Homeowners in Port Alberni will likely pay an extra 2.7 per cent in property tax this year, according to the city’s proposed 2016 budget. If the budget passes next month with no changes, businesses will shoulder a six per cent increase and industrial tax will stay at zero per cent due to a decision made by a prior council. Total tax increase will be at 2.6 per cent. The budget, which received three readings on Monday, is scheduled to be passed in April. For an average singlefamily residence valued at $185,876, that means an extra $47 on their 2016 property tax bill. Residential taxes make up 59 per cent of the city’s property tax requisition— major industry makes up 23 per cent; business is at 17 per cent.

Heaps of garbage ditched along Ash Main “There’s garbage hanging in trees, there’s garbage everywhere,” she said. “How I find my way around the trails is by remembering the garbage.” Ash Main is an Island Timberlands owned property that can be reached by turning left off the Pacific Rim Highway onto Faber Road and then left again onto Ash Main. Everything from bags of garbage, roofing tiles, chairs, baby strollers, dead chickens, compost and bicycles can be found littered along the Ash Main roadside and over the embankment. “We’re aware of garbage and it’s an ongoing issue,” said Makenzie Leine, manager of community and government relations with Island Timberlands. “We do regular cleanups but there tends to be reoccurrences of dumping in particular areas.” The Ash Main area is currently not gated but Leine said when vandalism occurs on Island Timberlands properties, restricting access to certain areas becomes necessary. Island Timberlands tries to reduce incidences of dumping through working closely with the Regional District, partnerships, education and group cleanup efforts, she

said. “If anybody wants to report dumping on our land that’s another helpful way to manage it,” Leine said. “They can call Safety Net Security at 1-888846-4457.” West has reported the garbage on Ash Main. Another Sproat Lake area where garbage dumping is an issue is along Hector Road. “It’s a terrible area that people just dump

everything there,” said Penny Cote, Alberni-Clayoquot Regional District (Sproat Lake) electoral area director. “I couldn’t tell you why people do it, they just do.” Cote said the Regional District is supportive of cleanup efforts and has a budget line item for waiving tipping fees. Sheena Falconer, West Coast Aquatic

stewardship association executive director, is helping Cote organize a cleanup along Hector Road. Falconer is looking for donations and funding for larger cleanup measures like machinery rentals. “In the case of Hector Road what’s happened is we have people dumping stuff over the bank, which is quite steep, and there’s oftentimes

fluids still left in some of the stuff that’s down there that leaks into the ground and it can create a hazardous situation,” Falconer said. charges, for loads under 84 kg, $2 per bag of garbage up to a maximum of $8. Fridges and freezers are $20 each to dump and stumps and land clearing debris is $120 per tonne. The Alberni Valley landfill allows free disposal of yard and garden waste such as leaves, grass and branches up to six centimetres in diameter. “I don’t know if people feel like [dumping] doesn’t have impact because it does have impact. Putting any kind of material out there breaks into the ground and introduces invasive species,” Falconer said. “Even people dumping their garden cuttings introduces invasive species which we don’t want and it’s just plain ugly.” Falconer said birds and other animals will often see garbage, a foreign object to them, and they will try and use it as food sources or get themselves tangled and caught amongst the debris, which could potentially harm them. “We want to avoid those kinds of things as much as possible and there’s no need for garbage to be out in the bush,” Falconer said. “We’ve got a huge recycling station on Third Avenue and a dump that can take that garbage.” karly.blats @albernivalleynews.com

City council has not been kept properly abreast of the escalating costs in the Gertrude Street bridge project, according to Coun. Jack McLeman. “I was pretty angry when I read in the paper that we’re going to be coming back for more money and council wasn’t told first,” said McLeman. “Council has not

been told anything.” The costs for the Gertrude Street bridge project were originally at $249,500 and tendered to K&G Installations. Since then, city engineer Guy Cicon has been back in front of council to ask for more funding in December, increasing the price to $347,000 due to $50,000 worth of Fortis BC costs and

$47,000 for work on the bridge itself. Speaking last week, Cicon said that costs would continue to rise beyond that $347,000. City streets superintendent Wilf Taekema was grilled about the status of the bridge by council at Monday night’s meeting. “There’s a lot of misconceptions going around. Was there a

proper consultation done about the bridge prior?” Coun. Denis Sauve. “I’m just trying to see how the city could avoid something like this again. We’re almost doubling the costs and facing the taxpayers. We count on these consultants and their estimates... or don’t we? I’m almost scared right now to see any consultant report on an engineering project because I’m afraid of the estimate being lower or higher.” “Once the demolition was undertaken there were some things that became apparent,” said Taekema. “[There was} some additional steelwork in behind

Alcohol consumption has continued to trend up in the Alberni Valley, according to Island Health medical health officer for the mid Island Paul Hasselback. “We’re seeing a changing picture. For the first time, hospitalizations from alcohol now exceed

that of tobacco,” Hasselback told the Alberni-Clayoquot Regional District board of directors. That trend is evident both on Vancouver Island as a whole and in the Alberni Valley. While alcohol consumption Canada wide peaked in 2007-08 and has decreased since then due to efforts by the Maritime provinces,

alcohol consumption in B.C. didn’t follow that trend. “B.C. had tended to have higher levels of consumption prior to that, it dropped off with the drinking and driving laws that came in place in about 2010 but the last two to three years we’ve seen a resurgence and general increase,” said Hasselback. How many cyclists are out on Port Alberni streets each day? That’s something that Cycle Alberni and the City of Port Alberni are looking to find out via a series of bike counts at the beginning of April. “Bike counts are important in order to have an understanding of what the current usage is of bikes on our roads and see if we can see any patterns of where cyclists like to ride,” said Cycle Alberni’s Sarah Thomas. The cycling organization was formed in 2015 in order to lobby for improved cycling infrastructure within the city and helped host Bike to Work week that year. Preparations for this year’s event May 30– June 5 are underway. The city’s draft budget for 2016 currently includes $50,000 for cycling lanes and another $10,000 for an implementation study.

Alberni tops Island in alcohol related deaths From A5

According to the B.C. alcohol and other drug (AOD) monitoring project, alcohol consumption in B.C. peaked at 9.25 litres of absolute alcohol per person (15+) annually in 200708. In 2014-15, alcohol consumption had reached 8.97 litres of absolute alcohol per person (15+) annually. Alcohol consumption in

the Alberni Valley continues to exceed that of the rest of Vancouver Island, Hasselback said. Cherry Creek director Lucas Banton queried Hasselback on whether or not the tourists headed to Tofino and buying cheaper alcohol in Port Alberni were contributing to that number. “These numbers are based on where the alcohol is sold so

HAVE SOME RESPECT FOR RURAL AREAS

ave some respect for our rural areas and natural environments. Quit dumping your trash in the backwoods. Port Alberni resident Leslie West sees so much trash in the bush when she walks her dog that she keeps track of where she is on the trails by the type of garbage she sees: oh, there’s a mattress? Hang a left in the fork in the road. Dead chicken? That must mean she is close to where she parked her car. It sounds ludicrous, but it’s unfortunately true. No one seems to be able to answer the age-old question: why? Why do people insist on dumping their garbage out in the bush? We will lose access to some of the back country if we’re not careful, as landowners will hesitate to let us through. We should also have some respect for our own community. Re: This girl loves her hockey, Feb. 16, by Malika McDonald of Port Alberni. I live in Surrey, BC and through relatives we received this article. We are astounded at the small-mindedness of some people. We have a daughter named Emily who plays hockey with boys. She is on a team with two other girls, and there is another girl in Emily’s league on another team. It’s not unusual to find girls playing with boys here in the Lower Mainland. I talked to the parents of her team and they were all surprised that someone would do what that mom or dad did in Malika’s story and complain about a girl playing with boys. All the players, parents and coaching staff on our Cloverdale team are behind Malika playing hockey

Granted, a lowbarrier rooming house is typical of government providing people with what it thinks they should have rather than what they actually need, for it’s perhaps not as ideal as self-contained units. But kudos to Rich Coleman anyway: for provided with two daily meals and other supports, this kind of housing is a healthy transition from living rough on the streets. At least it gets them out of offended eye of NIMBYs front yards and alley ways, but that still doesn’t seem good enough for some. I’ve toured proposed build sites for Habitat 4 Humanity, only to hear neighbours suspiciously question “How do we know that those kind of

people will keep up their end of the bargain,” referring to Habitat’s contract that clients contribute sweat-equity toward construction and pay towards a small mortgage. I’ve been further disgusted upon attending a community meeting to discuss the local homeless shelter’s bid to erect a muchneeded expansion on a nearby vacant lot, only to hear vociferous objections from neighbours like “a better use for the land would be as a place to take my dog to [defecate]!” Just what do these people expect authorities to do, and where do they expect the homeless to go? If NIMBYs put the same amount of energy they expend complaining about their fellow citizens into actually lobbying for the real supports they need, they could be a part of the solution instead of the negativity. Flip all negative thoughts into the positive before you speak. Flipping it is a choice to be a spark of transformation.

City Connect GERTRUDE STREET BRIDGE CLOSURE EXTENDED The Gertrude Street Bridge closure is being extended to the end of April. The bridge was originally scheduled to open in late February but has been significantly delayed by design changes and additional work identified during construction. The additional time is required to replace the deteriorated timbers buried at each end of the bridge, and to address inconsistencies in the supporting structure for the forming and placing of the new concrete deck panels and barriers. These issues were identified after the existing bridge deck was removed. The work remaining includes the forming and installation of concrete deck panels, installation of road side barriers and hand railing, re-installation of gas and water utilities, and roadway and sidewalk approach works. Reconstruction of the Gertrude Street Bridge has been undertaken as part of the City’s planned infrastructure renewal. When completed, the bridge will provide a widened surface with improved pedestrian and cycling lanes. We apologize for the inconvenience this may cause and appreciate the public’s patience and understanding.

with a balanced budget should be pleased about a federal pledge to increase the national debt by about a quarter. He kept circling back to his key talking point, that Ottawa didn’t sabotage B.C.’s liquefied natural gas plans by taking away capital cost allowances for this industrial investment. Instead Ottawa is jeopardizing the biggest LNG project by dithering over environmental impacts that have already been studied for three years. The biggest Trudeau promise of all is to rescue the middle class from the awful stagnation inflicted by the Harper years. The title of Morneau’s debut budget is “Growing the Middle Class.” A quick fact check takes me to Statistics Canada’s most recent table of median family income by province. After the 2009 economic crisis (triggered by reckless debt among other things), B.C.’s median income for all family types was $66,970 in 2010, $69,150 in 2011, $71,660 in 2012 and $74,150 in 2013. That’s about the same increase as the national rate – not spectacular, but pretty good considering low inflation. Better than most of the world, in fact. Again, this government is borrowing gobs of money to throw at a problem that may not even exist. At this point I’ve all but given up on the Trudeau government displaying actual competence, for anything other than going to parties and flinging rose petals at climate change. “We asked the residents where they would like to eat and everyone said ‘the kitchen’. The kitchen is the heart of the home.” Jan Cole, chair of the AV Hospice Society, agrees. “The kitchen is very important to the integrity of the society,” says Cole. “It makes us different than an institution.” People who have moved to the hospice may have different dietary needs, Swinkels said—they are at the end of their life, and they may only be able to eat certain foods. And maybe they’d like to have a beer or glass of wine with dinner, or a steak once in a while. “Because of the circumstances of them being here, it’s comforting,” Mellin said of the kitchen and the way the kitchen is run at Ty Watson house. Every kind of event is celebrated, many of the activities happening in the kitchen. Favourite foods are requested and received. It is a joyful place despite the sober circumstances. Mellin’s husband Ben spent a year at Ty Watson House—an unusual circumstance, due to the nature of his illness—so as house manager she sees the hospice from a different perspective. “When I was here with Ben, things just seemed to happen. Now I’m on the other side and holy moley, the work that goes into these things; I had no concept,” Mellin said. “I know now what it takes to run this house and it’s so amazing.” Ty Watson House opened in 2008 and has four beds. There are 49 volunteers who work in the kitchen. Pot Luck Ceramics also relies on volunteers to keep the doors to its Gertrude Street cottage open. Pot Luck moved to Gertrude last July after starting out in

rainy, windy day. The Piggies visit the Black Sheep on Jan. 23 and 24 as Vancouver Island Rugby Union (VIRU) Division One spring games begin. What is the attraction of rugby? “It’s a tough sport, but I like it,” Peceli responded. “It makes you strong.” Jack appreciates the team aspects of the sport. “You learn new things from other players. It’s not just you in the field. It’s not all about yourself.” Jack recommends rugby and hockey for young people. “When you’re young, you get frustrated … and that’s the place you get your frustration out, on the

rugby field. You can test yourself and see how tough you are.” Since church on Sundays is a big deal in largely Catholic Fiji, Saturday is the huge rugby day there, meaning rugby and hockey have at least one thing in common. Canadian weather and Fijian weather, however, are not alike. Staring out at the snow-covered Black Sheep playing field, the Fijian trio was asked if it ever snowed in Fiji. “No,” they shuddered in unison. “We’re still trying to adapt,” Jack admitted.

There was an excellent turnout for the opening of the Men’s Club on Sunday. The weather was cloudy with a few sunny periods, but the rain managed to hold off. Almost 50 men teed it up for the four-man best ball. Although the grounds were a little soggy, everyone seemed to have a good day. The overall winners were the foursome of Craig Acland, Steve Acland, Keith Gauthier and Clarke Crow. On the gross side, the team of Mike Pechor, Matt Mesic, Tyler Ruel and Colton Buffie came in with 68.

passed away in Port Alberni on Thursday, March 17, 2016 at the age of 68. Keith is survived by children: Faydra (Eric), Kevin, Terry (Jenny) and Ian, and grandchildren: Brayden , Eryn , Corissa , Taylor, Avery, Kingston, Ronan , Julia, and Naomi. He also leaves brother Vincent (Janet) and sister Elaine (Jim), nephew Jason and niece Sonya as well as extended family. Born on Vancouver Island, Keith grew up in Ucluelet building fishing boats with his father and working in the fishing industry. He later worked as a Chief Engineer at the Prince Rupert Fisherman's Co-op, Norpack, Versacold, and SFU where he worked as an HVAC Mechanic in Facilities Management. He retired from SFU and moved to Port Alberni to be closer to family. He enjoyed his early morning coffee with his "McDonald's crew", riding his motorcycles and rediscovering Port Alberni on his daily walks when he spent his time mapping the town. He was a man with a big heart, always having a sense of humor and a kind smile. According to Keith’s wishes, no formal service will be held. A private family gathering will take place at a later date. In lieu of flowers, donations may be made to the Canadian Diabetes Association, 276-2950 Douglas Street Victoria, BC V8T 4N4

Beloved son of the late Kath and Art McCreight, Don passed away peacefully at Victoria General Hospital on February 29, 2016. Don is survived by his brother, Dave (Judi), niece Lisa Brooks (Gord), nephew Kevin McCreight (Bob), and great-nephews Justin Brooks and Garret Brooks, as well as many cousins and friends. Don was born and raised in Port Alberni, graduating from ADSS, continuing his education at SAIT, the Southern Institute of Technology in Calgary. Don spent most of his working years in Victoria. Don toured England, Europe and Africa but his fondest memories were of playing in the local band, The Renegades. The family wishes to thank Howie Anderson, Jim Rutherford and Pete Bouver for their support and friendship. A Celebration of Life will be held at a later date. Cremation has taken place. Rest in Peace, Don.

Alberni artist featured at Rollin Art Centre

Days with a twist Tables are still available for Days with the Arts, although with a twist this year. Days with the Arts is back and this year we are starting a co-operative arts festival and we are inviting all artists who are interested in

Arts Around taking part. If you are interested in being involved at this year’s days with the Arts during the Solstice Arts Festival, please contact the Rollin Art Centre. We are looking for all artists/ artisans who may be interested in having a table/display/demo’s set up on the grounds during the three-day event, June 17 to 19. Space is limited, so call or drop by the Rollin Art Centre for more information.

Calling all artists If you are an artist that is looking to showcase your work, here is the perfect opportunity. The Rollin Arts Centre has a call to artists,

which offers you a chance to have your very own art exhibit in the beautiful gallery for 2017. If you don’t have enough pieces, don’t worry, we can always match you up with another artist to have a joint show. Applications are available online or at the Rollin Art Centre. Gallery show This year, Alberni Art Rave is presenting a two-week art show in the main gallery of the Rollin Art Centre as part of Solstice Arts Festival - Alberni Valley 2016. The grand opening of the festival and show is Friday, June 17 at 5 p.m.

Barkley concert Conductor Bonnie Wallbank and Barkley Sounds Community Choir are excited about their spring concert on Sunday, April 17 at ADSS auditorium. “Let’s Shake it Up” promises a sparkling mix of rock ‘n roll, folk, and contemporary classics. Guests will be Phil’s Harmonic’s String Orchestra, Dennis Olsen on guitar and Justin Johannesson on drums. Submissions of recent work are encouraged from artists in all fields and media. Due to the intimate location, we may have to restrict the size of wall-hung pieces to around 60 cm x 60 cm.
