On Thursday, Dec. 22, the Heid-Out Brewhouse and Restaurant launched a new brew — Hellroaring Scottish Ale. Surely the coolest name for a beer this side of the Loch Ness.

Hellroaring — named after the nearby creek, and following the Heid-Out’s protocol of using local names and events for its products — is designed to be “moorish.” Scottish beers tend to be less hoppy than others, so this one is brewed with plenty of roasted malts, creating a creamy dark ale with notes of coffee and caramel. Hellroaring comes out of the tap to you at 6.8 ABV (alcohol by volume) and 30 IBUs (International Bitterness Units). A roomful for thirsty residents was on hand to greet Hellroaring’s arrival. While patrolling near Gordon Terrace School, RCMP located two youths matching the description of the suspects. The youth took off on foot after police identified themselves.

This resulted in a short foot pursuit where both youth were located and taken into custody. Several items from the complainant’s vehicle were located on the youth when they were searched.

Both youth were returned to cells where they were processed before being released to their guardians to appear in court on February 27, 2017, for charges of Theft From Motor Vehicle.

“At this time of year thieves are looking for open vehicles in order to access anything from change to Christmas gifts,” said Cst. Katie Forgeron. “Please ensure your vehicles are locked and in well lit areas to deter anyone from taking your items.”

Cranbrook RCMP are asking anyone living in and around the 1000 Block of 11th Avenue that if they are missing any items from their vehicles to contact the Cranbrook Detachment at 250-489-3471.

Mayor Lee Pratt reflects on 2016 TRE VOR CR AWLEY

It was a year of change in Cranbrook as Mayor Lee Pratt and city councillors got the chance to put their stamp on the municipal landscape.

From building a budget with their own vision to making a decision to rebuild the dam at Idlewild Lake to beefing up the road rehabilitation program, council had its hands busy.

“It’s been a busy year for us,” said Pratt. “We have a number of highlights that that myself and the council we feel pretty good about,” said Pratt. “…This was our second full year in play and it was all on us, there was no carry over from previous [mayor and council].”

Rebuilding the dam on Idlewild Lake was one of Pratt’s most satisfying decisions, he said. The dam was decommissioned in February 2015 and the lake was

drawn down to relieve stress on the earthen structure, which had the potential of failing, according to a city staff report.

In August, the lake was dredged to allow construction of a new dam structure and spillway that is currently in the process of wrapping up and budgeted at $2.6 million, which was covered by a grant from the federal government.

“That’s been a great project and it’s finally coming to an end for the spillway,” Pratt said. “Then we’ve done a number of open houses to see what the public wants for the park around it, so next year will be a big project starting on the enhancement of the park, so we’re looking quite forward to that.”

In addition to the infrastructure work through the Idlewild Lake dam, the city was also busy with infrastructure work on roads,

with three projects tackled over the summer.

Those included road and infrastructure work on 11th Ave., from 3rd St. to 11th St., 4th St. from 11th Ave to 14th Ave., and 6th St., from 11th Ave. to 14th Ave. Additional paving also took place on 4th Ave., 8th Ave., 17th Ave, and 29th Ave. “Lots of roadwork there so we’re pretty happy with that,” Pratt said. “It’s one of the things we promised during the election, so we’re fulfilling our promises.”

Pratt acknowledged some hard feelings in the community that arose over a plan to borrow $10 million for future road and infrastructure projects, but added that his election mandate is to tackle the ever-growing infrastructure deficit.

The plan to borrow $10 million was determined through an Alternative Approval Process (AAP) which

required provincial and elector assent. The money will be paid back over a 20-year period with small increases to residential and business property and frontage taxes.

“It had to be done, and the timing was perfect,” said Pratt. “We’ll rebuild 2nd Street South right from Highway 3 to 14th Avenue and a lot of that includes sewer and water and there’s a big storm drain system under that street that has to be repaired.

“That’s going to be costly, we’re thinking between $66.5 million for that, but then that leaves us $3.5 million, plus the normal $5 million annually, so I think the public’s going to be pretty happy with what they see with that roadwork over the next year and three years.”

Pratt also touted a new bylaw that will allow council to delegate some authority to city staff and allow them to

make decisions on technical and procedural matters.

“We implemented a new development approval process for new subdivision and major construction projects,” said Pratt. “So what that does, is it simplifies dealing with the city and a cuts a lot of the red tape, making it easier to do business in the city and expedites the permitting a lot quicker.”

Pratt notes that the city has been getting more interest from developers, as construction values jumped from $9 million to over $20 million this year. He also teased that there are a few projects in the works that, if they go through, could surpass this past year’s numbers.

Looking ahead, Pratt says MGX Minerals is still on track to set up a processing plant on the old Tembec lands off Theatre Rd, while talks are ongoing to get a few

other companies set up in the same area.

The city is also talking with the provincial government, the Vancouver Port Authority and Canadian Pacific about setting up an intermodal transfer station in Cranbrook.

“We’re quite optimistic about something coming together there,” said Pratt.

The city also conducted a survey of truck drivers, with help from the College of the Rockies, to determine what kind of cargo was being hauled through Cranbrook and where the trucks were headed, including the final cargo destination.

Pratt says truckers tend to drive right through Cranbrook instead of stopping because there aren’t any accessible parking areas for semitrailers. That data will be compiled to hopefully lure investment into some kind of truck stop facility.

Local candidates talk affordable housing policy TREVOR CRAWLEY

A new announcement from the provincial government is hoping to counter a looming housing affordability crisis for young first-time homeowners across the province.

Premier Christy Clark unveiled a new policy, the BC Home Owner Mortgage and Equity Partnership (HOME) Program earlier this month, which will help buyers with a down payment.

The initiative contributes to the amount prospective homebuyers have already saved for a down payment, and then provides up to $37,500, or five per cent, of the purchase price with a 25year loan that is interest and

payment-free for the first five years.

The government estimates that the HOME program will help roughly 42,000 buyers enter the housing market over the next three years, with an investment of $703 million.

Tom Shypitka, who is running in Kootenay East as the candidate for the BC Liberals, lauded the announcement and encouraged any prospective first-time homebuyer to talk with a financial consultant about the program.

“I think it’s going to have a positive affect on the area,” he said. “I think we can all relate to the fact that when we were first starting out buying homes — and some of us ha-

ven’t bought our first homes yet — it’s really hard to get over that first little hurdle of getting a down payment and this is one way the B.C. Liberal government is going to afford some of those people the opportunity to get their first home.”

Under the program, during the first five years, no monthly interest or principal payments are required as long as the home remains the homeowners primary residence.

After the first five years is up, homebuyers begin making monthly payments at current interest rates. The loan will be paid over 20 years and home owners can make extra payments to repay it in full at

any time.

The loan must be repaid in full if the house is sold.

Randal Macnair, who is running for the NDP in Kootenay East, cited economists from UBC Sauder School of Business and Vancouver School of Economics who take issue with the policy, and said it will create conditions similar to those before the U.S. subprime housing crash.

“Ironically, the announcement came on the same day that the Financial Post headline was about Canadians’ rising household debt being a key risk to the economy,” said Macnair. “First-time homebuyers need help, but what they need is more affordable

homes to buy, not more access to debt.

“At the end of the day, who’s going to pay for the $700 million the program will cost? The taxpayers of B.C., that’s who. The BC Liberals Homebuyers Plan puts homebuyers at risk with more debt, exposes taxpayers to underwriting bad debt, and according to economists, may make houses even more expensive.”

Shypitka notes that prospective homebuyers under the HOME program must be pre-approved and that the government isn’t just throwing money away at people who can’t afford a mortgage.

“This will help lower debt, if anything, because people

will actually be able to get into their first home, get that equity that they’ll have instead of saving, saving and saving and never getting there,” Shypitka said.

“This is the way to get more equity in your home and get you up and on your way to getting lower mortgage payments down the road for sure.”

Macnair, who spent 15 years in municipal politics in Fernie, said the $700 million would go a long way to creating affordable housing across the province and that government working directly with communities and the development industry will lead to affordability solutions.

East Kootenay Christmas Bird Counts are a yearly occurrence where people get together to share their passion for birds and the environment.

We can look forward to the Cranbrook count on Wednesday, December 28, and the Kimberley count on Wednesday, January 4, 2017.

On both occasions, we meet at 8:45, organize ourselves into groups and examine a predetermined ‘pieshaped’ area within a circle having a 24km diameter. The circle stays the same from year to year, but may be a bit uneven allowing us to stretch out and include small areas favourable to birds. These areas could include patches of open water, a remote concentration of feeders or a particular type of habitat.

‘Feeder Watchers’ are always welcome, the birds seen at your feeders are a valuable contribution.

Last week, birders from Fernie and it’s neighbouring communities including Cranbrook and Crowsnest Pass, teamed up to count the Fernie

Circle on December 15. In addition to Count Day, the three days preceding and three days following count day, known as ‘Count Week’, have some significance to the resulting tally. The preceding days revealed a wide variety of species, and provided an incentive and expectations for a good day.

Indeed, the result of the 11th Fernie CBC was 45 species, including ‘count week’. This beats the 42 species total in 2009, and quite the opposite of last year’s all time low of 28.

Count Day was cool and calm, with good visibility, and sunny breaks allowed the afternoon temperature to climb to minus 8. The bountiful berry crop this year certainly helped waxwing numbers and likely kept a few robins around. Largely absent, though, were the pine Grosbeaks, while the other ‘winter finches’ were difficult to detect. The reason may be a result of the abundant cone and catkin crop in the surrounding forests; birds were therefore not concentrated in the narrow strip of the Elk Valley.

Oddly, there were a few missing species, such as Barrow’s Goldeneye, Pacific Wren and Merlin, but wigeon, teal and one ‘other’ were found.

One unexpected bird was confirmed as we looked down from the road shoulder into a spring fed riparian area which often has open water. Despite bitter cold during the previous few days and nights, not only was there an open patch, but radiating ‘rings’ suggested something was moving. Indeed, it was a small, rusty, handsome ‘Rail’.

The Virginia Rail, which will breed as far north as the southern interior of BC, migrates back to the Southwest and Mexico in winter. A secretive bird of freshwater marshes, the Virginia Rail often remains hidden in dense vegetation. It feeds on insects, insect larvae, aquatic invertebrates, fish, frogs and small snakes.

The Virginia Rail possesses many adaptations for moving through it’s habitat, including a ‘laterally compressed’ body, long toes and flexible vertebrae. The forehead feathers are adapted to withstand wear from pushing through dense marsh vegetation.

This bird can swim underwater, propelling itself with it’s wings. It swims in this way probably only to flee predators. Curiously, this and other rail species have the highest ratio of leg muscles to

flight muscles of any bird. They build numerous ‘dummy’ nests in addition to the one where eggs are actually laid. Nests consist of a basket of loosely woven vegetation, often with a canopy, usually placed above shallow water.

During spring, Virginia Rails have been spotted around Elizabeth Lake in Cranbrook. A couple of years ago, one was seen at Christmas; a second one appeared a few days later. Despite the freezing temperatures and lack of open water, the birds were observed for several weeks. It’s always a good idea to look and listen carefully, be critical of your observations and expect the unexpected.

Netanyahu, Obama and the UN

I

srael’s Prime Minister Binyamin Netanyahu is very, very cross about last Friday’s United Nations Security Council resolution condemning the creation of illegal Jewish settlements all over the occupied West Bank and in East Jerusalem.

He called in the ambassadors of all the Western countries that voted for the resolution to tell them off: Britain, France, Spain, even New Zealand. He also had the US ambassador on the carpet, although Washington merely abstained in the Security Council vote. But, Netanyahu said, Donald Trump’s incoming administration has promised to fight “an all-out war” against the resolution.

The resolution is only words, of course, but they are words that have not found their way into any UN Security Council resolution since 1979, because the United States always used its veto to kill any resolution that contained them. Words that describe the settlements as having “no legal validity” and constituting a “flagrant violation under international law and a major obstacle to the achievement of the two-state solution.”

This is a restatement of a truth that was once almost universally accepted even in Israel. When Israel’s astonishing victory in the 1967 war put the entire remaining area that had been granted to the Palestinians by the UN partition agreement of 1948 under Israeli control, most Israelis initially saw it as an opportunity for peace.

Israel now had a powerful bargaining card. If the Arabs wanted their lost territories back, they would have to sign peace treaties with Israel — and probably agree to demilitarise those territories into the bargain.

To a generation of Israelis who had

lived in permanent, existential fear of losing a war, that looked like a good bargain.

But even then a minority of Israelis wanted to keep the conquered territories forever and repopulate them with Jewish settlers.

Some of these expansionists were motivated by religion, others by security concerns, but they all understood that the way to thwart any give-away of these territories was to fill them with Jewish settlers.

The settler movement began slowly: 15 years after the conquest there were still only 100,000 Jews living in the occupied territoGwynne ries, but the number had doubled to 200,000 by Dyer 1990, and doubled again to 400,000 by 2002. It is now at least 600,000, and may be as high as 750,000.

If the settler population continues to grow at the current rate, there could be as many as a million Jews in the occupied territories by 2030. At that point, the longterm prospect of a Jewish majority heaves above the horizon. And that is what the current confrontation between President Barack Obama and Prime Minister Binyamin Netanyahu is really about.

Netanyahu avoids any actual peace talks with the Palestinians because a peace deal (if it could be achieved) would mean the end of the settlement project.

He can’t say that out loud, of course, but it is the openly expressed view of the settler leaders whose support has been essential to Netanyahu’s various coalition governments.

This is why Netanyahu has to lie all the time, and it drives Obama crazy. In a conversation caught on an open mike in 2011, France’s then-president Nicolas Sarkozy told Obama: “I can’t stand him (Netanyahu). He’s a liar.” And Obama replied,

“You’re tired of him? What about me? I have to deal with him every day.”

But Obama’s decision to abstain on the Security Council vote condemning Israeli settlement policy in the Palestinian occupied territories was not just a childish last slap at Netanyahu. Obama has a fundamentally different view of what constitutes long-term security for Israel — one that he shares with most other outside observers, but a shrinking proportion of Israelis.

Long-term does mean long-term. It cannot be assumed that Arab states will always be relatively poor and incompetently led, and that Israel will always be the unchallengeable military superpower of the region. So, in the view of Obama and other outsiders, Israel’s long-term security still depends on making a fair and lasting peace with its Arab neighbours — including the Palestinians.

The settlements fatally undermine the prospects for such a deal. For a growing number of Israelis, that is irrelevant, because they have a fundamentally demonic view of the Arabs and do not believe that a lasting peace with them is possible. In which case, of course, Israel might as well grab all of East Jerusalem and the West Bank.

The Jewish settlements are indeed illegal under the Fourth Geneva Convention, and there is not a single government outside Israel that believes they are legitimate. But the recent Security Council resolution will have no effect on Israeli policy, nor will the state of Israel suffer grave consequences as a result.

President-elect Donald Trump will stop any further such resolutions with the US veto, although he is unlikely to be able to undo this one. And we will all have to wait a long time to know whether it is the perspective of Netanyahu and Trump, or that of Obama and almost all other world leaders, that ultimately defines Israel’s future.

016 was another dynamic year at the Regional District of East Kootenay and looking back, there are several highlights.

In May, we celebrated the retirement of our long-time and very successful Chief Administrative Officer (CAO) Lee-Ann Crane. Shawn Tomlin was named the new CAO by the Board and has transitioned into his new role. In other staffing news, the Board approved a six- year collective agreement with CUPE staff (Jan 1, 2016 – Dec 31, 2022), which includes an average wage increase of 1.7% per year. Other key features within the agreement include a commitment to a job evaluation plan, a benefits review plan, and changes to existing extended health plans. In December, the Board passed a resolution to raise the stipend for all Directors.

While the past few years have been busy on the emergency front, 2016 was a good year. We were well prepared and had no major fires or floods. We conducted a full-scale emergency exercise in the Elk Valley this fall and it was a tremendous learning opportunity for all. Between emergency responders, participating agencies, volunteers and emergency program personnel, we had over 100 people participate in the exercise. Our E911 fire dispatch service was relocated to Kelowna this year.

Our Planning and Development Services Department was busy updating a number of existing Official Community Plans (OCPs). Good progress is also being made working with local residents to develop the first OCP for the Jaffray, Galloway and Elko areas. Very few parcels of private land within the RDEK are not included in an OCP. It was a very busy and productive year for our Engineering Services team. We have largely completed Phase 1 of the West Fernie Servicing and Restructure project, which included installation of sanitary and

stormwater sewer services and upgrades to the water system. The City of Fernie’s boundary has been expanded to take in approximately 130 homes in Phase 1 and they are now part of the City of Fernie.

Phase 2 construction is expected to begin in 2017. Many other projects were completed on time and on budget. Two other items of interest include work on the Fairmont Creek Debris Flow Mitigation project, and work on the Windermere Water project. Staff is currently investigating the possibility of purchasing Parr Utilities as a means of supplying treated water to Windermere.

Our Building and Protective Services forecasted a slight decline in building permit values in 2016 compared with 2015, and we did see a 10% reduction.

Our residents and visitors continue to enjoy our great outdoors. We have supported new and existing non-motorized trials, waterways, and parks. In the Cranbrook area, the RDEK has provided financial support for washrooms and pier construction at Idlewild Park,approved funding to help compete the Cranbrook to Wardner section of the Trans Canada Trail (watch for the grand opening on July 1, 2017) and supported improvements to the North Star Rails to Trails. In the Columbia Valley, construction is about to commence on the first phase of the Westside Legacy Trail.

All six RDEK Electoral Areas have a grant in aid fund. In 2016, a number of non-profit groups benefitted from these small ($500- $2500) grants.

Some other highlights from the past year include enhanced support for the Highway 3 branding project, support for the implementation of the Agricultural Plan, an extension of the Columbia Valley Local Conservation Fund, the establishment of an economic development service in the Columbia Valley, and Provincial funding for wildfire protection treatments the Westview area near Cranbrook. Looking ahead, we are just beginning our annual budget preparations, and I do not foresee any major increases in properRUN TIL END OF APRIL - STOP FOR ty taxation for 2017.

SUMMER - THEN SEPT.6TH We continue to build onRESTART our relationships with our First Nation neighbours and to look for opportunities to achieve our collective goals.

We hope to enhance our management of solid waste in the region and see greater diversion of the materials ending up in our landfills. Some concepts we are currently exploring include region wide composting and diverting a greater variety of consumer products such as mattresses, appliances, power tools, etc. The RDEK is also working Multi Materials British Columbia to enhance that program’s service to our region.

A few other ongoing projects that we will continue to support in 2017 include: collaboration with the other Kootenay RDs and CBT to provide extension and education services to agricultural producers throughout the Columbia basin; improved access to high speed internet for homes and businesses in our area; and, taking action on climate change to minimize local impacts. We will endeavor to be leaders in energy efficiency to reduce greenhouse gases and will continue to look for innovative ways to implement projects to help protect our residents from the impacts of forest fires and floods.

As always, communication is important to us at the RDEK and we are committed to paying attention to our residents’ needs, enhancing our communication, and working proactively with those community groups who contribute to the quality of life we enjoy in the East Kootenay.

COTR gets $1 million in funding FOR THE TOWNSMAN

Up to 144 East Kootenay residents will be receiving the training they need for jobs in their communities thanks to the federal-provincial partnership under the Canada-B.C. Job Fund Agreement.

Approximately $926,000 has been allocated to the College of the Rockies to deliver the following two programs: Up to 36 students will receive training in wildland firefighting and silviculture. Funding of $486,028 has been allocated to provide class and field instruction to Aboriginal people, women and youth for employment as wildland firefighters and forestry field workers, with specialized skills in silviculture.

In addition, up to 108 students will receive training in the mountain hospitality program. Funding of $440,285 has been allocated to support the employment needs of the hospitality industry and

train individuals for employment in the hospitality field in Fernie, Creston, Cranbrook, Invermere and Golden.

“Preparing young people in the East Kootenay for a successful, rewarding career is essential for the economic well-being of our communities,” said Kootenay East MLA Bill Bennett. “With more people retiring from the workforce than young people entering it, we must continue to support programs such as these to ensure we have qualified men and women who are able to step into the job market.”

The skills training projects support B.C.’s regional labour-market demands and provide opportunities to youth, women, Aboriginal people, immigrants and other eligible participants to receive training, as well as industry-recognized certificates or credentials.

Employers also provide either financial or in-kind contributions to support the training.

Vehicle access closures that took effect in early September in areas surrounding Iron, Big Sand and Little Sand creeks in the Jaffray area are being lifted to allow further study and more extensive community consultation.

Effective immediately, the Iron Sand Access Management Area will be returned to its previous status. The ministry announced Sept. 6, 2016, that all side roads and trails in the watersheds of Iron Creek, Lime Creek, Little Sand Creek (above Galloway Road) and Big Sand Creek (upstream of Whimster Creek) would be closed to vehicle access year-round while main roads would remain open between June 16 and Labour Day.

Both Iron and Sand Creeks were originally established as areas closed to motor vehicles for hunting under Wildlife Act regulations more than 30 years ago.

Lime Creek was added to the Iron Creek closure area in 2010. Last spring, the ministry approved the conversion of the Iron and Big Sand /Little Sand Creek to an Access Management Area, which closes the area to all motor vehicle use, in order to better protect wildlife habitat.

The tighter restrictions were put in place following consultation with some regional stakeholders. However, the decision was criticized by recreational users of these areas who were not adequately consulted. A public meeting held in late Oc-

tober in response to those concerns was attended by about 200 people.

The order has been rescinded to allow for the development of an improved, expanded and more-transparent consultation process. A revised access management area proposal will be brought forward in time for the 2018 hunting regulations change cycle.

The areas surrounding Iron, Big Sand and Little Sand creeks contain significant huckleberry patches — an important food source for grizzly and black bears as they gain body weight before hibernating -and also serve as an important corridor for elk and deer as they migrate to their winter ranges.

The Cranbrook H&R Block Kings went into their Christmas break on a winning note after finishing first place in the Kalispell Winter Classic. The tournament, held in Kalispell, Montana, was played entirely on an outdoor rink and the Kings battled through frigid -23 conditions and beat teams from Trail, Castlegar, and Calgary to reach the finals. The Kings faced Chestermere in the gold medal match and won 5-4 in a dramatic comeback victory. The Kings are now on their holiday break and will be back in action early in the new year before playing host to an 8-team tournament from January 13 to 15, 2017.

The Kootenay Ice didn’t leave Cranbrook this Christmas on the best note. The last time the team was at Western Financial Place they were steamrolled 8-1 by the Kamloops Blazers.

It was a performance that head coach Luke Pierce deemed as “embarrassing” and suggested that if they played that way again the next day in Calgary it would be “a huge cause for concern.”

Although they fared better in their final road game before the holidays, only losing to the Hitmen 3-2, the Ice have certainly been anxious over the past week to come back and prove themselves to their fans.

Tonight, they have a huge opportunity to show that they are still a competitive group. The

Lethbridge Hurricanes are making their first visit of the year, and with a 4-5 loss and a 4-1 win in their first two games against their divisional foe on the road, the Ice should have a good chance at a victory.

Riding a six-game home losing streak, and giving up a combined 14 goal differential in their last three at WFP, there are ample sources of motivation for the Kootenay squad. “[Winning at home] is huge for us,” said Ice forward Matt Alfaro following their loss to Kamloops over a week ago. “[Lethbridge] is on a roll right now so we’ve got to make sure that we’re focused during the break and be ready [on Tuesday].”

Despite a fairly tumultuous season, the Hurricanes are in a solid

league.

The Ice are led by their star goalie Payton Lee who has a .905 save percentage through 25 games, and their top line of Zak Zborosky, Matt Alfaro and Vince Loschiavo, who have scored over half of the team’s

goals so far this season.

Based on the teams first two meetings, it should be an energetic and competitive affair even coming off a week of rest. This is the third of seven meetings between the Ice and ‘Canes this season.

Although they traded their top scorer from last year, Brayden Burke, after a disappointing start, Lethbridge is in second place in the Central Division and are still loaded with

offensive threats.

Right-winger Tyler Wong is just outside of the top ten point producers in the WHL with 44 in 32 games, while centers Ryley Lindgren and Giorgio Estephan are also both point-pergame contributors so far

this year.

‘Canes goalie Stuart Skinner has been a workhorse, playing in 31 of the team’s 35 games and posting a respectable .903 save percentage while facing the second most shots against of any netminder in the

1910 Christmas is past … The Christmas holidays were heartily and very happily celebrated in Cranbrook.

Simply perfect weather reigned on Christmas Eve, Christmas Day and the following day, allowing everybody to be out and about, and enthusing all lovers of winter outdoor sports.

Christmas Eve was the kind of day one more often reads about than experiences, a bright sunshiny day, with just enough frost in the air to make everyone step lively.

Sleighing and skating were possible for all who cared to participate in such exercises.

It seemed as though everybody was determined to be out of doors and, as a consequence, the stores did a grand business.

Christmas day was equally fine and again most people spent a good deal of time out of doors. The church services were numerously attended. In the afternoon sleighing parties were much in order.

On Monday, which was also observed as a holiday, out of door sports again held the attention of large crowds.

The Arena skating rink was crowded, the curlers were busy on their rinks and sleighing parties again found many participants. Monday evening was the occasion of several Sunday school Christmas tree parties, which, needless to say, were heartily enjoyed by the little ones. Mention in detail is made of these festivities further on.

Generally speaking the Christmas season found Cranbrook people in the mood to celebrate and celebrate they did right royally, but a more orderly celebration it would be impossible to conceive of. There was an almost entire absence, of anything that savored of disorderliness.

Santa comes to town …

Santa Claus had a busy time in Cranbrook for several days, commencing on Friday night, when he was a welcome visitor at the Presbyterian church Sunday school Christmas tree entertainment. This proved a very enjoyable and largely attended affair, the children being accompanied by their parents, relatives and friends and all entering into the spirit of the occasion with the heartiest goodwill. The children, under the management of Mr. C. D. Ingram and Miss Kerwin rendered an excellent musical programme.

Following this came the

great event of the occasion, the distribution of presents from the handsomely decorated Christmas tree. No one was overlooked, there were pretty, useful and tasty things for every child.

As a matter of fact, Santa Claus was busy in town on Thursday evening, when the Carol singers made their first rounds. They collected a considerable sum in cash on the two nights upon which they toured the city, which, wisely expended assisted in bringing to several homes a good deal of happiness where, otherwise, Christmas cheer would have been lacking.

To the electors of the city of Cranbrook … In soliciting your votes for Mayor for the coming year, I beg to state that should I be elected my business affairs will be so arranged that I can give the Office my best attention. I wish this to set at rest all rumors to the contrary. James Finlay.

Moyie news … A 40-ton carload of ore from the Society Girl mine was shipped to the smelter at Trail the first of last week, and another carload will be sent out this week. One team has been hauling from the mine steadily, and two teams a portion of the time. On the lower portion of the road the sleighing has not been very good, and so far it has been impossible to haul heavy loads. The mine continues to look good, says the Moyie Leader.

Christmas at Bull River … Santa Claus surely did visit us this year. The home of R. C. Henderson presented a very pretty sight, as we beheld the home Christmas tree laden with presents, candies and nuts, on Christmas Eve. Christmas day was a gala day, as the snow came just in time for good sleighing, and we took advantage of it, while the boys and girls in camp exercised the new sleds left by Santa Claus.

Sure, he provided us with a couple of turkeys and a few chickens. The cook made every preparation that necessarily fills in the open places at such a time. And I must declare that we did have a swell Christmas dinner. Last Monday, the day following Christmas, the 26th day of December which date has never missed its appearance, was celebrated by Mrs. Lottie Glendening and D. S. Ginter, inasmuch as their birthdays came on the same date. Usually we had to pick the turkey bones left over, but we just fooled the bones this year, for Lottie roasted a nice big fat goose, and prepared a fine dinner and invited D. S. to a joint birthday dinner. Thanks, Lottie!

Y.M.C.A. … The new Y.M.C.A. building is rapidly nearing completion. Furniture and fixtures are arriving daily and in the course of a few days the building will be in shape to open to the public. The bowling alley fixtures have arrived and an expert from Toronto is due today or tomorrow to put them in place.

Rink rules … Some misunderstanding seems to have occurred owing to a notice posted in the rink, stating that narrow bladed skates are barred. The president of the rink states that the notice applies to long narrow bladed racing skates and not to regulation hockey skates.

The rink will be open daily from 2 p.m. till 5 p.m. and from 7.20 till 10.30, except on Thursday and Fridays, when the rink will close skaters at 10 p.m. to allow hockey practice. On Sundays the rink will remain closed.

Curling … So far this season the local curlers have enjoyed but poor sport. Only one rink is as yet fit for use, but that has been kept fully occupied the past few days.

Notice ... By mutual consent the partnership heretofore existing between Mr. W. L. Clark and Mr. A. A. MacKinnon, in the Cranbrook Foundry, has been dissolved.

Mr. MacKinnon will continue the business. All accounts due the company must be settled with Mr. MacKinnon.

Women’s Institute ... The regular monthly meeting of the Women’s Institute will be held in the government building on Thursday, the 5th of January, 1911, at 4 o’clock in the afternoon, when quite an interesting time is anticipated. Papers will be read by Mrs. B. Palmer and Mrs. Chas. W. King on “Potatoes—Way of Preparing,” and “Thoughts on the Opening Year.” After this the buttonhole and hemming contest, which was postponed last month owing to the Christmas practices, will take place, and all girls wishing to compete must be on hand at 4.15 sharp. All members are expected to attend and bring their friends.

What the city dads have done for Cranbrook … In an interview given by Mr. T. M. Roberts, the City Clerk and Assessor, Mr. Roberts, in reply to a question as to the meaning and effect of the increased assessment of the city, made the following explanation, which should convince the citizens of Cranbrook of the stability and progressiveness of the city and of the authorities who have had of the supervision of the city affairs since Cranbrook became a Municipality and should be a cause of congratulation and encouragement to the citizens

in general. “The assessment,” said Mr. Roberts, “of the year 1910, was $387,795 on lands and $839,880 on improvements. The taxable value of lands is the actual saleable value of such lands. The taxable value of such is legally called improvements, in other words, the buildings, is 50 per cent of their saleable value. The total taxable value of the City for the year 1910, therefore, was $806,705.00.

The assessment for 1911 is $728,495.00 on lands and $348,68 on improvements, making a total assessable value of $1,677,175.00 and a total taxable value of $1,202,835 00. The rate of taxation last year was, on lands, thirty-five mills, on improvements nineteen mills. In making up the assessments for 1910, especially of the business portion of the City, I had no recent sale of any moment to indicate to me the value of lands. In 1910, however, there were numerous sales of business property on Baker Street, and a large number of residences were built during the winter of 1909 and the year 1910, and in considering a proper valuation to be made upon the real property of Cranbrook, I was enabled to arrive at a more proper valuation than I had previously. I considered that the valuation hitherto, especially in cases of business properties, was altogether too low and in the case of residential properties, while not as low as the business district, the valuation was still considerably lower than directed by the Municipal Clauses Act; and I believe that the present valuation, with very few exceptions, will stand before the Court of Revision, or any Court, should the decision of the Court of Revision be appealed against. A great misapprehension seems to exist in the minds of some citizens as to the amount of taxes that they will be called upon to pay next year. They fear that they will be called upon to pay more than last year because of the increased assessment. This is a mistake.

The average rate on lands and improvements in 1910 was twenty-seven mills.

Should the same expenditures be made in 1911 as in 1910, then, on the increased assessment, the rate would average about eighteen mills, probably a little bit lower.

The rate, however, will probably be lower than eighteen mills and in my opinion nearer to fifteen or sixteen, firstly—because the revenues if the City should increase in the ordinary course, in fact I may say, they have shown a steady increase from year to year; and secondly— the expenditures should be less.

differing tastes Dear Annie: I’ve been seeing this woman, “Becky,” for six months or so. We met through a mentorship program for underprivileged teens. She’s a lawyer and incredibly smart. I write for a music magazine. We have a great time together.

But -- and I know this is going to make me sound like a jerk -- I can’t get over her terrible taste in movies, music and TV shows. I don’t own a television, and I only dedicate precious free time to critically acclaimed shows. She watches, you guessed it, reality TV. We have tried taking turns picking out movies to watch, but I’m miserable watching rom-coms, and she’s miserable watching the heavy films I pick out. It doesn’t seem like a good time for either of us.

I collect vinyl and enjoy discovering new music from independent artists (which is part of my job, after all). She listens to pop stuff that might as well be nails on a chalkboard to me.

Annie, what do you think? Can we ever make this work? -- Dinner and Definitely Not a Movie Dear Not a Movie: Opposites attract for good reason. Sure, you might drive each other a little nuts -- but would you really want to date someone exactly like you? Taste is fleeting. The important thing is that you hold similar values. It sounds as if you two share common ground there, where it counts.

Keep an open mind (no snobbery), and encourage her to do the same. Who knows?

You might find something profoundly liberating about shaking it off to some Taylor Swift, and your girlfriend might love crying her heart out to a Sundance selection. You can learn from each other. And a bonus: You’ll never have to worry about her stealing your records.

Dear Annie: I just wanted to reply to “Still Crying,” whose nephew adopted his wife’s son and then had the child taken from him by the wife when she left him for another man: Never give up. If the nephew wants to have time with his son, he should fight for it.

He shouldn’t give up just because the mother lied; that is not his fault. If he tries hard enough, he will get visitations with his son.

Kids do have rights. He should ask for a family case study. He should not listen when people tell him that he has no chance. Trust me; I know from firsthand experience that it is possible.

When I married my husband, I became stepmother to his two children. My stepson was 12 1/2 months old, and my daughter was almost 3. Their father and I were together for five years. When we got divorced, he took off with the kids.

I went to a lawyer, who told me that he would take the case but I would most likely lose. But I did not. I got my visitations that I wanted. Then I filed for custody. My lawyer asked for a family case study, which was granted, and the kids were given a lawyer of their own. The kids’ lawyer spoke with them alone; no parents allowed. And to everyone’s shock, including mine, I won full custody of my two stepchildren.

My son, the youngest, just turned 40. I am always so glad I fought. What that mother “Still Crying” described is doing to her child is a rotten thing to do to any child. So if the nephew loves that child, he should try again.

He should tell the court he adopted his son in good faith and fell in love with him. And he should make sure he does not play the mother’s game. He should never say anything bad about her in front of the little guy.

DESROCHER, Richard Edward 1934 â&#x20AC;&#x201C; 2016 On the evening of Sunday, December 18, 2016, Richard Edward Desrocher passed away peacefully at home with his wife by his side. Richard was born in Plattsburgh, New York on April 28, 1934.

Richard met his beloved wife, Wilhelmina (Mia) in Montreal and they were married on September 7, 1974. Richardâ&#x20AC;&#x2122;s most outstanding quality was his loyalty to family and friends. He was always ready to lend a helping hand to whoever needed it. He will be missed by many.

Left to mourn his passing are his loving wife, Mia and his son Lincoln (Sal) and his two grandsons, Matthew and Sasha. Also left behind are his step-son Martin van der Aa (Debbie) and his step grandsons, Matthew and Darren. Richard has gone to heaven to be with all of his family and friends who are waiting for him there.

Asia imports up as U.S. targets B.C. lumber Tom Fletcher Black Press

The U.S. Commerce Department has announced it will investigate allegations of unfair imports of Canadian lumber, half of which comes from B.C. The U.S. government gave its response to a petition by the U.S. Lumber Coalition filed in November, officially kicking off the fifth softwood lumber dispute between Canada and the U.S. It will investigate whether there was “dumping” of Canadian lumber into the U.S. market.

In a year-end interview, Premier Christy Clark said is confident Canada and B.C. can get an agreement with the new U.S. administration.

“Donald Trump is a builder by profession,” Clark said. “He says he wants four per cent economic growth. He knows that the fastest way to move the American economy is through construction of residential housing.

“Our argument for him is going to be, you need Canadian softwood in order to get that residential housing market really booming.”

If the department and the International Trade Commission determine that U.S. lumber producers have been affected by unfair trade, countervailing duties on Canadian imports could be imposed as soon as February.

Lumber prices and the international export market have expanded in 2016, as demand has increased in the U.S. and China.

U.S. lumber exports are up 31 per cent so far

this year, according to the latest quarterly bulletin from Seattle-based Wood Resources International LLC. It also reports strong demand for

imported softwood lumber in China this year, with Russia the largest supplier at 59 per cent of the market.

After some hard work by contractor and staff, the Cityof Cranbrook last week announced that the sledding hill at Idlewild Park was open and available for public use this Christmas weekend. The City added that anyone visiting Idlewild Park needs to recognize that the area around the new dam is still under construction and you are asked to please avoid that area. The contractor and City staff will do the best they can to open more space in the park for walking and recreation as the dam project comes to a close.

2017 Board Dates

The 2017 RDEK Board Meetings will be held as follows: January 6 February 10 March 3 April 7 May 5 June 9

July 7 August 4 September 1 October 6 November 3 December 1

The meetings begin at 9:00am in the RDEK Board Room at the Cranbrook RDEK office.

Committee Meetings are held the Thursday immediately before Board. Both the Committee Meetings and Board Meetings are open to the public.
