It`s an exciting time that will present many challenges and opportunities in every aspect of our community. How we manage our growth today will determine what kind of community we will have tomorrow. While we welcome change we also have to be thoughtful. It will be our duty as a council to embrace the changes with innovation and integrity, and to help every resident in the community benefit as we move forward. With growth we will need to ensure the success of our non-profit sector, which is the very essence of our community. The non-profit sector works tirelessly at improving lives; in particular, our most vulnerable citizens – our seniors and our youth.

With growth, we will need to create more investment, diversity and stability in our local economy. We will need to identify more spaces capable of sustaining light industry, industry and other businesses that offer living wages. We can do this by looking at the sharing of space within existing spaces that are underutilized. In addition, the waterfront is a vast area that will be able to offer a mix of usage which would be ideal with access to the Fraser River for the transportation of goods. Lastly, we will need to work with the Ministry of Agriculture in permitted uses of the ALR land that is not currently farmed, perhaps identifying agricultural-based businesses that would benefit the farming industry.

2. The number one premise of my vision is that we are open for business. We need to showcase the businesses that have been successful in our community and actively encourage more to make Mission their home. We can provide incentives, speed up processes and create a culture that is conducive to success.

We do so many things well in our cultural and recreational sectors. It`s time to capitalize on the tourism dollars that can be generated from the sharing of our local offerings. The opportunities alone from the Stave West area, and with

additions like access to the Fraser River that also include walking trails, will be sought out by people craving green space.

Finally, we will need to ensure our main corridors and intersections have the capacity for the greater volumes. The highway and bypass issue through downtown must be resolved with the province in order to help the downtown retail zone thrive, and to improve access to the waterfront and our industrial lands.

3. I have a proven track record of service to the community. I am a hard worker, I listen, and I value relationships. I have the ability to inspire others. I am capable of doing the job and I am dedicated to moving Mission forward!

RANDY HAWES 1. The two biggest issues facing us are the addicted/mentally ill homeless and local jobs for our growing commuting residents.

Year by year it is easy to see that our addicted street-entrenched population is growing. Our health authority seems to think that doing more of what isn’t working will make things better. It won’t. We need detox facilities, access to residential mental health treatment, and long-term residential addic-

tion recovery beds.

We are growing at a very accelerated rate and it doesn’t seem to be slowing. Rather than adding substantial numbers to our commuting people, we must have a plan to add new industrial and high-tech jobs to enable work closer to home. That means that we must have a land base suitable for industrial development.

That land base must have the attributes that small manufacturing or high-tech investors require. This is a difficult challenge that will need cooperation from other levels of government.

1. Below are some of the items I will be working towards if elected: – Working with the public, other councillors and the mayor. I am sure we can come up with a plan to encourage the secondary suites (possibly lowering the property tax for SDU) and hopefully increase the amount of rentals and cut down on the amount of illegal suites to better protect both renters and landlords.

– Finding creative ways to move industry not reliant on the Fraser River away from the waterfront and into other areas supported by appropriate infrastructure so that we can continue with the waterfront revitalization project. This may include rezoning of lands.

– All new strata development exceeding 24 units must include a small park or playground.

– As projects are finished, we need time for various services and utilities to catch up, so we must pace the expansion without alienating developers and investors.

– Continue with the projects currently underway and new projects – another water park with possibly a swimming pool, among other things – as time and funding permit.

2. My view for Mission is to have a city where each individual is part of a community and where the city hosts more events that draw people to come shop at our beautiful downtown, and one day stroll to the riverfront for more shopping, entertainment, and arts and culture.

We could have fresh farm produce available beside a dock and outdoor cafes. Mission’s beautiful setting is ripe with possibilities!

CAL CRAWFORD 1. Direct feedback from many of the people I have talked to in Mission indicates there are two issues that are prominent with our citizens.

One is the cost of housing and the other is the homeless and addiction problem.

On the housing issue, I believe a mayor and council should ensure that a proper long-term community plan is in place, that the process a developer has to go through at city hall is as

efficient as it can be, and that we do the best we can to ensure that we are encouraging a housing supply that meets all of our residential needs.

On the homeless and addiction issue, mayor and council must continue to search for ways to address this issue, and I would support the numerous groups and organizations in our community who are working hard to address the many different and perplexing facets of this problem.

2. I believe Mission is at a critical point in its development. It is crucial that we develop an all inclusive long-term vision. We must establish what we want to see Mission grow and develop into in the coming years. We need to know what we want to be before we can plan how to get there.

Our municipal government needs to reconnect with the citizens it represents and move ahead in a unified direction. Let’s create a vision that encompasses all of our wants and needs and let’s do it together. We have many items that need to be addressed in a long-term vision. We have housing, traffic flow, infrastructure, well-paying jobs, replacement of existing municipal facilities, a hospital that’s inadequate, recreation, tourism, development and many more complex issues. MARK DAVIES 1. I believe the biggest issue facing Mission today is the rapid increase in development and population as people search for affordable housing. New developments bring increased heavy traffic while under construction, and many additional commuters once completed.

Schools and local programs feel the effects of this rapid population increase – and some schools are already over capacity.

Combined with a lack of quality full-time local jobs, this means congestion along major routes as people commute out of Mission.

Mission needs to have a cohesive and articulate plan to handle this growing inevitability

over the next five to 10 years.

2. Every day this town gains new residents, and that is not going to change. People are moving from the Greater Vancouver area, and we are the most affordable and attractive location. As 70 per cent of residents do not work here, we lose revenue to other restaurants, stores and services in surrounding cities. Local employment would significantly reduce infrastructure strain on commuting routes. Additional local employment would benefit those who are struggling the most – our homeless – by providing Mission the necessary tax base for support services to help transition people to housing. A goal to transition Mission from a bedroom community to a community that has strong local economy with a thriving job market will benefit everyone.

My vision is clear and it starts with the basics – jobs and commercial industry employers. Mission is growing, and we need to grow with purpose. This will allow us to target crime, invest in our seniors and youth facilities and services, and develop a progressive yet sustainable vision for Mission.

We need to speak that vision consistently to the investment community, as without a crystal-clear community vision, we can’t attract businesses to generate jobs, create quality local employment, and improve resident quality of life.

CAROL HAMILTON 1. I believe the most important issue is how we manage the development that is coming our way and the challenges that will be faced that come with the growth. We have started the process of comprehensive neighborhood planning, including public consultation, an asset management assessment among other vital planning exercises so future development is well thought out.

Traffic and transit pressures will increase as Mission develops.

We have an active traffic and transit committee that meets regularly with stakeholders including a representative from BC Transit to discuss options for increasing transit service in our community.

Affordable housing for seniors is a topic of conversation as our population increases.

Mission is moving forward with a project that will see 70-plus affordable housing units for seniors along with an activity centre. We have partnered with MASH and are waiting

to hear from BC Housing that we have been successful in our submission for funding of the project.

Lastly, I will speak to the challenges of homelessness and addiction that we face in Mission now and with the expected growth in our community. What I can tell you is Mission has been recognized both regionally and provincially for programs that have been developed by our staff to help some our most vulnerable people. Stone Soup is just one program that has seen success.

On the waterfront we need to find replacement industrial land where businesses on the waterfront can be moved so that the land in question can be used for residential property.

This has some challenges as you cannot force people to sell their property and you need to retain the rental properties we have in the downtown area. This could be accomplished by giving incentives to builders to retain rentals.

Sure, growth is good, and development will happen, but I believe balance is needed to ensure Mission isn’t turned into just another city we want to escape. How do we balance the development needed to provide the housing needed by everyone from the currently homeless to our lower income residents and to the more affluent, while still preserving and improving our environment and quality of life?

I think it’s important to honour the principles laid out in our existing Official Community Plan, and council must ensure that the developments that are allowed to go forward fit the OCP. We must also work to get provincial funding to include the housing needed

for low income and homeless, while ensuring that our plans leave room for open space and parks.

I believe high-density development should be concentrated only where services – such as public transit and shopping – are already in place.

The municipality must not sprawl high-density housing in pockets over the whole district. At the same time as development takes place, equal development of parks and nearby public spaces – including natural spaces – must also be included.

2. Mission still has much of its natural beauty, which sets us apart from the other cities. We must view it as an asset to enhance and utilize as an integral part of the overall community. We must preserve it to maintain the quality of life that we value here. We must not turn Mission into another urban jungle.

NEIL SMITH 1. The most important issue is that our current council is not adhering to the Official Community Plan. The OCP addresses all the big issues facing Mission, including development and growth. Our current council has been too willing to amend the OCP at the behest of developers. The OCP is a reflection of the wishes of the citizens, as it was written after a long period of community consultation. It should be the manifesto of every candidate.

1. One of the biggest issues, as always, is ministry funding and whether it is sustainable and continuous. Hopefully the current funding-formula review will address some of these concerns. Funding supports our board in the implementation of new curriculum and the training of teachers so they can prepare students for today’s world.

The importance of trades as a viable option for many students needs to be supported and expanded at both middle and high schools as well at Riverside College, which is extremely important for youth in our community. Our single senior school has brought back quality courses such as Advanced Placement and many blocks of diverse opportunity for students’ education in an aging facility.

Improvement to our technology capacity district wide and keeping to our plan going forward is key to supporting these initiatives for educators and students; advocating for a new high school and Hatzic Elementary school and preparing Stave Falls Elementary for its September 2019 opening.

2. I hope to advocate for and get a commitment from our MLAs and the minister of education for a new high school and a replacement for Hatzic Elementary. We need to complete out IT plan in the next term. I want to bring our electrical program on site at Riverside College in an ITA-approved structure to facilitate that program and others going forward. Improve the completion rates of all students by having more opportunities in courses and supports going forward. Having a new contract through free collective bargaining completed in a respectful manner for our employee groups. Keeping our dialogue with the District of Mission ongoing to work together to support our growing community.

TRACY LOFFLER 1. The most important issue we face is improving student achievement. Our students are not performing as well as their provin-

cial counterparts in the areas of graduation rates, Indigenous grad rates and transition to post-secondary education. We have been making strides with the addition of the Jump Math and Joyful Literacy programs in our elementary schools as well as a significant increase in professional development for staff.

Trustees set direction and monitor how the school board office manages our school district and how funding is spent. This can only be accomplished if the trustees are fully informed and engaged in their duties. DOUGLAS MCNEILL 1. The most important issue facing the school district is the replacement of Mission Secondary School. Although maintenance staff have done an excellent job making it operational and “livable,” the school is far too small, technologically impaired and physically outdated for student and staff use in the future.

Considering the future planned development in Mission, we need a secondary school that will meet the population’s needs. Trustees need to continue to aggressively lobby the provincial government to provide funding for this important project.

2. If I am elected, I plan on using my 33 years of experience and operational knowledge of the Mission School District, as a former shop teacher and work experience and apprenticeship coordinator, to support my fellow trustees with vital first-hand information to improve our school district.

I will also bring 10 years’ experience as a successful local businessman to the position of trustee.

I also plan on spearheading improvements to career-related programs and the expansion of career training at Riverside College. Too many of our students do not take advantage of the “free” career and trades training that is available to them within our school district while in Grade 12 or post-graduation. Our students have a unique opportunity in that they can receive career and trades training locally as part of their graduation program so they can continue on to personally and financially rewarding careers.

1. We have a few important issues in Mission, not just one. We have aging schools, some elementary schools and our high school.

There is a small shortage of teachers.

As many districts, we face the class size and composition language from 2002 being restored, which was won in the Supreme Court of B.C. that has seen a shortage of teachers and classroom space all over our province.

We are fighting for our parents and their students that are here attending schools, for the right for inclusivity. SOGI curriculum and special needs students need us as trustees to listen and make decisions that are right for them, to have a safe and inclusive school life.

I also think some of our traffic issues are important. Being the FVRD incumbent trustee, I have listened to parents’ and students’ concerns on our traffic within our school zones. There is a huge issue of large semi-trucks speeding past our schools with children and parents walking kids to school.

2. First would be to keep working on the above issues. My hope is to have a great working relationship with the Mission council.

Together we can do great things for our students and parents of Mission. Council can collaborate with the Mission Public Schools to ensure safety in the school zones. Council can take our messages directly to their part of municipal government to campaign for new schools.

WENDY BALES

1. All community issues are important to each diverse community throughout Area C. None should be discounted.

We need to re-evaluate our Official Community Plan. In 2014, my last term, I requested an already long overdue review of the OCP. It was approved.

To date there have been no forward steps in engaging residents in the review. Involving residents democratically pinpoints priorities of individual communities and also the community as a whole.

Important issues expressed to me through community members in the past and recently are: – Sasquatch – responsible development, avalanche protection, water and sewer infrastructure for build-0ut capacity, keeping the designated park from becoming a parking lot, potholes.

– Weaver Creek and Harrison Mills – costs for sewer, water and garbage.

– Lake Errock – has flood plain septic leaching issues that I would want to continue work on in terms of available grants to not add to the local tax burden.

– all areas – health care, housing, convenient shopping and transportation; health concerns regarding dust particulate from our corridor of gravel pits; drought and watershed concerns; adequate education; better communication and preparedness regarding area fires and emergencies.

We all depend upon the security our diking systems provide, so we must ensure these dikes are continuously well-maintained and upgraded to maximize protection for residents and the infrastructure which supports us.

• Water-quality issues at Hatzic Lake and the resultant algae blooms and fish kills in August frightened all of us and we must determine what was causal and what remedies can be applied to ensure there is never a repeat of the situation.

• The threat of contamination to shallow ground water is becoming a little more real every day with our steadily increasing population. Potable and plentiful water supplies and effective waste treatment for residents throughout the more populated areas of Area G must be thoughtfully considered as we move forward.

We must ensure that development related to the inevitable population growth which will occur in and around Area G is conducted in a manner which demands respect for our environment, neighbours and culture, while sustaining the integrity of our irreplaceable farmland for agriculture, the backbone of our local economy.

The following procedures for voting and for conducting voting proceedings apply to the special voting opportunities: The ballot boxes and necessary supplies for the voting may be carried from room to room by the presiding election official and another election official to afford each elector the opportunity to vote at his/her bedside, where it is determined by the presiding election official that the elector cannot attend the voting place established at each of the special voting opportunities.

ELECTOR REGISTRATION If you are not on the list of electors, you may register at the time of voting by completing the required application form available at the voting place. To register you must meet the following qualifications: • 18 years of age or older on general voting day • Canadian citizen • resident of BC for at least 6 months immediately preceding the day of registration • resident of OR registered owner of real property in the District of Mission for at least 30 days immediately preceding the day of registration, and • not disqualified under the Local Government Act or any other enactment from voting in an election or otherwise disqualified by law.

To register, resident electors must produce 2 pieces of identification (at least one with a signature).

Individuals who would like to register as a non-resident property elector must obtain an elector certificate from the Chief Election Officer at Mission Municipal Hall during regular business hours prior to 4:30 pm on Friday, October 19, 2018 and on advance and general voting days during voting hours. To register you must provide two pieces of identification containing your name and address, at least one with your signature, and complete an Application for Registration as a Non-Resident Property Elector. If more than one person is registered as an owner on the property, a Non-Resident Property Elector Consent Form is required as written consent from the majority of the registered owners appointing ONE of the registered owners as the non-resident property elector for the property.
