The dog is in the details

dubious dogless decree leaves pooch possessors in deep dismay

By Lorene Keitch lorene@columbiavalleypioneer.com The barking about a dog ban on the Westside Legacy Trail (WLT) has led officials to look into a possible renegotiation.

A recent letter to the editor in the Pioneer by Mark Halwa, executive director of the Columbia Valley Greenways Trail Alliance, launched a fury of debate in the Columbia Valley. The letter (published October 27th), stated dogs were not allowed on the new trail, which resulted in an extensive debate in social media over the decree, many feeling Greenways intentionally hid that fact from potential donors who now feel duped.

Local dog owner Lana Banham was one such commenter online who admitted she thought it was just a rumour that dogs would not be allowed on the multi-million dollar trail.

“I do think they could’ve done a better job at getting that information out to the public from the outset,” Ms. Lanham said to the Pioneer. “I think a lot of people are feeling deceived.”

But Mr. Halwa said the rule regarding dogs was never hidden.

“I made 44 public presentations about this project: some to local politicians, the majority to the general public. During those public presentations, all kinds of questions were asked,” Mr. Halwa said in an interview with the Pioneer. “In some presentations, people asked about dogs and they’ve never been denied (an answer).”

Mr. Halwa said if every item found in the Statutory Right of Way and agricultural land permit was listed at a public meeting, it would take hours.

“Different things have a differing significance to everyone. And dogs, no doubt, it’s a bigger one. It’s never not been disclosed and it’s always been responded to,” Mr. Halwa stated.

The dog decision was not made by Greenways; they are not even listed on the initial agreement signed between the Regional District of East Kootenay (RDEK) and the property owners over whose land the trail will cross.

“I walked up and down Westside Road and talked to all the landowners many times. I took down what they said. We turned it into an agreement and that agreement is between the RDEK and landowners,” Mr. Halwa stated.

The RDEK signed the initial agreement for a Statutory Rights of Way with the landowners in 2015. It included a clause that prohibited dogs or horses on the trail.

But the letter and subsequent public outcry led the RDEK board at the November meeting to request staff to contact the private landowners along the WLT to discuss the provision prohibiting dogs on the trail, and to explore whether having dogs on leash may be acceptable.

“It’s important to note the RDEK hasn’t made any decision about whether they want dogs or not. We’re asking the landowners whether they would be amenable to that agreement,” explained Andrew McLeod, RDEK planning and development services manager.

The initial agreement signed between the RDEK and landowners granted the RDEK the right to construct, operate, and maintain the trail. The RDEK then signed a separate agreement with the Columbia Valley Greenways Trail Alliance to take on the trail contract.

Mr. Halwa is optimistic about the trail construction so far, and wants the community to move forward with a positive attitude about what we do have: access to a worldclass trail thanks to private landowner’s donations.

“The vision of the Westside Legacy Trail was to share a beautiful place in the Valley with everyone. Let’s be thankful for the access to private land which the trail is built upon, and the generous donations which have made construction possible,” Mr. Halwa reflected. “Be respectful for what has been given, and mindful of asking for more.”

Once completed, the $5 million, 25-kilometre paved trail will run from Invermere to Fairmont Hot Springs. Nearly six kilometres of the trail was completed this fall.

Segment one of the trail can be accessed on Westside Road past the entrance to Castle Rock Estates.

New tree guards planned as part of beautification project in Radium Hot Springs

By Erin Knutson erin@columbiavalleypioneer.com As part of the current Resort Municipality strategy for streetscape beautification, a plan to install tree guards to protect the boulevard trees from Bighorn Sheep abuse was on the table at the Wednesday, November 8th Village of Radium Hot Springs council meeting. Feedback on the issue was requested to move forward with the project.

“These will stand up well and they will certainly be more aesthetic than the current wired ones,” said Mark Read, chief administrative officer for the village.

Council was faced with the option of considering a standard tree guard that can be purchased from a number of manufacturers or to create a custom tree guard with the help of a local metal working manufacturer.

Practicality and functionality were high on the desired qualities for the new tree guards with the allotted budget for the project sitting at $40,000. A total of 77 trees would need to be protected within the highway boulevards and the price per unit for the standard guards was set at $670 as opposed to the $1,070 for the custom designed units.

Approximately $16,000 would be required in a future budget for the purchase of the standard units, and a consideration of $44,000 would be required to purchase the custom units, according to figures provided in a report to council.

“I like the idea that less is more because the trees are pretty showy and the sheep are around,” said Mayor Clara Reinhardt who favoured the standard tree guards, though council member Tyler McCauley interjected that custom tree guards might be a favourable option for the Village.

• On Monday November 6th at about 2 p.m., Columbia Valley RCMP received a report of a hit and run in the Village of Radium Hot Springs. A vehicle owner attended the detachment to advise that her vehicle had been struck by another vehicle while it had been parked in a parking lot next to the Horsethief Pub on Saturday, November 4th between midnight and noon. Damage was sustained on the driver’s door and suggests that a larger black vehicle caused it. If anyone witnessed this incident they are asked to call the detachment.

• During the morning hours of Friday, November 10th, RCMP were conducting a disturbance investigation when they located one of the participants in Radium Hot Springs. The male, who had departed the disturbance, was sitting in a running vehicle in a public parking lot when he was approached by police. As police tried to ascertain the circumstances of the previous complaint police noted the male seemed intoxicated and in care and control of a vehicle. When confronted the male claimed he was “drunk” and displayed obvious signs of impairment with odour of liquor on his breath and glossy blood-shot eyes. The male was demanded to provide samples into an approved screening device. The male provided samples and each resulted in a “Fail” reading.

Consequently, he is prohibited from driving for 90 days and the vehicle was seized for 30 days.

• Another complaint lodged the same day surrounded another Canada Revenue Agency Scam. A 26 year old male attended the detachment to report that he had received multiple phone calls from an unknown male advising he was a person in authority and there was a warrant for the male’s arrest. Unsure of what to do the victim went to a local merchant and purchased gift cards.

Suspecting he may be a victim, he came to the detachment to enquire the possibility that he had been targeted. The young man was assured the real CRA does not use threats or arrest warrants and furthermore, no government agency will ever ask for gift cards in exchange for any kind of payment.

• During the evening hours of Saturday, November 11th, RCMP received a report of a single vehicle collision on Highway 93/95 near Fairmont. The complainant reported that he was travelling at about 100 km/hr in his F150 when an elk ran onto the highway and he hit it. The driver advised that neither he nor his passenger were injured. Road conditions were good and the weather was clear at the time of the collision.

• On Saturday, November 11th at about 7 p.m., RCMP were conducting a checkstop for impaired drivers on Foresters Landing Road near Radium Hot Springs.

There is enough snow to be snowmobiling up on the trails and knowing this is a popular activity this time of year the police wanted to make sure those returning from the hill were sober and posed no danger to the public.

While at the checkstop, a Ford F350 approached the police; when the RCMP spoke to the driver he reported that he had been snowmobiling but denied consuming any alcohol. As police spoke further with the male it was noted he smelled of liquor, had red glossy eyes and had an open beer sitting in the console beside him. Once the contradicting evidence was pointed out to the driver he changed his story and then claimed he had 2 beers. He was asked to provide samples of his breath into an approved screening device. He agreed and both samples displayed “Fail” readings. The driver then became very angry claiming he was on back roads and a forest service road and that police cannot charge impaired drivers on backcountry or Forest Service Roads. It was explained that no matter where you are, you cannot operate a motor vehicle when impaired. This includes snowmobiling on a mountainside, operating a motor boat on water or driving a truck on a forest service road; all pose significant risk to the public, the driver and occupants.

Warning signs of a scam

Every year, thousands of Canadians fall victim to fraud. Watch for any of these warning signs: • A marked increase in the amount of mail with too-good-to-be-true offers.

• Frequent calls offering get-rich-quick schemes or valuable awards.

• Many calls for donations to unfamiliar charities.

• A sudden inability to pay normal bills.

• Requests for loans or cash.

• Banking records that show cheques or withdrawals made to unfamiliar companies.

• Secretive behaviour about phone calls.

If you suspect that someone you know has fallen prey to a deceptive telemarketer, don’t criticize them. Encourage them to share their concerns with you about unsolicited calls or any new business or charitable dealings. Assure them that it is not rude to hang up on suspicious calls.

Christmas Eve Horse driven sleigh ride proposed for Radium

By Erin Knutson erin@columbiavalleypioneer.com Gateway Motel is proposing to offer a horse driven sleigh and wagon ride through the Village of Radium Hot Springs on Christmas Eve, in what could be the start of a beautiful tradition for the community.

“We are open over the Christmas holidays and we would like to be able to offer our guests a great customer experience while they are staying with us as well as a festive opportunity for the community,” said Erin Palashniuk, co-owner of the Gateway Motel in a letter to mayor and council that was discussed at the Wednesday, November 8th council meeting.

According to Ms. Palashniuk, there is an interest from the business community for the holiday tradition of horse driven sleighs, for what could become a major attraction for visitors in years to come.

Proper insurance for the activity was a concern for council members as well as the potential safety hazard of crossing the highway.

According to Village Chief Administrative Officer Mark Read, it would be highly unlikely they would have

permission to use the highway.

To approve the activity, mayor and council stipulated that the ride would have to stay away from the highway as a condition to what was otherwise a well received idea.

Ms. Palashniuk’s letter to council covered insurance concerns, clearly outlining the insurance policy for this type of event, stating the outfitter contracted to host the activity would have insurance in place for the evening of the event, with the Village and businesses listed as co-insured.

Bar Z Mountain Adventures has been designated as the company that will provide rides to the community with the plan in place to have a central pick up and drop off point in Radium.

The Village was asked to partner with Gateway to make it an annual occasion with the cost of the activity which totals $500 to be absorbed by the businesses as the sponsors.

A motion to approve the activity was granted with the Village on board for the partnership.

“I think it’s a great idea and if we can offer any support that would be great” said Mayor Clara Reinhardt.

A conference to explore collective ideas on how to create a monitoring framework to protect water in the Columbia Basin is on its way to Copper Point Resort in the form of a revolutionary discussion.

The aim of the event will be to strategize through an open dialogue with a host of experts from across North America to find a way to integrate the region’s water knowledge through a freely accessible open source data that will be reliable, practical, and essential to help the community address water challenges in relation to climate change.

“Climate change and understanding the hydrology changes in the Columbia Basin will impact all of us,” said Living Lakes Canada executive director Kat Hartwig.

ferent groups but it’s an incomplete picture, with data gaps that are impeding water allocation decisions, according to Ms. Hartwig.

The idea to create a framework was formulated in February, 2017 after Columbia Basin Trust (CBT) released a report by hydrologist expert Dr. Martin Carver “Water Monitoring and Climate in the Upper Columbia Basin, Summary of Current Status and Opportunities” that revealed Basin water data was inadequate for managing and protecting the region’s water resources in response to climate change. The report will be showcased at the conference.

According to the report, federal and provincial governments have reduced their hydrometric monitoring and the existing monitoring networks are outdated going back to methods used before the need for regional climate impacts monitoring arose.

Doggone bad idea to deceive dog owners

By Lorene Keitch lorene@columbiavalleypioneer.com Dog lovers in the Columbia Valley are barking up the Greenways tree after finding out their canine friends will not be allowed to join them on the Westside Legacy Trail (see story, page 3).

In a Facebook post detailing the ‘no dog’ rule; dozens of commenters expressed outrage the rule was not made clear on the Legacy Trail website (www.ourtrail.org): ‘I am very disappointed that the long awaited Legacy Trail has such restrictions! I personally have contributed money & many Volunteer Hours to help fund this trail, only to be told I can not enjoy it with my furry sidekick! Wish the no dog rule was announced up front! Now knowing that I will never have the pleasure of using it, I will donate my time & money elsewhere’ reads one comment. Another says: ‘I just spent an hour as well combing through the legacy site as well. No mention about no pets anywhere. Guess I wasted my donation on something I can’t use now’.

The issue is not whether dogs should be allowed on the Westside Legacy Trail or not. The landowners certainly did not have to turn over their land for public use; for them to do so was an incredibly generous act. If they want to place stipulations on how the land can be used, that is their prerogative.

The issue is that, while the agreement was signed between the RDEK and the property owners, the promoting, fundraising, organizing, developing, and spearheading, has all been done by the Columbia Valley Greenways Trail Alliance. And they did not do nearly as good a job making the ‘no dog’ rule as clear as dog lovers in the Valley would like.

Mark Halwa, executive director, says if anyone asked about dogs being permitted on the trail, they were given the answer. And, he adds, if every rule and regulation was listed at each meeting, it would take hours.

At the very least, the notice should have been put on the trail website. I spent several hours reading all the material I could find on the trail. It was not until I saw the RDEK / landowner agreement sent to me by Mr. Halwa that I saw the clause about ‘no dogs’.

The Westside Legacy Trail is an absolutely fantastic local amenity, and we are lucky to have it. The property owners who kindly donated the land for public use are to be applauded. And personally, as a non-dog owner, I’m indifferent as to whether our furry friends should be allowed or not. But my guess is from here on forward, some people will be less inclined to give their money to the next cause after feeling the bite of donating to a trail they did not realize they can’t use with their four-legged friends.

Dog ban a good solution for trail Dear Editor: I just want to let people know there are Westside Legacy trail users and donors who are in complete agreement with the recent decision to ban dogs on the trail. After hiking the trail several times I witnessed out-of-control dogs endangering bicycle traffic, and had several unpleasant dog encounters myself, not to mention what the dogs leave on the trail. Banning dogs seems the only viable solution to ensure that the trail is safe and enjoyable for all. This is the same conclusion that our National and Provincial parks have come to on some hiking and skiing trails, so the Westside Legacy Trail is not alone or without precedent. I only hope that other institutions like stores, restaurants, and other public areas have the sense and courage to ban dogs too, or at least ban them until owners discover how to be responsible for their pets.

Driver doesn’t stop Dear Editor: On Monday November 6th 2017, shortly before 8 a.m., a cold but dry day, our dog was hit by a vehicle and left for dead. We realize accidents happen but what we are struggling with is the fact that the individual did not stop and go to the nearest house and try to locate the family of a loved pet. Five minutes more on your rush to work would not have mattered!

Our dog was lying outside on the road, alive, before a neighbour called to say Speckles had been hit. We rushed him to the Invermere Vet Clinic but the outcome was not happy.

We blame no one for hitting the dog, we blame them for not STOPPING! We are now grieving the loss of a beloved in-

tegral member of our family.

We should also mention excessive speed and distracted driving are potential causes. This is not the first and probably not the last animal that will die on this road but this was OUR dog!

It could easily have been a child or elderly person. It would have been the right thing to notify the family, the outcome was unfortunate.

Our sincerest thanks to our wonderful neighbours and the kindness of the staff at the Invermere Veterinary Hospital.

Market celebrates all things winter

The 2nd Annual Winter Wonderland Market has returned to Invermere and will be celebrating all things winter with a variety of crafts and artisans. The market has become a cornerstone of one of the Valley’s favourite seasons.

Winter Wonderland was created to ensure that guests have a warm and welcoming experience, filled with holiday cheer, while they scope out the perfect holiday gift for friends and family.

Finding that one special item will be made simpler this year with a choice of over 50 vendors displaying unique, beautiful, and hand-crafted items that can only be purchased at this one of a kind market in the mountains.

The venue will be accompanied by live music, coffee from Stolen Church Coffee Co., chocolate artisans and tea vendors with a huge variety of first time vendors, and some from out of town.

“Everything will be 100 per cent hand-made by local artisans with a selection of warm winter hand-knits, hand-sewn baby clothes, locally-produced honey, baked goodies and decor items for the home,” said organizer Shannon Root of Baby Root Designs.

Ms. Root and her husband love the winter season and wanted to create something special to honour it while providing an exciting event for the community to enjoy.

“I wanted to create another opportunity to sell my handmade items before it gets too late in the season and I wanted to create a really fun family-oriented event — it’s our second go at it and we’re really excited” she said.

There will be a silent auction and guests can bid on an original selection of items that will be displayed for the special occasion.

Admission is free and proceeds from the auction will be donated to Family Dynamix, the Glacier Peaks Gymnastics Club, and the Columbia Valley Skating Club.

The market is slated for Saturday, November 18th from 10 a.m to 4 p.m. and Sunday, November 19th from 11 a.m. to 4 p.m. at the Columbia Valley Centre.

Quilt Guild sews for a good cause

By Steve Hubrecht steve@columbiavalleypioneer.com A group of Upper Columbia Valley women are putting their sartorial talents to charitable cause, helping to create feminine hygiene kits for teenage girls in Malawi.

The Valley Piecemakers Quilt Guild has, in an effort spearheaded by Invermere resident Loreen Jacobs, been sewing together hygiene kits, which will allow girls who are menstruating to continue going to school, which they otherwise would not be able to do.

“There are no paper products anywhere in Malawi,” said Ms. Jacobs, adding that the inspiration for the project came through a friend of hers, who helps run what is termed a ‘feeding station’, through the Apostle Church of the Pentecost Malawi, for kids who have lost their parents to HIV/AIDS. The charity is called a ‘feeding station’ rather than an orphanage because most of the kids who make use of it live in their grandparents homes rather than at the charity. But with so many kids having lost parents to AIDS (Ms. Jacobs outlined that there are some 1.5 million such kids in Malawi), many of the grandparents are hard pressed to provide enough food for all their grandkids, let alone afford school for all of them. That is where the feeding station comes in, offering kids meals and access to education. But, as is common in many developing countries, teenage girls are often unable to attend school while menstruating for the simple reason that they lack hygiene products of any sort.

“We are following a great design system made by the Days for Girls program for the kits,” said Ms. Jacobs. “It requires a lot of flannel, which curls around the pads, which are inserted into a slot which has a polyurethane liner.”

“It takes a good deal of time and fabric,” said Ms. Jacobs, adding the feeding station has 250 girls, of which 150 are menstruating.

“There’s no way we are going to be able to make that many (150), but every bit of volunteer help, whether its time helping to sew or just donating material, is really appreciated. Bolts of good quality flannel are actually quite expensive,” she said.

Although the situation may seem grim in many respects, there is hope, according to Ms. Jacobs, who pointed out that the rate of HIV has gone down 67 per cent in Malawi in recent years.

“Education, sanitation and hygiene are making a big difference,” she said.

configuration for tracking and understanding the full range of implications of climate change on water supply for Basin ecosystems and people,” said Dr. Carver.

A user-friendly platform that supports decision making is the big objective of an organized data system, while helping to complete the picture of what’s going on in the Basin.

The conference will create the unique opportunity for the community to engage in the formation of a new and more comprehensive data system while gaining a better understanding of what is required for municipal water use, flow required for fish and wetland ecosystems, and the potential impacts to recreation, tourism and farming with 30 experts in tow.

“The time is now, when it comes to climate change, not later,” said Dr. Carver, who mentioned that from over a thousand glaciers in the region, only four were currently being monitored.

Having access to a comprehensive data base will help inform scientific understanding and stewardship of water sources, including the availability, quality and appropriate use for community water supplies, fish habitat, hydropower, food production, fire protection and recreation among a multitude of applications and considerations, according to Dr. Carver.

“The availability of up-to-date water monitoring data has become increasingly important for effective planning and management, including long-term investments

in land use and infrastructure, community water supply and ecosystem stewardship.

This is happening on a global level and this type of model is invaluable to achieving desirable outcomes,” said Dr. Carver.

The conference will explore source data currently trending on a global scale in citizen, scientist, academic and government industries, while going over best practices already in use across Canada and the U.S. “Right now we don’t have a clear picture of the implications in respect to climate change and it’s important to empower and engage the community in solutions,” said Living Lakes Canada water program manager Heather Leschied. “We will have a shared understanding regarding water monitoring and water data storage needs from the perspectives of government (all levels) including First Nations, community water stewardship groups, industry sectors and academia.”

The community is invited to enjoy a host of presentations and impressive key note speakers while contributing to the discussion on the future of local water.

The snowball drop is a fun-filled event geared to all ages. Hundreds of ping pong balls will fall from the sky eager to find mittened homes.

“I am extremely excited to be coordinating a Snowball Drop this year, the first ever Snowball Drop in Invermere. I am hoping this will draw a large crowd as it will be sure to make everyone very happy with the prizes and savings they will receive from their snowballs. I encourage the community to shop local during the holidays and I know this will be a great start,” said Cortney Pitts, District of Invermere events coordinator.

Snowballs can be redeemed for prizes and discounts with corresponding numbers and businesses throughout the Valley. Participants are allowed a maximum of three ping pong balls per person.

Adults will be asked to keep an eye on small children as the event could get a little rowdy with attendees scrambling to catch falling snowballs. The best part? Admission is free.

The Snowball Drop is scheduled to take place at 1 p.m. on Saturday, November 18th in Cenotaph Park, followed by a host of Christmas favourites happening in downtown Invermere throughout the day, culminating in the annual tree lighting ceremony to kick off the holiday season.

The 2017 Light Up theme this year is “Memories of a Childhood Christmas” with a variety of window displays and parade floats designed in its honour.

Wild and Scenic Film Festival inspires adventure

The 4th Annual Wild and Scenic Film Festival is slated to arrive in Invermere to delight film buffs and festival enthusiasts. This highly anticipated event will inspire guests with stories honouring the spirit of adventure while telling the tales of individuals dedicated to making positive change in the world. “As part of a world tour that plays in over 150 cities in North America, Wildsight chooses its own unique program,� said Wildsight Invermere Chair Baiba Morrow.

Living in the mountains is a privilege and supporting one another ensures that this style of living will continue, comments area business owner Carolyn Barzilay.

With so many financial options at one’s disposal, it can be difficult to know what’s right for you. Free Radon tests for Valley residents Submitted by Wildsight Here in the Columbia Valley, we have a strong connection to the landscape, but did you know that relationship carries on when we’re indoors too?

November is Radon Awareness Month and a significant percentage of homes here in the Valley are thought to have radon levels above Health Canada’s guideline, yet few homes in our area have been tested. Unfortunately, most people do not find out that they’ve been exposed to high levels of radon gas until it is too late. Wildsight Invermere’s Radon Action and Awareness Program is working to change that.

Radon is a radioactive gas produced by the natural decay of uranium in rocks and soil and is the second leading cause of lung cancer. This odorless, invisible gas enters our homes through tiny cracks in floors and walls where is accumulates. Recognizing the very low survival rate of just 17% for lung cancer, and the subsequent large social impact on our community, Wildsight is offering 100 long-term, radon test kits to residents of the Columbia Valley who occupy their home year-round.

The goal of the program is to test radon levels in homes from Spillimacheen through to Canal Flats, map the results, and when levels exceed guidelines, direct homeowners to a certified radon mitigation professional. Results will be used to assess the percentage of homes with hazardous radon levels, and further increase awareness of the danger of radon.

There is no cost to participate, but residents are asked to pre-register, as there is a limited number of tests available per community. Registered participants will be notified of November dates and times when test kits can be picked up in Invermere. Testing will run through the winter. Once concluded, participants will return the radon detector to Invermere, and Wildsight Invermere will send them for processing. Participants will receive their results as well as information and options for radon mitigation, if desired. Lab analysis and data mapping are expected to be completed and presented no later than June 2018.

Christmas Bureau of the Columbia Valley provides smiles to deserving families

By Erin Knutson erin@columbiavalleypioneer.com The Christmas Bureau of the Columbia Valley has been bringing cheer to local families since its inception in 1992. The non-profit organization was created to ensure that everyone has an enjoyable and memorable holiday season.

The bureau raises funds to purchase gift cards (from local grocery stores) and to provide a small box of personalized gifts and goodies, which are then distributed to families and individuals that are in need of extra help around Christmas time.

“Everyone from time to time has needed a helping hand. We believe that everyone deserves a special Christmas dinner without the added stress and financial burden that often comes with the holiday season,” said Christmas Bureau Organizer Angie Smith. “I remember my family getting help around Christmas and it felt really good when boxes of stuff arrived, so it’s nice to be able to give back to the community.”

There are a number of different ways the community has been asked to help, whether that be sponsoring a family, or multiple families. Sponsoring a family costs between $75 and $200 depending on the size of the chosen family. Sponsors will be asked to assemble and wrap a small box (shoe size box), or gift bag of personalized gifts and treats to go along with the grocery gift card.

Donations will also be accepted in lieu of shoe boxes for an amount of $25 per family to cover the cost of the items, or a flat donation that will go toward purchasing the gift cards and personalized items. Tax receipts will be issued for amounts of $20 and over. Applicants to the program are requested to drop off their forms at Family Dynamix and the Ministry of Children and Family Development as well as the Akisqnuk and Shuswap band offices for band members by December 7th. Gift and donation pick up is scheduled at the Columbia Valley Centre on December 14th from 1 p.m. to 7 p.m. Angel Trees will also be placed in various locations around Invermere for recipients who have registered to receive gifts.

Deck the Halls with Effusion Art Gallery Submitted by Effusion Art Gallery The Effusion Art Gallery + Glass Studio is excited to partner with the Westside Legacy Trail once again for their annual Christmas tree ornament sale, and new this year is an in-house silent auction. The Westside Legacy Trail is a multi-recreational, human powered paved trail linking Invermere to Fairmont Hot Springs where locals and visitors can walk, run, bike, or rollerblade safely off of the busy Westside Road. “It’s a great asset in the community and to see this grow for people to enjoy,” explains the gallery owner Heather Cuell.

collectors, and always sell-out quickly.

How to capture a wizard

Local artist paints Radium woodcarver Rolf Heer for Hospice Society fundraiser

By Erin Knutson erin@columbiavalleypioneer.com When an eccentric and whimsical Radium Hot Springs wizard and woodcarver got together with a local artist to create a one of a kind masterpiece, genius was born.

A friendship between local legend Rolf Heer and artist Elizabeth Segstro has proven advantageous to the community and to the name of philanthropy.

The pair collaborated on a numbered, limited edition series of collector prints of Mr. Heer that have been released to the public. All proceeds from the prints will be donated to the Hospice Society of the Columbia Valley.

Ms. Segstro admired Mr. Heer’s authenticity from the beginning. The pair met shortly after her arrival five years ago and she knew she had found a kindred spirit and an original.

Mr. Heer is a fixture around town and his weird and wonderful home that goes by the name “Home of a Thousand Faces” is world famous. It is filled with unique treasures, mask carvings, and is home to a host of animals including a pair of chipmunks, skunks, and a couple of goats on the roof. It has been a major tourist attraction to the area since Mr. Heer’s arrival in the early 1970s, and was featured on the popular TV series “Weird Homes.”

“He is the most authentic person I’ve ever met — he is who he is and that’s very rare…I’ve never met anyone like him,” said Ms. Segstro.

Mr. Heer sleeps in a wall and lives his life in a completely original way. He works hard in the summer season, accommodating up to 300 tourists daily at times and he has a phone message that clearly lets visitors know that he will open and stay open as the mood strikes him. He also has a sign outside that says “Open when I feel like it,” in case people don’t get the message.

After a busy season, Mr. Heer heads to Thailand,

where he spends his time adrift on a small boat off the coast in search of a fresh meal.

Capturing her subject’s essence is everything to Ms. Segstro in her work as a portraitist. According to the artist, ‘essence’ is something that emerges during the process of creation.

“Rolf just appeared when I was working on his portrait,” she said.

Creating a likeness of someone is not about putting pencil or brush to paper, it’s about letting that person reveal themselves in the work, said Ms. Segstro of making a portrait come to life.

The portrait was done all in pencil and looks like something inspired by DaVinci. Mr. Heer’s timelessness is evident in the piece, as though he stepped out of another century, or from another world.

“Rolf is a colourful character with the soul of a poet,” said Ms. Segstro and that is evident when meeting Mr. Heer.

Mr. Heer is kind, gentle, and incredibly open and makes no bones about his unusual appearance.

“I am who I am and I don’t give a xxxx if you don’t like it,” he said with a smile to the Pioneer.

Mr. Heer has also been compared to a monkey with his tree lopping skills as a tree remover, something he’s been doing since he was 14 years old in Switzerland.

“He just shimmies up the tree just like a monkey,” said Ms. Segstro of his skills. She also lovingly refers to Mr. Heer as a tree spirit.

One hundred prints of Rolf Heer have been released and include an autograph from the legendary wood carver. Prints are matted and sleeved to 16”x 20” and are accompanied by a certificate of authenticity. Prints are going fast. Andrew Brodie July 30, 1959 – November 4, 2017 Andrew Brodie Swan, P. Eng. Passed away on November 4, 2017 after a prolonged, hard-fought battle with cancer.

Andrew is survived by his children Caitlin, Allison and Alex, his partner Helen, his ex-wife and mother of their children, Heather Kennedy (m. 1989-2011), his mother Shirley, his siblings Jennifer (Eric), Frances (Dave), Ian (Valerie) and Robert, and by his nieces and nephews. Andrew was predeceased by his father Brodie in 2011.

Andrew was born in London, England where Shirley had returned to be with family for the birth of her first child. New Mom and baby arrived home in Canada when he was 10 weeks old. The family lived in Vancouver until Andrew was three years old. They relocated to Williams Lake, and later to the East Kootenays (Invermere) where Andrew graduated from high school. After high school, he studied and travelled.

Andrew graduated with a civil engineering degree (structural major) from the University of British Columbia in 1988. He began his structural engineering career in Victoria and Vancouver, working with large consulting engineering firms until 1995. Andrew returned to his roots in the Kootenays in 1995, working as the Regional Bridge Engineer with the Ministry of Forests in Nelson.

After several years with the Ministry, the consultant life was calling, and Andrew became a self employed engineering consultant in Nelson. In 2009, he joined two other partners as a Principal of SNT Engineering Ltd. Andrew excelled as a consultant, providing the majority of his work to government and large corporate clients. His passion was bridges. He became the technical go to person in the Kootenays, where many sought to benefit from his very specialized experience, and he was highly regarded for his talent at finding practical solutions to difficult problems. Andrew always loved a challenge.

Andrew and Heather raised their family on a small acreage just outside of Nelson (Blewett). Andrew loved family life on the farm with his three children and a variety of four-legged friends. There were always many home improvement projects on the go – initially at the house in Richmond, then in Blewett, and more recently at the former Presbyterian Church in Nelson. He could do everything, and would happily take on any renovation or repair. Other favourite activities were sailing, fishing and cutting firewood. Also fun for him was hopping on his motorbike to do errands around town. Never one to be idle, Andrew and Helen shared many happy adventures exploring beautiful places in BC. Andrew had much love and support from family and community. This unending care and devotion allowed him to be at home until the last hours of his life. We would like to thank the doctors, nurses and medical staff who provided Andrew with the best care possible, particularly Drs. Milde and Malpass. We would also like to thank all the wonderful friends and family in Vancouver who opened their homes to Andrew, and did everything possible to make him comfortable during his extended stay in Vancouver whilst he was at VGH for treatment.

A reception for Andrew was held on Saturday, November 11, 2017 at his home in Nelson, BC. In lieu of flowers, please send donations to S.P.C.A. Nelson, or the Kootenay Lake Hospital Foundation.

Connie Watson September 16, 1942 ~ November 7, 2017

It is with overwhelming sadness that we announce the passing of Connie Watson in Invermere, BC on Tuesday, November 7th. Connie passed away peacefully with her family by her side after a courageous battle with cancer.

She leaves behind her best friend and forever devoted husband Skip, her daughter Marcie (Shawn), son Rob (Jennifer) and son Hal (Wendy), her grandchildren Jake, Ali, Mitchell, Kianna, Carter, Keira, Eve and Isla, and her sisters Judy (Terry) and Mary Lou (Brian).

Connie’s love of life, passion and energy touched so many people. From teaching in Saskatchewan, to Germany and back, from curling to book clubs, to Grandmothers for Grandmothers, golfing, hiking and more, Connie poured enthusiasm, laughter and a bright light into every moment of every day.

Although a big hole is left in many hearts, Connie’s spirit will live on in the cherished memories held by her many friends and loving family. Throughout her battle with cancer she was an inspiration to everyone around her with her strength, perseverance and amazing ability to be grateful for the moments of day to day life.

The family would like to give special thanks for the kind and caring support of doctors, nurses and staff of the Invermere Hospital.

On November 4, 2017 “Ray” Raymond John Eshpeter passed away in Canberra Australia to the sadness of his entire family. He was well known to many in the Oil and Gas industry and Occupational Health and Safety in Alberta and Australia and his involvement with St Johns Ambulance, the 1988 Winter Olympics, where he touched the lives of so many people. He was always eager to help those that needed help and always had time to talk those that wanted to talk.

He has always been actively involved with his immediate community whether in Canada or Australia organizing neighbourly events; BBQ’s, Heart and Stroke Ski-Athons, Block parties, and Community spaces for kids in Canada and Australia. He was always understanding, loving, and believed we all had purpose in life and he encouraged everyone especially the children to follow their dreams and that you can do anything if you put your mind to it.

He has joined his parents Irvin and Irene Eshpeter, sister Carol Pederson, nephews Dean and Lee Sorken on his next journey and adventure. He will be greatly missed but never forgotten by the people he leaves behind; his sons Mark (Iris) and Scott (Tarryn) Eshpeter their mother Adelle Eshpeter, his wife Joy Eshpeter, his step children Timothy (Brooke) Olin, and Melissa Olin, four grandchildren Leon, Jordan, Dana, and Holly, five great grandchildren, a brother, three sisters, nieces and nephews, Tessa and her mother Jennifer White and all those whose lives and hearts he has touched.

May 18, 1933 – November 6, 2017

John passed away suddenly in his home in Invermere, B.C. with his loving wife Eileen by his side. John and Eileen, high school sweethearts, celebrated their 63rd year of marriage in May. He is survived by Eileen, children Peter (Charlotte), Bruce (Sandra) and Jeff and was known as “Pops” to his grandchildren Emelia, Trevor, Clementine, Erin and Robyn.

John was born and raised in Calgary, Alberta, graduating from Crescent Heights High School before studying his nights away to become a Chartered Accountant. Before joining Shell Canada in Calgary in 1965 John and two partners built the Pigeon Mountain Ski Area located near Canmore, Alberta. John and family transferred to Toronto with Shell in 1969 where he eventually became Vice President Finance and Administration.

His career led John and Eileen to London, England for 10 years with Shell International Petroleum Company. Following their time overseas John and Eileen retired to Invermere, B.C. where they forged many strong friendships on the golf course, at the Bridge table and at their many parties.

John has served as an officer of the Calgary Highlanders, as a Boy Scout leader and as an eternal fan of the Calgary Stampeders. He was a voracious reader and collector of all genre of books, and he was a lifelong avid artist with a special talent for painting landscapes of the Columbia Valley and the Rocky Mountains. Over several decades, much of John’s spare time was devoted to researching and recording the early exploration of Western Canada, and few knew more than he of the exploits of the great map-maker, David Thompson.

Family and friends were top priorities for John, and he took great pride in the local community where he and Eileen have supported many philanthropic causes.

John was a truly interesting, accomplished and generous man who will be dearly missed by many.

There will be a celebration of John’s life when family and friends are able to gather in Invermere. In lieu of flowers, those wishing to commemorate John might consider making a donation to the Invermere Public Library (see www.newinvermerelibrary.ca).

The Regional District of East Kootenay (RDEK) Board of Directors is considering an application by Brent and Jamie Gillies to amend the text of the Upper Columbia Valley Zoning Bylaw to permit an auxiliary dwelling unit on property located at 4189 Coy Road in the Rushmere area as shown on the attached map.

Bylaw No. 2814 cited as “Regional District of East Kootenay – Upper Columbia Valley Zoning Bylaw No. 900, 1992 – Amendment Bylaw No. 334, 2017 (Rushmere / Gillies)” will amend section 7.12(7) by adding the following: (c) Despite Section 4.17(1)(k) of this Bylaw, on Lot 1, District Lot 347, Kootenay District, Plan NEP74119 an auxiliary dwelling unit is permitted.

The Regional District of East Kootenay (RDEK) Board of Directors is considering an application by V.J. Bishop Excavating Ltd. to amend the Lake Windermere Official Community Plan (OCP) and the Upper Columbia Valley Zoning Bylaw.

If approved, the bylaw will amend the OCP designation of the subject property from C, Commercial to I, Industrial and amend the zoning designation from C-2, Service Commercial Zone to I-1, Light Industrial Zone to facilitate a proposed commercial storage and warehousing facility. The subject property is located at 1496 Highway 93/95 in the Windermere area as shown on the attached map.

Rockies gain momentum

By Erin Knutson erin@columbiavalleypioneer.com The Rockies hit the ice this past weekend for their 20th game of the season at the Eddie Mountain Memorial Arena Saturday, November 11th against the Golden Rockets, following Friday’s 5-4 loss in double overtime against the Fernie Ghostriders at the Elk Valley Leisure Centre.

After Friday’s game, the Rockies nailed it Saturday, with a 9-2 win against the Rockets, despite an injury to their goalie in the bottom of the first period.

Comment on the extent of the injuries to the player and how he is doing were unavailable as of press time this week.

The Rockies continued on at Saturday’s game despite an upsetting start demonstrating real grit and prowess on the ice.

The team showed through their win against the Rockets that the tide is turning in their favour this season.

They’ve hit their mark consistently over the past couple of weekends and with a solid defense, speed, attention to detail and hard work the odds seem to be stacked in their favour moving forward.

With seven wins, eight losses, and three ties, it seems the team is evening the score as they head into their 21st game against Fernie on Friday.

The Rockies have demonstrated skill and a level of confidence that has followed what has been a set of strategy building sessions geared toward making quick decisions under pressure that have paid off.

FAITH

God’s Everlasting Love

By Pastor Wayne Frater Radium Christian Fellowship Church Nothing can separate us from God’s Love.

Romans 8:31-32 NKJV says “ What then shall we say to these things? If God is for us, who can be against us?

He who did not spare His own Son, but delivered Him up for us all, how shall He not with Him also freely give us all things?”

I don’t know about you, but I sometimes forget how great and wonderful and awesome God is, I forget about how much He loves me, sometimes I feel discouraged or depressed, maybe worried about something going on in my life, or maybe my family or friends’ lives, maybe it is a financial problem, or maybe a health problem.

Just as we set aside one day a year to remember those who have given of themselves for our freedom, we also have to set time aside to remember what God has done for us, what He is doing for us, and what He is going to

do for us. God is on our side.

Romans 8:38-39 “ For I am persuaded that neither death nor life, nor angels nor principalities nor powers, nor things present nor things to come, nor height nor depth, nor any other created thing, shall be able to separate us from the love of God which is in Christ Jesus our Lord.”

Some time ago I was reminded of this love, it was our week to minister at Columbia House extended care, I was feeling somewhat discouraged when we went there, but while we were there I was tremendously encouraged by those wonderful folks that live, work, and volunteer there. We spent some time singing, and it was while we were singing “On the Wings of a Snow White Dove”, “Sweet Hour of Prayer”, “Jesus Loves Me”, “Amazing Grace” I was reminded, that even when everything seems to be piled up against us, we can always sing songs of praise to our Lord, and we can, no matter what our age, or the circumstances of our surroundings, we can always pray. In 1 Thessalonians 15:16-18 Paul tells us “Rejoice always, pray without ceasing, in everything give thanks; for this is the will of God in Christ Jesus for you.” And I know God answers those prayers.

Remember “If God be for us, who can be against us?”

Communities Help is Needed

United Way East Kootenay is asking for help to raise urgently needed dollars for the community.

Donations have been declining for a number of years in all sectors (business, corporate and individuals) and this puts our community investments, social change initiatives and capacity / community building activities at risk for next year.
