Council, RDKB considering flood solutions

Elected officials from both the regional district and the City of Grand Forks have started to weigh flood recovery and protection options, but residents wanting the full overview of the river study done post-flood will have to wait awhile longer.

At a flood recovery meeting on Wednesday at Grand Forks Secondary School, an “overview” of the flood solutions being considered was released.

The overview presented four options: full diking protection, return some areas to the natural flood plain, raising homes to the 200 year flood level, and a canal by the airport.

Officials spoke about some of the options in more detail, and noted that both governing bodies (the City of Grand Forks council and the Regional District of Kootenay Boundary) are considering the report, its implications and potential solutions in camera. That means the meetings and discussions around the report are not currently open to the public.

When deciding on the best options for each area, officials said they would be considering public safety, the down- and upstream impacts of any works, as well as “the best decision for the greater good.”

“I am not going to couch this with unicorns and fair-

ies, but there will be some decisions that don’t work for everyone,” said recovery manager Steve Newton at the meeting on Wednesday night.

“We don’t know what they are yet, the decisions have not been made yet, but before long they will be made, for some they will work and others they won’t. That is an unfortunate reality.

Subject experts and other professionals are also being consulted throughout the process, but Newton said it is important for residents to engage with the process and public consultation on flood solutions.

“Whatever we land on … you won’t just get a knock on the door, there will be outreach and consultations,” he

said. “Some of you will hear things that will not benefit you in the way you want, but that will be a reality.”

The Greenwood Museum is teaming up with the Royal Canadian Legion Branch 155 to host an informational talk followed by a concert at the Legion, all in support of museum programming.

Sugar Brown (Ken Kawashima) will be performing at the Legion on Aug. 8 at 7:30 p.m.

This performance will follow a “tea and chat” earlier in the day at the museum.

Kawashima, a professor of Japanese History at the University of Toronto, was a 2017 finalist

Format change coming to Times, Black Press papers Things are looking a little different around here.

For many of us, newspapers evoke a strong sense of nostalgia: flipping through the pages while you enjoy your morning coffee, reading up on the latest community news.

It is, and always has been, a great way to start the day.

As much as we enjoy the nostalgia, change is inevitable and we’re making a major one.

Starting Wednesday, Aug. 1, the Boundary Creek Times is changing its sizing. Going forward, our paper will be printed with a shorter and more modern format, resembling a magazine. This new size will be easier to hold and flip through. What won’t change is our same great mix of local news, event coverage and online content.

This change will be consistent across the Times, the Grand Forks Gazette, and all other Black Press Media news publications. Black Press Media remains committed to being environmentally friendly by continuing to print on recycled newspaper with vegetable-based inks that make the paper safe for use in your gardens and compost.

Greenwood was the first internment site in B.C. “Grouped together, these total about 1,800 interned in the Greenwood/Grand Forks area,” Saimoto said. “If you can imagine in 1942, Greenwood had a population of about 200. In 1942, 1,200 Japanese Canadians started to arrive at the Greenwood train station to settle down.”

here with me,” Brown said. “My family never spoke of it. All I know is that my grandparents had a home in Steveston, they had fishing boats and when the war broke out, it was taken away and they came here.”

Brown’s mother’s family name was Yamashita.

“Hopefully someone will know my family and we can connect dots,” Brown said. “It is great that they want this known to everyone. This is what happened, this is my family that was here. Knowing [it will not be forgotten] is a great feeling.”

Conroy read a statement on behalf of Claire Trevena, minister for transportation and infrastructure “It was a dark time in our province’s history, and although markers like this can be a painful reminder, they are an opportunity to grown and learn. The interpretive sign tells the story of Greenwood, the province’s first internment site, and other sites in the Boundary,” Conroy said.

Japanese Canadians continued to settle and remain in Greenwood following the war, in large part because of the actions of the mayor and the Greenwood Board of Trade.

A letter to Victoria’s city council by the Greenwood Board of Trade (that was on display Sunday) protests the government’s directive to send Japanese Canadians back to Japan or “go east of the Rockies.”

“They have been law-abiding under very difficult conditions. Their homes and property were taken from them, many of them lost their savings of a lifetime, and they were herded around, more or less, like cattle.

In spite of this, they have come to Greenwood and cheerfully waited for the end of the war.

“It is not well at the present time to force Ottawa’s hand in any manner to send back to Japan 23,000 people who have just grievance against us,” the letter continued.

Gale Parisian (nee Kozai), now of Kelowna, said she was raised in Greenwood after her parents were interned there during the war. She returned with members of her family to instill the importance of remembering what happened in her children.

“We have been coming back to Greenwood every year since I moved away,” Parisian said.

“As our parents get older, really trying to understand moreso, with the new generations what it meant to be interned, what they sacrificed,” she said.

“I think my parents would be touched to see it hasn’t been forgotten. They would be happy about this recognition, because as we were growing up there was never talk about much of what happened, because they wanted to look past, but [now], to remember them with respect and understand the sacrifice.”

Gerhard Hermann Eichel passed away peacefully on July 18, 2018 in his 92nd year. His wife, Erika Christel Eichel (nee Klein) predeceased him in 2006.

Gerhard was born on May 23rd, 1926 in Berlin, Germany. He was drafted into the German Armed Forces in 1944 and served for one year before Germany’s surrender in May 1945. After completing his forestry degree at the University of Freiberg, he emigrated to Canada in 1952 where he joined the Inventory Branch at the BC Forest Service. Christel joined him six months later and they married the same year.

Throughout his Canadian forestry career in both the BC government and private sector forestry firms, Gerhard strove to advance forest management practices and timber production by encouraging natural reproduction. His knowledge of the local forest, shrubs, flowers and wildlife was encyclopedic and he passed on his love of trees and the outdoors to his three sons. His hobbies included, photography, writing perceptive letters to the editor, reading and listening to classical music.

The family would like to sincerely thank all of the caregivers from Nurse Next Door who made his later years more comfortable and filled his days with conversation, laughter and friendship.

The family would also like to thank the staff at the Maple Ridge Seniors Village - nurses, Resident Care Attendants (particularly Keri, for her love, kindness and compassion) and doctors for all of their efforts in keeping Gerhard comfortable over the last three years.

He is survived by his sons Frank (Ann), Oliver (Maureen) and Leonard (France); Grandchildren David, Travis (Alley), Janelle (Ricardo), Joshua (Amelie) and Camille; Great grandchildren Maeleigh, Makenna, Mara and Luca.

At the request of the deceased, there will be no public service. However, a private celebration of Gerhard and Christel’s lives will take place next year.

Canada, the U.S., and the Columbia Basin Treaty

Last week I spent three days in Spokane at the Pacific Northwest Economic Region meetings. Over 600 legislators, business people, and other interested folks from BC, Washington, Oregon, Idaho, Montana, Alaska, Alberta, Saskatchewan, the Yukon and Northwest Territories gathered to talk about issues important to this region.

In these days of Trumpian bullying and bluster, it was so refreshing and encouraging to have face-toface conversations with American legislators and policy experts. We need to establish and maintain

these personal and respectful relationships with our American counterparts to ensure that our countries can get along and enjoy mutual prosperity.

There were sessions on NAFTA, energy, forestry, tourism, agriculture, infrastructure, carbon policy and more. But the subject that drew the most interest was the Columbia River Treaty.

Canada and the United States are beginning to negotiate a modern treaty to update the present agreement that came into effect in 1964.
