Surprise, surprise, AHS is in the news

Publisher

Sheree Baillie

Pipestone Flyer

Alberta Health Services is once again in the news and, no, it’s not for something like reducing patient wait times or increasing efficiency. And Premier Rachel Notley’s NDP government is again facing controversy over an accusation of amateurish behaviour. The CBC reported last week that former AHS CEO Vickie Kaminski resigned because of “political interference” from NDP Health minister Sarah Hoffman

and that the interference was “rooted in an ideology of the new government.” The Opposition Wildrose went steps further than the CBC, stating Kaminski’s resignation letter was never released by the NDP in full; only an edited version was released that stated something to the effect “Sorry to leave, it’s been great, see you at the water cooler.” Global News reported, “Kaminski’s Nov. 25, 2015 letter — obtained exclusively by CBC News – suggested she could no longer independently do her job as political interference worsened under the NDP, and specifically named Health minister Sarah Hoffman.” “Many Albertans are already worried that the NDP government is focused more on ideology instead of outcomes, but today many more feel that the NDP can no longer be trusted to manage the health care system,” Wildrose Leader

Brian Jean said in a press release. “The NDP should release the full details of this letter to Albertans and explain their actions.” Of course, Hoffman immediately denied any wrongdoing but one telling omission seems to suggest otherwise: Kaminski’s full letter of resignation, as of this writing, has still not been released. Releasing the full letter would certainly back up Hoffman’s version of the story that Kaminski’s resignation was her own decision and had nothing to do with one of Alberta’s political parties trying to tell AHS how to steer its ship. If there’s nothing damaging to the NDP government, why keep the letter secret? As an aside, Kaminski’s resignation was a shame and a blow to Albertans who’ve watched AHS flounder in waste and controversy, such as executives claiming thousands of dollars in expenses that

were not justified while the arms-length organization faces escalating costs. Kaminski was previously a front-line nurse and a health region CEO, and very savvy with this province’s healthcare system. Another aside is that interim AHS CEO Linda Hughes released an “everything is fine, just fine” statement that should come as no surprise to anyone. AHS’ questionable public relations skill has been on display before (former CEO Stephen Duckett shoving a cookie into a journalist’s face, screeching “My cookie! My cookie!” the entire time), but anyone expecting a government department, board, commission or agency of any kind actually criticizing the NDP government obviously hasn’t been paying attention to the never-ending flood of patronage appointments (Bob Hawksworth), favoritism (hiring of former

Alberta Union of Provincial Employees negotiator Kevin Davediuk as the province’s top negotiator with unions) or gaffes (Rebel Media journalist being almost arrested by Legislature sherrifs on NDP orders) is living in a dream world. The situation suggests two things: Notley needs to get a better breed of public relations advisor, and the ministers and MLAs in the ruling NDP government need to take a “how to represent the people of Alberta” course. Notley’s government is starting to develop an odor similar to previous Premier Alison Redford’s. It’s called the “We can do no wrong, so don’t mention our mistakes” aroma. That aroma is quite telling. And, in a province chock full of bulls and cows, the provincial government’s odor is starting to smell a lot like cow patties.

Opinion On the roads, patience is a virtue

BY STU SALKELD THE PIPESTONE FLYER I recently moved to the Wetaskiwin and Leduc area and have happily settled in. Growing up in a rural area, I enjoy smaller town life. However, I really liked

reading the recent letter we published about Hwy 2A driving because I grew up in a rural area with only two-lane or gravel roads. I totally agree with the writer, Gord Redford, about tailgating, rammy drivers on Hwy 2A passing people in sketchy situations to get five feet further ahead. Some motorists are causing problems; just since I moved here there have already been several head-on or t-bone collisions, including a very serious one at Glen Park Road intersection a couple months ago. Everyone can sympathize in a way because Hwy 2A is a very busy road,

and the heavy traffic can sometimes be frustrating. But patience is a virtue. Let’s switch gears: what’s with the wacky northbound Hwy 2 merge ramp from Hwy 2A on the south side of Leduc? Heading westbound, the merge ramp that leads onto Hwy 2 has a speed sign that says 50 km/hr, but Hwy 2 traffic is 110 km. Let’s be frank… Highway 2 as it passes through Leduc is a heck of a lot faster than 110 km/hr and the traffic on Hwy 2 is not particularly considerate in that the thru traffic could take the left lane, leaving the right lane open for merging. But that doesn’t

happen very often. What happens much more often is horn-honking and middle fingers. So, a pretty busy road (2A) is merging with a highspeed freeway, and you’ve got 50 km/hr traffic driving into a merge lane that isn’t very long to begin with. I was taught that, when merging, you speed up to match the traffic you’re merging with, but in this situation you literally have to put the gas pedal to the floor just to get up to the speed limit that few motorists are following anyway. Weird. But one of the most alarming things I’ve noticed not just about

Wetaskiwin and Leduc, but the Edmonton Capital region in general is the pathetic state of public parking lot driving. I like to park further out in large parking lots because I don’t like other drivers near my car. From my experience, some people couldn’t care less if they shove their door open and chip my car. I care, but they certainly don’t seem to. Hence, I end up walking across some parking lots. That’s okay. I need the exercise. But you have to keep you eyes peeled, because people drive stupidly fast in local parking lots, and they don’t seem to care that all laws of the

road apply to public parking lots (stopping, yielding the right-of-way, traffic lanes, signal lights etc.), and they don’t seem to care that pedestrians are around. At all. Judging by the number of pedestrian collisions in the capital region, it behooves us all to employ “defensive walking,” not just “defensive driving.” Again, consideration comes into the equation. Sadly, it doesn’t seem consideration is a virtue that’s in great supply on our local roads. Stu Salkeld is the new editor of the Leduc/Wetaskiwin Pipestone Flyer and writes a regular column for the paper.

If you make a mistake just fix it

BY AMELIA NAISMITH THE PIPESTONE FLYER After having their industrial classed farmland — because of the Rogers cell tower erected on it — unfairly taxed for the past 19 years a County of Wetaskiwin couple asked council for their tax money back, and won, thankfully. As councillors held their discussion of the matter during their latest meeting I was growing more and more nervous they were actually going to deny the couple’s request — as administration was

recommending they do. Fortunately they ruled in favour of the couple’s needs in the end, despite some back and forth and clashing opinions. Councils and elected civil servants need to keep trust, transparency and credibility in high regard. Especially when it was the county staff making the mistake for 19 years. Rene Boutin, county director of assessment, informed council the system he operates with puts the onus on the ratepayers to keep an eye on their taxes and speak up if something is wrong. The untrained ratepayers versus the trained and paid staff … To me this seems like a very convenient way to avoid responsibility and sidestep having to acknowledge or even be aware of mistakes made. The way Rene was talking leads me to believe this system is fairly

common but, like most law-abiding, tax-paying citizens out there, I’m no expert. However, it seems the majority of responsibility when it comes to tax errors is always placed on the taxpayer, at least in Canada. According to the Chartered Professional Accountants of Canada and Don Goodison, CFP, FCGA, a partner of Kemp Harvey Goodison, Certified General Accountants, in Burnaby, B.C., when it comes to taxpayer accountability it is generally the responsibility of the taxpayer to make sure everything with their tax submission is correct. Goodison writes, “Some taxpayers will jump at the chance to pin the blame for errors and omissions on their accountant. In the vast majority of those cases, it is the taxpayer who has failed.” However, even if this

system is the norm that does not make it any less underhanded for those who were in the right. Like the couple pointed out in their package for council, they just kept paying their taxes and never appealed the matter because they had no idea they had been assessed and were paying taxes while the 19 other parcels with cell towers were not. And how could they have known that for the past 19 years they were the only ones paying the taxes? The mistake went unnoticed for all those years until the couple went to renegotiate their contract with Rogers Communications. Using the county webmap it’s quite easy to zoom in and see what a parcel of land is assessed at, plus total annual taxes. But if even the county had no inkling the 19 parcels had never been assessed and were not paying taxes

why would the couple be expected to go digging around investigating other parcels of land? As I was sitting there listening to Rene note the couple had the chance every year to appeal the assessment and that’s why their request should be denied, I couldn’t help but wonder why a couple who always paid their taxes on time — and probably had other things going on in their lives — should also have to do the job the county staff who are trained to work in the tax and assessment department. Yes, there were staffing changes that took place in the department over the years and sometimes things get lost in translation but if the tables were turned and it was the ratepayers that had been making a mistake for 19 years having to pay back the money would not even be a question.

Visit Us Online At www.pipestoneflyer.ca

For those who don’t pay their own taxes properly there are consequences. There’s a six per cent penalty on the current balance only after Aug. 31 and it’s seven per cent on the total outstanding balance after Dec. 31. Ignorance would not stand in that situation and it should not have been given the opportunity simply because it was a municipal organization in the hot seat. Like many others, the county is facing financial challenges. But a mistake was made and simply acknowledging it is only half the solution. But all’s well that ends well and council, by making the right decision, was able to instill faith and goodwill in a loyal, tax-paying family. Amelia Naismith is the new reporter for the Leduc/ Wetaskiwin Pipestone Flyer. She writes a regular column for the paper.

Ratepayers awarded tax rebate in wake of county mistake BY AMELIA NAISMITH THE PIPESTONE FLYER After a Wetaskiwin County couple found they were the only one of 20 parcels of land with cell tower development to have been assessed and paying property taxes for the past 19 years, they were awarded their tax money back after taking the issue before county council on Apr. 5. Darlene and David Dickau had a cell tower constructed on their land by Rogers Communications in 1995. In 1997 the county began taxing the subject cellular tower as industrial land. During the summer of 2015, while they were negotiating extending the lease term of their communications tower the Dickaus discovered they were the only ones out of the 20 being taxed, the 19 others were not. Darlene attended council’s April 5 meeting to ask for the $5,200 and to explain to council why the assessment had never been appealed; she figured all the cellular towers and land in the county would be treated and taxed equally. “One can clearly see that we have been unfairly taxed for 19 years. We have never appealed the assessment because we never knew we were the only cellular communication parcel assessed

and taxed. How would we have known?” Darlene asked the councillors. “We have always trusted that the County of Wetaskiwin would assess and tax all residents and their property fairly. We had no idea that we were the only parcel of this type being taxed for the past 19 years,” she added. Administration recommended council deny the Dickau’s request as the property was always properly assessed and the taxes were never appealed. Coun. Keith Johnson asked Rene Boutin, director of assessment, how this situation grew to what it was without being noticed and Coun. Larry McKeever wanted to know where the breakdown occurred and 19 parcels were repeatedly missed. “I don’t know what happened in 1997,” said Boutin. He added he knew 19 had not been assessed but did not know one was. The other 19 properties were assessed in 2015 for the 2016 tax roll. Boutin says the way the system is set up it’s the ratepayer’s responsibility to keep an eye on their taxes and notice if something is wrong. “We try to facilitate that as much as possible.” “I tend to have issues when companies or organizations leave it up to the individual to make sure everything is kosher all the time,” said Johnson.

Councilor Lyle Seely

Councilor Keith Johnson

Boutin also added it is possible for the ratepayers to keep themselves informed, as the Dickaus had clearly done. “To me this is just wrong,” said Coun. Lyle Seely. He says the money should be rebated to make up for the county’s “huge error.” McKeever felt council should waive

one-half to one year’s worth of taxes rather than the full 19 years. “It’s an acknowledgment from the county we made a mistake.” “I don’t think it’s a huge error, it’s a error,” said Coun. Terry Van de Kraats. However, he added he had no issue giving the money back.

PIPESTONE FLYER 7

Weather conditions a fire concern in Wetaskiwin County BY AMELIA NAISMITH THE PIPESTONE FLYER Under the direction of Mike Zajac, director of emergency services for the County of Wetaskiwin, the municipality is moving ahead with no fire ban or restrictions earlier this month. Zajac says he feels it is best to play it by ear depending on what the weather does but could see the county going toward a fire restriction if necessary if the land-drying winds persist. “Last year was very dry. This year it’s shaping up pretty much the same,” said Zajac. “There are a lot of municipalities that have put on fire advisories … fire restrictions … total fire bans,” he added. “I like the fire restrictions,” said Reeve Kathy Rooyakkers. “I don’t think it’s responsible to give out fire permits right now.” Coun. Lyle Seely says he is concerned

when such actions are implemented they blanket the entire county, even if not all areas of the county need it. Zajac says partial restriction have been used in the past but feels they are not always the most effective, as weather and land conditions can change quickly. Coun. Larry McKeever voiced his support of Seely’s idea but says the county should still make sure to err on the side of caution. Zone 2 Fire Society tanker Wetaskiwin County’s Zone 2 Fire Society’s 2001 tanker is being kept on as part of the fleet and council has agreed to discuss increasing the capital equipment grant allocation for the 2017 budget, which could lead to eventually purchasing an additional tanker rather than replacing the older one. Councillors were assured by Zajac that there was enough space to keep the tanker and enough staff to man it.

Leduc County explores borderless fire model BY AMELIA NAISMITH THE PIPESTONE FLYER Discussions continue between Leduc County council, and Calmar and county fire services regarding developing a Calmar Fire District borderless model. At the county’s March 22 council meeting, county councillors approved appointing county representation to the Calmar Fire District-Borderless Model Agreement Committee. The purpose of the committee is to negotiate an agreement between the Town of Calmar and Leduc County on the issue of Leduc County administering and operating fire and disaster services in the Calmar Fire District. “This was put forward as an option to the residents. I cannot state firmly enough this is in discussion and no decisions have been made,” said Mayor John

Whaley. “Our council has merely appointed representation, the next steps will be for the joint committee to decide and then bring back to both respective councils for a decision,” he added. A borderless model would be a joint servicing under Leduc County fire services and the Calmar Fire District. Earlier in March an open house was held at the Calmar Elementary School to discuss the subject and from that a survey was presented to attendees and made available online. The Town of Calmar also sought door-to-door opinions. Results from the various forms of surveys say 275 of 282 were in favour of a borderless model being further investigated. A few of the concerns included whether there would be any difference in the delivery model.

A growing number of residents and municipalities will be wanting to make changes to catch, slow and filter the water before going in lake. See the Clean Runoff Action Guide available this summer at Pigeon Lake, then across Alberta. The PLWA is bringing in Clean Runoff Expert Jim Laidlaw to show, tell and answer your questions. The workshop will include a range of topics: • Site evaluation, landscaping and construction • Plant and soil selection, rain gardens and proper rain barrel and water collection systems • Trenches, rock channels and the use of permeable pavements Do you know: The importance of grass choices? Soil types around the lake? How to minimize runoff during construction? Lot drainage? Alternatives to retaining walls?

COME, LEARN & ASK QUESTIONS! We want to hear from you and to help you understand how you can incorporate healthy-lake runoff practices into your services.

‘Seeds of Hope’ helps most vulnerable BY STU SALKELD THE PIPESTONE FLYER A charity that helps some of the most vulnerable of local citizens is hosting their annual major fundraiser Apr. 23. Leduc & District Emergency Shelter Association, better known around Leduc County and city as The Hub, is hosting their annual “Seeds of Hope” dinner and auction. Executive director Susan Perry said The Hub uses those funds to help people who are in desperate straits or at the end of their rope, mostly seeking financial help with things like rent or utilities. “We help people who can’t get assistance anywhere else,” said Perry by phone Apr. 5, noting the charity covers both the county and city of Leduc. “We’re kind of the last stop shop.” Perry said government agencies tend to have strict guidelines about how they can help, while The Hub can be more versatile. However, Perry said The Hub is seeing a 100 per cent increase in requests, and the charity saw the increase start about six months ago. Besides rent and

utility bill help, clients are also seeking help with eviction notices, utility cutoff notices and help with paying for fuel and food. Perry said a lot of the clients have lost their jobs and some were on EI but their benefits ran out and now they have no income. Perry noted the Hub is also a place that during the winter, those in need of coats and winter wear can come and use the “Coats for Families” program; also, the Community Inn Program in partnership with the faith community in Leduc provides overnight shelter October through March. As well, Operation Night Angel supports the Camrose Women’s Shelter by providing motel rooms to women victims of violence when requested to do so. The Hub is operated solely by volunteers and funded completely by donation, so fundraising is incredibly important to the charity. “Seeds of Hope” is the group’s number one fundraiser of the year. Perry said the fundraiser is even more important this year because of the increased demand for help in the community. Continued on page A11

Edmonton cottage, cabin show great opportunity for lake locals BY AMELIA NAISMITH THE PIPESTONE FLYER Why fight cabin fever when the the Pigeon Lake Regional Chamber of Commerce and many other local vendors are attending the annual Edmonton Cottage Life and Cabin Show, April 22 to 24? Chamber office administrator Chantelle Van Slyke says along with the chamber’s booth there will be many other resources from the lake area there and it will be a great opportunity for those looking to spruce up their cabin life or those just getting into it for the first time. “It should be a really, really great show,” said Van Slyke. “There will be anything and everything pertaining to cottage life and cabin living,” she added. Van Slyke says the Pigeon Lake Regional Chamber of Commerce’s booth

will offer information on realtors in the Pigeon Lake area as well as a building company. At the show in general, Van Slyke says it will offer a wide array or vendors including realtors, a rural internet provider, landscaping, possibly contractors, a home security company, home improvements and decorations. “I would imagine they would have patio sets and things like that.” “Another company, they have trikes and stuff like that,” she added. With Alberta’s economy in recession and uncertainty in the global community ‘staycations’ are gaining in popularity. “A staycation is exactly that, when you stay close to home,” said Van Slyke. She says more and more people are choosing to find new and exciting things to do in their local area. “It’s a good way to find ways to relax … without spending money of a big ticket

BY STU SALKELD THE PIPESTONE FLYER The Wetaskiwin Chamber of Commerce’s annual spring extravaganza has been shelved for 2016, according to a statement from the organization. In the regular newsletter sent to members, the cancellation of the Spring Showcase and FEASTival was announced. “It is very unfortunate that effective today the Wetaskiwin Regional Chamber of Commerce will be cancelling the Spring Showcase & FEASTival this year,” stated the newsletter. “We are all faced with challenges in our current economy. With a lack of exhibitors, the chamber does not want

to disappoint registered exhibitors or residents with a considerable smaller show that will give them a poor return on investment. “In 2015 we had 77 exhibitors registered and today we only have 33 businesses registered and eight restaurants for FEASTival. Sponsorship is critical for Spring Showcase & FEASTival to be successful and this has been difficult to obtain, again due to the current economy.” The chamber staff noted those exhibitors who paid for their booth space will receive a full refund and invoices will be cancelled. “Spring Showcase & FEASTival will continue in 2017, as we look forward to the economy picking up,” added the newsletter.

Season wind-up at Millet Curling Club BY JENNY MAJOR MILLET CURLING CLUB Curlers are definitely crazy! 20 degrees outside on Saturday, April 2 and the Millet Curling Club members are inside the curling club holding their final wind-up sturling and potluck supper of the year. I guess to be fair, when the wind-up was planned we didn’t know what the temperature outside would be. The curlers met at 2 p.m., drew names from a hat and proceeded with some fun sturling using hats from the tickle trunk owned by Deb Herman. Then, a wonderful potluck was enjoyed by all. After that, a turkey shoot – using real turkeys. Then

human curling‌.how much more fun could a final wind up be? The Millet Curling Club had a wonderful year. A few problems with the plant that was monitored and maintained by our volunteer icemaker Stan Major. Overall, the ice was really keen and appreciated by all members. We even hosted some Sturling fundraisers and had participants from Tofield, Hay Lakes, Wetaskiwin, Edmonton and Leduc. We are looking forward to a wonderful 2016-2017 season and would welcome any and all new members – even if you haven’t curled before. We are basically a non-competitive league although we do have some grudge matches.

Left to right: Jenny Major, Leigha D’Amico, Shelley Granoin-Barr, and Robyn Olsen (front).

Alberta Agri-news Surface Rights Board Streamlines Process SUBMITTED BY ALBERTA AGRICULTURE AND FORESTRY The Surface Rights Board has streamlined its approach for handling recurring applications for recovery of unpaid rentals for surface leases. Section 36 of the Surface Rights Act provides landowners with the opportunity to apply for the Surface Rights Board (SRB) when annual surface lease rentals are in arrears. The SRB will seek payment for the unpaid rental and, if unsuccessful, terminate the rights to the site. An SRB panel may direct the Minister to pay

compensation for unpaid surface lease rentals from General Revenue. “The new streamlined process applies to recurring applications – situations where the SRB directed payment from General Revenue in previous years,” explains Jeana Les, rural engagement and communications specialist for the Farmers’ Advocate Office. In the past, landowners were required to provide a Statutory Declaration sworn by a Commissioner of Oaths every year. Under the new process, applicants will now complete a specified form in the presence of a witness.

Alberta Breaks New Ground on Enhancements to Crop Insurance Six new enhancements to the Agriculture Financial Services Corporation’s (AFSC) AgriInsurance programs will benefit crop and bee producers across the province. The developments include a new malt barley insurance product, the first of its kind in Canada. “We are proud to be the first province in Canada to provide insurance coverage for a malting end-use to growers with malt barley contracts, as well as provide additional improvements to support bee and crop producers,” says Honourable Oneil Carlier, Minister of Alberta Agriculture and Forestry. “Alberta producers have asked for these changes, and we have listened to their request. They work hard to put food on our tables, and we have to ensure that they get the support they need through insurance programs.” AgriInsurance’s production insurance programs, which are part of the Growing Forward 2 initiative, help to mitigate the financial impacts of production losses by providing affordable insurance protection to producers. “AgriInsurance provides the flexibility for provinces to develop the products that respond to the specific needs of their producers. These enhancements provide additional protection for producers to manage the risks they face,” says Honourable Lawrence MacAulay, Minister of Agriculture and Agri-Food Canada. AFSC, the Government of Alberta, the Government of Canada, and various producer groups worked together to make the enhancements based on producer feedback. “AFSC is proud to have worked with various producer groups, including the Alberta Alfalfa Seed Commission, the Alberta Beekeepers Commission, Organic Alberta, the Alberta Barley Commission, and the Alberta Pulse Growers Commission to make these much-needed improvements a reality,” says Brad Klak, President and Managing Director of AFSC. “Enhancements like these demonstrate Alberta’s commitment to providing comprehensive agriculture insurance programs to its producers.” Highlights of the other five program enhancements include: Amendments to the Annual Insurance Program to include winterkill as a designated peril for pedigreed alfalfa seed production loss insurance. Implementing individual coverage as part of the Bee Overwintering Insurance Program. Making organic producers eligible for production insurance. This new option will work similarly to AFSC’s standard production insurance programs. Continued changes to field pea insurance as the crop shifts to an edible end-use.

The creation of a distinct category for yellow dry beans. Additionally, AFSC clients will pay an average of six per cent less in multi-peril Annual Crop Insurance Program premium rates compared to 2015 levels. The reduction is based on the average of all crops in risk areas, and is related to the positive-loss experience in recent years. In certain risk areas, the premium reductions will be higher or lower than the six per cent average. Clients will also see a 14 per cent increase in dollar coverage per acre in 2016. This increase is due to a combination of increasing spring insurance prices and yields. For more information about these program changes, call 1-877-899-2372, or visit www.afsc.ca. Register Now for Open Farm Days Registration for Open Farm Days is now open, and Alberta Agriculture and Forestry (AF) has produced some new videos to help out farms that are considering participating, but might not know where to start. “These videos are a great resource because they profile some of the different types of farms that have opened their doors to Open Farm Days in the past,” says Colin Gosselin, senior project coordinator with AF. “They give a quick overview of participants’ experiences, along with tips for hosting an open house.” Open Farm Days is a province-wide event that showcases agriculture, local food, and agritourism by inviting the public to come out and directly experience the farm. This year’s fourth annual event runs the weekend of August 20-21, 2016, while farm registration closes May 31, 2016. One of the videos features Humphrey and Terry Banack, who operate a conventional grain and oilseed farm near Round Hill. They discuss how consumers are going on an adventure to see where their food comes from, and how Open Farm Days helps bridge the gap between the producer and the end user of their products. Another video features Leona Staples from The Jungle Farm, an established agritourism business. Leona shares some great tips on improving the visitor experience around things like temporary parking areas, porta potties, and working with your local health inspector if you’re going to be providing food as part of your event. Our third video puts the spotlight on Daniel Chappell of Country Thyme Farm. Daniel is a local food producer with a Farm Box Program, and he discusses how Open Farm Days has helped increase his exposure, and provides him with an opportunity to open up his operation to the public for one day of the year. Open Farm Days 2015 had 70 participating farms and 18 farm-to-table culinary events. Last year’s events boasted over 10,000 visits to farms, and almost $100,000 in food and on-farm sales. “Open Farm Days clearly benefits both the host farm and the visitor. I encourage you to watch the videos to see if hosting an open house is in your future.”

Nisku Spine Road wins Construction Innovation Award

Leduc Chamber of Commerce trade fair sees vendor growth BY AMELIA NAISMITH THE PIPESTONE FLYER

BY AMELIA NAISMITH THE PIPESTONE FLYER In recognition of the Nisku Spine Road project, Leduc County has been awarded the Excellence in Construction Innovation Award as part of the 2016 Minister’s Awards for Transportation Innovation. According to a county media statement a Phase 1A-i business model was employed to the multi-phase project, which resulted in cost savings, scheduling efficiencies, project delivery enhancements and process improvements. “Yes, we were persuaded this is the right way to go. We decided to go that route and it turned out good,” said county mayor John Whaley. Coun. Clay Stumph wondered, with the success the process and the project saw, if the county would be doing the same for future projects. Council was informed by public works director Des Mryglod any project that would make a good candidate would be considered for the same process. “The real strength is that you bring in expertise from different areas … to make sure that this project is designed properly.” “It it easy to construct and rather than trying to figure everything out at the front end you build a team,” he added. The project saw 10 weeks worth of delays due to utility relocations but still came in on time, just four days past the original due date. Nisku Spine Road is a corridor connecting 41st Avenue in south Edmonton through Nisku to connect with Highway 2A at the south end of Leduc. Its purpose is to provide an alternate route for drivers to avoid more congested routes coming out of Edmonton. A presentation of the award was made to county council at its March 22 meeting. The Nisku Spine Road project was one of 29 up for the award.

Once again the Leduc Regional Chamber of Commerce is opening up the businesses of Leduc and area to the public with the annual Businesses Expo and Trade Fair, April 16 and 17. Despite the hardship Alberta’s economy is facing the expo and trade fair is seeing more vendors register this year than in recent history. Communications and marketing co-ordinator Jessica Roth says there will be approximately 90 this year. “It’s a little bit bigger. We’ve had about 70 in the past.” With the economic downturn, Roth says the chamber is finding more time to spend on their business marketing and have that increased need to market themselves. Those who choose to attend the event can

The expo and trade fair offers a large variety of vendors but being a spring show Roth says roofers, renovators and landscaping vendors are popular year after year. Also popular is shopping, financial services and jewelry booths. “It’s a pretty big range,” said Roth. A food truck will be onsite this year, which is another new addition to the event. “The new, exciting aspect is there will be more (exhibitors) than ever,” said Roth. “It’s a great way to come out to see what businesses the Leduc region has to offer and have some free family fun,” she added.

PIPESTONE FLYER 23

Leduc County supports RCMP priorities BY AMELIA NAISMITH THE PIPESTONE FLYER Leduc RCMP and Leduc County council have received the results of the recent RCMP priorities survey for 2016-2017 and the public has indicated its top priorities and concerns are major property crimes, impaired driving, drug use and minor property crime. Insp. Kevin Kunetzki says there was more than 2,000 people who respond-

ed to the survey. He also added the main priorities within the Leduc County fall in line with regional priorities. Along with the survey questions there was a comments section where participants could further explain themselves. “The residents have expressed a level of frustration with property crime, said Kunetzki. He specifically named areas around Breton, Thorsby and east of Calmar.
