Despite 51 per cent of respondents opposing a tax increase to operate an ice rink, the West Coast Multiplex Society was encouraged by the recently released results of an Alberni Claquot Regional District survey.

“We’re actually very excited,” society chairperson Samantha Hackett told the Westerly News.

“One of the key things that we saw in the survey, which anyone who’s looked at it will see, is that the people living and working in any one of the communities, those are the people that do support the project as presented.”

A 1.5-kilometre stretch of Highway 4 is getting a $30 million makeover that will take two years, and frequent road closures, to complete.

Construction will begin in the spring of this year and last until the summer of 2020, according B.C.’s Ministry of Transportation and Infrastructure, which has unveiled a proposed schedule of highway closures that it says are needed to get the job done.

The current schedule suggests the highway will close in both directions everyday from 10 p.m. to midnight and again from 1-4 a.m. and 5-7 a.m.

Travelers can expect roughly 30 minute delays during the daytime as the road will be open to single-lane alternating traffic.

From A1 She noted that, while 54 per cent of property owners who responded to the survey opposed the project, opposition among renters was much lower at 34 per cent. She said that renters represent a larger portion of local residents and suggested many property owners do not live in the area.

“It does look like, from the survey, more of the owners, the people not living in the community, are maybe not in support. But, I think, we all agree that we don’t want the people not living in the community to dictate the future of the community. It should be the people living and working [in the community;] the renters of the community, that can drive the direction of the project going forward,” she said.

“Only about 30 per cent of renters don’t support the project, so I feel like that sends a clear message.”

She added the majority of individual communities supported the project, with Tofino, 59 per cent opposed, and Electoral Area C, 57 per cent opposed, being the only two of the West Coast’s eight communities where opposition outnumbered support.

Support among First Nations was high, including 88.9 per cent approval from the Tla-o-qui-aht First Nation, 63.6 per cent from Toquaht and 62.5 per cent from Ahousaht.

“That was something that wasn’t surprising to us, but obviously nice to see,” Hackett said adding the support from Ahousaht was particularly encouraging because of the distance and boat-ride Ahousaht’s locals would need to take to reach the facility.

She added comments around the facility being closer, or in, a specific community were expected, Just a reminder, Black Rock is closed from January 2 at noon, reopen Friday, January 19 at noon.

“Although, obviously, any one community would want a facility in their own community, I think everybody understands the value of having a more neutral and central location for everybody,” she said.

“We’ve done so much research and we know that this is the best direction for the West Coast for all eight communities. We’ve worked with each of the eight communities so closely to make sure that everybody has been part of this project and that their best interest is in mind.”

The most frequent comment from survey respondents called for a swimming pool before an ice rink, but Hackett said the society does not believe changing the current order—an ice rink first and a swimming pool second—is what the West Coast really wants to see.

“Obviously, we’ve heard loud and clear that we want a pool, but we also know that equally loud and clear from the community is that they want a rink. With the research that we’ve done, we know that we can afford both at the multiplex location if they’re done together and done properly and if they’re done in the order that they’re done,” she said.

“We still believe that the best way for a pool in any one of the communities would be through the multiplex by having a rink first, then a pool.”

The Multiplex Society was expected to present at Tofino’s municipal council meeting on Tuesday and the ACRD’s West Coast Committee is scheduled to discuss the survey’s results on Jan. 18.

Ucluelet sees largest assessment increase on Vancouver Island “Lots of demand and no supply,” is the main reason behind a rapid rise in Ucluelet’s property values, according to local realtor Judy Gray of RE/MAX Mid-Island Realty.

B.C.’s 2018 property assessment notices are in the mail and Ucluetians can expect to see a significant increase in their home’s value as the average Ucluelet property rose from Judy Gray $290,000 to $366,000 between July 1, 2016, to July 1, 2017, according to a report released by B.C. Assessment last week.

That 26 per cent increase is the largest on Vancouver Island, which, the report states, saw an overall increase in total assessments from $192.7 billion in 2017 to $223.1 billion this year.

Gray told the Westerly News that Ucluelet’s property sales have rebounded strongly over the past two years after a tough drought from 2008-2015.

“Resort areas took the biggest hit in the downturn of the overall economy and it took a long time for us to recover…It wasn’t until late 2014 early 2015 that we started to see any sort of recovery,” Gray said.

“We had a terrible drought in sales.

Our sales dropped like crazy and prices dropped like crazy. We had some significant make-up in 2016 and 2017…It

Illegal garbage dumping has tarnished Kennedy Lake for locals, visitors and wildlife and two Ucluelet neighbours are hoping to put an end to it.

Jay Durante and Andy Horne are organizing a two-day Locals Love the Lake cleanup event on Jan. 20-21 in response to online chatter about the dumping that’s going on in the area.

“We’re neighbours and we were just having a chit chat about it one day and decided to go ahead and do something about it,” Horne said. “It’s bad for fish.

It’s bad for the animals. It’s bad just bad for the aesthetics of the whole area.”

Durante believes the dumping is being done by campers who are visiting temporarily and it’s up to the locals who live here to clean up the mess they’ve left behind.

“The main focus is stopping it from happening in the future and cleaning up what’s there already,” Durante said. “It’s going to look better when we’re done and, hopefully, if it gets cleaned, people are not going to leave garbage anymore. If you see garbage then you’ll want to leave garbage because everyone else is but, if it’s clean, maybe they’ll start taking their stuff away with them.”

She cited a current mix of low supply and high demand as the main reason Ucluelet’s values are rising.

“The popularity of Ucluelet has increased the interest in the area and significantly increased the sales and there’s been a lack of inventory, which puts pressure on pricing. People are willing to pay more to get what they want,” she said. “In 2008, most of the people that were coming here were looking at investment properties and second homes. That has changed, somewhat, to be young families wanting to live here. They’re exiting the cities and a lot of the reason that they’re able to do that now is because they’re able to bring their work with them and they’re entrepreneurial.”

She suggested Ucluelet remains an “excellent place to invest,” and that improvements to both the Long Beach Airport and Highway 4 will make an impact.

“Ucluelet is a fantastic community,” she said. “It’s safe. It’s beautiful. It’s got lots of activities for you to do. Lots of people want to come here.”

Property values in Tofino rose 14 per cent, from an average of $576,000 to $654,000.

“The large increase is like a double ended sword,” Tofino realtor Tia Traviss of RE/MAX told the Westerly News, “It’s great for sellers and not so great for buyers, especially first time home-buyers.”

She added that, like Ucluelet, Tofino’s market is trending towards local ownership.

“We currently have lots of buyers in the market, without much inventory to show them,” she said. “Vacation rentals are of course an extremely popular product in Tofino, however I am seeing more people looking to relocate and make Tofino home, I am also happy to see more and more locals and/or close family of locals investing in real estate in Tofino.”

She suggested Tofino “will always be a great place to invest in,” for either a home or income property.

“Tofino’s tourism seems to increase steadily every year, and with the rest of the world getting busier and busier, I believe it makes places like Tofino all that much more special and for that reason alone, a great place to invest,” she said.

Tina Ireland of B.C. Assessment said property owners should not immediately assume that increased assessments will lead to higher municipal taxes.

“It is important to understand that increases in property assessments do not automatically translate into a corresponding increase in property taxes,” Ireland said. “How your assessment changes relative to the average change in your community is what may affect your property taxes.”

LIBRARY IMPROVEMENTS VITAL Re: Tofino waits for library, Jan. 3, Westerly News.

Yes, the Library is small; yes, it costs a mint to build a new structure.

But, open only 17 hours a week! Ridiculous!

The general trend in libraries is toward electronic, and away from print. That said, there is no substitute for high-quality print materials to be readily available to the public.

Two or three new computers for the Library would not break the bank, and would allow increased participation.

Ah, you say - increased usage equals more staff money. And the unions are a problem - no volunteers allowed.

Okay - make a deal with the unions to allow volunteers pro tem, while increasing union hours and union staff incrementally as usage dictates.

Reasonable? I hope so - give it a try, anyway.

GET BEHIND A SWIMMING POOL Growing up on the edge of the world is an amazing and unique way to live; that’s not to say that it doesn’t come at a price.

Limited resources equal limited funding which leads to “making do”. Our communities have been “making do” with under-sized, poorly maintained pools that have often left us with limited to no access at times.

Swimming is an essential skill when you’re living with one foot in the water and having a proper pool to take lessons in, to develop and strengthen life saving techniques in (such as Bronze Medallion and Bronze Cross as well as kayaking safety drills) would be exceptional to offer our communities. In the past our generations have been denied “special” courses like National Life Guarding due to a lack in interested individuals, but time has passed and we have the qualifying numbers now. With our water sport activities at an all-time high and our coast guard stations getting shut down one by lonely one we need to protect our own and implement safety measures. If you chose to reside here you feel the pulse of the ocean too and you know it’s tumultuous power - it commands respect and knowledge.

Skating is a non-essential skill which goes mostly undesired for half the year. Swimming and swimming well is the difference between life and death. It’s not to say that a skating rink wouldn’t be a nice thing to have but we need to prioritize our needs as a whole and collectively I’d rather be safe and strong first.

“It’s a social event as well as a shopping event,” said Lynette O’Brien who launched Ucluelet’s new Indoor Market four months ago in an effort to keep the community connected during the dreary winter months.

“Our first one was just used items, but then I had a lot of interest from a lot of other people doing home-selling and a lot of other stuff so we just kind of opened it up to everybody.”

The markets are held at the ANAF on the first Saturday of every month and

O’Brien said she expects them to run until May before the West Coast’s summer markets kicks in.

She added vendors vary from market to market ensuring an ever-changing experience.

“People can come and meet their neighbours and knows whose selling what and who’s doing what in the community,” she said. “It’s awesome. It’s a fun thing to do on a Saturday…Everybody seems pretty happy with it and it’s nice to see people coming out and about.”

Mary Ellen Bent was thrilled with the extended opportunity the market provided to share her locally foraged canned goods with locals “It gets everybody out in the community,” she said.

“When tourists come in, it makes us look good. It makes us look like we’re a

community and we’re sharing everything we can offer in the winter when things are closed.”

Carol Sedgwick set up shop to showcase her wares from Norwex, which produces environmentally-friendly cleaning and personal care products.

“It’s a good opportunity for us to get out and be with our fellow community members and support each other in whatever little endeavours people are working on,” she said adding the market benefits from inclusivity among vendors.

“Because it’s unlimited as to what we can have here, it’s a nice blend.”

It was the first Indoor Market experience for Ucluelet photographer Jen McLeod who said winter markets help lure locals out of their homes and into the community she’s spent the past three months falling in love with.

“It’s amazing. It’s the best place I’ve ever lived. Everyone is friendly. I can walk everywhere and that’s a big plus and I really feel like I’ve been welcomed to this community despite the fact that I’ve only been here for three months,” she said.

“It’s nice to have a winter market because where else can you shop in Ukee during the winter?”

Christine Overvelde, a regular at both Tofino and Ucluelet’s summer markets, had Montreal Style Bagels on offer and suggested a permanent, year-round, market in Tofino and Ucluelet could bring big benefits to the West Coast.

“It brings people out, which is great and we showcase different talents, which is great,” she said.

“Markets are a long tradition that deserve to carry on and that we need in every society.”

The West Coast has awaken to 2018 and popular personal trainer Kara Stevens is ready to help locals seize the New Year’s opportunities by seeing past January’s dreary skies, shaking off last month’s holiday feasts and getting their bodies and minds moving.

Stevens is offering free Kara Stevens fitness and yoga classes from Monday-Sunday this week as part of her annual Free Fitness Week. Class schedules can be found at www.bbkallday.com.

Stevens has been a personal trainer in Ucluelet for the past five years and has been operating Body by Kara Fitness for the past three. She opened her new exercise haven, dubbed The Studio, at 1920 Lyche Road last year and is excited to push her fellow West Coasters towards healthier lifestyles by getting fit and feeling good.

“It’s not just good for your body, it’s good for your mind too,” Stevens told the Westerly News. “Using your body and using your mind and getting all those good endorphins flowing through your body will help you feel better, especially at this time of year when it’s dark and rainy and cold…It warms you up, makes you feel good and is a stepping stone, for me, to wellness and having a well-balanced life.”

She said getting into fitness helps create healthy lifestyles.

“From sleeping better, to eating better, to what you’re doing with your life outside of just going to work everyday. Getting outside and doing stuff with your family or promoting wellness in your household and sharing that with your kids,” she said.

“Getting a good work out in is a really good stress reliever too. A lot of people end up just going home after work and watching TV or going on the computer, or we’re all stuck on our cellphones. Taking half-an-hour, or an hour, to not be on technology and not be stuck inside is really important to keep your mind and body happy and healthy.”

She said her classes are judgement free zones where everyone is welcome, no matter what fitness level they’re starting from.

She added anyone feeling nervous about getting started should bring a friend to

a class or take in some one-on-one time with a trainer to understand where they’re at and set realistic goals.

“It’s really important to just be gentle on yourself and not worry about what’s going to happen when you get there, or how you’re going to look when you get there, but to really just focus on what you want to get out of it and not be upset if you don’t get there today, tomorrow, or in three months,” she said.

“It’s just about getting out there and doing it, to start. The first step in the door is scary, but it’s a really welcoming and happy community here.”

She said her classes are a diverse mix of young moms with their babies, teens, adults and seniors and she has launched a new Forever Fit class this year to cater to the 40-plus crowd.

If traveling is on your New Year’s resolutions list, two seasoned adventurers arrived in Ucluelet last week that can probably provide first-hand perspectives on any place you’re thinking of going.

Hana Simkova and Venca Simek are from the Czech Republic and have been on the road, literally, since July 2016.

The pair traveled to Alaska where they bought a van in Anchorage and spent the next year-and-a-half driving to the Yukon, to B.C. and then on to Alberta before returning to B.C. and heading down to Washington, Oregon, Idaho,

Montana, Wyoming, Utah, Colorado, Oklahoma, Texas, New Mexico, Arizona, Nevada, and California. They then traveled through Mexico to Guatemala, Nicaragua, Honduras, Costa Rica and El Salvador.

Prior to embarking on their ambitious journey, Simkova said she and her husband Simek had lived in South Korea for three years and Scotland for eight months.

They arrived in Ucluelet around Jan. 2 and plan to spend at least the next three months on the West Coast while working on obtaining permanent residency in Canada.

“We’ll be looking for a job and for ac-

commodation around here, because that’s where the waves are and then we’ll see.

We don’t really have a plan beyond three months,” Simek said.

“Were trying to work and settle now.

We’ve been doing this for long enough and now we’re trying to actually work and settle..We’ll see what it has to offer.

We’ll look around Ucluelet. We’ll look around Tofino and we’ll see what’s out there and that’s what’s going to decide the next couple years of our life.”

They said they have both enjoyed getting to know Ucluelet over the past week.

Locals honour Jack O’Neill July 5 • New baby Jackson Barlow Janisse earned some serious local bragging rights on June 29 for being born at the Tofino hospital. Mom Alana Janisse was also born at the Tofino hospital, and coincidentally, was assisted by the same doctor who had helped delivered her.

• Ucluelet Secondary School student Tyler Krueger received the Pacific Rim Foundation’s $40,000 Dick Close Scholarship. She had plans on attending Simon Fraser University.

• Popular local French teacher Rina Vigneault announced her retirement. She started teaching French Immersion in Ucluelet in 2001.

• Sebastian Lavendt, a terminally ill 13-year-old, travelled roughly 8,000 kilometres from Denmark to Ucluelet with his family to fulfill his dreams of catching a salmon. Thanks to collaboration between the Make a Wish Foundation and local businesses, that dream came true.

July 9 • Local surfers participated in a synchronized, worldwide paddled out at Cox Bay in memory of Jack O’Neill, the inventor of the wetsuit.

July 12 • A local storeowner, Carla Dave Anderson, darted across Peninsula Road to save a toddler who was stepping into oncoming traffic.

• Juno-award winning musicians George Leach and Digging Roots performed at an outdoor concert at Ucluelet’s Seaplane Base field as part of the Pacific Rim Arts Society summer festival.

July 26 • An injured eagle was transported from Ucluelet to the North Island Wildlife Recovery Centre after crashing into a local residence.

Aug. 1 • A rapid response by the Ahousaht First Nation and several fortunately positioned responders helped two men escape a plane crash at Ahous Bay without life-threatening injuries. The small aircraft was coming in for a landing on the Vargas Island beach around 1:30 p.m. when something went wrong, according to local RCMP. Aug. 2 • Tofino teen Seth Stere was one of 120 students from around the world to join a 12-day Artic voyage with the Students on Ice Foundation.

• Ucluelet First Nation Jada Touchie earned a silver medal in Under-14 basketball at the North American Indigenous Games.

Aug. 4 • A public fire ban was put in place for the districts of Tofino and Ucluelet.

Aug. 5 • Prime Minister Justin Trudeau arrived in Tofino and held two meetings with local leaders before kicking off his second annual West Coast vacation.

Aug. 30 • In a 3-2 vote, Tofino’s municipal council sent the largest housing proposal it’s ever seen back to the drawing board. Woodsmere Holdings Corp. had submitted a plan to develop a 27-acre parcel of land at 825 Campbell Street into 398 dwelling units.

• MP Gord Johns rode his bike, and a few boats, across the West Coast to engage with his constituents.

• Surfrider volunteers and Ocean Legacy crew joined forces to clean up the Wilde Side Trail on Flores Island.

Sept. 6 • Saya Masso, TFN natural resources managers, said the new Pacific Traverse Trail is a management issue for Tla-o-qui-aht Tribal Parks. He said he sent Parks Canada an official letter asking them to implement a First Nations service fee for the use and alienation of their land.

Sept. 27 • Tla-o-qui-aht artist Hjalmer Wenstob helped resurrect an Esquimalt First Nation village site in front of Victoria’s Parliament Building for five days of cultural sharing and celebration.

• Local entrepreneur Dennis Morgan announced a plan to open a roughly 2,500-microlitre-producing microbrewery and tasting room at the building formerly known as St. Aidan’s on the Hill Church.

• Efforts to clean up the aftermath of the Hanjin shipping container spill hit a funding snag. Some of the supersacks on Flore Island that marine debris was collected in were stranded with no funding to carry them out. On Sept. 27, six companies and over 13 volunteers came together to facilitate the final removal of the supersacks.

Sept. 29 • West Coast youth honoured Orange Shirt Day for the first time. Students and staff at Ucluelet Secondary ware orange clothing and an assembly was held to remember all the First Nations children who attended residential schools.

Oct. 4 • Californian junior pro Bethany Zelasko won the Queen of the Peak shortboard title at Cox Bay. Pro longboarder Leah Dawson won the longboard category, and Tofino’s Jasmine Porter surfed her way to the Princess of the Peak crown.

• Tourism Tofino, Tourism Ucluelet, the Pacific Rim National Park Reserve and the Alberni Valley Chamber of Commerce received Tourism Vancouver Island’s Marketing Campaign of the Year award for their ‘Real West Coast-Canada’s Surf Highway’ campaign.

Oct. 25 • Tofino received a total of $616,858 from the $10.5 million annual pot that’s divvied up between 14 tourism-based communities in B.C. to help pay for tourism related infrastructure. Ucluelet received $196,362.

• Tofino Co-op achieved the best relative financial performance in the Federated Co-op Limited network of 200 Co-ops spread across Western Canada.

Nov. 1 • Tofino’s municipal council signed a Memorandum of Understanding that effectively commits them to transferring district-owned land on the southern edge of town to the Tofino Bible Fellowship.

• The Alberni-Clayoquot Regional District’s Airport Superintendent Mark Fortune travelled to Vancouver to attend a ceremony where he received the B.C. Aviation Council’s William Templeton Trophy. Fortune accepted the award on behalf of the ACRD, in recognition for improvements made to both the Long Beach Airport and the Alberni Valley Airport.

• Tofino Mayor Josie Osborne was named to a new advisory council tasked with helping the Ministry of Environment on Climate Change Strategy find ways to reduce carbon pollution while creating sustainable economic development.

• Tourism Tofino received a Best Media Itinerary Award from Destination Canada for a media invitation event help during the 2016 Queen of the Peak.

Nov. 2 • MP Gord Johns tabled a motion at the House of Commons calling on the federal government to develop a national strategy to tackle marine debris. Bill M-151 aims to create permanent, dedicated, and annual funding for community led projects to clean up plastics and debris.

News of the incident was kept secret for a week, which had the local Surfrider crew and MP Gord Johns concerned about being kept in the dark. The ministry is coming to the West Coast to bring locals up to speed on what the work and the closures will look like at two public information sessions: Jan. 23 in Tofino and Jan. 24 in Ucluelet.

“The ministry encourages community members to attend the information sessions to learn more about the Kennedy Hill Safety Improvement Project, including timelines, proposed traffic management, and details such as the amount of rock to be blasted,” ministry spokesperson Danielle Pope told the Westerly News via email.

Pope said the work includes removing over 300,000 cubic metres, roughly 130 Olympic-sized swimming pools worth, of earth with the majority of that being rock, which will pave the way for the road, and its shoulders, to be widened and a new roadside barrier to be installed between the highway and the lake.

Pope explained that the 1.5-kilometre stretch of highway will also be straightened out and flattened and a hazardous, overhanging, rock will be removed. A new rest area and viewpoint

is also expected to be completed.

“Discussions have been ongoing over the past year with First Nations, emergency responders, Parks Canada and business and tourism associations,” Pope said. “This input, along with the feedback from the public information sessions, will be used to finalize the construction timeline, including overnight traffic stoppage periods and a protocol for emergency response.”

She added conversations are also ongoing with local first responders.

“Ministry staff are working closely with first responders to develop an emergency protocol that will ensure emergency vehicles have access through the site at all times during an incident,” she said. “There will also be a contingency plan to open the highway for an evacuation should a disaster event occur.”

Campbell River public washrooms soon to be gender-neutral Campbell River is going gender-neutral.

The washroom facilities in all city owned or operated properties will soon be inclusive for all genders and identities.

A report from the city’s facilities general manager Dave Morris outlines some of the difficulties members of the LGBTQ+ community face and suggests that the city should be doing more to offer “spaces that encourage diverse gender expressions,” as that “decreases the risk of margainalization and discrimination while fostering a more supportive and accepting environment predicated on equality and inclusiveness.”

The report cites changes to the B.C. Human Rights Code that were implemented in 2016, which “now provide explicit protection from discrimination, as opposed to what previously were indirect protections under other categories,” and suggests it is the duty of municipalities to ensure this same inclusiveness in all its public services and amenities.

As such, council has implemented the Gender Identity and Expression policy for all city owned and operated facilities, including the museum, Centennial Pool, Discovery Pier, Maritime Heritage Centre, the library, Tidemark Theatre, Campbell River Airport, both fire halls and the Sportsplex.

RCMP make arrest following standoff in rural Ladysmith A police standoff in rural Ladysmith came to a peaceful conclusion after five hours on Saturday with one person taken into custody.

The incident began just after 2 p.m. when a male in his late 40s entered the Chuckwagon Market on Cedar Road and allegedly began verbally accosting the teenager behind the counter.

Ladysmith RCMP received multiple 911 calls regarding the behaviour of the man, who was described as six foot two and 240 pounds.

He is currently facing other criminal charges before the courts.

Staff Sgt. Ken Brissard said no threats were uttered but the man allegedly behaved “assaultive” towards the employee.

“You don’t have to make physical contact with somebody to be charged with assault if my body language is such that you take me as being assaultive, that you’re scared,” said Staff Sgt. Ken Brissard.

When Ladysmith RCMP arrived on scene the man had already made his way back home and refused to

West Coast First Nation still bullish on LNG opportunity Huu-ay-aht First Nations citizens made history last year by becoming the first Nation in British Columbia to approve the co-managed development of a liquefied natural gas facility on their traditional territory.

On Monday, members from both Huu-ay-aht First Nations and Steelhead LNG were in Port Alberni council chambers to provide more information about the Kwispaa LNG project proposed for Sarita Bay near Bamfield.

Carol Greaves, the community relations lead at Steelhead LNG, explained that the facility will export approximately 24 million tonnes of liquefied natural gas per year, which will be largely transported overseas to countries such as China and India, to offset coal production.

The feed gas for the facility will be Canadian natural gas from northeastern British Columbia and northwestern Alberta.

“We are working hard to create a project that delivers value to the community,” said Greaves on Monday.

Man charged after hole cut in wall of bank in Sooke A 34-year-old man is being charged after attempting to break in to the TD Bank on Sooke Road.

Gregory John Cunningham is being charged with break and enter, possession of housebreaking instruments, and possession of methamphetamine.

On Jan. 4, Sooke RCMP responded to a call about the break in, and arrived at the scene to find damage to the area around the drivethrough ATM at the rear side of the bank.

Police say entry was not gained, but the garbage can and deposit slip holder had been ripped off the wall, and there was a hole cut through the wall to the inside of the bank that was about six inches in diameter.

“Insufficient passage planning and inadequate lookout for hazards,” contributed to a wildlife-watching vessel running aground off Tofino in 2016, according to the Transportation Safety Board of Canada.

The 13-metre Stellar Sea, owned by Jamie’s Whaling Station, struck a rock near Warn Bay during an afternoon bear-watching voyage on Oct. 1, 2016, reads a report released by the TSB last week. Two crewmembers and 26 passengers were on board. All were evacuated safely.

The TSB’s report suggests the master of the vessel was navigating shallow waters around Fortune Channel looking for wildlife to show passengers.

“After spotting a bear in Warn Bay, he navigated in its direction,” the report states. “The Stellar Sea struck a rock and went aground, causing two passengers to fall and sustain minor injuries.”

The report states that Jamie’s dispatched two vessels to rescue the Stellar Sea’s passengers and crew with nine passengers boarding the first rescue vessel and another 17 being instructed to abandon ship and move onto the rock while the second vessel was en route.

After everyone involved was safely evacuated, the vessel was towed for inspection and repairs, according to the TSB.

“The investigation determined that there was insufficient passage planning prior to the occurrence,” the report states. “Planning did not include strategies to identify and mitigate the risks posed by navigating alone in a challenging marine environment, filled with numerous hazards, such as rocks, reefs and a large tidal range. For example, the chart plotter and the echo sounder system were not used to their full potential, and available safety zone alarms were not enabled.”

The report also suggests that there was inadequate lookout for hazards during the voyage.

“No dedicated lookout had been posted,” it states. “The master, alone in the wheelhouse, was performing multiple tasks that interfered with his ability to focus on the course ahead. As a result, no one saw the protruding rock in time to prevent the accident.”

The report adds that the Canadian Coast Guard was not informed of the incident until four hours after it occurred.

“In this occurrence, the passengers and crew were evacuated safely before the CCG was alerted,” it reads. “Nonetheless, if companies or masters do not alert search-and-rescue resources in a timely manner, there is an increased risk that the response will not be timely, effective, or coordinated.”

Jamie’s Whaling Station released a response to the TSB’s report and agreed the Canadian Coast Guard should have been notified immediately.

“The TSB did acknowledge that other vessels evacuated the passengers and crew safely and the failure to contact the Coast Guard did not affect the outcome of this incident, but regardless this didn’t meet up to our standards and existing safety plans,” the company’s statement reads.

“We know we must do better. We’ve been in business for more than 35 years and have the trust of our passengers from around the world….We know the well-being of our passengers and crew depends

on us and we take that responsibility seriously.”

“As part of our ongoing commitment to safety we have a dedicated training and vessel maintenance schedule in place and have made significant investments in ensuring we have safety and life-saving equipment on our vessels that not only meet, but exceeds Transport Canada standards,” it reads. “We also have professionally certified and experienced crew running all of our tours and continue to ensure their training is updated.”

The TSB’s report states Jamie’s updated its emergency and operational procedures manual in March 2017 that includes contacting the Coast Guard more quickly in emergencies and more frequent safety drills.
