Cattle rustling has been around for ages and police say it is on the rebound in the heart of Canada’s cattle industry, driven largely by ranch hands stealing livestock at a time when cattle prices are high.

“It’s still a problem today.

It’s like any other property, if there’s value to it people

are going to steal it. In recent years the value of cattle has approximately doubled,” said RCMP Cpl. Christian Reister, one of Alberta’s two livestock officers.

The value of that cow grazing out in the field can range from $1,500 to $2,000 apiece, which makes them particularly attractive to thieves.

The investigations are tough. Looking for a cattle

rustler today isn’t that much different than it was 50 years ago.

“I think there are a lot of producers who often have a few head taken and they don’t know,” Reister said. “It’s some of the most difficult investigations that we do. We look for tire impressions, we look for footwear impressions, we look for gateways that are cut so really our investigations

haven’t changed any.”

Reister said if cattle are stolen police usually don’t need to go much further than local cowhands or neighbours.

“They’re inside jobs primarily — employees — some of them are neighbours. In some cases they just live close to the individuals but in all cases they are people who do have knowledge of handling cattle,” he said. “It would be

He says ear tags used for food safety tracking are also helpful for identifying missing and stolen livestock.

pretty intimidating for someone from the city that’s never had an experience handling cattle to carry out that type of theft.”

Making investigations even harder is the fact only about half of producers now burn their individual brands onto the sides of the cattle. It used to be an industry norm but without it rustlers have an easier time getting away with

“Most livestock inspectors have local knowledge so in most cases they will have an idea of the guy bringing the cattle in,” said Guichon, who has been inspecting brands for 34 years.

“If it’s someone you don’t know you’re probably gonna have a closer look at the cattle and look at the brands and any other identifiers that may help you out.”

“A cattle rustler has to have access to some kind of livestock trailer and a truck, usually a set of panels or maybe a horse or a quad to round those livestock up, and then they have to have a place to store them or market

them,” he said, adding that people also need experience to be able to take and handle farm animals.

“The other thing is, baby calves, especially if they’re a day or two old, they’re much easier to contain and you can grab them physically and carry them or drag them and throw them in the truck,” he said.

Reister says calves in particular are very marketable, at around $400-$700.

“A lot of times, producers, if they have a cow that loses a calf, they’re always looking for one to purchase to adopt onto that mama cow,” he said. Cattle rustlers sometimes keep the calves, or may sell them online on websites such as Facebook or Kijiji.

The newly released Canadian Food Guide focuses on more plant based proteins and takes beef out of its own category, while downplaying the benefits of animal proteins.

Canada’s Food Guide is missed opportunity for beef Canadian Cattlemen’s Association

The Canadian Cattlemen’s Association (CCA) has reviewed the new Canada’s Food Guide released today by Health Canada. Lean red meat, such as beef, is rightfully acknowledged as a nutrient rich and healthy protein in the new Food Guide.

One of the biggest changes in the new Food Guide, last updated in 2007, is to group plant-based and animal-based proteins in a “proteins” category. In urging the consumption of more plant-based proteins over animal sources of protein on a daily basis, Health Canada missed an opportunity to inform Canadians of the nutritional benefits of eating lean beef as a protein source.

It would be unfortunate if Canadians interpret this bias toward plant-based proteins as a signal to remove red meat from their diets. Dietary advice to reduce red meat consumption could put some Canadians at risk of iron, zinc, vitamin B12 deficiencies and inadequate protein intake.

A small amount of lean beef can provide high-quality, readily available protein and many other nutrients with relatively low calories. Many essential nutrients are found in beef including high-quality, complete protein, all essential amino acids, readily available iron and zinc and others such

as riboflavin, niacin, selenium and vitamins B6 and B12.

Furthermore, when meat and plant food sources of iron are eaten together, the absorption of non-heme iron from the plant foods is enhanced by 150 per cent, a benefit known as “The Meat Factor.”

The CCA appreciates the Food Guide’s focus on food waste reduction as a concrete action that consumers can take with regard to sustainable food choices. Indeed, Canada is a great place to grow beef and is perhaps one of the most sustainable agriculture systems in the world. In many places in Canada, raising cattle is the best and most environmentally beneficial use of the land.

Further, Canadian farmers and ranchers are leaders in environmental stewardship and sustainability. Raising beef cattle in Canada accounts for 2.4 per cent of Canada’s greenhouse gas (GHG) emissions.

On a global scale, GHG emissions from Canadian beef production accounts for 0.04 per cent of global GHG emissions - one of the lowest greenhouse gas footprints in the world.

Finally, CCA supports the Food Guide’s recommendations to eat whole foods and cooking and eating with friends and family. Canadians can continue to enjoy Canadian beef on their plate, a sustainable, locally grown, high nutrient product as part of their varied diets.

Top five questions about the new yield classes Canadian Cattlemen’s Association

The Safe Food for Canadians Act is now in force, bringing with it a number of revised regulations, including an update to the Canadian beef yield standards.

As of Jan. 15, Canada’s beef yield grade standards changed to five yield classes — replacing the former three classes — to mirror the United States yield grade standards.

The Canadian Beef Grading Agency (CBGA) has communicated the changes to industry and producers and has come up with a top five most asked questions about the five yield class standards to share with readers.

What is the main difference between the old three classes and the new five classes?

The former three classes reflected the prediction of lean meat in a carcass, that is minus fat and bone. The five classes reflect a prediction of cutability or the yield of boneless, closely trimmed retail cuts from the round, loin, rib and chuck.

In other words, there is no direct relationship between the old and the new predictions for yield classes.

How are the five yield classes determined?

Agriculture and Agri-Food Canada’s Lacombe Research and Development Station developed an algorithm or formula to facilitate an objective prediction of cut yield the same as the five yield classes in the U.S. It takes into account the rib eye and fat measurements and carcass weight and kidney, pelvic and heart fat to predict a class of cut yield.

Why were the yield predictions changed?

The industry proposed the change since the

North American market for slaughter cattle is integrated. Using the same cut yield prediction as U.S. packers would support the ability of cattle feeders to evaluate economic returns in Canada versus the U.S. A distribution of carcasses across five classes facilitates informed management decisions.

Why change the yield classes now?

The yield classes were among the many items modernized under the Safe Food for Canadians Act. What impact will the different yield classes have on industry?

From a packer’s perspective it will facilitate further segregation of carcasses for the cutting floor which should result in higher processing efficiencies.

From a feedlot perspective, it will facilitate the identification of cattle that were inefficient in the feedlot — producing more fat than lean as they increased weight — facilitating future discussion for feeding efficiencies.

From a cow-calf perspective, when feedback is communicated from the feedlot regarding yield performance it should facilitate the identification of more desirable genetics.

How to increase the odds of having healthy calves

Calving is a natural process, but sometimes disease, weather, and many other factors can cause stress.

How can beef producers best prepare newborn calves to get a healthy start? What are some effective ways to enable calves to be resilient against bugs like bacteria, viruses or other pathogens they will encounter? How can farmers and ranchers manage disease if and when it strikes?

“Having healthy calves takes planning,” said Dr. Claire Windeyer, assistant professor in cattle health at the University of Calgary’s Faculty of Veterinary Medicine Program.

Prevent problems before they start by managing herds appropriately:Calve cows on fresh ground where they haven’t already wintered.

Calve heifers separately. Heifers have a greater risk of calving difficulties, mismothering, and colostrum issues than cows, so segregating firsttime mothers will expose their calves to fewer pathogens and facilitate better supervision.

Provide shelter, bedding and windbreaks, and move feeding areas often when possible.

Have a game plan for when things go wrong and intervention is required during calving difficulties.

After pulling a calf, avoid hanging a calf upside down. Resuscitate calves by briskly poking a straw in their nose, rubbing them vigorously or

even dribbling a bit of cold water in their ear.

Place calves in the recovery position. Situate calves so they are upright with front legs in front of them and lungs can expand easily.

Myth-busting — hanging a calf upside down is not a recommended practice. This causes the animals’ guts to put pressure on the lungs, making it much harder for them to breathe. Any fluid that appears to drain out is actually coming from their stomach.

Adequate colostrum consumption is essential for the health and survival of calves.

Monitor the calf to ensure it suckled within four to six hours of birth . Calves should get at least one litre of good quality colostrum within this time.

Assess a calf ’s suckle reflex by sticking your finger in the calf ’s mouth. Calves born via difficult deliveries or with poor suckle reflex are more likely to fail to consume colostrum. Talk to your vet about appropriate colostrum supplementation.

When supplementing, bottle-feeding is preferred over tube feeding. If tube feeding is necessary, ensure the tube used for supplementation isn’t the same tube used to administer liquids to sick calves.

When dealing with sick calves, identify symptoms and disease triggers. There are several major calfhood diseases to monitor for.

Scours, or neonatal calf diarrhea, causes de-

hydration and often affects numerous calves in the herd.

“Septicemia is an underappreciated cause of disease and death in calves,” Windeyer remarked.

The disease has a quick onset and affected calves may be depressed, dull, have a fever, loss of appetite, or other symptoms.

Calves fighting may have difficulty breathing, demonstrate coughing, nasal or eye discharge, have decreased appetite or rough hair coat.

also common in calves 90-150 days of age (i.e. “summer pneumonia”).

For producers who have had respiratory issues, consider intranasal vaccines for young calves.

Talk to your vet about the potential for pain medication when treating calf diseases.

Following these helpful strategies can help prevent problems before they start and manage calves to optimize their health. This can reduce stress on animals and operators and maximize economic returns.

Producers already benefiting from new trade pact Alberta Beef Producers

Canada’s beef producers had plenty to celebrate over the new year with competitive market access to Japan and Asia Pacific finally materializing after a concerted multi-year effort to secure meaningful access in the region.

The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) came into effect Dec. 30, ushering in the first round of tariff cuts. This saw the prohibitive Japanese tariff of 38.5 per cent drop to 27.5 per cent on Canadian

fresh beef and to 26.9 per cent on frozen beef.

A second round of tariff cuts kicked in on Jan. 1, for most CPTPP members. Vietnamese tariffs fell on Jan. 14, to be followed by further tariff reductions in Japan on April 1.

That’s when Canada will benefit from a second tariff reduction in Japan to 26.6 per cent on both fresh and frozen beef, with additional cuts eventually reducing the tariff to nine per cent by 2033. With CPTPP, Canadian beef will also be exempt from the Japanese safeguard tariff of 50 per cent on frozen beef.

The agreement also provides a platform to include other important and growing markets such as Thailand, Indonesia and Korea.

In a much closer vote than was expected, members of the Alberta Beef Producers (ABP) and the Alberta Cattle Feeders Association (ACFA) voted down a change in the current provincial beef check-off.

The vote — which was held between Oct. 19 and Nov. 27 — proposed moving away from the present system, which sees around $2.2 million refunded back to eligible producers annually, over to a fully non-refundable check-off that would include a new industry development and research fund.

However, despite support from both the executives of ABP and ACFA, the move was defeated by a count of 51 to 49 per cent — or 962 to 908 votes.

ABP board chair Charlie Christie was disappointed by both the result and with the low voter turn out.

“We would have liked to see more producers vote, but we appreciate the interest and effort of those who did,” he stated in a press release Dec. 3.

Ryan Kasko, ACFA board chair, added his unhappiness with the result and the number who actually voted.

However, he did state in a release, “We will continue to work hard to strengthen industry collaboration and create efficiencies regardless of the outcome.”

The plebiscite results became official on Dec. 11, which was the deadline for possible challenges.

Purchasing antibiotics changed last month and now a prescription is needed to buy virtually any livestock antibiotic.

As of Dec. 1, all livestock producers will need a prescription from a licenced veterinarian before they can buy a medically important antibiotic (MIA) for therapeutic use in livestock production.

This applies to all beef cattle sectors - cowcalf operators, backgrounders and feedlots. The new policy doesn’t just apply to injectable products, but also includes some boluses, calf scour treatments, in-feed & in-water antibiotics, and implants that contain MIA. For example, producers will no longer be able to buy a bottle of penicillin or tetracycline to treat common infections such as foot rot, pink eye or mastitis without a valid prescription.

Feed mills will only be allowed to sell certain medicated feed formulations if they are given a valid prescription, and will no longer be able to sell antibiotics directly to producers for onfarm mixing.

All producers will need to establish a vet-client-patient relationship (VCPR) before they can obtain a prescription for a MIA. Once a valid VCPR and medical need has been established with a licenced veterinarian, a producer will be

able to obtain a prescription for a given amount of product over a specified period of time.

Prescriptions can be valid for up to a year, allowing producers to refill as needed if that is what the veterinarian advises.

Where these prescriptions can be filled may vary from province to province. Some provinces may only allow veterinarians or pharmacists to sell antibiotics; others may approve other distribution channels.

Why change?

This directive from Health Canada is a part of a worldwide awareness of and response to antibiotic resistance issues aimed at ensuring two things.

That antibiotics are used appropriately in animal agriculture to avoid or slow the development of bacteria that are resistant to antibiotics and to strengthen the public trust by demonstrating responsibility and appropriate use.

The result is that currently available antibiotics will remain effective for a longer period of time, while showing that products are only used when needed, at the appropriate dose and duration plus observing proper withdrawal times.

Later this year, Health Canada will introduce major changes to how livestock producers across Canada can access antibiotics. The new policy does not apply to ionophores, which are not considered to be medically important.

Recent cow-calf production surveys set benchmarks

Beef Cattle Research Council

Industry data provided by production surveys can serve as a benchmark for production

performance across the country.

Historical production surveys include the Alberta Cow-Calf Audit (1986-88, 1997-1998) and “Reproductive Efficiency and

Calf survival in Ontario Beef Cow-calf Herds” (1983).

Sixteen years later, the survey was revived, revised and expanded into the Western

Canadian Cow-Calf Survey (WCCCS, 2014).

In the last two production years, additional surveys have occurred across Canada (Western Canada, Ontario, Northern Quebec, Atlantic).

These have provided an overall picture of current production and management practices on beef cow-calf operations in each region of the country for the first time. The objective of these surveys were multi-faceted.

First, to establish industry benchmarks for production

indicators and management practices: Herd productivity is closely linked to herd profitability. The break-even price for calves can be lowered by decreasing total cow herd costs or by increasing the total pounds of calves weaned. Increasing the total weight (pounds) of weaned calves can be achieved by improving herd productivity, such as: a) INCREASING – conception rates, weaning rate, etc. b) DECREASING – calf death

loss, calving span, etc.

While it is good management to track and calculate one’s herd production performance indicators on an annual basis, it can be helpful to have benchmarks to compare to.

Benchmarks help a producer know if they are on the right track for their region and the environment they operate in. They can help a producer identify if they excel in a certain area and/ or could improve in another.

When reading the results, it should be remembered that differences between regions does not necessarily mean that producers need to jump at a new practice because environmental conditions and production systems influence whether a practice makes sense in one situation and not in another.

In addition, there were differences between how questions were asked and therefore results are not always comparable between surveys, not only between regions, but within regions historically.

New trade pact cuts tarrifs

“The CPTPP coming into force is an event built from thousands of hours of engagement by CAFTA and its members – it’s a day for all of us to celebrate how sustained engagement can produce opportunity,” he said in a statement.

CAFTA and its members were present at all but one of the dozens of negotiating rounds, as well as when both the TPP

and the CPTPP were signed.

Consistent engagement has resulted in the agreement producing real opportunity to grow Canadian agri-food exports.

CAFTA estimates that the CPTPP will grow agri-food exports to CPTPP countries by $2 billion, a 25 per cent increase. Further, within the next few weeks, real opportunity will be created by the CPTPP, including: For beef into Japan, the tariff will drop by more than 10 per cent - reducing the cost and creating demand;

For wheat into Japan, the markup charged by the import agency to flour mills will fall by 16 per cent; For canola oil into Japan, the large tariff facing Canadian canola oil exports will be reduced, and eliminated over time; For pork into Vietnam, the tariff on Canadian pork will be cut by up to 25 per cent.

Canada joins Australia, Brunei, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore and Vietnam in the historic blockbuster trade pact.

Four Btb cases confirmed in B.C. Black Press Staff

In a statement released by t he C anadian Fo o d Inspection Agency (CFIA) in early January, there have been more cases found of bovine tuberculosis in a B.C. herd.

The investigation is being conduc ted joint ly wit h the Province of British Columbia.

The CFIA and the province have had strong collaboration with producers, industry associations, and others involved in the investigation.

The majority of the animals from the infected herd in the southern interior of British Columbia have been tested.

To date, four confirmed cases have been found in the original herd, including the cow that was confirmed to have the disease when it was slaughtered last October. These animals did not enter the food chain and pose no

risk to the food supply or to human health. As testing of the index herd continues, additional cases may be detected.

Trace-out activities are progressing as expected.

Animals from the infected herd have been traced to parts of British Columbia, Alberta and Saskatchewan, while movement controls have been placed on approximately 18,000 animals on 25 premises.

The number of movement controls will fluctuate as the investigation progresses, with controls being added as new trace-out locations are identified and lifted when animals test negative for the disease.

The CFIA’s Ottawa laboratory has completed culture testing of the tissue samples collected from the original infected animal.

Test results of the infected herd have identified the strain to be distinct from any cases previously detected in Canadian wildlife

or domestic livestock.

Next steps The investigation now moves on to include tracein activities to identify the previous movements of animals that entered the infected herd over the past five years. As a result, the number of herds under movement controls will continue to fluctuate.

Disease investigations like this one require a great deal of cooperation and collaboration. As such, the CFIA would like to thank the affected producers and industr y associations, as well as the federal and provincial departments who have cooperated greatly in the investigation so far. It is a common goal among government and industr y to protect human health, prote c t t he he a lt h of Canadian livestock and, in the process, maintain market access.

The CFIA will continue to update information related to this investigation.

To understand the satisfaction of Canadian beef consumers, a Retail Beef Satisfaction Benchmark was completed as part of the 2014-18 National Beef Quality Audit.

Consumer satisfaction with retail beef in Canada was assessed using four cuts of steak (boneless cross rib, top sirloin, inside round, or strip loin) from 75 stores across Canada.

A total of 1,200 randomly selected consumers were provided with one cut of steak, instructed to prepare it at home and to provide a score out of 10 for juiciness, flavour, tenderness and overall rating.

Consumers were screened to ensure they had some experience in preparing beef products and had consumed beef in the past year.

The same retailers also provided 680 steaks which were tested for tenderness using a common technique called the

Warner-Bratzler method at the Agriculture and Agri-Food (AAFC) laboratory in Lacombe.

The consumer satisfaction assessment revealed that 79 per cent of the test consumers gave an overall score of seven out of 10 or higher.

The consumers’ main concern (46 per cent) was with the texture (tenderness and juiciness) of their steak. Flavour and fat content were least often noted as a concern at nine and six per cent respectively.

As found in past studies, consumer satisfaction continues to be driven by tenderness.

Laboratory results indicated that steak tenderness had improved slightly from previous testing in 2009.
