Hospital celebrates a decade of healing that will add a dedicated area for mental health and substance-use care as well as improve patient flow and care.

This has been a momentous year for Abbotsford Regional Hospital and community health services.

The hospital’s 10-year anniversary was an opportunity for Fraser Health to reflect on where they have come from and the road ahead.

This will improve space, enhance the functionality of the registration and triage area, build dedicated stretcher bays for patients, and create a nursing station to manage ambulance offloads.

Abbotsford is a growing, vibrant community that has changed enormously over the past decade, and so have the hospital’s services.

Abbotsford Regional Hospital services include medicine, critical care, cardiac care and surgery.

The hospital also provides moms and babies with specialized obstetrics, a special care nursery area and pediatric services.

From the humble beginnings of the MSA Hospital to the state-of-the-art Abbotsford Regional Hospital and Cancer Centre, the residents of Abbotsford and surrounding areas have witnessed firsthand Fraser Health’s commitment to investing in, and building, better community health resources.

Other hospital services include oncology, tertiary palliative care, nuclear medicine, renal dialysis and MRI services. The hospital provides regional psychiatry in- and out-patient care and other specialized services.

Over the past 10 years, Fraser Health has opened new residential care beds, increased Home Health service hours, and expanded community programs such as support for chronic obstructive pulmonary disease (COPD).

The program focuses on education, self-management, breathing techniques, and establishing a COPD action plan.

By building community health resources, Fraser Health can help support seniors to stay active and healthy in the community.

The agency also continues to foster a complementary relationship with Mission Memorial Hospital, where they now provide specialized care for individuals who no longer need hospital care, and who are waiting for a residential care placement or discharge home. This enables Abbotsford Regional Hospital to be a major trauma centre for the region.

Expanding space also means increasing the number of staff and physicians who work there.

Since December 2008, the nursing staff at the hospital has increased by 26.5 per cent – from 830 to 1,050.

Most recently, additional hospital physicians have joined the team to provide general medical care for patients in hospital who do not have a family physician to provide care while they are in hospital. Fraser Health continues to recruit nurses, doctors and support staff to assist patients and their families.

In Abbotsford, Fraser Health is partnering with family doctors and community organizations to provide care to patients through a team-based approach.

Fraser Health also has a rapid-response service for frail seniors in Abbotsford. This team of nurses provides support to seniors who have care needs that require a same-day response and cannot get in to see their family physician.

What this means is that a team made up of nurses, therapists, a social worker, a pharmacist, a dementia clinician and others share the care for a

Abbotsford continues to be the Fraser Valley’s commercial centre, even as it prepares for transformation over the coming decades.

As the city remains the Fraser Valley’s retail hub, city planners have been working to shape how the next generation of commercial development looks.

With its malls, newer shopping centres, and historic downtown, Abbotsford’s commercial areas reflect the near-continuous growth the city has seen over the last half of the 20th century and the first decades of the 2000s.

Earlier this year, the city adopted a new UDistrict plan. It envisions a vibrant area where the University of the Fraser Valley blends into the surrounding area and a range of shops, cafés and other attractions cater to both students and the general public.

Today, commercial development continues and is being shaped by the same forces at play in the city’s residential property market.

A new city centre plan is also in the final stages and will set the stage for increased development around Sevenoaks Shopping Centre, West Oaks Mall and Clearbrook Town Square.

Many of the city’s new apartment buildings that are being built include space for retail outlets on the ground floor. Such developments include a six-storey building at the intersection of King and McCallum roads near the UDistrict, and La Galleria near city hall.

Construction has also begun on the Upper Montrose development in the historic downtown. When complete, the building will include 9,310 square feet of commercial space.

Highstreet continues to be a major commercial hub in Abbotsford, with shops and prominent anchor tenants.

“We’re going to have a lot more people in that core after five o’clock, and I think that’s going to be very good for the historic downtown and

“With redevelopment we’re going to punch some streets through. We do want to break up those big blocks, those big parking lots, because I think in the future we aren’t going to need those big parking lots.”

The plan envisions the eventual creation of retail streets running south from South Fraser Way into each large block and providing a way for the properties’ owners to create new street-side shops when they choose to develop.

And the historic downtown is also undergoing its own planning process. The plan in the works looks to protect the current small-scale shopping experience that has seen the area thrive in recent years, while bringing even more customers to the area.

Valley’s hub continues to attract industry land from the ALR in order to provide space for industrial growth.

Abbotsford’s recent success in growing a diversified economy is starting to also be one of its greatest challenges.

Mayor Henry Braun says the city will have to face that challenge and address the lack of land in the years to come.

The city’s industrial sector has continued to boom in recent years, as companies look east of Vancouver for room to grow. In Abbotsford, they have been finding a city ideally positioned along major rail and highway corridors, easy access to the U.S. border, and an airport with frequent connections to a variety of cities in Western Canada and beyond.

Currently, the bulk of industrial development is occurring south of Highway 1, in the Clearbrook Road and Peardonville areas. But Neill says those areas are quickly filling up, with suitable properties harder to find, particularly in larger sizes.

Some of the city’s biggest employers can be found at Abbotsford International Airport, where Cascade Aerospace employs hundreds of workers at its maintenance facility, one of two Lockheed-Martin-authorized C-130 heavy maintenance centres in the world.

“We’ve seen continued and exponential growth of industrial over the last four or five years within the city and the supply of land is a big factor in that. As these areas start to fill up and land is not available, and the land supply shrinks, so will that demand, or that demand will go elsewhere.”

In recent years, companies have been gobbling up land designated for industrial use a decade ago. But that’s also been bringing challenges. Like many places in the Lower Mainland, the city has been left without much land to suit large industrial projects that seek to meet a regional need.

“Once that’s developed, and that will take five years or so, once that’s done we’re going to be out of larger pieces of serviced industrial land,” Braun says.

The city will continue looking for new space for industry because it can’t afford not to, he says.

Good things brewing in local craft beer industry Marriette has brought a new vision to the beers produced and has helmed an ever-expanding lineup.”

Abbotsford’s newest brewery looks perfectly poised to catch increasing traffic for years to come, set just a skip away from the city’s planned downtown core.

The industry also includes B.C.’s biggest U-brew – no tastings, pre-packaged barrels or pints or cans for sale, but brewing kits and a space to brew your own batch – at Clearbrook Brewing Company, which has been in town for 27 years.

Trading Post Brewing is set to open its Abbotsford location in early December, and the pub is already catching the eyes of residents in surrounding mid-rise apartments in the area.

Owner Lance Verhoeff says he’s already had some of the nearby residents peaking in with excitement, not to mention the hiring fair held for 80 to 100 positions at the pub in November.

“We make about 200,000 litres of beer in a year and about 45,000 litres of wine. We do all this with five employees; we work hard,” said owner/ operator Dave Hoffart.

The building is still under construction, a familiar sight in the area surrounding Sevenoaks Shopping Centre, which seeing rapid densification as envisioned in Abbotsford’s official community plan.

But the forthcoming brewpub isn’t just in a fast-growing area – it’s also part of a fast-growing industry in B.C., and particularly in the Fraser Valley. The location will be the third for Trading Post Brewing since it started less than two years ago, with its first location built in Langley in February 2016 and its second in Fort Langley in May of that year.

“The craft brew industry boom has been great.

Yes, it’s more competitive, and, yes, there are more players in town, but we love it. Customers want more from us: They want better beer, they want new beer, they want to come to a location that isn’t just about producing their beverage of choice but has a good feel to it.”

Maan Farms, which produces a variety of goods, has just a small section dedicated to wine. Starting in 2012, the farm began producing wine, specializing in berry wines – including their Raspberry Dessert Wine, awarded best fruit wine of the year in the All Canadian Wine Champion ship.

Record number of local film shoots Action!

That oft-heard word on movie sets is also an accurate description of the state of Abbotsford’s nascent film industry.

What may have once been a glamorous niche sector has grown in recent years to become a significant economic driver in the Fraser Valley.

More than 40 films were shot in Abbotsford in 2016 and 2017 each, a dramatic rise from years prior. And 2018 has seen a further leap forward, with the number of shoots reaching 51 by mid-November.

But those numbers still don’t quite grasp the economic impact of the film industry.

Each year, producers report the approximate amount of money spent locally during their shoots. For the first time, that figure pushed past the $1-million mark in 2018. Indeed, as of November, it was already 45 per cent higher than the previous year.

That direct spending, though, is only part of the equation.

Creative BC – a provincial organization that supports the provincial film industry – estimates that in 2017, approximately $19 million was earned by Abbotsford residents working in the film industry.

That figure was up about 10 per cent from the previous year.

“It brings new money into our economy,” Mayor Henry Braun says.

More than half of all active farmland in Abbotsford is used for livestock, either for pasture or barns or the growing of crops to feed the city’s chickens, cows and other animals.

Indeed, Abbotsford is home to a stunning number of farm animals. In 2016, a census found the city had nearly 10 million hens and chickens located on 349 different farms. That’s roughly 70 chickens to every human.

The dairy industry is also vital, with just over 100 producers shipping one-fifth of the province’s milk. Around 35,000 cows – mostly dairy – were counted in Abbotsford in 2016. That was up substantially from 2011.

Berries continue to account for the largest portion of non-livestock agriculture in Abbotsford, with just over one-quarter of the city’s farmland devoted to the fruits.

A recent agricultural inventory counted 1,282 berry farms. Of the approximately 10,000 acres devoted to berry production, around 70 per cent was used to grow blueberries. Raspberries accounted for most of the rest, although 200 acres were also used for cranberry growing.

But, in keeping with Abbotsford’s innovative farm culture, local farmers also grow a range of other crops here.

Those include kiwi fruit, broccoli, Brussels sprouts and potatoes, cauliflowers and even rice.

The Fraser Valley’s growing wine and beer industry also means more land is being used to grow grapes and hops.

Record number of tourists flock to city Attracted by world famous air show, concert facility and the beautiful tulip festival Since 1991, Tradex has regularly brought in over 60 events per year and has serviced millions of visitors.

The tourists are coming, and the numbers don’t lie over the last 18 months.

Hotel occupancy rates are up year-over-year in 17 of the last 18 months, with many of those increases being in the double digits.

The facility boasts over 120,000 square feet in exhibition space, and this year is expected to be another banner year for the centre.

The two biggest jumps were in January and March of 2018, which saw increases of 17.6 and 16 per cent respectively.

“Attendance to the end of September is close to 220,000 and we estimate that we will reach 300,000 this year,” said Bradley Styba, the managing director of events and business development for Tradex.

Chris Blanchette, the destination sales and marketing manager for Tourism Abbotsford, said a number of factors have led to the numbers.

“We are seeing a lot of traffic to Abbotsford for the obvious larger events: Abbotsford Airshow and Bloom: The Abbotsford Tulip Festival,” he stated. “Concerts at the Abbotsford Centre have also bumped hotel occupancy. “The largest events hosted at Tradex is the Vancouver Motorcycle Show in January and the BC Boat and Sportsman Show in March both with attendance close to 32,000,” he said. “January through March see the largest attended shows.”

The variety of shows and events at the facility is impressive, with everything ranging from the Pet Lover show to the Earlybird RV Show to the West Coast Women’s Show taking advantage of all Tradex has to offer.

The facility also regularly hosts sports events like the Volleyball BC championships and community events like the Creativ Festival, which also draw considerable numbers.

Taste of Abby THINK LOCAL, THINK ABBOTSFORD. The Taste of Abbotsford is another event where we encourage businesses to be a part of a week-long promotion and celebration of local food production.

Henry was first elected as Mayor of Abbotsford in 2014 after serving on City Council from 2011 – 2014.

Henry has been an Abbotsford resident for most of his life and ran Abbotsford-based Pacific Northern Rail Contractors Corporation up until his retirement in 2003. As a long-time Abbotsford business owner, he is enjoying the opportunity to put his years of business experience to work for the city and people of Abbotsford.

Sandy was first elected to Council in 2014.

Sandy’s diverse career included marketing and economic development in the private and public sectors. A lifelong learner, Sandy is internationally certified as both an economic developer and as a business communicator. She is passionate about helping communities innovate and thrive, and envisions Abbotsford as a preferred destination.

Councillor Bruce Banman

Kelly was first elected to Council in 2014.

Kelly has her MA in Criminal Justice; she currently works for the Ministry of Justice, is appointed as an Independent Chairperson for Correctional Service Canada and is a guest lecturer at various UFV and SFU Criminology classes. With a passion for social justice and intercultural relations, Kelly has served on the UFV Senate, the Advisory Board for the Centre for Indo-Canadian Studies, is a current member of the Abbotsford Character Council and a director of the Fraser Valley Indo-Canadian Association.

Bruce was the former Mayor of Abbotsford from 2011 – 2014. He is a life-long resident of the Fraser Valley and the owner and operator of Banman Chiropractic. Bruce is a strong supporter of local small business, has a passion for public involvement and consultation, and supports an inclusive community for everyone.

Councillor Les Barkman Les was first elected to Council in 2008.

Les’ history with the City goes back to 1974 when he started working in the Parks and Recreation Department. Les believes that it is important to give back to the community; he has coached kids’ fastball, officiated basketball for 40 years, and has fundraised and volunteered for a variety of local charities.

Councillor Dave Loewen Dave was first elected to Council in 2005.

Dave is a retired educator, with 37 years of experience teaching in Australia, Manitoba, Abbotsford and Chilliwack. Born and raised in Abbotsford, Dave has watched Abbotsford grow from a small town into a vibrant, multicultural community with a rich heritage and strong economic base, and he is proud to serve the community’s residents.

Councillor Patricia Ross Patricia was first elected to Council in 1994. She has travelled the world and truly believes Abbotsford is the most beautiful place on earth, with amazing people she is honoured to serve. Patricia is a Fellow of Leadership for Environment and Development International, an organization committed to fostering leadership in sustainability. She is currently the chair of GrowYourBiz Abbotsford, an advisory and mentoring board for women in business.

As a councillor, Patricia is committed to sustainability principles and considers the environmental, social and economic impacts in all decision making.

Councillor Brenda Falk Brenda was first elected to Council in 2014. As the owner of Tanglebank Gardens and Brambles Bistro, Brenda is a farmer, entrepreneur and business woman.

State-of-the-art courthouse being built One of the largest and most important construction projects currently underway in Abbotsford is the province’s first new courthouse in 20 years.

Groundbreaking on the $152 million project took place in July 2018 to replace the aging leased facility on South Fraser Way, which was found to be infested by vermin and plagued by functional, overcrowding, security and safety issues, according to a 2014 report.

That building was constructed as a single-room courthouse in 1967 and has been renovated over the years to its current configuration of five provincial courtrooms and two initial appearance/conference rooms.

The new 16,000-square-metre Abbotsford Law Courts (ALC) – located at Trethewey Street and Veterans Way in the civic precinct – will house 14 courtrooms (eight provincial, three Supreme and three initial appearance/conference rooms).

The new courthouse is expected to have the capacity to meet provincial and Supreme court demand in Abbotsford and the lower Fraser Valley through 2035.

But the project has been developed to meet future demands, with two of the conference rooms being designed for use as fully functioning courtrooms.

The ALC is being constructed on land leased to the Ministry of Citizens’ Services by the City of Abbotsford.

During construction, parking for Clearbrook Library has been relocated to a nearby lot next to The Reach Gallery Museum that was formerly used primarily by staff. City staff are now using a new lot off Justice Way.

One of Abbotsford’s tourist gems is its Historic Downtown core, and it’s only expected to grow in the coming years.

The Historic Downtown is also a shopper’s dream come true, offering everything from charming retail boutiques and vintage stores to sporting goods, groceries and health-and-beauty services.

The pedestrian-friendly area currently has more than 300 options for dining, shopping, service and entertainment.

And the city has been developing a new plan to address the area’s expected population growth – doubling to around 22,000 people over the next three decades – and increase its commercial vibrancy.

The Abbotsford Farm and Country Market is open every Saturday from 9 a.m. to 1 p.m. until Dec. 15 at Montrose Avenue and George Ferguson Way, offering the best that local growers have to offer.

A large portion of the historic downtown plan is centred on maintaining the current look and feel of the neighbourhood.

The annual BerryFest runs every July, featuring on-stage and street entertainment, plenty of food, vendors, a craft beer and wine garden, and more. It all takes place along Montrose and Essendene Avenues.

The plan, as proposed in late 2018, would require that the facades of certain historic buildings be preserved or recreated during any future development, and development guidelines mandate building materials and style that would maintain a “historic main-street character.”

It also envisions a reconfigured Essendene Avenue, with two travel lanes instead of four, a centre turn lane, and broader sidewalks. The aim would be to convert the road into another “anchor destination shopping street” like that of Montrose.

Aerospace industry continues to soar The construction at Abbotsford International Airport has seen major expansions of the local aerospace industry.

“We know that every mission must repeatedly be executed safely and effectively, despite the intensity and duration of fire season that is increasing annually,” said Jeff Berry, Conair director of business development.

Among the biggest is the Chinook Helicopters Ltd. expansion currently underway, including a hangar expansion.

With 35 years in operation under its belt, Chinook claims the title of one of Canada’s oldest and largest helicopter schools, graduating 25 per cent of all Canadian helicopter pilots, and it’s only growing.

“Conair and its affiliates provide aerial firefighting aircraft and services to eight government agencies located in four countries.

We de-risk operations for those customers with attention to people, training, engineering, and safety management.”

“Chinook also operates a fully licensed Approved Maintenance Organization (AMO) division, which services internal and external helicopters. As an aircraft dealer, Chinook can assist clients with the purchase of both new and used helicopters,” Chinook spokesperson Angie Payne said.

Berry said Conair differs from other aerial firefighting organizations through long-term investments – “differences like the investment in a full motion level D simulator as part of a Wildfire Training Centre, specifically designed for training pilots and air attack officers,” Berry said.

“As we’re always looking for ways to expand the quality and diversity of our training, we have recently begun fixed-wing or aeroplane training and can now offer private, commercial and instrument aeroplane licences and ratings. This newest branch of services is growing quickly and enables our students the option of obtaining pilot licences on the airplane, the helicopter, or both.”

Another major player in the local aerospace industry, Cascade Aerospace claims an employee roster of over 600 people, making it one of the biggest businesses on the YXX campus.

An operating unit of IMP Aerospace and Defence, Cascade is an aircraft maintenance, modification and design company, covering all aspects of the design, manufacture, maintenance, modification, conversion and logistic support of military, government and commercial aircraft.

In adding fixed-wing training, Chinook now has five Cessna and three Diamond multi-engine airplanes and 10 instructors.

Construction of another hangar approximately 18,000 square feet, including office space, is underway, opening as Chinook Aviation on March 1, 2019. The company has 19 fixed-wing students with a wait list until April 2019.

Those 600 employees are based in 235,000 square feet of covered hangar space at YXX, working on a large variety of aircraft types and projects.

One of only two Lockheed Martin-authorized C-130 service and heavy maintenance centres in the world, the company specializes in all models of C-130 aircraft, as well as all models of Boeing 737 and 757 and Bombardier Q400 and CRJ commercial and government aircraft.

Currently, Chinook employs a total of 36 people in a variety of positions – instructors, examiners, maintenance engineers and administration staff.

Conair Group, another one of the biggest players in the local aerospace industry, employs over 300 people, with 66 aircraft of 10 different types, and flies over 10,000 hours a year.

YXX builds on its success Airport adds carriers, expands in size as demand increases As the Abbotsford International Airport prepares to unveil its long-awaited terminal expansion, authorities are celebrating what they’re calling another successful year.

The terminal expansion is expected to be completed by mid-December, after beginning construction in around May, airport general manager Parm Sidhu said.

The airport anticipates ending the year with 800,000 plus passengers, compared to 677,000 last year, a 32.6 per cent increase.

“It’ll be 14,000 square feet. It doubles our seating capacity from 300 to 600. With standing room you should be able to get 800 people in the hold room, now. We have two more gates; it doubles our departures lounge,” Sidhu said. “It’s a significant-sized footprint. It has a much larger arrivals area, and the meetor-greet area is independent of the arrivals area, as well, moving forward.”

Sidhu added that the expansion doesn’t stop there, with “continuous expansions for the next couple years.”

The need for the airport expansion is evidenced by this year’s and last year’s activity at the airport, which Sidhu said were consecutive record years.

Here’s how the numbers break down: ❖ July 2018 was, at the time, the “best month ever,” with 80,044 passengers processed. ❖ A month later, that grew significantly: 109,422 passengers. ❖ Year-over-year increase in October was 36.2 per cent; passengers processed was 79,437. ❖ The airport anticipates ending the year with 800,000 plus passengers, compared to 677,000 last year, a 32.6 per cent increase. ❖ Year-to-date (end of October) passenger volume increase was 17.9 per cent. ❖ Four national carriers: Swoop, WestJet, Flair Airlines, Air Canada Rouge (seasonally) plus locally owned Island Express Air offering service to Vancouver Island. ❖ Direct routes to Calgary, Edmonton, Winnipeg, Hamilton, Toronto (seasonal), Puerto Vallarta, Las Vegas, Mazatlán and Vancouver Island. ❖ Aircraft movements in 2017 were 134,260, and 2018 is looking much the same, with a possible small increase.

“Those are some big numbers, and the fares and the products that are offered by Swoop and Flair are really driving growth. We’re getting people driving here from the Okanagan to catch flights, from downtown Vancouver to Whistler,” Sidhu said.

A big part of that is because of the Swoop and Flair business models that mean cheaper flights – one-way flights to Las Vegas can go for as low as $90.

“We’re making air travel more accessible, and that’s the key message here,” Sidhu said.

“Every day, average people are able to afford to fly and go see loved ones or friends and family or just get an experience within Canada.”

Indeed, Swoop said in a statement that since coming to Abbotsford on June 20 this year, demand has been strong.

The board approved funding of key educational initiatives, which sheds some light on where the district’s financial focus will be. These initiatives include: ❖ $9.6 million for the classroom enhancement fund, restoring the 2001 collective agreement provisions of classroom composition and sizing; ❖ $80,000 for StrongStarts; ❖ $220,000 for early-learning initiatives; ❖ $160,000 for additional support of Aboriginal education initiatives; ❖ $300,000 for the development of Learning Common spaces; and ❖ $1.7 million for IT equipment and security improvements.

As of Sept. 30, student enrolment was 19,466, above projections, which the school district says is good news – “we continue to grow.”

The district employ 2,239 people, including 1,276 teachers, 827 support staff and 136 administration and operations staff.

“We know that the education sector faces some changes as we move through the 2018-19 school year and some of these changes impact the district, like changes to the Ministry of Education funding model, unplanned enrolment increases, capacity issues and staff shortages,” the district said in a statement.

“The board’s commitment to the district’s strategic plan and our students will ensure we have appropriate educational programs and services in place, so our students are as successful as possible.”
