Scott Brandon Little, 22, of Port Alberni is in custody and awaiting a court appearance on Wednesday, April 6 after an armed standoff with RCMP last week.

Little has been charged with two counts of uttering threats to cause death or harm, one count of criminal harrassment and one count of possession of knives for a purpose dangerous to the public.

Port Alberni RCMP spent an hour and a half negotiating with Little last Wednesday before he surrendered peacefully. Police received a call at 1:30 p.m. about a man armed with a knife walking along Fourth Avenue. Once he entered the Friendship Centre, the building was evacuated and the street in front of it cordoned off so police could surround the building.

No one was injured in the incident.

C

onstruction is underway for the Port Alberni Friendship Centre’s new child care facility that is estimated to open in September.

Development for ?iihmisuk taatne?is (Treasure Our Little Ones) Child Care Centre began in mid-March and is contracted to West Beaufort Construction.

The City of Port Alberni has donated two of three lots on Fourth Avenue between the Friendship Centre and the former bottle depot, and that is where the new child care centre is being built.

“Basically there’s 50 spaces available,” said Cyndi Stevens, PAFC executive director.

“The spaces range

from zero to 12 years old.”

The facility will provide care for eight infants and toddlers, 32 children between the ages of 30 months and school age and 10 school aged children.

Anyone is welcome to apply for the centre’s childcare services but Stevens said she is expecting a majority of aboriginal families.

“We will be able to take in registrations once our license has been approved, which will likely be in late August,” Stevens said.

“However, we will be creating lists of those interested in June and they will be contacted on a first come basis.”

licensed group child care as they pursue education, training and work. In Port Alberni 27 per cent

of children under 10 years old are aboriginal.

Currently there is no culturally based

aboriginal child care program in the city available.

The new child care facility will offer a

child care program that is based in aboriginal culture, for children of different ages, with a fee at or

near the B.C. subsidy level.

The new child care centre has received $491,595 in funding from the Ministry of Children and Family Development, which will not cover all costs for the centre.

“We don’t have a lot of money and the final construction cost for everything is going to be over $850,000 and that’s not something we expected when we got the proposal in,” Stevens said.

“At this point we’re looking for donations, fundraising and hoping for some other sources of funding.”

Stevens said anything from gently used toys, furniture and other useful supplies would be greatly appreciated if anyone would like to make donations to the daycare facility. karly.blats @albernivalleynews.com

planes to the contract to replace the C-115 Buffalo transport and rescue planes. If they did, the proximity of the Alberni Valley to 19 Wing Comox Air Force base in the Comox Valley could mean good things for the Alberni airport.

City of Port Alberni economic development manager Pat Deakin said he was thrilled with the

decision.

“It will create more work in the community and it will really lay the basis for an expanded aerospace industry,” said Deakin.

that we think would do well out at the airport.”

Deakin said he’s heard of opportunities that have been missed out on due to not having a suitable airport.

“One prominent individual chose to buy a farm in the Comox Valley rather than in the Alberni Valley because the airport runway wasn’t long enough for his jet,” he said, adding he wasn’t able to find out anything concrete.

A national sporting organization is currently being courted to come to the Alberni Valley for an event, Deakin said but declined to give more specific information.

The decision was made at a special board meeting after the office of federal Minister of Infrastructure Amarjeet Sohi asked the board to delay the tender by two weeks in order to allow the minister more time to gather possible funding for the project. All other

grant applications for the project have been denied although the ACRD is applying to the B.C. Air Access program for funding for runway lighting.

Ruttan said he was disappointed in the decision made by senior levels of government.

“There’s some real disappointment that neither the federal government or the provincial government have stepped forward, even though they’ve had ample information and ample opportunity to do so,” said Ruttan “From my perspective, I’m wondering what the messaging is that’s going out to both levels of government and why they’re responding the way that they are. What is it that we can do to change that messaging? Maybe there is a problem with the way we’re approaching them, I don’t know. If there is, I’d sure like to find out and make the necessary changes.” reporter@albernivalleynews.com

Reservations open early Reservations can now be made for most campgrounds in British Columbia through the BC Parks reservations system, Discover Camping.

Discover Camping is an interactive reservation website that displays availability, layout and amenities at 122 campgrounds throughout the province. The website has been open to the public for reservations since March 15.

Folks are able to reserve individual camping sites,

through the Discover Camping website or the call centre, in many provincial parks up to three months in advance.

Campsites in Dry Gulch, Inland Lake and Ruckle Provincial Park are now available for the 2016 camping season. In addition two brand-new group camping sites at Syringa and Kootenay Lake provincial parks are available.

«TEN YEARS AGO We’re celebrating a decade of bringing community news to the Valley.

A

$29-billion deficit budget seems a bit more than Canadians bargained for.

The Liberal government announced its 2016 budget late last month, and the deficit came in at approximately three times what was promised in the election campaign. The feds also broke the news that they would run deficits for their entire term.

It raises questions of whether Canadians are getting quite what were promised. The Liberals were given a mandate to keep their election promises, with perhaps some leeway to decide which ones to prioritize and determine dollar figures and timelines.

The budget is noteworthy for its social program spending, with restructured child and family benefits, billions for indigenous people and expanded Employment Insurance access.

Ideally, it means that Canadians are lifted up and over a number of years, there are net savings in social costs because fewer people need help.

These are long-term outcomes, though, that can’t be measured within the confines of a fiscal year. In the meantime, financing ongoing programs with deficit dollars could start to become troublesome.

In the bigger picture, the deficit is burdensome if it makes a dent in our country’s debt-to-GDP ratio and we can’t know those numbers today. It’s hard to predict, for example, how many jobs will be created in infrastructure spending schemes and harder still to calculate economic impacts of those projects.

A $29-billion deficit is too much, but the problem in saying that is it begs the question: what’s the right number? The $10 billion the Liberals promised? The $10 billion, plus the billions that are considered contingencies, plus allowances for downgraded economic forecasts since the campaign?

Some of the outcomes of the 2016 budget will be up to Canadians, businesses and individuals, and our successes and failures within this framework. Maybe that’s how it should be.

Grandview walkway request

A group of 16 residents living near Grandview Road have requested that the city construct a safe walking path along Grandview to Compton Street. The request has been forwarded to the engineering department for review.

Clutesi RFP delayed

The deadline for the Clutesi Haven development request for proposal has been pushed back to June 30, 2106, due to a lack of responses that fully satisfied the RFP terms. The Hupacasath First Nations, as well as other parties, requested more time to develop business cases and feasibility studies for their proposals.

Central Park is starting to take shape on Third Avenue and Angus Street in Port Alberni’s uptown.

Stacey and Franco Gaiga, who own the property at Third Avenue and Angus Street, are transforming the space into a park for public use. The Gaigas, Val Deakin from Val’s Garden Gals and other helpers were on hand to plant trees, shrubs and flowers on Friday, generating a lot of interest from business owners and passersby.

The park will feature concrete benches, picnic tables, a fountain and an 11-foot-by-3foot carving by First Nations artist Gordon Dick. There will be a main entrance on Angus Street, and people will also be able to access the park from all four corners of the property.

“It’s more like a town square than a pocket park because we decided to put in concrete (for accessibility,” Stacey Gaiga said.

She hopes the park will open “by the end of May, for summer.”

Whither are our waterfalls?

Outdoors writer names his top 5, gives readers another 5 to search on their own

like waterfalls! I like the noises they make. I like how they always flow, always. And each has its own character.

Some can be aweinspiring, others merely spectacular.

And yet others are calming and relaxing.

The Alberni Valley has lots of waterfalls.

Lots and lots. April is perhaps the best time to see them, because the snow at the higher elevations is melting.

That means the flow is high, compared to August, when for some of them, the flow is reduced to a trickle.

I can easily count 10 waterfalls in the Valley with many more in the surrounding area.

Below, I have listed five of them with a brief description of each.

Stamp Falls, of course, is the one everyone knows.

Located 15 kilometres up Beaver Creek Road, it is in the Provincial Park with the same name… I think. Although the literature and the online name is Stamp River Provincial Park, the sign at the entrance says Stamp Falls Provincial Park, the former name. In addition to the falls, there is a fish ladder to allow salmon to progress upstream

Weiner Falls is a gem within the Alberni Valley Community Forest, and is accessible up the gravel road across from Sproat Lake Landing. Accessing the bottom of the falls is more challenging.

In addition to the spring freshet, the falls are at their best when the salmon are running in JuneJuly and again in September-October.

The number of fish that show up there is

truly amazing.

Lesser known, is Sproat Falls. Here also is a fish ladder used mainly by Sockeye salmon to get to Sproat Lake. It is located a hundred meters below the Highway 4 bridge over

the Sproat River.

Driving out Hector Road past where it turns to gravel is the easiest way to get to it. Or you can follow the gravel road downstream under the bridge till you come to the old growth trees and find a very short path to a cliff overlooking the falls.

This road is currently blocked with

boulders, meaning you must walk a short distance. It also is an exceptional place to see the Sockeye salmon migration in June and July, and is virtually ignored by thousands of tourists who drive right by it.

Go figure.

Dixon Falls is the other large falls on the main river system through the valley. It is located on the Ash

River about 1.3 km below Dixon Lake. The path into it is rather grown over now, at least the last time I was there, it was. It is quite short, less than half a kilometre, but steep when you get to the top of the bluff above it.

For those of you who aren’t into going very far afield, there is Kitsuksis Creek Falls.

It is the smallest of

the ones I’m writing about this month.

This one can be found by crossing the top footbridge at Kitsuksis Dyke and turning right along the dirt footpath. Heading upstream, you’ll come to it about 300 metres up the trail before the train trestle. Despite their diminutive size, Kitsuksis Creek Falls are beautiful.

Sr. Mary Rita Carey, SSA (Laura Kathleen Carey) Sr. Mary Rita (Laura Kathleen Carey) Born February 27, 1926 in Cork, Alberta, died March 24, 2016 at the Victoria Hospice, Victoria, BC. Laura Kathleen was the seventh of twelve children and at about age three her family moved to BC where she attended public school.

Laura Kathleen graduated from high school in Lumby, BC. She entered the Sisters of St. Ann on August 10, 1944 and pronounced her vows on August 15, 1946 in Victoria, BC. A dedicated educator, Sr. Mary Rita taught in various Catholic elementary schools throughout British Columbia. Twenty-seven of her nearly 50 years of teaching were spent at St. James School in Vernon. For 8 of those years she also served as principal. The staff and children remember Sr. Mary Rita as the woman who loved children and who loved Jesus. While there, she also served the parish as a Eucharistic minister and teacher of Religious Education to children attending public schools.

Upon returning to Victoria, Sister resided at St. Ann’s Residence continuing to serve as she drove Sisters to appointments, assisted with seamstress skills and provided a listening ear. Sr. Mary Rita had a special devotion to Christ present in the Eucharist and she spent many hours preparing the chapel for prayer and liturgy. When the Residence closed she moved to The Cridge, continuing to be a kind and gracious presence among the residents as she has always been with her SSA community.

Sister Mary Rita is pre-deceased by: her parents Charles and Regina (Waters) Carey, brothers Tony Carey, Pat (Dorothy) Carey and Daniel (Violet) Carey; sisters Bertha (Peter) Dyck, Sr. Nora Carey, SSA, Margaret (Walter) Knight, brother in law Jim Brown.

Sister Mary Rita is survived by: Sr. Irene Carey, SSA, Florence (Nellie) Brown, Sophie (Pat) Mulholland, Lola (Harold) Major, Rita (Bob) Fairhurst, and numerous nieces and nephews along with her religious community of the Sisters of St. Ann. The Sisters of St. Ann are very grateful for the compassionate care provided by the staff of the Victoria Hospice Society.

Prayers will be held at 7:00 p.m. on April 5, 2016 at Sands Funeral Home, 1803 Quadra Street, Victoria, BC. The Mass of the Resurrection will take place at 10:30 a.m. on April 6, 2016 at Holy Cross Church, 4049 Gordon Head Road.

Interment at Hatley Memorial Gardens.

ROCKY SHAWN GILES

passed away peacefully in West Coast General Hospital on Saturday, March 26, 2016 after a courageous three year battle with lung cancer, at the age of 57.

Rocky is survived by his loving fiancée of 10 years Marina; son Marshal; brother Terry; sister Dana; as well as many friends and extended family.

Rocky was a true outdoorsman who enjoyed spending his free time fishing and hiking. He loved spending time with the two great loves in his life; his fiancée Marina and his dog Harli. He was a kind-hearted man who spoke highly of everyone he met and treasured all of his friendships.

Following Rocky’s wishes, no formal service will be held and cremation has taken place. In lieu of flowers, donations can be made in Rocky’s name to the Canadian Cancer Society, BC & Yukon Division, Port Alberni Unit, 3030B 3rd Ave, Port Alberni, BC, V9Y 2A5.

It is with heavy hearts we announce the sudden passing of Michael J. Power on March 26, 2016 at the age of 67.

He was preceded in death by his mother Joan, his step-mother Dorothy and his father Patrick.

Michael is lovingly remembered by his wife Janice; his sons David (Rae) and Steven (Jordana); his grandchildren Khyla, Owen, Kalem, Samara and Isaac; his sisters Debra, dara (Denis), athy (Jeī) and Maureen; and the many members of his extended family.

Michael was born on March 11, 1949 in Windsor, Ontario, he was loving, kind-hearted, compassionate and dedicated. He enjoyed photography and videography, reading on history and visiƟng museums.

Michael was married to Janice P. Power (HunƟngton) on September 22, 1973; they were married for 42 years.

Michael proudly served with the Royal Canadian Navy for 5 years.

He conƟnued his service as a Cadet Oĸcer with the eaufort Cadet SƋuadron and later as the Commanding Oĸcer of the Castlegar Cadet SƋuadron. In reƟrement he served as the sice President of the Cumberland Legion.

Michael had a passion for aviaƟon. His love for Ňying saw him open his own Ňying school in Port lberni, to spending many summers as a tow pilot in bbotsford. In 19ϴ9, Michael became an instructor pilot at Selkirk College in Castlegar, where he would remain unƟl reƟrement in 2014.

Lena McDonald

March 17, 1913 ~ March 29, 2016 Lena passed away peacefully at home on March 29, 2016 after a very short illness and after thoroughly enjoying her 103rd birthday on March 17, 2016. Lena was born in Edmonton, AB and move with her children to join her husband John in 1944 when he was stationed in the army camp in Port Alberni. She was a former member of the Ladies of the Royal Purple and the Legion.

Lena was predeceased by her husband John, and her children Jim and Sharon. She is survived by her daughterlaw Anne her beloved grandchildren John (Carol) Heather (David) and Robin McDonald, Leon (Camille) and John Hamel. Great grandchildren Isaac, Malika and adopted grandchildren Ashlea and (Beau), Ryan (Bailey) Kaitlyn plus “her precious babies” Murphy, Aaliyah, Faith and Nevaeh.

Thank you to all her friends who had made her birthday so special and to the Home Care nurses and Support Workers who gave her such great care. No service by her request.

MEDFORTH, Douglas Lorne 1957- 2016 Beloved son of Jean and the late Gordon Medforth. Born in Nanaimo and passed away in Port Alberni where he lived and worked at Pacific Towing for 40 years, then following in his Dad’s foot steps of a life at sea.

He leaves to mourn his passing; sons Kristopher (Jen and grandson Morrison) and Dustin (Sarah); brothers Donald (Deb) and David all of Nanaimo; Mother, Jean; as well as many aunts, uncles, nieces, nephews and cousins; his special friends and riding companions Dallas and Sassy; long time friend Chris Bangemann who has been there through good times and bad to the very end.

A Celebration of Doug’s Life will be held at a later date.

he Desserted Island Comedy Tour will be on stage at the Port Pub on Thursday, April 7 offering Port Alberni folks a night of jokes and laughter.

Entertainment begins at 8 p.m. with a lineup of three stand-up comedians, Kathleen McGee, from Vancouver, Sandy Danto, from Los Angeles and Abby Roberge, originally from Nanaimo.

The Desserted Island Comedy Tour was formed organically through a casual conversation between friends.

The Cedric Literary Awards is a juried writing competition that encourages and celebrates the creative talents of BC writers who have a lifetime of experience to share.

A prize of $3,000 goes to the winner in each of the four

categories: Fiction, Creative Non-fiction, Poetry and First Nations Writing.

Originally conceived and funded by Dr. Peter Dale, Chair of Betterthan50, “the Cedrics” have been incorporated as a nonprofit organization.

The competition will go Canada-wide in 2017.

“I encourage and welcome all BC writers ‘of a certain age’ to add their manuscripts to those we’ve already received,” says Osborn.

“If last year’s competition was anything to go by, there is a deep pool of writing talent in our 50-plus demographic.”

Kitsuksis Falls also have a small Coho run in October. But you have to catch it just right as the run lasts about two days.

I don’t know why, but one of my favourite falls is in Fossli Provincial Park, a small park on the south shore of Stirling Arm, Sproat Lake.

A 20-minute trail goes into it that starts just before the bridge over St. Andrew’s Creek.

The trail includes a small suspension bridge. This trail leads down to a small beach on Sproat Lake. Watch
