What is the Canadian Home Builders Association - Vancouver Island?
T
he Canadian Home Builders’ Association (CHBA) is the voice of the residential construction industry in Canada, built on a vision and commitment - a vision of a strong and positive role for the housing industry, and a commitment to support the business success of our members and their ability to provide affordability, quality and choice for consumers. Representing more than 8,000 member firms across Canada, CHBA members come from every area of Canada’s housing industry – new home builders, renovators, land developers, trade contractors, product and material manufacturers, building product suppliers, lending institutions, insurance providers, service professionals and others. Buyer Beware! Under-The-Table Deals are Both Risky and Illegal
E
veryone loves a bargain! It is no secret that some contractors offer to do work for unrealistically low prices, if they are paid cash without a written contract. When you hire a contractor to work on your home you need to be protected from risks related to poor work or dishonesty by the contractor, risks related to accidents that cause damage to property or injure someone and risks associated with breaking the law. Ask yourself the following questions: • Why is the price lower? • What if something goes wrong? • What if someone is injured? • What if the work is badly done? • What if it’s only a small job? • What if laws are broken? Homeowners who get involved in cash deals usually assume the
contractor is cheating on taxes to offer the low price, and that the contractor is the one assuming all risks. In reality, underground cash deals involve a lot more than evading taxes. Consider the following: • Municipal building codes, permits and inspections make sure work is done correctly. If a contractor fails to follow these requirements, you as a property owner, are responsible. • Provincial regulations govern the health and safety of workers and provide lien regulations that limit the homeowner’s liability if the contractor does not pay his suppliers and sub-contractors. • Workers Compensation programs protect workers injured on the job. • Contractor liability insurance protects customers in the event
of an accident, damage during construction or injury to third parties. A written contract states what the contractor will do, the work schedule, terms of payment and warranties. You need ‘paper’ to protect yourself and ‘paperwork and records’ are what the underground contractors avoid for fear of being caught cheating on taxes. What about the ‘really small job’? Construction work involves risks. What if a $100 plumbing repair turns into a $4,000 water damage problem when a pipe breaks? Or, if a worker doing a $500 roof repair falls and is disabled? Consider the risks you impose upon yourself before you participate in the underground economy. Visit www.hiringacontractor.com for more information on the risks of underground cash deals.

Questions to Ask a Builder
W
hen you buy a new home you want to get full value for your investment. This means choosing an established and reputable builder—someone you can trust, someone who has the technical skills, a proven track record and a professional business approach. Fortunately, there are many good builders around, and with a little effort you will have no trouble finding someone who is right for you. Before you enter into a contract with anyone, ask lots of questions to make sure it is the kind of company you want to do business with. Are you a member of the Canadian Home Builders’ Association (CHBA)? Membership in the Association is an indication of a builder’s commitment to the industry, to the success of their own company and, ultimately, to their customers. Members agree to a Code of Ethics that calls for fair and honest dealings with consumers. Is home building your profession? Home building is a serious business. It takes commitment to keep up with everything that is going on in the industry. It requires solid business skills and a track record of satisfied
clients. If a “builder” proposes to build your home part-time, you should proceed with caution. If this builder offers you a “better” financial deal, you need to wonder. The old adage that you get what you pay for holds true for home buying as well. What is your experience, and how long have you been in business? Good builders are proud of their track record, whether they have been in business for 3 or 30 years. They will tell you about their background, their training and experience, their strengths and what sets them apart from others. They will be honest with you about what they can do for you, when and for how much. Are you a member of a home warranty program? Warranty programs provide additional protection for the home buyer’s investment. In some regions, there is a variety of warranties available. Ask the builder to explain the details— you want the warranty that best meets your needs for both the short and the long term. Will you give us references from your past clients? Contact past customers to find out how
satisfied they are with their new home. Ask if the home was completed on budget and on time, what the builder was like to work with (easy to talk with, understanding, helpful), and about the company’s after-sales service. What after-sales service does your company provide? Professional builders stand behind their homes with an after-sales service program. Ask the builder to explain the program in some detail: what’s covered, how to request service and the typical response time. Can we visit your work site(s)? The work site offers many clues about the company and the quality of the builder’s homes. Ask for a tour of a home under construction and a chance to meet the site crew. Take note of the details: is the site clean and orderly, are materials stored out of the weather, and so on. Remember that when you buy a home you are also “buying” the builder-you need to pay as much attention to choosing the right builder as you do the right home. Asking the questions suggested here will give you the information you need to choose a builder with confidence.

Planning Tips for Successful Home Renovation
R
enovating your home can be an exciting and rewarding process. Whether you are making modest changes in one or two rooms, or you are transforming the entire house into a dream of a lifetime, the process can be pleasant and smooth, if you take the time to plan your project carefully. There will be better chances of ensuring a successful renovation by following these 10 steps:
4. Get estimates. Obtain two or three different bids; more are usually not required. Make sure that you provide all the renovators with the same detailed information. It is important that they bid on the same job, or you will not be able to compare estimates.
1. Do your homework. Advanced research is the key to getting what you want.
6. Work out a contract. Don’t automatically take the lowest bid, unless you are certain that the renovator has properly understood what you want. Sometimes low bids turn out to be the most expensive in the end. Even the simplest of jobs should be outlined in writing because the contract is the basis of understanding between you and your renovator.
2. Find out how much you can afford. If you are thinking about using outside funds, discuss your borrowing needs and options with your lender. You will probably find that there are many financing possibilities to consider, from personal loans and lines of credit to home equity loans and homeowner’s mortgages. 3. Look for a professional renovator. Go to www.chbavi.com to find a list of professional renovator members.
5. Check references. Do not omit this step just because you are too busy or “they seem like the right person for the job.”
7. Plan how you will live during the renovation. Careful planning can greatly minimize inconvenience of living in the midst of a renovation.

8. Establish a good working relationship and mutual trust with your renovator. Renovators and homeowners agree that a good working relationship is a vital ingredient in successful renovation projects. Keep the lines of communication open. 9. Try to stick with your first choices. Once work is underway, changes should be kept to a minimum. The details of your project are described in the contract, down to the finishing touches, from the basis of both the price and the schedule of your job. Changes could affect both significantly. Your CHBA member renovator, however, wants you to be satisfied with the final result, and will likely attempt to accommodate any alteration in plans, as long as you accept a possible delay in completion and/or a change in price.
10. Be prepared to enjoy the results. Research, good planning, a professional work crew, open communication and trust, are the recipe for a home renovation that you will enjoy for years to come! Visit www.chbavi.com or www.hiringacontractor.com for more information and resources when planning a successful home renovation, including a project checklist, contractor interview worksheet, reference check worksheet, warranty and insurance information, building permits and inspections.

Warranties
P
rofessional contractors provide a clearlydefined warranty on materials and workmanship, and set this out as part of the contract. Make sure this is included. Verbal assurances that a contractor will “come back and fix anything that goes wrong” are very difficult to enforce after the job is finished. The contractor’s warranty should cover the quality of the installation or construction work done, specifying what is covered and for how long. Manufacturers of products used by the contractor warrant their products to be free from defects for a specified length of time if they were installed in accordance with the manufacturer’s instructions. Your contractor should provide you with the manufacturers’ warranty documents on products and materials used in your project – make sure to get these. The warranty provisions in your contract should also state how you can access warranty service from your contractor – contact details for any needed follow-up service.
