RCMP investigate break-in at G-P Distributing Police arrested one man and a second suspect is still at large after a break-in at a Whitehorse food distribution company over the weekend.

In the early evening on Sunday, Whitehorse RCMP were called to G-P Distributing Incorporated in Porter Creek.

According to an RCMP press release, two men with their faces

covered entered the building through a door in the back. “Upon seeing an employee, the males ran out the back and left the area in an older model Ford pickup truck,” the release says.

The vehicle was later spotted in Riverdale and then the Miles Canyon Road area.

Police searched the area using a trained dog to track the suspects.

One suspect was apprehended by the police dog and its handler.

He was taken to Whitehorse Gen-

eral Hospital for treatment. Police have not released his name or whether he is facing any charges.

The second suspect, Jerrid Bergeron, is still at large. “There is no current indication that he is a threat to the community,” the release says.

If anyone in the public has information about the location of Bergeron, they are encouraged to contact the Whitehorse RCMP at 667-5555.

Firefighters extinguish a fire at a Porter Creek house on Monday. Fire Chief Kevin Lyslo said residents called 911 around 3 p.m. after they spotted smoke coming from the home near Elm Street and 14th Avenue. Lyslo said the house had not been lived in for years. Firefighters were on the scene for about six hours putting out the flames and closing the house back up. The cause of the fire is still under investigation. Lyslo said the fire caused a “significant amount of interior damage.”

Yukon government out of touch with local infrastructure needs, says Whitehorse councillor Myles Dolphin News Reporter

T

he Yukon government needs to do a better job of taking into account the infrastructure needs of communities, according to a Whitehorse city councillor.

Betty Irwin made the statement at Monday evening’s council meeting, where she proposed to replace a resolution destined for the Association of Yukon Communities’ upcoming annual general meeting.

Last month, city council voted in favour of using the meeting as a platform to ask the territorial government some important questions.

One of them was a resolution for the AYC to engage with the Yukon government to ensure that municipal priorities are reflected when infrastructure investments are considered.

On Monday, Irwin proposed to replace the resolution entirely with a more beefed-up version.

The new one also calls for the AYC to request the Yu-

kon government to check in with municipalities and their infrastructure wish lists on an annual basis.

It also asks the Yukon government to respect the budget timelines of municipalities when finalizing the territory’s infrastructure plan.

Irwin said infrastructure needs in the territory aren’t always taken into consideration.

“When municipalities put in their priority lists, the Yukon government doesn’t always recognize them,” she said.

“The municipalities have been left hanging on this. They submit a wish list and it’s ‘Gee, too bad, you didn’t get your wish, here’s something else.’

“We’re asking the government to tighten that up a bit.”

The AYC’s upcoming annual general meeting takes place from May 12-15 in Watson Lake.

Three other resolutions from Whitehorse city council, passed last month, will be presented at the meeting.

One of them encourages the Yukon government to develop and implement an electronics recycling program.

Whitehorse City Councillor Betty Irwin says the Yukon government should be doing a better job of understanding the infrastructure needs of communities.

Yukon consumers currently pay a surcharge on certain products, including beverage containers and tires, at the time of purchase.

Those extra fees help cover the costs of recycling those products. But there is no program in place to cover the costs of transporting and processing electronic waste out of the territory.

Another resolution calls for the Yukon government to provide more clarity when it comes to implementing a hotel tax.

In December, the territory’s Municipal Act underwent several changes, including amendments to the section on the powers of municipal governments to levy taxes and other fees.

But it remains unclear whether Yukon municipalities have the authority to charge a hotel tax under the amended act, according to the city’s administrative report.

City council will vote on Irwin’s resolution at next week’s meeting.

Watson Lake resident says Liard First Nation is ignoring bedbug infestation Maura Forrest News Reporter

A

Watson Lake resident says her apartment has been infested with bedbugs since Christmas, and the Liard First Nation Development Corporation has done nothing to fix the situation.

Nicole Beauchemin said she believes the Lakeview Apartments have had bedbug problems since before she moved in a year ago.

She said the building’s caretaker has told her there’s no money to pay for an exterminator.

Beauchemin said it took her about a month to figure out that the apartment she shares with her boyfriend and three children was infested.

“I didn’t know what they were at first,” she said. It wasn’t until the bugs started getting bigger that she was able to identify them.

She said she trapped one of them in a container and brought it to show the caretaker, but the woman told her not to cry and assured her that the bites would be just like mosquito bites.

The bugs quickly spread from her chair to the various beds in the apartment, Beauchemin said. She’s had to throw out her daughter’s bed and the mattress on one of

the bunkbeds where her sons sleep. Now, her daughter sleeps on the floor and her two sons sleep together in the top bunk.

She’s kept her own bed, though it’s also infested. “We just have no place to sleep,” she said.

Beauchemin said her three children are all being bitten, but her daughter has the worst reaction to the bites.

“She’s scratching,” she said.

“She has scabs all over her body.”

According to Beauchemin, others in the building have had similar problems. She said one of her neighbours has moved out because of the infestation, and she’s seen others leaving furniture outside in the cold, possibly to try and kill the bugs.

She, too, is looking for another place to live, but she said it’s been difficult to find other rental properties.

Beauchemin believes an exterminator was brought in two or three years ago to treat the entire building, but she said that hasn’t happened since she moved in a year ago. Since she’s been there, she said, an exterminator has occasionally come to treat individual apartments, but even that hasn’t happened since her apartment was infested around Christmas.

Beauchemin said the Lakev-

iew Apartments are owned by the Liard First Nation Development Corporation. She pays rent to the corporation through the caretaker every month.

But she said the caretaker has told her that the owners are saying there’s just no money to pay for an exterminator right now.

“I want the whole building done, because it’s not going to go away until the whole building’s done,” she said.

The News was unable to reach anyone with the Liard First Nation Development Corporation.

The Liard First Nation has been under third-party management since the fall of 2014, after it laid off 40 employees, saying it could no longer afford to pay them.

It’s now the third-party manager’s responsibility to ensure continued delivery of programs and services to the community.

But that doesn’t extend to managing housing for the First Nation, according to an email statement from Indigenous and Northern Affairs Canada.

“For First Nation-owned housing, chief and council is responsible for housing maintenance,” according to the statement.

The third-party manager also does not collect rent.

Beauchemin said she has considered filing a complaint with the residential tenancies office. But she said when she spoke with the office, she understood that she would have to come into Whitehorse to complete the process, which would be difficult for her to manage.

But Shane Hickey, director of employment standards and residential tenancies for the Department of Community Services, said that’s not the case.

The dispute resolution process changed after amendments to the Residential Landlord and Tenant Act came into effect on Jan. 1, Hickey said.

Now, dispute resolution hearings can be held by teleconference, and the office can issue binding decisions instead of requiring that the tenants and landlords go to court.

However, the process still requires that a tenant who files a complaint provide a copy of the documents directly to the landlord, either in person or by registered mail.

For the time being, Beauchemin’s caretaker has recommended that she buy Raid to try and treat the apartment herself. But so far, she hasn’t been able to find any in Watson Lake. So she’s been using tea tree oil on the upper bunkbed to try and keep the

bugs away.

But Nolan Newman, a branch manager with Orkin Canada, a pest control company, said the idea that tea tree oil can fight bedbugs is “just a myth.”

He said Raid won’t help much either, as it will just drive the bugs into the walls and neighbouring apartments.

Bedbugs also become immune to pesticides very quickly, he said. “Don’t treat it yourself. It makes our job a lot harder.”

Once an entire building is infested with bedbugs, Newman said, it’s not easy to get rid of them.

“It might take us about a good six months to get them out,” he said. “It does take some time to break the cycle.”

He said bed bugs are becoming more common in the Yukon, and cautioned against buying any used bedding or furniture.

He said people dealing with an infestation should vacuum their bedding and all crevices and baseboards in their home.

They should also throw their sheets in the dryer for 15 minutes and use bedbug mattress covers.

The News was unable to reach any other tenants or the caretaker of the Lakeview Apartments.

2016 Mosquito Control Program

Larval surveying and monitoring for the City of Whitehorse 2016 Mosquito Control Program is scheduled to begin as early as 11 April 2016, depending on conditions. The goal of the annual control program is to reduce adult mosquito annoyance for residents and visitors. Experience has proven that the best way to achieve this is through effective control of larval mosquito populations.

Control of larval mosquito populations will be completed as required, and where necessary, throughout the season on the basis of mosquito population surveillance. Larvicide applications will be made using aerial (helicopter) and ground-based, handbroadcast methods. Control program operations will extend throughout the summer and until mid-August.

Larval development occurs with water accumulations from snowmelt and precipitation in depressions and established ponds.

Permanent water bodies include stagnant ponds, marshes, nonÀRZLQJ GLWFKHV GHSUHVVLRQV DQG DQ\ RWKHU QDWXUDO RU PDQ PDGH container, which can hold water for several weeks or months. Left unchecked mosquito larvae will complete their development to adult and provide a source of annoyance. While the larval mosquito control program will reduce overall mosquito populations, residents and visitors should still be prepared to protect themselves from adult mosquitos. Ensure window screens are in good condition, wear loose, light coloured clothing. Limit outdoor activities near landscaped areas, marshes, ponds, lake margins and forested or overgrown areas where adult mosquitos may rest. Avoid perfumed skin care products, shampoos and consider using repellents.

Yukon adopts new energy efďŹ ciency standards for buildings Maura Forrest News Reporter

T

he Yukon has adopted new energy efficiency standards for new homes and renovations in the territory, but they won’t have any effect on most new builds.

The government has put in place section 9.36 of Canada’s National Building Code, which requires builders to meet an overall EnerGuide rating of 78 out of 100 for energy efficiency. “The territory is now on par with the rest of the country when it comes to energy-efficient home construction,� said Community Services Minister Currie Dixon in a news release. “Implementing these standards for new home construction or renovation demonstrates the Yukon government’s commitment to increasing our energy efficiency.�

But the new regulations likely won’t affect the majority of Yukoners, since the City of Whitehorse already has a bylaw that exceeds the new standards.

Whitehorse’s target EnerGuide rating is 82 out of 100, said Doug Badry, manager of the building safety and standards branch at Community Services.

Badry said many people out-

side Whitehorse are also building homes that exceed the National Building Code rating. “In our experience, very few buildings even outside of the City of Whitehorse have been built with minimal insulation in them,� he said. “Most people are insulating as much as they can afford to, because it pays off very quickly.�

Badry explained that an EnerGuide rating of 100 would mean that a house doesn’t need any additional heating to stay warm.

He said construction in the 1970s and 1980s reached a rating of 66, and standards have been increasing since then.

The EnerGuide rating looks at a number of factors, including insulation in the walls and ceilings and the heat lost through doors and windows.

Badry said there are no specific standards for each of those elements, but the overall rating has to be at least 78. Typically, he said, builders will take their plans to an energy consultant, who will use a computer program to tell them if their building makes the grade.

The National Building Code also requires that woodstoves be EPA-certified, and that appliances like furnaces and water heaters be 86 per cent efficient. Badry

said that’s the one standard that could have more of an impact here, since Whitehorse does not regulate appliance efficiency.

However, the Yukon has adopted its own regulations to govern log homes, which differ from the National Building Code. Badry said those regulations come from an advisory committee that reviewed the code and came up with recommendations for how it should be tailored to the Yukon.

Badry said log homes must still have an EnerGuide rating of at least 78, but they will be assessed differently, since standard insulation ratings don’t apply as well to log homes.

Instead, they will have to be made of squared logs that are at least eight inches thick or round logs that are at least 10 inches thick. “So that sets a minimum level for the thermal resistance of that wall,� Badry said.

Also, cabins and homes that are 480 square feet or smaller are entirely exempt from the new rules. “The amount of energy used to heat these is not significant,� Badry explained. “It’s just to remove more regulation from the building of these smaller dwellings.�

During the fall legislative sitting, the NDP accused the government of having poured millions of dollars into the south portion of the Campbell Highway solely to benefit the Wolverine mine, which shuttered in January 2015.

At the time, the News found that road upgrades listed in annual budget highlights often targeted the section of road between kilometres 10 and 190, right around the Wolverine turnoff.

Upgrades to the stretch of road between Carmacks and Faro were only explicitly mentioned once in the previous decade, in 2005-06.

But in the legislative assembly, Kent argued that the upgrades to the South Campbell Highway will benefit future mines in the area. He specifically referenced the Selwyn and Kudz Ze Kayah projects.

The Kudz Ze Kayah site is located just north of Wolverine, while the Selwyn site is on the border of Yukon and the Northwest Territories. It can be accessed via the Nahanni Range Road, which splits from the Campbell Highway at kilometre 107, just north of the section slated for the latest upgrades.

Sally Wright hopes to run for the NDP Maura Forrest News Reporter

R

enewable energy advocate Sally Wright is seeking the NDP nomination for Kluane during this year’s territorial election.

Wright said she decided to make her first foray into politics after reviewing Yukon NDP policy and realizing she agreed with “almost all of it.� “I read their policies and I can stand behind them,� she said, citing the party’s support for “equality, democracy, sustainability, community and cooperation.�

Wright said the Yukon government needs to do more to get people off of fossil fuels. “I am very interested in renewable energy and how it can be used as a tool for economic development for small communities,� she said.

She believes that Alaska and the other territories are doing more to promote renewable energy, and the Yukon needs to do better.

Wright lives in a solar-powered, off-grid home heated by a wood stove, and she believes more Yukoners could do the same.

She also said the government could do more to reduce fossil-fuel emissions from transportation.

She’s currently unable to afford an electric car, she said, even though her solar panels produce enough electricity to charge one. “If we had the right government policies in place that would help

us electrify our transportation, it would make a huge, huge change in the very fabric of our societies.�

Wright is a longtime member of the Yukon Conservation Society, and has been a vocal opponent of

hydraulic fracturing for natural gas in the territory.

She said she doesn’t think there’s any place for an oil and gas industry in the Yukon. But she does believe there’s room for “responsible min-

ing,� provided it doesn’t damage the environment. She also believes there needs to be a review of how much the Yukon collects in royalty payments from mining companies.

Still, Wright said she wouldn’t just be a one-issue candidate.

She said she’s also concerned for elders in her riding who want to age in place. “I think we need to take care of our elders and keep them as close to where they want to be ... as long as possible,� she said.

Wright hitchhiked to the Yukon when she was 20 years old. In 1985, she got a job as a dishwasher and a research assistant at the Kluane Lake Research Station, and later built her house at the south end of Kluane Lake.

She now works as a writer, artist and filmmaker.

Wright said it will be important for her to get out and hear from the residents of her riding. “I’m going to go see everyone,� she said. “I can’t wait.�

Kluane is currently represented

by Environment Minister Wade Istchenko. The riding was previously held by longtime MLA Gary McRobb between 1996 and 2011, first for the NDP and later for the Liberals.

Former Mayo mayor seeks Liberal nomination Maura Forrest News Reporter

D

on Hutton, a former mayor and councillor for the Village of Mayo, has announced his bid to run for the Liberals in Mayo-Tatchun during this year’s territorial election.

He said he was inspired to enter territorial politics in part by the “openness� of the new federal Liberal government. “It’s almost a black-and-white difference between the former government and the one that’s there now,� he said.

Hutton said he’s disappointed with the relationship between the current Yukon government and First Nations, and pointed specifi-

cally to the court battle over the Peel watershed.

He believes the Yukon government should have respected the recommendations of the planning commission, instead of deciding to open up much of the region to mining. “I felt that was an insult and a slap in the face to everyone that was consulted over that sevenyear period,� he said.

Hutton also said he would be a strong voice for Yukon’s rural communities. He said rural residents contribute to the health of Whitehorse’s economy when they come to the city, but they don’t always see “reciprocity.� “I think sometimes the rural communities get a little bit overlooked.�

Hutton would also like to see the Yukon diversify its economy, possibly by trying to attract technology companies to the territory.

And he’d like to see more agriculture in the Yukon, to cut down on the amount of food that has to be trucked in from Outside.

Hutton has lived his whole life in the Mayo-Tatchun riding. He began his career as a firefighter in the 1970s, and worked as a resource management officer with the federal government until 2003, when the position devolved to the territorial government. He then worked as the Mayo zone manager for the wildland fire management program until his retirement in 2013.

In the 1980s, Hutton became involved in municipal politics,

first as a councillor and then as mayor of the Village of Mayo.

During that time, he participated in community land selection negotiations, part of the land claims process, with the First Nation of Nacho Nyak Dun and the federal and territorial governments.

Hutton has also volunteered as a junior curling and indoor soccer coach, and served for 20 years with the Canadian Rangers.

In 2011, he received the Premier’s Award of Excellence for his work during heavy winter flooding in Mayo.

Hutton said he’s been a Liberal Party member on and off over the years. “It’s kind of in my blood,� he said. “My parents were Liberals forever.�

Mayo-Tatchun is currently held

by NDP MLA Jim Tredger. As critic for the Department of Energy, Mines and Resources, Tredger has come down hard on the government for not doing more to develop renewable energy in the territory. For his part, Hutton said he’s most concerned about the balance between the economy and the environment. “I absolutely understand that mining is and always has been a big part of Yukon’s history,� he said, but added that the environment is also “hugely important.�

Hutton is not to be mistaken for another Yukon resident of the same name, who was a former president of the Yukon Party.

T

here have been rumblings of discontent by certain resource extraction types about the environmental assessment process in the Yukon.

Some projects have been raised up from one type of evaluation to a more thorough and detailed one. Not only has this evoked discontent, in one case a project has even ended up in the courts.

All this in spite of the Yukon Environmental and Socio-economic Assessment Act having been tweaked by the previous federal government. the previous federal regime was the most gung-ho “rip those resources outta the ground� government this country has ever been afflicted with, and the changes reflected this mentality.

The new federal government has committed to undoing the worst of those tweaks.

Even if we ignore this commitment, the Yukon’s environmental assessment process, as adjusted by the former government, is still seen as too lax by some mining and fossil fuel proponents.

To those who take issue with the current state of the Yukon’s environmental review regime, count instead your blessings.

The current process has the environmental assessor bringing their considerable in-house expertise and, where necessary, outside independent consultants to examine and review all proposed projects in the Yukon. This ranges from the most basic activities to the most technically complex proposals.

This expertise is then synthesized with public input. It is all done in an open and transparent manner, with documentation, reports and analysis being freely available for anyone with an Internet connection to review. This established process gives everyone, including industry, a clear and logical system to work with.

Having an effective environmental review process is also a means of channeling criticism, dissent and even rage that can exist

Having an environmental review process that all parties, including those opposed to projects, can participate in is vital.

This means that not all recommendations will go the developers’ way. Some projects will be recommended to be turned down.

Some will be recommended to be approved.

But at least all parties have had an opportunity to participate, the project has received thorough scrutiny by an independent body and a recommendation has been developed that is in the best interests of the territory.

The alternative is what has happened in British Columbia: blockades of logging roads, protests along pipelines’ rights-of-way, and more lawyers running around than there are squirrels in the forest.

We can argue until the Yukon’s bison hunting quota is met about whether the Yukon environmental assessment process provides timely and adequate reviews. For the record, this columnist thinks it does, in spite of there having been numerous project approvals that instead he feels should have been recommended to not proceed.

What must be recognized is that the Yukon Environmental and Socio-economic Assessment Act provides for a unique method of

gathering everyone’s views on development projects – be they for, against, or neutral – within a single process.

Those who insist on weakening this madein-the-Yukon process in favour of easier development should be very careful what they wish for.

They could end up with protestors at their project sites, court injunctions, and public relations nightmares.

The Yukon process is not perfect, but for those complaining about it being too thorough or too environmentally (or developmentally) friendly, at least there is a process that more or less satisfies most parties across the entire spectrum.

There will be those who will insist on weakening the Yukon Environmental and Socio-economic Assessment Act. To those people one can only respond that the groups and individuals who are currently channeling their environmental and socio-economic concerns through the current process will have to turn elsewhere to express their viewpoints.

And that, dear project proponent, is a polite way of saying “see you at the barricades.�

Our Taxpayers Protection Act is toothless

othing ruins the fun of being a politician like having your successor come in and reverse everything you’ve done.

Former Finance Minister Joe Oliver penned a piece in the Financial Post several weeks ago lamenting the prompt dismantling of the Conservative legacy by a new Liberal government with what he called a “singleminded determination to overturn almost every Conservative initiative.”

Wise to the fact that the public is a fickle bunch, politicians sometimes decide to actually do something about the changing winds and take some step to “lock in” the changes that have made.

Sometimes the obstacles they put up are practical. The previous Conservative government was well aware that abolishing the long gun registry and eliminating the Canada Wheat Board’s monopsony over the purchase of grain were controversial in

certain circles. So they made sure that these hard-won victories survived their term in office by destroying the gun registry’s records and selling off the wheat board’s asset to Saudi investors.

I dare you to bring them back now, Mr. Trudeau!

Sometimes the obstacles politicians put up are constitutional. Pierre Trudeau made sure that Canada would stay on the socially progressive path his government had set it on by entrenching principles like equality, bilingualism and even equalization when he repatriated the Constitution in 1982. Who could deny that the Charter of Rights has played a transformative role in Canadian society over the last 34 years, much to the chagrin of some successor governments?

But sometimes politicians try to etch their legacy in stone on the cheap by putting obstacles into ordinary legislation.

An example from here in the Yukon that hasn’t yet had the opportunity to be controversial is the so-called “Taxpayers Protection Act.” Passed under the previous Yukon Party government of John Ostashek, the legislation, among other things, purports to limit the ability of later territorial legislatures to introduce new taxes, stating that: “A bill to impose a new tax, or to increase the rate of tax… must not be presented to the Legislative Assembly unless the government first puts

the question of proceeding with such a bill to the electors of the Yukon in a referendum and the electors approve the imposition of the new tax or the increase in the rate of tax.”

The provision has never been tested, despite being on the books for 20 years. That’s probably because the Yukon government has more money than any jurisdiction of comparable size could ever dream of. It is hard to imagine why on Earth it would ever need to go to territorial taxpayers for more. As well, since the law’s creation we have largely been ruled by the ostensibly conservative Yukon Party, and “thou shall not raise taxes” is an honorary 13th commandment on the political right.

But the question remains what if we ever do want to raise taxes, or, as I suggested in a column several weeks ago, introduce some sort of revenue neutral carbon tax. I was asked recently if such a tax – even if it didn’t actually increase the total tax revenue of the Yukon government – would have to be approved in a referendum.

My response was that it doesn’t matter because that part of the Taxpayers Protection Act is probably unconstitutional anyway.

It is generally acknowledged to be a principle of our democracy that one legislature cannot bind a future legislature. That

which can be done can be undone. To allow otherwise would be to allow a government to rule from beyond the grave.

There is some legal debate over whether that principle invalidates so called “manner and form” provisions which impose precondition on introducing new legislation.

A recent court case that dealt with this issue was one I mentioned earlier – the abolition of the Canada Wheat Board’s monopsony. Until recently it was law in Canada that western grain producers could only sell their products to the federal Canada Wheat Board. It was a requirement that irked some farmers who believed they could maximize their returns by shopping their goods around.

At some point some politician got it in their head that it should be hard to change that, so they inserted a requirement in the legislation requiring the minister to hold a referendum of farmers prior to doing so. The Conservatives – who wanted to abolish the board for ideological reasons – scoffed at the requirement and proceeded to introduce the selfexplanatorily titled “Marketing Freedom for Grain Farmers Act.” Litigation ensued and the Federal Court of Appeal ultimately upheld what the Harper government had done (the Supreme Court of Canada declined to hear the case). The court

refused to expressly rule on the point in the Wheat Board cases because it was able to deal with the case on other grounds. But it did express that it had “serious reservations” about the referendum requirement and stated “I seriously doubt such a provision could be used to impede the introduction of legislation in Parliament or could result in the invalidation of any subsequent legislation adopted by Parliament”.

There is an important distinction: the provision to abolish the wheat board required a vote of farmers, whereas the Taxpayer Protection Act requires a referendum of all Yukoners. The debate over whether referenda or representative democracy is a more perfect expression of democracy is far beyond the scope this column.

Perhaps more on point, the Ontario Liberals have gotten away with flouting the spirit of similar legislation in that province for years by simply amending their own Taxpayers Protection Act to create an exception to allow them to raise taxes.

So if any of you territorial party leaders are considering introducing carbon pricing after the next election, I wouldn’t let the Taxpayers Protection Act keep you up at night.

Iceland’s leader is first victim of offshore holdings leak Jill Lawless & David McHugh Associated Press

T

he leak of millions of records on offshore accounts claimed its first high-profile victim Tuesday as Iceland’s prime minister resigned amid outrage over revelations he had used such a shell company to shelter large sums while Iceland’s economy was in crisis.

The fall of Icelandic leader Sigmundur David Gunnlaugsson is

the biggest fallout so far from the publication of the names of rich and powerful people linked to the leaks, dubbed the Panama Papers.

China and Russia, meanwhile, took the opposite approach, suppressing the news and rejecting any allegations of impropriety by government officials named in the leak of more than 11 million financial documents from a Panamanian law firm.

Officials in Ukraine, Argentina and other countries are also facing questions about possibly dubious offshore tax-avoidance

schemes.

The reports are from a global group of news organizations working with the Washingtonbased International Consortium of Investigative Journalists. They have been processing records from the Mossack Fonseca law firm that were first leaked to Germany’s Sueddeutsche Zeitung newspaper.

The announcement that Gunnlaugsson was stepping down came from the country’s agriculture minister. It followed the refusal by Iceland’s president

to dissolve parliament and call a new election, and after thousands of Icelanders protested outside the parliament building in Reykjavik.

No replacement has yet been named, and Iceland’s president did not immediately confirm that he had accepted the resignation.

Gunnlaugson has denied any wrongdoing and said he and his wife have paid all their taxes. He also said his financial holdings didn’t affect his negotiations with Iceland’s creditors during the country’s acute financial crisis.

Gunnlaugson sought to call a snap election Tuesday, but President Olafur Ragnar Grimsson refused, saying he wanted to consult with other party leaders before agreeing to end the coalition government between Gunnlaugsson’s centre-right Progressive Party and the Independence Party.

The leaked documents allege that Gunnlaugsson and his wife set up a company called Wintris in the British Virgin Islands with the help of the Panamanian law firm. Gunnlaugsson is accused of a conflict of interest for failing to disclose his involvement in the company, which held interests in failed Icelandic banks that his government was responsible for overseeing.

Iceland, a volcanic North Atlantic island nation with a population of 330,000, was rocked by a prolonged financial crisis when its main commercial banks collapsed within a week of one another in 2008.

Since then Icelanders have weathered a deep recession and been subjected to tough capital controls – another reason the prime minister’s offshore holdings rankle many.

China, on the other hand, dismissed as “groundless” reports that the Panamanian law firm had arranged offshore companies for relatives of at least eight present or past members of the Communist Party’s Politburo Standing Committee, the apex of power in China.

Among those named in the leaked documents was the brother-in-law of President Xi Jinping. State media have ignored the reports and searches of websites and social media for the words “Panama documents” were blocked.

China’s Foreign Ministry spokesman Hong Lei said he would not discuss the reports further and declined to say whether the individuals named would be investigated.

“For these groundless accusations, I have no comment,” Hong told reporters at a regularly scheduled news conference.

Meanwhile, Ukraine’s president was accused of abusing his office and of tax evasion by moving his candy business offshore, possibly depriving the country of millions of dollars in taxes.

Shell companies aren’t in themselves illegal. People or companies might use them to reduce their tax bill legally, by benefiting from low tax rates in countries like Panama, the Cayman Islands and Bermuda. But the practice is frowned upon, particularly when used by politicians, who then face criticism for not contributing to their own countries’ economies.

Because offshore accounts and companies also hide the names of the ultimate owners of investments, they can be used to illegally evade taxes or launder money.

Mossack Fonseca says it obeys all laws relating to company registrations and does not advise people how to evade taxes.

As a result of that increased interest, Lewis, one of the key drivers behind the manifesto, said he’s been working with Davies, Scott and others inside the NDP to help craft an appropriate procedural path for the ideas. They’ve come up with twostep process, for which the letter seeks support.

Smith also said that rowers trying out for elite teams have to measure their power on a rowing machine.

“If you can’t output power at a certain rate, for a certain period of time, then you’re just not going to be quick enough,” he explained.

But until now, there hasn’t been an easy way to get similar data from cross-country skiers.

Smith said that’s because skiing is so complex – with the skis and poles, it’s essentially a fourlegged sport.

His invention only collects data from the poles, not the skis.

But as the sport evolves, he said, more and more power is coming from the poles. These days, some skiers are racing just by doublepoling, without moving their skis at all.

“At this point, the main focus is on how can we make poling more efficient,” he said.

The other change that’s made this invention possible is the smaller size of the technology.

“We’ve just hit that point where the electronics have gotten to a point where they’re miniature enough, they consume little enough power, that we can hide all of that in something that

weighs just marginally more than a standard grip,” he explained.

Right now, Smith and his partners are working with Canada’s national cross-country ski team as they design their prototype.

He said they’ve also had interest from teams in the United States, Scandinavia, Eastern Europe and Russia.

It’s all happened remarkably fast, given that the trio only started working on the project in mid-December.

Smith said the idea was born after Anton Fischer, an old high school friend, came to visit the Yukon. After his trip, he and Smith started emailing back and forth about whether they couldn’t create a power meter for skiers.

After all, Smith said, he has a background in computer science and Anton and his brother, Hans, are engineers.

“And it kind of snowballed and evolved from there,” Smith said.

Yukon College’s Technology Innovation fund has given them about $68,000 to develop the prototype. And they’ve been working with Whitehorse-based Make IT Solutions for the programming.

Now, they’re starting to look for private investors to help them move from the prototype phase into mass production. And they’d like the business to stay in the Yukon.

“We’re lucky to be based in the Yukon where normally we have good snow and have access to world-class skiers and worldclass trails,” Smith said.

He said they’d likely sell the ski poles for about the same amount as bike power meters, which now average around $1,500.

That might seem like a lot, but Smith believes he’s tapped into a growing popular demand for more data about every aspect of daily life. We are used to having information at our fingertips, he said.

“Right now, it seems very specific, but if you think about Fitbits and heart-rate monitors, they’ve been around since the ‘80s at least as a consumer product,” he said. “And it was only the very top strata of athletes who were using them. And now, people are walking around, walking their dogs with their heartrate monitor.”

Mining companies need stronger oversight abroad, says Liberal MP McKay Ian Bickis Canadian Press

CALGARY iberal MP John McKay is calling for stricter oversight of Canadian mining companies abroad as plaintiffs increasingly look to Canadian courts to seek justice.

He says the government needs to do more because Canadian companies operating internationally continue to face accusations of violating local laws and human rights, despite overall improvements in the industry. â&#x20AC;&#x153;These unwelcome instances keep on coming up,â&#x20AC;? McKay said in an interview after a New York Times front-page story over the weekend shone a harsh spotlight on a Canadian mining company accused of serious crimes in Guatemala. â&#x20AC;&#x153;And not only does the mining company suffer brand problems, so also does the industry suffer brand problems, and so also does our nation suffer brand problems â&#x20AC;Ś. It has been and continues to be a bit of a black eye on our country.â&#x20AC;?

McKay has long been pushing for the creation of an ombudsman position that could investigate claims against Canadian companies abroad and impose sanctions. â&#x20AC;&#x153;There still has to be a day of reckoning for a company that commits egregious actions,â&#x20AC;? said McKay. The former Conservative government did create a mediator position as part of a 2009 corporate social responsibility strategy, but the role came under fire because it was entirely voluntary for companies to participate. The program was later revamped in 2014 as part of the govermentâ&#x20AC;&#x2122;s updated strategy.

Pierre Gratton, head of the Mining Association of Canada, says the second iteration of the strategy is much improved â&#x20AC;&#x201C; Ottawa can now take away trade commissioner services and funding from Export Development Canada if companies refuse to participate.

The mining industry has also made numerous reforms since McKay first called for greater oversight, he added. â&#x20AC;&#x153;A lot has changed in terms of industry practices,â&#x20AC;? said Gratton.

Even so, frustrated plaintiffs are increasingly trying to have their cases heard on the companiesâ&#x20AC;&#x2122; doorsteps here in Canada.

The Times piece told of the efforts of a group of indigenous Guatemalans, represented by the law firm Klippensteins, to sue Toronto-based Hudbay Minerals over alleged shootings and gang rapes at a mining project once owned by the company in the central American country.

In late 2013, the plaintiffs announced that a civil trial would go before a jury in Ontario, though the complex case is still in pre-trial motions.

Hudbay, which didnâ&#x20AC;&#x2122;t own the mining operations when most of the alleged incidents occurred, has said the claims donâ&#x20AC;&#x2122;t have merit and it will vigorously defend itself against them.

But while the company initially fought against having the case heard in Ontario, it backed down in 2014. Company spokesman Scott Brubacher said in an email Monday that the company â&#x20AC;&#x153;is happy for justice to be served through the Ontario courts.â&#x20AC;?

Hudbay is hardly the only company facing shocking allegations abroad.

In 2014, a group of former workers at Nevsun Miningâ&#x20AC;&#x2122;s Eritrean operations filed a civil suit in British Columbia claiming forced labour and other crimes against humanity.

The company has said the claims are unfounded and it, too, will vigorously defend itself.

And just last September, the Supreme Court of Canada upheld a decision that opened the way for Ecuadorian villagers to use an Ontario court to enforce a US$9.5-billion Ecuadorian judgment against Chevron Corp. for environmental contamination.

The plaintiffs successfully argued that because Chevron owns about $15 billion worth of assets in Canada, they could pursue their case in Ontario courts.

Natural Resources Minister Jim Carr, in a telephone interview from New York, said expectations for business behaviour are spelled out in the existing corporate social strategy. â&#x20AC;&#x153;The government expects companies to obey the rule of law, wherever it does business,â&#x20AC;? he said. â&#x20AC;&#x153;Canadaâ&#x20AC;&#x2122;s approach is to help companies find solutions that work, so weâ&#x20AC;&#x2122;re always open-minded for other ideas. But the government is very clear on the kind of behaviour it expects from Canadian companies doing business overseas. And the mining would be no exception to that.â&#x20AC;?

Asked if Canada needs an ombudsman with investigative power and real teeth, Carr said the government is always open to new

ideas â&#x20AC;&#x153;but the main point is that we expect our companies to obey the rule of law, wherever theyâ&#x20AC;&#x2122;re doing business.â&#x20AC;?

McKay said Ottawaâ&#x20AC;&#x2122;s current corporate social responsibility counsellor, Jeffrey Davidson, has no active

mediations or dialogues going.

He said he hopes to see his government move forward on the file, adding that if the industry has indeed improved so much, they have nothing to fear from stricter oversight.

This type of storyline did take some getting used to, Danylo said.

“The first few times we did it, definitely we were all giggling like idiots backstage about the ridiculousness of what we were about to do,” he said.

“People are, in a last minute futile attempt to get fit, doing one push-up backstage.”

Since then the actors are less self-conscious, he said, though they still stretch beforehand.

“This is the most physically demanding show any of us have ever done.”

Since they started, The Comic Strippers have played sold out venues in Canada, the U.S. and Australia.

“The U.S. has Chippendales, Australia has Thunder From Down Under and, you know, Canadians are known for their comedy internationally,” Danylo said.

“So I think it would be really funny if our version was this sort of ironic version of that genre.”

Audiences have embraced their role in the show from day one, he said.

“Everyone’s pretending that we are superstars of sexiness right from the get-go. So the reactions are great.”

Mullaly said travellers are strongly encouraged to carry a communications device, GPS, or emergency locator.

“My son and nephew, they got a caribou,” said Keyootak. “That’s how we survived – the meat from the caribou.”

After a few days, the igloo began to break down, so Keyootak built another and the vigil resumed.

They had a few supplies – a camp stove, some fuel, tea, sugar.

“We had one sleeping bag, one mattress. That’s all we had. The sleeping bag went for my son.

“He was the most important to keep warm. Me and my nephew used our parkas to cover ourselves every night. It’s hard for me to survive in that kind of weather, cold in the night.

“During the day it was all right, when the sun was up. We would stay outside all the time.

We would get up in the morning and go outside right away after drinking tea. We would stay outside and move around so we were not just sitting in the same place.

“Only when it got dark we’d stay inside our igloo. We’d drink tea and go to bed right away.”

A lackluster first period spelled disaster for the Champagne/ Aishihik Storm in the final. The Nanooks exploited a two-man advantage, scored three goals in three minutes and finished the period up 4-0.

“We had a really, really rough start,” said Storm head coach Michael Tuton. “It seemed like any time we made a mistake or gave them an opportunity, they would jump on it.

“The boys had to settle down and they did. I think we spent the last 40 minutes in their end …

I’ve never seen so many open-ice scrambles in front of the net, we just couldn’t capitalize on our chances.

“This tournament means a lot to the guys in that room and to be quite honest, we’re getting quite sick of losing.”

A

fter taking the silver in 2013, Pelly Crossing’s Selkirk Bears finally broke through with gold in the Yukon Native Hockey Tournament on Sunday at Takhini Arena.

The Bears held on to a firstperiod lead to defeat the LJ’s Sabers from Fort McPherson, N.W.T., 7-5 in the final of the B division.

“We’re all pretty pumped up now. This is our first year winning it,” said Bears captain Morris Morrison. “We’ve been in this situation for like six years and it’s good to finally win.”

The Selkirk Bears lost to the Sabers 3-2 on Saturday and were pushed to the bottom of the draw. They reached the final with a 5-3 win over third place’s Lower Post Eagles in the semifinal.

“The first game we played against them we weren’t playing too good, weren’t skating, and our passes weren’t hitting the tape,” said Morrison.

Things got intense late in the final as the Sabers pulled their goalie for the extra attacker and scored with 29 seconds left to pull within one at 6-5. But the Bears’ Vern Cooper put a long shot into the empty net 15 seconds later to seal the deal. It was Cooper’s fourth of the game, helping him win the award for being the division’s top scorer and its MVP. Teammate Daniel Cletheroe notched the gamewinner and had two assists. Burt Stephens and Nolan Lagace also scored for the Bears in the final.

“We kept skating, kept making them have to work, capitalized on our chances and buried some pucks,” said Morrison.

Saturday and had to take the back door to the final. They topped third place’s Fort Nelson Flyers in the semifinal Sunday morning to get another shot at the Warriors in the final.

“We had a little meeting, did a couple of line changes and we beat them today,” said Gleason. “The score didn’t indicate the play (on Saturday). We played with them, there were just a few bounces and I told them that.

“They knew they could play with them and today they proved it.”

Sam Skinner of the Tuk Warriors out of N.W.T. was given the Top Scorer award for the division, Navada Joe of the Carmacks Lil Wild Ones was named Best Goalie and teammate Alex Taylor was named Most Sportsmanlike Player for the entire tournament.

“We got a bunch of guys together and we put it out every year – it’s only once a year we do that,” said Warriors head coach Don Magun. “We have a good group of guys and we work together and things work out.

“Everybody did their job, stayed focused on the bench, and everybody had their shift.”

The Kaska Warriors scored an eighth goal with eight minutes left in the third period to truncate the game and beat the Whitehorse Arrows 8-0. The Warriors beat the Champagne Aishihik Bruins 10-2 in last year’s final to force the mercy rule.

The Arrows, it should be noted, were playing their second game of the day on Sunday. They reached the final with a 10-6 win over third place’s Northwind Inuvik in the semifinal.

“They played an early game and they were tired,” said Magun. “They are a good bunch of guys.”

Warriors’ Curtis Cardinal racked up two goals and three assists in the final. Louis Gardiner had two goals and two assists and was named the division’s top scorer. Tahltan Selects back on top in jamboree division Tom Patrick News Reporter

A

fter missing out on a third gold in a row last year, the Tahltan Selects were back on top of the jamboree division at the Yukon Native Hockey Tournament on Sunday.

The northern B.C. team, who won bronze last year, took gold with a 3-1 win over Old Crowâ&#x20AC;&#x2122;s North Yukon Eagles at Takhini Arena. â&#x20AC;&#x153;We had really solid goaltending (from John Fallows), for sure, and we worked as a team. Each and every kid, for every second of their shift, went as hard as they could go,â&#x20AC;? said Selects head coach Corey Higgins. â&#x20AC;&#x153;We came in with a really good game plan and they executed it as best they could.â&#x20AC;?

The Selects went undefeated at the tournament, but they certainly didnâ&#x20AC;&#x2122;t dominate. They beat Whitehorseâ&#x20AC;&#x2122;s Kwanlin Dun Predators 4-2 in the quarterfinal and N.W.T.â&#x20AC;&#x2122;s Tuk Warriors 5-4 in the semifinal.

They trailed for most of the first period of the final following an early goal from Eaglesâ&#x20AC;&#x2122; Alex Skinner.

Selectsâ&#x20AC;&#x2122; Aaron Chaput scored on a power play late in the first and teammate Keelan Frocklage scored twice in the third for the win. â&#x20AC;&#x153;They out-skated us fairly well, but once again our goaltender stood up and saved the game for us,â&#x20AC;? said Higgins. â&#x20AC;&#x153;We just stuck to our game plan and any opportunity that came up we seemed to capitalize on.â&#x20AC;?

The Eagles beat third placeâ&#x20AC;&#x2122;s Tuk Warriors 8-3 in the semifinal to reach the final. Tuk net minder Kenny Semmier was named Best Goalie for the division.

Aklavik Knights launch comeback for C title Tom Patrick News Reporter

T

he “C” in C division might as well have stood for Comeback on Sun-

day.

N.W.T.’s Aklavik Knights rallied from down two goals in the third period to beat Fort St. John’s Big Stone Falcons in the C final at the Yukon Native Hockey Tournament at Takhini Arena.

“It feels great to win that after going into the third losing,” said Knights captain David McLeod. “We knew we had to wake up and come back. After we got that first goal, we got hungry and wanted more.”

Trailing 3-1 with under seven minutes left in regulation, Knights’ Michael Krengator scored his second of the game to make it 3-2. Teammate Brandon McLeod put in the tying goal just a minute later, assisted by Jordan McLeod and Momo Ipana.

With just 40 seconds left on the clock, Brandon made a cross-ice pass to David, who roofed a backhander in for the game-winner.

It was a real McLeod family effort.

“I’ve got an uncle, three cousins and my sister on there, so lots of family on the team,” said David. “My sister (Davina) has been one of the better players all week. She scored a

Skills Needed: Ability to operate desk & lap top computers, most MS Office software (including Excel), telephone, fax, photocopier, calculator, LCD projector, overhead, cell phone, etc. Management Skills: Time management, coordination and planning, ability to prepare personal work-plan, assist in budgeting and remain within budget. Interpersonal Skills: Ability to source and secure sponsorship, strong organizational skills, ability to liaise with various business, agencies, institutes, ability to work cooperatively with others.

Time commitment: A minimum of 10 hours per week.

The Teslin Tlingit Council (TTC) operates as a self-governing First Nation in the Village of Teslin, 180 kilometres southeast of Whitehorse. The Teslin Tlingit Council invites applications for the following SENIOR MANAGEMENT POSITIONS: CAPITAL & INFRASTRUCTURE DIRECTOR: Reporting to the Executive Director, this key senior management position establishes and directs Capital and Infrastructure services in accordance with the TTC’s mission statement, strategic plan and operational work plans. Supervising a variety of positions in the Capital and Infrastructure department, this position is a member of Management Board, and is responsible for the overall planning, organizing, implementing, controlling, and evaluating programs and project activities. The incumbent is responsible for ensuring that programs and projects identified in the TTC annual work plan are implemented.

LANDS & RESOURCES DIRECTOR: Reporting to the Executive Director and the Executive Council, this key senior position is a member of the Management Board, and is responsible specifically for direction and management of the Final Agreement implementation, renewable resources management, lands management and GIS and data management. The incumbent is responsible for preserving and protecting the spirit and intent of the Final Agreement; ensuring that projects identified in the TTC annual work plan are implemented.

As a members of the Management Board, the Directors share responsibility for the efficient and effective operation of the Management Board, which governs the administration activities of TTC. The key activities of the Management Board include: preparing and reviewing budgets; preparing work-plans, policies, procedures and laws for the Teslin Tlingit Council and ensuring that all activities and efforts of the Management Board reflect the direction of the Strategic Plan.
