ndustry, like life, goes on.

There is little question that much of northwest B.C. is waiting to exhale as gamechanging project after project founders in the seas of red tape and global economic uncertainty.

But as cartoonist Allen Saunders originally wrote in 1957: “Life is what happens while you are busy making other plans.”

As Prince Rupert’s Shannon Lough reports in this issue of N2K, there is industrial life happening — a lot, in fact.

AltaGas is quietly inching ever more near to putting shovels in the ground. While not the size and scale of the massive socio-economic benefits of the proposed LNG projects will bring, the $400 to $500 million project will employ an estimated 200250 people during construction and 40-50 permanent jobs. That’s not chump change.

The Port of Prince Rupert is steaming ahead as it passed the halfway mark with the DP World Phase 2 expansion of the container terminal and, as Kevin Campbell reports, it has begun the feasibility process in partnership with Western Stevedoring to construct an 80-hectare breakbulk and bulk import/export terminal on Kaien Island.

In Terrace, Jackie Lieuwen highlights the ever-increasing skilled trades demand needed right now in northwest B.C., something that the Coast Mountains School District is taking seriously and offering a highly-successful apprenticeship program.

And as we have reported almost every month, there are trade and training programs of incredible value to every segment of our population continuously coming online.

At N2K, we take great pride in reporting on not only the big ticket projects but also the smaller operations — the backbone of northwest B.C.’s economy — and that business is blossoming.

As Catherine Matheson reports from Moricetown, the small community is hard at work to capitalize on their breathtaking area, but even more heartening were the words of Band Chief Duane Mitchell who said looking at pathways for young people “is our new hunting and fishing.”

That’s the kind of proactive action that will pay dividends for generations to come.

Flavio Nienow from Burns Lake also reports on progress as the Chinook Community Forest — after long delays — finally received the good news and the green light to begin operation.

hile deadlines for liquefied natural gas terminals keep getting pushed to the sideburner, a propane export project on a smaller scale is inching its way closer to a final investment decision.

Dan Woznow, the vice president of energy exports at AltaGas, updated a full house on the company’s plans for the proposed Ridley Island propane export terminal at the Prince Rupert and District Chamber and Commerce lunch on Sept.

“Even a smaller project with a small footprint like this, getting this over the fence and getting it actually done and showing that we can actually get something done in Canada is good for the nation,” Woznow said.

AltaGas spent years looking for the ideal site to set up a propane export terminal and has settled on Ridley Island, formally a coal focused terminal that is looking into diversification. Another key aspect of this location was the shorter distance to Asia — about 10 days. Competitors exporting from the Gulf Coast have a 25 trip to Asia, even with the Panama Canal opening in July for wider shipments.

The proposed $400-500 million project would go on the site of an old sulphur plant that never materialized.

Woznow said there will be 24-34 vessels moving propane a year, or two ships a month.

“Another thing about this project is we’re really replacing coal ships. We’re not adding more traffic here. We’re taking spots away from the coal ships at the dock, and taking spots away from the coal trains coming down,” Woznow said.

Port Edward Mayor Dave MacDonald and the chief administrative officer Bob Payette are going to visit the Ferndale facility on Oct. 2 and Prince Rupert Mayor Lee Brain will go at a later date. AltaGas wants the mayors to experience how quiet and innocuous the facility is to the surrounding communities.

A surrogate propane facility

A final investment decision may come as early as the end of this year, and by the start of 2017 AltaGas wants to begin the two-year construction phase.

“We’re committed here to try and get as many local people as we can involved. It doesn’t make any sense from a business perspective to fly people in. We want to have local people living here working at the facility,” Woznow said.

The company estimates they will hire 200-250 peoplew during the construction of the facility, and 40-50 permanent jobs once they’re in full operation.

AltaGas is a 20-year-old company with 1,700 employees across all their different operations. The company is involved in natural gas processing, the utility business and power projects, including wind farms and gas fire generation.

The company also operates a 40 year-old propane export facility in Ferndale, Washington that they plan to use as a surrogate of what they will do in Prince Rupert. Woznow said in 40 years there hasn’t been a safety incident or concern. The site in Ridley Terminals will be similar to the Ferndale facility only with upgrades.

With a potential project so close to reality, North Coast workers should start considering job opportunities in the new year.

Some of the positions during construction may include, millwrights, iron workers, scaffolders, electricians, instrumentation techs, welders, pipefitters, boilermakers, equipment operators, insulators and general labourers.

“Once the facility is operational, we will require junior and senior gas plant operators, administrative support, security personnel and building maintenance workers (to name a few),” said AltaGas spokesperson Sandra Semple adding that apprenticeship and trades programs as well as safety certificate courses for many of these positions are available in the region and online through distance education.

Update on the project In the spring, AltaGas signed a memorandum of understanding with Japanese company, Astomos Energy Corp., to purchase half of its propane. The two company’s are now working toward the sale of a purchase agreement.

Japan has 24 million homes that use propane for heating and cooking.

Currently, AltaGas is working on the design, engineering and procurement strategies while waiting for regulatory approval from Transport Canada, Ridley Terminals and the Port of Prince Rupert. The final step will be getting the economics in line to make their final investment decision by the end of the year.

“We’ve got a lot of support from our board of directors and we want to move forward. We’re just making sure it makes sense,” Woznow said.

MILLIGAN LEGACY

anderhoof ’s efforts on watershed education and sturgeon conservation received more support this year, courtesy of the Mount Milligan Legacy Program.

With the new funding, the Nechako White Sturgeon Recovery Initiative will be continuing its Emergency Sturgeon Live Release Boat Kit program.

Started in partnership with the Carrier Sekani Tribal Council in 2011, the program aims to reduce the deaths of sturgeon who were accidentally caught in gill nets during the fishing season.

Following a pilot program by the Saik’uz and Tl’at’en First Nations, 55 sturgeon were released successfully by First Nation fishers between 2011 and 2015, with seven sturgeon mortalities reported from the accidental catch.

“The funding provided by Mount Milligan to support of our ongoing sturgeon release program has been extremely valuable,” said Cory Williamson, hatchery manager of the Nechako White Sturgeon Conservation Centre. “This year our First Nations partners have successfully released a total of six Nechako White Sturgeon from salmon fishing nets.

This year, the program is formally offered to seven First

Nation communities in the region, including Takla, Saik’uz, Nak’azdli, Tl’azt’en, Nadleh Whut’en, Stellat’en, and Lheidli T’enneh.

Another group that benefited from the fund is the Nechako Environment and Water Stewardship Society, which purchased an Envision Groundwater model to educate students and the community on how human activity can affect the watershed.

These two projects marked the first-round benefactors of the mining company’s Community Project Fund, through which up to $10,000 of funding can be provided to groups and projects that build community capacity and focus on education, health, environment, community, or literacy.

“Mount Milligan is very proud to be contributing to the continued success of both Nechako Environment & Water Stewardship Society and the Nechako White Sturgeon Recovery Initiative through our Community Project Fund,” said Joanna Miller, spokesperson for the Mount Milligan and Endako mines. “The Fund is focused on supporting projects that build capacity within our local communities and have sustainable outcomes.”

deas, enthusiasm and energy were apparent at the Moricetown Band’s first-ever Business and Economic Development Expo, with a keen focus on the Moricetown canyon.

“I would like to see our small business develop around the canyon. It is a tourist gold mine down there,” said Des McKinnon, deputy chief and business development officer for the band. “Council is working with a few people to see how we can develop it. I would like to see us showcase the canyon.”

The expo included speakers, a trade show and networking opportunities for band members.

“I have been waiting for this kind of a meeting for a long time,” said band elder Sam Wilson, speaking to the gathering.

“We want to build something for our young people. This canyon, it is a really good tourist area down there. If we put our heads together, we can do it.”

Opportunities discussed include a hotel, cultural tourism and the development of small businesses to support tourism efforts.

Band Chief Duane Mitchell said seeking new pathways for young people “… is our new hunting and fishing.”

Supporting economic diversity beginning with the canyon will help the vision, said McKinnon.

“We want to put Moricetown back on the map, build it back up,” McKinnon said.

iversification continues for the Port of Prince Rupert.

As part of its Gateway 2020 development vision, the port has taken another step forward announcing a new feasibility assessment agreement with Western Stevedoring for the potential construction of a breakbulk and bulk import/export terminal on the south shore of Kaien Island.

The site for the development is 80 hectares and is identified to be a part of the Ridley Island Road, Rail and Utility Corridor and is situated beside CN’s mainline. The area is also home to smaller, existing bulk terminals.

Western Stevedoring is a wholly-owned subsidiary of SSA Marine, the world’s largest privately held marine and rail terminal operator.

“Ongoing cargo diversification is one of the highest priorities

for the Port of Prince Rupert and the potential for the return of breakbulk and general cargoes capacity to the Port of Prince Rupert represents a clear response to growing market demand in western Canada,” Don Krusel, president and CEO of the Port of Prince Rupert said.

“The Port of Prince Rupert has established a global reputation for speed and reliability of trade, and a new breakbulk and bulk terminal would likewise benefit from key strengths such as the port’s safe harbour and proximity to Asian markets,” Brad Eshleman, president of Western Stevedoring.

driven young plumbing apprentice thrived under the high expectations and responsibility of working with the Coast Mountains School District maintenance crew this past year.

The school district employs several Grade 11/12 students as trades apprentices for one semester, or 480 hours, every year. It is part of an ACE-IT program (Accelerated Credit Enrolment in Industry Training) where students earn both high school and college credits.

This past year, those students were Terrace’s Bronson Johnson apprenticing in plumbing, Dannie Ruff apprenticing as an electrician and Kitimat’s Ben Pacheco in carpentry.

Johnson was in Grade 11 at the time and said he liked the apprenticeship because it enabled him to directly pursue a career.

“I liked being in the workforce,” said Johnson. “I liked that you are making credits towards something… it’s helping me to get my first year [of trades training]. It’s kind of like a jump start in life.”

Travis Elwood, school district maintenance manager, said they usually hire at least one student apprentice from Terrace, Kitimat and Hazelton every year.

Some students apply just to get out of school, but Elwood said they look for the students who are really interested in progressing in the trades.

They run the apprenticeship program like any other job, with

Bronson Johnson apprentices paid for their work and treated the same as other employees.

“It’s a job, so if you show up late, if you are not performing, we are going to give you warnings and instructions,” he said, adding that they will terminate an apprenticeship if needed.

“They need to appreciate the importance of being on time, being productive with their time, all the things that go along with being a good employee,” Elwood explained.

For Johnson, the responsibility of being treated like an adult caused him to thrive.

Working with the school district plumber Jamie Birch for four months, February to May, Johnson did regular maintenance, fixed emergency leaks, helped with repiping and heating system upgrades in Kitimat and Terrace schools, and helped install a new dust extractor system at Caledonia Secondary in Terrace.

His favourite project was at Caledonia because he got the chance to test and prove his skills.

“I got quite a bit of freedom on that project,” Johnson said. “I did quite a bit of my own work and then Jamie would check it over …

And the finished project was really quite nice. It was nice to have that accomplishment.”

Elwood said it was satisfying to see Johnson develop and be given more responsibility.

“He even did some soldering on his own, and that’s a lot of trust to be given by a journeyman,” Elwood said, adding that when they turn the water on, that is when they will find out if the soldering was done well.

Elwood said Birch and Johnson developed a good partnership this year, and worked like a well-oiled machine by the end of the four months.

“They went in, they each knew their roles: cutting, measuring, fitting things together,” Elwood said. “In the end, they walk out, clean up their mess, and they’re gone, but behind them, we’ll have a brand new system in place.”

Elwood said that all three trades apprentices this year put a lot of effort into their work and embraced the chance to get a positive local reference on their resumés.

“They wanted to perform,” Elwood said. “That was something we recognized early… every last one of them really wanted to do well.”

But the apprenticeships don’t just benefit students, they also provide the tradespeople with extra hands, yet Elwood said establishing that perspective did take some intentional work.

“We’ve worked hard to develop that culture,” said Elwood. “It’s not always fun to have a tag along, but our tradespeople work hard to make sure they have the right attitude.”

CHINOOK COMMUNITY FOREST

fter a long process, Burns Lake’s newest community forest — the Chinook Community Forest — has received the green light to start harvesting.

The Chinook Community Forest is one of the largest community forests in the province — covering 90,670 hectares — and the only one to have a partnership between six First Nations groups and two local governments.

“The community forest will help maintain the social and economic fabric of the Burns Lake area by giving many families peace of mind through sustainable employment, keeping dollars in our region, and opening up opportunities for local forest management,” said Bill Miller, director of Electoral Area B for the Regional District of Bulkley-Nechako.

The Chinook Community Forest will run with the same legal structure as the Burns Lake Community Forest and an annual allowable cut of 150,000 cubic metres per year.

The new community forest will also help support the Pinnacle Pellet mill’s continuing operation in the community.

The two local governments involved in the community forest are the Village of Burns Lake and the Regional District of BulkleyNechako, and the six local First Nations groups include the Burns Lake Band, Lake Babine, Cheslatta Carrier, Wet’suwet’en, Skin Tyee and Nee Tahi Buhn First Nations.

The community forest agreement has an initial term of 25 years, and is renewable for another 25-year term after 10 years.”
