Warriors saved at the buzzer After it appeared the BCHL team was moving to North Delta, local club will stay in West Kelowna

Mark Cheyne is still the steady hand at the helm of the West Kelowna Warriors.

But from here on in, Cheyne won’t be alone in navigating the choppy waters of owning the BCHL team.

With the prospects of the Warriors leaving West Kelowna next season, a group of local investors stepped up late last month to help Cheyne keep the franchise in the Okanagan.

Ideally, Cheyne would have liked to sell the team outright to local interests, but is happy with what turned out to be the next best scenario.

“I appreciate these guys stepping up,” said Cheyne, who has suffered significant

percentages of ownership, including his own portion, have yet to be determined.

One key area Cheyne said the new group is promising to address is the Warriors’ season ticket base.

At just a little over 400 for the past season, Cheyne hopes an aggressive ticket drive this summer will push that number closer to 1,000.

In the end, Cheyne is happy to see the club back at Royal LePage Place for the start of the 2017-18 BCHL season.

“This was the easiest and best of the options I had and I think it’s good for the community that it stays here,” he said. “It’s nice for me to still

financial losses every year since taking over sole ownership in 2009. “The idea is to have someone else coming to the table to help with the day-to-day operations of the club, helping with things like corporate sponsorships, trying to balance the books.

“Hopefully it’ll be a significantly better arrangement, we’ll have a different business model,” he added, “and we’ll have more help generating revenue and spreading out the costs of running the team.”

Cheyne will be joined by as many as six new shareholders/co-owners, all from the Central Okanagan and with varied backgrounds.

Local Family Farm Brings Prairie Ethos

to Okanagan Canola Manitoba-born brothers Matt and Mike Mazur have returned to their roots with the formation of their canola company, Mazur Farms.

Brothers Matt and Mike Mazur started their West Kelowna canola farm out of a desire to return to the lifestyle they knew years ago.

The brothers and business partners, two of three children, were raised on a northwestern Manitoba farm and learned the ropes of the agriculture industry before moving west to pursue their careers.

Says Mike: “Matt and I lived in Vancouver for some time.

Matt was an actor there – he still acts from time to time – and after I finished my international trade degree in Calgary, I moved to Vancouver to pursue film production.”

After several years in the big city, the brothers felt the itch to return to their roots – this time in the Okanagan. With their sister, Alenna, in Calgary and the brothers now living in Van-

couver, the Mazurs’ parents moved to the Okanagan to retire.

But after the Mazur brothers purchased their West Kelowna farm, their father took up farming once again.

“You can take the man off the farm, but you can’t take the farm out of the man,” Matt quips.

The decision to farm canola was born of a desire to bring a part of Manitoba to the Okanagan – as well as a smart agricultural strategy.

The brothers say that growing canola enables them to create a simple, local, organic product that meets an under-served need. But from an agricultural perspective, their decision to farm canola means much more for the Okanagan.

“When we moved here we noticed there were a lot of organic cereals being grown,” Matt says. “The crop rotation was cereal on cereal, mostly spelt.”

Mike notes that a spelt-on-spelt crop rotation is vulnerable to pests and disease, which reduces the quality of the product. Adding in another kind of crop reduces soil erosion and returns spent nutrients back to the earth, ensuring soil fertility for future growing seasons. Breaking up the crop rotation also provides local farmers with a second cash crop, he says, which creates an extra income stream.

The brothers’ farm strives to place sustainability at the forefront of its operations, using the by-products from cold pressing to feed local cows at a family-owned organic dairy.

The brothers say that it’s important in farming to ensure that nothing goes to waste, and dairy farmers benefit by having the advantage of knowing exactly where their cattle feed comes from.

“Dairy diets are very specific,” Mike notes, “and they need to be consistent so that the cows can produce consistent milk.”

The brothers also promote sustainability by farming winter canola. They say that the Okanagan’s long, hot summers make water a scarce resource, and farming in the winter enables the farm to make use of the spring melt for irrigation and reduce its water usage.

Mazur Farms’ next major initiatives will involve using the brothers’ talents to help local residents live healthier lives.

“We see an opportunity for a healthier salad dressing with local ingredients,” Mike says, “and we’re also working on an organic mayonnaise. And with our background in film, we want to use our video skills to educate people about how to cook with our products. A lot of people who want to live a healthy lifestyle just need a bit of encouragement.”

West Kelowna School Yearbook Project

Archiving Local History A team of Mount Boucherie staff are putting out a call for yearbooks to complete their digital library of historical yearbooks.

After the decision to close George Pringle Secondary School in 2002, school counsellor Irene Maier recognized that the then-53-year-old institution was home to a variety of historical artifacts – and not all of them would be able to make the move to Mount Boucherie.

In an effort to preserve George Pringle’s history, Maier spearheaded an initiative to track and safeguard the school’s artifacts.

“When you know you’re shutting down a school with a long history, it’s tricky,” Maier says. “Each staff member is supposed to take their own materials, but there wasn’t a plan or protocol around who’s supposed to take the plaques and trophies and grad composites.

“Since we were moving to Mount Boucherie, there wouldn’t be anywhere for those items to go.

“I think a lot of that stuff ended up in storerooms.”

Following the closure of George Pringle, Maier built on the work of past grads and partnered with technology teacher Don Muir and support worker Rhea Halvorsen to create a digital archive of the school’s yearbooks and artifacts.

“In past years our grad class had created a historical lounge in the library that has George Pringle memorabilia on display, so we initially figured we’d have a computer screen set up there that students and grads could use to look up information about grad classes.

But with advances in technology, new possibilities have opened up.”

Maier says that having these historical yearbooks provides teachers, students, and alumni with a great opportunity to read about past events and uncover a piece of shared local history.

With a rich archive of yearbooks freely available on the Internet, it’s easy to see how the school has changed over the last several decades.

Says Maier: “I have one of the really old yearbooks here, from 1957.

“There’s a paragraph about each teacher – where they were born, interesting facts about them, their hobbies.

“There’s also a paragraph of autobiography about each grad. These aren’t things you see in modern yearbooks.”

Yearbooks for George Pringle Secondary are available on the website dating back to 1948, while Mount Boucherie yearbooks are available to 1976.

In 2016, Maier put out a call for yearbooks to the community in an effort to complete the project, and received a strong response – enough to complete the archival of 20 years of school history.

However, the project remains incomplete, as several yearbooks are still missing.

Maier is again inviting former grads in the community to provide their yearbooks

for archival in order to complete the collection.

The missing yearbooks are as follows: Mount Boucherie – 1993, 1998, 2000. George Pringle – 1995, 1958, 1960, 1961, 1962, 1964, 1965, 1988.

Former grads who wish to contribute to the archival project can drop off their yearbooks at the Mount Boucherie front desk.

Maier says that placing the yearbooks inside an envelope with the yearbook owner’s contact information marked on the outside will ensure the yearbook is mailed back to the owner.

“Label the envelope ‘Historical Yearbook Project’ and it’ll be scanned and then returned.”

West Kelowna’s construction boom After a record breaking 2016, the amount of construction projects in West Kelowna isn’t slowing down By

West Kelowna’s development services department says it dealt with a record-breaking number of building permits in 2016.

According to the department, total construction value last year was $116.3 million and all signs are pointing to an even better year in this year.

“To say we were extremely busy in 2016 is putting it mildly, and so far in 2017 we are not seeing any signs of a slowdown,” said Nancy Henderson, general manager of development services in West Kelowna. “In fact, I would say we may be looking at another record-breaking year based on the interest we are seeing for larger scale multiple-family projects, something

we haven’t seen a lot of since 2008.”

Here’s a look at some upcoming West Kelowna building projects: Westbank Centre A number of projects have recently been approved in the city’s main town centre, all of which support objectives to make this historic, commercial core a vibrant, pedestrian-oriented destination, says the city.

Major projects include: • The former Cattle Country strip mall—This former strip mall and gas station will be substantially renovated with the removal of the old gas bar and car wash, while the existing building will see significant interior and

exterior improvements, new retail space, and a new gas bar.

The building will be anchored by an Otter Co-op Gas Bar and Retail Store.

• Carrington Ridge—Earlier this week, council approved a development permit for construction of three, four-storey apartment buildings with total of 240 purpose-built rental units. The proposal includes an

amenity building, and additional outdoor amenity areas including a fire pit gathering area, community garden, bicycle repair station and a car share program.

This development will help raise the vacancy rate in West Kelowna by supporting the provision of affordable rental units, says city hall.

homes was completed in early 2016 by a local group of investors for the purpose of building a new strata medical office building on the combined lots which would include several medical offices and a pharmacy. With the design recently completed and submitted to the city, construction is anticipated to start this Summer.

• Plans for a brewery— Work is underway for a complete interior renovation former Salvation Army building at the corner of Old Okanagan Highway and Main Street. Once complete, this new craft brewery will feature full production and a tasting bar, with future plans for food service. It is is expected to be open this summer.

• Red Truck Cider House— Work is underway to build the Westside’s first cider house.

The property will feature a working cider-apple orchard, production facility, tasting room, and picnic area for visitors and guests. It is slates to open this summer.

Residential construction activity is also expected to continue at what city staff describe as a “feverish” pace with continued development in Shannon Lake’s Tallus Ridge area, as well as the Broadview and East Boundary Road areas and Rose Valley and Lakeview Village. All are expected to keep pace throughout 2017 and into 2018. The areas will be the source of new development and community growth over the next decade, say city staff.

“Some major trends that we’re seeing (include) a rapid rise in proposed multiple family projects,” stated city staff.

In 2015, for example, only 50 multiple family units were approved. In 2016, that number jumped to 90, and so far in 2017, approximately 300 new units are

proposed, excluding Lakeview Heights (see below), in large part because of the Carrington Ridge apartments.

“We are also seeing a major boom in small-lot single-family subdivision applications, facilitated by the extension of community sewer in existing neighborhoods, such as Lakeview Heights and Glenrosa, and zoning requirements that support small lot (550-square-metre) parcels.

Population surge Recently released B.C. statistics indicate West Kelowna’s population growth is continuing to rise, with a 2.7 per cent increase over 2015. West Kelowna leads the Central Okanagan in population growth and is estimated now to have a population of 34,930.

“We have been anticipating an upswing as we watched the B.C. economy improve and grow over the last few years,” said Henderson.

“Judging from our growing population, we believe we will see continued development in not only residential development but also in the commercial and industrial sectors as well.”

She said a number of factors appear to be influencing that growth, including the cost of housing in the Lower Mainland, people “cashing out” there and moving to Interior communities like West Kelowna where their housing dollar goes farther.

The city is also continuing to see Alberta buyers despite the downturn in that province’s economy and, Henderson noted, on the national stage the whole Kelowna area is now regularly included when B.C.’s housing market is talked about, not just the Lower Mainland. That, in turn, is raising the profile of the Central Okanagan when it comes to buyers from other

parts of Canada.

Major residential projects include: Lakeview Heights Redevelopment of the Lakeview Heights Mall on Anders Road continues with new retail and professional office space.

The first phase was completed in late 2016 and the second phase to be completed by mid-spring 2017and will be home to a new Nesters Grocery Store.

Goat’s Peak City council has authorized amendments to the Official Community Plan to support development of a new neighbourhood in West Kelowna known as Goat’s Peak. The development will help provide much-needed residential housing, says the city and is intended to accommodate approximately 933 units, with a future population of more than 2,000 residents.

South Mount Boucherie

Phases five to seven of the Vineyard Estates neighbourhood have been approved,with the addition of more 202 units planned, a mix of single-family houses and and duplex units.

Smith Creek A developer-led neighbourhood plan is proposed in the Smith Creek neighbourhood.

The draft plan anticipates the construction of more than 900 units, with housing types ranging from single family, duplex and townhomes.

Glenrosa Council has amended the OCP to accommodate a new development in Upper Glenrosa, with approximately 124 units, including single-family and townhomes. Also in Glenrosa, development permits and preliminary subdivision approvals have been given to Glen Eagles (60 units) and Salco Management (183 units).

Taste of India

Rotarian Das Kandola is bringing the Merritt Rotary Club’s popular India-themed dinner fundraiser to West Kelowna this year, and is already planning for a second Taste of India dinner next year.

During Das Kandola’s 17-year tenure with the Merritt Rotary Club, he organized and hosted a variety of widely popular Taste of India dinners to raise funds for international Rotary Club initiatives.

Now, Kandola is bringing the acclaimed Rotary fundraiser to West Kelowna, where he anticipates that the event will be just as popular as it was in Merritt – if not more so.

“Our first Taste of India dinner in Merritt was to raise funds to eradicate polio,� Kandola says. “As of this year there are only a few cases of polio left around the world, and Rotary International has been the driving force behind that, at least financially speaking. Kandola has been a Rotarian with West Kelowna Daybreak Rotary for the last three years, and he’s excited to be organizing West Kelowna’s first Taste of India fundraiser.

Kandola says he’s very grateful to have received tremendous support from West Kelowna businesses, who have assisted the Rotary Club in acquiring items for the evening’s silent auction.

The public response to the Taste of India fundraiser is something that Kandola says has motivated him to continue improving on the event in the future – but before he can start thinking about the second annual Taste of India, he has other fundraisers to organize.

“I’m helping put together our second annual golf tournament in September,” he says. “It’ll be at the Shannon Lake Golf and Country Club. After that, I want to take Taste of India and double it in size for next year. We’re currently looking for an appropriately sized venue.”

Kandola says that the 224 tickets Rotary made available for the event all sold out two months in advance, meaning a larger venue will be a must for the 2018 Taste of India.

West Kelowna says it wants to continue working with a developer in a bid to keep some of the existing hiking trails on the side of Mt. Boucherie.

At a recent public hearing, members of the public and a group calling itself the Friends of Mount Boucherie expressed concern about the possible loss of trails the public have been using for years, despite the fact many are on private land owned by the developer.

The city has said the Victor Properties, has already made some changes to its plans to build more homes in the area in order to keep some of the trails.

The development, the final two phases of the Vineyard Estates neighbourhood, could see as many as 202 new homes built on a 68-hectares on the south slope of Mt. Boucherie.

Prior to a public hearing

a petition with hundreds of names was submitted to the city calling for protection of the trails.

Trail proponents have called the area “West Kelowna’s Stanley Park,” in reference to Vancouver’s major public park, and say people come from far afield to hike the trails,which provide stunning vistas of the sounding area and Okanagan Lake.

The original plan for Vineyard Estates called for a total of 500 homes—single family houses and townhouse—on the land owned by Victor Properties, but that was reduced to 420 after the company agreed to commit more land for greenspace.

One of the trails planned for the site will connect Eain Lamont Park and Mt. Boucherie Park. There will also be more parking for vehicles created at the trailhead.

Federal-Provincial Contribution Guarantees

Clean, Safe Drinking Water in West Kelowna A $41 million federal and provincial grant under the Clean Water and Wastewater Fund will make the construction of the Rose Valley Water Treatment Plant a reality at least five years ahead of schedule.

“The City of West Kelowna is grateful beyond words for this generous contribution, which will put us on the fast track to building a state of the art facility with the aim of bringing water quality assurances to the entire northern half of our city,” said Mayor Doug Findlater of the funding announcement, which took place March 17.

The current Rose Valley facility is a small plant that was built in 1977 and provides chlorination—single barrier treatment—which no longer meets federal and provincial guidelines for drinking water.

The new treatment plant will provide multi barrier treatment including processes such as flocculation, sedimentation, filtration and chlorination and guarantee, clean, clear, safe drinking water for nearly 12,000 people living in the Lakeview System.

The City of West Kelowna also plans to connect West

Kelowna Estates, Pritchard and Sunnyside systems to the new treatment facility.

“Once the plant and the connections to the three other systems are completed, the highest possible quality of drinking water will be distributed to more than 18,000 residents, over 300 businesses, seven schools, City Hall, our future public works yard, our two arenas, and Interior Health’s Brookhaven Extended Care Facility,” stated Findlater.

Background •Construction of the $49 million Rose Valley Water Treatment Plant will be the largest single construction project the City of West Kelowna has ever undertaken.

•Majority funding, $41 million, will come from Government of Canada (50%) and Province of British Columbia (33%) via the Clean Water and Wastewater Fund.
