West Kootenay-Boundary has a fascinating — if convoluted — local government history.

Consider: two once-thriving cities no longer exist, one city started out as a village, two villages started out as cities, many cities weren’t actually cities, two towns became one city, two cities became one city, two cities went bankrupt, and one district broke away from a city and then rejoined it.

On top of this, two cities have boasted of being the smallest city, another has boasted of being the highest city. Several cities, if incorporated today, would be towns and another would be a village.

Despite their names, places like Bear Lake City, Bonanza City, Green City, Trout Lake City, and Volcanic City were never cities, except in the minds of their promoters.

The first to actually incorporate in the Kootenays was Kaslo, on Aug. 14, 1893. It was BC’s seventh city and 21st municipality.

(In those days there were only cities and districts, no matter the population; towns and villages didn’t exist in BC until the 1920s.)

With the passage of the Speedy Incorporation of Towns Act

in 1897, Rossland, Nelson, Grand Forks, and Greenwood also became cities.

Sandon joined them early the next year. One of its council’s first acts was to issue debentures for a plank flume to carry water.

However, when the debentures came due, the city was broke.

It was placed in receivership in 1913 and remained there for six years. Things brightened up and receivership was cancelled in 1919, but the city was disincorporated the following year.

A similar fate befell the Boundary boom town of Phoenix, incorporated in 1900. When copper prices fell with the end of the First World War, the city was doomed. It was disincorporated in 1921.

Phoenix claimed to be the highest city in Canada, with an elevation of 1,412 m. (By comparison, the present title-holder is Airdrie, Alta. at 1,089 m, while Rossland’s is 1,023 m, and Banff ’s is 1,383 m, although it’s a town, not a city.)

The little-known city of Columbia was incorporated in 1899, in an area west of Grand Forks, despite bitter opposition from Grand Forks residents. The rivalry grew to a feud that saw a Columbia hotel burn and Grand Forks founding mayor John Manly charged with arson. However, the case was dropped when a key witness failed to appear. In 1901, residents of both cities

voted to amalgamate, although the marriage didn’t become official until two years later.

Trail and Slocan incorporated within two weeks of each other in 1901. Slocan, like Sandon, suffered the ignominy of being placed in receivership, due to a backlog of unpaid taxes combined with a disastrous tax sale. The mayor and council resigned en masse, but the Municipal Act contained no provision for such an event. It was seven months before the city’s financial house was back in order.

By 1941, Slocan’s population dwindled to fewer than 200 people, but it remained a city despite a clause added to the Municipal Act in the 1930s that stated cities needed a minimum of 5,000 people. Slocan and several other places were grandfathered as exceptions and by the early 1950s, city clerk Frank Norris had a rubber stamp made declaring it to be the “Smallest incorporated city on the North American continent.”

In 1957, the Municipal Act was further revised allowing municipalities to change their classifications. If Slocan became a village, the province would assume more responsibility for road maintenance, schools, and policing. Residents voted 72 per cent in favour, and the change took effect the following year.

Study of West Kootenay/Boundary’s complicated municipal history CONTINUED FROM A3 The mantle of Canada’s Smallest City then fell to Kaslo — which barely had time to think about it, for soon after residents there also voted to become a village, which took effect at the start of 1959. Greenwood then assumed the title and proudly holds it to this day, with a population in the last census of 708. Greenwood may be North America’s smallest city too: Vergennes, Vermont claims to be the smallest in the US, with a population of just under 2,600.

If incorporated today, Greenwood would only qualify as a village, while Rossland and Grand Forks, each with populations under 4,000, would only qualify for town status.

Silverton, incorporated as a village in

1930, is BC’s smallest municipality by area, and between 2001 and 2011 it was the smallest by population too, with fewer than 200 people. However, Zeballos, on Vancouver Island, is smaller still with 125 people on the last census.

Several unincorporated areas have larger populations than Silverton, and some have considered incorporating, such as Christina Lake, Genelle, and Riondel. Riondel does have a commission of management, which functions very much like a village council.

Community CONTINUED FROM A4 Poplar Creek, Ferguson, and Ymir. New Denver and Nakusp were also among the latter group, but did finally become villages in 1929 and 1964 respectively. Nakusp also had an unofficial village council in the early 1900s.

Salmo and Castlegar incorporated as villages on the same day in 1946. Castlegar’s twin community, Kinnaird, became a village in 1948. Castlegar then became a town in 1966, followed by Kinnaird in 1967, although there was always talk of amalgamation, which became a reality in 1974 following a referendum. Voters were then asked to name the new city. Castlegar was the overwhelming favourite.

The most peculiar local municipality was Tadanac, the exclusive neighborhood adjacent to the Cominco smelter which broke away from Trail in 1922 and became a separate company-owned district municipality. This was despite the objections of the provincial Labour party, which claimed the arrangement was a convenient way for Cominco to avoid paying municipal taxes.

To satisfy critics, the company agreed to make annual payments to Trail, cover half of all school costs, help with the upkeep of parks and cemeteries, and not allow any stores in Tadanac. The reeve and council were elected by Cominco employees, although candidates were invariably company lawyers and executives.

Tadanac survived as an independent municipality for more than 40 years, when amid threats of lawsuits, an amalgamation agreement was signed. In 1969, Tadanac rejoined Trail.

In the 1950s, three bedroom communities of Trail declared themselves villages: Fruitvale, Warfield, and Montrose. On several occasions Warfield considered becoming part of Trail. The idea of a district municipality to combine all the Greater Trail communities has also been considered repeatedly, as has the notion of a Beaver Valley district municipality.

Since the creation of the regional districts of Central Kootenay and Kootenay Boundary in the 1960s, which provided local government representation to rural areas, only one other new municipality has been created in our area. Midway became a village in 1967 — and until 2005, only ever had one mayor, Jim McMynn.

Since Castlegar and Kinnaird amalgamated in 1974, the local government landscape has remained unchanged.

Oro townsite proved less than golden GREG NESTEROFF West Kootenay Advertiser

One hundred fortythird in an alphabetical series on West Kootenay/ Boundary place names Oro, which means gold in Italian and Spanish, was a townsite at the junction of Lemon and Crusader Creeks in the Slocan Valley. It was surveyed by John McLatchie on Aug. 17, 1898 and mentioned, unfavorably, one week later in the Northport News: “Otto Arnold returned Saturday from a trip to Oro, a camp back of Nelson, BC. The reason he went there was because he saw an article in the Spokesman Review saying that considerable work was being done there in the mines, consequently he thought it might be a good place to engage in the saloon business. When he arrived at his destination he found the town was composed of one building, occupied as a hotel and bar, and very few men in that section of the country. It is needless to say he left in disgust.”

Selkirk College nurtures peace leaders in the community CASTLEGAR — A group of eight Selkirk College students recently showcased their Peace Studies service learning projects that took them from the classroom into the community as leaders promoting peace and making a difference.

Peace Studies instructor Lori Barkley welcomed the self-directed students home to the Mir Centre for Peace as they shared with their classmates and guests what their outreach studies entailed.

“Each year we have these students out in our communities doing good work and it’s all coming from them,” says Barkley.

She explains the emphasis is on the learning process, not the project itself, and what the students can learn by contributing to their community.

“Students learn so much in the process of designing and implementing their projects.

They learn what to look for in a mentor, how to think critically not only about what they are doing, but the process by which they are doing it, and what kind of leaders they are,” Barkley says.

As students work through their projects, they do so with the help of a mentor chosen by them. Simran Sandhu worked with retired Selkirk College instructor Madelyn Mackay as she organized a conflict management workshop which took place on the Castlegar Campus.

“She is a true leader. Nothing was possible without her,” says Sandhu.

The student learned about leadership as she worked alongside her mentor toward the goal of helping others achieve inner peace.

“Conflict impacts ability to achieve inner peace, decreases productivity and morale and increases dissatisfaction and stress,” Sandhu says. “People don’t know there are skills to work through conflict. They just think they have to live with it so I wanted to help.”

Student Laura Coombs’ project aims to offer Spirit Fit Nutrition Wellness Workshops in First Nations communities in Northern British Columbia to help address chronic disease among the Aboriginal population.

Teaching about macro and micronutrients, gene and environment interplay, portion size and how to incorporate traditional foods, Coombs wants to help those taking her workshop explore and examine how to create a healthy relationship with food.

“For me, this project is about educating and empowering people,” says Coombs. “It’s something people can’t take away from you.”

Using her theatre background, and working with Nelson’s arts community, Kate Meehan aims to explore feminist consciousness through a staged reading of Emma, a play by Howard Zin upcoming on June 17 at the Shambhala Music and Performance Hall in Nelson.

2012 YUNDAI SANTA FE 3500 AWD 2010HDODGE RAM Eight students taking the Selkirk College Peace Studies Program course Leadership for Peace took their learning into the community with hopes of creating change for the better.

The students gathered earlier this month to showcase their projects.

Selkirk College photo “Emma Goldman teaches us that true emancipation comes from one’s soul,” Meehan says. “That message can help support peace with one’s self.”

The production involves members of the community including Selkirk College’s own Pat Henman. Proceeds will benefit the Nelson & District Women’s Centre where Meehan is the newest board member, an unintended outcome of the project.

Recent L.V. Rogers graduate Maddy Murphy returned to her Nelson high school with a Healthy Relationships and Consent Workshop. Through her community project, she wanted to help students understand consent through open, honest and sometimes overwhelming discussion. Maintaining a peaceful space for learning to occur was important for her as facilitator.

“Young people are extraordinarily vulnerable without education,” Murphy says. “But it’s not just about sex. It’s about everyday healthy relationships.”

Student Sabine Perathoner organized a collaborative art project with children at Selkirk College Children’s Centre that combined art therapy with environmental awareness and a hope for a better future through the next generation. She plans to auction off the art pieces as a fundraiser for the Sinixt Nation.

“We can learn a lot from the Sinixt, especially for our children,” she says.

Linda Munro has been working with Adult Special Education students, under the mentorship of Mac McHenry, toward food security through advocacy and get-

ting her hands straight into the soil. Fresh greens for students living in Kekuli House Residence and thriving planters in The Pit on Selkirk College’s Castlegar Campus are her handiwork. She partnered with a number of organizations including Home Hardware, Georama Growers, The Kootenay Food Strategy Society, and others, to both create awareness about food, and to create healthy diets from seeds to plates.

Marley Watt explored ways to connect people to their environment through earth art and Rachel Kartodikromo continued her work started in Suriname in the Caribbean toward LBGTQ equality. She put the stories of Nelson’s LGBTQ community side by side with those from her home country to show how valuable acceptance of all people contributes to peace.

“Canada is setting a good example,” she says. “But back home in the Caribbean, still much needs to be addressed.”

As an instructor, Barkley enjoys this time of year where the students’ achievements are celebrated. She feels their community engagement makes them great ambassadors.

“To have students out in our communities each year, spreading peace, involving others, and being a source of inspiration demonstrates the importance of Selkirk College to the region and how important the community’s involvement is to the College. Although students often experience setbacks, they learn that hard work and perseverance produce results and come out the other end feeling good about what they have accomplished,” says Barkley.

Think before you burn KOOTENAY — Although fire bans have not yet been imposed in the region, residents are urged to use extreme caution if they decide to have open fires given the unseasonably warm and dry weather.

“Fires can have devastating impacts upon communities; the mass evacuations and destruction in Fort McMurray are a sober and prime example,” says Andrew Bellerby, Regional Fire Chief for the RDCK. “Please don’t burn unless absolutely necessary and if you still insist on having a

fire, make sure you have plenty of extinguishing devices available.”

Never, ever leave a fire unattended or toss out cigarette butts.

Those residents who insist on having open fires are asked to keep the following points in mind: • The type of material to be burned (only burn organics — no plastics, toxins, etc.)

• The size of the area to be burned • Wind direction and strength • Establish fuel/fire breaks and guards • Have fire suppression (sprinklers, hoses)

Crime wave hits Oxygen Art Centre NELSON — While most of the country continues to battle crime in traditional ways, several interior communities have invited it straight to their heart in the form of an organized road trip by a handful of the province’s most devious minds.

“I’m not even exactly sure how we hatched this particular plot,” says Dieter Kalteis whose third novel, Triggerfish, will be released next month by ECW Press. “But all of a sudden, there it was and a whole gang of us were playing along.”

The gang in question consists of a sharp group of novelists, who all make BC their home, and crime writing their genre of choice. Kalteis will make the trek from Vancouver with Sam Wiebe (Invisible Dead, Random House) and Linda L. Richards (When Blood Lies, Orca Books).

(Open Secret, Simon & Schuster). The evening of readings and discussion at the Kelowna Branch of the Okanagan Public Library gets underway at 7 p.m.

The highlight of the tour comes on May 18 at 7:30 p.m. when Wiebe, Richards, Greenaway, Collier and Kalteis will be featured as part of the Oxygen Art Centre’s Art

Space Series in Nelson.

With this group, the evening is sure to be engaging, while these veteran scribes read from their latest works and discuss the finer points

of writing crime fiction.

Questions will be encouraged and the authors will be available post event for signing and discussion.

Selkirk College Health Care Assistant program gets bursary boost in Kaslo KASLO — The Community Foundation of North Kootenay Lake (CFNKLS) has provided a generous donation to provide bursaries for students who were enrolled the Selkirk College Health Care Assistant Program.

A special cohort of the 26-week Health Care Assistant Program started in January at the college’s Kaslo Learning Centre. The offering was made possible through a partnership with the Victorian Hospital of Kaslo to share their resources and help provide the education needed in this critical area of the health care sector.

“Health care assistants and home support services will be increasingly important to maintaining local seniors comfortably and in their own homes,” says Barney Gilmore, CFNKLS Secretary. “The committee decided that it would be appropriate to award up to $2,700 to the Selkirk College Kaslo Learning Centre to help these applicants finish this program with more manageable personal debts than would otherwise be possible. All applicants hope to stay in our area to practice their skills after graduation.”

CFNKLS is a philanthropic organization that benefits residents of Kaslo and Regional District of Central Kootenay’s Area D. In late-February, CFNKLS announced it would be providing $2,700 towards bursaries targeted at the Health Care Assistant Program.

“Having local staff provides long term stability to our facility,” says Robert Nellis, Resident Care Coordinator at the Victorian Community Health Centre. “As well, the quality of our residents’ lives is enhanced by memories and stories of a sharing community. We much appreciate the cooperation of

Selkirk College and CFNKLS for providing this important education for citizens in our community.”

Five Health Care Assistant students submitted bursary applications to CFNKLS and were each awarded a bursary. Lori Hill, Agwi Munoh, Sarah Heard, Marie-Anne Bernier and Laurie Hartland were all successful applicants for the funding.

Health Care Assistant students worked full time in a blended learning environment, in a classroom as well as online. The practicum component of their training began on May 2 and ends on June 30.

“Due to the logistics of commuting to another Selkirk College campus, most of us would not have been able to register in this course,” says Hartland. “The students would like to thank Selkirk College for responding to the requests of the residents of North Kootenay Lake by offering this Health Care Assistant Program right here in Kaslo.”

Hartland says her classmates agree that making the program a success took a community effort.

“Robert Nellis from the Victorian Community Health Centre and Recreation Coordinator Angela Burton were instrumental in ensuring that the program materialized,” Hartland says. “Financially, community support included the Victoria Hospital Ladies Auxiliary and the North Kootenay Lake Community Foundation direct and local bursary awards. We also extend thanks to Dawn Lang and the Selkirk College ABE [Adult Basic Education] instructors and staff at the Kaslo Learning Centre for making us feel so welcome. We want to applaud our awesome instructors, Linda Clark, Diane

Heim and Sarah Lechthaler for being the most knowledgeable and incredibly encouraging mentors.”

Students participated in the Selkirk College cap-and-gown ceremony in Castlegar for Graduation 2016 on April 22.

Later this spring, the class will celebrate their achievement locally at the Kaslo Learning Centre.

“We were happy to assist the prospective HCA students through upgrading and deliver a HCA prep course,” says Ali Daly, Adult Basic Education Instructor at the Kaslo Learning Centre who supported the students through their application process. “This prep course provided a great opportunity for students to come together, refresh their study skills, review human body systems and functions, and practice with the online learning platform required for the HCA Program.”

CFNKLS is a Community Fund that has been serving the communities of North Kootenay Lake since 2005. Through the generous donations and commitment of local community members, the society has built an endowment of more than $900,000. This permanent endowment is invested through a partnership with the Nelson-based Osprey Community Foundation and enables the society to make annual charitable grants to community groups in Kaslo and Area D. “An endowment fund is an investment in our communities and in our future,” says Gilmore. “We hope even more people will join us in supporting CFNKLS and helping to create thriving and resilient rural communities in North Kootenay Lake.”

Castlegar Rotary receives funding for pavilion tables part of the original project, but all of the funding they had was used up by constructing the pavilion itself. “We ran out of money and we felt it most important to get the kitchen and infrastructure in,” explained Kraski. Rotary members were able at the time to creatively use wood that was left over from the roof to build the temporary tables that are currently in the pavilion.

The group decided to make the tables the focus for this year and has been actively seeking funding to complete the job. Another $10,000 grant request through Columbia Basin Trust Community Initiatives Funding is awaiting final approval.

The plan is to construct 15 five foot by seven foot tables and three wheel chair accessible tables from locally sourced materials.

Rotarians will provide the labour to do the work. The group will be consulting with the City of Castlegar on the final design plans as the city will take the ownership of the tables once they are completed. The current design calls for a steelframed table made with two and a half or three inch wood. The hope is to have the new tables in place by midsummer.

Ducklings part of education in Trail TRAIL — The Outdoor Education Academy is the centre of attention at J.L. Crowe Secondary School since the second batch of ducklings arrived in April.

This program, for Grades 11 and 12, provides life-changing experiences for students through a variety of activities such as wilderness cooking, trip planning, and mountain navigation. The students also help out in the garden which consists of two greenhouses, one outside and one inside, and the community garden.

A coop also houses the six new ducklings, which also teaches students about raising and caring for animals.

Te acher C olin Adamson decided it was time to get more ducklings before the end of the school year. He took the students on a field trip to the Quack Me Up! farm in Creston. The class acquired six new ducklings and saw cows, goats, pigs, and sheep in the every-

The entire program has been a school-wide project. Students have helped construct a coop, with a mural, for the ducklings, build planter boxes for the garden and maintain the plants throughout the year as well as harvesting everything for food classes and sharing the experience with the community.

Meanwhile, the Outdoor Ed students are enthusiastic and eager to care for the newest ducklings.

“It’s educational,” said Grade 11 student Sarah Grieve. “I think it’s great.

I really like the whole garden and having the ducks. The whole idea is awesome.”

Another Outdoor Ed student, Aven Cosbey, enjoys learning about where her food comes from. “(I’m from) a family of vegetarians, as a meat eater, I have to make an informed decision about eating meat.”

Afternoon tea and African Jewellery SLOCAN VALLEY — Join the Slocan Valley Grassroots Grammas for an afternoon of tea, delicious refreshments, and the opportunity to visit with friends beside the Little Slocan River. You will also be able to purchase beautiful, colourful African jewellery made especially for this event by the Baho Neza Cooperative in Kigali, Rwanda. Baho Neza means live well, or live wholly. Through the opportunity to work in the cooperative making jewellery, the women are lifting themselves out of poverty and working through challenges they have overcome, and those they continue to face. making jewellery at the cooperative, women receive an income, education, and the opportunity for fellowship.

through your purchase of jewellery and, through the Stephen Lewis Foundation, grandmothers in Africa as they assume responsibility for raising their grandchildren who are orphaned by AIDS. The Grassroots Grammas have been fundraising for the grandmothers campaign since 2011.
