Uptown Rutland Business Association The ongoing beautification efforts for Rutland have taken a positive step forward thanks to a project partnered between the City of Kelowna and Uptown Rutland Business Association.

History of Rutland Cam Welch • Contributor You’ve probably heard tell of Rutland.

People use “Rutland” here similar to how young folks elsewhere use “ratchet,” but there’s also a Rutlandness to Rutland that can’t be translated.

Sometimes this Rutland is imagined— at least half the areas in Rutland are just regular neighbourhoods.

But other times this Rutland more than delivers. There are folks in Rutland you can’t find anywhere else.

People under 35 wear what middleschoolers and/or white rappers wore in 2004, and people over 35 wear either workwear or wolf shirts and sweatpants or just have idiosyncratic personal styles I can barely begin to describe. Fur coats with cowboy boots and snakeskin vests, that sort of thing. The commercial core of Rutland, which stretches along the highway from 7-11 to Value Village, is the best place to bear witness to this Rutlandness…at least until the city starts its planned Rutland Town Centre Revitalization (TM) next year.

Overall, Rutland is very blue collar and very Rutland, but it’s a charming place in its own right. I get almost Stuart-McLean-y about it. It’s one of the few areas in town that has an actual character. Yeah, there are folks at the bus stop who talk to themselves

and/or every stranger they encounter, or who yell across the street, but this kind of thing isn’t usually sketchy like it is downtown. It’s mostly just weird.

Honestly, Rutland can provide you with a lot of great entertainment if you just let it into your heart.

Rutland’s actual history: Settled in 1890 by John “Hope” Rutland of Australia, who planted fruit trees and orchards on the vacant land there. Once an irrigation system was established, a syndicate bought the land from him and subdivided it.

Until Orchard Park was built in 1971, Rutland remained a rural area on the outskirts of the city.

When my dad’s family moved there in the ’60s, Rutland was pretty much country, full of orchards and open spaces. Even after it incorporated with Kelowna in 1973, Rutland urbanized gradually, and adjoining areas like Ellison and East Kelowna still retains the low-density, pasture-filled landscape that used to be characteristic of all of Rutland.

As to the history of the lands known now as the neighbourhood of Rutland, Rutland’s beginnings are debatable.

Most record white settlement occurring in approximately 1858, with native settlement in the area occurring long before that. There are rumours that early white settlers also discovered a buried building and artifacts that led to suspicions that the Spanish (from California) may have been in the Rutland area at some time around 1800, pre-dating the fur traders, and had an “ancient stockade” there.

But 150 years ago, the areas now known as Rutland, Black Mountain and the Mission Valley up to Joe Rich, were known as N’Wha-quisten, meaning the valley of the Smoothing Stones, the place where the natives found stones for shaping. Black Mountain itself was the source for rocks used to make arrowheads, flints and spears.

It is largely accepted that the sole native band was disturbed that year when a wagon train came through, known as the Palmer and Miller expedition from Walla Walla, headed for gold fields.

In a nutshell, Rutland is named after one of our famous pioneer forefathers, John Hope Rutland, who developed an irrigation system that allowed the local lands to flourish and brought in droves of settlers.

They disassembled their wagons and merchandise for ferrying from Summerland across to Mission beaches, re-assembled the wagons and headed north through Rutland, Ellison, Winfield and Oyama,

eventually selling their oxen, wagons and goods at Fort Kamloops.

The sight of the oxen and wagons left an indelible impression upon the local natives, and it was to be the end of their isolation.

In the 1890s, a large home, hotel, saloon and farm were operated north of the Joe Brent property.

The proprietor Dan Rabbitt, went bankrupt and the buildings and large land holdings were picked up by an Australian man, John Hope Rutland.

It is John Rutland that brought irrigation to the area.

The Rutland Estate irrigation ditch, bringing water from Mission Creek along the slope back of Hollywood, and irrigating almost half of the Rutland flat, was an integral part of the Black Mountain system for decades.

Because of the irrigation system in 1904, the lands were subdivided, bringing in many settlers to the area and the first orchards were planted.

John Rutland, after selling his lands in 1906, returned to his native Australia.

Most of these materials are taken from the 1948 Centennial Committee publication “the History of Rutland.”

“My sisters in Alberta kept talking about Curves, and I didn’t know what it was,” Speer said. “But then I found the Capri Mall location, and I loved it. After about three workouts there, I thought, ‘I’m either going to work at a Curves location or I’m going to own one.’”

Speer got her chance to join Curves as an employee when, in 2004, the Rutland location opened. Then, in 2007, she bought the Rutland franchise rights from the retiring owner.

“I essentially ran the Rutland location for her. We’d built a great business and we had rapport with a lot of wonderful ladies from all over town.

New Plaza 33 Exemplifies Rutland’s Revitalization Al Stober Construction’s mall renovation project is a precursor of the many changes yet to come in Rutland, leading the way for widespread community improvement.

Mike Straus • Contributor Kelowna’s population growth has spurred a vast number of construction and renovation projects throughout the city, with the Kelowna General Hospital, the new Innovation Centre, and the Rail Trail being among the most prominent infrastructure sites.

And while the downtown core has been a major focus of development, the unassuming Rutland may now be stealing the spotlight as the next up-and-coming place to be.

Nowhere is this rejuvenation (and the renewed sense of local community pride that comes with it) more evident than at Plaza 33, where Al Stober

“We wanted to create a front-to-back pathway for traffic to travel through,” said director of leasing Scott Wandler of the new Plaza 33 entrance. “It’s much more efficient. We also created two high-quality spaces to the left and right of the new entrance.”

Commercial properties marketing agent Dallas Gray says that the library staff are very pleased with the recent expansion, and he hopes that other service-oriented establishments will consider tenancy at Plaza 33.

Currently, the plaza’s list of tenants includes Save On Foods, Shoppers Drug Mart, Connect Hearing and TD Bank, among others.

“We’re looking for servicetype tenants, those who are complementary to the things that are already happening in the mall. We’re working hard to market Plaza 33 to those tenants. We believe in Rutland.

The top of that hill at Plaza 33, that’s the heart of Rutland, and we’re right in the middle of it,” Gray said.

Wandler says that the previous Plaza 33 design lacked an easily identifiable entrance. Al Stober Construction’s new mall design has solved this challenge, while also creating more spaces for new mall tenants and refreshing the mall’s visual brand.

The Plaza 33 Pizza Hut is already open for business, and Wandler says the mall construction will be completed in the first week of August.

Construction has been hard at work installing new amenities and making room for new tenants. An upgraded parking lot, an exterior re-facing and the introduction of Pizza Hut are just some of the changes that have already taken place.

Gray says that it’s a great time to be in Plaza 33, with community growth in Black Mountain and support from the City of Kelowna driving renewed

development and investment in Rutland.

“Every part of town has its time, and right now, from a business perspective and a civic planning perspective, the time is right for Rutland. We’re going to see a lot of growth in the next few years.”

Wandler says that this growth will bring new opportunities to Rutland, and that Rutland residents need to start identifying those opportunities.

“There are businesses that don’t exist in Rutland yet, businesses that Kelowna already has. That’s the next step.”

Mike Straus • Contributor The impending closure of Rutland’s only walk-in clinic in August has raised concerns around access to medical care, especially in the broader context of the valley-wide doctor shortage and the full patient rosters at Kelowna’s other clinics.

But now, Revolution Pharmacy on Highway 33—which opened in Januar y 2015—is changing the local clinic landscape through creative solutions to the doctor shortage and other access-to-care issues.

Virtual clinics, wholesale prescription pricing, and a commitment to 10-minute wait times are just some of the practices that have garnered Revolution Pharmacy a loyal

patient base.

Owner Curtis Fieseler, a local pharmacist, says that opening the pharmacy was intimidating at first, but the community has given him a warm welcome.

“I have a lot of corporate experience behind me because I worked as a regional pharmacy manager for several companies,” he said. “But this was the first pharmacy I’ve ever opened on my own, so it was a little scar y. Thankfully, things have been going well. Growth has been steady—and it’s mostly been through word of mouth.

Vecchio and the Sun will open the 2016 BCFC regular season this Saturday night in Chilliwack against the Valley Huskers.

Despite the loss of no fewer than 10 starters from last year’s team and more than 30 new faces on the roster, Vecchio is also confident the Sun has both the talent and coaching staff to stage a repeat performance in 2016.

“We lost some key guys, but we’re still so deep that it’s ‘next man up’, guys are just stepping up to do the job,” Vecchio said. “With the coaching staff we have this year, it feels like ever yone is more confident and happy with where we’re at. I think we’re

Rutland Community Hall The Rutland Centennial Hall is a focal point of the Rutland Park Society.

The future of the hall, to rebuild a new hall or renovate the existing facility, has been a point of conflict with the park society board of directors.

But while many people assume that the City of Kelowna is responsible for the hall and the park where it is located, the hall was actually a volunteerdriven project orchestrated by the park society for what was then the community of Rutland for Canada’s 1967 Centennial year.

Even after Rutland was amalgamated with the City of Kelowna in 1972, as was the Mission and Glenmore, the society retained control of Centennial Park and the community hall.

The society made a deal with the city last year to turn over the park to the city and sold park property to the city to allow for a road adjacent to the park, the close to $800,000 in revenue in turn to be focused on the hall’s future, which remained under the auspices of the society.

The community hall’s historic association to Rutland runs deep with many long-time residents of Rutland.

According to the Rutland histor y book written by Evelyn Vielvoye and Elaine Senger, in October 1965, plans for the new community hall were prepared by architect Hugh Fitzpatrick, who was in turn

awarded the contract to build the hall.

The building was to be constructed at its present location in Rutland Centennial Park at a cost of $45,000.

Rutland’s population at that time was about 6,000.

In May 1966, the first sod was turned on the project, the first bulldozer working at the site driven by Linda Cross, Rutland’s reigning “Miss McIntosh” at the time.

Accounting for the cost were provincial and federal government grants, $8,000, financial assistance from the Rutland Agricultural Society, $23,000, and canvassing for donations from Rutland businesses and residents.

Ed Taylor was hired as the lead builder on the hall, working nights and weekends but only charging an eight hour minimum times five days a week. The rest he considered volunteer work, echoing the sentiment that volunteer work played a major role in seeing the hall built on a limited budget.

To promote the project and raise money, the hall organizing committee held a series of amateur shows, choirs and concert nights, teas, suppers, auction sales and art exhibits.

Work carried on at a feverish pace through 1967, and the hall was officially opened on Dec. 31.

of people publicly asking for the return of a missing relative. They then asked for their personal perceptions of general trustworthiness and honesty.

“A lot of information that feeds into our impressions about one’s trustworthiness is deduced from the face,” says Baker, who conducted much of the research. “More specifically, there are certain facial features considered that make an individual look more trustworthy— higher eyebrows, more pronounced cheekbones, rounder face—and other features that are perceived to be untrustworthy-looking— downturned eyebrows, or a thinner face.”

The studies cited two real criminal cases, one with an 81-year-old woman and one with a father of a missing nine-year-old girl. People believed the elderly woman’s public appeal for justice, even though it was later determined she had killed her husband. Many judged the father to be lying, based on his facial features, even though he later proved to be innocent.

“When encountering a person in any given situation, we automatically and instantaneously form an impression of whether a target is worthy of our trust because, evolutionarily, this kind of assessment has helped our sur vival. For example, assessing ‘friend or foe’,” says Baker. “We’re typically not aware of this quick decision and it may be experienced as ‘intuition’, but this can be particularly problematic in the legal system because these first impressions are often unfounded and can lead to biased decision-making.”

Baker cautions that in some legal settings those who are untrustworthy-looking may be judged more harshly and receive different outcomes than those deemed to be trustworthy-looking.

This has occurred in the United States where untrustworthy-looking men are more likely to receive the death penalty than trustworthy-looking men convicted of similar crimes.

This study, recently published in Psychology, Crime & Law, was supported by the Social Sciences and Humanities Research Council of Canada.

Thousands of dollars in rebates are still being offered for replacing your old wood burning appliance. And you can save money every year from lower heating costs.

This rebate program is made possible through a grant from the B.C. government in partnership with the BC Lung Association.

The Woodstove Exchange Program offers $250 rebates for residents of the Regional District of Central Okanagan.

For more information on the rebate program through participating retailers and other Regional Air Quality initiatives in the Central Okanagan visit:

They’re eligible for the rebate when they recycle their non-EPA certified woodstove when purchasing a new cleaner technology electric, pellet, gas or wood stove or insert from seven participating retailers in the Central Okanagan. These businesses will take care of recycling your old stove and provide all the necessary documents for the rebates.

Since 2001, the exchange program across has helped more than 680 Central Okanagan residents replace their old smoky wood stove for a cleaner technology product. Based on BC Environment estimates, that’s kept about 44 tonnes of particulate matter from entering our airshed each year.

Since 1998, only wood burning appliances (included without limitation stoves, fireplaces inserts) that meet the CAN/CSA B415.1 or the EPA emission standards could be granted a permit to be installed within the Regional District of Central Okanagan.

These devices use about one-third less wood and create 90 per cent less smoke. That’s something that benefits everyone.

Smoke from residential wood burning produces particulate matter that affects the health of our residents and contributes to poor local air quality.

Those particulates are small enough to get into our lungs leading to respiratory diseases such as asthma, bronchitis and emphysema and to various forms of heart disease.

Hanington said she hopes the mural will encourage the Rutland area, and Kelowna in general, to consider adopting more art projects, even art festivals, in the community.

She was an active participant as a member of the Central Okanagan chapter of the Federation of Canadian Artists with the recent arts festival event staged in downtown Kelowna on July 28.

“I think any opportunity to bring more art into the community is always a great thing,” she said.

Two beaches made more wheelchair accessible Just in time for the long weekend, wheelchair users can hit the beach with ease at Gyro Beach Park and Rotar y Beach Park.

These two summer hotspots have been equipped with beach wheelchairs, an upgrade to help make the popular beaches even more accessible for Kelowna residents and visitors.

“Our waterfront is a spectacular asset and we want to make sure that ever yone can access and enjoy the lake,” said Ian Wilson, Kelowna park ser vices manager. “The beach wheelchairs are much easier to navigate

Hours of operation are 9:30 a.m. to 6:30 p.m. daily, weather permitting. There is one beach wheelchair available at each location on a first come, first ser ved basis.

The changes will allow strata owners to terminate their strata corporation by an 80 per cent vote of all owners instead of the previous difficult-to-achieve unanimous vote, which also required the signatures of all lenders and other registered charge holders. Most other jurisdictions, including Alberta and Ontario, do not require a unanimous vote to terminate a strata corporation.

“This is exciting news,” said Louise Abbott, executive director of the Kelowna & District Society for People in Motion. “The society already has two beach wheelchairs that are lent out regularly and they have proved to be a ver y popular item. Individuals who need adaptive equipment will be delighted to know the additional beach chairs will provide further accessibility to two beaches in Kelowna.”

As older strata corporations reach the end of their life cycle, major building and common property components start to fail, resulting in expensive repair bills. In such cases,

terminating a strata corporation and selling the underlying land for redevelopment may be the best choice for strata lot owners. Often, the underlying land value of these stratas is higher than the sum of the market value of the individual units.

More units can also be rebuilt on the site, adding to the housing supply.

The changes allow for court oversight to protect any minority dissenting owners and registered charge holders, such as mortgage providers.

“The changes to the Strata Property Act are based on the BC Law Institute’s recommendations.

There was extensive public consultation and the changes are widely supported by the strata community,” Coleman said.

Early Kokanee Return Moves Up Interpretive Programs It’s the earliest known start to the kokanee salmon spawning season. As a result the Regional District of Central Okanagan is starting its interpretive programming three weeks earlier than normal.

The land-locked salmon have already started moving up Deep Creek in Hardy Falls Regional Park in Peachland (off Highway 97 south at Hardy Street). Usually the first kokanee returning to spawn don’t show up until late August.

As a result of the unexpected early arrival, starting Sunday, August 7 and continuing each weekend until Sunday, September 11, a parks interpreter will be at Hardy Falls Regional Park between noon and 4 p.m. They’ll

have information about the life of the kokanee and the importance of this annual rite of nature.

The interpretation program in Mission Creek Regional Park off Springfield Road will run during the same hours each Saturday and Sunday from Aug. 27 to Oct. 2.

Weekday school tours and special presentations for community groups start Sept.

8 and may be booked by donation through the EECO (Environmental Education Centre for the Okanagan).
