Angie Mindus Staff Writer Hundreds of people let their presence be known at the Take Back the Park rally in Boitanio Park Sunday afternoon.

The peaceful gathering saw children playing in the bike and skateboard parks while parents picked up garbage and listened to

political speeches and live music on the main stage.

The scene was a far cry from how the notorious park has been used in recent months, where several violent crimes have been committed, including the gunpoint robbery of a 14-year-old teen for his BMX bike — which was the catalyst for the event, the second of its kind in the last month.

Planning for the Take Back the Park rally was in full swing before Williams Lake logged its first gang-related death of the year Wednesday evening, March 30, with the death of 20-year-old Indi Johnny.

Johnny died in hospital following a disturbance at a Second Avenue residence where gunshots were fired.

Police said the incident was targeted and gang-related.

“We have to let the criminals know the community is not going to sit back and let this happen and the only way we can do that is to stay involved,” Mayor Walt Cobb said following his speech Sunday.

Romeros win JUNO for latest album Gaeil Farrar Staff Writer An album recorded in Horsefly has won a Canadian JUNO Award.

Pharis and Jason Romero’s album A Wanderer I’ll Stay won the 2016 JUNO Award for Traditional Roots Album of the Year.

“We’re absolutely over the moon and can’t believe how lucky we feel to be a part of this huge Canadian music community,’’ Pharis said. “To be able to live in a small rural community and be part of the larger Canadian music community is a real privilege. We are just honoured and tickled. We’re pretty excited about it.”

They received the news of their win through tweets and emails received Saturday night from friends after being out for a walk near their home in Horsefly.

They were un-

able to attend the banquet where the JUNO Awards were announced Saturday evening or the JUNO Awards show broadcast on CTV Sunday night from the Scotiabank Saddledome in Calgary because Pharis is due to have their second baby any day now.

“It’s going to be a great summer,” Jason said. “We are just obviously over the moon here and very happy. It is an amazing honour given all of the other nominees.”

Jason said they will be taking the rest of the year off from touring to concentrate on their growing family and build a large addition to their home.

But he said they are already booked for performance tours in B.C. and Alberta for 2017.

While they were not able to pick up their award in person, Jason and Pharis were able to participate in the final Safety Meeting con-

cert of the season held Friday evening at the Central Cariboo Arts Centre.

Jason performed with the local band The New Normal with Brent Morton, and Brandon Hoffman, while Pharis looked on with their two-year-old daughter, Indigo, on her lap.

Their JUNO Award winning album, A Wanderer I’ll Stay was produced on the Borealis*eOne label with instrumental guests on fiddle, bass, pedal steel and even drums. They thank David Travers-Smith who recorded the album, Marc Jenkins, Josh Rabie, John Hurd, and Brentsky Moretone, for their incredible engineering, mastering and playing on the album that was recorded at their home in Horsefly.

Horsefly’s husband-and-wife duo Jason and Pharis Romero have won the 2016 JUNO Award for Traditional Roots Album of the Year with their album A Wanderer I’ll Stay. from the Romeros and was also nominated for four Canadian Folk Music Awards, while the title track was 2015’s number one most-played song on the Folk-DJ charts.

A Wanderer I’ll Stay has been called “sublime” (NPR) and “brilliant” (BBC).

Since first finding each other in 2007 Jason and Pharis have released five albums, three as a duo.

In March the Romeros also recorded two songs for a compilation album of Woody Guthrie songs being put together by Ben Hunter, Joe Seamons,

Jon Neufeld and Bill Murling.

Jason said each of the contributors has two songs on the album which is due out in October.

Jason, who is originally from the U.S., said he has also passed the test to become a Canadian citizen and

will soon have dual U.S./Canadian citizenship.

The JUNO Awards are presented annually by The Canadian Academy of Recording Arts and Sciences.

Leaders stand up against lakecity violent crime during rally Continued From Page A1 Political leaders such as Cobb, MLA Donna Barnett, WLIB Chief Ann Louie and MP Todd Doherty were on hand to greet families and deliver speeches.

“We will not let the actions of a few intimidate us or define us,” said Doherty, noting all levels of government need to work on finding solutions.

Louie and Barnett both spoke of the need as a community to treat each other with respect, compassion and humanity.

“Help your neighbour. If you see someone is in trouble and

they’re hurting, share their burden and listen,” Barnett said.

Louie echoed Barnett’s sentiments, adding that families need to engage with their youth before they go down the wrong path.

“The time to fix it is now,” Louie said. “(Our troubled youth) are not going to change their lives unless they are shown support and shown there is a better way. It’s not easy but we can’t ignore it.”

There were also several police officers on hand engaging with the public, including Williams Lake RCMP Insp. Milo MacDonald who felt the rally was a positive event.

“It’s great that peo-

ple are willing to take some ownership of some of the social issues in our community.”

Mountain bike advocate Mark Savard was also at the event, and noted the rally had a great turnout representing a cross section of community members.

Savard has collected $4,000 in donations from the public plus a new BMX bike for the teen who was robbed in the park.

He plans to use the cash donations as leverage for the creation of a new skateboard park, hopefully in the old ball diamond location beside Kiwanis Park.

“It’s been amazing.

We have lots of positive things going on,” Savard said.

The rally was organized by John-Paul Albinati, along with his friend Jess Bennett and Savard.

Albinati said the robbery involving the teen was the last straw for him.

“It’s all about showcasing what’s out there because no child should be afraid to use the facilities provided for them,” Albinati said before the event. “If we can get the community together we can show that there’s no reason for 11,000 people to be afraid of the 30 people doing the crimes.”

Three arrested in Second Avenue shooting death Three suspects were arrested Friday in relation to the disturbance on Second Avenue Wednesday, March 30, evening in Williams Lake that left a 20-year-old dead.

The North District Major Crime Unit announced they had three individuals — two men aged 21 and 27 and a 23-year-old woman — in custody who are associated to the incident.

According to court documents, Charissa Dayne Destiney Sulin, 23, was in custody and expected to appear in Williams Lake Provincial Court Tuesday. She faces charges of break and enter with intent to commit an indictable offence, unlawful discharge of a firearm with intent to wound/disfigure and breach of

probation order.

Neil Cory Billyboy, 27, and Lashway Andrew Lulua (also known also Lashway Merritt), 21, are facing the same charges and are scheduled to appear in Williams Lake Provincial Court April 13 and 14, respectively.

On March 30, at around 7:45 p.m. police were called to the 1100 block of Second Avenue to a disturbance where it was reported shots were fired.

Police believe the incident was targeted and gang related.

Twenty-year-old Indi Johnny died in hospital as a result of a gunshot wound following the incident.

Johnny had been released from prison just one week prior to his death.

Anahim Lake double homicide trial to likely take place outside Williams Lake Monica Lamb-Yorski Staff Writer It is anticipated the 2014 Anahim Lake Boxing Day double homicide trial will take place outside of Williams Lake, the closest community to Anahim Lake with a Supreme Court.

Lawyers representing the Crown and the accused have agreed that

the court will apply for the trial to be heard possibly in Prince George, Kamloops or Vancouver.

However, two of the defense lawyers appearing by telephone Monday, April 4 in Williams Lake Supreme Court said they were opposed to having the trial held in Prince George.

The court is being asked to set aside three

months for the trial.

On Monday Supreme Court Justice Anthony Saunders adjourned the matter until May 2, 2016 to fix a date for the trial.

The case involves the murders of Matthew Hennigar, 23, of Anahim Lake and Kalvin Andy, 22, of Bella Coola who were found deceased inside a home in the 2100 block of Dorsey Road.

Just before midnight on Dec. 26, 2014 the Anahim Lake RCMP had received a report of gunshots fired in the home.

Charged with first degree murder is Everett O’Reilly.

Andrew Jongbloets, Christian Craciun and Serena Rhem are charged with second degree murder.

The four have re-

mained in custody since being arrested and charged in December 2014. A publication ban on any evidence presented to the court remains in place.

Lucille Mack and Stephen Mecham, charged with manslaughter in the case, are not part of this trial.

They last appeared in court in Williams Lake on March 17, 2016.

Nurses reach five-year agreement with gov’t Tom Fletcher Black Press

More than two years after their last contract expired, unions representing 45,000 B.C. nurses have reached a tentative settlement for a five-year agreement.

B.C. Nurses’ Union president Gayle Duteil said Tuesday that while

terms are confidential until members vote on the agreement, it includes improved pay, benefits and working conditions.

“It addresses major issues of staffing and workload that directly impact the safety of patient care,” Duteil said. “That’s a key factor for us, because for

a long time now, we’ve been speaking out about shortages and the failure to replace and educate the necessary nurses as needed.”

Anaham withdraws Denisiqi membership The Tl’etinqox (Anaham) Government has informed the Ministry of Children and Family Development (MCFD) it is withdrawing its membership from Denisiqi Services Society child and family services agency, based in Williams Lake.

Denisiqi Society is one of MCFD’s Delegated Aboriginal Agencies (DAAs) and has been since 2012.

In 2014-2015 the ministry provided Denisiqi with $1 million in local contracts, a ministry spokesperson said, adding the ministry will continue to provide direct services in partnership with the community.

Tl’etinqox Chief Joe Alphonse said they are making the move because with the Tsilhqot’in National Government’s win of its rights and title case, the community wants

control of its greatest resource — its children.

“We will develop our own protocol and expectations for ministry involvement in our community,” Alphonse said.

Alphonse also said MCFD likes to remove children from communities and place them with non-First Nations families in Williams Lake.

“If anybody’s going to be sent out of the community it should be parents,” Alphonse said. “If adults need help with addictions or other issues they should be sent away for treatment. A plan has to be developed.”

However, the ministry said removal of a child from the community is the last resort, and is only done when the MCFD and the community have not been able to identify safe resources for children in their home community.

“The ministry’s priority is to keep children with their families,” the ministry said. “However,

when it is determined that is not safe for a child to remain in their parental home, there are a number of specific options and programs for the children’s care.”

Alphonse said his is the only Tsilhqot’in community withdrawing its membership and that there are upwards of 40 children from his community presently involved with Denisiqi.

When contacted by the Tribune for an interview, Denisiqi’s executive director Nancy Sandy said she would not be commenting.

Alphonse criticized Denisiqi Society, saying the society has spent 10 years trying to pursue a delegated model.

Responding to the comment, a MCFD spokesperson said achieving delegation levels is a complex process that takes time.

igure skating is my favourite sport to watch on TV but one trend I don’t care for.

Most of the men in ice dance and pairs matched their partners in the world championships last weekend, but when Patrick Chan skated his long program he was dressed so casually he looked like he’d just wandered in from the street. The guys don’t have to bedeck themselves in sequins, plain black is fine, but this is a “showy” sport, so show some show. *** Critics were still finding flaws in the B.C. budget when the Trudeau government announced its “going for broke” financial plans. I’m no fan of deficits, but surpluses aren’t so hot either. They can be the result of governments misjudging the financial situation or French cutting services to Connection make themselves Diana French look good. What’s wrong with trying for balanced budgets? Most people don’t mind paying taxes, but they mind where their money goes, and get annoyed when they think politicians are tiddling around with it.

Municipal budgets don’t get much attention unless there is a major boo boo, but I’m leery about the zero tax increase approach.

If assessed land values go up at the same rate as expenses, all is well. If not, the money for increased expenses (hydro fees, etc ) has to come from somewhere.

Zero base for too long can lead to honking big increases down the road. I’m sure city councillors have this figured out and will ensure there will be enough money for services like adequate snow removal. But then, maybe we’ll have no snow this year. Some local gardeners say we’ve skipped April, that it’s May already.

Still on the subject of money, we brag about B.C.’s economic growth, but don’t say much about having the lowest minimum wage in Canada. Even full time workers earning B.C.’s current $10.45/hour minimum are below the low income cut off for one person ($24,823). The province plans to raise the minimum wage this fall but hasn’t said by how much. Studies found that Cariboo workers need $15 an hour to live above the poverty line.

A proactive approach Last week’s gang-related shooting on Second Avenue may have just been the tipping point the city and province needed to say enough is enough.

Indi Johnny, one of the city’s most notorious prolific offenders, died in the Second Avenue disturbance Wednesday. He was only 20 years old.

His death marks the third gang-related shooting in the last three months in and around Williams Lake, and is the third gang-related death here in the last two years of a young First Nations man.

The Take Back the Park rally held Sunday in Boitanio Park was a great start in taking back our community.

Parents should be more worried about the usual park mishaps such as their kids falling and scraping their knees, not getting held up at gunpoint for their bikes.

MLA Donna Barnett said it best when she told us Johnny’s family probably lost him a long time before last week — and that everyone needs to work together to tackle the social challenges that lead to gang life.

Another important step that must follow includes the province’s responsibility to fund our RCMP detachment for a special gang/prolific offender unit.

It is needed.

Although the RCMP’s Major Crime Unit and gang units that were seen around town in the last week did good work, it makes much more sense both financially and socially to be proactive rather than reactive when it comes to dealing with violent crime resulting from gang activity.

ural communities are the heart of B.C., providing wealth and prosperity for the rest of the province.

Our government promised to share the wealth that comes from rural B.C. more fairly with the communities that create it — and we’re keeping that promise.

In March 2015, I was named chair of the Rural Advisory Council, which was established to help identify opportunities for small communities to diversify their economies.

One of the RAC’s recommendations was the creation of a Rural Dividend fund to contribute to the overall wellness and sustainability of our rural communities.

I was thrilled this past fall when our premier announced the creation of the Rural Dividend. This program will provide up to $25 million a year for three years to smaller communities like Williams Lake and 150 Mile House, MLA to help them build Musings capacity and promote economic Donna Barnett diversification. It is part of our government’s commitment to ensure that rural communities remain great places to live and work.

This program is another example of how our government is giving a voice to rural communities. The Rural Dividend will help small communities with less than 25,000 residents remain strong. Applications for the first year of funding are now available and will be accepted until May 31. Funding is available in four categories: community capacity building, workforce development, community and economic development, and business sector development.

I encourage local governments, not-forprofit organizations and First Nations to apply for this funding. Single applicants can apply for up to $100,000 for community-driven projects and must contribute at least 20 per cent of the total project cost. Partnerships of more than one eligible applicant can apply for up to $500,000, and must contribute 40 per cent of the total project cost.

A project development funding stream of up to $10,000 is available to help communities with limited capacity put together business cases and feasibility assessments for future project applications.

Issues need addressing Editor: My parents moved to Williams Lake from Vancouver 64 years ago this spring.

My father was the new doctor for the village of 1,100 people.

Known as “a dusty cow town,” famous for its annual rodeo, it was also a very good place to live and raise a family.

Everyone knew each other, and there were not a lot of problems.

This is not the case now, as two major issues need to be addressed.

There is a lack of doctors to provide medical services, and many families, ours included, are without a physician. The second matter of concern is that Williams Lake, which has had very poor air quality since the 1960s, now has an application proposal by Atlantic Power Corp to burn 50 per cent creosoted rail ties at the cogeneration plant.

None of these situations are good, and yet there are solutions available. My father and his partner, JB Ringwood, a surgeon from Alberta who he met in the Second World War in England, worked very hard in the early days to provide care to a town with a rapidly growing population.

As a shareholder in the Yorston/

Atwood clinic, I have appealed to the doctors who have retired in just the last two or three years to “unretire” to provide medical care to residents who really need their help.

There are seven physicians from the clinic that could renew their licences, and others who practice out of the hospital. Doctors do agree to the Oath of Hippocrates, and some of them should give back to the community, if at all possible.

I am part of a group of “concerned citizens” who are opposed to the burning of creosoted railway ties in the co-gen plant.

These ties are highly toxic, and should be disposed of at a toxic waste treatment facility which exists in Swan Hills, Alta. Or, a facility could be built in B.C., centrally located in the province, in an area with a low population and good ventilation.

The Liberal Government has already been very good to CN Rail, selling them BC Rail (our most valuable utility) at a fraction of its worth, and in a very crooked deal that involved illegalities and high ranking cabinet ministers. CN Rail stands to save a lot of money by dumping their toxic ties in Williams Lake, and Atlantic Power will make a lot of money on the deal, getting

free fuel for their plant as well as a “tipping fee”, which amounts to a bribe, to accept these ties. Meanwhile, logging debris is burned in cull piles in the bush.

This wood waste could be transported to town in large container bins on logging trucks, and sorted at the co-gen plant, with some of the wood being sold to the Pellet Plant. It is economically feasible to bring this wood in, and would create employment.

Jobs will not be lost if the ties are not burned here. Other communities have rejected applications to burn ties — Kamloops, Salmon Arm, and Kelowna, and for the same reasons. There are dioxins and furans which are carcinogenic, which will go into our air shed, which is already at 85 per cent capacity. Burning ties here would be a huge step backward. The Paris Agreement is supposed to mean something. WL is an industrial community, located in a valley bowl, that has air inversions in both winter and summer, and a lot of road dust.

These issues all have to do with the quality of life here, and need to be addressed.

Why should I be concerned about the fuel source at the cogeneration plant?

Normally this should be a question determined by private industry, however, this issue hinges on an emission permit application before the Ministry of Environment on the burning of rail ties.

Public engagement is essential for this process to function

properly.

This letter is not intended to express an opinion but rather a plea to all interest groups and citizens to research all the health and economic implications that are being brought forward. At this time many questions remain unanswered by both M.O.E. and Atlantic Power and an engaged community will likely have many more.

The use of secondary wood fibre in our evolving forest industry is possibly the biggest question mark in the economic

future of this area.

Increased budget distressing Editor: It is disappointing to see that, once again, our local governments have made financial decisions based on inaccurate information.

Another that immediately comes to mind is our tourist centre that was also significantly short of funds to complete after the project was started.

My read of the economy is that it hasn’t gone anywhere in the past four years so I think the providers of the initial concept plan for the pool expansion should be taken to task and told to absorb the difference or, at least share in the fund-

ing of it.

What is more distressing is the quote in the article attributed to the CRD and the city that: “… the increase will not cost the taxpayers any more …” Where on earth do they think all this money comes from?

The only non-government funding is the $500,000 generously donated by West Fraser.

No matter what level of government it is, there is always one of them putting their hands in our pockets for more.

2016 Cariboo Festival begins next week Betty Dryden Special to Tribune/Advisor The Cariboo Festival is fast approaching and we would like to invite anyone interested in hearing some excellent local talent

to mark the dates in their calendars.

The festival will kick off with the instrumental portion on April 11 at St. Peter’s Anglican Church on Carson Drive.

You may look for-

ward to hearing all levels of talent in classes such as family, contemporary, reel and strings. A highlight each year is the performance given by the Cariboo Chilcotin Youth Fiddle Society.

Day two of the festival features the band portion, which includes performances by our school tour, senior, jazz and honour bands as well as the Williams Lake Community Band. This

event takes place April 12 at the Lake City Secondary School.

The adjudicator for band and instrumental is Calvin Dyck.

The festival will continue with Speech Arts April 13, 14 and 15 at the Williams Lake Evangelical Free Church on 11th Ave. Children between the ages of five and 17 will recite humorous, lyric, Canadian and original poetry.

A highlight will be Shakespearean solo scenes by senior students.

There will be choral speech performances by students in Williams Lake, 150 Mile House, Big Lake and Horsefly.

This portion of the festival will be adjudicated by Catherine McCarthy.

Week two of the festival begins on April 18 which includes our vocal and choral portion of the festival which will be held on April 18, 19 and 20 at

the Evangelical Free Church on 11th Avenue.

Local children will perform folk, contemporary, minstrel and Christian songs as well as musical theatre.

There will also be adult performances by local community choirs.

Some of the performances will be featured in a choir evening that will be held on April 18 starting at 7 p.m. at the Williams Lake Evangelical Free Church on 11th Avenue.

The vocal/choral portion of the festival will be adjudicated by Melanie Nicol.

The final category of the festival is piano which will be held April 21 to 23 at the Calvary Church on Carson Drive.

Talented local pianists will perform classical, Canadian, mod-

ern, rock, jazz and blues compositions.

The adjudicator for this event is Cynthia Goddard.

Admission is by donation. Festival memberships may also be purchased at the door which allows entrance into all events as well as providing support for the festival. We encourage your attendance at the performances as well as the adjudications. A schedule is available at cariboofestival.ca.

First Nations casting call for film Indian Horse First Nations people across Canada are being invited to an open casting call for a feature film production titled Indian Horse, based on Richard Wagamese’s novel by the same name.

A notice on the call was issued last week

by Thompson-Nicola Film Commissioner Victoria Weller.

The casting search is being conducted via online audition submissions.

The deadline for submissions is April 17.

Details on the submission process are available at http:// www.screensiren.ca/ indianhorsecasting/ Weller said the film is scheduled to begin

production this fall.

Producers are seeking First Nations male children, youth and adults ages six to 25 years old. Weller said there are roles for hockey players of all ages, some speaking and some non-speaking roles.

“This is an open call,” Weller said. “No acting experience is re-

quired and there is no charge to apply to be in the movie.”

She said filming will take place in Sudbury, Ontario; Oka, Quebec; and Kamloops, B.C. Candidates do not have to live in these locations to be considered for a role in the movie.

“There will be tutors and time set aside

while filming so children do not fall behind in their schooling,” Weller said.

Bella Coola man walks for love Gaeil Farrar Staff Writer Bella Coola resident Tim Michalchuk is making the walk of a lifetime for the love of his life.

After several months of training and preparation Tim started his walk Saturday, April 2 to raise funds for his wife Shannon Dickson to have leading edge stem cell treatment for Multiple Sclerosis.

He is walking “a million steps” from the doors of the MS clinic in Prince George to the MS clinic in Vancouver, circling through the Okanagan.

He hopes to walk 30 to 50 kilometres each day for the next month or so.

“I just need to focus on putting one foot in front of the other from April 2 until I reach Vancouver, pretty simple compared to what Shannon deals with every single day,” Tim says. “I think it’s the least any able bodied person could do for someone they love.”

A maintenance mechanic with Totem Sawmill in Bella Coola, Tim is taking a leave of absence from his job to make the walk.

After a motor vehicle accident the family was involved in at Christmas time, Shannon’s MS symptoms became acute and she is now hoping to join one of the stem cell transplant trials taking place in the U.S., U.K. or Mexico.

She said she first heard the words MS attached to her name six years ago as one of many “could be” diagnoses.

“About four years ago they said it was definitely MS,” Shannon says. “Pretty much life stayed fairly normal other than minor numbness in both hands and one foot that steadily crept up my limbs. I had some brain fog and fatigue issues but nothing that really affected our lifestyle.”

Then after the accident at Christmas time this past year, she says she had a relapse that has completely changed their lives.

“I lost the function of my left hand,” Shannon says. “I now require someone to cut my food for me, I can’t do zippers or buttons or tie my shoes.

“The left side of my body and my right leg have lost feeling and I use a cane to walk most days,” Shannon says.

“On bad days I need someone to help me get around. My balance is gone making standing a real task.”

She says her speech is impaired, she has to search for words, loses track of her thoughts and needs assistance getting dressed, in and out of the bath and in and out of their truck.

She is hopeful stem cell treatments will give her more strength

and allow her to be more active in her children and grandchildren’s lives.

“I am looking to get stem cell treatment to try to stop the progression and maybe, just maybe get some of my life back, but it is very expensive,” Shannon says.

“I have applied for HSCT trials in the U.S. and the U.K.” Tim and Shannon have been together almost 10 years and have two children, Mavorneen, 7, and Peter, 4.

Shannon also has four adult children from a previous marriage and grandchildren.

“I’m also a grandmother to one beautiful little six-month-old girl and there is another grandchild on the way,” Shannon says.

Registered professional biologist Jared Hobbs of Victoria will give a presentation on the beauty and biodiversity of B.C.’s grasslands during the Scout Island Nature Centre fundraising banquet Friday, April 15 at St. Andrew’s United Church Hall.

The pre-dinner social starts at 6 p.m., providing plenty of time to catch up with fellow nature lovers and bid on silent auction items.

Tickets are available at the Open Book, from Williams Lake Field Naturalists directors and at the Scout Island Nature Centre: $40 for adults and $15 for students. All proceeds help fund educational programming at Scout Island Nature Centre.

In addition to help with travel costs for the treatment, the family needs financial help to purchase items such as forearm canes for good days, a walker, a scooter, bath tub rail assists, renovations to their home including ramps, as well as help with medical travel.

Tim left Williams Lake for Prince George Friday with a donation of a new pair of walking shoes and a box of health bars from local businesses and small donations from his family and his workplace in Bella Coola.

Family members are taking turns driving the pilot car and camper that will become home on the road for Tim for the next month or so.

broke down in Hixon on Monday, but Tim is still expected to arrive in Williams Lake in the late afternoon on April 7.

“Any and all help is greatly appreciated,” Shannon says.

Shannon says she is now getting ready for an appointment at the MS clinic in Vancouver which will coincide with Tim’s arrival in Vancouver.

“I will be there when he gets to Vancouver and hopefully at other points along the way,” Shannon says.

Walking and wheeling forum coming up Saturday The Walking and Wheeling in the Puddle: Active Transportation forum coming up Saturday is an opportunity for people to share their views on how to make Williams Lake safer for human powered activities.

The CRD is currently undertaking a review of the Lac La Hache Area Official Community Plan (OCP) and a number of opportunities have been identified for the community to help develop and contribute.

A community survey is now available and can be completed online or on paper.

Please visit cariboord. ca and select the Lac La Hache OCP link on the home page to take the survey or visit the CRD offices located in 100 Mile House or Williams Lake to pick up a paper copy. The survey is open until April 15, 2016.

Earlier this year, the CRD launched the process to update the Official Community Plan (OCP) for the Lac La Hache area. The existing Plan was adopted in 1997 and many site spe-

cific changes have taken place since then.

“I strongly encourage all residents within the Lac La Hache OCP area to have your say and complete a survey,” states Electoral Area G Director and CRD Chair Al Richmond.

“This is an important process for the community and we want to ensure we develop an updated plan that will meet the needs and wishes of its residents now and for the future.”

Once the update is completed, the document will align community values, aspirations and perspectives for growth within the Lac La Hache Area governed by the OCP. The OCP will identify or include economic development opportunities, an agriculture policy, shoreland management standards, environmental protection and climate change.

The OCP update is expected to be completed this fall.

‘I am more than a statistic’

Statistics indicate that Aboriginal people have a higher risk for not finishing school, unemployment, to be victims of domestic violence, and are over represented in the justice system compared to the general population.

While not disputing the statistics, Harriet Hird says statistics don’t justify racist comments, bullying, or having store clerks follow you around just because you are First Nations.

“I am more than a statistic,” Hird says. “Stereotyping doesn’t help anyone.

“We are not all statistics. There are successful Aboriginal people in this community.”

As a young teen, Hird did have a period in her life when she was part of a statistical trend among First Nations teens to quit school early.

Born and raised in Williams Lake Hird quit school in Grade 9.

After her daughter and son were born she decided that an education was important so she returned to school as a mature student, while continuing to work and raise her family.

She started working on her high school Dogwood certificate in 2005 and graduated in 2006, then in 2007 earned a Human Service Certificate at TRU in Williams Lake.

She continued her education graduating in 2009 with the two year human service worker diploma/community and school support worker certification.

From there she earned a Bachelor of Social Work degree in 2012 from the University of Northern British Columbia in Prince George. The Cohort program through UNBC allowed her to live here in Williams Lake, while taking courses on line through UNBC in Prince George and spending time between Quesnel, and TRU to earn her degree.

Hird is grateful to the Ulkatcho band for providing financial help for her higher education and the fact that the Ulkatcho Chief attended her graduation and honoured her success with a plaque and a ceremonial feather.

Hird has worked for the RCMP Victim Services program for the past five years.

She is program manager for RCMP Victim Services which provides support for families and individuals who are victims of violence. She works with Cheryl Jacques who is the caseworker.

There are three volunteers in the program who she says can be called by the RCMP at any time of day to assist victims of domestic violence, a criminal act, or other incident including sudden deaths.

She and her team provide initial emotional support for victims of violence and then referrals are forwarded to appropriate resources in the community.

They may refer the individual or family to a counsellor, provide orientation information on what to expect in court, support victims during the court process, and help victims to fill out forms for financial assistance.

Hird also leads empowerment groups in First Nations communities that address issues such as domestic violence, effects of domestic violence on children, gang violence, sexual assault, self care, managing stress, grief and loss, and other topics, such as human trafficking.

The empowerment groups meet once a week for 12 weeks. The sessions also include guest speakers in specialized areas of social and health services.

Hird also teaches a two-night, two-week course on Internet safety for both teens and adults which is included in the 12 week empowerment group.

Last year Hird held empowerment group sessions at the Toosey and Alkali communities. She hopes to initiate empowerment groups in two more First Nations communities in the region within the next few months.

She is also one of five facilitators and trainers for the Restorative Justice program.

More and more today Hird says First Nations people are finishing their educations and achieving success in their lives, and that is where people need to focus their attention.

She says everyone can help to end racism, bullying and stereotyping by becoming a positive role model for change.

“Do something,” she implores. “We need to focus on the positive and stop focusing on the negative. Become a volunteer. Teach someone something positive.”

In addition to her paid work, Hird is also an active volunteer.

She is a member of the Community Policing Board which oversees Crime Stoppers, Citizens on Patrol, the Restorative Justice program and other Community Policing Programs.

She also volunteers with Big Brothers and Big Sisters as an in-school mentor.

“If I had a little more support as a teenager I might not have quit school early,” Hird says.

Hird says she and her husband, Steve Roi, who works for West Fraser, and their children, now 13 and 16, enjoy getting out in nature as a family on weekends.

She applauds CMHA’s Dirty Laundry Campaign for working to end racism.

“It is a very unique campaign about a subject that is not often talked about,” Hird says. “Hopefully it will raise awareness about racism.”

Part two: Paddle-wheelers on the Fraser Barry Sale Smart 55

Between 1863 and 1921, there were 12 paddle-wheel steamers operating on the upper Fraser River.

It was the BC Express Company, however, which really took the sternwheelers over the top.

The company had been frightening and running passenger stages in the interior of B.C. since the early 1860s and they were well aware of the opportunities that the construction of both the PGE and the GTP railways would bring.

In 1909, the company owner commissioned two large and very luxurious steamers to address the growing demand for freight and passage.

Both were built at Soda Creek by Alex Watson Jr. the son of the man who had built the Charlotte.

The first was launched in May, 1910, and was named the BX. She had a stateroom accommodation for 70 and was also licensed to carry 60 deck passengers.

She had a covered paddle wheel, so there was no backsplash, and this afforded a fine

view from the stern, where the ladies’ sitting room was also located.

She boasted hot and cold running water, electric lights and steam heat.

She operated on a bi-weekly service from Soda Creek to FortGeorge, and soon became the preferred steamer for passenger service.

Soon, she was awarded the government mail service and several lucrative freight contracts.

Premier Richard McBride travelled on this boat in her ostentatious bridal suite, which featured all the amenities, including a double brass bed with a silk eiderdown cover.

For the 1912 season, the second luxury vessel, the B.C. Express, joined the operation.

She was nearly identical to the BX, only slightly smaller and lacking a covered paddlewheel.

In 1913 she joined the BX on the Soda Creek to Fort George route.

Both were needed there because the construction of the PGE Railway and the demand for freight, supplies, and passage were more than one vessel could handle.

However, the First World War claimed its toll on the men and on the economy. By 1915, only the BX was working on the Fraser, and in 1916 and 1917, no paddle-wheelers were in operation at all.

ed, the BC Express was brought back into service. Then, in August 1919, the BX struck a reef known as “the woodpecker” in the Fort George canyon while carrying 100 tons of concrete.

Her sister ship came to her aid and the cargo was transferred, and then she was towed back to Quesnel.

Unfortunately the damage was too great and she never sailed again.

The BC Express operated during the 1920 season, then she too was beached at Quesnel. Within a few years, both sister ships were dismantled.

Their engines and furnishings were shipped by rail to Alberta for use on the Mackenzie River steamboats.

So, those are the nine paddle-wheelers referred to on the tourist road sign.

What about the other three? A 10th sternwheeler the Robert C. Hammond, was built for the Fort George Lake and River Transportation Co. in 1913.

George Hammond,

a businessman and owner of that company was pushing for the development of the Central Fort George townsite, some three miles along the Nechako River to the west of South Fort George at the junction of the Fraser and Nechako Rivers.

One of his selling points to potential buyers was that this new community had regular sternwheeler service.

Hammond had tried to pay to have the BC Express boats service his new community, but the Nechako was often too low for these vessels, so he built his own. It did not really see very much service, and the new townsite was also a financial disaster.

The final two sternwheelers were owned by the Grand Trunk Pacific Railway itself.

Rather than pay the going rates and depend on the sometimes spotty service of the existing riverboats to transport workers and supplies up and down the Fraser from Tete Jaune Cache to Fort George, the railway company decided to operate its own vessels.

It purchased two small boats, the Operator and the Conveyor, which had been working on the Skeena River. In 1912 they were sailed down to Victoria where they were dismantled.

Their machinery, boilers and hulls were then shipped by rail to Jasper, Alberta and then hauled by mule wagon to Tete Jaune Cache, where they See LOSS Page A22

Many residents of the Williams Lake community don’t even know there is a Seniors’ Activity Centre here in our city.

The beautiful little grey building with the flat roof located behind the tennis courts and the water park at 176 North Fourth Ave., however, is a very busy place.

In fact, it is a hub of activities for the retired and semi-retired population in the region.

Under the management of Glenda Winger, the centre is home to a wide variety of user groups, services and activities for our seniors.

It is a gathering place for people, a meeting spot, a source of social engagement and one can even get a delicious lunch for a great price on any weekday.

During a typical day one can find people carpet bowling, playing crib, doing crafts of all sorts, knitting and crocheting, participating in low impact aerobics, doing a yoga class, playing bingo, playing guitar or just having a coffee with friends.

In collaboration with Elder College, seniors in Williams Lake can take courses to upgrade their computer skills or even get help with their tax returns. There are always people there doing something. It is one of the busiest places around.

This year, another group has made the Senior’s Activity Centre its home.

Every Monday night, the distinctive sounds of the big band era can be heard throughout the centre.

Cariboo Gold Dance Band will perform two sets Saturday, April 16 starting at 7:30 p.m. in the main hall of the Seniors' Activity Centre.

Cariboo Gold Dance Band is using this amazing space for its rehearsals each week.

The 16-piece band plays all the standards, show tunes and dance songs from the 30s – to present day, and has more than 500 charts in their book.

“It was a big deal,” says Mark Hamm, trombone player with Cariboo Gold. “We have been rehearsing at the high school for more than 30 years, but costs to rent the room and access during School District 27 holidays became a real problem.

We had no choice but to move.”

“I had no idea that the Seniors’ Activity Centre even existed,” said Ingolf Sandberg, trumpet player. “But we were very glad that Glenda was able to accommodate us.

It has worked out for us very nicely.”

As partial compensation for use of the space at the centre, the dance band agreed to put on one show each year at the centre, gratis.

And we are so happy to do it.

When I was a travel agent, years ago, I used to advise seniors to ask for wheelchair assistance when flying.

Today, as a senior, am

I ever glad for this assistance.

I flew with Alaska Airlines from Vancouver, to Seattle to San Diego.

From the moment of checking in, my luggage was looked after, and in a wheelchair I went

ahead of security and immigration and down the long corridor to the appropriate gate.

On the return trip, because of delay in the flight, I had a short connection at Sea-Tac for my connecting flight to

Vancouver.

However, they were expecting me and I was zoomed right through to the aircraft.

I felt like such a fraud, as I’m quite capable of walking.

They are working to raise approximately $2,000 to purchase a defibrillator for the Seniors’ Activity Centre, says Carolyn Ball.

The last remaining sternwheeler in operation on the Fraser River was the now venerable old Quesnel.

Throughout her career, she had several run ins with rocks along the river.

Many different types of patches were used in emergencies to keep her afloat: piec-

es of bear hide; items of clothing; and even slabs of bacon, whatever it took so the vessel could limp back to port for repairs.

In April 1921, she went onto the rocks in the Fort George Canyon.

A salvage operation was attempted, but the old vessel capsized and sank.

Her loss brought a sudden and sad end to the era of the Fraser River paddle-wheelers.

Lakecity trio helps Wranglers hoist KIJHL title Bond, Povelofskie and Carpenter all play roles in win Greg Sabatino Staff Writer Hockey fans in 100 Mile House have something to celebrate.

Likewise, back home in Williams Lake, three lakecity hockey players — Justin Bond, Tyler Povelofskie and Kolten Carpenter — are doing the same after their team, the 100 Mile House Wranglers, knocked off the Kimberly Dynamiters 2-1 in front of a raucous crowd Thursday at the South Cariboo Rec Centre to win the Kootenay International Junior Hockey League championship by a 4-1 margin in the best-of-seven series.

It’s the team’s first KIJHL championship in just its third season in the league.

“It’s great to win,” Povelofskie, the Wranglers’ assistant captain, told the Tribune. “And it’s great for 100 Mile, too. It’s their third year and everyone’s really come together and made it possible to put a team on the ice. Not just a team, but a good team, and a team they’re going to be proud of.”

Bond, the team’s second-highest point producer during the regular season with 20 goals and 19 assists and top scorer during the playoffs with 13 goals and nine assists, said it was a special moment to win in front of the home crowd in 100 Mile House.

Povelofskie, a past RBC Cup winner with the Junior A Vernon Vipers, finished the post season with four goals and three assists.

Carpenter, a gritty defenceman, had two assists during playoffs.

“It’s pretty special,” Bond said.

“We had a big, strong team this year and that helped us through the playoffs. We went into their arena and got the first win there and that was pretty big. They hadn’t lost yet in their arena in playoffs.

“That meant a lot coming home.

We knew we had a good chance.

We won the first two and said there’s one more to go, might as well do it here.”

Bond and Povelofskie said the fans in 100 Mile House were phenomenal throughout the regular season and the playoffs in supporting the team.

“It’s a huge part of it,” Povelofskie said. “We can’t do anything without them. They’re there right beside us every night win or lose.

Doesn’t matter if it’s Tuesday or Saturday, they’re always there.”

Both also said it was nice to have fellow Williams Lake players on the team — players they climbed through the ranks of the Williams Lake Minor Hockey Association

Puddle Pounders Fresh Meat Practice The Williams Lake Puddle Pounders roller derby team is inviting any new players to try the sport each Wednesday April through June.

Sessions go from 7:30 to 9:30 p.m. at rink two of the Cariboo Memorial Recreation Complex for ladies aged 19-plus.

The first drop-in is free, with a fulltime sign up fee of $40.

The team’s coaches are ready to train and offer from-the-groundup teaching, rules and technique in the fast-paced sport. Participants are asked to bring a bike helmet.

The team has loaner gear to lend.

The Puddle Pounders are also seeking members wanting to referee or be part of its staff.

McDonalds Bike Rodeo The annual McDonalds Bike Rodeo is a free event aimed at children ages two to 10 and takes place in the Canadian Tire Parking lot from 11 a.m. to 2 p.m. on Saturday, April 30.

The goal of the event is to teach children bicycle safety and includes everything from the proper fit of an effective helmet to signalling and road safety.

“It’s been a lot of fun,” Povelofskie said. “It’s fun going to the rink and it’s fun leaving the rink.

Having those guys [Bond and Carpenter] gives me someone to drive down with. We almost always drive together. I’ve played with probably most of the team — either with or against — throughout minor hockey and it’s fun we all ended up in the same place.”

The team’s path to the KIJHL title consisted of playoff series wins over the Revelstoke Grizzlies (4-0), the Chase Heat (4-2), the Summerland Steam (4-1) and the Kimberly Dynamiters (4-1).

The Dynamiters were last year’s KIJHL champions and finished this year’s regular season with the best overall record with 41 wins and seven losses.

The Wranglers, meanwhile, now advance to the Cyclone Taylor Cup — B.C.’s Junior B hockey championship — and will face off in a round-robin style tournament in Victoria beginning this Thursday with the Mission City Outlaws of the Pacific Junior Hockey League, the Campbell River Storm of the Vancouver Island Junior Hockey League and the Victoria Cougars of the Pacific Junior Hockey League.

“It will be interesting because we don’t get to play those teams,” Bond said.

“There will be some tough matches — everyone deserves to be there — but I think we’ll stack up OK.” Povelofskie added it should be a good tournament, where the winner will advance to the Western Canadian junior B championship, the Keystone Cup. “It’s going to be a lot different than our best-of-seven playoff series [so far],” Povelofskie said.

“But good teams find a way to win. I think we’re a good team and I think we’ll be able to do it.”

Registration underway for Capital One Race for Kids Registration is underway for the second Boys and Girls Club of Williams Lake and District’s Capital One Race for Kids, scheduled for June 4. The event, which drew rave reviews from participants last year, will see teams of four (18 and older) travel to registered checkpoints spread around the city where teams will have to solve clues and complete checkpoint challenges. There will be prizes for the top three finishing teams, the best dressed team and the top fundraisers. Teams will register online and use pledge-based fundraising to raise funds for the BGCWL. Bowlers claim intercity crown Fourteen bowlers from Williams Lake flushed out the competition in Kelowna and Vernon when they attended the 2016 Intercity Bowling Tournament March 18-19.

The men’s team, which consisted of Ervin Hannah, Kevin McAlpine, Morgan Mailhiot, Dustin Morrison, Brent Morrison, Tyler McLean and coach Sharon Atkinson,

brought home the firstplace trophy.

Six out of eight Cariboo Archers reached the podium during the weekend in Cloverdale at the Canadian Indoor 3D Championships.

Bob and Mary Thurow both competed in competitive categories and shot well, however, didn’t quite earn a medal.

Their children, Ty and Joelle Thurow, won silver and gold, respectively, in their classes.

“Both kids happen to be at the bottom of their respective age categories,” said their coach, Al Campsall.

“Ty and Joelle both have two more years in their categories, but proved they can shoot with the best in Canada.”

Ernie Schmid was a close second in the masters traditional class for a silver medal.

Campsall, meanwhile, brought home the gold medal in the masters 60 category.

This coming weekend is the Cariboo Archers Flatfield 3D Shoot at the Williams

Lake Sportsmen’s Association facility on Bond Lake Road.

“Archers of any skill level are welcome to come shoot a round or more,” Campsall said.

There will be a concession on site.

The event starts at 9 a.m. on Saturday and on 8 a.m. Sunday, however, archers can shoot any time during the day until around 3 p.m. Saturday and 2 p.m. Sunday.

SPORTS Atom development awards presented The Williams Lake Timberwolves Atom Development hockey team recently held its year-end awards banquet.

Seventeen players, one girl and 16 boys, made up the club with Lindsey Wood, Graham Fulton and Mike Altwasser as assistant coaches, David Carnes as the head coach and Mike Rife as the manager.

Toews, Issie It is with great sadness that the beloved family of Issie Toews announce her passing on March 28, 2016, after a brief battle with cancer. She passed very peacefully with family by her side.

Issie will be lovingly remembered by her husband of 60 years Larry, her daughter Brenda (Leroy) Verboom, sons Dale (Christine) and Roger (Laura). Grandchildren Shandi (Jason) Colton, Forrest, Tristin and Dylan Toews and Connor & Corbin Toews. Her beautiful little great granddaughters Liara and Jade Colton.

Lucy LaVerne Winnifred Stewart, formally of Williams Lake, BC, passed away in Red Deer, AB on Friday, February 5, 2016 at the age of 84 years. Lucy is survived by her daughter Louella (Gary) Ramsey; grandsons James (Roxanne) Crippen and Matthew Crippen; great grandchildren Liam, Alexis and Lauren Crippen, all of Red Deer, as well as numerous nieces, nephews and friends.

Bruce Franklin July 4, 1939-March 18, 2016 Born July 4, 1939 in Strathroy, Middlesex County, Ontario, went home to be with his Lord on March 18, 2016 in Quesnel, B.C. Bruce spent many years in Williams Lake. First working for Buttazoni Bros., Lake Excavating, and the Town of Williams Lake, before starting his business, Lake Sewer and Water Contracting. Bruce and his wife moved to Quesnel in 2007 where he continued to haul aggregate and logs until he retired in 2009.

He is predeceased by his father in 1983, his mother in 1991 and recently his only sister (Mary Eleanor) Dec. 12, 2015 in Grand Forks.

He is lovingly survived by his wife Dawn of 52 years, daughter Lori (Don) Haggerty of Fort McMurray, son Brian (Melinda) of Merritt, grandchildren Travis (Caila) Cook, Taylor Carman and Janessa Carman.

A private service will be held at a later date. In lieu of flowers donations to the Crooked Leg Rescue Centre or the Alzheimer Society would be very much appreciated.

Neuls, Valerie “Val” M. May 1, 1953 – March 13, 2016

Valerie “Val” M. Neuls of Rimbey, Alberta passed away after a lengthy illness at the Rimbey Hospital and Care Centre, Rimbey on Sunday, March 13, 2016 at the age of 62 years.

Val was well-known in the community as she owned the Rimbey Barber Shop. In spite of her failing health, she showed up for work with a positive attitude and a smile for everyone. She had a compassionate heart for her many senior friends.

Val will be missed by her loving partner, Richard; and her two sisters, Cheryl (Terry) Markovich and family; and Denise (Lanny) Dubielew and family. Her six nieces will treasure their memories of a very special Auntie Val. Val was predeceased by her parents, Harry and Marge Strain; her husband, Howard Neuls; and a nephew, Jolby Dubielew.

A Public Memorial Service In Celebration of Val’s Life was held at the Rimbey United Church, Rimbey on Saturday, April 2, 2016 at 1:00 p.m. There will also be a Private Family Gathering in Val’s Memory that will take place at a later date. Remembering Our Loved Ones

Tickner, John Jeremy (Jerry) 1940-2016

After many wonderful adventures, Jerry passed away peacefully at home February 27, 2016 with his family by his side.

Jerry was born in Singapore and spent his first few years in Australia and England. In 1960 he made the big move to Canada on a 3 year scholarship to UBC where he majored in Geology. His love for “banging on rocks” lead him to the West Kootenays where he met his wife of 45 years Maureen, with whom he has two children Jeremy and Jennifer.

Jerry became a teacher in 1976 and was soon know as Mr. Tickner the English teacher. He loved a good Rugby game, scuba diving and had a wonderful passion for playing the piano. He played 12 yrs for the Cariboo Men’s Choir. Jerry was also involved with the Child Development Centre, where he was Board Chairman for over 25 years.

Most of all Jerry was a family man. He loved his family dearly and always had the most wonderful stories to tell his adored grandchildren. He was loved by many and will be greatly missed by all.

Thank you so much to everyone who cared for Jerry and his family with flowers, food and hugs.

It is with very profound sadness that the family announces the passing of Deanne Dueck after a lengthy battle with cancer.
