“The problem with the use of special warrants is that cabinet avoids the scrutiny of the legislative assembly,” he said. “I just don’t think that that’s a good way of running governments.”

He said democracy demands that any money from the public purse be debated.

Ascah was skeptical of the Yukon government’s explanation that the late federal budget meant it needed more time to finalize its own finances. He said provincial and territorial finance ministers typically meet with their federal counterpart well before the end of the fiscal year, and get a pretty good sense of how to plan their own budgets.

For his part, Silver said he’s interested in fixed dates for the legislative assembly, to make sure the legislature reconvenes before the end of each fiscal year.

“We need to change the way that we use the legislative assembly,” he said.

But Ascah suggested a simpler solution.

“Just get the job done,” he said. “It can’t be that difficult.

You’re basically paid and elected to do that.”

Whitehorse city council approves mayor’s travel to Edmonton and China Myles Dolphin News Reporter

hitehorse mayor Dan Curtis’s upcoming allexpenses-paid trip to China came under scrutiny at last night’s council meeting.

City council was set to vote on approving two trips for Curtis.

One is to Edmonton in early April, to attend a mayor’s conference on reducing poverty. The other is to Zhengzhou, China, in May to attend an international mayor’s forum on tourism.

The City would be on the hook for Curtis’s travel expenses to Edmonton, but not to China, where sponsors have offered to foot the bill entirely.

Last night, councillor Samson Hartland said he felt uncomfortable approving the travel without knowing the sponsors, or what their intentions were.

“I’m a little conflicted with an all-expenses-paid trip to China,” he said.

“And I’m a little uncomfortable with both trips being wrapped up in the same recommendation, because I might have different feelings about each of those trips.

The warning extends from the Yukon to the U.S. border, and from the Pacific coast to the Rocky Mountains. It will be in effect until April 1, when the organization will reassess conditions.

“We’re expecting this weather to have a big impact on the snowpack,” said warning service manager Karl Klassen in a news release. “We are predicting a widespread and varied array of avalanche problems this week including cornice failures, surfacelayer avalanches, and failure on deeper persistent weak layers.”

Klassen said clear skies can often cause people to underestimate risks.

Avalanche Canada is recommending that backcountry users move into areas that are safe from avalanches once the morning sun hits alpine slopes and cornices. As temperatures rise throughout the day and the snow becomes wet, they should avoid avalanche terrain entirely.

The enumeration will continue until May 2. It will begin early in West Dawson and Sunnydale, before the ice road breaks up.

The list allows Elections Yukon to send electors accurate information about where to vote.

Recent changes to Yukon’s Elections Act mean that Elections Yukon is allowed to create a permanent list of voters for the first time.

During previous elections, lists of voters were copied by hand, said Dave Wilkie, Yukon’s assistant chief electoral officer.

But this year, Yukon will use the same computer program

for Curtis’s trip to Edmonton, while the second would authorize travel only to China.

The amendment was defeated in a 4-3 vote.

Curtis went on the defensive and assured the rest of council that the trip didn’t imply anything nefarious.

“I’m not in the pocket of the tobacco companies,” he said.

“They won’t be fracking in the Yukon because I’m going to this international mayor’s forum on tourism. I’m fine if you just remove China, I’ll tell the people that we’re not going to go.

“I feel like this is a quick decision, we’ve had a few weeks to discuss it and I don’t understand why we’re waiting until now.”

Coun. Jocelyn Curteanu said she supported the mayor’s trip to China, adding that it’s the perfect opportunity to showcase the City to a much wider, international audience.

“How many opportunities happen where this is offered?” she said.

In the end, council voted unanimously to approve both trips.

He said Yukon and Manitoba are the last two jurisdictions in Canada to adopt a permanent list.

The permanent list will include electors’ full names and residential and mailing addresses.

Enumerators will also collect birth dates and genders, but that information won’t be given to political parties or candidates.

Wilkie said those data allow Elections Yukon to differentiate between people with the same name.

Wilkie said voters will also be asked to allow Elections Yukon to gather information from Elections Canada and from driver’s licence changes to keep track of residents’ changing addresses.

During future elections, enumerators won’t need to keep returning to every home. Wilkie said they will focus on high turnover areas, like apartment blocks, care homes and new subdivisions like Whistle Bend.

This will also be the first time the enumeration takes place before the writ has been dropped, which will give Elections Yukon more time, Wilkie said.

Eligible voters are also encouraged to contact Elections Yukon if they’d like to earn extra income by working as an enumerator in their community.

Yukon hospitals looking to improve French services Ashley Joannou News Reporter

T

he Yukon Hospital Corporation’s website will be getting a facelift in the next few weeks to make it more accessible to the territory’s francophones.

The bilingual website is the first major project to come out of a memorandum of understanding signed late last year between the hospital corporation and the Yukon’s French Language Services Directorate.

Yukon is officially the third most bilingual jurisdiction in Canada with 13 per cent of its population speaking both official languages, according to the directorate.

A two-year pilot project aimed at improving bilingual signs, documentation and awareness of French services at the hospital wrapped up in late 2015.

As a result, most of the signs in all three of the Yukon’s hospitals are bilingual and about 80 per cent of documents are now available in both languages, according to hospital spokesperson James Low. Efforts to make French translators available were less successful. As part of the pilot project, staff at the hospital’s specialist clinic were supposed to greet patients in both English and French and then inform French speakers that an overthe-phone translator was available if they needed it, Low said.

It appears the service wasn’t being consistently offered by staff or asked for by patients, he said. “What it really comes down to is a lack of awareness that it’s still available.�

Phone translation is going to continue to be available 24 hours a day. Low said the hospital is working to increase public awareness of the service. “If you do have people who speak French but you’re never offered the service, because we’re so used to not getting the services, we don’t ask for it anymore,� said l’association francoyukonnaise executive director Isabelle Salesse.

objective is to maximize the capacities in place and to be strategic as to how we use the bilingual resources,� he said in an email. “There are already many bilingual staff working at the hospital as we speak.�

The three-year plan is to have French services that are visible, available and publicized, Low said.

The Yukon branch of the national Francophone Health Network just finished its own needs assessment of all health services in the Yukon, Salesse said. The results are not in yet.

It will be important that groups like the network are part of plans for the hospital going forward, she said.

Now, administration has replaced the aging policy with more modern regulations. It says a controlled increase in the number of dock sites “is not anticipated to have a significant adverse effect on water quality.�

The new policy, titled the Schwatka Lake Dock Policy, allows for the creation of new dock sites while making environmental protection a high priority.

As it stands, there are 18 dock sites on the lake’s western shore with annual permits. Sixteen operators are on a wait list for a dock.

The Schwatka Lake Area Plan, passed by city council last year, identified locations for up to 14 new sites to be opened, which would be phased in over time.

After council passed the plan, the cost of a new dock permit increased to $300, up from $75.

Erica Beasley, a planner with the City, told council last week she wasn’t sure if that would contribute to a decrease in applications, as the deadline is March 31.

She said the most significant change in the new policy is the introduction of dock development and maintenance standards. “The original policy didn’t include any standards, which has created enforcement challenges for administration in terms of ensuring that docks are kept in good order,� she said. “It’s also something we heard a number of times during our consultation process.�

Included in the new standards are specifications for attachments to shore, restrictions in terms of dock dimensions, and a requirement for site restoration following the end of use on site, Beasley explained.

Other changes include a requirement for dock operators to have a fuel spill kit on site during fuel handling.

A site for Yukon’s Next Generation Hydro project will not be chosen before the next territorial election, says Brad Cathers, the minister responsible for the Yukon Development Corporation.

The Yukon Development Corporation was originally supposed to recommend one or more hydroelectric projects to cabinet by the end of 2015,

but the process fell behind schedule.

Now, Cathers says the board has completed its directive, even though it wasn’t able to

recommend any particular project.

“We do acknowledge that this has all taken longer than originally anticipated,” he said. “Our focus is on getting it right.”

A summary of feedback from the public events has also highlighted “a lot of interest in exploring the possibility of a portfolio of renewable energy solutions” instead of a single, large hydro project.

Last fall, Midgard Consulting released a report showing that a portfolio of small-scale renewable energy projects with pumped storage could supply Yukon’s electricity needs for $270 per megawatt-hour, compared to $240 per megawatt-hour for a next generation hydro project. It would have a footprint of 20,000 hectares, compared to 18,000 hectares for a large-scale hydro project.

But Cathers said the smallscale solution would involve “more dams, more flooding and have more effect on a larger number of rivers.”

“None of them are perfect options,” he said. “We still think that as a long-term option, that a large-scale hydro project will probably ultimately end up being something that Yukoners will choose compared to the costs of other energy options.”

erta Caceres, of the Lenca people whose traditional territory is in Honduras, a visionary indigenous, community and environmental leader, 2015 winner of the prestigious international Goldman Environmental Prize, was assassinated in her home in the earliest hours of March 3, 2016.

Berta died fighting for rights that we in Canada enjoy and expect. Here in the Yukon, we struggle with many of the same issues Berta addressed like balancing indigenous rights with corporate and extractive rights.

But Berta was in Honduras where success and recognition as an activist can be deadly.

Since the 2009 military coup ousted the legitimate Zelaya government, Honduras has become the most dangerous country for both environmentalists and journalists, and has the highest murder rate in the world.

This obituary is not just about Berta; it’s about us, our roles as Canadian citizens, Canadian businesses, as elected officials.

Justice for Berta will be hard won without us.

Living, breathing‌ embodying human and environmental rights continuously put Berta at odds with Honduran and international business interests. Canadian hydroelectric company Blue Energy is one example of many threats Berta publicly identified last year.

In 2009, the Inter-American Commission on Human Rights, an autonomous body of the Organization of American States, recommended precautionary measures be taken for Berta’s security. As recently as October 2015, in recognition of Berta’s fearless leadership in the face of many ongoing threats of violence, the IACHR re-iterated her need for protection.

But in Honduras, extreme impunity for extreme violence is the norm. As I write about Berta, news arrives that another activist, Nelson Garcia, has been killed, less than two weeks after Berta’s death.

Gustavo Castro, eye witness to Berta’s assassination, and also wounded in the attack, has taken refuge in the Mexican Embassy in Honduras. After giving testimony as requested, Honduran officials have denied Castro the right to travel home.

Canadians hold multiple business interests in Honduras where for years indigenous lands and waters have been illegally expropriated from extractive, energy, and tourism industry operators (Canadian mining giant Goldcorp Inc. and tourism tycoon Randy Jorgenson are both targets of indigenous and campesino resistance to their “economic development� operations).

Canadian citizens recently elected a federal government committed to implement the United Nations Declaration on the Rights of Indigenous Peoples. Toward that end, transitional principles for environmental assessments were released, including that: “Indigenous peoples will be meaningfully consulted, and where appropriate, impacts on their rights and interests will be accommodated.�

Those principles are meant for Canada.

Meaningful consultation, prior and informed consent, were not even talked about with the projects Berta, and many others, were and are resisting in Honduras. And that is no surprise at all. In fact, it is well documented that Canadian corporations’ overseas operations often do not respect indigenous rights. What Berta was fighting is business as usual.

How does the government of Canada, and how do we as Canadian citizens, reconcile our apparent double standard when it comes to respect for indigenous rights: one standard in Canada, and none in Central America?

The assassination of Berta Caceres, an indigenous activist in Honduras, points to

some big questions, including this one: does the respect of indigenous rights, necessarily, and essentially by definition, include the indigenous of all (settler) nations?

Canada’s support of the post-coup government in Honduras, despite many unresolved questions about the coup’s legal legitimacy, is a case of economic interests trumping indigenous rights, the very rights Berta dedicated her life to defending, the very rights the new Canadian government has vowed to honour.

Canada can honour the United Nations Declaration on the Rights of Indigenous Peoples by insisting on safe passage home for Gustavo Castro, and by calling for an independent investigation into Berta’s and Nelson’s assassinations rather than leaving it to the corruption and impunity of post-coup Honduras.

In the aftermath of the military coup he supported, Prime Minister Stephen Harper oversaw the negotiation and ratification of the Canada – Honduras Free Trade Agreement. Born of an illegitimate government, the so-called free trade deal turned out to be just another economic structure that enables Canadian profit to derive from Honduran oppression and repression.

Tweaks welcome, but northern tax benefits could use an overhaul in the tax calculation process.

Rather than directly reducing the amount of tax you pay, deductions reduce how much of your income is counted when tax is calculated. Ultimately this has the same effect because less income means less tax, but since each of us pays tax at a different rate, deductions affect each of us differently.

If you can claim the full Northern Residents Deduction in 2016 you will be able to reduce your income by $8,052 – 366 days in this year (it’s a leap year remember) multiplied by $22. So what happens when you reduce your income by $8,052?

Let’s do some crude calculations.

If you’re making $40,000 you will now calculate your taxes as if you made $31,948. For each dollar you make between those two amounts you would have paid 21.4 cents in tax, so the deduction saves you about $1,723.

If you were making $100,000 per year you calculate your taxes as if you made $91,948.

As a result you will save about $2,971, because you were paying 36.9 cents in tax on the difference.

A $200,000 earner who was paying 41.8 cents on every dollar of income will save $3,365 – almost twice as much as a $40,000 income earner

received.

(As an aside, for those who are curious, the increase announced last week will save our hypothetical tax filers about $430, $742 and $841 respectively.)

Obviously the solution to this inequity (if you think it is an inequity) isn’t to simply convert the deduction into a credit as that would just cost everyone except those in the lowest tax bracket a bunch of money.

We certainly don’t want that.

But one possible solution might be to make the deduction a credit and substantially increase its value so that every Yukoner gets the same amount.

Another tweak that could enhance the fairness of the deduction would be to extend the travel portion of the deduction to self-employed Yukoners.

The second (and more complicated) part of the Northern Residents Deduction allows Yukon employers to give their employees a “taxable travel benefit.” Subject to various arcane rules, employees can then deduct a portion of the amount that they spend on travel outside of the territory.

Contrary to popular belief, the travel portion of the Northern Residents Deduction need not be a separate lump sum payment given to the employee.

All that is required is that the employer and employee agree (ideally in writing) that some portion of the employee’s pay is a “taxable travel benefit” and input that amount in the correct box on the employee’s T4. The misunderstanding that it must be separate payment is perpetuated by the fact that the Yukon government gives its staff the “Yukon bonus” once a year in one chunk and without withholding any tax.

There is no downside for the employer to make some portion of the employees pay a “taxable travel benefit” and it can mean hundreds of dollars in tax savings to the employee. Any employer who isn’t already doing so ought to take advantage. It is surprising how many aren’t.

But the travel portion of the Yukon benefit isn’t available to self-employed Yukoners and it is hard to envision a strong rationale for that. After all, people who work for themselves like to travel as well.

Perhaps the government ought to let self-employed northerners in the door by deeming some portion of their business income as being a “taxable travel benefit.”

And why ridicule his pay or his pension? Is his compensation different than any other senator? Has anyone else resigned? Have Trudeau’s new appointees agreed to resign after nine years? Have they agreed to take less pay? Even given that most Canadians question the usefulness of the Senate, including at one time, no doubt, most of the sitting senators, why single out Senator Lang for accepting his appointment to the Senate? Is there anyone the News knows who would not do likewise if said appointment were offered?

And by the way, who does the News have in mind as a

replacement for Senator Lang?

Or is the News going to lead the new charge to change or abolish the Senate beginning with a campaign to leave the Yukon seat vacant?

As for the epithets of “slippery, opportunistic and unprincipled,” although they may sit well on the shoulders of many senators and many members of Parliament, too, the News did not specify any egregious behaviour on the part of Senator Lang that might suggest he was among them.

Perhaps the News could now turn its attention to some of the slippery, opportunistic and unprincipled members of the Liberal caucus, starting with the prime minister and his minister of finance who have already strayed quite far from their campaign promises.

Oh yes, and have they not also shortchanged Yukon and the other territories on our transfer payments, which Senator Lang has loudly protested, but on which situation our Liberal MP has yet to make a peep. Perhaps he is afraid he would be kicked out of caucus.

In regards to the panic over the Yukon Environmental and Socio-economic Assessment Board’s decisions on the proposed Casino mine project and Northern Cross’s drilling expansion in Eagle Plains, I believe there are a couple critical points that are needed to keep things in perspective.

1. With the recent criticism of YESAB, it must be noted that YESAB has approved over 99 per cent of mining developments. That is a staggering number for a territory ridden with expensive and toxic abandoned mines. Some folks consider YESAB a giant ball of unnecessary red tape and others consider YESAB a rubberstamp organization that never says “no” out of fear of litigations for projects that don’t get a quick green light. Canada has come under increased pressure from environmentalists to explain how the country can continue to develop Alberta’s oilsands and also meet ambitious greenhouse gas emission targets.

The country’s energy industry is forecasting an expansion of the oilsands to meet growing world demand.

TransCanada wants to meet part of that demand and its Energy East Pipeline proposal would see 1.1 million barrels of oil a day move from Alberta and Saskatchewan to New Brunswick.

Climate research suggests, however, that most of Canada’s oilsands need to stay in the ground if world temperature increases are to remain below two degrees Celsius.

Canada’s current climate goals are to reduce emissions by 30 per cent by 2030 when compared with 2005 levels.

“Look, we need to grow our economy as well,” she said when asked whether Canada can simultaneously reduce emissions and build pipelines. “You can’t overnight say there is going to be no development (in the oil sector). But we’re moving in this direction and I think our budget is a very clear step towards that.”

She said her government is pledging $5 billion over five years to build “green infrastructure” across the country, such as wastewater treatment facilities.

McKenna added the recently tabled federal budget also includes $1 billion over four years for investments in green technology.

“We are going to be in a period of transition but we are moving in that direction,” McKenna said.

Alaska volcano spews smaller amounts of ash at lower levels Dan Joling Associated Press

ANCHORAGE, ALASKA n Alaska volcano kept pumping out new ash Tuesday that could threaten aircraft, but it came in smaller amounts at lower heights, according to the Alaska Volcano Observatory.

Pavlof Volcano, 625 miles southwest of Anchorage on the Alaska Peninsula, erupted Sunday.

The initial eruption continued for about 17 hours and put out an ash cloud that reached 37,000 feet.

“Over the last six to eight hours the activity is more intermittent,” he said. “There are short duration, small explosive events that are occurring, as opposed to sort of a continuous plume.”

The original ash cloud crossed Bristol Bay, spread into interior Alaska, and stretched into northern Canada, said Don Moore, meteorologist in charge of the National Weather Service Alaska Aviation Weather Unit.

Volcanic ash is angular and sharp and can cause a jet engine to shut down. Alaska Airlines on Monday cancelled 41 flights within the state affecting 3,000 customers heading to Fairbanks, Bethel, Kotzebue, Nome, Barrow and Deadhorse. The airline had cancelled at least 14 more flights Tuesday.

The volcano in the 8,261-foot mountain is one of Alaska’s most active. It has had 40 known eruptions.

Pavlof eruptions in the past 20 years have not been as intense, but the current eruption is not unprecedented for the volcano, Schneider said.

The length of the eruption was a major factor in the size of the ash cloud, Schneider said. So were

the winds and possibly the smaller size of the ash, which takes longer to fall out of the atmosphere.

The observatory took reports of ash fall, which can be hazardous to eyes, skin and breathing passages, from several communities.

USGS geologist Kristi Wallace said the most significant was in Nelson Lagoon, a village of 39 people about 55 miles northeast of the volcano. Residents reported

one-eighth to two-thirds of an inch of ash.

Trace amounts of ash were reported in Dillingham, a Bristol Bay fishing community, and Port Heiden on the Alaska Peninsula.

Only trace amounts of ash had been reported from Pavlof eruptions since 1996.

In the past, the volcano has erupted intermittently over months or shut off abruptly.

W

hen Whitehorse musician Ryan McNally returned north from a trip to New Orleans last year, he carried with him a valuable souvenir: his next album.

During his month-long stay in the Big Easy, McNally immersed himself in the city’s culture – most notably the local music scene – and emerged with his first solo album in half a decade.

Writing Steppin’ Down South wasn’t McNally’s goal when arriving in New Orleans, he says.

The intent was to take a dedicated chunk of time to work on skills learned in Memphis, Tennessee with one of his musical mentors, blues guitar expert Andy Cohen.

“I took a train to New Orleans, rented a little studio there, and tried to make myself a bit of a schedule to practice a lot of what I’ve learned,” McNally says.

“I wasn’t going down to write a new album or anything necessarily. I didn’t want to put so much pressure (on myself ).”

Along with the practice, every day McNally would dive into the vibrant music scene, soaking in the different styles that emanate from the bars and coffee shops that populate the New Orleans avenues. While the city is most famous for its Bourbon Street jazz, McNally was subject to a variety of musical styles, such as blues, zydeco and Cajun.

He found each genre would come with its own rhythm and dance step, something he learned first hand.

“That’s what’s cool about that town… Dancing is such an ingrained part in the community,” he says.

At first, McNally was hesitant to partake, but he was quickly convinced to join in the fun.

“If you look like you’re having a good time listening to the music, somebody’s going to come up and ask you to dance.”

One of the biggest takeaways for the singer/songwriter was how each musician wouldn’t deviate from the basic tenets of their chosen genre. Rather than forming the dance around the music, the music would contour to the dance step, McNally says.

This concept is readily apparent in Steppin’ Down South.

While each track is unique in its own right, the vibe is concretely similar across the album without sounding formulaic.

“That inspired a lot of the tunes that I wrote,” says McNally. “I wanted them to be easily danced to.”

McNally was also inspired by 1920s jug band music, with its lo-fi instruments like washtub basses and washboards. Rhythmic and lively, this style popped up in southern states prior to the Great Depression, particularly amongst African American communities.

And though McNally’s instruments are not as rudimentary and inventive as the original jug bands (save perhaps the washboard), the hand-made feel is certainly still there.

The whole album was recorded “live off the floor,” with the entire band playing together, rather than recording instruments separately. McNally posits that this method leads to a more cohesive feeling.

“I was really much more happy with the energy that was at the live show,” he says.

Going down a lifeless checklist of parts to record didn’t suit McNally’s fancy. “I knew that wasn’t going to capture that energy if we did it that way, so that’s why I wanted to do it all live.”

Just like anything handmade, perfection wasn’t the desired result. McNally reveals

there are some tracks that have slight flaws – flaws that aren’t detrimental in his eyes.

“There’s a couple flubs,” he says. “But you know, the more I listen to it, those are my favourite things.”

I Saw the Light peers into Hank Williams’ demons next he’s singing “Your Cheatin’ Heart.” Juxtaposition only goes so far, and it’s not enough here.

Abraham just presents moments and moves on.

A biopic should be more interested in what made Hank Williams extraordinary, not just the things that made him like everyone else. We never feel what he feels when he goes from a fight to a ballad. Here, he might as well be flipping through a Hank Williams songbook that he’s completely disconnected from.

That’s why the final scene works so well. It finally makes you feel a connection between the man, the song, the audience and the historical context that made him.

Great movies, like great songs, illustrate the ineffable. This is a movie that had too much to tell and not enough to say.

he final scene of I Saw the Light, a biopic about folk legend Hank Williams, shows a packed theatre on New Year’s Day in 1953. They’re waiting for Hank to come out, but instead get a plainly distraught and uncomfortable man tasked with delivering a message he doesn’t want to: That Hank Williams, at the age of only 29, died on the way to the concert.

As the camera peers out into the crowd a song starts to emerge – I Saw the Light. Everyone in the theatre, on stage and off, joins in.

They know the words as well as they know their own name.

Hank Williams belonged to the people, and that’s made clear in this perfectly realized moment.

But it’s the first time the movie even attempts to show Williams’ impact outside of himself and make the audience understand why this man and his voice endures to this day and it comes far too late.

For most of the film, which writer-director Marc Abraham adapted from authors Colin Escott, George Merritt and William MacEwen’s biography, the fans are just numbers. They are records sold, listeners banked, and uninteresting faces in the crowd.

This is a naval-gazing biopic of the highest order, and not a particularly illuminating one either. It’s mostly about Hank, played by Tom Hiddleston, and his women. It trudges through the personal and professional highs and lows of his rise to fame as though it were a greatest hits record.

And for all the information we get about his tumultuous relationship with his first wife Audrey (Elizabeth Olsen), his drinking, his drugging, his cheating, and his success it still feels fairly slight and by the books. Even

Biopics can be thankless heartbreakers for the actors brave enough to take them on, especially when it involves mimicking an iconic voice. Hiddleston, while seemingly too old in his mid-30s to play the young Hank, does a fine job in capturing the ghostly golden god, whose expressive eyes can go from tender to menacing in a flash. He’s got his gangly swagger down, too, and at least a workable approximation of that haunting voice.

But despite the minutiae and the long runtime, Hank Williams the artist never comes alive on screen. Even the career high of finally making it to the Grand Ole Opry lands with a thud. Was Wil-

Yukon climbers look for a new challenge Ashley Joannou News Reporter

A

group of Yukon climbers is looking for the best route to bring more climbing options indoors.

A new board – an offshoot of Climb Yukon – has been formed with the goal of building an indoor climbing wall somewhere in Whitehorse.

If things go as planned, the new 33- to 40-foot wall would help people who already climb and make the activity more accessible to people who want to give it a try, they say.

“Because now they have a place to start and they have knowledgeable people that can actually teach them how to get into the sport and they can go try it and see if they like it,” said Josh Lightman, one of the group’s directors.

The idea is just getting off the ground. Right now the group is asking Yukoners to fill out an online survey to get a better sense of how many people in the territory might use an indoor climbing wall.

Plans for something like this have been discussed by Yukon climbers for a long time, said director Patricia Duchesneau, but last summer was when things really started taking shape.

“It was raining a lot that summer and somebody just said, on the Facebook page, ‘It would be really nice to have an indoor climbing wall accessible right now,’” she said.

As it stands, there aren’t many public options in the territory when it comes to climbing inside, the group says.

The majority of the facilities are in schools. Porter Creek Secondary School has a bouldering wall and so does the Teslin Community School, though that one is only rarely used, according to the Department of Education.

Bouldering walls are usually around 10 or 12 feet high and don’t require ropes.

Large mats underneath catch anyone who slips.

Ecole Emilie-Tremblay in Whitehorse and schools in Carcross and Haines Junction each have taller walls used to teach climbing with ropes. The Department of Education couldn’t say how tall those walls are.

The new facility would combine bouldering and rope climbing in one place.

It’s difficult to train or learn to climb outdoors without taller indoor walls, organizers say. There are technical skills for rope climbing that you can’t learn on a short bouldering wall.

Thanks to Yukon’s lengthy winter there is only a small window to learn outside.

“I was joking with a friend, we were talking about naming a route ‘determination’ because that’s kind of what it takes to climb in the Yukon,” Lightman said.

Duchesneau said without a place to practice yearround it’s difficult for people who do climb to maintain their skills.

“I did climb a little bit in the summer but I would say without training in the winter it makes it a little bit harder for me, at the level I’m at, to be comfortable and climb safely outside.”

There are physical and mental benefits to anyone who wants to give it a try.

“I think we can reach a wider population as well,” she said. “We’re thinking that eventually it would be really nice to start educational programs in the schools.”

The group is still figuring

out how much all this would cost and how the wall would be run. So far managing it as a non-profit society is looking like the best option.

“Any profits that we derive from charging a membership or something would go right back into the facility supplying holds and ropes and equipment and instruction,” Lightman said.

Of course there is still the small matter of space. There aren’t many places in town tall enough to house such a wall. The group has looked at two possibilities so far, but they’re keeping tight-lipped about the options for now.

They’ve set up a handful of public kiosks at the Canada Games Centre to let people know about the plan.

So far the reaction has been very positive. Duchesneau said people appear interested in the wall and want to give climbing a try.

“I’d say it was really motivating actually to have physical contact with people that were actually interested by the project,” she said.

“It’s really motivating to know that there is an interest.”

Ghomeshiâ&#x20AC;&#x2122;s verdict highlights whatâ&#x20AC;&#x2122;s wrong with justice system: experts Michelle McQuigge & Paola Loriggio Canadian Press

TORONTO he ruling formally acquitting Jian Ghomeshi on several counts of sexual assault starkly illuminates the various flaws in a legal system that rarely dispenses justice to victims, lawyers and womenâ&#x20AC;&#x2122;s groups say.

Most agreed that Justice William Horkins had little choice but to find the former CBC star not guilty on all charges given the evidence before him.

Horkins, citing devastating cross-examination that exposed sometimes stark inconsistencies in witness accounts and memories, said the shifting recollections of Ghomeshiâ&#x20AC;&#x2122;s three accusers left him with reasonable doubt as to whether the assaults took place.

University of Toronto law professor Brenda Cossman acknowledged that the witness testimony in the case was highly damaging, describing defence lawyer Marie Henein as â&#x20AC;&#x153;decimatingâ&#x20AC;? the stories each woman told on the stand.

But Cossman said the trial also highlighted the enormous pressure victims are under to live up to pre-conceived notions of how the ideal witness thinks and behaves, adding the approach summed up â&#x20AC;&#x153;everything thatâ&#x20AC;&#x2122;s wrongâ&#x20AC;? about the way in which sex assault laws are applied in the courtroom. â&#x20AC;&#x153;The outcome isnâ&#x20AC;&#x2122;t surprising, but I think that the message being sent is pretty clear to potential future sexual assault complainants,â&#x20AC;?

Cossman said in a telephone interview. â&#x20AC;&#x153;If thereâ&#x20AC;&#x2122;s anything less than perfect in your behaviour before, during and after the sexual assault, donâ&#x20AC;&#x2122;t bother coming forward because your credibility will be decimated.â&#x20AC;?

Horkins pulled no punches in his evaluation of the witness testimony in the case. He described the three women variously as â&#x20AC;&#x153;playing chicken with the justice system,â&#x20AC;? being manipulative and even outright lying.

His assessment was due largely to Heneinâ&#x20AC;&#x2122;s withering cross-examination, which revealed emails, photos and handwritten letters that she argued suggested a desire for more contact with the former â&#x20AC;&#x153;Qâ&#x20AC;? host.

Horkins stressed that he was more concerned with an apparent lack of honesty than by their interactions with Ghomeshi, but did say that their conduct raised questions. â&#x20AC;&#x153;Each complainant in this case engaged in conduct with Mr. Ghomeshi after the fact which seems out of harmony,â&#x20AC;? he wrote in the decision.

Thereâ&#x20AC;&#x2122;s the information that was withheld or was lied about, then there is, was that information really relevant to whether we believe theyâ&#x20AC;&#x2122;ve been sexually assaulted or not,â&#x20AC;? she said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s that second part that I think is concerning. Tamar Witelson, legal director of Metrac Action on Violence, is as concerned about the treatment potential victims face on the stand as they do on the street.

The Ghomeshi trial, she said, vividly illustrated the humiliating process that awaits women who do decide to press ahead with charges. â&#x20AC;&#x153;The complainants went through what appeared to be a pretty horrific experience,â&#x20AC;? Witelson said of the trial process. â&#x20AC;&#x153;Is that the price that you have to pay in order to get a positive outcome through the criminal justice system? Is it worth it?â&#x20AC;?

Womenâ&#x20AC;&#x2122;s advocacy groups contend that it is, citing the national conversation that erupted when allegations against Ghomeshi first surfaced in 2014.

Nicole Pietsch of the Ontario Coalition of Rape Crisis Centres said the courtroom drama that played out before the public only reinforced the campaigns, hashtags and other survivorawareness topics that came to light. â&#x20AC;&#x153;All the things we heard from victims of sexual violence that said â&#x20AC;&#x2DC;these are the reasons why no one talks about it,â&#x20AC;&#x2122; thatâ&#x20AC;&#x2122;s what we saw roll out in the court, in the cross-examination in particular, and then also in this verdict too,â&#x20AC;? she said.

Some seem hopeful that the spectacle and outcome of the trial could lead to systemic change down the road.

Prime Minister Justin Trudeau said he looked forward to hearing â&#x20AC;&#x153;thoughtful proposalsâ&#x20AC;? on ways to address violence against women.

aged and licking our wounds,â&#x20AC;? she said. â&#x20AC;&#x153;But I think thereâ&#x20AC;&#x2122;s been a momentum built here that isnâ&#x20AC;&#x2122;t going to go away easily. And I think in fact, the anger and outrage may fuel another round of reform.â&#x20AC;?

SPORTS AND RECREATION Former junior rink reunites after 20 years to win Whitehorse bonspiel Tom Patrick News Reporter

T

he last time Whitehorse’s Kerry Campbell, Lindsay Moldowan, Tracy Oles and Kara Kowalyshen curled together was representing Yukon 20 years ago at the 1996 Canadian Junior Curling Championship.

It appears, after all those years, the magic is still there.

The rink went 4-1 to win the women’s A division at the 64th annual Whitehorse International Bonspiel at the Whitehorse Curling Club on Sunday.

“The curling was a little off, but the sportsmanship and the way we all got along was like we never really left,” said Campbell, the team’s skip.

“It was good to have everyone back and it was very enjoyable. It was a good time.”

With Moldowan playing third, Oles second and Kowalyshen lead, the reunited rink clinched the title with a 9-2 win over Charmaine Thom’s rink in the final.

Team Campbell took control early, stealing four in the first end.

“Everyone was just making their shots and the other team wasn’t right up on theirs, and it just worked out for us there,” said Campbell.

The Campbell crew’s only loss of the bonspiel came to Team Thom, which includes Patsy Cashin, Candice Braga and Bev Murphy. Thom defeated Campbell 8-7 in the spiel’s third draw.

“Their draw weight the first game was unbelievable,” said Campbell. “Every draw they could make. We were struggling a little bit but found ourselves in the next game.”

Campbell has played on a champion rink at the Whitehorse bonspiel before, but this was her first as a skip.

It was the same story for men’s champion skip. Whitehorse’s Darol Stuart, who has played on a winning team in the past, won the men’s A division for his first time as skip.

“It’s a great way to end the season. We had a pretty rough season – it’s nice to finally win something,” said Stuart.

“This is probably the first year we’ve all curled together.”

The Stuart rink, which includes third Herb Balsam, second Lorenzo Roberti and lead Clarence Jack, went undefeated with four straight wins over the weekend.

Stuart clinched it by squeezing a shot through a port for a take-out in the eighth end, in what was the last shot the ice will see as the end-of-season melting process begins.

Tyler Williams’ rink placed first in the men’s B division, Rhonda Horte’s first in the women’s B division. Leland Rich’s Fairbanks rink claimed first in the men’s C division, Ev Pasichnyk’s rink first in the women’s C division.

Whitehorse’s George Hilderman curled to first in the men’s D division.

In addition to Whitehorse rinks, this year’s bonspiel included teams from Carmacks, Carcross, Atlin, Fairbanks and Kitwanga, B.C. “The bonspiel was great, lovely volunteers, Sandy (Miller, the club manager) put on a bang-up show,” said Stuart.

Campion Flyers end Huskies’ Coy Cup run Tom Patrick News Reporter

T

he Fort St. John Flyers won their second straight Coy Cup, leaving the Whitehorse Huskies in their wake, over the weekend.

The Flyers ousted the Huskies in the semifinal Friday before downing the hosting Terrace River Kings in the final on Saturday at the B.C. AA senior men’s championship.

“That may have been the toughest loss of my career, especially with the great group of guys we have in that room,” said Huskies head coach Michael Tuton, just after Friday’s semifinal.

“After the game I let them know, ‘You guys keep your head up high.

We started this organization from nothing and here we are being a team that no other team in this tournament took lightly.’ Any time teams had to face the Huskies, they had to get fired up. It was some of the most physical play for a week straight. That room is filled with guys banged up with bags of ice everywhere.

“I couldn’t be any prouder of the players, the coaches or the organization.”

The Huskies were sent packing with a 7-3 loss to the Flyers on Friday. Things looked bright for Whitehorse early on as forward Kane Dawe scored just 33 seconds into the game – on the team’s first shot on net – assisted by captain Evan Campbell. The Flyers answered back with two first-period goals for a 2-1 lead.

Huskies forward Kevin Petovello tied it 2-2 on a power play goal just two minutes into the second before the Flyers took the lead a final time with a goal from Brody Busche on a screened shot Whitehorse goalie J.J. Gainsforth had little chance of stopping.

Fort St. John went up 5-2 early in the third before Huskies centre Adam Henderson put in his team’s final goal of the season.

“I don’t think they outplayed us by any means; it wasn’t a 7-3 game by the way it was played,” said Campbell. “I thought we played well. Systematically we stuck to our game plan, they were just opportunistic with their chances and their goalie (Troy Hunt) played really well all the way through the game.”

The Flyers went on to defeat the Terrace River Kings 3-2 in the final. It was the second Coy Cup in a row in which the Flyers beat the River Kings in the final and the third in a row Terrace was runnerup.

Fort St. John spelt the end of the Huskies’ season last year as well, beating Whitehorse in a qualifier playoff for the Coy Cup. But the Huskies did exact some revenge, even if it was inconsequential. They downed the Flyers 6-5 on Thursday in the final round

“That was probably one of the grittiest performances I’ve ever seen,” said Tuton.

“As cliché as it is, this was a group effort. There was nobody too high or anybody too low,” he added of the tournament as a whole.

The team effort could be seen on the scoresheet for every Huskies game in Terrace. In the win over the Flyers, for example, every Huskies goal came from a different skater. Rob Warmer, Petovello, Henderson, Gibson Pearson, Rob Stuckey, and Derek Klassen each found the back of the Flyers’ net with Klassen notching the gamewinner. Dawe had four assists in the game.

“Everybody played exceptionally hard and I’m proud of all the boys for that,” said Campbell. “It’s just that hockey is a funny game.

We had our chances … we just couldn’t quite put them away, capitalize on them. Tonight they (the Flyers) were opportunistic, so hats off to them, they played a hell of a game.”

The Huskies opened the Coy Cup with a 6-5 win over the Smithers Steelheads on March 22. They then fell 6-3 to the Terrace River Kings last Wednesday in their second of three round robin games.

Whitehorse club glides to second with 12 medals at nationals Tom Patrick News Reporter

I

t’s one thing to compete at a national championship, but to do it at home in front of friends and family is something truly special.

That seemed to be the feeling among local racers as the Whitehorse Cross Country Ski Club hosted the 2016 Haywood Ski Nationals last week.

“We’ve been skiing these trails since we were tiny kids and we know them quite well,” said Whitehorse Olympian Emily Nishikawa. “And then seeing those friendly faces and everyone is cheering my name. Yeah, it’s pretty cool.

“A special thanks to everyone who helped make this event possible. It’s a pretty special opportunity for us to be able to race at home.”

“It’s been a really great week.

It’s been amazing racing on our home trails here,” said Whitehorse’s Knute Johnsgaard. “So many volunteers, so many people out cheering – it’s a super good vibe. It’s been a really great week and I had a good race to cap it off.

It couldn’t be a better end to the season.”

Familiarity with the trails, characteristically loud Yukon fans, a record-sized team of 46, and the club’s propensity to produce top-notch skiers, all combined to make last week one of Whitehorse’s best showings at the national cross-country ski championships.

Whitehorse placed second out of 61 clubs from across Canada to tie its previous best from 2014, 2012 and 2007.

Ontario/Quebec powerhouse Nakkertok claimed its seventh straight club title while Quebec’s Skibec Nordique placed third.

Whitehorse club skiers sped to 12 medals over the week, adding three to the total in Saturday’s classic mass start races.

Nishikawa picked up her fourth medal, and third gold, of the week winning the senior women’s 30-kilometre race. She finished in 1:43:12, more than three and a half minutes ahead of the silver medalist.

With the win the 26-year-old placed first in the open women’s aggregate standings.

“To finish off the season on a high note like that is more than I could ask for,” said Nishikawa.

“I’m incredibly happy. It was so special having these nationals in Whitehorse, seeing all the volunteers at the start and at the finish and everywhere in between … They are all familiar faces and they are the greatest people here volunteering. Seeing the whole team come together to host this event has been incredible.”

Beatty decided to sit-out Saturday’s distance classic to avoid aggravating a back injury she’s nursed since January.

“It’s a long, hard race and my back has been pretty sore the last couple of days after the long season of racing and I thought it would be an unnecessary stress on my back to go through this,” she said.

Beatty had already accomplished a lot last week. The

22-year-old won two gold and a silver and placed second in the aggregate standings behind Nishikawa. She also placed first in the Haywood NorAm season standings.

Beatty capped her season with gold in the sprints last Wednesday.

“The sprint was my first skate sprint victory of the season,” said Beatty. “My other two victories were in classic sprint.”

Whitehorse’s Natalie Hynes added her third of the week on Saturday, taking gold in the junior girls 7.5-kilometre classic. The 18-year-old had already a silver from the 10-kilometre race and a gold from the five-kilometre from the week. She placed first in the Year of Birth (YOB) aggregate standings for girls born in 1998.

“A 50 K is always a whole different race and usually we only do one or two of them all year long, so it’s a pretty special race and they always seem to go quite well for me,” said Johnsgaard.

Johnsgaard, 23, placed fourth in the race Saturday and fourth in the open men’s aggregate standings.

Olympian Alex Harvey of Quebec won his fourth straight gold

in the race with a blistering time of 2:20:20.

“I’m feeling good. Tired, but it’s the same for most of the guys,” said Harvey. “We just finished Tour of Canada a week ago and after a long World Cup season, we’re exhausted, so the playing field is even for everybody. At this time of the year motivation is really important and I was still motivated, still hungry to put a bib on and race my heart out.”

Last week’s Haywoods, which saw around 470 of Canada’s best skiers compete, marked Harvey’s first time skiing at the Whitehorse club. One recreational ski really stands out in his mind.

“I did the Pierre Harvey Trail two days ago – he’s my dad and it was his birthday and there’s a trail named after him, so that was pretty cool for me,” said Harvey.

string of 17 consecutive wins for Thomas Scoffin reached its end last week.

The Whitehorse curler and his University of Alberta Golden Bears rink finally dropped one in the gold medal game at the 2016 CIS/Curling Canada University Championships last Wednesday in Kelowna, B.C. Scoffin, skip of the Golden Bears, won nine straight at last yearâ&#x20AC;&#x2122;s Canadian Interuniversity Sport championship for gold, and won eight more last week on the way to the final, losing 7-4 to the Wilfrid Laurier Golden Hawks from Waterloo, Ont., for silver. â&#x20AC;&#x153;We performed really well all week. We knew we were coming into the week with a bit of a target on our back as the defending champions, but we rose to the occasion,â&#x20AC;? said Scoffin, in an email to the News. â&#x20AC;&#x153;I had a fantastic time competing with the team. The rink cruised through most of their first eight games in Kelowna, the closest one being a 7-6 win over the Victoria Vikes, who went on to take bronze.

They also beat Laurier, led by skip Aaron Squires, 6-4 in round robin play. Scoffin and Ginter beat Squires by the same score in last yearâ&#x20AC;&#x2122;s CIS menâ&#x20AC;&#x2122;s final en route to gold. â&#x20AC;&#x153;Nerves definitely affected our performance in the final,â&#x20AC;? said Scoffin, 21. â&#x20AC;&#x153;Obviously when there is that much on the line, nerves are going to be a factor, but we definitely under-performed. We ran into a hot team and they didnâ&#x20AC;&#x2122;t miss much. Have to give them credit for a great performance in the final.â&#x20AC;?

Ginter and Scoffin, playing together on a non-university team, have also made two finals on the World Curling Tour this season.

Scoffin is currently in South Korea with Edmontonâ&#x20AC;&#x2122;s Team Bottcher helping Korean teams prepare for their national championship.

Scoffin played second form Team Bottcher, led by skip Brendan Bottcher, at a Pintyâ&#x20AC;&#x2122;s Grand Slam of Curling event in the fall.

He was also Bottcherâ&#x20AC;&#x2122;s alternate at the 2014 CIS championships where Bottcher, a University of Alberta alumni, won silver.
