he Canada Revenue Agency is returning to Whitehorse, albeit with a bit of a different look.

The CRA will once again have an office in the Elijah Smith Building in downtown Whitehorse, MP Larry Bagnell announced Sept. 1.

But instead of being run by paid government staff, this office will be run by volunteers.

The Whitehorse office, along with many others around Canada, closed in 2012 as part of federal budget cuts. At the time, the agency lost 638 jobs.

Yukoners were unimpressed. A petition, reportedly with 700 names on in, circulated in the territory asking that the CRA office be brought back.

Bagnell promised to re-open the office as part of his 2015 election campaign.

The desire for the CRA to return to the territory was widespread, Bagnell said.

“That’s one thing that I found very unique about the request from the public,” he said. “That it was from all segments of the public.”

The volunteers running the Yukon office will all be trained through the federal government’s Commu-

Through that program volunteers are trained by CRA staff to answer basic questions, Bagnell said.

“These people are like retired charter accountants.”

CRA staff will also make periodic visits to the territory to help with more complicated cases, he said.

The office will also have a phone line connecting directly to an expert familiar with tax issues in the North.

“The northern allowance, as an example, is very complex and there’s a lot of questions about that that the average person that you phone on a 1-800 number might not know.”

Bagnell said volunteers with be able to help in ways CRA staff cannot.

“They can help people with their income tax form. CRA staff themselves can’t because they have a conflict of interest.”

He also promised more CRA public seminars.

“It will all work out of the hub here.”

There are already a handful of volunteer tax programs in the territory, he said, including one run out of the Multicultural Centre of the Yukon.

Bagnell said the new office will be open yearround and start in time for the next tax season.

He didn’t know how many volunteers the office will require.

“It was just announced today so the work now begins to get it all into place.”

Whitehorse council mulls pay bump to make up for tax change Lori Garrison

hitehorse city council is being asked to consider a bylaw that would increase the annual salaries of councillors and the mayor to account for a change in federal legislation that will see municipal politicians across the country paying more taxes.

Previously, municipal politicians were allowed to deduct up to one-third of their salaries from their taxes. That one-third was considered to be related to “necessary expenses incidental to the discharge of the duties of council members,” said manager of corporate service Valerie Braga at the standing committee meeting Sept. 5.

In 2019 this “long-standing practice of

municipal governments across Canada will end,” which means that, unless the salaries of council members are adjusted accordingly, “net pay will be significantly less,” she said.

“With the change to legislation, effectively all of your salaries would go down by (the deductible amount),” Braga told council.

The previously-deductible amount was related only to income from council’s municipal positions, not to income from other sources.

Braga said the increase was meant to “level the playing field,” so that council members would not lose a portion of their income. The salary adjustment would mean that council’s take-home pay would remain the same “within five dollars.”

Mayor Dan Curtis said the proposed changes to salaries are not “an increase, but an adjustment,” which would help the city attract citizens to run for council.

Currently, the annual salary for council members is $21,000, although the mayor makes significantly more at $88,000. The adjustment would increase a councillor’s salary by $3,800, to $24,300. The mayor would get a $12,600 increase, bringing the office’s salary to $100,100.

Curtis acknowledged the change would shift the burden of paying the extra taxes to Whitehorse ratepayers. But he said councillors work hard for their salary and won’t take home more money under the new tax rules.

The increase will be “revenue-neutral” for

councillors, he said, and without it they “may take a 23 per cent pay reduction.”

“I think we can all agree … remuneration of $20,000 for council is not unrealistic,” he said. “They work very, very hard.”

With six councillors and one mayor, taxpayers would shell out an extra $35,000 in council salaries.

The proposed bylaw would only take effect after the next election in 2018.

During the question period following the standing committee meeting, Curtis said he planned to run for mayor again next year.

“I’m definitely going to seek another term. I’ve never had a job I enjoyed so much,” he said.

Council will give the bylaw first and second reading at the Sept. 11 regular council meeting.

New hospital expansion offers streamlined admissions, natural light The new two-storey expansion of the Whitehorse General Hospital’s emergency department is complete and will begin receiving its first patients Jan. 9, 2018.

The $72-million, 40,000-square-foot facility features a new, streamlined, ‘racetrack’ style triage and administration area. This is meant to smooth out the process of categorizing and seeing emergency patients, reducing patient stress and improving care, said project director Karen Girling.

“You are seen clinically and registered almost simultaneously,” said Girling.

There are 17 emergency service rooms in total, including a specialty room for bariatric patients, one dedicated to gynecology, and one to isolation.

There’s also a “safe” room, which is designed to be a “secure and quiet” space for patients exhibiting aggressive behaviour — such as someone having a mental health or drug-related episode — to safely calm down so they can be cared for, said Girling.

There are quiet spaces for staff designed into the layout of the expansion, Girling said, such as in medicine storage areas.

This not only minimizes stress on staff, she said, but allows for better concentration as well.

“There’s nothing worse than trying to do a calculation for pediatrics and having someone come by and say in your ear ‘have you got blood pressure for so-and-so,’” she said.

The facility will also have a new method of organizing patients so that all staff will be able to see where each patient is, which Girling describes as being similar to “an order board at Tim Hortons,” where people’s various needs and locations are displayed for staff.

The facility has also been built with “bullet” tubes, which allow samples and medications to come up and down pneumatic delivery systems, “eliminating a lot of walking,” Girling said.

“We got rid of a lot of those time-wasters that we currently have,” Girling said.

Another improvement included in the upgrade is two ambulance bays instead of one, including additional emergency-response designated parking to ease congestion in getting people into the emergency room. The bays also lead directly to the trauma centre so serious cases can be seen as quickly as possible.

There are also four special emergency rooms equipped with an extra anteroom to better aid in the control of infectious disease, Girling said. This allows doctors to isolate potentially infectious patients, enter a secure area to don protective gear, and then see the patient.

“So if we suspect someone has tuberculosis,” she said, by way of example, “then you can move in and out of the room safely.”

The second floor of the building did not have a set purpose when it was first built, said Girling. After careful consideration, she said, the top floor will now be used for “secure care” for patients who need to be held in secure rooms. It will not be used for long-

“For long-term beds, we really want to work with the new Whistle Bend continuing care facility,” Girling said. “That’s (the residents) home, you want activities and services… which we are not able to

provide.”

The current emergency care area will become support a service area for the operating rooms, Girling said.

James Low, a spokesperson for the Yukon Hospital Corporation, said that

the new expansion is “not designed to mitigate some of the bed pressures we’re experiencing but to deliver better service.”

Low said that there is not anticipated to be an increase in the number of hospital patients.

“The space is really designed to provide better emergency care,” he said.

Girling said hospital staff will undergo training over the next few months on how to best work in the new space. There will also be open houses that will allow the public to see the new layout so it’s not a surprise if they need emergency care, she said.

The more technical features aside, the new facility is more open and streamlined than its predecessor, with more windows to include natural light, which the current emergency facility does not have at all.

“It’s definitely brighter, that’s for sure,” said Girling.

First Nations chiefs speak out as Nehass legal saga resumes Mental health support, “holistic” programming and a sense of hope are among the things First Nations people in the Yukon prison system desperately need but are lacking, two Yukon First Nations chiefs told media Sept. 5.

The press conference held by Council of Yukon First Nations Grand Chief Peter Johnston and Kwanlin Dün First Nation Chief Doris Bill came an hour before the first day of the second trial for Tahltan Nation man Michael Nehass began.

Nehass’ first trial ended in February of this year, after he was convicted of assault with a weapon and forcible confinement.

However, Justice Scott Brooker declared a mistrial because Nehass’s mental health had deteriorated so badly following years of being held in solitary confinement that he was unfit to take part in his own sentencing.

The chiefs said that while they would not be commenting specifically

on the current status of Nehass’ case for privacy reasons, his “unfortunate” situation was an example of the systemic barriers First Nations people moving through the justice system face.

“From the First Nation perspective, we are an industry when it comes to foster care, correctional facilities — we have a high number of our citizens that are in the system,” Johnston said. “It is the system that is failing the individuals.… We’re building bigger jails and smaller high schools rather than the opposite.”

Prompted by a reporter’s question, Johnston said he and Bill were speaking out about the problem now, years after Nehass’s legal case began, because they wanted help “shed some light” on how people are dealt with in correctional facilities.

Nehass, who’s currently being held at the Ontario Shores Centre for Mental Health Sciences, appeared briefly in court via video conference Sept.

5 before proceedings were adjourned. His lawyer, Anik Morrow, is asking for charges against him to be stayed.

Meanwhile, Crown prosecutor Eric Marcoux is asking for a mental fitness assessment and the Yukon government will be applying for intervener status, which, if successful, would allow it to participate and comment on the court proceedings.

At the press conference, Bill said that while KDFN was consulted about the WCC before it was built, the First Nation’s suggestions weren’t reflected when the jail actually opened.

“What we have is something close to a maximum security prison and that is not what we wanted.…

From Kwanlin Dün’s perspective, we’d like to see programming and services from a holistic perspective. We want input into the program and into the services that are provided, not only within WCC but throughout the territory,” she said.

“I believe if First Nations people are over-represented in the system, then we need programs that are designed by us for us, for our people…. So it stands to reason, I think that we take the lead on some of these programs and services.”

Johnston agreed.

“There’s been a number of times where elders who have gone and worked

within (the WCC), they feel that people there need for more support when it comes to not only cultural relevancy when it comes to programming but … some hope given to them while they’re there,” he said.

Both chiefs also emphasized the need for systems and programs to keep First Nations people from entering the correctional system in the first place,

including ones to support early childhood development, education, addiction treatment, safe housing and accessible education.

“I think that if we can be more preventative, if we can help support the families at a younger age, (there are) less chances they’ll end up in a facility such as that,” Johnston said, adding that the Yukon justice, education and health departments need to get rid of the “silos” between them and work together.

Both chiefs agreed that they’ve seen “some improvement” over the years, but Bill said territorial government departments, communities and First Nations still “all need to get on the same page.”

“I still see people going in many different directions and we need to get on the same page and talk about a way forward,” she said.

Bear-proofing laws exist but are limited, CO says Jackie Hong News Reporter

W

hen it comes to Yukoners who don’t properly store or dispose of bear attractants, conservation officers (COs) prefer education over punishment, said a human-wildlife conflict prevention CO, but the law does give them some power to crack down on violators.

However, recourse can be limited.

“Obviously, we want to focus on more of a progressive approach and getting people’s co-operation through education … (but) conservation officers are not adverse to charging someone in the situation where we’ve made that front-end approach to the person … and they’ve just simply refused to do it,” CO Aaron Koss-Young told the News.

The reminder comes during a season when the territory is set to meet the record for the most bears killed in a year (61). As of last week, 55 bears had been killed across the Yukon this year.

The overwhelming majority of human-bear interactions that end with a bear being killed are the result of someone leaving an attractant around, KossYoung previously said, whether it be a chicken coop that’s not properly fenced in or hunting scraps carelessly tossed aside.

While the City of Whitehorse has bear-proof garbage bins, there is nothing forcing residents to use them, conservation officer Aaron Koss-Young says.

A CO can order someone found in violation of that section to fix the situation within a set time.

If they don’t, first-time offenders can face a fine of up to $50,000, a year in jail, or both, but in reality, Koss-Young said, “you’re not going to see penalties of that nature.”

“What we’d be seeking is a penalty that represents how much it would have cost to (fix the situation)….

The person would be required to install an electric fence or do something to mitigate this from ever happening again rather than asking for a fine,” he said.

By then, Koss-Young noted, it’s usually too late for the bear involved, but the hope is that the punishment will lead the offender to follow bear-safe practices in the future. It’s “rare” for anyone to be charged or fined after a bear has to be killed, he added. “(If there) are situations

where the person has known the bear has been doing this for a number of days or weeks or months and the person hasn’t taken any measures to prevent this from happening, hasn’t contacted conservation officers … absolutely, we would consider possibly prosecuting because that person just hasn’t done anything to help the situation or work with conservation officers at all to prevent these situations from occurring,” he said.

Several charges have been laid under the Wildlife Act this year, according to Environment Yukon, but exact numbers were not immediately available.

Where COs don’t have any power, though, is creating or enforcing any city or community-specific bylaws. For example, even though the City of Whitehorse has bear-proof garbage bins, there’s nothing that says residents actually have to keep the latch

Yukon man killed in plane crash near Faro

chief coroner Heather Jones said the wreckage was located in the Mount Menzi area approximately 51 kilometres north of Faro.

closed or even use them, Koss-Young said.

“It’s an approved receptacle for the disposal of garbage or compost … and we don’t have any ability to order anybody to do anything with that,” he said.

The city was presented with a bear hazard assessment report in the last year or two which included research on bear-proof bin use as well as recommendations on bylaw implementation and enforcement, Koss-Young said, but “has done nothing as far as following up with any of those recommendations.”

“We are trying to get back down to the table with the City of Whitehorse and other partners to try and get these ideas moving forward,” he said.

Whitehorse does have a waste management bylaw which prohibits anyone from “(setting) out waste in any manner or condition that harbours or attracts wildlife,” but bylaw services supervisor Tom Wyers said in his two years with the department, he’s never seen a fine or charge issued under it. Dawson City has similar bylaws, also under which no one’s ever been charged.

“We don’t get an overabundance of calls about that,” Wyers said, adding he was aware of the bear hazard report but didn’t know anything in regards to recommended bylaw changes, nor anything about other bylaws that might relate to bear attractants.

Both pilots were flying single-engine Champion 7GCBs, according to the Transportation Safety Board of Canada.

The safety board is aware of the crash but is waiting for more information, including photographs, from the RCMP before deciding if it will come north to investigate.

“Once we have all the information that’s en route, then we’ll make a determination whether or not we come up,” said senior investigator Gerrit Vermeer.

That could take about a week. The weather is believed to have been a factor in the crash, he said.

Trudeau announces $360M for Yukon road upgrades Ashley Joannou News Reporter

he federal and territorial governments are spending about $360 million as part of a nearly half-billion dollar project to improve road access to two mining regions in the territory.

Prime Minister Justin Trudeau made the announcement Sept. 2 as part of a 24-hour visit to the Yukon.

The federal government is willing to contribute up to $247.3 million, Trudeau said.

The territorial government has agreed to pitch in up to $112.8 million. Industry is expected to add about $108 million.

Known as the Resource Gateway Project, the money will be spent on roads and bridges in the Dawson range in central Yukon and the Nahanni Range Road in the southeast.

In all, about 650 kilometres of road will be upgraded. Numerous bridges, culverts, and stream crossings will also be replaced.

In the Dawson range, four public road systems will get repairs. The Nahanni Range Road will get upgrades from its junction with the Campbell Highway to the border between Yukon and the Northwest Territories.

“Building infrastructure is one of the best way to create opportunities and long term growth in a sustainable way for communities, and we will do that,” Trudeau said,

If everything goes as planned, some construction could start in 2018, said Allan Nixon, assistant deputy minister for the Yukon Department of Highways and Public Works. That’s a year later than what was in the original proposal sent to Ottawa last year.

The whole project is expected to take eight years, according to the proposal.

“The program is scheduled to end in 2024-25 and we’re hopeful that we can get some extension on that,” Nixon said.

Money will come from the federal government as work is completed, Nixon said “You don’t actually get money until you spend it.

The key here is the commitment that they’ve made to fund it.”

Three major potential mines, Coffee, Selwyn and Casino, could benefit from the improvements. To date, none of them have made it through the territory’s environmental and socio-economic assessment process.

Lewis Rifkind, the mining analyist for the Yukon Conservation Society, is critical of the governments’ decision to fund these roads, calling the project “taxpayer-funded infrastructure for private corporations.”

“Where do we draw the line between federal dollars and infrastructure and just basically corporate welfare?”

Mining companies are

slated to contribute about $108 million to the project.

Western Copper and Gold and Goldcorp, the owners of the Casino the Coffee projects respectively, will be paying for 70 per cent of the cost for two controlled access roads to their respective mine sites. The remaining 30 per cent will come from the territorial government.

If the mines don’t come up with their portion of the money territorial government would not pay its portion towards the access roads, Nixon said.

The rest of the road upgrades, including to the Goldfield Roads, the Nahanni Range Road, the Freegold Road and to create a new Carmacks bypass, will happen with or without the mines being approved, Nixon said.

“We think there’s still value there and the federal government does as well because they’ve agreed to the proposal as we wrote it.”

The community of Carmacks has been talking for years about building a bypass to direct vehicles around the community, he said.

“There’s been concerns from the community of Carmacks about industrial traffic coming … right through the community.”

Samson Hartland, the executive director of the Yukon Chamber of Mines, said investing in infrastructure is about more than those major projects.

“There are plenty of other low-level, grassroots,

He called the investment “visionary.”

“This is about unlocking Yukon’s mineral potential.

This is about the dozens of companies that operate within those regions and that have opportunities to bring mines online. Not potentially part of this generation but part of future generations as well.”

Paul West-Sells, the president of Western Copper and Gold, said people other than miners use the public roads.

“Putting a better road and a safer road into that area I think makes sense regardless of any mining projects going forward,” he said.

Silver said the work will not start until agreements

are signed with the various First Nations that have traditional territory in the regions.

“It’s a conversation about jobs, it’s a conversation about prosperity,” he said. “It’s a conversation about making sure that our communities in the Yukon are more resilient tomorrow for our next generation than they are today.”

The agreements with First Nations will be signed before a funding agreement is officially signed with Ottawa, Nixon said.

“We’ve had preliminary discussions with First Nations but you need to get down into the meat and into the details of the agreements and that’s where the discussions need to go next.”

benefit agreement for the Kaska to cover the portion of the project that will run through Kaska traditional territory.

He said the announcement is good news for the territory. “I really find this to be something to celebrate for the Yukon.”

Little Salmon Carmacks First Nation Chief Russell Blackjack said he’s hoping the project will benefit the economy in Carmacks and the Yukon as a whole while still protecting wildlife in the area.

“We have to make sure that they’re protected and the environment’s protected,” Blackjack said. “If we can do that, the whole Yukon will benefit.”

Rifkind said he’s concerned that spending millions of dollars on roads could mean government officials are less likely to speak up against the mining projects as they make their way through the assessment process.

“Would they have the gumption to say, no, do not approve this project even though we’ve pumped $250 million into the access road, the technology being used on the mine or the environmental impacts of the mine are just too negative?”

Both the current government and the former Yukon Party government lobbied Ottawa to fund the plan.

Yukon Party MLA Scott Kent said in a statement he’s glad the project was approved.

rime Minister Justin Trudeau’s decision to split Indigenous Affairs and Northern Development into two separate departments as part of his recent cabinet shuffle is cause for cautious optimism.

Ottawa will now devote one department to administering day-to-day services (like housing, education, food security, and health care), and another to establishing the legal frameworks for the relationship between the Crown and Indigenous peoples.

Recommended by the 1996 Report of the Royal Commission on Aboriginal Peoples, this move signals a welcome willingness to recognize both of these policy challenges as pressing and, as Trudeau said, breaks Ottawa out of constraining structures that “looked at Indigenous peoples in a paternalistic, colonial way.”

This change in machinery should enable real progress, but the venture will ultimately be judged on the extent to which concrete action is delivered to close the troubling gap that has emerged between the government’s words and actions on Indigenous reconciliation.

After a dark decade of Conservative government neglect, Trudeau campaigned on the promise of a “renewed, nation-to-nation relationship” with Canada’s first peoples. Trudeau called for the adoption and implementation of the UN Declaration on the Rights of Indigenous Peoples and an Inquiry on Missing and Murdered Indigenous Women and Girls (MMIWG), and talked breezily about the need for “decolonization.” Little wonder historic numbers of Indigenous people came out to vote for his party.

In office, his government has taken some early steps that indeed signal a change. It signed the UN Declaration on the Rights of Indigenous Peoples, launched the inquiry into murdered and missing Indigenous women, made budget allocations that would have been unthinkable under Stephen Harper, and have undertaken to consult with First Nations on what a nation-to-nation relationship should look like.

Yet 22 months into Trudeau’s tenure, there’s little evidence of concrete improvements in Indigenous communities or of a fundamental change in the relationship between Ottawa and First Nations.

slain Indigenous women that the Liberals’ lack of concern for their involvement is paternalistic and colonial.

Though the Trudeau Liberals have put in place a five-year plan to address the issue of clean drinking water on reserve, they budgeted 40 per cent less than the Harper Conservatives did for the same objective. The results of both governments’ attempts to address the problem have been similar: today, there are 102 First Nations south of 60 who have gone more than a year without access to clean drinking water.

Meanwhile, the government continues to refuse to obey the January 2016 decision of the Canadian Human Rights Tribunal (CHRT) that the federal government must cease discriminating against First Nations children on reserves by providing them the same level of child-welfare services available to non-Indigenous children.

The ugly practice of underfunding Indigenous child welfare was brought to the CHRT under Harper, whose Conservatives spent millions attempting to defeat the challenge, but the decision to defy the tribunal’s order to treat Indigenous children as well as non-Indigenous children has singularly belonged to the Trudeau Liberals.

First Nations child-welfare advocate Cindy Blackstock successfully spent nine years fighting the federal government before the tribunal.

She said this week that the Crown needed to be willing to make significant investments in order to “develop something akin to what the Marshall Plan was after the Second World War” if

they wished to begin truly addressing the many crises that have resulted from our history of neglecting and mistreating Canada’s Indigenous peoples. The government has given so signs of anything close to this level of ambition.

The challenge of living up to the Liberals’ rhetoric is nowhere clearer than on the implementation of the UN Declaration on the Rights of Indigenous Peoples. On the campaign trail, Trudeau was effusive in his support of the declaration, but after signing it, he and his ministers have been evasive about its applications.

In particular, the declaration’s call on the government to obtain “prior and informed consent” from Indigenous groups before embarking on development projects raises a host of thorny issues, which Trudeau, like his predecessor, has so far seemed set on bulldozing rather than engaging with in good faith.

The Trudeau government is right to have made Indigenous reconciliation and improving life chances in First Nations communities a top priority.

The positive signals made and early steps taken create a real opportunity for breaking out of a “failed, paternalistic” relationship. It may well be that the establishment of two Indigenous-affairs departments, as long recommended, will allow the Liberals to do just that. But if they fail to deliver concretely, this change will be nothing more than another broken promise.

You know precisely what work these intervenor representatives had to endure during the hearing process.

How can you even look these local intervenors straight in the eye from now on?

While I’m at it, why are board costs continually escalating every rate hearing?

The Yukon public, whom you are obligated to serve, deserves some answers.

Opposition parties will have to work harder if they want to beat Trudeau in 2019

I

t seems like yesterday, but at this time two years ago Canadians were about midway through the marathon 2015 federal election campaign.

At that point, a Justin Trudeau-led government seemed like a long shot.

The NDP was still riding high in the polls under the relatively centrist leadership of Thomas Mulcair.

The Liberals, after years of rebuilding, were still struggling. Then Prime Minister Stephen Harper and his party were doing a decent job of hammering away at nagging doubts about the inexperienced Trudeau’s qualifications to lead.

The rest, of course, is history. Prime Minister Justin Trudeau, as he is now known, won a large majority government and is approaching the halfway mark of his first term.

Harper and Mulcair are

both gone — the former having been replaced in the spring with Regina MP Andrew Scheer and the leadership race to fill the shoes of the latter entering its final stretch.

So how are things going?

As is usually the case in politics it really depends on who you ask.

Some of the progressives who lent their vote to the Liberals in order to get Harper’s Conservatives out of office are disappointed with in the Liberal government. These include broken promises on electoral reform and promised new spending on underfunded indigenous communities that has yet to materialize.

“Balancing the environment and economy,” once we move beyond rhetoric, has proven easier said than done leaving disappointed Canadians on both the left and right.

But while some progressives may have buyer’s remorse it still manifests as mild frustration and disappointment. The passionate Trudeau hate is on the right.

I’m not talking about the discontent of every conservative with legitimate concerns about

deficits (which I share) and over tax increases.

I’m talking about the deep seated loathing of “Prime Minister Selfie” — as he is derisively known — that has reached a fever pitch among some on the right.

Trudeau derangement syndrome now matches in intensity and irrationality the pathology that plagued former Stephen Harper’s worst critics.

It is loosely policy based, combining justifiable disagreements with misplaced blame for economic challenges facing the energy sector plus cultural anxieties about refugees and the changing Canadian demographic that “Trudeauism” celebrates. But I think much of the syndrome is rooted in a profoundly personal distaste for the youthful-looking, cosmopolitan, Quebec-based, son of a millionaire who (derangement sufferers believe) undeservedly ousted a competent prime minister.

Trudeau derangement syndrome may produce severe symptoms but it seems unlikely to be particularly contagious.

“Prime Minister Selfie” may seem like a com-

pelling line of attack for curmudgeonly technological refuseniks but it is not a very compelling one to younger Canadians — even ones who are well into their thirties, forties and beyond — who know what Instagram is.

And while some of the sheen has come off Trudeau’s Liberals, most polling still shows the Liberals well out front in public opinion. The Opposition has its work cut out for it.

Of the options available to Conservatives, Andrew Scheer was a decent choice as leader but I don’t think anyone would accuse him of having Trudeau’s charm.

If he is to win in 2019 he will have to follow the Stephen Harper model of gradually earning the trust of moderate and centre-right Canadians while cultivating the image of a steady and capable leader.

The problem with that approach is that — readers will recall — Stephen Harper didn’t win so much as Canadian’s grew tired of the Liberals and sought an alternative.

I would submit that we’ve got a long way to go on that front. Sure there

has been discontent over such matters as the Omar Khadr payout or Trudeau’s trip to Aga Khan’s private island, but voters tend to have short memories and neither is enough, years removed from the event, to be a real difference maker come election time. Large deficits aren’t going to do it either, because Canadians have an (unfortunately) blasé attitude towards debt.

I think that recent moves to change the rules regarding the taxation of small businesses — which will result in substantially higher tax bills for many of the kind of Canadians that the Liberals need to keep in their tent — are going to hurt the party more than anything we’ve seen in the past two years. Voters affected by this move will find a natural home with the Conservatives. And, worryingly for rank and file Liberal MPs, the pain will be felt most acutely at tax time 2019.

But I think there needs to be more. The Liberals are likely going to have to screw something up in truly epic fashion in order to flip voter preference. The steady drip of disappoint-

ment and scandal just isn’t strong enough right now to oust a sitting government.

There are wildcards beyond the government’s control of course. The economy is faring well but that can change quickly.

The future of NAFTA is very much in doubt but I have a hunch that if negotiations turn for the worse more Canadians will place blame on the erratic occupant of the White House than on the Trudeau government.

Another wildcard of course is the NDP leadership race — the conventional wisdom being that a strong NDP is bad for the Liberals. I have little in the way of meaningful speculation about how that will play out, but I have doubts that those Anyone But Conservative swing voters, so crucial to Liberal election victories, are irritated enough with the current government yet to burn the whole thing down.

At this point, if we are to see a change of government in 2019, the reason why has not yet revealed itself.

NAFTA: Early sticking points encountered on numerous issues Alexander Panetta Canadian Press

MEXICO CITY egotiators have run into a series of early sticking points on nearly every major element considered key to achieving a new NAFTA agreement, according to sources who describe a dialogue-ofthe-deaf-like approach to sensitive issues.

A recurring pattern has emerged during the current round of talks in Mexico City, said sources with knowledge of the discussions: a country will raise a prized priority, only to have another systematically refuse to engage the conversation.

“The tone is negative,” said one source, who added that it’s still early, he remains hopeful a deal can be reached this year, and that obstinacy is to be expected in initial bargaining.

He cited two examples.

One is the Canadians asking for greater access to professional visas. It’s a priority not just for the Canadians, but also for businesses that struggle to send staff across the border. NAFTA’s visa list is outdated and doesn’t include modern digital jobs. The Americans have pushed off that conversation, which risks bumping into that country’s sensitive immigration politics.

Canada has returned the favour. The second example cited by the source involves Canada’s supply-management system.

The U.S. has begun raising it as an issue. The U.S. has not yet tabled a formal request with actual numbers but has expressed its interest in loosening Canada’s import controls on dairy and poultry.

He said the Canadians refused to open the discussion on two grounds: one is on the principle that Canada opposes the changes, and the other is that the U.S. has its own agricultural protections, such as tight controls on sugar imports and myriad programs to help struggling farmers.

These are just two examples of an emerging pattern.

“That’s literally the conversation playing out at every table,” said the above source, who asked not to be named given the sensitivity of the discussions. “Almost everything has been raised (even if formal proposal papers have not yet been presented). People respond, ‘We have no mandate, we can’t discuss it.’”

The negotiators broached additional difficult topics Monday. A schedule obtained by The Canadian Press showed the 12 negotiating tables meeting included the groups responsible for working on auto-parts rules, intellectual property, and government procurement and Buy American rules.

The above descriptions were confirmed by other people being briefed on the negotiations. Their opinions differed about whether it was fair to describe the tone as negative simply because countries are slow-walking their most sensitive topics.

“What I’m told is the American negotiators don’t have any flexibility,” said Ottawa trade consultant Peter Clark, who is attending the talks.

“They’re being polite but rigid… What the Mexicans are telling me is that the Americans are being very aggressive, very rigid, they won’t move.”

But the history of international trade negotiations suggests not reading too much into early intransigence.

Former Canadian negotiator Gordon Ritchie, in his memoirs of the original 1980s Canada-U.S. trade talks, expressed frustration that the lead U.S. negotiator repeatedly refused to engage in discussions that were considered politically sensitive and that would ultimately be decided in the end by his bosses in Washington.

That’s what ended up happening in 1987: the thorniest issue involved a new international dis-

pute-settlement mechanism and it was settled in a final-night phone call between Brian Mulroney and Ronald Reagan confidant James Baker.

It remained true in 2015. American officials fumed during the Trans-Pacific Partnership negotiations that the Canadians wouldn’t even talk about dairy until the final phase of talks. At the very end, the Canadians agreed to open the market to 3.25 per cent more imports.

One source said he isn’t overly concerned about the early-round head-butting, which he said is expected, and still believes an agree-

ment is possible by the end of the year. “I am not any more or less optimistic than I was going into this round,” he said.

The one irritant that has publicly surfaced is labour.

That’s partly because Canadian labour leader Jerry Dias has been a ubiquitous presence at these talks — addressing a Mexican rally, meeting with Canada’s chief negotiator for well over an hour in a hotel lobby bar in plain sight of dozens of journalists, and doing frequent interviews and scrums with hordes of news-starved journalists staking out the Mexico City hotel where

talks are being held.

Other sources say Canada has several labour priorities: it wants the U.S. to sign a series of international labour agreements it has yet to approve, and wants changes to labour laws in Mexico that would increase the salaries of auto workers.

Dias calls the higher southern salaries a winwin: Mexican workers would benefit, and Canadian and American workers might save some future jobs as more plants remain in the wealthier countries.

Sources say the U.S. considers some of those demands a non-starter.

And the Mexican political establishment is passionately lined up against any drastic labour changes seen as being imposed on it by foreign countries.

Dias keeps repeating one mantra in each of these public appearances: that Mexican auto workers, who make a few dollars an hour, should have the opportunity to afford to buy the cars they make.

The Unifor president has revelled in his bad-cop role to the good-cop Canadian government which insists it wants a deal quickly that will save NAFTA. Dias is telling reporters covering the summit that he couldn’t care less if the agreement survives, that it’s a bad deal for workers everywhere, and is completely indifferent when U.S. President Donald Trump threatens to blow it up as a negotiating tactic.

“When Donald Trump talks about walking away from NAFTA, nobody gets diarrhea,” Dias told a crush of international reporters gathered around him in that hotel lobby.

OTTAWA ailed Conservative leadership candidate Brad Trost is seeking an Ontario court’s opinion on whether his campaign ought to have been fined for leaking the party’s membership list.

Trost filed a request for judicial review Tuesday, asking a judge to compel the party to return his campaign’s $50,000 fine, or — failing that — to require that the issue be reviewed by an impartial decision maker.

The Conservative party’s leadership organizing committee levied the fine in June after concluding Trost’s campaign was to blame for the membership list ending up in the hands of the National Firearms Association, a breach of the rules.

Several party members complained about getting correspondence from the group once the leadership contest was over, and insisted the list

After those concerns were made public, the party said a perpetrator had been identified, and that disciplinary action would be taken.

That, alleges Trost in the documents filed Tuesday, is where the problem began, kick-starting a fundamentally biased process that deprived him of basic procedural fairness and tarnished his reputation.

The party’s statement on the issue was made before Trost’s campaign was told they were being investigated, Trost notes in the documents. The campaign responded by saying they could find no source for the leak and demanded proof of the allegations.

The party responded with a letter accusing Trost’s campaign of breaking the rules by leaking the list, and said it would lose the $50,000 compliance deposit it paid at the start of the race.

Both the fine and the purported inquiry “were a sham designed to justify a decision that had already been reached by (party) officials, namely to blame the Trost campaign for the leak,” Trost

A spokesman for the party did not immediately return a call for comment Tuesday. Both sides,

however, were in negotiations all last week in a bid to stop the lawsuit from proceeding, but could not reach an agreement.

Trost’s campaign was blamed for the leak thanks to a practice known as salting, whereby each campaign is giv-

en membership lists with different fake names, so that breaches in the party’s confidentiality rules can be traced.

Trost’s campaign denied the allegations they were behind the leak from the start, and in the documents, noted that officials within the party also had access to the specific list that was provided to the Trost campaign.

“At best, the available evidence permitted (the leadership organizing committee) to conclude only that the leaked list was the Trost list,” says the court filing.

“The evidence does not responsibly permit a finding that Mr. Trost of his campaign was responsible for the leak.”

eople from the West Coast to as far east as Calgary are puzzling over a bright flash they saw light up the sky on Monday night.

Jimmy-Lee Vennard was soaking in a friend’s outdoor hot tub in southwest Calgary when he saw what seemed to be a falling star just after 11 p.m.

Vennard, who works as a butler at a posh estate hotel outside the city, is used to seeing falling stars streak across the sky on clear summer nights.

But the giant ball of light he saw Monday was like nothing he’d ever witnessed.

“It was insane,” he said.

“It lit up the neighbour-

hood … and then it just disappeared.”

Mounties across British Columbia answered dozens of calls about a possible meteorite strike.

Reports came in from the Comox Valley on Vancouver Island and from Nelson and the Okanagan Valley in the Interior.

RCMP Staff Sgt. Troy Gross said it’s a little out of the ordinary for so many people across such a large area to call about a single thing.

“Of course we have no idea what it is, but I’m assuming it’s probably a meteor shower. It’s obviously bright enough for people all over to see it.”

Numerous people in B.C. took to social media to report hearing a sonic boom and seeing a fireball.

One Twitter user said a house in Nelson shook, while another reported a bright flash followed by a large bang about four minutes later.

To the east in Creston, a resident reported seeing a huge green flash in the sky followed by an orange fireball and then a sonic boom that shook the house.

Alberta RCMP Cpl. Curtis Peters said there was one call Monday night from High River, south of Calgary, and two from the Crowsnest Pass with its cluster of towns nestled in the Rocky Mountains right by the B.C. boundary.

Peters said one of the callers from the Crowsnest area said the fireball appeared to be moving westward over the Livingstone mountain range.

OTTAWA s they prepare to return to the parliamentary hot seat in two weeks, it seems somehow appropriate that Justin Trudeau and his federal Liberal colleagues are holing up in Kelowna, B.C. — amid smoke from nearby wildfires — to plot strategy.

Liberal MPs are bracing for sparks to fly during the fall sitting of the House of Commons over a host of issues — first among them, controversial proposals to eliminate tax loopholes the government maintains give wealthy small business owners an unfair tax advantage.

They’re expecting the Conservatives to fan the embers of public outrage over the prime minister’s decision to pay millions in compensation to Omar Khadr, the one-time detainee in the notorious American prison at Guantanamo Bay, Cuba.

They’re also expecting grief over the flood of refugee claimants arriving at unofficial border crossings and the ongoing fiasco with the Phoenix pay system, which has seen thousands of public servants overpaid, underpaid or not paid at all.

Then there’s the legislative agenda packed with potential landmines, including passage of a bill to legalize marijuana by next July — a speedy timetable

meeting stiff resistance in some provinces.

And all this at the halfway point in the Liberals’ mandate, as all parties begin to sharpen their knives for the next federal election in two years.

For all that, as they arrive in Kelowna today for the two-day retreat, Liberal MPs are upbeat about their ability to weather the political wildfires to come.

The sluggish economy is finally showing signs of strength, Trudeau’s popularity remains high and their constituents, backbenchers say, are relatively satisfied.

“My observation is that the Canadian public, as a general proposition, is still in love with Prime Minister Trudeau and a good part of it has to do with the handling of NAFTA and the related Canada-U.S. relationship,” says Toronto MP John McKay. Trudeau’s deft handling of relations with the United States’ unpredictable president, Donald Trump, has been the topic most discussed on the summer barbecue circuit, McKay adds, and it’s won praise even from those “who are pathologically inclined to hate Trudeau.”

Fellow Toronto MP Rob Oliphant believes the prime minister has benefited from comparison with Trump. His constituents have been following events in the U.S. closely and what he’s heard during door-knocking is “thank God we’re not

there.”

“I’ve canvassed about 15 polls, 17 polls in the last two weeks … and people were overwhelmingly happy.”

Gatineau, Que., MP Steve MacKinnon agrees the Liberals are “in pretty reasonably good political shape, maybe even more than reasonably good shape, especially in Quebec.” But he cautions that there’s also “a lot of volatility” among voters so “there’s absolutely nothing about Canadian politics that should cause us to be complacent.

“We have to earn it every day.”

On that score, Liberals are taking seriously the revolt by doctors, lawyers, farmers, financial planners, homebuilders, shop owners and other incorporated small business owners who have inundated MPs over the summer with complaints about the proposed tax changes.

The backlash has been building since mid-July, when Finance Minister Bill Morneau released a controversial, threepronged plan aimed at closing tax loopholes used by a growing number of small businesses, creating what he called an “unfair playing field.”

One change would restrict the ability of business owners to lower their tax rate by sprinkling income to family members in lower tax brackets, even if those family members do no work for the busi-

ness. Another would limit the use of private corporations to make passive investments in things like stocks or real estate.

The third change would limit the ability to convert a corporation’s regular income into capital gains that are typically taxed at a lower rate.

Consultations on the proposals are open until Oct. 2 and backbenchers intend to use the retreat to pressure the government to make some changes to mollify small business owners.

“I don’t know at this stage how locked-in the government is on their proposals, but I do know there is significant outrage among a relatively influential group of people,” says McKay, who warns that those people will be “really irritated” if the consultations do not result in changes.

Morneau, who held a conference call with Liberal MPs last week to calm their fears and dispel what he maintains are myths about the proposals, will try to do the same today with small business owners and professionals at a Vancouver roundtable before he heads to Kelowna.

Trudeau, meanwhile, is to visit people who are trying to douse real fires, with a visit this afternoon to a Kelowna fire station.

He is scheduled to hike Knox Mountain later in the day.

McKenna says she is ‘done’ with ‘ridiculous’ Tory language on environment Mia Rabson Canadian Press

OTTAWA anada’s push to get climate change action included in a revamped North American Free Trade Agreement is turning into a heated domestic dispute just as it makes its debut at the official negotiating table.

The NAFTA schedule obtained by The Canadian Press showed the environment was on the schedule for seven hours of NAFTA talks in Mexico City Monday, and another seven hours on Tuesday.

It could be one of the more contentious chapters, as significant differences of opinion about the environment exist between the Liberal government of Prime Minister Justin Trudeau and U.S. President Donald Trump.

Those differences largely exist domestically as well and were being played out in social media over the Labour Day weekend.

Environment Minister Catherine McKenna launched an angry missive

at Conservative Foreign Affairs critic Erin O’Toole on Sunday, for suggesting the environment was a mere “trinket” better left to the sidelines in order to protect Canada’s economic well-being.

She was responding to comments O’Toole made to The Canadian Press in which he accused the government’s push for environmental protections, Indigenous rights and gender equality as “virtue signalling” as part of the image-building machinery around Prime Minister Justin Trudeau.

“And so done with ridiculous language from #CPC like ‘virtue signalling,’” McKenna tweeted. “We will continue to stand up for Canadian values at home & abroad.”

She wrote a lengthy response on Facebook noting it was his party under Prime Minister Brian Mulroney that first included the environment in a Canadian trade deal with NAFTA’s parallel environment agreement.

“We are currently witnessing the largest forest fire in British Columbia’s history, the Atlantic Ocean recording record temperatures, and the

second flood of the century in 12 months in Windsor,” McKenna wrote. ”And the conservatives are still saying that the environment and the economy can be separated! Climate change is real and environmental protection is essential. It is time for the conservatives to understand the message.”

A spokeswoman for Prime Minister Justin Trudeau said McKenna’s Facebook post was the official government response to O’Toole.

At the NAFTA table, Canada and the U.S. both want the environment agreement to be pulled into the main NAFTA papers rather than existing as a side deal. They also both want provisions to prevent NAFTA countries from loosening environmental restrictions as a way to attract investment.

Where they differ however is on climate change. While the U.S. stated one of its NAFTA goals was to include a requirement for countries to live up to their obligations under multilateral agreements, the U.S. is in the process of withdrawing from the biggest of those agreements on climate change - the Paris

Trump has previously referred to climate change as a “hoax” and has started undoing policies of the former administration of Barack Obama, such as fossil

fuel production restrictions, which he says have hurt the U.S. economy.

Canada would like a new NAFTA to specifically reference climate change and prioritize measures to help

combat it.

University of Lethbridge politics professor Chris Kukucha thinks that hill will prove too steep for Canada to climb and will have to be abandoned.

“They will try, they’ll bring it up because that’s the government’s mandate,” he said.

“At the end of the day I think the people sitting at the table know that’s a non-starter, it’s not going to be there,” he said. “Not with that administration in the United States.”

Kukucha said the domestic political battles over the environment are unlikely to have any impact at the negotiating table, although he said the U.S. could use it as a wedge issue against Canada on areas Canada doesn’t want to give up such as supply management.

That the environment is a Canadian priority for NAFTA was underscored last week when McKenna created a NAFTA advisory council on the environment made up of two former premiers, a former provincial finance minister and representatives from environment and industry associations.

SAINT JOHN, N.B. here are many issues that need to be resolved in the retrial of accused murderer Dennis Oland before a date can even be set for it, the judge says.

Crown prosecutors and lawyers for Oland appeared in a New Brunswick court Tuesday for a hearing to set a date, but the judge put off determining when the trial will be held.

“It seems to me there are a number of factors which are going to have an impact on when this trial starts,” Judge Terrence Morrison told the lawyers.

“Some of them include the number of Crown witnesses, an estimated schedule of their testimony, voir dires concerning admissibility of evidence — how many of them will there be and how long they are going to take, and if there are going to be any pre-trial or charter motions,” he said.

“It seems to me, until these issues are fleshed out in some detail, it’s going to be very difficult to set a trial date that has any hope of being realistic,” Morrison said.

Oland lawyer Gary Miller and Crown prosecutor P.J. Veniot agreed.

Morrison has given the lawyers until Oct. 26 to make their submissions to him, and set Nov. 2 for the lawyers to meet with him again in Saint John for a pre-trial conference.

He said they’ll be able to set a trial date after that.

Oland’s first trial lasted 65 days, and court documents indicate the retrial could last

just as long.

Oland was in court Tuesday, but quickly left the courthouse afterwards and made no comment.

His lawyers also declined comment, but when asked if he thought the new trial would be in 2018, Alan Gold said “yes.”

An autopsy showed Richard Oland suffered 45 sharp and blunt force blows to his head, neck and hands.

A murder weapon was never found.

During the first trial, the court heard Dennis Oland had visited his father’s office the night before the body was discovered and was the

last known person to see him alive.

Oland was convicted in 2015, but was released on bail last October when the New Brunswick Court of Appeal ordered a new trial, citing an error in the judge’s instructions to the jury.

Dennis Oland had told police he was wearing a navy blazer when he visited his father that evening, but witnesses and video evidence showed him wearing a brown Hugo Boss jacket that was later found to have tiny traces of blood and DNA that matched his father’s profile.

The Crown portrayed Oland’s original statement

about the jacket as an intentional lie, while the defence said it was an honest mistake. The appeal court said the trial judge did not properly instruct the jurors as to the probative value of that statement.

In July, the Supreme Court of Canada dismissed an application by the Crown to restore the conviction, and a cross-appeal seeking an acquittal.

The new trial date was originally supposed to be set last month, but Oland’s lawyers and the Crown said then there were matters they needed to iron out.

Powerful Hurricane Irma bears down on Caribbean Danica Coto Associated Press

SAN JUAN, PUERTO RICO urricane Irma grew into a dangerous Category 5 storm, the most powerful seen in the Atlantic in over a decade, and roared toward islands in the northeast Caribbean Tuesday on a path that could eventually take it to the United States.

The U.S. National Hurricane Center said Irma was a “potentially catastrophic” storm with maximum sustained winds of 180 mph (285 kph) as it bore down on the twin-island nation of Antigua and Barbuda. It was centred about 225 miles (365 kilometres) east of Antigua in the late morning and moving west at 14 mph (22 kph).

The centre said there was a growing possibility that the storm’s effects could be felt in Florida later this week and over the weekend, though it was still too early to be sure of its future track.

If it stays on track and reaches the Florida Straits, the water there is warm enough that the already “intense” storm could become much worse with wind speeds potentially reaching 225 mph, warned Kerry Emanuel, an MIT meteorology professor.

“People who are living

there (the Florida Keys) or have property there are very scared, and they should be,” Emanuel said.

Irma’s centre was expected to move over portions of the northern Leeward Islands late Tuesday and early Wednesday, the hurricane centre said, warning of “a life-threatening storm surge and large breaking waves” that could raise water levels up to 7 to 11 feet above normal.

The storm’s eye was then expected to pass about 50 miles (80 kilometres) from Puerto Rico late Wednesday.

Irma is the strongest Atlantic hurricane since Rita in 2005, officials said.

“Puerto Rico has not seen a hurricane of this magnitude in almost 100 years,” Carlos Anselmi, a National Weather Service meteorologist in San Juan, told The Associated Press.

Authorities warned that the storm could dump up to 12 inches (31 centimetres) of rain, cause landslides and flash floods and generate waves of up to 23 feet (7 metres). Government officials began evacuations and urged people to finalize all preparations as shelves emptied out across islands including Puerto Rico.

“The decisions that we make in the next couple of hours can make the difference between life and death,” Puerto Rico Gov.

Prime Minister Gaston Browne told the AP he was confident Barbuda would weather the storm because its shelter was built with reinforced concrete and equipped with a backup generator.

Antigua’s airport announced it was closing with an ominous statement advising visitors and residents to protect themselves from the “onslaught” of the storm: “May God protect us all.”

Puerto Ricans braced for blackouts after the director of the island’s power company told reporters

that storm damage could leave some areas without electricity for about a week and other, unspecified areas for four to six months.

The utility’s infrastructure has deteriorated greatly during a decade-long recession, and Puerto Ricans experienced an island-wide outage last year.

Both Puerto Rico and the U.S. Virgin Islands expected 4 inches to 10 inches (10-25 centimetres) of rain and winds of 40-50 mph with gusts of up to 75 mph.

“This is not an opportunity to go outside and try to have fun with a hurricane,” U.S. Virgin Islands Gov. Kenneth Mapp warned.

“It’s not time to get on a surfboard.”

A hurricane warning was posted for Antigua and Barbuda, Anguilla, Montserrat, St. Kitts and Nevis, St. Martin, Saba, St. Eustatius, St. Maarten and St. Barts, Puerto Rico, and the U.S. and British Virgin islands.

Hurricane watches were in effect for the Turks and Caicos, Guadeloupe and parts of the Bahamas, Haiti and the Dominican Republic.

In Florida, residents took advantage of the Labor Day holiday to empty many store shelves of drinking water and other supplies in advance of the storm.

Gov. Rick Scott activated 100 members of the Florida National Guard to be deployed across the state, and 7,000 National Guard members were to report to duty Friday when the storm could be bearing down on the area. On Monday, Scott declared a state of emergency in all of Florida’s 67 counties.

A new tropical storm also formed in the Atlantic on Tuesday, to the east of Irma. The hurricane centre said Tropical Storm Jose was about 1,505 miles (2,420 kilometres) east of the Lesser Antilles with maximum sustained winds of 40 mph (65 kph). It was moving west-northwest at 13 mph (20 kph) and was expected to become a hurricane by Friday.

icture this: In the kitchen, your partner brews coffee. The smell of it pulls you out of bed as it drifts into the room.

You get up and have quick breakfast: a couple of eggs courtesy of the chickens, a slice of toast, some salt-and-peppered tomatoes still warm from the greenhouse.

While you eat, you and your partner go over your to-do list for today: the young chickens are big enough now to go in with the laying hens, so somebody has to move them over into the main hen yard. Some of the squashes in the greenhouse — the zucchinis in particular — are developing a bit of leaf mould, so one of you will have to go out and spritz down the leaves with an anti-mould treatment approved for use on organic farms, in order to keep your certification and your crop.

The irrigation system needs to be rotated in the hay field. (You’re probably going to have to do that together. It’s a pretty heavy job.) There’s a length of fence that needs to be stretched because a couple of the calves have been slipping through it. Oh, and there’s the accounting that needs to be done, and the loan application for the new tractor and the woodlot in the back acreage needs survey.

Sound like a lot of work? Nobody said farming was easy — but it can be rewarding. The same can be said about the agricultural land grant process in the Yukon: Done right, by the right people with the right plan, there’s land out there waiting for you.

The Agricultural Land Grant Program allows Yukon residents to apply for farmland in the territory.

Successful applicants are allotted the land on a conditional lease, usually for a period of seven years. The purpose of these grants is not for people looking for homesteads, but rather “to meet the land needs of the industry and meet

Spot land grants are designed to be used for “mixed farming,” Gladwin said, with a focus on crops. The grants include a clause in the lease that says 53 per cent of the land “must be cleared, broke (sic) and seeded with a crop suitable for human or animal consumption.”

Class 3 or lower. In order for a plot of spot land to be eligible for the grant, 80 per cent of the applied-for plot must have soil Class 5 or better, she said, which can sometimes be challenging.

“Most farming in Canada is done on Class 3 or better land,” said Gladwin. “But because we have very little available soil (in the Yukon) we use Class 4 or Class 5 soil.”

Agriculture and AgriFood Canada defines Class 5 soil type as having, “very severe limitations that restrict their capability in producing perennial forage crops, and improvement practices are feasible.”

The plan is reviewed for viability, and, if approved at this stage, the application goes to review with the Yukon Environmental and Socio-economic Assessment Board. It is then reviewed like any other YESAB application, examining potential wildlife conflicts, First Nations and heritage land rights and potential environmental impacts.

The YESAB application is open to public commentary.

“This is an important step in the process, as it ensures all other poten-

“For every one dollar (or work) you put in, it goes towards the value of the land,” said Gladwin.

“Developing land can be pretty costly.”

The property undergoes twice-yearly inspections, “to make sure things are progressing,” said Gladwin. At the end

of the seven-year lease or whenever the agreed upon development goals are met — whichever comes first — the title of the land can be signed over to the farmer, who is now its legal owner.

Alternatively, there are also planned land grants, which are a similar process, but usually occupy areas within driving distance (under 100 kilometres) of municipalities, including land in communities like Ibex Valley, Mount Lorne and Takhini Hotsprings Road.

Spot land grants are not permitted in these areas, which “are usually lands that have potential for high demand,” said Gladwin.

These planned grants pre-identify and survey areas suitable farming within these areas, and then put them up for application. Applications in this case compete with each other. Unlike a spot grant, these applications require would-be farmers to pay the cost of development up front.

“We’re finding with this planned land that we are getting a lot of committed producers … some really committed farmers,” she said.

“If you want to be close to Whitehorse, planned grants are probably the best options for you.”

Russell Oborne is a farmer who successfully applied for planned agricultural land in the Haines Junction area.

He and his family raise cattle and horses and grow crops such as oats and hay.

Oborne said the process was intensive, but that the agriculture branch helped walk him through the application process.

“I think they make the process so comprehensive because they really want you to understand what you’re doing, what you’re getting into….

They want to know you’re serious, that you’re just not out to get land, but to farm.”

As robots edge into workplace, guaranteed income idea takes hold Cathy Bussewitz Associated Press

HONOLULU riverless trucks.

Factory robots.

Delivery drones.

Virtual personal assistants.

As technological innovations increasingly edge into the workplace, many people fear that robots and machines are destined to take jobs that human beings have held for decades.

For many affected workers, retraining might be out of reach —unavailable, unaffordable or inadequate.

What then?

Enter the idea of a universal basic income, the notion that everyone should be able to receive a stream of income to live on, regardless of their employment or economic status.

It isn’t an idea that seems likely to gain traction nationally in the current political environment. But in some politically liberal corners of the country, including Hawaii and the San Francisco Bay area, the idea of distributing a guaranteed income has begun to gain support.

Over the past two decades, automation has reduced the need for workers, especially in such blue-collar sectors as manufacturing, warehousing and mining. Many of the jobs that remain demand higher education or advanced technological skills. It helps explain why just 55 per cent of Americans with no more than a high school diploma are employed, down from 60 per cent just before the Great Recession.

Hawaii state lawmakers have voted to explore the idea of a universal basic income in light of research suggesting that a majority of waiter, cook and building cleaning jobs — vital to Hawaii’s tourism-dependent economy — will eventually be replaced by machines. A crucial question — who exactly would pay for the program? — has yet to be determined.

But support for the idea has taken root.

“Our economy is changing far more rapidly than anybody’s expected,” said state Rep. Chris Lee, who introduced legislation to consider a guaranteed universal income.

Here are some questions and answers: What is a universal basic income?

The idea gained some currency in the 1960s and 1970s, with proponents ranging from Martin Luther King Jr. to President Richard Nixon, who proposed a “negative income tax” similar to basic income. It failed to pass Congress.

Recently, some technology leaders have been breathing new life — and money — into the idea.

Mark Zuckerberg, Elon Musk and others have promoted the idea as a way to address the potential loss of many transportation, manufacturing, retail and customer service jobs to automation and artificial intelligence.

Even some economists who welcome technological change to make workplaces more efficient note that the pace of innovation in coming years is likely to accelerate. Community colleges and retraining centres could find it difficult to keep up. Supporters of a universal basic income say the money would cushion the economic pain for the affected workers.

Where would the money come from?

In the long run, that would likely be decided by political leaders.

For now, philanthropic organizations founded by technology entrepreneurs have begun putting money into pilot programs to provide basic income. The Economic Security Project, co-led by Facebook

co-founder Chris Hughes and others, committed $10 million over two years to basic income projects.

A trial program in Kenya, led by the U.S. group GiveDirectly, is funded mainly funded

by Google; the Omidyar Network started by eBay founder Pierre Omidyar; and GoodVentures, co-led

by Facebook co-founder Dustin Moskovitz.

Providing a basic income in expensive countries like the United States would, of course, be far costlier.

Tom Yamachika, president of the Tax Foundation of Hawaii, a non-profit dedicated to limited taxes and fairness, has estimated that if all Hawaii residents were given $10,000 annually, it would cost about $10 billion a year, which he says Hawaii can’t afford given its $20 billion in unfunded pension liabilities.

“Basic income is such a broad subject, it could encompass hundreds of different kinds of mechanisms to help families,” Lee said. “You don’t have to enact the entire thing in one massive program. You can take bits and pieces that make sense.”

Karl Widerquist, co-founder of the U.S. Basic Income Guarantee Network, an informal group that promotes the idea of a basic income, suggests that Hawaii could collect a property tax from hotels, businesses and residents that could be redistributed to residents.

“If people in Alaska de-

serve an oil dividend, why don’t the people of Hawaii deserve a beach dividend?” he asked.

Other proponents suggest replacing part of the nation’s web of social support programs with a universal basic income.

Some, like Natalie Foster, co-chairwoman of the Economic Security Project, say they think that if universal income took off in the U.S., it would begin incrementally — perhaps by taxing carbon emissions and distributing the money as basic income, an idea explored in California and Washington D.C. A study by the Roosevelt Institute, a left-leaning think-tank , found that distributing a universal income by increasing the federal debt would expand the economy because of the stimulating effects of the additional cash.

Where does universal basic income exist now?

Not on a large scale in the United States. But the idea is being pursued in small trials overseas. The program that New Yorkbased GiveDirectly has established in Kenya is distributing $22 a month to residents of a village for the next 12 years — roughly what residents need to buy essentials.

The group says one goal is to assess whether people will change their behaviour if they know they will enjoy a guaranteed income for an extended time. GiveDirectly is distributing money to 100 people and plans to ex-

pand to 26,000 recipients once the group reaches its $30 million funding goal, said Paul Niehaus, a co-founder.

“We had someone say, ‘I used to work this job in Nairobi as a security guard because it was the only way I could pay for my kids’ education, but now that I have this basic income I can afford to move back and actually live with my family again,’ ” he said.

In Oakland, California, Y Combinator, a startup incubator, is giving about $1,500 a month to a handful of people selected randomly and will soon expand distribution to 100 recipients. It eventually plans to provide $1,000 monthly to 1,000 people and study how recipients spend their time and how their financial health and well-being are affected.

Finland is distributing money to 2,000 randomly selected people. It hopes to learn how it might adapt

its social security system to a changing workplace, incentivize people to work and simplify the bureaucracy of benefits.

In India, which is also considering distributing a universal basic income, the transportation minister has said the country would ban driverless cars because they would imperil people’s jobs, according to The Times of India.

And in the United States?

Republican-leaning Alaska has long distributed revenue from oil extraction to its residents in payments ranging from about $1,000 to $2,000 annually.

A study commissioned by the Economic Security Project found that 72 per cent of Alaskans saved the money for essentials, emergencies, debt payments, retirement or education. Just one per cent said that receiving the oil dividend had made them likely to work less.

“People are very supportive of the dividend,” Foster said. “They don’t see it as a handout; they see it as their right as an Alaskan to receive the income from the oil royalties.”

In Hawaii, a group of politicians, economists, social services providers, business and union representatives will meet in the fall to begin gathering data. They’ll examine Hawaii’s economy and its exposure to disruption and automation and how those trends could affect social safety nets, Lee said.

After that, they’ll explore whether it makes sense to offer full or partial universal income.

“It could very well mean that it would be significantly cheaper to look at other options rather than let our existing services be overwhelmed by a changing economy,” Lee said.

Irma already causing big changes to Florida sports schedules Tim Reynolds Associated Press

MIAMI urricane Irma’s looming arrival is already preventing the Miami Dolphins and Florida International from hosting their respective home openers this weekend, with more changes almost certain to happen in the coming days.

The Dolphins were scheduled to host to Tampa Bay on Sunday afternoon; FIU was to host Alcorn State on Saturday night. Officials decided on Tuesday that neither of those games will be played in South Florida, though they may be played elsewhere this weekend.

And it wasn’t just the Miami area keeping a close eye on Irma. All over Florida, teams were bracing for what may happen.

UCF’s Saturday game against Memphis was also moved up to Friday, and No. 10 Florida State was reviewing options regarding its Saturday night game against Louisiana-Monroe - with moving kickoff to earlier in the day a possibility.

“Obviously we’ve got to be prepared for what’s coming,” said Dolphins quarterback Jay Cutler, who has never been through a hurricane before. “But I think everyone in South Florida has kind of been through the drill and is well prepared.”

The Dolphins and Buccaneers may play at a neutral site, or play in November since they share the same bye week.

FIU officials were trying to find any way to get their game in as well.

“We are monitoring the situation and looking at all options,” FIU executive director of sports and entertainment Pete Garcia said.

For now, No. 16 Miami and Florida Atlantic are planning to play this weekend — well out of the storm’s projected path. Miami is scheduled to go to Arkansas State, and FAU is set to visit No. 9 Wisconsin.

Getting out of South Florida shouldn’t be a problem for those teams.

Getting back might be another story.

“Right now, everything is on go,” Hurricanes coach Mark Richt said.

“But with this storm coming and the direction it looks like it’s taking, it’s certainly a possibility it comes here, so we’ll have to figure out what’s best.”

Irma’s winds were 185 mph Tuesday, a strong Category 5 storm, and forecasters at the Na-

tional Hurricane Center said it could strengthen more as it neared the eastern-most Caribbean islands. The storm had the most powerful winds ever recorded for a storm in the Atlantic Ocean.

The Miami Marlins won’t have any home games affected by Irma; the team leaves for a road trip on Wednesday night. Families of Marlins players have been invited on the trip, so they wouldn’t have to ride out what could be a devastat-

ing storm at home.

“If you had your kids here and you’re leaving on a trip, it’s not the best feeling to leave your family somewhere,” Marlins manager Don Mattingly said.

In other Irma-related sports news Tuesday: — New York Yankees manager Joe Girardi indicated that he wasn’t sure if the AL wild-card leaders would start a series at Tampa Bay as scheduled starting Monday because of Irma fears. “It might be

in jeopardy, and I think anyone that looks at the path would assume that it might be in jeopardy,” Girardi told reporters in Baltimore. Moving the series to New York may be a possibility.

— The Florida Panthers, who were scheduled to host a blood drive to aid Hurricane Harvey relief efforts on Friday, moved that event to Wednesday.

— The Florida State League announced the cancellation of its championship series. The North and South Division winners will share the title in the league.

The Tampa Yankees and Dunedin Blue Jays are meeting for the North title, and the Palm Beach Cardinals or Fort Myers Miracle are playing for the South crown.

— An open tryout in Miami for the Heat affiliate in the NBA G League, the Sioux Falls Skyforce, has been pushed back from Sunday to Sept. 24.

— Miami’s home women’s soccer games against College of Charleston on Friday and Stetson on Sunday have been cancelled. Miami also called off a cross country meet it was set to host on Saturday.

— Miami’s volleyball team cancelled a weekend trip to Philadelphia, where it was to play two matches.

— High school football games in Miami-Dade and Palm Beach counties were postponed; in Broward County, games set to be played this weekend were moved up to Wednesday night.

Boston marathon: Red Sox beat Blue Jays 3-2 in 19 innings Doug Alden Associated Press

BOSTON he Red Sox won their own version of the Boston marathon, beating the Toronto Blue Jays 3-2 in the 19th inning on an RBI single by Hanley Ramirez early Wednesday in a game that took six hours.

It was 1:11 a.m. when Mookie Betts led off with a double and Ramirez followed with a bloop single. The AL East leaders ended a three-game losing streak.

the end to see Boston win the longest game in the majors since July 2016, when Cleveland beat Toronto 2-1 in 19 innings. The Red Sox forced extra innings by rallying for two runs in the bottom of the ninth.

Red Sox first baseman Mitch Moreland was 31 years old when his RBI grounder tied it at 2 — he turned 32 when his birthday came at midnight, and celebrated with a win.

This was the second-longest game ever at Fenway, which opened in 1912. The Red Sox lost to Seattle 8-7 in 20 innings in 1981 — that game was suspended after 19 innings past 1 a.m. because of an American

League curfew rule, and resumed about 18 hours later.

And this time, the Rolling Stones’ “19th Nervous Breakdown” played over the stadium sound system when the game went to the 19th.

Boston used 12 pitchers against the Blue Jays, tying an American League record set a day earlier by the Los Angeles Angels.

Hector Velazquez (3-1) picked up the win. Chris Rowley (1-2) lost in his fourth inning of relief. Red Sox centre fielder Jackie Bradley Jr. helped save it when he threw out Jose Bautista at the plate to end the top of the 11th, after he tried

to score on a flyball.

The Red Sox increased their division lead to 3 1/2 games over New York. But the Yankees still made it a rough day for their longtime rival.

On Tuesday, The New York Times reported the Red Sox admitted to Major League Baseball they used an Apple Watch to steal signals from opposing catchers — including the Yankees — and relay them to Boston players. While swiping signs has long been part of the game, using electronic devices to do it is against the rules.

Kendrys Morales hit his 27th homer for Toronto, which

took a 2-0 lead into the bottom of the ninth. Roberto Osuna entered looking for his 36th save, but ended up blowing a chance for the 10th time.

Osuna walked Andrew Benintendi to start the ninth and Betts doubled. Benintendi scored when Ramirez grounded out, which allowed Betts to take third. Moreland then hit a sharp grounder to second that scored Betts.

Morales led off the sixth with a homer off Eduardo Rodriguez for a 2-0 lead.

Toronto starter Marco Estrada held Boston to three hits over seven shutout innings.

Ken Crawford W

ith deep heart-felt sadness we regret to announce the passing of Ken Crawford.

Ken was the Àrst-born to his loving parents Ellen and Ross Crawford in the little town of Ashcroft, B.C. He ventured oȎ to Whitehorse and landed his Àrst job with the Whitehorse Liquor Corp and later with Whitehorse General Hospital, Àrst in the Stores Department and then Pharmacy.

Ken was a hard-working dedicated Whitehorse General staȎ member for 24 years until he chose to retire this past winter due to illness.

September 28, 1960 to August 25, 2017

Ken’s passion was curling and hockey. In 2001, Ken decided to change his quiet, single life into a much busier one with wife Gayle, two stepsons Blaine and Calvin, and many pets.

Ken will be forever missed by his loving wife Gayle, mom Ellen Crawford, stepsons Blaine and Calvin Beer, sister Judy ScheȐer (Tim), brother Glen Crawford (Angie), many relatives including nephews Brentyn, Jammie, Cody & Kyle, and nieces Rebecca & Mattie, step-grandchildren Anastasia & Carmine and pet Rosco.

Ken was predeceased by his father Ross Crawford and nephew Cody.

Come and join us for a Celebration of Ken’s life at Mount MacIntyre at around 3:00pm on September 23, 2017.

We would like to thank such supportive friends, Dr. Caron, Dr. McLeod, Dr. Storey, Dr. Tirshman and staȎ at Whitehorse General Hospital.

His smiling way and pleasant face are a pleasure to recall. He had a kindly word for each and died beloved by all.
