grasslands and waterfowl productivity is well understood,” says Bishop. “Initiatives like the DUC/Nutrien Ag SolutionsTM forage program ensures that farmers in Alberta, Saskatchewan and Manitoba also receive the benefit from increasing their forage base.”

Canadian Bison Industry Update

Although bison have roamed the plains of North America for centuries, the Canadian bison industry is only about 35 years old. According to the May 2016 Census of Agriculture, there were about 120,000 bison on 975 Canadian farms. Of the Canadian bison producers, 91% are in the four western provinces and own about 97% of the Canadian bison. According to the same Census, 46% of the bison and producers are in Alberta. Consequently, changes in the bison industry in Alberta have an impact on the bison industry nationally. Likewise, any global changes in the marketplace have an impact on the Alberta bison industry.

The export markets are important to the bison industry. The U.S. market continues to be the only market for live Canadian bison. In 2018, live bison exports to the U.S. totaled about 18,000 head - comparable to 2017. Of the bison exported about 75% were for slaughter with the remainder going for feeding or breeding.

The domestic market plus the U.S. and the European Union are the major markets for bison meat harvested in Canada.

Although the U.S. continues to be the largest market for bison meat products, the September 2017 signing of the

Comprehensive Economic Trade Agreement has resulted in increased exports to the European Union.

Export increases of bison meat products into the European Union is expected to continue.

The recently completed U.S. Mexico Canada Trade Agreement (Yet to be ratified by the U.S.) has removed trade uncertainties and will allow for the continued movement of animals and product between the U.S. and Canada.

Such trade is important to the growth of both the Canadian and U.S. bison industries.

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), a free trade agreement between Canada and 10 other countries creates a foundation for future exports. Entry into this market will require investment in development.

A majority of the federally inspected bison slaughter takes place in Alberta.

There are two slaughter facilities – one located in Lacombe Alberta and the other located at Fort McLeod, Alberta. Between the two plants, about 10,000 bison have been slaughtered annually in the past two years between the two plants. About 1,500 bison are harvested at provincially inspected facilities.

In central Alberta bison is marketed locally by produc-

ers. Also, Canadian Rangeland Bison Inc. of Lacombe Alberta is a leading Canadian bison marketer that provides high -quality bison products to health-conscious consumers throughout Canada and exports bison to the U.S. and Europe.

Growth in the bison industry has been driven by consumers.

This is not going to change. What is changing is consumer eating habits. These habits are driven to some extent by the breadth of information bombarding consumers about healthy eating, competition amongst protein suppliers including plant-based alternatives and the influence of different interest groups.

Consumers are now digesting the dearth of information provided by the new Canada Food Guide. With all this information, over time, consumers are expected to hone their food choices.

The bison industry continues to reinforce amongst consumers the nutrient quality of bison meat products.

Bison are produced sustainably without growth promotants and subtherapeutic antibiotics. Bison meat products are nutrient dense and taste great.

The story of the bison, its history and the recovery from the brink extinction, add to the appeal of bison In 2018, drought in many areas of Western Canada has negatively

impacted pastures and feed supplies requiring that producers adjust their business strategies. Reports indicate that there will be some herd adjustment as producers replace older breeding stock with younger animals with future growth dependent on weather conditions in 2019.

The bison industry will continually be faced with a changing marketplace and changing economic conditions. As it has done in the past, the bison value chain continues to rebalance returns as it responds to market signals. With this rebalancing the bison industry continues to be profitable and provides great long-term investment opportunities There have been new entrants into the industry. Also, there are signs that present producers are expanding their operations.

A survey of bison producers in the first quarter of 2014 indicated 42% of the survey participants planned to expand their operations. The survey in the first

quarter of 2018, 68% of the producers planned to expand. Although the drought may have tempered the rate of growth, the bison industry continues to be profitable and an investment opportunity.

One of the best indicators of the trends in the marketplace is the price of finished grade “A” bulls. As demonstrated by the chart below, bison prices have remained at near a three-year high. With factors like drought, trade uncertainty, higher interest rates, and higher feed cost, price adjustments must be expected as conditions change.

Profitability in the bison sector will be driven by consumer demand domestically and through an active export environment.

Factors like heifer retention and the replacement of many older cows has resulted in a more youthful cow herd that will support industry growth.

Although factors like higher interest rates, changes in costs of production, plus economic uncertainty will have an impact

on business strategies, the industry is strong and has a bright long-term future. The conclusion of negotiations on major trade agreements to facilitate freer provides a foundation for longterm industry growth.

In addition to identifying new international markets, there is potential to expand select domestic markets. Sustained profitability throughout the bison value chain will encourage investment and growth. Financial institutions continue to seek more information to evaluate investment proposals – another sign that the industry will continue to grow.

The Alberta Sheep Breeders’ Association (ASBA)

The Alberta Sheep Breeders’ Association (ASBA) is a nationally recognized organization that is dedicated to representing the interests of the purebred sheep industry in Alberta.

The ASBA is Canada’s oldest purebred organization, providing support and guidance to the sheep industry since the early 1900’s.

Industry representation at the national level is provided through membership with the Canadian Sheep Breeders’ Association. The ASBA opened their membership up to all current CSBA member in good

standing and is providing a breeder listing for those meeting the minimum requirement of animals registered through the Canadian Livestock Records Corporation website. The ASBA welcomes all new members for 2019!

The mission of the ASBA is to encourage overall and consistent improvement in the breeding and management of purebred sheep in Alberta. To accomplish these goals, several events are held to promote and showcase the Alberta purebred sheep industry. In 2017, ASBA was involved with what proved to be an exciting time for the sheep industry in Alberta as they hosted both the All Canada Sheep Classic Show as well as the 2017 ASBA Symposium.

The Alberta Sheep Breeders’ Association is very proud of the long standing presentation of the biannual Symposium. This event is a premier opportunity for the sheep industry as it brings in speakers from across the globe, who are experts in their field to present research and technology

pertinent to the industry’s growth and sustainability. This year represents the 50th Anniversary of the Alberta Sheep Breeders’ Association Symposium and the theme is “Back To Our Roots”.

ASBA is proud to be hosting this event and looks forward to welcoming guest speakers, which include: Dr Greg

Penner, Dr Lesley Stubbings and Tony Stolz. There will also be a GenOvis workshop along with the trade fair, silent auction and the Celebratory 50th Anniversary Banquet.

Who’s who in the zoonoses

Zoonoses are diseases that can be transmitted between animals and people. Worldwide, it is estimated that approximately 60 percent of infectious diseases are zoonotic. There are a number of ways zoonoses can be spread between humans and animals; including direct and indirect contact, foodborne, inhalation, and vector borne.

You may be familiar with some of these diseases and methods of transmission already – for example, Lyme and West Nile are vector borne by ticks and mosquitos, E. coli infections most commonly occur by eating undercooked meat or raw, unwashed vegetables, airborne transmission is common with the H1N1 flu, and direct and indirect contact is strongly discouraged if an animal dies of anthrax. Some zoonoses are specific to certain geographic areas and species.

Our Canadian climate discourages many of

the parasitic and vector borne zoonoses present in subtropical and tropical climates. Some have been practically eliminated in both cattle and people (brucellosis, tuberculosis), and other variants, like Creutzfeldt-Jacob disease, have never been contracted in Canada.

Milk pasteurization was crucial in reducing the transmission of bovine diseases to people.

About 75 percent of bovine-specific zoonoses have potential worldwide distribution, although some have been eradicated from certain regions, such as cowpox. Some are quite mild and/or easily treated in humans, such as ringworm or pseudocowpox (milker’s nodules), while others can have up to 100 percent mortality if not treated early (rabies). Yes, cows can get rabies – and although Alberta hasn’t had a case of bovine rabies in over 20 years, there were two cases in 2018 (MB and ON), and seven in 2017 (SK, MB, ON). Early signs of rabies in cattle can include excessive sali-

vation (frothing), trembling limbs, reluctance to eat, an appearance of choking, bellowing, and aggression.

As calving season approaches, many producers will be spending increased time in close contact with their cattle, whether that be winter feeding, late night checks, assisting with calving difficulties, or treating sick calves.

This can increase the risk of being exposed to something that can make you or your family sick. Here is more information on a few common zoonoses in cattle.

While most calf scours are caused by rotavirus or coronavirus (which can be vaccinated against), E. coli, Clostridia, Salmonella, and Campylobacter are bacteria that can spread to humans causing varying degrees of gastrointestinal distress. Serious cases in people can result in hospitalization or death. Cryptosporidium is a protozoan parasite similar to Coccidia that causes calf scours by destroying the inner lining of the intestine,

so milk passes through essentially undigested.

Often crypto will be mixed with other scour causing organisms, but it is often unresponsive to standard scour treatments. People can contract crypto by coming into contact with feces from infected calves. Most people with healthy immune systems will recover on their own, after about two weeks of vomiting and diarrhea, but about 10 percent of cases require hospitalization.

Q fever has most commonly associated with sheep and goats; however, cattle can contract and carry the disease. Q fever is caused by bacteria that is shed in feces, urine, milk, and birthing fluids/ membranes. Generally, Q fever infection won’t cause any identifiable symptoms in cattle, but can cause abortions in sheep and goats. The bacteria that cause Q fever can become airborne when an animal gives birth and that’s how people most commonly become infected.

Only about 50 percent of people exposed to Q

fever will actually get sick, but if symptoms are going to develop, this happens about 2-3 weeks after exposure. Symptoms are similar to the flu with fever, chills or sweats, fatigue, muscle aches, etc. Women infected during pregnancy may be at risk to miscarry or deliver early. Most people will recover without any antibiotic treatment, but about five percent may develop chronic Q fever. This is a serious condition that infects one or more heart valves (endocarditis) and is fatal without several months of antibiotic treatment.

Leptospirosis is caused by bacteria and can infect cattle at any age. Infected animals usually shed bacteria in their urine, placental fluids and milk, but it can also spread through sexual activity. The most common symptom is infertility and/or mid to late term abortions, but cattle can be vaccinated. In humans, Lepto causes fever and flu-like symptoms two to four weeks after exposure for about a week. A

second phase of illness may follow one to two weeks later with jaundice, reduced kidney function, irregular heartbeat, and red eyes as common symptoms.

Without treatment, hospitalization is often required to treat complications like kidney failure.

Protect yourself and your family from bovine zoonoses by ensuring sound biosecurity protocols are in place. This includes limiting access of young, old, pregnant, and immunocompromised people to sick cattle, wearing personal protective equipment (gloves, masks, goggles, waterproof coveralls/ apron) as appropriate, isolating sick animals and visiting them last, using separate equipment to work with sick and healthy animals, staying up to date on vaccinations, disinfecting and covering any scratches or bites thoroughly, washing your hands well and frequently, and letting your doctor know you work with animals.

CCA comments on updated Canada’s Food Guide

The Canadian Cattlemen’s Association (CCA) has reviewed the new Canada’s Food Guide released today by Health Canada.

Lean red meat, such as beef, is rightfully acknowledged as a nutrient rich and healthy protein in the new Food Guide.

One of the biggest changes in the new Food Guide, last updated in 2007, is to group plantbased and animal-based proteins in a “proteins” category. In urging the consumption of more plant-based proteins over animal sources of protein on a daily basis, Health Canada missed an opportunity to inform Canadians of the nutritional benefits of eating lean beef as a protein source. It would be unfortunate if Canadians interpret this bias toward plant-based proteins as a signal to remove red meat from their diets.

Dietary advice to reduce red meat consumption could put some Canadians at risk of iron, zinc, vitamin B12 deficiencies and inadequate protein intake.

A small amount of lean beef can provide high-quality, readily available protein and many other nutrients with relatively low calories.

Many essential nutrients are found in beef including high-quality, complete protein, all essential amino acids, readily available iron and zinc and others such as riboflavin, niacin, selenium and vitamins B6 and B12. Furthermore, when meat and plant food

sources of iron are eaten together, the absorption of non-heme iron from the plant foods is enhanced by 150 per cent, a benefit known as “The Meat Factor.”

The CCA appreciates the Food Guide’s focus on food waste reduction as a concrete action that consumers can take with regard to sustainable food choices. Indeed, Canada is a great place to grow beef and is perhaps one of the most sustainable agriculture systems in the world.

In many places in Canada, raising cattle is the best and most environmentally beneficial use of the land.

Further, Canadian farmers and ranchers are leaders in environmental stewardship and sustainability. Raising beef cattle in Canada accounts for 2.4 per cent of Canada’s greenhouse gas (GHG) emissions. On a global scale, GHG emissions from Canadian beef production accounts for 0.04 per cent of global GHG emissions - one of the lowest greenhouse gas footprints in the world.

Finally, CCA supports the Food Guide’s recommendations to eat whole foods and cooking and eating with friends and family. Canadians can continue to enjoy Canadian beef on their plate, a sustainable, locally grown, high nutrient product as part of their varied diets.
