West Kelowna open for business ECONOMIC DEVELOPMENT * DEVELOPMENT SERVICES By Brenda Giesbrecht People are increasingly looking to the City of West Kelowna as a place to invest, to retire or to raise a family. The proof is in the

stats. The city’s Development Services office has issued 148 development permits in the first quarter of 2017, an increase of 70 per cent

over the same time period last year. Most notable are the increases in multi-family housing such as the 240-unit rental apartment at Carrington Ridge and a 17-unit rental property in Lakeview Village. Several commercial projects are soon to be com-

pleted. West Kelowna’s first craft brewery and tasting bar is scheduled to open mid-summer as is a new cidery. The new Nester’s Food Market in the Lakeview Heights Mall is planning its grand opening for June 3. What’s driving this growth and development? Nancy Henderson, general manager of development services, said that it’s market-driven growth, but there are a few key factors. The jobs are here. West Kelowna has a diverse economy with a few surprises. Aviation is one of the community’s biggest industries, particularly rotary wing aircraft. Computer technology businesses and services are also migrating to the Central Okanagan, providing unlimited opportunities. The construction

and healthcare sectors are also very strong. This means that young people can find good, stable employment in the region and no longer have to go afar to find work. Not only is West Kelowna retaining its younger population, it’s attracting people with young families, or those hoping to start families, from other communities to West Kelowna. The quality of life is here. The city abounds in parks and trails; there is easy access to both mountain biking and beaches; local wines and outdoor music make life just that much better. have been major changes in the community over a short period of time. In just 10 years, the area has gone from several distinct communities to a newly incorporated city. Getting the plans and bylaws in place to deal with growth and development has taken

time. And the department is now using a new software program that greatly speeds up the approval process. Applications that took 8-9 weeks last year are now being completed in 1-2 weeks. “We’re here to do business,” said Henderson.

Development underway at Riesling Ridge are looking to West Kelowna. With long-term plans for expansion into outlying areas as well as more immediate intentions for infilling between neighbours and optimization of undeveloped or vacant land, the city has several opportunities available. West Kelowna’s Devel-

opment Services department has been working very hard over the past year to streamline its processes. Henderson said that there has been perception that the city is difficult to deal with, so they have made great efforts to overcome that. She noted that there

Kelowna Fire Rescue, the City of West Kelowna and Westbank First Nation at Fire Station 31 in West Kelowna. “What we’re doing is having kids and families come out and teaching them some fire prevention and fire safety as well as promoting the Fire Smart program, said public educator Kelly Wilson. Emergency Support Services set up a booth for the event, and offered the community timely information on flooding. The Salvation Army was also in attendance, along with other booths. “We used to have fire prevention week in October and a kids day, so we just combined it so we can get the kids and the adults (together), said Wilson.

May 6 was also National Wildfire Preparedness Day. “I think having the community come out (is important.) Not only are they learning what to do about making their homes fire smart‌ fire prevention is every single day, so this is a good place to come and start at the early age,â€? said Wilson, adding at last year’s event, she saw more than 1,000 people and had people arriving before the opening of this year’s event.

West Kelowna, like other areas around the Central Okanagan, responded to the flooding earlier this month on several different fronts. In the Gellatly Bay area, where several creeks flow into Okanagan Lake, water spilled over creek banks flooding surrounding areas and properties and helped raise the level of the lake above full pool. Sand and sandbags were provided in a number of areas for residents to fill in order to protect their homes and properties and municipal infrastructure had to be protected as well. City crews were pressed into action to keep debris from blocking water ways, with Powers Creek threatening the bridge it flows under on Gellatly Road and the bridge over McDougall Creek on Shannon Lake Road threatened and closing a portion of the road. Large concrete blocks had to be placed on the Gellatly Road bridge to keep it from being ripped off its moorings. Following the flooding, caused by heavy rains and warmer temperatures melting snow at higher levels, the concern switched to the rising lake level.

in, but there is still space available for the remaining summer weeks. At a recent board meeting members shared their excitement that children will continue to enjoy the many benefits that an outdoor summer camp experience provides. Silver Lake Camp (SLC) is located approximately 20 kilometres northwest of the town of Peachland. The camp will be operated by Silver Lake’s sister camp, Evans Lake, which has been in operation since 1960. With 57 years’ experience successfully operating children’s camps, organizers of the Silver Lake Camp say they look forward to a wellrun, safe experience for all campers at Silver Lake. “The support from community groups within Peachland and surrounding areas has been overwhelming and we anticipate re-establishing our camp and ensuring sustainability for generations to come,” stated the Silver Lake board. “We will be looking for more long-term financial support within the Okanagan Valley to ensure its continuation.” To facilitate much needed financial support at the camp, Silver Lake has announced that Keith Thom, Peachland town councillor as well as a singer-songwriter and entertainer will be joining Silver Lake as director of fundraising and promotions. “Thom brings with him several years of experience

in kids’ camps and is well known for his fundraising and promotion abilities,” stated the board. The summer camp faced a closure last year when the Kelowna YMCA, which was operating the camp, terminated their operating contract. According to YMCA marketing and communications manager Erica Hudson, the YMCA decided to terminate the contract because of expenses and resources that would be better directed to other programs. “We’re truly happy to hear Silver Lake Camp will be up and running again,” she said. A new board of camp directors was formed including Emma Oliver, camp manager, and her boss at Alpine Consultants, James Kay. “Just average people that wanted to participate formed the board,” said Oliver. “We saved the camp.” The camp has been operating for more than 40 years beginning in the late 1960s with the Junior Forest Warden program and the British Columbia Forestry Association. For further information on the camp for children or to register your child/grandchild, or to inquire about weekend rentals, visit www. silverlakecamp.net. Musician pursues career in song By Carli Berry You may recognize this 19-year-old singing Canada’s national anthem during area hockey games or at events strumming her grandmother’s beat up Gibson guitar. West Kelowna native Rachel Layne took a semester off from her Bachelor of Arts English degree at UBCO to pursue a career in music. “I just really wanted to focus on music, and while I was going to school, I mean I love English, but music is what I want to do as a career and I was sort of missing that at UBCO,” she said. The musician sings, writes her own music, and strums her grandmother’s guitar which at one point, belonged in a bar band. For the last 10 year’s Layne has been one of the opening anthem singers at both West Kelowna Warriors as well as Kelowna Rockets hockey games. She remembers auditioning at the age of seven, singing

the Canadian anthem at her first game when she was nine. “Singing anthems is a way to get experience singing in front of a crowd of thousands of people, it’s one of the quickest ways to do so. It’s still so incredible even after singing anthems for 10 years,” said Layne. Occasionally, the well-mannered musician travels to Vancouver to sing for the openings of the BC Lions and performs with a hired band, saying the opportunities are better for her to meet like-minded musicians. “It’s kind of far from where I live but I enjoy singing there too,” she said. Singing has been in Layne’s life for as long as she can remember. Her parents told her she sang at two years old around their house. She speculates her musical gene could’ve come from a past relative, as her parents aren’t musical. Cont. on page 11

The City of West Kelowna was honoured with the BC Recreation and Parks Association (BCRPA) Facility Excellence Award 2017 for Memorial Park’s new Amphitheatre and Skate Park. On April 6, Rebecca Tunnacliffe, BCRPA Chief Executive Officer, presented the award, for projects under $1 million, to Mayor Doug Findlater and City representatives at the association’s Annual Symposium in Kelowna. “The City’s new Amphitheatre and Skate Park beautifully illustrate how much recreation, parks, physical activity and the cultural sector can contribute to a high quality of life in our communities,” says Tunnacliffe. “These projects are obviously well-loved and appreciated by residents and visitors alike and will serve their community for many, many years to come.” The City built the Amphitheatre and Skate Park with financial assistance from the Government of Canada with the official opening held in early summer of 2016. The project cost a total of $813,000 with $315,437 contributed through the Canada 150 Community Infrastructure Project. A new, more advanced skate park replaced the 30-year-old crumbling and unchallenging (and rarely used) facility. The amphitheatre provides formalized seating with access stairs where visitors to the park formerly sat on a grassy, uneven and often steep slope to view stage events. “We knew these projects would win the hearts of our residents and visitors and we continue to receive compliments on both of these amenities,” says Mayor Doug Findlater. “It is especially gratifying to be presented with this award by the BC Recreation and Parks Association for our work at Memorial Park and on behalf of all who were involved with the project, I thank the BCRPA for this recognition.”

MUSICIAN CUT HER TEETH SINGING NATIONAL ANTHEMS

Rachel Layne sings openings at hockey games and plays a beat up Gibson for her shows from page 8

She began with piano lessons and as she grew older, took up the guitar and began writing music. Layne records her music in her homemade studio, recording demo songs over guitar and piano tracks on an iPad in a

closet. “It works out perfectly,” she laughed. “You have the clothes and they sort of absorb the sound so you get that really clear sound.” For the summer, she’s been booking more gigs to

break into the music scene but doesn’t plan on pursuing a record label anytime soon. “You can become an incredible independent artist and make a living,” she said, adding there’s more freedom being an independent artist,

however, with a label contacts are easier to gain. For more information on her latest performances, check out her website at www.rachellayne.com or follow her on Facebook and Instagram.

By Mike Straus Local artist and Wine Country Studios owner Louise Lambert has been organizing Art in the Park for the last eight years, using her business degree and her connections at the District of West Kelowna to provide the Okanagan with a different kind of art appreciation event. Lambert says that the event is now reaching a turning point, and its next evolution is at hand. “This year, we’re taking things up a notch,” Lambert says. “We’ve curated professional artists who are working in the arts and who have significant industry experience. These are artists who sell both locally and internationally. We also have artisans who are working with stone, clay, and metal. It’s a whole experience.” Lambert says her goal with the event is to promote local appreciation for Okanagan-based art not only on an annual basis, but every day. She wants to see more locally produced art in local homes. “If I were to walk into an Okanagan home, I’d want to see Okanagan art on the walls, coffee mugs made by an Okanagan-based potter, perhaps local artisan woodwork. My goal is to showcase the variety of art in the Okanagan.” Art in the Park 2017 will feature a variety of artists and artisans from diverse backgrounds. The art available will include pastel and oil work by Métis artist >>

Dennis Weber, known for his works showcased at the Turtle Island Gallery. Weber, a distant relative of the legendary political figure and folk hero Louis Riel, creates art that showcases Métis stories and themes. Soapstone sculptor Allan Waidman will also be in attendance. Originally from

Edmonton, Waidman sells his soapstone carvings in galleries in Banff, Jasper, Whistler, and West Kelowna. A self-taught sculptor, Waidman uses his talent for art in the healthcare industry through a partnership with the Cross Cancer Institute. Waidman teaches soapstone sculpting to cancer

patients and soldiers with post-traumatic stress disorder as part of his art therapy programs. Lambert says the public has been enthusiastically supportive of Art in the Park, with art lovers descending on Kelowna from Alberta, Ontario, and even Europe to see the best in Western Canadian art. “The public has been more than supportive. John Perrott at the District of West Kelowna sees that this isn’t just a tourist attraction – it’s a cultural attraction that can draw new residents to the area. Art and culture are a draw for people who work in tech, and you can see the proof in communities like

San Diego, Santa Fe, and Niagara-on-the-Lake.” Lambert says she wants to put the Okanagan on the map as an arts and culture hotspot. Art in the Park, she says, is also about showcasing the great variety of art that exists in the Okanagan. No styles are duplicated at the event, which means every piece is unique. Art in the Park is free and open to the public, with events taking place at a variety of different venues and on various dates from May to September. A full list of dates and venues is available at www. visitwestside.com or on the Wine Country Studios Facebook page.

Mt. Boucherie Winery’s Jim Faulkner is offering distinctive wines in a limited release of his Winemaker’s Reserve now available from the West Kelowna winery in the Okanagan Valley. The 2013 Summit Winemaker’s Reserve and the 2014 Syrah Winemaker’s Reserve reflect the work of a winemaker in top form and a harvest from mature vineyards. Working with grapes from distinct terroir—at Mt. Boucherie’s estate vineyards in West Kelowna, Okanagan Falls, the Golden Mile Bench and the Similkameen Valley—Faulkner brings exquisite precision to his blends and varietals. Summit is Mt. Boucherie’s signature wine, blended in the Bordeaux style. The 2012 vintage was named Best Meritage at the Okanagan Wine Festivals Society 2015 BC Best of Varietal Awards. The 2013 Summit promises a similar rich and opulent taste. Unveiled to guests at the 2017 Canadian Culinary Championships (CCC) this February, the 2013 Summit gained 93 points from John Schreiner, 92 points from WineAlign and a four-1/2 star review from Okanagan Life Magazine. The 42-barrel limited vintage is a blend of Cabernet Franc, Merlot, Cabernet Sauvignon and Malbec aged 22 months in 100 per cent French oak.>>

2014 Syrah Winemaker’s Reserve also captured the attention of CCC head wine judge, David Lawrason who rated the wine 92 points. “Winemaker Jim Faulkner has done a great job with this massive yet refined Syrah from winery-owned vineyard in the Similkameen Valley,” he says. “So complex–a Syrah on steroids that is true to northern Rhone flavour profile.” Produced under the VQA Similkameen Valley mark of distinction, the 2014 Syrah Winemaker’s Reserve is a showcase of Mt. Boucherie’s southernmost vineyard just north of the U.S. border. Due to the high mountains on both sides of the valley, and the reflective action of the rock, the heat is held long after the sun sets. The vines thrive in the stony, gravelly and silty loams from glacial rock formation. The wine is a rich, fruit forward Syrah with aromas of cherry

and pepper, with a velvety finish. To add to its reserve list, Mt. Boucherie Winery released a pair of new wines in time for the Spring Okanagan Wine Festival: 2016 Rosé and 2016 Gamay Noir. The charming 2016 Rosé with aromas and flavours of cherry, strawberry and raspberry, scored 90 points from John Schreiner. Made with 100 per cent Zweigelt grapes this juicy wine offers a lingering fruity finish. The winery’s Gamay Noir has been sold out for a while so fans will welcome the 2016 vintage.
