BACKGROUND

On June 25, 2016 the Little Salmon/Carmacks First Nation (the “LSCFN”) General Assembly directed the Chief and Council to develop a trust deed for the establishment of a trust to manage and administer the LSCFN compensation monies provided pursuant to Chapter 19 of the LSCFN Final Agreement. On May 15, 2017 the Chief and Council passed a resolution approving a draft trust deed, dated March 9, 2017 for reference (the “Deed”). The Chief and Council provided a summary overview of the Deed to the LSCFN General Assembly on June 10, 2017 and confirmed the next steps to establish the Little Salmon/Carmacks trust.

TRUSTEES

The Deed provides that there will be a minimum of three to a maximum of eight trustees. The Chief and Council will confirm the appointment of the initial trustees for staggered terms of three, four and five years. Upon the expiry of the initial trustees’ terms, the protector will be responsible to appoint persons as trustees for five-year terms. A citizen must meet specific qualifications under the Deed in order to be considered for appointment as a trustee.

QUALIFICATIONS

To qualify as a trustee a person must meet the following qualifications: (a) at least 19 years of age; (b) is not nor has been declared bankrupt by a court of law; (c) is mentally competent and capable of managing his or her affairs; (d) has not been convicted of an offence of theft, fraud or false pretences or an indictable offence in the past five years; (e) has not been convicted of any offence involving property held as a fiduciary or a trustee; (f) is not an elected member of the LSCFN which includes the Elder Councillor and the Youth Councillor; (g) is not a director or officer of any corporation where 50% or more of the voting shares are owned directly or indirectly by the LSCFN; (h) has taken an accredited community trustee training program or is willing to take such training within a reasonable period of time following the appointment as a trustee; (i) is willing to satisfy any other conditions that would be established by the protector of the LSCFN trust.

Yukon College brings in Alberta agency to assess ‘made-in-Yukon’ degrees Sharon Nadeem News Reporter

he Yukon government will team up with the Government of Alberta to make sure Yukon College is ready to grant made-in-Yukon degrees.

The agreement signed between the two governments saw reviewers selected by the Campus Alberta Quality Council, which evaluates proposed degree programs in Alberta, visit the college June 22 and 23. The council will assess whether the college meets established institutional standards and can administer degree programs.

“For years, the council has assisted Alberta’s post-secondary graduates in achieving success by ensuring high-quality degree programs are offered through our institutions,” said Marlin Schmidt, Alberta’s Minister of Advanced Education, in a statement.

Currently, Yukon College provides degrees only in partnership with other universities.

The college and CAQC will negotiate a second agreement to enable the

Yukon College’s agreement with the Government of Alberta is to ensure it can grant made-in-Yukon degrees. council to assess the quality of Yukon College’s future degrees.

This wasn’t needed before because the college went through their partner institution’s review process. This marks the first time one jurisdiction in Canada is providing external quality assurance for a college or university in another area. This means the degree will be recognized recognized nationally and internationally.

“This is an important step towards the establishment of Yukon University,”

said Education Minister Tracy-Anne McPhee in a statement. “This partnership between Yukon and Alberta will ensure Yukon College is ready to meet established national and international standards and offer degree programs to Yukon’s postsecondary students.”

Yukon college plans to roll out degree programs in 2018 starting with a new bachelor of arts in Indigenous governance.

“Offering made-in-Yukon programs rooted in the three pillars of Indig-

enous self-determination and governance, climate change and sustainable resource development and innovation will enable the college to meet the growing needs of our students, partners and stakeholders,” said Yukon College’s president and vice-chancellor, Karen Barnes.

Certificate and diploma courses currently offered by the college remain under internal review and do not require the approval of an external board.

A

bear was killed

by Parks Canada rangers in Kluane National Park June 27 after rampaging through a research camp in the Slims River area.

The research camp was a long-term facility located about 30 kilometres into the icefields. Researchers are studying glaciers in the area.

The camp was not occupied when the bear came through, said Craig McKinnon, resource conservation manager for the park. Researchers had gone out for the day June 25 and when they returned, he said, they found their tents flattened and food and gear torn apart.

Recognizing bear activity, the crew cleaned up the area as best they could, called for a helicopter and

Kluane Lake by the Slims River area in Kluane National Park. left the area, McKinnon said. They alerted park officers the next day. On June 27 park rangers tracked and killed the bear, which was moving away from the camp area, he said.

“As a result of this incident, Parks Canada has made the difficult decision to euthanize the bear,” Parks Canada said in a June 28 press release.

“Bears that have been conditioned to human food

lose their natural wariness of humans, can associate human structures with food, and therefore pose a serious danger to the public.”

The bear was a male grizzly. Teeth and paw prints of the slain animal matched those at the camp site, said McKinnon.

A complete necropsy has been scheduled.

Bear interactions have been high in the Yukon

over the last few months, resulting in the deaths of half a dozen animals in the territory. Many of these interactions have been the result of bears becoming used to human food.

McKinnon said he didn’t feel that was the case with this bear, and that the incident was “opportunistic” on the bear’s part.

“He just came along, saw the bright yellow tents, went to investigate, curious, like any other animal,” he said. “Unfortunately, he received a food reward.”

Several high-profile bear attacks have occurred in Alaska during recent weeks.

The area remains closed as a precaution. Entering a closed section of the park without permission can result in a fine of up to $25,000.

YG weighs in on federal government’s carbon tax plan Ashley Joannou News Reporter

T

he Yukon government wants to make sure it has control over how revenue from a federal carbon tax is given back to Yukoners.

In a letter to her federal counterpart, Yukon’s Environment Minister Pauline Frost says the territory should have control over money Ottawa collects from the new carbon tax.

“Yukon expects that 100 per cent of the revenues collected will be returned directly to the Government of Yukon, so that the Government of Yukon can rebate those revenues to Yukoners,” Frost wrote.

June 30 was the final day for Canadians to provide comment on the federal government’s outline for its new carbon pricing system.

Any jurisdiction that does not have a carbon tax in place next year will have one implemented by Ottawa though what’s known as the “backstop.”

A federal technical paper doesn’t go into detail about how the tax would be implemented but outlines some basics of what the federal government is planning.

Frost notes that while “the technical paper indicates that Canada will return revenues collected through the backstop mechanism to the jurisdiction where the revenues were collected, but no further details are provided.”

She said she wants

carbon pricing revenues returned to the Yukon government “in a timely manner.”

Ottawa has promised to study the way a carbon tax would impact the North.

Yukon Premier Sandy Silver has said some “sector specific” exemptions may be on the table.

In her letter, Frost warns carbon pricing could hurt the competitiveness of industry in the North.

“Yukon therefore expects that carbon pricing will not place Yukon’s economic sectors, including the mining industry, at a competitive disadvantage within Canada or internationally.”

She also specifically mentions the aviation industry.

Frost tells federal Environment Minister Catherine McKenna that Ottawa’s plan should not include a tax on aviation fuel, at least not yet.

Ottawa has promised to look at how aviation fuel will be addressed as part of the federal carbon tax, she said.

“However it appears the paper suggests that a carbon levy would be applied to aviation fuel in backstop jurisdictions like Yukon before consultation is completed.”

Until the federal government comes up with a cross-Canada plan to deal with taxing aviation fuel, the Yukon should not be forced to implement one, Frost said.

Air North president Joe Sparling said B.C.’s existing carbon tax on fuel only applies on flights that take off and land within B.C. If a flight takes off from B.C. but lands in Whitehorse there is no carbon tax on that fuel, he said.

Airlines are always going to want to buy fuel where it is cheapest and having different carbon tax rates could be a “logistical nightmare,” he said.

Sparling suggested Canada would be doing itself a disservice putting a carbon price on aviation fuel when that’s not consistent across the globe.

“Our concern is competitiveness. As a country we’re already frustrated when we see people driving across the border to catch airplanes and that’s obviously going to happen more if fuel is more expensive in Canada because of carbon tax.”

The Yukon’s official Opposition also submitted a comment to Ottawa.

The Yukon Party said in its submission to Ottawa that a carbon tax is not the best way to reduce the territory’s greenhouse gas emissions.

Instead of a tax, the focus should be on the development and expansion of renewable energy projects in Yukon, the party says.

“We recognize that the argument we’re making is not the one that the federal government wants to

hear,” said MLA Brad Cathers. “But we’re attempting to concisely provide a reasoned argument in favour of an incentives-based approach to tackling greenhouse gas.”

Environment and Climate Change Canada says it received more than 200 submission on the technical paper from governments, businesses, organizations and members of the public.

Commenters weren’t required to provide their location so there’s no way to know how many submissions came from the Yukon.

It appears many Yukon groups have decided to provide their opinion to the territorial government instead of Ottawa.

The Klondike Placer Miners’ Association

decided to focus its efforts on talking to the territorial government since “under the current regime they will be responsible for developing its (carbon tax implementation) details,” said executive director Jonas Smith in an email.

“As far as those discussions are concerned, our position has long been that one would be hard pressed to find an industry that is more interested in innovation, efficiency and reduction of consumption than the placer sector, as we already aggressively pursue any development or new technology to those ends,” he said. “However we fail to see how a carbon tax will achieve any of those goals, it will only increase our costs and reduce the amount we can reinvest in our communities.”

The Yukon Conservation Society also prepared comments for the territorial government.

In its position paper the society calculates that the average Yukoner stands to get back about $150 from a carbon tax rebate.

It suggests the Yukon government not return all of the carbon tax to Yukoners, the way the Liberals promised during the election, and instead direct some of the money “towards encouraging greater efficiency in carbon-emitting sectors.”

The paper includes suggestions like encouraging a shift towards plug-in electric vehicles.

Yukon RCMP charge B.C. man with murder Ashley Joannou News Reporter

A 20-year-old British Columbia man is facing a charge of first-degree murder in connection with the killing of 25-year-old Adam Cormack in Whitehorse last week.

Edward James Penner made his first court appearance July 2.

He remains in custody and will appear in court again July 5.

Cormack’s body was found June 28 after someone called police to report a body outside near the Alaska Highway west of Ibex Valley.

An autopsy took place June 30 at Vancouver General Hospital.

ta were called in to help with this latest case.

“We have officers from B.C. assisting us with the autopsy today in B.C. and we have officers from the special tactical operations

unit from Alberta in this weekend assisting us,” she said in an email.

Since the arrest, the officers who helped over the weekend have gone home, Reid said, but other Outside help has been brought in.

“They are assisting with various priorities within the major crime unit, including the most recent homicide investigation,” she said. “I can’t confirm whether or not they’re working on other cases.”

Whitehorse man who was found guilty of sexual assault because the presiding judge ruled the man was too old to obtain consent will get a new trial.

Jackie James Kodwat, 46, appealed his October 2016 sexual assault conviction.

The appeal was based on the remarks of the presiding judge, Donald Luther, during the initial trial.

Kodwat acknowledged having sex with a 17-yearold girl in Dec. 2015, but maintained that the intercourse was consensual.

course with the accused who meant nothing to her and whom she did not remember — and furthermore, who was 28 years her senior.”

In his appeal, Kodwat successfully argued that “the conviction was founded upon the stereotypical reasoning and speculation regarding the way in which men and women interact to which he referred in his submissions.”

The court agreed that the conviction wasn’t based solely evidence.

“The conclusion that it was ‘inconceivable’… was a stereotypical assumption or generalization lacking in an evidentiary foundation,” said Justice Willcock during the ruling. “In my view, there is a danger that assumption

resulted in a conviction that was not founded upon the evidence.”

Kodwat says she asked to come into the bed and he obtained consent before having intercourse.

The conviction has been set aside and a new trial ordered.

Kodwat will return to the Whitehorse Correctional Centre while he awaits that new trial.

He was designated a dangerous offender in May 2017 during his sentencing for the sexual assault conviction. He was handed a six-year sentence — with credit for 25.5 months served — to be followed by a 10-year long-term supervision order.

Sidhu Trucking wins Wheeler Street contract City council awarded P.S. Sidhu Trucking Ltd. the Wheeler Street reconstruction contract, worth $3.7 million, at the June 26 council meeting.

The contract includes resurfacing and the reconstruction of underground utilities on Wheeler Street between Fourth Avenue and the escarpment. The work will be done over the next two years in two phases.

Norcope Enterprises and Castle Rock Enterprises also bid on the contract, at $4.5 million and $4.9 million respectively.

The overall budget for the project was estimated at $5.1 million.

The project is funded by the Building Canada Fund and is already approved in the 2017 city budget.

Whitehorse city staff asked council July 4 to approve an amendment to the captial budget to pay for the replacement of three compressor controllers on the refrigeration system at the Canada Games Centre.

The estimated cost for these repairs is $70,000.

Two of three compressor systems failed in the span of a week in June. The compressors control the ice refrigeration system at the centre. The last working controller is outdated and will be salvaged for parts and replaced.

City staff said it isn’t clear what caused the malfunction. “It is likely that circuitry of a processor failed due to age and near constant heavy use,” said Peter O’Blenes, the city’s director of infrastructure and operations.

The compressor systems are over 10 years old and replacement parts for the control panels can no longer be acquired.

Council will vote on the repairs at the July 10 council meeting.

Union raises the alarm — again — over rural nursing Ashley Joannou News Reporter

he Yukon Employees Union wants the government to put more effort into recruiting nurses to work in the territory’s communities.

Union representatives handed out small first aid kits around Whitehorse June 30 suggesting that the way the health system is run could be putting nurses and patients at risk.

“If you have one nurse working 24/7 on call, they’re going to burn out….

People can make mistakes when they’re tired or overworked,” said union president Steve Geick.

Geick criticized the Yukon government for failing to follow through on its promise to hire more nurses to work in Destruction Bay and Beaver Creek.

As part of a memorandum of understanding signed this time last year, the government agreed to hire an extra nurse in both communities between May 1 and Sept. 30. For the rest of the year a single extra nurse would float between the two communities as needed.

But none of those positions have been filled. The nursing stations in Destruction Bay and Beaver Creek still only have one nurse each.

“There hasn’t been a second nurse in either one of those communities. Never,” Geick said. “Since we negotiated that collective agreement. There’s been no effort that I’ve seen to hire anybody.”

The health centre in Destruction Bay. been shirking its responsability to recruit nurses. The agreement with the union requires that the government make “every reasonable attempt to fill” the new positions when they are vacant. That’s what it’s been doing, she said.

The government has attended multiple job fairs, posted ongoing ads, and offered financial incentives, training and mentoring but hasn’t been able to hire anyone.

“We believe we have made more than every reasonable attempt to fill (the jobs),” she said.

Living said 64 nurses work in the communities outside of Whitehorse, not including at the the hospitals in Dawson City and Watson Lake. That includes full-time, part-time and oncall staff.

There are currently seven vacancies. Offers have gone out to three new nurses who could starts

working in the territory but those deals haven’t been finalized yet, she said.

Finding nurses to work in community health centres can be challenging because they require specialized training, she said.

“Because they work without a physician, their skillset has to be that much higher than, say, a nurse (who) is working in a hospital. It’s a different set of skills that they need.”

In May, health minister Pauline Frost acknowledged the struggle that the territory has been having to recruit nurses.

“The challenges that we’re facing in Destruction Bay and Beaver Creek are no different from any of the other communities. I think, historically, we have had some major challenges with securing health care professionals in our communities,” she told the legislative assembly.

At the time Frost prom-

ised the necessary staff would be in place “for this coming tourist season.”

Starting this month, a second nurse will work in Beaver Creek and Destruction Bay sporadically, Living said.

“There’s not going to be two nurses there constantly, but we are able to get them in for periods of time over the next two to three months.”

She denied this move had anything to do with the union’s pressure.

“It begins because that’s when the staff was available.”

Living declined to say whether the department thinks nurses are being overworked but said she doesn’t believe the safety of staff or patients is at risk because of nurses’ workload.

Nurses work standard office hours and are on call after-hours and on the weekends. That doesn’t

mean they will always be called out to an emergency.

“The calls on their services vary from community to community. While a nurse is working seven and a half hours a day the number of individuals that any nurse will see in any facility will vary from community to community,” she said.

If a nurse gets called out to an overnight emergency, there is always the option of rescheduling non-emergency patients the next day, she said. Nursing stations have administrative staff who help schedule appointments.

The union contract requires that community nurses get every third weekend off. Living said all requests for leave this summer have been met.

New nurses are required to go through six to eight weeks of training after they are hired, Living said. That means that even if a new nurse were hired today it’s

unlikely he or she would start work until September.

The department currently has four nurses in training who should be out “soon,” she said.

There’s no word on whether those nurses could end up in Beaver Creek or Destruction Bay. Those decisions aren’t made until training is complete.

“One of the things we have to keep in mind is that we cannot force an individual to go into a community,” Living said.

Prior to the union agreement, Destruction Bay and Beaver Creek were the only communities in the territory that had only one nurse on staff. The rest of the communities technically have two positions though there’s no policy that requires all the positions be staffed at all times.

In 2015 Geick raised similar concerns that community nurses across the territory were too often working alone because the territory had too many vacancies.

Living says things have gotten better since then, though she couldn’t provide numbers to back up her claim.

“With the exception of Beaver Creek and Destruction Bay, nurses working alone is the rarity, it’s the oddity instead of the norm. This is significantly changed since 2015.”

After sending multiple emails, Geick said he had a short conversation over the phone with Frost a week or two ago. He said he would like to set up a meeting to talk about his concerns in more detail.

anada’s 150th birthday has come and gone. Notice anything missing?

Like, say, a federal presence. If you live outside of Ottawa, you sure didn’t see much of that.

In Ottawa, despite the many terrific Canadian acts available, the big moment at the big show was a song performed by a couple members of U2 – a band, you know, from Ireland. There was an extended fireworks display, too – with the fireworks coming entirely from China. There was Gordon Lightfoot, who (despite previous reports on Twitter and credible news websites) was decidedly not dead.

Elsewhere, local communities did their own thing. They have become used to a lack of help from Ottawa, perhaps. There was greeting the dawn in St. John’s. There was a canoe excursion in Toronto. There was the start of some totem-carving in Duncan, B.C. There was an ultra-marathon in Winnipeg. In Calgary, there was a giant snakes-and-ladders game (seriously). And so on. Lots of variety, lots of local initiative.

Local.

The federal government, meanwhile, was mostly invisible.

Contrast Canada’s 150th with previous big-deal years, 1967 and 2000. In those years, Ottawa was omnipresent and in a good way.

In 1967, the Centennial Year, we had Expo 67, a huge success. There was the Canadian Armed Forces’ immensely-successful Tattoo 1967, which travelled the country. A dove was added to the penny – remember those? The Caribana Parade was launched in Toronto. There was a voyageur canoe race, with 100 contestants paddling and traversing about 5,000 km. The Centennial Flame was unveiled on Parliament Hill. Lightfoot did a wonderful railway trilogy. And the federal government provided $25 million – worth nearly $200 million, 50 years later – for local projects.

Pierre Berton called 1967 our “last good year” in one of his books. But 2000 wasn’t too bad, either, when one considers the degree to which the federal government participated. And lots of fun stuff happened.

The good folks in St. John’s were again the first to greet the new millennium. The Royal Canadian Mint produced a series of millennium coins and Canada Post offered a special stamp. There was a snowmobile parade in Iqaluit. A bunch of military specialists climbed the Peace Tower on the Hill. There was a huge firework display on Toronto’s waterfront. Contrast all that to 2017. Unless you live in the Ottawa region, you can be forgiven for wondering what the federal government did with your tax dollars on July 1, 2017.

One really can’t blame the prime minister. Unlike his predecessor, but like Chretien, Justin Trudeau delegates authority to his ministers to do their jobs. And, in this case, Canada 150 was the chief responsibility of Canadian Heritage Minister Melanie Joly. Her predecessors included giants like Sheila Copps and James Moore, who understood the importance of championing Canadian symbols.

Joly has a $3.3-billion budget for precisely the sort of things we’re supposed to be celebrating in 2017 but aren’t. She has been the most ineffective minister of Heritage since Bev Oda, and that’s saying something.

Joly ran for mayor of Montreal in 2013 and was handily dispatched by Denis Coderre. It was a nasty race, with Joly running ads claiming Coderre “has no credibility to wipe out corruption.” She said she’d run again in 2017 but she didn’t.

Instead, Joly was parachuted into the Ahuntsic-Cartierville federal riding in 2015, the favourite of the Liberal Party establishment. The riding’s nomination process was delayed to give her time to sign people up, and two rival candidates were pressured to drop out and did. Her nomination win “wasn’t pretty,” the Montreal Gazette observed.

As minister of Canadian Heritage, Joly has mostly distinguished herself as camera-loving, gaffe-prone and possibly doomed. In just one recent controversy, reports say she didn’t bother to consult with senior prime minister’s office staff about her choice for Canada’s official languages commissioner – although some of her staff had previously worked for her pick at Queen’s Park. As Chantal Hebert of the Liberal-friendly Toronto Star subsequently wrote, there exist “clouds of doubt [about Joly’s] judgment,” she has “egg on her face,” and she is “inexperienced” or “incompetent.” Ouch.

Things in Joly’s office aren’t much better.

Global News has reported that her chief of staff has been lobbied by Google six times in 2017 – when she was, just months earlier, a senior executive at Google, serving as its director of communications for a number of years.

Google, now facing a $3.6-billion fine from the European Union for anti-competitive practices, probably doesn’t care.

But Joly should: her ministerial accomplishments are rather sparse.

And Canada’s 150th birthday certainly isn’t one. If it’s remembered at all, it will be for what everyday Canadians – or their municipal and provincial governments – did.

It won’t be remembered for what Melanie Joly did, which is nothing.

Anonymity degrades public discourse

I

f you are reading this article online, you might have noticed that the Yukon News website has undergone a significant makeover in the last few weeks.

But more important than the changes in layout and appearance is the new requirement that readers must now login using their Facebook accounts in order to post comments to articles and columns.

Previously, commenters could snark at local reporters, columnists, and those brave enough to write letters using their real names from behind a cloak of anonymity or pseudonyms.

Other news organizations have also started requiring real names in recent years.

This change encourages (without guaranteeing) more thoughtful and respectful commentary.

I have in the past noticed, anecdotally, that there is a stark difference between the relative civility of comments posted on this paper’s Facebook page and those expressed by anonymous commenters on the website itself.

Anonymity seems to change us and not for the better. Identification, on the other hand, imposes a certain measure of accountability. And I think that is a good thing.

Quite frankly, if you aren’t going to actually read what someone has written and jump to the comments section to opine on the headline you deserve to be exposed for the lazy and reactive person that you are. A headline isn’t a “tl;dr” (too long; didn’t read) version of a piece. It is supposed to be a short attention grabber that usually wasn’t even written by the person who wrote the bulk of the article.

And if you want to insult, call people names, or impugn motives, at least have the courage to show who you are.

Requiring real names is a reasonable compromise that encourages dialogue while subtly regulating tone.

The expressions “freedom of speech” and “free expression” are tossed around a lot. As a legal principle, “free expression” is of very limited, albeit essential, scope. It is merely a protection each of us enjoys against the excesses of powerful governments in sanctioning us for the things we have to say. That’s it and that’s all. It gives us no right to a platform, or to protection against the backlash to the statements we make.

But as an ideal, free expression ought to be given much broader scope.

Certain institutions both public (like universities) and private (like news organizations) owe it to our democratic society to give voice to a wide array of

different views on different subjects. The comments section at this paper and others has resulted in a democratization of media that didn’t exist in the past era of pure print media.

If I have some reservations about the move away from anonymity it is that it’s difficult to question certain prevailing orthodoxies without repercussions. It always has been.

For devotees of certain ideologies it isn’t enough to simply express disagreement when someone challenges your worldview and move on. Dissenters must be strongly denounced and shamed. Real world consequences — even lost employment — must be felt by heretics.

These unquestionable orthodoxies will differ from place to place and over time. In the past, questioning a dominant religion, a war effort, or the primacy of a particular economic system (think McCarthyism) might lead to censure.

Those wishing to stake out any nuanced sort of

middle ground or challenge certain assertions recoil in fear of backlash stifling debate and discussion. As Jonathan Kay recently wrote in a mustread piece in the National Post, “the profession’s finest minds are primarily focused on avoiding mob censure.”

But let’s not get too far off track. The reality is that anonymous comments sections have done nothing to enhance these debates. If anything they have further polarized them.

As a writer, I have a love-hate relationship with the comments section — oscillating between obsession with and alienation from from the comments section.

I like to believe that I have relatively thick skin and can take the vitriol that is sometimes thrown my way. All jobs have prerequisites and a certain tolerance for snark is essential for anyone who puts their views out there in the public realm. It

comes with the privilege of the platform.

But I also welcome dissent. For far too many people disagreement, even polite disagreement, is regarded as uncouth. People get their backs up and take matters too personally when their views are challenged. This is something we as a society should work to change.

From time to time I’ve been convinced that I was wrong — and occasionally even shown to be flat out, unquestionably wrong. At other times, while being ultimately unconvinced by dissenting arguments, the comments have provided me with food for thought or with an opportunity to clarify or expand upon a particular point.

I hope that those who have weighed in will continue to do so. We are all better for that type of dialogue.

Just use your name.

Fort McMurray wildfire raised fuel supply concerns in Ottawa: documents Lauren Krugel Canadian Press

CALGARY ederal officials raised the possibility of relaxing competition and fuel quality rules to ensure a stable supply of fuel while the Fort McMurray wildfire raged and forced several northern Alberta oilsands projects to shut down.

Documents obtained by The Canadian Press under the Access to Information Act highlight some of the options Ottawa was examining if shortages got bad enough during Canada’s most expensive natural disaster, which drove more

than 80,000 Fort McMurray residents from their homes for a month or more in May 2016.

A May 10 “update on energy operations” sent to Natural Resources Canada staff noted as many as 1.5 million barrels a day of oilsands production were offline.

“Companies have reported that fuel inventories remain adequate, but steps are being taken to source alternative supplies from outside the region to supplement current supplies,” the document said.

The note said Natural Resources Canada was working with the Environment, Justice and Innovation, Science and Economic Development ministries to explore a process to respond to any potential requests of that nature.

It didn’t end up coming to that.

A Natural Resources spokeswoman said no industry players made such requests and representatives from Alberta’s three biggest refiners — Suncor Energy (TSX:SU), Imperial Oil (TSX:IMO) and Shell Canada — confirmed they did not ask.

Under the Competition Act, it is illegal for competitors to work in concert on price setting, market allocation and supply restriction.

Competition Bureau enforcement guidelines say the sharing of competi-

tively sensitive information can be a concern.

“An agreement to disclose or exchange information that is important to competitive rivalry between the parties can result in a substantial lessening or prevention of competition,” says a 2009 document setting out competitor collaboration guidelines.

Shell spokeswoman Tara Lemay said the company kept provincial and federal governments up to speed on its inventory situation, keeping in mind competition law restrictions.

“Our supply group worked tirelessly to serve our customers and the community during one of the worst natural disasters in Alberta’s history,” she said in an email.

“Thanks to their hard work, we were able to leverage Shell’s North American-wide trading network to help limit the impact of inventory shortages at the pumps, both in critical markets like Fort McMurray where emergen-

cy services needed fuel to continue their work, and in other customer markets as well.”

There was very little supply disruption at Shell, aside from some minor shortages in Edmonton, said Lemay.

It was a tougher situation for Suncor. In early June 2016, Suncor’s Petro-Canada branded stations in Western Canada ran out of fuel due to the ongoing impact of the wildfires and an outage at its Edmonton refinery.

A Natural Resources Canada “situation report” dated May 7, 2016, said refineries had anywhere between seven to 14 days worth of crude supply available.

But it cautioned “this situation could change quickly” for companies whose refineries rely on crude from their own oilsands mining operations.

“In such cases, alternative sources of crude supply are being sought, but harder to come by as most producers are operating at reduced levels of output,” the report said.

“Some third-party suppliers have been reduced to 90 per cent of their regular allocations in the Edmonton market as a precaution to conserve supplies until there is more market certainty. Refineries are also reporting holding back regular de-

liveries to markets where supplies are plentiful and importing in markets (such as Vancouver) where this is an option to conserve supplies.”

Some players were using rail and truck to get fuel to markets like Calgary and Winnipeg, the report said.

“Airlines have also been asked to seek options for refuel outside of Western Canada where feasible.”

Dan McTeague, an analyst at fuel-price tracking website Gasbuddy.com and a former Liberal MP, said he can’t think of a time when Canada has had to roll back Competition Act or fuel quality rules in the face of a crisis.

But he said he wouldn’t be surprised if authorities were close to having to make a call like that during the Fort McMurray disaster, he said.

“There’s no doubt that this was a very desperate situation, a very desperate time that required unusual consideration. We, at some points, did not think that there was going to be enough fuel to go around, let alone our obligations to the Americans,” he said.

“It looks like they were able to scramble and all’s well that ends well. I guess no one knew in the first few weeks how bad this was going to be or how quickly we would emerge from it.”

Omar Khadr to get $10.5 million, apology from Canadian government, source says Colin Perkel Canadian Press

TORONTO he Canadian government will pay former Guantanamo Bay prisoner Omar Khadr more than $10 million and officially apologize to him in settlement of a long-running lawsuit, a source familiar with the agreement said Tuesday.

The Toronto-born Khadr, 30, who pleaded guilty to five war crimes before a much maligned military commission in 2010 related to alleged offences that occurred in Afghanistan in 2002 when he was 15 years old, was suing the federal government for $20 million for breaching his rights.

Part of the $10.5 million Khadr will get will go to his legal team, while the apology would be delivered by the justice and public safety ministers, the

source said.

Khadr’s lawyers and a spokesman for Public Safety Minister Ralph Goodale refused to comment publicly citing confidentiality reasons. Prime Minister Justin Trudeau, however, did not deny a deal had been reached.

“There is a judicial process underway that has been underway for a number of years now,” Trudeau said in Dublin, Ireland, on Tuesday. “We are anticipating, like I think a number of people are, that that judicial process is coming to its conclusion.”

Amnesty International welcomed news of the settlement, which another source said was signed last Wednesday, calling it long overdue.

“For 15 years Omar Khadr’s case has been a stark reminder of the many ways that an over-reaching and unchecked approach to national security readily runs roughshod over uni-

versally protected human rights,” Alex Neve, secretary general of Amnesty International Canada, said in a statement.

“In Afghanistan, at Guantanamo Bay and in Canadian prisons, Omar Khadr’s rights were consistently violated and ignored.”

The settlement money, one source said, should not be seen as a windfall, given that Khadr is blind in one eye from injuries when he was captured, and there are fears he could lose sight in the other eye and will need ongoing care as he ages.

Khadr’s lawyers filed the $20-million wrongful imprisonment lawsuit, arguing the government violated international law by not protecting its own citizen and conspired with the U.S. in its abuse of the prisoner.

The suit was, in part, based on a Supreme Court of Canada decision from 2010 that Canadi-

an intelligence officials obtained evidence from Khadr under “oppressive circumstances,” such as sleep deprivation, during interrogations at Guantanamo Bay in 2003, and then shared that evidence with U.S officials.

Khadr, who claimed the Americans tortured him after his capture and at Guantanamo Bay, was long dubbed a child soldier in need of protection by his supporters. However, the previous Canadian government, under then-prime minister Stephen Harper, steadfastly referred to him as an unrepentant terrorist.

“The previous Canadian government, at the most senior political levels, refused to take a stand for the rights of a Canadian citizen and for years offered only inflammatory rhetoric in the media, in Parliament and in the courts rather than make a genuine effort to come to his aid,” Neve said.

A badly wounded Khadr was captured by U.S. troops following a firefight at a suspected al-Qaida compound that resulted in the death of an American special forces soldier, U.S. Army Sgt. Christopher Speer. Khadr was accused of throwing the grenade that killed Speer but the evidence against him was flimsy.

He pleaded guilty in 2010 to charges that included Speer’s murder and was sentenced to for a further eight years in custody. Khadr later said he only pleaded guilty to get out of Guantanamo. The youngest and last Western detainee held at the infamous U.S. military prison in Cuba returned to Canada in 2012 to serve the remainder of his sentence.

He was finally released on bail in Edmonton in May 2015 pending an appeal of his guilty plea.

After his release, he apologized to the families of the victims — as he had

done at his guilty plea.

He also said he rejected violent jihad and wanted a fresh start to finish his education. Lately, he has said wanted to work as a nurse.

Speer’s widow and retired American sergeant Layne Morris, who was blinded by a grenade at the Afghan compound where Khadr was captured, won a default US$134.2 million in damages against Khadr in 2015, but Canadian experts called it highly unlikely the judgment could be enforced.

A long-standing attempt to get the military commission conviction against Khadr overturned in the United States remains stalled.

Earlier this year, the federal government apologized to three men to compensate them for the role Canadian officials played in their torture in Syria and Egypt. The apology to Khadr would follow similar lines, the source said.

OTTAWA anada’s elite special forces soldiers risk being run ragged after spending three years deployed in Iraq, as well as in several other lesser-known places around the globe, their deputy commander warns.

That’s why Brig.-Gen. Peter Dawe says the federal government’s plan to add 600 more troops to the ranks of the special forces is not only welcome, it’s necessary, considering the threats Canada faces now — and can expect to face in the future, “The reality is that we deliver the effects that the government deems appropriate, that they direct us to deliver,” Dawe said in an interview with The Canadian Press.

“And we’ve been doing it for a while, frankly, on borrowed time. We’ve been working our folks very hard. A brutal operational tempo.”

The plan to grow Canada’s special forces is one of the many measures included in the Liberal government’s new defence policy, which promised more than $62 billion in new military spending over the next

20 years.

The expected growth is nothing to sneeze at, given the military currently has only about 2,000 special forces personnel, divided between four different units.

Those include Joint Task Force 2, the Canadian Special Operations Regiment, a special helicopter detachment and a unit that specializes in responding to biological, chemical and nuclear incidents.

Most of the attention since August 2014 has been on their mission in Iraq, where members have been helping Kurdish forces and, more recently, the Iraqi army in their fight against the Islamic State group.

That includes one JTF2 sniper who recently shot and killed an ISIL fighter

from more than 3.5 kilometres away, shattering the previous record for longest kill shot.

Dawe said many of his soldiers have done multiple tours in Iraq — a number that is likely to increase after the government announced last week that the military will stay in the country another two years.

But Iraq isn’t the only place where Canadian special forces have been recently operating.

There have also been smaller missions to different parts of Africa, southeast Asia and Central America, where the Canadian soldiers have helped train local forces fighting extremist groups or organized crime.

nadian expertise show no signs of diminishing given the spread of ISIL and other violent extremism to different countries.

“For the most part, much of the work that we do is in the realm of capacity building,” Dawe said.

“When there’s a bit of a violent extremist organization nexus or the need for more generically speaking counter-terrorism sort of capacity, then that’s really sort of our bailiwick.”

Western governments, including Canada, have also increasingly turned to special forces in recent years as a way to intervene in conflicts overseas without having to deploy thousands of troops, like in Afghanistan.

Dawe said his soldiers have successfully and

repeatedly demonstrated their professionalism and prowess in Iraq and other parts of the world, but that there are concerns the force is being overworked.

“We’ve done a pretty good job of managing it, I would tell you, but in some areas we need additional depth because we’re not deep enough,” he said.

“When we keep going back to the well for the same sort of capabilities over and over again, it gets very taxing. And not only

on the members, but on their families.”

And while adding 600 more soldiers to the mix will go a long way to addressing those concerns, new special forces personnel can’t simply be recruited off the street — suitable candidates need experience and specific skills and traits.

“It’s a complex problem,” Dawe acknowledged, “but one we’re very confident we’ll be able to tackle.”

ENVIRONMENT Angling for one of Yukon’s overlooked fishing gems Lori Garrison News Reporter

I

f Pixar were to make a coming-of-agestyle animated movie featuring Yukon’s fish, it would have an easy time assigning characters. The sporty, monied, all-American golden boy would be played by a lake trout, the dim-witted and misunderstood bully would be a northern pike. The love interest would be the rarebut-much desired coho salmon, surrounded by an entourage of gorgeous rainbow trout and grayling girlfriends, who shun the unpopular punk-fish, burbot and inconnu.

Against this typecast, the whitefish would play the good hearted but overlooked and socially-awkward boy-hero as he tries to win the girl, avoid getting eaten and save the lake from depopulation by well-meaning but uneducated townsfolk during a fishing derby.

“Whitefish are the Yukon’s forgotten species,” says Dennis Zimmermann of Fish On Yukon.

Zimmerman, in partnership with the Yukon Fish and Game Association, recently hosted a day class aimed at teaching kids to appreciate (and catch) these lesser known fish on Little Atlin Lake.

Fourteen kids went out for the day, and they caught eight good-sized fish, says Zimmermann.

They kept three, and served them up for dinner so the kids could taste them.

“Just because you’re catching a lot of a fish doesn’t mean you have to keep your limit,” he says Zimmermann. “You catch what you need for dinner.”

Whitefish (Coregonus clupeaformis) are green and brown, with a silver stripe and underside and a dramatically-forked tail, according to the Environment Yukon website. They are native to Yukon’s lakes and rivers where they dine on mollusks, insects and smaller fish. They prefer cold water and can grow to be between two and four pounds. They are sometimes called “humpback” whitefish because of the telltale bump along their spine.

“There’s very few lakes they’re not in — you’re going to find them in almost every lake system (in Yukon),” he says.

Zimmermann says he thinks whitefish aren’t as popular for recreational anglers, partly because they’re not as easy to catch as more gregarious, better-known species, such as grayling.

“We always target the more iconic species.

They’re tasty and it’s what we know. There’s a Yukon-based culture around lake trout, for example,” he says. “And pike are basically junkyard fishing — pike aren’t fussy and we’re kind of spoiled by pike.”

“Whitefish are just not as sexy — they’re picky and they have small mouths.”

Despite this finicky reputation, Zimmerman says whitefish are a rewarding (and delicious) challenge for the recreational angler.

“It’s kind of a special mindset to target these species,” he says. “You’ve

Zimmerman says that sight-fishing for whitefish — going out in a boat and looking for the fish moving directly under the surface of the water and then tempting them with

something they might find alluring, a common practice for pike-anglers — is a great way to nab them. Whitefish typically travel in schools, so where you see one, there’s often many.

Small spoons and spinners work, but Zimmerman recommends beadhead flies. These common

patterns are a wet fly — meaning they are meant to be fished below the surface of the water— and work either on a fly or spinrod and mimic nymphs (the immature larva of various insects) on which many fish feed. On a spin rod, they are often rigged with a bobber and weight so that they can just drift around,

tempting the fish with the prospect of dinner so they can be your dinner.

“The aim is to demystify fishing. We’ve made fishing so technical. This is just a bobber, weight and fly. Simple,” Zimmerman says.

“Tactics-wise, you have to employ a lot of patience.”

Winter is also a great time to target whitefish, Zimmermann says, and environment Yukon has a program working with Yukonstruct to make ice fishing rods for kids for this purpose.

While they’re not nearly as popular as trout or grayling, whitefish played and continue to play an important role among Yukon’s First Nations, for whom whitefish were a traditional staple.

“There’s definitely a latent demand and interest in Whitefish,” he says.

Fishing for whitefish isn’t just about a challenge (or a shore lunch) says Zimmerman. It’s also about conservation.

Lake trout are highly-prized by anglers, but are slow to mature and spawn, making them highly susceptible to overfishing. This is especially true of lakes near campgrounds or easy road access. Snafu and Tarfu Lakes, for example — traditionally popular lake trout destinations — are closed for recreational lake trout fishing this year, permitting only catch and release for this delicate species.

“I think lake trout in the accessible lakes are in trouble,” he says. “They’re a super slow-growing species and they have a lot going against them in terms of climate.”

Changing the kinds of fish anglers target from slow-growing species like lake trout, to faster-spawning, more common and more numerous species like whitefish take pressure of these threatened lake trout populations, says Zimmermann.

“It’s about making sustainable choices,” he says.

North Korea claims it tested first intercontinental missile Hyung-Jin Kim & Foster Klug Associated Press

SEOUL, SOUTH KOREA orth Korea on Tuesday claimed it successfully test-launched its first intercontinental ballistic missile, a potential game-changing development in what may be the world’s most dangerous nuclear standoff and, if true, a direct rebuke to U.S. President Donald Trump’s earlier declaration that such a test “won’t happen!”

The launch appeared to be North Korea’s most successful missile test yet. A U.S. scientist examining the height and distance said the missile could potentially be powerful enough to reach Alaska.

In typically heated rhetoric, North Korea’s Academy of Defence Science said the test of an ICBM — the Hwasong-14 — marked the “final step” in creating a “confident and powerful nuclear state that can strike anywhere on Earth.”

It will be difficult to confirm many details about what happened.

North Korea’s weapons program is perhaps the most closely held state secret in one of the world’s most suspicious nations. U.S., South Korean and Japanese officials earlier assessed that the North fired an intermediate-range missile into waters near Japan.

Japanese Chief Cabinet Secretary Yoshihide Suga declined to comment on whether Japan thinks it was an ICBM, and South Korea’s Defence Ministry said it was analyzing

whether the North’s statement was accurate.

North Korea has previously launched satellites in what critics said were disguised tests of its longrange missile technology.

A test-launch of an ICBM, however, would be a major step in developing nuclear-armed missiles that could reach anywhere in the United States.

The launch sends a political warning to Washington and its chief Asian allies, Seoul and Tokyo, while also allowing North Korean scientists a chance to perfect their still-incomplete nuclear missile program. It came on the eve of the U.S. Independence Day holiday, days after the first faceto-face meeting of the leaders of South Korea and the United States, and ahead of a global summit of the world’s richest economies.

Most outside and North Korean analyses of the missile’s height, distance and time in the air were roughly similar.

U.S., South Korean and Japanese officials say it flew for about 40 minutes and reached an altitude of 2,500 kilometres (1,500 miles), which would be longer and higher than any similar North Korean test previously reported.

It also covered a distance of about 930 kilometres (580 miles).

North Korea said the missile flew as high as 2,802 kilometres before hitting a designated target in the ocean about 933 kilometres away from the launch site in the North’s northwest. It said the missile flew for about 39 minutes and was made at the highest possible angle.

Russia’s military, however, said the missile flew considerably shorter and lower than others reported.

Before North Korea’s announcement of an ICBM, South Korean analysts said it was likely that it was a retest of one of two intermediate-range missiles launched earlier this year.

One U.S. missile scientist, David Wright, estimated that the highly lofted missile, if the reported time and distance are correct, could have a possible maximum range of 6,700 kilometres (4,160 miles), which could put Alaska in its range, if fired at a normal trajectory.

Hamish de Bretton-Gordon, a former commanding officer of the British Armed Forces Joint Chemical Biological Radiological Nuclear Regiment, said that “in capability of missile terms and delivery, it is a major step up and they seem to be making progress weekon-week.” He added, however, that “actually marrying the warhead to the missile is probably the biggest challenge, which they appear not to have progressed on.”

North Korea has a reliable arsenal of shorter-range missiles and is thought to have a small

arsenal of atomic bombs, but is still trying to perfect its longer-range missiles. Some outside civilian experts believe the North has the technology to mount warheads on shorter-range Rodong and Scud missiles that can strike South Korea and Japan, two key U.S. allies where about 80,000 American troops are stationed. But it’s unclear if it has mastered the technology needed to build an atomic bomb that can fit on a longrange missile.

Soon after the morning launch, President Trump responded on Twitter: “North Korea has just launched another missile.

Does this guy have anything better to do with his life? Hard to believe that South Korea and Japan will put up with this much longer. Perhaps China will put a heavy move on North Korea and end this nonsense once and for all!”

“This guy” presumably refers to North Korean leader Kim Jong Un. China is North Korea’s economic lifeline and only major ally, and the Trump administration is pushing Beijing to do more to push the North toward disarmament.

After North Korea claimed earlier this year it

was close to an ICBM test launch, Trump took to Twitter and said, “It won’t happen!”

China and Russia proposed on Tuesday that North Korea declare a moratorium on nuclear and missile tests while the United States and South Korea refrain from large-scale joint military exercises. North Korea views the exercises as preparation for an invasion and has repeatedly demanded their cancellation. It says it needs nuclear weapons and powerful missiles to cope with what it calls rising U.S. military threats.

The Chinese and Russian foreign ministries issued the proposal in a joint statement after talks between Chinese President Xi Jinping and Russian President Vladimir Putin.

They urged other nations to create a “peaceful atmosphere of mutual trust” to encourage talks between the two sides on commitments not to use force and to make the Korean Peninsula free of nuclear weapons.

Regional disarmament talks on North Korea’s nuclear program have been deadlocked since 2009, when the North pulled out of the negotiations to protest international condemnation over a longrange rocket launch.

The missile test could invite a new round of international sanctions, but North Korea is already one of the most sanctioned countries on Earth. U.N. Security Council resolutions ban it from engaging in any ballistic activities.

Since late 2012, North Korea has placed two satellites into orbit with long-range rockets, each time triggering new U.N. sanctions and worldwide condemnation.

Last year, North Korea conducted its fourth and fifth atomic bomb tests and claimed a series of technical breakthroughs in its efforts to develop long-range nuclear missiles. The fifth nuclear test in September was the North’s most powerful atomic detonation to date.

Robots to aid tourists, clean floors at South Korean airport Youkyung Lee Associated Press

INCHEON, SOUTH KOREA obots will start roaming South Korea’s largest airport this summer, helping travellers find their boarding gates and keep its floors clean as the country prepares for its first Winter Olympics game.

Starting this month, Troika, a self-driving robot made by LG Electronics, will rove the Incheon International Airport, telling travellers how long it takes to get to boarding gates and escorting them to their flights. A jumbo cleaning robot will help cleaning staff swab the wide expanses of floors in the airport west of Seoul.

Troika, about the size of a young teen, is equipped with a rectangular display on its front that looks like a giant smartphone screen and can show flight information, an airport map and weather data. Its partly rounded head has a flat touchscreen face that displays blinking or smiling eyes or information.

The guiding bot responds to its name.

Travellers can insert their tickets into its scanner to get flight information, and Troika will then ask if they want to be escorted to their gates, warning laggards to “Please stay closer so I can see you.”

Troika’s debut piqued the interest of many in the airport. Heads swiveled

and children approached with curiosity as the 140-centimenter (4 foot 6 inch) robot with its white body and black screens glided through the terminal.

Robotics is gaining ground in South Korea, where many big businesses are automating factory production lines. South Korean researchers have won awards in international robot competitions.

In 2015, South Korea’s Team KAIST beat the U.S. and Japan to win the DARPA Robotics Challenge with a humanoid that completed tasks without losing balance. But South Korea has been slow to introduce human-like robots or interactive robots in public places like

hotels or stores, unlike its neighbouring Japan where Softbank’s humanoid Pepper is no stranger.

Incheon International Airport Corp. believes it is the first to introduce such service-oriented robots in a South Korean public space. Another stateowned airport operator, Korea Airports Corp., which operates 15 international airports in South Korea but not Incheon airport, also has teamed up with local companies to introduce air-purifying robots to measure air quality and clean terminals.

Incheon International Airport Corp. said in a statement that it does not expect the robots to replace human workers, but just to help, especially with

overnight shifts and physically demanding tasks.

Future plans include deploying robots to advise travellers about items that are banned on flights, serve food in airport lounges and carry cargo.

South Korea expects the robots to burnish its reputation as a technology leader when the country hosts the 2018 Winter Olympics in PyeongChang.

But its maker LG is still working out the kinks.

Troika can recognize its location inside the airport terminal and navigate around passers-by and obstacles, said Kim Hyoungrock, the chief research engineer at LG Electronics who oversaw the robot’s development.

It’s meant to be a fast learner: By July, Troika will be speaking English, Korean, Chinese and Japanese, Kim said. However the robot can only perform a few simple tasks it has been programmed to carry out.

During a recent test run it failed to recognize some voice commands, such as when Amethyst Ma of San Jose, California, asked how she and her kids could catch a bus to the city.

Still, such machines could be quite useful for overseas travellers, Ma said.

“It’s becoming common in a lot of public places so that’s why I came to it right away,” she said. “It’s a source of information, especially if we don’t speak the local language.”

The clamming industry was once second only to lobsters in value among Maine fisheries. And clams are steeped in Maine lore, playing a role in Robert McCloskey’s 1953 picture book “One Morning in Maine” and serving as the focal point of the Yarmouth Clam Festival that has welcomed thousands of people to the coast for more than 50 years.

“Last year was one of the lowest totals since the ’50s,” said Chad Coffin, a Freeport clammer who heads the Maine Clammers Association. “There’s still areas of the coast right now where there just isn’t a

lot of clams.”

Clams in Maine face of a number of threats, including an uptick in predation from green crabs and milky ribbon worms, and the increasing acidification of the ocean.

Shellfish toxins also sometimes necessitate shellfish harvesting closures, as they did in the state’s eastern coast last year and southern coast this year.

Despite all this, Maine soft-shell clam diggers are hopeful for a stronger summer this year. The clammers’ association says it’s hoping for a bounceback year because many clams seem to be reaching legal size, Coffin said.

But stabilizing the industry for the long term will mean adapting to changing environmental conditions, said Brian

Beal, a professor of marine ecology at the University of Maine at Machias. The heightened predation from the crabs and worms has tracked in line with rising coastal water temperatures, which are predicted to keep rising, he said.

Beal said the predators are the biggest threat faced by the clams. One way for fishermen to cope with them is by employing strategies such as putting netting around areas of mud flats where clams grow and planting clam seed in protected areas, he said.

“If we don’t adapt, we’re going to be dead in the water,” Beal said. “Unfortunately, our environment has changed.”

used in chowder and, of course, steamed. They’re a familiar sight in New England fish markets and grocery stores, where they are frequently sold fresh.

The clams are also harvested in smaller numbers in other states, including Massachusetts and New York. The catch has also dwindled in some of those states, such as Rhode Island, where clammers harvested barely 7,000 pounds (3,175 kilograms) of softshell clams in 2015 after frequently topping 100,000 pounds (45,359 kilograms) in the 2000s.

In Maine, state biologists are working on surveys and protection projects to try to preserve the clams, said Jeff Nichols, a spokesman for the state Department of Marine Resources. The number of clammers in the state has held steadily between 1,700 and 2,000 for most of the past ten years.

Coffin said he agrees with Beal that adaptation is key to reviving the industry before the crabs and worms make it impossible.

“It’s not that there’s not clams,” he said. “It’s that they don’t survive.”

t was their race to lose.

Team Yukon Wide Adventures approached the finish of this year’s Yukon River Quest with a sizable lead and they knew the win was theirs, provided disaster didn’t strike.

“When we woke up in Coffee Creek and found out they were an hour and a half behind us, we thought, ‘OK, we got this.

If we just don’t flip or screw up, we’ll win this race,’” said Whitehorse’s Stephen Mooney.

Yukon Wide Adventures took first overall, reaching the finish in Dawson City late afternoon on June 30 in the 19th annual race that started in Whitehorse June 28.

The voyageur team, which includes Whitehorse’s Thomas de Jager, B.C.’s Gus Oliveira, Cal-

gary’s Wayne Anderson, Calgary’s Pat McLellan, and Montana’s Dave Hutchison, finished with a time of 42 hours, 47 minutes and eight seconds — a little over three hours from the course record.

With Mooney and de Jager aboard, it was the first time there was a Yukon presence in the overall winning boat since Faro paddler Tim Lynch and Nova Scotia’s Dave Lewis won in 2013. It’s also the first time a voyageur canoe won overall since 2012.

McLellan was the only race rookie in the boat.

The other five have numerous Quests under their belts — all in kayaks — with some wins. Hutchison took second overall and first in men’s solo kayak last year and was in the overall winning boat — a tandem kayak — in 2015. Mooney and Oliveira tied for first in solo kayak

in 2013.

“Everyone is doing fine. The butts are a little sore from sitting in those seats for that period of time, but we’re all feeling pretty good,” said Mooney.

“We’re all used to that pain — kayakers are used to that pain. With a voyageur there’s not as much pain.”

U.K.’s Shaun Thrower and Steve King, who won in 2014, placed second overall in their tandem kayak with a time of 44:38:51.

California’s Carter Johnson and Dave Jensen placed third overall in a tandem canoe at 44:38:56.

The top all-Yukon boat was Team Ts’alvit, placing sixth overall, fourth for voyageurs and second for mixed voyageurs. The Whitehorse team of Jim Boyde, Pam Boyde, Crystal Shimoon, Bryan Allemang, Midori Kirby and Peter Kirby finished in 46:21:1.

They finished two spots and about 16 minutes ahead of the top First Nations team, CAP#1, which includes Whitehorse paddlers Bruce Jobin, Joshua VanBibber, Wes Kemble, Luc Pinard, Dustyn VanBibber, William Kennedy, Old Crow’s Samantha Frost and Edmonton’s Donna Johns.

A pair of Whitehorse paddlers picked up the women’s tandem canoe title. Margo Millette and Anjeanette LeMay-Crowtz placed 26th overall with a time of 51:06:54.

Toronto’s Graham Henry was the top solo finisher at seventh overall. The 26-year-old rode his kayak into Dawson with a time of 46:33:04.

Washington State’s Kelley J. Watson was the first women’s solo kayaker, coming 29th overall at 52:15:45.

Hawaii’s Bart de Zwart

defended his title in the standup paddleboard division, included for a second year. The 46-yearold finished 30th overall at 52:16:06, almost two hours quicker than his winning time from last year.

Texas’ William Siersdorfer paddled to first in the solo canoe division at 58:42:03 and U.K.’s Esther Wheeler was the top female at 61:33:09.

Standup paddleboarder Stuart Knaack, the only Yukon soloist, scratched at Lower Laberge June 28.

The top women’s voyageur was Team 3-2-1-Go, featuring B.C.’s B.C.’s Tina Hoeben and American teammates Kathleen Jensen, Cindy Lee, Beth Schluter, Margaret Caudle and Lynn Capen, finished fifth overall at 45:56:02.

The top mixed voyageur trophy went to Saranac 4 — Pennsylvania’s Teresa Stout, and New York State’s

Jon Vermilyea, Ashley Cary and Ben Schlimmer — with a time of 45:48:16 for fourth overall.

A total of 88 teams representing 13 countries set out on this year’s 715-kilometre race, with 19 teams scratching along the way.

Yukon Wide Adventures led for almost the entire race after an inauspicious start.

“Dave Hutchison is not a fast runner because he has a fused ankle,” said Mooney. “He’s usually the last one leaving and then passes everyone all the way through the night.

“A lot of the boats got out ahead of us, but we got over to the faster water and within probably four minutes we were leading the pack.

“We had a really good start — a really good start — and that was it.”

Runners go ultra-far in Reckless Raven Tom Patrick News Reporter

T

here were doubtless a lot of long-distance runners in Whitehorse who were glad Monday was a holiday after a very long Sunday.

Thirty-five solo runners and 25 two-person teams hit the trails for the inaugural Reckless Raven 50 Mile Ultra in and around Whitehorse on July 2.

“After the race I was feeling all kinds of things. Emotionally I was thrilled to not have to run another step.

Physically my body was destroyed. But I was extremely happy with my results,” said Whitehorse’s Ian Weir. “I could not have been more impressed with the race.

I think the organizers did an amazing job at picking and marking a difficult yet beautiful course. The event went very smoothly for the first year so a big thanks to the Reckless Raven crew.”

Weir was the top solo finisher in the race that started and finished at the Mount McIntyre Rec Centre in Whitehorse. The 25-yearold crossed the line in eight hours, 58 minutes and five seconds.

Weir has never done a marathon, to say nothing of a 50-mile (80.5-kilometre) race before.

“I have done a few 24hour adventure races which include running, biking and canoeing but this was by far my longest strictly running event,” said Weir. “My training for the race started a bit later then I would have liked. I also learned a lot about what differences I will make for next time.

I didn’t decide to do the Reckless Raven till about three months ago which is enough time to get ready but I would have prefers 16 weeks minimum.”

Weir, who won last year’s Long Lake Triathlon, came in with a pair of Whitehorse runners not far behind.

Dominic Bradford finished in 9:05:19 for second and David Eikelboom in 9:15:45 for third.

“Overall, the race was an absolute success,” said Stephan Atmanspacher, a race organizer and participant. “We had phenomenal feedback from almost all the racers. Actually we had a guy from Europe and he said it beats any race he’s done in Europe so far. We had people from Ottawa, Vancouver, and we got overwhelming feedback from all of them — not only for the organization, but the trail as well, the scenic route.”

She completed the course — Mountt McIntyre to Raven’s Ridge to MacIntyre Marsh to Haeckel Hill to Sumanik Ridge to Jackson Lake to Sunshine Valley Ranch to Fish Lake to Mt. McIntyre Ascent Road to Copper Haul Road and back to Mount McIntyre — in 9:38:59, finishing fifth overall for solos.

“I ran with her for a while and she told me it was really difficult for her to train because, A, it was in the midst of winter when she had to start her training, and B, it’s pretty flat up there, so she couldn’t really train for hills too well,” said Atmanspacher. “So it’s really an impressive result for her.”

Carcross’ Denise McHale, a former national 100-kilometre champ, placed second in solo female at 10:27:23. Vancouver’s Christina Porte placed third at 10:42:15.

Whitehorse teams won all three two-person relay divisions.

Brian Horton and Dave Brook teamed up for the fastest time of the day — 8:30:41 — to win the male relay.

No injuries were recorded, but there were a few scratches. Two relay teams and six solo runners dropped out during the race.

Organizers “absolutely” plan to make the ultra an annual event, said Atmanspacher.

“I would add a huge thank you to everyone that

made the race happen,” added Weir. “I am also impressed with anyone who attempted to run either the full or the team event. That course was not easy and anyone willing to take it on deserves applause. A race like that is all about personal goals and discovering a lot about ones self.”

Melvin-McNutt regains skate comp title Tom Patrick News Reporter

hitehorse’s Max Melvin-McNutt had to wait an extra day to regain his skateboarding crown over the weekend.

The annual Canada Day Skate Comp was delayed a day because of rain and instead took place July 2 at the Second Haven Skate Park in Riverdale.

Melvin-McNutt, who placed third last year, captured his sixth advanced division title.

“It feels good. I wasn’t going to enter because I haven’t been skateboarding much, but I got here and I was feeling good, and I was skating good, so I decided I should enter,” said Melvin-McNutt. “I’ve won it a lot and a lot of people want me to keep doing it, so I decided to do it.”

The 23-year-old claimed first place with a crocked grind down the handrail, a blunt fakie on the quarter pipe, and a frontside boardslide down the handrail for his bigger tricks.

Over 20 boarders took part in the skate comp — the de facto Yukon skateboard championships — hosted by the Skate for Life Alliance and BYTE (Bringing Youth Towards Equality).

This year’s event had two special guests with pro skaters Chad Dickson and Mitch Barrette up from Vancouver. The two pros, who ride for LRG clothing brand, judged the competition. “(We had) huge help from Air North, they sponsored last-minute to get these pros up,” said Skate for Life Alliance president Emerald Gillespie. “Yukon government, with a huge with a youth investment fund, made this all happen.

“The last couple of years skateboarding has seemed to have slowed down a little bit because we’ve been using the same park for the last 20 years and it’s getting pretty run down.

“We want to get skateboarding back up and get it to where it used to be.

Everyone used to have a skateboard and it was way more popular. Hopefully with this event, our petition and fundraising, we hope to have a new skate park and keep skateboarding alive.”

A lifelong Yukoner and Great Man It is with profound sadness that the family of Wayne King announces his passing on June 27, 2017 after a long and courageous battle with cancer.

Wayne is survived by his wife of 35 years, Lynette, their children Daniel (Casey) King, Amanda (Brett) Eveson and two grandsons, Nate and Seth. He is also survived by his mother Josephine Goring, sisters Linda Ticiniski and Terry (Dale) Kinney and his 5 nephews. He is predeceased by his father, Norm King.

Donald Patrick Frizzell October 1, 1939 – June 25, 2017

D

on was born in Grande Prairie, Alberta, the eldest of two sons of Harold & Mary Frizzell. He grew up in Dawson Creek where he met and married his wife, Muriel Monk.

He began his love of trucking as a youth helping his father who was a mechanic. During his high school years, he swept Ńoors at Northern Freightways. He was called on to do just about everything connected with a trucking company and eventually became the ofłce manager.

In 1963 he and a colleague from Freightways purchased a small moving and storage company in Vernon, B.C. During his years in Vernon, he acquired his pilot’s licence and enjoyed many years buying, selling and Ńying airplanes. He sold his share of this successful moving business and moved his family to Williams Lake where he had logging trucks and hauled heavy equipment.

Being drawn by the history and mystery of placer mining, he and his family then spent many enjoyable summers at their placer mine on Mt. Nansen.
