Recognizing volunteer Ray Jarl continued from page A2 Moving from the big city to a small town took some adjustment, but before long Jarl was involved with the Lions, a commitment he has kept to this day.

“They kept me busy,” he said with a smile, recalling that he has held several positions with the Lions including that of District Governor. He remembered the Lions as being a small club when he first joined, noting it has now expanded to include many more members.

Jarl also became involved in municipal politics and served on council for 18 years, including one term as mayor.

He is especially proud of the community centre, a project which he spearheaded during his time on council.

“There was lots of blood, sweat and tears that went into that building,” he said.

After moving to Rimbey the Jarl family grew to include daughters Patty and Cathy. There family tree has now grown to include several grandchildren and great-grand-

The Garth Brooks concert I attended was an erratic heartbeat of sound and light and energy.

It was loud. The music pulsated through the Saddledome in Calgary causing people, even staid and non demonstrative people such as myself, to stand up and wave their arms and cheer.

And then, without warning, the concert was soft and almost magical as the singer crooned a tender love song and the lights

from thousands of cell phones could be seen moving like a gentle wave throughout the crowd like so many candles in the darkness.

Mostly the concert was simply a giant get together of country music fans, young and old, fans who were here to celebrate one of their favourite stars.

I’m not a super Garth Brook fan, but when one of my daughters invited me to go with her to the concert I suddenly became one.

“Garth Brooks,” I gushed. “I love him.”

“Mom, do you even know what he sings,” she asked me, laughing.

“Of course,” I replied. “Didn’t he do that song about a dance or something?”

Anyway, it came to be that the children and the husbands got left at home and we headed off to Garth Brooks (the one who did the song about the dance) our make up and our smiles as fresh as a new day, our blue jean skirts short and very hip and our enthusiasm at a concert level high.

We were pumped!

We arrived minutes before the show was about to begin and raced across the parking lot so we could be in time to join the throngs of concert goers who were moving inch by painful inch into the Saddledome.

We found our way to our seats which involved walking up, up and up some more. We walked until the stage became a tiny dot in the distance.

Then we sat down.

I sank down thankfully, cursing the fact that I had found these little silver sandals in my closet at the last minute and actually decided to wear them.

The pain they caused was excruciating and I immediately slid them off. I was happy to be at the concert, but even happier to be there in my bare feet.

It took awhile for Garth himself to make an appearance on stage, being he was the superstar of the evening. The fans waited and waited some more before he finally arrived, but when he did, the Saddledome became charged with an electric energy.

“Wow!” I said, a totally in-

adequate statement in view of all the cheering and lights and action going on.

And so it began. The concert.

Garth Brooks did not disappoint his fans. He was there to entertain and that’s exactly what he did.

He sang all the songs the fans knew and a few more that they didn’t. Still they cheered him on. And even me, who teeters on the peripheral edge of being a country music fan, got caught up in the concert goer mentality and when I looked around to see who that crazy woman yelling and waving her arms was, I realized it was me.

But, it wasn’t until the very end of the concert, I truly became a fan.

Garth had sang what I thought was his final song, The Dance,’ and made his exit.

I thought the concert was over.

But, it turned out I was wrong.

After a few minutes, he returned to the stage. And then the lights died down and for just a few moments in time, it was just a man and his guitar up there on the stage. He sang

requests and he sang oldies and goldies and, without even knowing it, he sang himself right into my memories.

Suddenly, the Saddledome and all the fans and the cheering faded away and I was sitting beside my brother in our humble living room. We had sang away the night into the wee hours of the morning. He was playing his old guitar and we were belting out our own very off key version of ‘Cool Water by The Sons of the Pioneers.’

I thought those days and the music would last forever. But, it turned out, I was wrong.

My brother died a few years ago and his guitar sits, unused and still, in a corner in my living room.

But for one moment in time, a huge name in the country and western music industry did me a big favour. He did it without even knowing it. He took me back to a time when there was just my brother and me and an old guitar and music.

I will be forever grateful for that memory.

And grateful to Garth Brooks for bringing it back!

Canada’s job-growth, employment rates lag behind U.S

Canadians can be excused for looking with longing at the American job market.

Labour markets are one of the most important components of Canada’s economy, through which we allocate one of our most valuable and productive resources – the work, effort, creativity and ingenuity of Canadians. Labour markets match these human skills, supplied by individuals seeking to earn a living, with the demand for labour. In a high-performing labour market, opportunities abound with rapid job growth, low unemployment and high productivity.

Subsequently, the public is often inundated with media stories about the labour market, usually focusing on employment levels or unemployment rates.

However, such stories don’t generally provide a clear picture of how any jurisdiction’s labour market is performing.

Therefore, it’s crucial to more

comprehensively measure labour market performance to make comparisons.

To properly judge the strength of Canada’s labour market, we must look beyond the headlines about how many jobs were created last month or whether unemployment has ticked up or down.

In a recent study, we measure the labour market performance in Canada’s 10 provinces and the 50 U.S. states from 2014 to 2016. The study creates an overall index score (from 0 to 100) for each jurisdiction based on five indicators including job creation, unemployment and worker productivity (measured by the average value of goods and services each worker generated with his or her labour).

Higher scoring jurisdictions ranked better.

Overall, Canada performs poorly relative to the U.S. In terms of average annual total job growth, Canada’s national rate (0.7 per cent) was less than half the U.S. rate (1.6 per cent). Canada also had a higher average unemployment

rate (5.9 per cent versus 5.4 per cent in the U.S.) and much lower worker productivity (C$109,190 versus C$147,397). Nationally, the U.S. labour market has given American workers more opportunity to prosper over the period examined.

When breaking down the results by province and state, the story of Canadian underperformance persists. All but two Canadian provinces ranked in the bottom half of the 60 jurisdictions. This includes the traditional economic engines of Canada – Alberta (31st overall with a score of 52.9) and Ontario (44th overall with a score of 47.7).

Troublingly for Ontarians, the province ranked near the bottom for worker productivity, which is a key driver of compensation (ranked 52nd, C$108,271 per worker). Low worker productivity is ultimately reflected in lower relative wages.

Quebec, Canada’s second most populous province, ranked 53rd with a score of 41.3. The Atlantic provinces fared even worse, making up

four of the five lowest ranked Canadian and U.S. jurisdictions.

Newfoundland and Labrador, for example, is tied with West Virginia for last place, each with scores of 30.3.

The highest performing Canadian provinces are Saskatchewan (15th with a score of 59.8) and British Columbia (17th with a score of 58.9).

But even these provinces fail to crack the top 10. Notably, B.C. had the highest annual job growth in Canada (1.7 per cent), but still has less than half the annual growth of top-ranked Oregon (3.6 per cent).

Like Canada’s national labour landscape, provincial labour markets tend to show slow employment growth, relatively high unemployment and low worker productivity. All of this translates into fewer job opportunities and less prosperity for Canadian workers.

While there are many reasons for Canada’s overall weak performance, federal and provincial governments have generally not done the labour market any favours. A series of policy choices

have made Canada less attractive for investment, businesses, entrepreneurs and skilled workers. The policies include higher tax rates, rapid debt accumulation, soaring electricity costs (especially in Ontario), higher minimum wages and more stringent labour and environmental regulations.

So Canadians should be envious of Americans, because when it comes to labour market performance, and the jobs and prosperity that come with it, the grass is greener on the other side.

A Contract Position is available for a Bylaw Enforcement Officer to perform inspectional and regulatory work related to the enforcement of a variety of bylaws including but not limited to: • Investigation and processing of complaints concerning bylaw infractions and violations; • Enforce regulations and bylaws by issuing violation tickets, traffic tags and summonses and subpoenas, and prepare related legal documents; • Appear in court and give testimony related to the prosecution of bylaw offenders; • Explain and interpret bylaws and regulations to the public; • Have considerable knowledge of bylaws and regulations related to noise, unsightly premises, dog control, business licensing, streets and traffic and waste removal; • Correct problems when orders are not obeyed by arranging for required work to be done and invoicing the property owner; • Have the ability to work independently and have good public relations and customer service skills in order to respond and problem solve with tact and diplomacy; • Have strong oral and written communication skills; • Have the ability to handle potential conflict situations; • Keep records; Qualifications: Completion of Grade 12 plus sound experience in inspectional and enforcement work. A valid Driver’s License plus eligibility to obtain RCMP security clearance. A working knowledge of the provincial court system and a knowledge of proper investigative and interviewing techniques. A current Standard First Aid Certificate. Computer skills for inputting and retrieving data.

The pay range for this Contract position is $30.00 - $38.00 per hour based on knowledge and experience.

New Campaign to launch for portable X- ray machine! Rimbey Health Services!

The Rimbey Health Services Donation Committee is pleased to announce its first capital campaign. Commencing September 15th 2017 the Rimbey Hospital is starting fundraising for a new portable X-ray machine for the Emergency Department. This piece of equipment will allow quicker diagnosis in the event that a patient cannot be moved or is not conscious. This equipment will allow our Emergency department to better be able to handle any nature of emergency within the hospital.

To be able to purchase a new portable X-ray machine the Committee will need to raise $80,000. The funds will be raised through various appeals and grants over the course of the next year. The hopes are to be able to purchase the machine next summer in 2018.

As this is a new direction for the Rimbey Health Services Donation Committee to take on a capital campaign, we will need the continued support and help of the community. We are grateful for all the support and amazing equipment that has been purchased so far for the community. We look forward to continuing to improve healthcare in this community.

Other highlights included a police dog training show in Innisfail, riding Doug Roger’s steer, Willie and touring Al Doich’s camel farm in Sylvan Lake. A friendly match re-enacting the Metis fur trade at the Rocky Mountain House National Historic Site and fishing at Open Creek were also highlights.

We also did a service project at Pas Ka Poo Park. We volunteered

taking turns greeting visitors at the historical buildings and oversaw the bouncy castles.

The club did a lot of fundraisers so they could host the people from Richmond, Quebec and they had a lot of help from sponsors including Outlaw Electric, Jemco Feeds, CPS Bentley, Earl and Penny Giebelhaus, FCC and MNP. The Rimbey 4-H Club thank the sponsors.

July 24 the Rimbey 4-H club went to Richmond, Quebec. We spent 10 days touring around Quebec, reuniting with our exchange twins and making lots of friends.

When we first arrived it was really late so we all went to our host family’s homes. The next day we went kayaking for three hours down a river in Richmond.

We also got to experience the different ways they farm in Quebec and even help some families with haying. We went to Quebec City for a day, saw Montmorency Falls, toured the Bombardier Museum and made sugar on snow at one of the sugar camps and got to learn how to tap a maple tree, toured a beef feedlot and attended their 4-H provincial rally for four days.

We all participated in either life skills or public speaking and got to watch all the members show their different animals.

The Rimbey 4-H Club did really well at life skills, public speaking and judging.

We judged some things we’ve never judged before like maple syrup, pickled beets and turkeys.

We went to Montreal on our last day and toured old ports and enjoyed some time at a trampoline park.

During our trip we even got to try poutine two or three times.

We made lots of new friends in Quebec.

Thanks to all the Rimbey 4-H parents and families that hosted and helped us fundraise for the exchange. Thank you to the chaperones Karen Jaffrey and Chris Simpson. We all had a great time.

The Rimbey 4-H Club will meet, Fri., Sept. 8 at 7 p.m. at the Blindman Youth Action Centre.

New teachers at Bluffton School

Bluffton School is back in full swing with a couple of new teachers on the rooster.

Kiera Christiansen, a first year teacher who graduated from Mount Royal University in Calgary is teaching Grade 7 to 9. She will teach English, language arts, science and health. She is also coaching volleyball.

Principal Terry Hoganson said a meet the teacher night will be held later this month and the Terry Fox Run is planned for Sept. 28.

This year, junior high students from Bluffton will travel to Rimbey high school one morning a week to take part in that school’s career and technology studies.

Volleyball league games and cross-country running will get underway soon.

Rimbey elementary school heads into new year

Rimbey elementary school is off to a good start with 45 new students registered bring the pre Kindergarten to Grade 6 school’s total population up to 459 children.

Principal Jodi Bramfield said the school’s population stays fairly consistent with families moving in and out of the community.

However, this year an additional kindergarten teacher, Kathleen Hull Beagle, has been hired due to the influx of students.

Also new to the teaching staff is Josh Bouwsema,

who is teaching physical education and Melissa Brennan, who is teaching Grade 5. Brennan is replacing Rolanda Eadie who transferred to Ponoka Elementary School as the new assistant principal.

Bramfield said the focus will be on numeracy at the school this year.

She said that focus on literacy in the past years has paid off and benchmark assessments conducted with the students three times a year has shown improvement over the years.

She said provincial achievement tests have also shown overall improvement which she attributes to higher-level reading skills.

Bentley School has plenty of new faces within its hallowed halls of learning this year.

“We are full and it is good,” said Marsha Lush, high school administrative assistant.

The elementary school has 182 students this year, (just under 40 new registrants) and there are 42 students in kindergarten and 30 in playschool. The high school’s population is at 80 with

a Grade 12 class of 17.

New part time teachers this year are Kylie Christy, who is teaching Grade 3, Grade 5 teacher, Chantal Matishak and Grade 2 teacher Penn Stephenson who also runs the hockey and golf academy.

Kaylene Reddekopp, who taught part time last year is teaching Grade 5 full time.

Brittni Turner is the new high school science teacher and Terri Willcocks is the high school English teacher.

New staff: Rimbey junior senior high school has several new teachers, a new librarian and a new social worker. These new staff members are Betty Tronnes, librarian, Andrew Swainson, art and Grade 9 language arts, Trish Uloth, social worker, Taryn Salik, math and physics, Cade Bengert high school English.

LANDRY, Norva Lois (Hutton) Nov. 9, 1923 – Aug. 29. 2017 It is with great sadness that we announce the peaceful passing of the much-loved, respected and admired matriarch of our family, Norva Lois Landry (Hutton), surrounded by family at the Bentley Care Centre on August 29, 2017 at the age of 93.

Norva was born in Bentley on Nov. 9, 1923 to parents Ray and Zella (Faye) Hutton (nee Nicholson). She grew up on their family farm with her brother Lee (1921) and sister Gwen (1931). At the age of 22, Norva joined the Air Force for three years. She married Joseph Landry in 1948 and they raised five children together. Norva lived a full and rich life.

Her first and foremost love was her treasured family. She also had many unique interests and hobbies. She loved to travel, meet people and volunteer on many, many committees. She was an active member of the Bentley United Church and an accomplished photographer and artist. She was respected, honored and admired by her family, friends and community and she impacted the lives of many.

Norva was predeceased by her parents, her loving husband Joe in 1985, her brother Lee and her sister Gwen Livingstone and Gwen’s husband Bob. Norva’s legacy lives on in each and every one of her beloved family members. We could always count on her love, support, understanding, gentle guidance and wisdom. Norva is survived by her children, Gerry (Jo-Ann) of Cochrane, Joanne Rudyk (Roy) of Edmonton, Stan (Lorna) of Bentley, Len (Jean) of Bentley, and Ray (Brenda) of Grande Cache; ten grandchildren, seventeen great-grandchildren and many treasured family members in Eastern Canada.

The family would like to thank the amazing staff at the Bentley Care Centre that loved, cared for and provided a home for Mom for the past year.

A service was held on Sat., Sept. 9, 2017 at 2:00 pm at the Bentley Ag Centre for a Gathering of Remembrance to share stories and celebrate the amazing life of our “Grandma Norva.”

If desired, memorial donations in Norva’s honor can be made to: Bentley Museum Society or Bentley School Chest Society Box 1057 Bentley AB T0C 0J0 Donations to the School Chest Society will go toward a new memorial playground at the Bentley School.

POTVIN Mrs. Lynn Marie Claire Potvin of Hoadley, Alberta passed away at home on Friday September 1, 2017 at the age of 55 years.

Predeceased by her parents; Rita Nadon and Eugene Reny and by one brother Andre Reny, Lynn is survived by her loving husband of thirty eight years; Michel Potvin Sr., son’s; Michel Potvin Jr. and Fiance Candace and their children; Michel Potvin III, Emily Michelle Carifelle-Potvin and Kiera Carifelle, Denis Potvin and Fiance Velvet and their child, Addison Lee Potvin. Lynn also leaves to mourn her brother; Robert (Bob) Reny and Louise Taifler.

A Celebration of Lynn’s Life was held from St. Margaret’s Catholic Parish on Saturday September 9, 2017 at 1:00 P.M. with Deacon Rollie Comeau officiating. Cremation has taken place and Lynn’s cremated remains will be intered in the family plot in Ottawa at a later date.

PUBLIC NOTICE Amendment to Land Use By-Law 7-08-LU The Council of Ponoka County has been asked by Vic Maxwell (Agent for Darlene & Kenneth Boylan) to amend Land Use By-Law 7-08-LU as follows: Reclassify Pt. NE 1-43-4-W5 from Agricultural District to Country Residential District to allow for future subdivision of an 8.5 acre parcel.

Before considering the by-law, Council will hold a Public Hearing at which any person claiming to be affected may ask questions or make comments. This hearing is scheduled for 11:30 a.m. on Tuesday, September 26, 2017 in the Council Chambers of the County Administration Building.
