West Shore accommodating Syrian refugees Parks and Recreation, public library provide services for hotel-bound immigrants Arnold Lim News Gazette staff

With Canada committed to accepting thousands of Syrian refugees, the West Shore is doing its part.

A total of 155 refugees of varying ages are in temporary residence in the area while permanent housing is arranged. While they are here, recreation facilities including West Shore Parks & Recreation and the Greater Victoria Public Library are providing short-term complimentary access to services and facilities for family members.

“We can only imagine the upheaval these families have been through and it

may be some time before they are fully settled,” said Colwood Coun. Rob Martin, who is also GVPL vicechair.

“It’s our pleasure to help them access recreation opportunities that will be enjoyable, healthy and a great way to make connections within our community.”

West Shore Parks and Rec is providing free access to the pool and playing fields, as well as the use of some sporting equipment.

The library is opening up its facilities for access to resources in their native language, including books and movies whenever possible. An orientation to the

library’s services, offered via an interpreter, as well as some transportation will be provided with help from the Inter-Cultural Association and the Red Cross.

“I am very excited we have these new immigrants in our community and look forward to supporting them to become a valued part of our community,” Martin continued. “We’re grateful to our partners (including) the West Shore Parks & Recreation Society for their flexibility and their commitment to providing all residents with access to an exceptional variety of recreation opportunities.”

The families include many school-aged youth

who have been out of school for years. They are being assisted by the ICA in preparation for a return to the education system through a series of translated workshops, English lessons and other training.

Approximately 60 per cent of the total number of refugees are youth.

The families are awaiting placement throughout the Capital Regional District, which will be happening over the next few weeks, said Jean McRae, CEO of the association. “(When they) arrived they were very tired and they really needed an opportunity to rest and regroup. Some had trav-

elled a long way in a short period of time,” she said.

“They are happy to be here and anxious to get started.”

McRae said those looking to support the refugees can do so by signing up online to volunteer at icavictoria.org. The organization is also seeking potential rental space for families currently accommodated in a hotel on the West Shore.

“Thank you to the community for the great outpouring of support,” she said.

Proper preparation is the best antidote for dealing with disaster. View Royal Emergency Social Services is organizing the ninth annual Regional Emergency Preparedness display to kick start Emergency Preparedness Week, which runs May 1-6.

The free family event takes place Sat. May 1 in the Juan de Fuca Recreation Centre parking lot and inside the Juan de Fuca Seniors Centre in Colwood from 11 a.m. to 3 p.m..

View Royal Fire Rescue Capt. Troy Mollin said the event is a great opportunity to showcase to the public the co-operation and support ESS teams provide on the West Shore.

“It really helps get the message out to our communities regarding the importance of public safety and emergency preparedness,” said Mollin, View Royal Fire Rescue’s emergency program officer.

The parking lot will be filled with emergency service vehicles from West Shore fire departments, ambulance service and police departments. The BC Hazmat Safety Village is always a popular draw for children, who get to ride vehicles through the display while learning important traffic safety tips.

The inside of the senior’s centre will have displays and information booths staffed by volunteers from the View Royal, Colwood and Langford emergency social services programs and fire prevention, as well as booths featuring emergency preparedness suppliers and products.

LANGFORD COUNCIL NEWS IN BRIEF

Walkway land-use agreements renewed Property owners whose land encroaches upon an undeveloped City of Langford walkway had the renewal of their five-year agreements to use the path approved by council on Monday.

The owners of 993 Goldstream Ave. and 2816 Sybronden Lane originally entered into a highway encroachment agreement with the City in 1996 to use the walkway between Goldstream Avenue and Sybronden Road.

At that time, the City installed a fence at either end of the walkway and the land has since been used by the adjacent owners.

The land owners also have been responsible for maintenance and liability, which helps reduce the City’s costs.

Langford’s parks department also confirmed the walkway is not currently needed, as there are two established connections to the neighbourhood in close proximity.

Speed limit change a go on Leigh Road

A 40 km/h speed limit was adopted for Leigh Road from Costin Avenue, south of Goldstream Avenue, through the intersection and to the ambulance station north of Goldstream Avenue.

The new bylaw also includes an amendment to remove the 30 km/h speed zone on McCallum Road from Florence Lake Road up to 1010 McCallum Rd.

Langford Legion looks to build new digs Community involvement and volunteers key part of plan Rick Stiebel News Gazette staff

Although their address on Station Avenue in Langford won't change, the Prince Edward Branch #91 of the Royal Canadian Legion is looking ahead to building a new home.

The branch executive has discussed replacing the existing Legion, which was built in 1964, informally on and off since 2009, said Legion president Norm Scott. "The upkeep and maintenance are getting to be excessive due to its age," he explained.

Scott said the BC Yukon command placed the Langford branch in trusteeship in 2013 to reorganize structure and procedures. That was completed earlier this year and the end of the trusteeship has paved the way for moving ahead on plans for a new building at the current site.

That may incorporate adding more storeys that include long-term care, low income housing or medical offices for example, Scott noted.

We're looking at all options," he added. "My main goal as president is to engage our membership and the community to do what's best for the Legion and the community as a whole," said Scott, a long-time member of the branch's executive, who has served as president for more than a year.

with various Legion members and people from the community to prepare a list of candidates to chair a building committee for the project. That's the first major step," Scott said.

The chair will be appointed by Scott and approved by the legion's executive for a period of five years, or until the new building is completed.

"Once the chair is selected we can determine who will be on the committee," he said. That committee could include five or seven volunteers, depending on the expertise available and because some people may be able to provide the necessary skills from a number of fields and backgrounds.

Ideally, the Legion is looking for volunteers with expertise in residential and commercial building, experience in municipal and provincial zoning, leasing requirements and development permit applications, as well as knowledge in building financing.

The building committee must also include volunteers from the Goldstream Food Bank, Emergency Social Services, the local retirement community, and the City of Langford.

"We want to do this in a way that's financially stable and sustainable for the long term," Scott said. "We need to create a sound business model and project management plan."

Damage-causing geese are in the crosshairs of new bylaw amendments that could allow Metchosin farmers to take the problem into their own hands.

“I think this is a great example of how a practical approach can deal with things,” said Mayor John Ranns. “It’s a sensible, rural approach.”

He noted that geese have done significant damage in the municipality, especially on farms.

At Monday’s meeting, council voted unanimously to ask staff to prepare a firearms bylaw amendment that would allow farmers to kill more geese during hunting season (four two-week periods between September and March).

Council’s decision followed a written request from the Capital Regional District. No locals spoke

against the changes at the meeting, while a few residents spoke in favour of it.

The CRD board passed a motion in January requesting that rural municipalities such as Metchosin amend their firearms bylaws to allow more birds to be taken during hunting season.

“It will give farmers ammunition to protect their crops,” said Mike Hicks, chair of CRD Parks and the regional director for the Juan de Fuca electoral area.

A two-year crop damage permit, available from the federal Canadian Wildlife Service, is one of the aspects related to the initiative.

This permit is issued to qualifying properties where migratory birds – including protected Canada geese – are causing or are likely to cause damage to agricultural crops or private property such as golf courses or parks, or pose a threat to human safety, such as on airfields.

The permit allows owners to nominate other hunters to shoot birds on their property. Other firearm requirements must also be met before a permit is issued.

Only a handful of properties across the CRD currently hold crop damage permits, Hicks said, emphasizing that only these properties would be impacted by the changes. It’s uncertain how many permit holders are in Metchosin, but it’s believed that the change in municipal bylaws could prompt more landowners to apply for the permits required.

The CRD is proposing that rural municipalities allow any landowners or nominees with a current crop damage permit, to hunt on their permitted lands using the federal migratory birds regula-

tions.

Essentially, this will allow hunters to use blinds and decoys to take an additional 10 geese per day per person during hunting season. Hunters will also be allowed to keep and eat the birds they kill.

“It’s a totally different program,” Hicks said adding, “most importantly, they can eat the geese they hunt.”

He said there are an estimated 6,000 resident, non-migratory geese in the CRD. It is predicted that number will grow to 60,000 in the next 20 years.

Metchosin joins Sooke, Central Saanich and Saanich, all of which have directed staff to prepare bylaw amendments. The CRD also reached out to North Saanich’s council, but they have not yet voted on the matter.

Series getting readers involved From Langford and Saanich, to Oak Bay and Esquimalt, Black Press readers are speaking out.

What is happening is exactly what we hoped would transpire when we sat down to plan out our investigation into sewage treatment in the Capital Regional District.

Since the five-part series launched a week ago, we’ve seen you become even more engaged in the process and provide new insights into a regional problem that has been debated around political committee tables for more than 20 years.

In our introductory story, we inferred that the majority of people support the idea that we need to follow federal wastewater rules and simply get on with finding a way to treat our sewage.

But many of the letters we’ve received in the past week have been statements of both frustration and outright anger at the actions local politicians and Capital Regional District staff have taken in recent weeks, months and years. Readers say those two groups should pay more attention to marine scientists, who argue that the conditions around our outfalls provide enough dilution to limit the deleterious effects of untreated sewage being introduced into the ocean environment.

Some have asked why our decision-makers haven’t made serious inquiries into whether we actually need expensive treatment plants to render our screened sewage safe for human and marine health once released into the ocean.

But we’re not so naive as to think people are solely focused on the science of this situation. The billiondollar plus cost of the current proposals is weighing heavily on readers’ minds as well, not to mention the prospect of ripping up a popular destination like Clover Point, or retooling the unpopular decision to put a single plant at McLoughlin Point in Esquimalt.

In today’s paper we present stories on both of these topics. We’ll give readers an idea what they can expect to pay under the two-plant program currently on the table, and where the money they’ve already paid for the CRD’s sewage program has gone.

On the adjacent page, we hear from two former University of Victoria marine scientists.

Ocean experts Jack Littlepage and Chris Garrett sat with colleagues in the Black Press boardroom in Victoria in late 2007, asking for help to convince the public and the decision-makers that the measurable benefits of treatment on the local marine environment would be negligible. With such minimal impact, they said, spending a billion or more dollars on treatment plants was a poor use of public money. They continue to assert that today.

While the project cost estimates offered to the CRD sewage committee are rough at best – staff had barely a week to pull them together – the price tag of treatment has people worried. And it’s evident that for some regional residents, the “why” of the need to treat is still not clear enough.

We hope that picture comes more into focus in the coming weeks and months, as more information comes to light.

For certain, we’re going to continue to ask questions, even after our series is done.

Canada can start by acting on its commitment to protect 10 per cent of its marine environment by 2020, and by putting strict targets on greenhouse gas emissions.

We could also go a long way toward meeting our international human rights obligations by joining more than 110 nations in constitutionally recognizing the right to a healthy environment. The growing international recognition of the disproportionate impacts on Indigenous and vulnerable people enhances the understanding that protecting the environment is as much about social justice as keeping ecosystems healthy.

Taking immediate steps to restore and enhance robust environmental protection, fully respect Indigenous rights to title and consultation, and protect ocean ecosystems from degradation and climate change is essential.

LETTERS Safe drinking water is a Canadian right March 22 was World Water Day, but the Canadian government still isn’t doing enough to protect our water.

When I was in my 20s, I hiked the Rockies and drank water directly from mountain lakes. I wouldn’t feel confident in doing that today.

We have so much more water than many other countries do.

Yet we are the only G-8 country without enforceable national legal water quality standards. Our water is not so pristine as we like to think. On any given day we have more than 1,000 boilwater advisories in effect in this country. Some have been in effect for decades. More than 20,000 Canadians die prematurely every year because of exposure to environmental toxins. The total cost of pollution in Canada is over $100 billion a year. We can’t afford to let this continue.

More than 110 countries already recognize their citizens’ rights to live in a healthy environment. Canada isn’t among them – our Charter of Rights and Freedoms doesn’t mention the environment. But we could address this omission by passing an Environmental Bill of Rights to protect our right to a clean environment. Local municipalities have already begun to take action: 120 of them have passed environmental rights declarations at the local level, representing more than 12 million Canadians. Now it’s time for the federal government to step up. Water is a fundamental human right and Canadians want legal protection for our right to clean water.

Ordinary people can step up to encourage the federal government to introduce an Environmental Bill of Rights to protect our air, water, and land from pollution.

It’s time for the federal government to implement the right to clean water in Canada by passing an environmental bill of rights that respects, protects and fulfils our right to a healthy environment, including the right to clean water.

Integrating waste streams management makes sense I was at the Leadership in Innovation conference with the prime minister last week and one of the exhibits was presenting waste recovery solutions.

It wasn’t innovative because it is already prolific in Europe. I asked if they could treat all waste, even sewage, and they said yes.

The ability to deal with both domestic, organic,

recyclables, sewage waste and landfill recovery in one spot must have some merit, with the outcome being energy production.

The company was Swiss (diesoil.eu). It’s not clear if the municipal governments are thinking systemically or within silos when it comes to long term benefits of integrated systems.

Rabbits deserve to be more than being discarded pets Easter is just around the corner and this is the time that many youngsters have the urge to adopt a rabbit.

If that is the case, please give this some serious thought. Rabbits are great creatures and make wonderful pets but unlike a cat or a dog are high maintenance. A child may accept the idea of caring for a rabbit at first but the novelty quickly wears off and the chore of cleaning a cage daily usually falls onto the parent.

Rabbits should not be kept in a cage and need exercise. Otherwise it would be like living in a prison. A rabbit does not purr, nor does it fetch and frankly rabbits do not like being held. Before long a parent who has taken on the task of caring for a rabbit finds they are taking up a lot of their time and the rabbit, although it may be loved, is no longer wanted.

Many times the rabbit is taken out to a highway or a campus and dumped. This is a death sentence in more ways than one.

Please before you choose a rabbit for your child look into what it entails. Talk to other rabbit owners or the humane society. And if you have decided to adopt but find that you can no longer care for the creature then take it to a humane society.

Do not dump it. Rabbits want to be loved for who they are and not just as Easter toys.

SEWAGE IN THE CRD: Let citizens decide how to spend their money I have minimal knowledge about sewage systems and the attendant costs.

But I have to ask why, when a dozen or so scientists from the U.S. and Canada have stated that the Clover and Macaulay point sewage outfalls are working just fine and are the most sensible solution to the sewage disposal problem, do we continue to ignore their advice?

What’s the point of having scientists if we don’t listen to them?

The U.S. Environmental Protection Agency has allowed more than 100 cities larger than ours to use the method we are now using. We are being forced into this by the federal and provincial governments and some political pressure from Washington State.

None of these entities seem to want to listen to their scientists.

They want us to build a billiondollar system that experts say will be outmoded in 15 to 20 years. What then? If the federal and provincial governments insist on going against scientific

What are they going to do if Victoria just says no? This has been one of the most botched-up exercises I have ever witnessed.

The CRD spent money on consulting fees, hiring a CEO, buying a building they can’t use for $17 million and property from DND they can’t use, plus a huge amount of civil servants’ time and costs. Nothing but waste.

The big problem is the storm drain outfalls around the coast, which is not being addressed. Complete a costbenefit analysis of the present system vs. the proposed systems. Consider environmental impact, CO2, disruption of neighbourhoods and whatever other issues crop up. Present it to the public and let citizens decide how we want to spend our money.

Maybe hospitals, schools, subsidized housing, outfalls and a few other things make more sense. Let the March 31 deadline pass. Tell the feds and province

we will let the citizens decide what they want to spend their hard-earned money on and don’t force us to do something that makes no sense.

Spending money up front will save down the road Thank you very much for committing to give us a series of articles about waste water treatment. I hope to have a better understanding after reading the whole series.

The piece about Halifax presents a rosy picture of the benefits of waste water treatment and the merits of modern treatment plants.

However, it does not report on the nasty problems that Halifax experienced because the plant was cheaply designed.

The plant in Halifax was probably about $10,000 less expensive because some electrical controls were located where they could be – and were

– flooded. Halifax also “saved” maybe $30,000 by having a back-up generator that was not large enough to handle the load connected to it. The resulting disaster cost over $12 million as well as doing horrible ecological damage.

We need a sewage solution that has built-in redundancy of plants, pipes, and critical components. A good solution will “cost” enough up-front to save us from a financial and ecological disaster during its service life. We do not need a system with the lowest up-front cost.

Great layout and timeline to get some points across. I would caution against the use of “the majority, however, argue that it’s just the right thing to do” as taxpayers have not been afforded

Although a Canadian city, Halifax is an awfully long ways away to draw any pointed comparisons as well. Closed beaches, murky waters and general disgust along its harbour are testament to the fact that the Halifax dilemma was worlds apart from the Victoria circumstance.

It would be great to see some articles that point to the question of where pressure is coming from on this issue.

The fact that “the government requires us to treat our sewage” is pretty glossy. Exactly who is making this case and what is the evidence? What is “treatment” specifically?

Readers will require a bit more than this hand waving that we must do as we are told and that $327 million bought Halifax a couple of cleaner beaches nearly a decade ago.

Marine health in question I have been told by boaters that the marine environment around Victoria, specifically the south end of the Saanich Peninsula, is in much poorer health in terms of sea life than areas farther from Victoria.

Those same people say the reason for this is the way we have been handling sewage over the years, and that the current system has not resulted in any improvement in the state of the oceans around the city.

What puzzles me is if oceanographers at UVic say our system is fine, they must have a different view of the state of oceans around Victoria, or at least a different view of its causes.

Two questions. Are oceans around Victoria degraded compared to those around, for example, Sooke? And if so, what are the causes of that degraded state?

The people of the region need to understand the issues and this series will contribute to that.

The death of cancer pioneer Ken Willoughby, Bear Mountain spreading smoke and ash over Florence Lake, a penniless woman burned out of her trailer home, and Langford passing a bylaw to prevent the opening of a hemp store are among the headlines pulled from the past issues of the Goldstream Gazette going back through the decades for the week of March 25.

2006 Given 18 months to live when diagnosed with prostate cancer in 1992, Ken Willoughby beat the odds and spent another 14 years fighting for changes that have improved the lives of countless other patients. The Colwood man and his wife started the first support group for prostate cancer patients on Vancouver Island in 1992 and after a non-political march to the legislature in 1998, helped push for a cancer clinic that was opened on Vancouver Island after many previous government promises for one fell flat.

Also making the news the week of March 25, 2006: Florence Lake residents are growling about Bear Mountain’s burning with complaints coming in about smoke and ash in the air resulting from burning debris for the development on Skirt Mountain. The smoke was so thick at one point residents couldn’t see

the other side of the lake. Nearby homeowners, some asthmatics, complained there was no notice given to them about the potential for burning nearby.

And it’s now going to cost you to stop and smell the roses at Royal Roads University. As of May 1, RRU charges $12 for adults, $7 for youth, and $2 for children to tour their Japanese, Italian and rose gardens as well as the lower lakes and walled garden area. Revenue is meant to help offset the millions needed for upkeep of the site.

1996 The Happy Valley Hemp store was supposed to celebrate its opening day but instead their doors remained closed because a bylaw change came just in time to prohibit it. “That kind of business is not welcome in Langford,” Mayor Stew Young said. Hemp store proprietor Patti Delisle, said Langford council never really gave her a chance, saying they judged her based on one word on her window.

Also making the news the week of March 25, 1996: Local park petitions are hitting high gear as the Langford mayor suggested a ball diamond might be a fitting memorial for a baseball player killed in a car accident. Tiffany Forrest died in a car accident which may have involved drugs and alcohol, and neighbours started a petition to name a park

after Forrest and collected approximately 5,000 signatures thus far.

A man caught taking scrap metal from a marine store told the judge he thought the scrap was free. Despite that Matthew Kent Dixon, 20, pled guilty to theft under $5,000. Asked why he pled guilty if he hadn’t intended to steal, Dixon’s lawyer said there were “extenuating circumstances.”

And local RCMP officers have new guns and more firepower.

Western Communities RCMP began handing in their six-shot revolvers for 15-round, doubleaction Smith and Wesson pistols.

The six-shooters lacked the power and didn’t provide officers’ with as much protection as the new model, said Insp. Paul Cheney.

1986 A penniless woman burned out

of her mobile home says she has no choice but to defy the Capital Regional District and move back into her replaced trailer at Goldstream Trailer Park without an occupancy permit because she cannot afford one and moves back in knowing she may face the consequences.

Also making the news the week of March 25, 1986: The future of diverting young offenders could be grim when the federal government withdraws funding for a youth diversion program. Funds are being pulled from the Pacific Centre and local politicians and organizers are concerned about immediate and longterm effects. The program encourages youth to accept and take responsibility for actions by facing the victim and making restitution.

Imagine 77 tons of product diverted from the dump in one month alone.

That’s the equivalent of roughly three tractor trailers of items destined for the trash bin or the landfill that Habitat for Humanity Victoria’s ReStore resells through its two locations at 849 Orono Ave. in Langford and 3311 Oak St. in Saanich.

That represents $200,000 retail value in corporate donations this January alone. The ReStore sells products at roughly half regular retail price to fund Habitat for Humanity Victoria’s efforts to build affordable housing for lower income working families.

Victoria’s ReStores received a 2015 Ecostar Award in the social impact category.

ReStore manager Jim Walker says the addition of the new store in Saanich, opened in August 2015, boosts the total floor space from 12,000 to 20,000 sq. ft. This will make it easier for people to access the ReStore throughout the Capital Region. It will also help increase the amount of material that is recycled significantly. “Who knows where it would wind up otherwise,” Walker notes.

The donations the ReStore accepts and resells are split fairly evenly between

corporate and public donors. Donations range from new products to gently used items donated by people who appreciate the difference the ReStore makes in the community.

“Re-use and Recycling is a major reason why businesses and individuals partner with us,” Walker said. “We help reduce their waste management costs and give everyone a sense of satisfaction by lightening the waste burden on the planet.”

The relationships the ReStore has forged with local businesses are key to our success, said Kelly King, ReStore Corporate Procurement Officer.

Products include just about anything you require for a major home renovation, as well as housewares, furniture and pretty well whatever you may need in your home.

The ReStore relies on a dedicated group of volunteers. The stores have a total of 17 full and part-time positions and volunteers provide the equivalent of four full-time positions. “We are hugely grateful to all of our volunteers who choose to spend their time helping us,” Walker added.

But the $30 million raised so far won’t be going towards the billion-dollar solution to the region’s sewage woes. That money has already been spent, along with another $7 million in temporary borrowing.

The Capital Regional District began ramping up to cover treatment costs in 2013, implementing a $5-million per year levy on commercial and residential users in the seven communities. That regional levy rose by $5 million a year, but was held at $15 million a year for 2016 with the project paused.

The CRD’s plan is for the public contribution to grow by $5 million to $20 million a year in 2017, with the levy reaching a peak of $35 million a year by 2020 and continue at that rate.

CRD staff estimate that $7 million to $8 million of the public contribution goes toward annual operating costs for the current system, with the other $10 million or so going towards consultants and engineers, as well as the public consultation process.

Estimates for the eventual sewage treatment costs in 2020 range from a low of a $352 average annual charge for Saanich residents to a high of $741 a year for those living in Colwood, with the funding apportioned based on population.

The estimates project the $800average annual household cost as $439 for Esquimalt, $570 for Oak Bay, $495 for Victoria, $415 for View Royal and $400 for Langford. Colwood is hoping to see a more equitable system for its taxpayers, given that 70 per cent of the community’s homes are connected to septic.

A complete breakdown of the more than $65 million spent on the project since 2006 was not provided by CRD staff, but the figure includes $27.79 million in land purchases.

A category listed as “other Seaterra program expenses” totalled $29 million, with no further explanation of where the costs were directed. Black Press is in the process of securing that information through a Freedom of Information request.

The project expenditures also include $1.9 million in legal fees, $260,000 in interim financing costs, $1 million for contract terminations – including $500,000 for former Seaterra program director Albert Sweetnam – and another $1 million for the Eastside and Westside select committee activities.

The cost of the twoplant option for Clover and McLoughlin/Macaulay points is currently estimated at $1.05 billion.

the lowest possible cost.”

Some directors believe the committee rejected a lowercost option when they ruled out revisiting a lone plant at McLoughlin Point. Oak Bay Mayor Nils Jensen said that decision added $250 million to the project’s cost.

“This is a political compromise. If we left it to the economists and engineers, we would be looking at a single plant. There’s one plant to treat the sewage and another plant to treat the political sensibilities, and that’s not good public policy,” he said.

Other directors said measuring the current options against a lone McLoughlin plant is comparing apples to oranges, pointing to the dramatic decline in the Canadian dollar.

Victoria Coun. Ben Isitt was critical of the arbitrary nature of the decision based on “very flimsy financial information,” suggesting the committee was “growing the project scope to create windfall profits for the construction sector.”

While the cost to local taxpayers is far from settled, the commitments from senior levels of government have been established: $248 million from

the B.C. government and another $253 million expected from Ottawa. Those funds represent about two-thirds of the cost of the original proposal for a plant at McLoughlin Point, but only account for about half of the current estimated costs.

While there may be other federal or provincial funds the project could tap into, Atwell said, he doesn’t expect the previously announced grants to be increased.

“They don’t want to update it, they don’t want to provide any more,” he said. “If they did, there would be no incentive to bring in any project at budget.”

It’s clear from the discussion around the table that taxpayers have made their concerns clear to their political representatives.

Saanich Coun. Judy Brownoff said she has received numerous comments and emails from her constituents, most of them focused on the financial implications.

“At the end of the day, this is about the cost to our taxpayers,” she said. “When you have a senior call you and she’s crying because she’s worried about the cost of this facility and she may lose her home – cost is the No. 1 issue to me.”

Jack Littlepage can’t help but feel appalled whenever he thinks about the Capital Regional District spending hundreds of millions to construct a sewage treatment system.

Working with other area scientists, the former University of Victoria oceanography professor has spent years researching the environmental impact of dumping untreated sewage into the ocean and whether treatment is necessary here. The answer is always no.

But the federal government plans to spend billions over the next several years in support of national standards meant to eliminate raw sewage from being pumped into Canadian waterways. Those rules mandate secondary wastewater treatment in coastal cities like Victoria, but Littlepage said the regulations are mainly good for freshwater and don’t allow any variances on the discharge.

“We are forced to obey freshwater regulations that have nothing to do with our problems here. They need to be interpreted in light of the environment into which they are being discharged,” he said. He noted the CRD could fight the

regulations, since the effects of wastewater discharge aren’t the same everywhere.

“It’s beyond belief that someone hasn’t said, ‘OK government, this is wrong, it’s wasting your money, our money and accomplishing nothing.’ We are listed as a critical discharge into the ocean and yet there is no data to support this and there has never been an environmental impact on the comparison of on-land treatment discharge.”

Scientists have long debated whether Greater Victoria needs to change its way of streaming sewage into the ocean, writing numerous reports touching on sediments in the vicinity of the outfalls, chemicals and pharmaceuticals found in the effluent, impacts on marine life and risks to public health.

According to the reports, the outfalls pose no public health hazard since effluent only comes to the surface once or twice a year.

As for the marine environment, the effluent has some measurable impact on the invertebrates living in sediments around the outfalls, but Littlepage noted the impacts aren’t necessarily negative – the environment is rich and thriving due to nutrients in the effluent.

Regulations make secondary treatment mandatory n In July 2012, the federal government revealed the Canada-wide Strategy for the Management of Municipal Wastewater Effluent – a long list of regulations intended to “protect human health and the receiving environment” by reducing the 150 billion litres of sewage dumped into Canadian waterways each year. n The regulations apply to any wastewater system designed to collect an average volume of 100 cubic metres or more of influent (water flowing into a plant for treatment) per day, and requires all Canadian municipalities (except those in the north) to move towards at least secondary treatment. n At an estimated cost of $6 billion, the strategy is being implemented across the country, starting with high-risk locations by 2020, then medium-risk by 2030 and low-risk by 2040. Victoria has been deemed high risk. n 2,650 wastewater systems in Canada are subject to the regulations and an estimated 75 per cent of the existing systems are already at the secondary level of treatment. Those that don’t come into compliance by the targeted date could face enforcement.

A treatment plant, however, would be effective in removing or metabolizing a variety of potentially toxic chemicals (from household products and pharmaceuticals) in the effluent that would be concentrated in sludge.

Scientists have found no indication that chemicals discharged in the past have caused harm to the marine environment, but agree a number of issues still require further investigation.

Critics cite a litany of environmental concerns, from oxygen depletion and toxic contaminants in the liquid waste being absorbed by the marine food chain, to fecal coliforms near outfalls posing a hazard to humans.

Glenn Harris, a senior scientist with the CRD, is tasked with compliance monitoring.

He’s heard arguments from scientists about the lack of necessity for treatment, but noted the region is out of compliance with federal and provincial regulations – which were put in place for a reason.

According to Harris, the volume of effluent at each of the two outfalls is just over 40,000 cubic metres per day and Victoria exceeds the regulations

on a number of things, such as effluent toxicity and bacteria.

Adding a secondary treatment system will not only bring Victoria in line with government regulations, it will reduce the concerning contaminants.

“We’ve had that argument with the feds. They said ‘here is our benchmark, here’s our regulations.’ They’ve been tasked with defining what protecting the human health and environment is and our monitoring shows we are not in compliance with that,” Harris said.

“You can see the discharge of contaminants into the ocean. We can see that in the food chain. Killer whales are highly contaminated … and we know the contaminants are a significant stress and risk to those species.”

Chris Garrett, a former professor of ocean physics at the University of Victoria, is amazed there hasn’t been a detailed analysis of the real or potential problems. Instead of constructing an expensive plant, he said, the money should be spent on looking at pollutants and how to get rid of them.

“If you said to a marine scientist, one of our primary goals is to protect the marine environment and we can spend several hundred million, this (sewage treatment plant) would not be high on our shopping list,” he said.

One consideration being discussed by the core area liquid waste management committee has been whether to treat the region’s wastewater to a secondary or tertiary level. The option identified by the committee will see secondary or tertiary treatment plants constructed at Clover and McLoughlin points.

Currently, the area’s sewage receives only preliminary treatment. Screens filter out particles larger than 6mm such as rocks, rags and plastics, which are collected and sent to landfill.

Primary treatment uses gravity to allow solids to settle, with grease, oil and fat skimmed off.

Screening traps solid objects, and sedimentation by gravity removes suspended solids.

Secondary treatment removes dissolved organic matter that escapes primary treatment and uses bacteria to convert it into bacterial cells. The wastewater is then filtered by separating the treated liquid from the cells.

Secondary treatment, the federal standard for a marine discharge, removes about 85 per cent of the suspended solids and biochemical oxygen demand.

Tertiary treatment improves the quality of the effluent using methods such as membrane filtration, ultraviolet disinfection and advanced oxidation. It can remove more than 99 per cent of impurities from wastewater, producing an effluent with almost drinking-water quality. Tertiary treatment would further reduce the contaminants in the liquid effluent destined for the ocean.

While each level of treatment results in a cleaner effluent, tertiary is more expensive. One estimate suggests that treating wastewater to a tertiary level would cost about $100 million more than secondary – an additional $84/year cost on average for households.

The former Scion FR-S debuts as the 2017 Toyota 86 at this week’s New York International Auto Show.

The new Toyota 86 will go on sale at all dealerships this fall and features interior and exterior changes, as well as suspension and powertrain upgrades.

“When we announced the transition of the Scion models to Toyota we hadn’t planned on changing the names of our cars, but by popular demand, for our sports car, we decided to adopt the global name of 86,” said Toyota Division Group Vice President Bill Fay. “Enthusiasts have a strong association with the front-engine, rear-drive heritage of the ‘hachi-roku’ and the dynamic performance it offers.”

In addition to the Toyota 86 name change, two other Scion vehicles will have new designations for 2017. The Toyota Corolla iM and Toyota Yaris iA will join Toyota’s small car line up.

On the manual version of the car, additional performance comes from a gear ratio change and a torque increase to 156 lb.-ft, as well as a five-horsepower increase to 205 hp. Hill Start Assist Control (HAC) helps prevent the car from rolling back on steep hills.

Joining the Toyota 86 on the show floor is the Toyota C-HR Concept. The production version of the C-HR will be shown later this year and the vehicle will go on sale in spring 2017 as a 2018 model.

“We’re very excited to be showing the C-HR Concept as a Toyota and adding it to our line-up next year,” said Fay. “The style and substance of the production C-HR will make it a winner in the hottest segment in the industry.”

For its move to Toyota, the 86 sports car adopts more aggressive styling with a larger centre intake emphasizing the low, wide stance of the car. The front of the car has a new design with re-configured LED front headlamps and turn signals, and a revised bumper. The rear now sports LED tail lamps and a new bumper design. The alloy wheels feature a twisted spoke design and 86 logos have been incorporated into a badge on the front fender, as well as inside the front headlamps.

The interior also features the 86 logo on the new “Grandlux” material used on the instrument panel surround. The same material adds a new, soft feel to the door trim. Drivers also will enjoy new seating material with silver stitching and a sporty steering wheel with integrated audio controls and an 86 logo on the center hub.

Passenger rail plan loses $1M commitment John Harding Black Press

The plan to re-start passenger rail service on Vancouver Island was dealt a serious blow Wednesday morning when the Regional District of Nanaimo announced it is withdrawing its commitment to provide almost $1 million to the project.

RDN board chair Bill Veenhof said the decision to pull the funding was unanimous and was announced after an in-camera meeting Tuesday night.

“We have terminated the contribution agreement with the Island Corridor Foundationn (ICF),” Veenhof told Black Press on Wednesday morning. “After five years of waiting for this project to move forward, the board has grown tired of delays and has lost confidence that the day-to-day operations of the ICF reflect the interests of the RDN.” The RDN had committed $945,000 to the restart of passenger rail service on the Island. Veenhof said the ICF was given 60-day notice of this termination on Wednesday morning.

Veenhof also said the board passed a motion saying the the RDN board “does not support the retention or continuation of Granneke Management by the ICF board.”

Former Liberal MLA Graham Bruce was hired to be the ICF’s executive director in June of 2009. Granneke is Bruce’s consulting business.

The ICF issued a statement Wednesday morning . “The Island Corridor Foundation (ICF) is in receipt of the letter from the Regional District of Nanaimo (RDN) regarding the termination of the regional district grant agreement,” the statement said. “The

ICF will not provide comments until such time as the board has met to discuss this matter.”

Veenhof also sent Black Press what he called “speaking notes” on the issue Wednesday morning. They included: “When the board initially voted to support this project, the scheduling plan was significantly different than what it is today and at this time it does not appear that the project will move forward in the foreseeable future. As elected officials and stewards of our constituents’ tax dollars, the board feels that it is not good management of taxpayer funds to hold $945,000 for a project that will not move forward in the foreseeable future. The board feels that alternate uses for the corridor should be explored. The vote to provide notice of termination of the Contribution Agreement was passed unanimously. The Board feels that it is important to protect the Island Corridor land.”

The ICF, a non-profit organization formed in 2003 to manage the railway, has been awaiting $7.5 million in federal government funding to restore passenger train service to Vancouver Island. Passenger service was discontinued in 2011 due to unsafe track conditions.

Last month the City of Langford called on other municipalities to join them in asking the ICF for a full disclosure of their accounts, including those of Southern Railway of Vancouver Island (SVI).

SVI is the operator of the E&N Railway, owned by the ICF. Earlier this year, the Snaw-Naw-As First Nation of Nanoose Bay initiated a civil lawsuit in B.C. Supreme Court against the ICF and the Attorney General of Canada over

the rail line.

The lawsuit asks for the return of SnawNaw-As land that was taken in the last century to build the railway, which runs through the reserve north of Nanaimo.

Last year, SVI officials said passenger train service could return to Vancouver Island as early as 2016.

“Maybe by the end of 2016, but by early 2017 in time for the tourist season we expect passenger operations to resume,” SVI director of community relations J. Singh Biln told Black Press.

Senior governments and five regional districts along the E&N line — including the CRD — had committed $20.9 million to the project.

While the RDN committed almost $1 million last year to help revive passenger rail service, directors representing Coombs/ Errington, Bowser, Nanoose Bay, Parksville and Qualicum Beach voted against it, but the motion passed on the strength of the RDN board’s Nanaimo contingent.

Parksville Mayor Marc Lefebvre, who has consistently voiced concern that $20.9 million won’t be enough to complete the repairs, was asked in that story last year what he thought of the comments from Southern Rail.

“I have no comment,” said Lefebvre. “I’ve heard that before, I’ve heard a lot of dates over time.”

Joe Stanhope, who represents French Creek on the RDN, said he was surprised

by Souther Rail’s optimism about the project.

“I’m surprised knowing the infrastructure deficit is where it is that they are that optimistic,” Stanhope told Black Press. editor@goldstreamgazette.com

One of B.C.’s biggest sustainability summits is coming to Colwood.

Royal Bay secondary’s hallways will be filled with exhibitors and visitors rather than students, showcasing and celebrating sustainability and environmental initiatives during the fifth annual Creatively United for the Planet.

Eagles partnership to aid college-bound ball players Victoria Eagles Baseball, the highperformance baseball program playing out of Carnarvon and Lambrick parks and home to a number of West Shore players, partnered with Island’s Triple Play Athletics to help young athletes pursue goals of playing at the college and university level.

The two launched their collaboration at the Pacific Institute of Sports Excellence recently, said Martin Winstanley, chair of Eagles Baseball.

Triple Play Athletics president Bill Green, a recently retired school principal, has also served in leadership roles at the provincial and national levels and was an instructor at the Camosun College Centre for Sport and Exercise Education.

Green’s son, Taylor, worked his way through the college and university systems to professional ball where he played for Major League Baseball’s Milwaukee Brewers, in addition to playing with the Canadian National Baseball team.

The joint Eagles-Triple Play Athlet-

ics program is rooted in fundamental life lessons and values, Winstanley said.

The goal of the program “is to develop confident, competent student-athletes who value hard work and taking ownership of their futures.

Eagles players involved in the college selection and scholarship process will own and appreciate what it took to achieve their goals. This learning experience boosts their chances of success in baseball and life.”

Green also developed an online Athlete’s Academy (The PACE Academy) that allows student-athletes to take accredited, athlete-focused Ministry of Education courses online to enhance their academic and athletic skills outside the regular classroom.

Road racers roll through the West Shore in a cycling race last summer. Riders will be back in Metchosin in June for the Cheemo Perogies Cycling Classic, part of the annual Robert Cameron Law series.

The Cheemo Perogies Cycling Classic, as the race is now called, sees riders zoom through the hills of Metchosin on June 4.

The Classic is part of the annual Robert Cameron Law Cycling Series weekend and early bird registration is now underway for racing cyclists looking to test their mettle on the roads around Victoria.

The Metchosin race is the Saturday morning competition on the series. It follows the Energylab Sprint Trial on the Friday night along Dallas Road in Victoria, and precedes the Russ Hay’s/Accent Inns Grand Prix on Sunday morning (June 5) starting and finishing at the B.C. legislature.

Other events that day include the Timbits Challenge at 11 a.m. for children aged three to 10, and the Beat the Olympian celebrity relay, which happens before the elite races.

Q: WHAT CAN I DO WITH ALL OF MY YARD WASTE? Backyard composting is a great way to help the environment by diverting garbage from landfills, while boosting soil structure without chemicals.

It also provides healthy nutrition to your garden, lawn and plants and can save you money, minimizing the amount of fertilizer you purchase.

However, there are considerations you need to be aware of if you have backyard composting and happen to be in the market to sell.

Do your best to have a good spot in your backyard that will see at least a few hours of sunlight during the day and has good drainage, and is easily accessible for you to empty contents into.

Just as importantly, ensure it is situated where you are easily able to take compost out and use in your garden, without being too high or too challenging to get to.

While composting is great, a poorly maintained area where compost is not harvested regularly (approximately once every 2-3 months), can hurt more than it helps. It can promote problems including rats, raccoons and other unwanted pests and appear dirty and unkempt, even for an outdoor compost.

If your home is on the market or you’re getting ready to list and you don’t want to add too much to your composter, a number of West Shore municipalities have a program for residents to drop off or have their yard waste picked up to be broken down at a larger site.

Composting can be both good for the earth and be a great addition to your yard, but keeping it tidy and in good condition is a must, especially when you have your house on the market.

Kent Deans says it’s all about first impressions.

While spring and the season’s natural beauty, sunshine and foliage can make this a great time to sell, that thought is also on the minds of other potential sellers, said Deans, a real estate agent serving the West Shore for 40 years.

“A lot of people want to wait to get their flowers planted, but the problem is when you do that there is a lot more competition,” he said. “People are waiting to put their houses out in the spring (because) it will look nicer.”

While there are more houses on the market for potential buyers to look Kent Deans through when the weather is nicer, he suggested some tips to consider as the sun begins to cut back the cold and rain of Greater Victoria’s winter.

“Make sure you get rid of all winter waste (outside), cut your lawn, get rid of weeds, but don’t wait,” he said. “If you are going to wait (until spring) make sure you do plant lots of nice flowers and have it all cleaned up.”

Many buyers on the market are on the lookout for a new home in spring before school is out, so they have time to peruse the market and close the deal in time for summer, Deans said. This way they aren’t forcing their children to adjust to a new school and they have time to get into their new homes over the summer.

Sometimes, the first thing these buyers see can make or break a sale.

“A lot of people can’t envision what it’s going to look like if it isn’t already cleaned up,” he said. “If you don’t do anything else, make sure the front door and front doorstep is nicely painted.”

For those with a green thumb, pansies are a particularly good choice now because they fare well in slightly colder conditions.

If you have a small garden or greenery throughout the front and back yard, keep it maintained and if you have a sundeck, keep it free of clutter, especially items which some homeowners are accustomed to seeing on their own properties and don’t notice anymore.

In general, Deans said, less is more and too much of certain things can unintentionally sway buyers the wrong way. An example is an outdoor composting area in one’s yard, which may not always come to sellers’ minds to clean up.

“Composting is good, but the main thing is to have it tidy and looking good,” he said. “(Always) consider the first impression when you drive up to the home.” alim@goldstreamgazette.com
