Whitehorse man has been sentenced to five years in federal prison for his role in what police called one of the most significant organized crime investigations in Yukon.

Dubbed “Operation Monolith,” the RCMP investigation led to multiple arrests and the seizure of large quantities of drugs and weapons in November 2013.

In Yukon territorial court Friday Jesse Ritchie, 36, was sentenced to five years and seven months in prison.

With credit for the time he has already spent behind bars, Ritchie has five years left in his sentence.

Ritchie was one of the “higherups” in the organization, Crown prosecutor Eric Marcoux told the court.

He admitted to being involved in trafficking marijuana and cocaine on different occasions throughout the police investigation. That includes a total of three kilograms of cocaine and more than 80 pounds (36 kilograms) of marijuana.

The drugs were worth a total of more than $400,000, the court

heard.

As part of their investigation, police got information from a former drug dealer turned informant.

His name, and any information that could identify him, is protected under a publication ban.

Ritchie pleaded guilty last year.

By doing that he prevented a long and expensive trial, Marcoux said.

Six weeks had been set aside for a trial. Another two weeks were booked for a Charter application by Ritchie, he said.

The sentence was recommended by both the Crown and Ritchie’s lawyer, and judge Donald Luther agreed. He called the sentence “fair and appropriate” under the circumstances.

Ritchie’s lawyer, Mark Jette, presented the court with a stack of letters from friends and family written in support of Ritchie.

Formerly from Surrey, B.C., Ritchie moved to the Yukon around 2005 and ran a health and wellness business selling products like vitamins and protein shakes.

Jette said his client is “someone who has taken a hard fall and has recognized his mistakes, is remourseful, did enter a guilty plea, and has this wonderful support from people who have been able to

enlighten the court about the kind of person he really is.”

He has been employed since he was released on bail and there is work waiting for him when he is eventually released, Jette said.

Luther called the tone of the support letters positive. “More positive than I’ve seen in a long, long time,” he said.

Luther said Ritchie “made the biggest mistake of his life.” The judge described him as a man with an outgoing personality, who is inclined to help people.

Ritchie did not violate any of his conditions while he was out on bail, Luther noted. He has “already started on the road to rehabilitation.”

At the end of the sentencing hearing Ritchie stood and apologized.

“I for sure promise this court, my family and the victims that I... that I will not be doing this again,” he said.

“I understand what I’ve done and am pretty ashamed and embarrassed of what I’ve done.”

Along with prison time, Ritchie has been banned from owning a firearm for 10 years.

Whitehorse Chamber of Commerce calls for freeze on municipal taxes Myles Dolphin News Reporter

he president of the Whitehorse Chamber of Commerce says he doesn’t believe the City of Whitehorse can justify its proposed property tax increase for 2016.

“Yukon’s economy has shown a GDP decline for the past three years,” Rick Karp told members of city council on Monday evening.

“And it’ll probably show a decline this year, as well. We don’t believe this is the time to increase taxes.”

Your typical Whitehorse homeowner will pay another $39 in property taxes this year, provided that the City passes its 2016 operating budget.

The average Whitehorse business, meanwhile, would pay an extra $250 in taxes this year.

For both households and businesses, it’s a 1.7 per cent increase, the same as in 2015.

Karp said local businesses are having a tough time because of the poor Canadian economy.

“They’ve had to make some hard

decisions to reduce their expenses and cut back wherever necessary to stay viable,” he added.

He said he wants the City to cut back, too. He’s also recommending that it follow Yellowknife’s example.

Members of city council for the Northwest Territories capital voted in December to not raise taxes in 2016, the same as in 2015.

But the cuts come at a cost.

According to Northern News Services, members of council cut $570,000 that would have gone towards a splash park adjacent to Somba K’e Civic Plaza, a move that disappointed mayor Mark Heyck.

They also cut a computer program to track bylaw enforcement officers for $67,000, which Heyck called “troubling.”

The last year Whitehorse did not increase taxes was in 2003, according to the City’s website. There has been a property tax increase every year since then.

Karp argued the City of Whitehorse could get away with no tax increase because of its budget surpluses over the years.

The city saw an annual surplus of $2 million in 2014. It also had

In 2014 the City’s reserves had grown to $28 million, up from $14 million in 2009.

“We feel there are sufficient

finances there now to proceed with the building (consolidation project) and yet not have a tax increase,” Karp said.

“Look carefully at the budgeting

process that is in place now and where there’s a possibility of saving some money.”

One of Karp’s suggestions was to possibly decrease the number of employees who work for the City, 377 of whom are full-time, he said.

Financial services manager Valerie Braga said later in an email that she heard early on from members of council they were not interested in cutting major programs or services, “but that they wanted administration to explore operational efficiencies to provide best value to citizens.

“Consistent with past years, Finance worked with all departments to ensure that this direction was followed and prioritized the required service funding with the City Services Policy. If the City were to enact a zero per cent property tax increase, over $600,000 in services would have to be cut.

“This would require council to make large service adjustments.”

Second and third reading of the operating budget will be held on March 29.

ukon’s own Elvis Presley is running for the third time as an independent candidate in Pelly-Nisutlin during this year’s territorial election.

He said he wants to boost tourism in Ross River and help the Yukon adapt to a changing climate.

Presley, born Gilbert Nelles, is 61 years old and said he feels like he’s getting younger all the time.

City considers charging charities tipping fees The City of Whitehorse is examining the possibility of limiting what some non-profit organizations can drop off at the landfill for free.

Since 1999, the City has exempted tipping fees at its landfill for Raven Recycling, Mary House and the Salvation Army.

The practice is in place for reusable items only. But late last year, it became apparent that a large volume of non-reusable items, such as construction and electronic waste, was also being dropped off.

More than $56,000 was waived for Raven Recycling last year alone, said councillor Betty Irwin at Monday’s meeting.

Environmental coordinator Bryna Cable explained that the nonprofit had done some work in its yard, which accounted for the large amount of waste.

But it’s not common for that to happen every year, she added.

Members of council have the option to limit the exemption to reusable goods only, to discontinue

“I think I can benefit the Yukon still, like I always have,” he said.

Presley has spent the last several years working on Graceland II, a property in Ross River named after his own namesake’s famous home. He sees the property as a major tourist attraction, and it’s central to his campaign.

“It’s like living inside a living energy, spraying from the walls and the ceilings,” he said of the site, which he describes as “more beautiful than the Sistine Chapel.”

and whimsical creations made of painted wood. The walls inside the main building are painted in bright colours and covered with artwork.

Presley said there are also several cabins and an underground bunker.

He said tourists have already visited from Germany, Austria and elsewhere in Europe.

“It will benefit all the businesses that are around here. ... It just benefits everyone.”

He said he’d also like to start a business bottling water, which

would be called Kaska Coolers.

“Water is such an important resource that everybody needs right now on the planet,” he said.

“It would create jobs and also it would be something that people would be ready for.”

Presley said he plans to campaign door-to-door, and he wants to show people a DVD he made of Graceland II “to show what is possible when you put your mind to it.”

Presley has run as an independent candidate twice before, in 2011 and 2006. He has finished

Premier replaces two deputy ministers

This latest announcement means the government has made at least 10 changes to deputy minister appointments in the last year.

In April 2015, the government announced the reassignment of four deputy ministers to the Department of Environment, the public service commission, the executive council office and the Department of Tourism and Culture.

In November, four new appointments were made to the executive council office, the Department of Energy, Mines and Resources, the Department of Community Services and the Department of Highways and Public Works.

“With these changes I feel confident that the public service has the leadership team that we need for the years ahead,” Premier Darrell Pasloski said in a news release at the time.

(Myles Dolphin) Woman chased by coyote near McIntyre Creek A woman is alright after she was chased by a coyote that nipped at her legs and punctured the skin.

Yukon conservation officers put out an advisory Tuesday reminding the public to be aware of their surroundings when walking in greenbelt areas in Whitehorse.

On Monday morning around 6 a.m. the woman, who has not been identified, was jogging by herself along the trail system near Pine St., in the vicinity of McIntyre Creek.

There was very little light and she was wearing a headlamp, conservation officer Kevin Johnstone said.

When she came upon a coyote she tried to skirt around it and continue jogging, Johnstone said. The coyote followed.

“Of course it turned into a bit of a run when the thing started to pursue her.”

Two of Yukon’s deputy ministers have been replaced, and have left the government effective immediately.

Justin Ferbey has taken over as deputy minister of economic development, replacing Terry Hayden, who had been in the position since June 2015. Ferbey is also the president of the Yukon Development Corporation.

Bruce McLennan has been appointed interim deputy minister of health and social services. He has replaced Paddy Meade, who’d been in the position since February 2013.

McLennan has previously served as deputy minister of finance, education, and health and social services.

A government spokesperson said she couldn’t comment on the reasons for the changes, adding only that “when senior-level people leave, they leave immediately.”

A Safe Place secures funding Maura Forrest News Reporter

A

Whitehorse support program for women and children has secured funding for another year, thanks to a new $59,000 commitment from the Yukon government.

A Safe Place has been run out of the Victoria Faulkner Women’s Centre since December 2013, but has struggled to find consistent funding.

The new money comes from the Justice Department and the women’s directorate. The Prevention of Violence Against Aboriginal Women Fund will provide an additional $25,000, as part of a commitment from last year.

A Safe Place provides women with meals, coffee and a place to spend time on Friday, Saturday and Sunday evenings from 5 to 8 p.m.

“The most important piece of the program is it’s lowbarrier,” said Hillary Aitken, program coordinator at the women’s centre. That means all women are welcome, including those who have been drinking or taking drugs, as long as they’re not a danger to themselves or others.

Aitken said many of the women who come to A Safe Place are homeless or precariously housed. Many also struggle with food insecurity.

She said many women also come for the sense of community, safety and belonging.

What she frequently hears from the women, she said, is that “they’re not judged. It’s truly safe and it’s low-barrier and they feel that all women are welcome.”

Aitken said between 100 and 120 women typically come to A Safe Place each month. Last weekend, about 45 women showed up.

of women can vary widely, in part because funding for the program has been unstable.

“When we have the funding and capacity for staff to do direct outreach and promotion ... then attendance does peak,” she said.

Pilot funding for A Safe Place ran out in July 2014. The Community Development Fund kicked in some additional money in November of that year to keep the program afloat, but that ran out in July 2015.

“As that piece of money was nearing its end, we knew that we couldn’t shut the program down,” Aitken said.

Instead, they approached the Justice Department and the women’s directorate, which

gave them a one-time cheque for $39,000 to keep them going till the end of this fiscal year.

The Prevention of Violence Against Aboriginal Women Fund also pledged $50,000 over two years.

Aitken said this latest $59,000 commitment is enough to keep the program alive for another year. But she said the women’s centre submitted two possible budgets to the government – a “bare-bones” budget and a larger version that would have allowed A Safe Place to expand its services.

The government chose the “bare-bones” budget.

Aitken added that this is a one-time agreement, but she hopes it will be renewed.

Cabinet spokesperson Dan Macdonald said the new funding will sit in the budget for the women’s directorate, though $52,000 was sourced from the Justice Department.

He also said the government recognizes the program is providing a valuable service, and has made a commitment to look for ways to continue funding it.

Still, Aitken said the fact that A Safe Place needs to exist is evidence of a “disturbing trend.”

“It’s horrible that this program needs to exist,” she said.

“I wish there would be a time when women don’t need a safe place to come on a weekend, when everyone has secure and stable housing and enough income.”

A deep dive into Northern Cross’s dispute with YESAB

M

uch has been made recently of the Yukon assessment board’s controversial decision to bump Northern Cross’s oil-and-gas exploration project near Eagle Plains to a higher level of assessment.

The Yukon Environmental and Socio-economic Assessment Board is now facing criticism from many quarters.

The Yukon Chamber of Commerce has accused YESAB of having too few resources and too few experienced people.

The Chamber of Mines has said Northern Cross spent an “inordinate amount of time” in YESAB’s review process, and that the process has deteriorated in the last five years.

Even the Yukon government is now saying the assessment process has “wavered.”

And last week, Northern Cross announced it’s seeking a judicial review of YESAB’s decision to refer the Eagle Plain project to executive committee screening, a more rigorous form of assessment that includes more First Nations consultation. The company says assessors didn’t give it a chance to respond to last-minute concerns that were raised about access to the Porcupine caribou herd.

YESAB has refused to respond directly to any of the criticism. But the paper trail generated during Northern Cross’s assessment sheds light on some of the accusations.

Northern Cross has complained that it spent 20 months in environmental assessment, only to be sent back to the start of the review process.

That is true, more or less.

But it’s also true that Northern

Cross took up about 12 months of that time, putting together the information that YESAB required. And it’s also true that the company submitted its response to YESAB’s fourth information request on the very last day it was allowed to, more than 10 months after the request was issued.

YESAB spokesperson Rob Yeomans said it’s rare for the board to issue four information requests in the first place.

Typically, he said, there might be one.

In this case, YESAB sent its first request – a list of 122 questions – to Northern Cross in August 2014. The company responded, but assessors were not satisfied.

For instance, in answer to a question about traffic, Northern Cross had written that the Dempster Highway would be affected by “some amount of traffic increase annually.”

Assessors wanted something more specific.

The ball bounced back and forth two more times before YESAB felt it had enough information to move ahead.

In October 2014, the proposal went up for public review.

First Nations, environmental groups and the Porcupine Caribou Management Board all made comments expressing concern about parts of the project.

As a result, YESAB issued a fourth information request to Northern Cross in December 2014. This one asked for new information about various issues, including water, wildlife and waste management.

Northern Cross responded in August 2015, but again, assessors said the answers weren’t good enough. The board referred specifically to missing information about caribou.

“There is a lack of consideration of how new access throughout the area will affect hunting pressure on the Porcupine caribou herd,” YESAB wrote.

Once again, Northern Cross submitted more documents, but not until Oct. 30, 2015 – the last day before YESAB would have thrown out the application for taking too long.

The public was then given another chance to comment before YESAB made its decision. On Dec. 10, after the deadline for public input, Northern Cross responded to some of remaining concerns, which included increased access for hunters.

Northern Cross’s argument for seeking a judicial review seems to centre on the fact that the Porcupine Caribou Management Board was allowed to submit comments on Dec. 15, after that public input deadline

had passed. It says it wasn’t given a chance to respond.

Yeomans did say that YESAB can issue a new information request to a proponent at any time. In this case, that didn’t happen. “It looks terrible for us ... to be trying to continue more and more cycles of information review,” he explained.

But he also said proponents can submit new information of their own accord whenever they want. That didn’t happen either.

A cover letter filed with the PCMB’s submission also indicates that Northern Cross knew the comments were going to be accepted after the deadline.

As to the broader accusations YESAB is facing, concerning resources and efficiency, the board’s annual reports provide some insight.

Federal funding for the assessment board has increased since its inception over a decade ago.

YESAB’s budget for the 201415 fiscal year was about $5.2 million, up from about $3.3 million in 2006-07.

There is also little evidence to suggest that assessments have gotten slower. The average assessment took 79 days in 2015, up from 74 in 2011.

The board, however, will go through a period of transition this year. Currently, two of YESAB’s seven board appointments are empty. Four of the remaining members’ appointments are coming up for renewal this summer.

Three board members are nominated by the Council of Yukon First Nations and three are nominated by the Yukon government. The chair is appointed by the federal minister.

T

he Yukon Party has always put jobs and the economy at the front of its agenda – something the opposition has often criticized.

So in reading the recent commentary by the NDP, (“The Yukon Party shows us how to not run an economy,� March 9) we find it more than a little ironic. Even so, at least the opposition has finally figured out that jobs and the economy matter to Yukoners.

It’s certainly better than their usual fear-mongering and misinformation on things like caring for our seniors, another field that this government has an enviable list of achievements and accomplishments.

But as the NDP mentioned, there is an economic record that can be reviewed. So, let’s review that record.

Our government has worked relentlessly to defend and advance our resource sector. And we do so because we respect and admire the men and women who work in the industry. We care about their families and we want to see them succeed.

We support these Yukon families because we have always understood that mining is about more than mines – it’s about all the other businesses that benefit and the families they support. It’s about the retail sector, our restaurants and service sector, mine servicing companies and more.

That’s why we funded the Yukon Mineral Exploration Program for the past several years and we contributed money to the Yukon Mining Alliance to promote Yukon as a world-class mining jurisdiction. In addition, the world-renowned Yukon Geological Survey continues to map Yukon’s mineralization potential and we are planning resource access roads in our key mining regions.

While mining remains the cornerstone of our economy, it is far from the only important driver. Our territory is blessed with remarkable entrepreneurs from all different backgrounds and in many fields.

Whether it’s tourism – which has benefited from multiple years of government investment in marketing – or the technology and software sector– which has blossomed during our government’s term and will see a $2 million increase to the government IT procurement envelope – the Yukon Party has demonstrated that diversification doesn’t need to come at the expense of the resource sector.

It’s worth discussing our approach to diversification, because it is one of those areas that Yukoners can see a clear difference from the Yukon Party versus the approaches put forward by either opposition party. While the other parties talk about diversification as a way to replace resource sector jobs, we view diversification as a way to complement all of our existing

sectors and create new opportunities for Yukoners and their families.

Yukoners shouldn’t be asked to choose between the resource sector and the tourism and IT sectors. The Yukon Party believes that a prosperous economy includes multiple sectors and we don’t believe in pitting one against the other.

As for procurement, our record is once again a useful place to look for facts, because as usual, the NDP have cherrypicked to misrepresent government practice to Yukoners.

The reality is that from April 1, 2010 to March 31, 2015, the average value of contracts awarded in Yukon was $281 million annually and, on average, $208 million worth of contracts went to Yukon companies. And of the contracts awarded to larger, outside companies, the vast majority of the jobs created went to local subcontractors.

Total contracts is another useful measure. So how does the Yukon Party record stack up on that account? Well over that same time frame, Yukon government awarded an average of 4,336 contracts each year. On average, 3,614 of those contracts went to local companies.

It may not be something the opposition wants Yukoners to know, but the reality is that the Yukon government, under the Yukon Party leadership, is committed to ensuring our contracting community benefits from capital investments.

Which gets us to the next part of our record – year over year massive investments in capital projects. Our government understands that during downturns in the resource sector, it requires capital investment to spur job creation and growth.

Our government has also recognized

that there are challenges with procurement. That’s why we struck a committee of local and national experts to listen to the contracting community and make recommendations on how to address issues.

But I would also caution anyone from voting for a party that wants to begin inserting political decision making into contracting. Our government firmly believes that Yukon contractors are among the best in the country and that they can win the vast majority of government contracts.

And as the facts set out above show, they do win most contracts.

As for Faro, the opposition is again misrepresenting contracting practices to Yukoners. No matter how much anyone wants the Yukon government to restrict that contract to Yukon firms, we cannot.

The project is funded through federal money and the contract was awarded through a fair and competitive process.

What this government did do was ensure that the successful bidder would utilize local labour and capacity opportunities, including the local First Nation.

Any political party that promises to limit that contract to local firms either doesn’t understand procurement or is misrepresenting what can be done.

So, before Yukoners start buying into fear-mongering disguised as policy, I would ask that they go back to our record. Look at what our government has achieved and how well the Yukon has weathered the recent economic downturn.

And when looking at the opposition parties, spend some time assessing what they have said and what positions they have taken. Because what they say in opposition tells you how they will govern.

‘Parents know best’ is narcissistic nonsense

hen does the failure of a parent to provide a child with appropriate medical care become a matter of concern for the state? This is a difficult question that rears its head from time to time.

Last year it arose when the family of a young girl from the Six Nations First Nation near Brantford, Ontario abandoned chemotherapy as treatment for her leukemia, despite the fact that continuing such treatment was the difference between probable survival and certain death.

The legal proceedings were distracted by the issue of the family’s right to use traditional aboriginal medicine when in reality they had opted for unproven treatments offered by a dubious alternative health clinic in Florida. Despite winning the right to refuse chemotherapy in the courts, last reports were that the little girl is again receiving the life-saving conventional treatment.

More recently, a very different case with similar themes has

been in the news. A couple of Albertan parents are in the midst of a criminal trial for not obtaining proper medical assistance for their child.

Despite being warned by a family friend who was a nurse that the boy may have meningitis, the parents continued to treat him with herbal supplements and maple syrup. The child later died of bacterial meningitis, an infection that – not unlike the leukemia faced by the girl from Six Nations First Nation – is almost always fatal if left untreated.

Such cases raise complicated questions about the fundamental nature of the parent-child relationship. Our society is generally quite deferential to parental choice, and for good reason, but if and where we draw the line between parental rights and child endangerment is a hotly contested issue.

Is the parent-child relationship sacrosanct and absolute, immune from interference by society or government? Are our children the equivalent of chattels that we can deal with as we please?

Or is parenting more akin to a sacred trust, where our broad discretion is subject to the overriding right of society to intervene when that child is put in danger by our acts and omissions?

Whether we care to admit it in the context of the cases mentioned above or not, I think most of us ascribe to the “trust”

theory. Few of those who might defend parental rights in the cases above would reject the need for child protection authorities to intervene when a child is being subjected to physical abuse by a parent. And few would defend the rights of a grossly intoxicated parents to leave an infant without any sort of caregiver (although such defenders certainly exist).

Yet for some reason when it comes to medical care we are much more hands-off as a society, and the parents in the cases above have found a surprising levels of support interspersed with the overwhelming anger directed towards them.

Defenders of parental rights attempt to differentiate medical neglect cases from the more traditional situations that child protection authorities deal with.

They say that a parent making medical choices for a child is acting in good faith and with the best interest of their child in mind and ought to be left alone.

There are two objections to this line of reasoning. First, the intentions and motivations of the parent make no difference to the child who dies from bacterial meningitis or leukemia rather than some other form of abuse or neglect.

Second, it involves classist assumptions about “those” people – I mean those we traditionally associate with the child welfare system – many of whom also love

their children but struggle with issues stemming from issues related to mental health and addictions, exacerbated by poverty and a lack of social support.

When it comes to matters of proper medical treatment I’ll readily admit that I come to this issue with a significant bias. I’m skeptical of many of the bold claims of “alternative” medicine that cures for serious illnesses lie with everyday products like cinnamon, turmeric or honey.

Unfortunately, the proven treatments for serious conditions like meningitis and cancer are powerful drugs that are sometimes accompanied with powerful side effects.

This isn’t to say that there isn’t a lot of room for individualized decision-making in the world of medical treatment. The weighing of pros and cons for a particular course of treatment for a particular person with their own tolerances and preferences is not always a purely objective, scientific process. Moreover, there is often little harm in using unproven products, so long as more we don’t forego those that we know work.

But evidence-based medicine isn’t a matter of opinion or point of view, either. There is a point where refusing a particular course of treatment in favour of unproven alternatives is foolish and dangerous. Foregoing proven treatments for conditions like

leukemia and meningitis is as reckless to the life and wellbeing of a child as anything else that the child protection concerns itself with.

Also, I don’t subscribe to romanticized notions that entrance into the world of parenthood means we’ve suddenly acquired an expertise in all areas in which one needs to be knowledgeable.

Yes, parents generally know our own children best because we spend more time with them than anyone else and have known them their entire lives.

But we should not be so arrogant as to assume that this is the same as knowing what is best for them. The meme of “parents know best” is narcissistic nonsense – the product of a hyperindividualistic culture where flattery of our own abilities is ubiquitous in media.

Good parenting means knowing when to defer to the skill and expertise of others, so that we don’t allow our children to suffer as a result of our own hubris and self-assuredness.

If we fail to recognize our own limitations and put a helpless human being’s life at risk, it is incumbent on someone else to step in.

Obama, Trudeau further some Arctic goals but miss others: experts Bob Weber Canadian Press

rime Minister Justin Trudeau and U.S. President Barack Obama pushed forward some long-held goals for the Arctic at their Thursday meeting in Washington, D.C. But experts say the two leaders also missed a chance to restrict a major contributor to pollution and loss of sea ice in northern waters.

“I was hoping to see a declaration that the U.S. and Canada would unilaterally ban the use of heavy fuel oil within their territorial and internal waters,” said Michael Byers, a professor of international law at the University of British Columbia and an expert on Arctic politics.

Heavy fuel oil is a major source of black carbon, a sooty emission that darkens sea ice and snow and quickens its melt. It is considered a pollutant and has already been banned off North America’s east and west coasts.

A document released by Trudeau and Obama only says: “We will determine with Arctic partners how best to address the risks posed by heavy fuel oil use and black carbon emissions from Arctic shipping.”

That puts those talks at the mercy of Russia, which isn’t interested in a ban, said Byers.

Still, Arctic observers pointed out the two leaders seem to have adopted good ideas from each other.

Canada is formally backing an American initiative to ban all commercial fishing in northern waters until research can determine sustainable harvest levels. The United States was the first to ban such fishing in its Arctic territory, a ban which Canada later copied.

Talks have already occurred with other major fishing nations.

Now Canada and the U.S. will seek a formal treaty to ensure the rest of the world does the same.

“The leaders call for a binding international agreement to prevent the opening of unregu-

lated fisheries in the central Arctic Ocean to preserve living marine resources and promote scientific research in the region,” the document says The united front is good news, said Scott Highleyman with the environmental arm of the Pew Charitable Trusts. Highleyman, who has followed the issue closely, suggested that even better news is Canada’s offer to hold the next series of talks.

“When diplomats start doing that, that means they think there’s some momentum.”

The U.S. will also work with Canada on developing low-impact northern shipping corridors that would take into account ecological and cultural areas, migration

patterns of animals such as whales, indigenous use and navigation data quality.

That’s something Canada’s Transport Department has been working on for years, said Byers.

“It’s a further step in bilateral co-operation on shipping matters that involve the Northwest Passage,” he said. “Any incremental increase in co-operation will help to build confidence in Washington that Canada can manage the waterway and protect the interests of both (countries).”

The two governments also reaffirmed their support for science-based decision-making with strong input from indigenous people.

The House of Commons finance committee heard pre-budget suggestions from 92 witnesses last month and received another 175 written submissions from individuals and groups.

The report highlighted arguments made by two individuals as well as the Canadian Association of Social Workers on the issue of basic income.

The idea of introducing a guaranteed minimum income has been attracting more and more attention.

Two years ago, the federal Liberals passed a non-binding resolution at its policy convention to work with provinces and territories to design and implement basic annual income.

Last month, Independent Liberal Sen. Art Eggleton tabled a motion asking the federal government to sponsor a pilot project to evaluate the cost and impact of introducing a national basic income program.

Eggleton said efforts to address poverty have failed and argues that existing programs have only entrapped people.

In Manitoba, the provincial Liberals have promised to assess the impacts of basic income in two communities if they win next month’s election.

A project in Dauphin, Man., in the 1970s found an assured income actually lowered the number of hospital visits and improved the overall health of residents.

Guaranteed income is also on the radar of Social Development Minister Jean-Yves Duclos, an economist who studied the issue as an academic.

“Mr. Duclos follows the evolution of the basic-income issue, but at the moment the minister’s priorities are found in his mandate letter,” said Duclos’s spokesman Mathieu Filion.

On Friday, opposition parties also voiced their prebudget opinions and recommendations in supplementary letters that accompanied the report.

The Conservatives pointed to the government’s recent acknowledgment it would no longer live up to its vow to cap annual deficits at $10 billion – and that shortfalls could reach as high as $30 billion. Ottawa has also cast doubt on its ability to fulfil its pledge to balance the books in four years.

The Liberals have argued the fiscal situation has declined significantly since the October election and that the bigger shortfalls are necessary to invest in economy-boosting measures such as infrastructure.

“Should their plans fail to produce substantially higher rates of economic growth, this borrowing will inevitably have to be repaid through higher taxes or cut-backs to government services,” the Tory letter warned.

The NDP expressed concerns in its letter that the interests of the most vulnerable – including indigenous peoples and low-income Canadians – would be brushed aside by Liberal policies.

The group also acknowledges that it’s a company’s responsibility to decommission wells that are no longer producing.

Salkeld said industry isn’t “shirking” that duty, but the government funds would help speed up that work at a time when firms are keeping a close eye on costs.

“We’re saying, ‘Let’s not wait any longer. Let’s do something now and keep people working and not lose people to other industries and other provinces.”’

Salkeld said he ran the idea past Alberta government officials and got the sense that they’re keen on it.

The Saskatchewan government made a similar federal pitch last month.

That province’s proposal would cost Ottawa $156 million and said it would generate an estimated 1,200 jobs over the next two years.

he backyard of Whitehorse’s Raven Recycling is home to the territory’s latest European transplant.

The recycling depot has swapped out its old boiler for one originally developed in Austria.

The fire engine-red contraption in the backyard lives on a steady diet of old wood pallets, which it uses to create heat.

It’s the latest pilot project, funded in part by Yukon College’s cold climate innovation branch, attempting to bring more biomass heating to the Yukon.

“We’ve got a lot of biomass,” says director Stephen Mooney.

“I can take you places 10 minutes from this spot and show you huge mounds of trees just rotting that could be chipped up this summer and stockpiled for biomass units.”

It took two hours in December to grind about 300 pallets into 21 tons of wood chunks. That’s hopefully enough for the Hargassner woodchip boiler to heat the warehouse and offices for about a year.

“Which is not actually that

many,” says Raven Recycling’s Danny Lewis. “We have about a third of that piled up already since we finished chipping.”

What’s left after grinding has no consistent shape or size. It looks more like a family of angry beavers went to town shredding any wood in their path.

A magnet is run through the pile to help yank out any stray nails and the shards of wood are dumped into a room adjacent to the boiler.

If everything goes as planned, that’s the last time a person needs to touch the wood.

Metal arms spin in the adjacent room pulling the wood crumbs towards what is essentially a giant corkscrew. That carries the wood to its last destination, to be burned in the boiler.

“In the world of wood chips, these are ugly chips,” Mooney says as he reaches towards the slowly spinning screw and pulls out different sized chunks.

“These aren’t pretty chips. But that’s the reason this boiler is here, this boiler can take ugly chips.”

The project will track the type of wood that’s used, its moisture levels and the amount of heat created.

It’s all in an effort to prove these

contraptions are viable options for the North and to discover what wood chips work best.

The system is powered by gasification. That means that heated wood, when mixed with the right amount of oxygen, vapourizes to become synthetic gas.

A computer controls the flow of wood and air into the burner, since different types of wood need different amounts of oxygen to burn most efficiently.

The project is the brainchild of Chris Schmidt, who has spent 33 years working as a technician installing boilers.

Originally from Europe where boilers like this are much more commonplace, Schmidt said he spent years looking for a way to bring a project home to the Yukon.

It was only two or three years ago that this style of boiler was approved by the Canadian Standards Agency.

There are about 12 to 14 similar units in Canada right now, Schmidt says. He was trained on one in Quebec.

The cost of cutting, crushing and burning wood is much more consistent than oil prices. Wood is also found much closer to home.

“There’s a lot of biomass to use, which also keeps the jobs here, because somebody has to cut it, somebody has to shred it, somebody has to move it, somebody has to monitor it,” he says.

Schmidt says the biggest obstacle to convince people to consider using a boiler like this is the high up-front costs. Just the boiler itself cost $55,000 and thousands more to install, he says.

Lewis says Raven’s fuel bill has been anywhere from $30,000 to $40,000 a year. Now they anticipate about $3,000 to $5,000 a year in labour costs to help gather and process wood to feed the boiler.

“What I’m hoping is that people will get aware of it and consider it as an option to heat buildings,” Schmidt says.

The Yukon government released its biomass strategy earlier this year. As part of that strategy the government has agreed to consider using biomass whenever it plans a new building or a retrofit of an old one.

A government spokesperson says officials are looking at a handful of projects that could use biomass, but no decisions have been made yet.

Approximately 13,000 cords of wood are harvested annually in Yukon, mostly from beetle-kill wood in the Haines Junction area, to heat homes and buildings. That’s about 17 per cent of Yukon’s total consumption of energy for heat, according to the government.

Schmidt envisions a time when these kinds of boilers exist in all of Yukon’s communities as a way to give new life to waste wood.

Mooney says he’d eventually like to look into systems that not only provide heat, but also electricity. The ones he’s considering haven’t been approved in Canada yet.

If that does happen, Yukon College has a hole in its basement that might be a good fit.

When the new campus was built in 1988 it came with a giant gasifier. It was billed as a furnace that could eat almost anything, from scrap wood to garbage, but it never really worked right.

The technology was new. The machine’s serial number was 001, Mooney says.

He says the feedstock was never consistent and someone had to be there at all times to make sure things kept running.

“It could have been a good thing, but it wasn’t given the due diligence that it needed.”

When Mooney started his job five years ago, a report claimed the machine could be fixed, but would cost “millions,” he says.

It wasn’t worth the money and the system was pulled out.

But the industry has grown since then. Now there are about 70,000 of these kinds of systems across the globe, according to Schmidt.

While several studies have been conducted on the effects of pesticides on the honeybee population, these findings are the first to explore how the chemicals may affect the ability of bumblebees to forage from common wildflowers.

The pesticides confuse the insects, changing their foraging behaviour and floral preferences and hindering the development of the skills needed to extract nectar and pollen, says University of Guelph professor and senior author Nigel Raine. “Bees rely on learning to lo-

also shown that neonicotinoid pesticides can cause changes in the brains of honeybees, more specifically in the areas associated with learning and memory.

Raine said more research is needed into the impact of all pesticides on bumblebees and other wild pollinators.

The Ontario government unveiled restrictions on the use of neonicotinoid insecticides last year â&#x20AC;&#x201C; a first in North America â&#x20AC;&#x201C; after beekeepers lost more than half their hives in 2013-14.

Under the new rules, farmers cannot use seed treated with neonicotinoids on half their land this year, and on any of it in 2017, without crop and soil assessments proving they have crop-eating worm or insect infestations.

The rules also require seed vendors in the province be licensed to sell the three most commonly used neonicotinoids, although Ontarioâ&#x20AC;&#x2122;s environment minister conceded there is little to prevent anyone from purchasing the chemically-treated seeds in the United States.

While the chemicals have been banned in Europe, Ontario farmers are fighting the restrictions through the courts.

Quebec farmers have also complained about planned new guidelines in their province which, if successfully implemented, would require farmers to get permission from agronomists before using certain â&#x20AC;&#x153;high riskâ&#x20AC;? pesticides on their crops.

Health Minister Jane Philpott announced in January that the federal government will end the rare practice of allowing the use of pesticides that arenâ&#x20AC;&#x2122;t fully approved for sale, effective June 1.

But Ottawa has not specifically restricted the use of neonicotinoids.

Crop seeds are treated with neonicotinoids before they are planted. The chemical is then infused in the plant as it germinates and kills pests in the early growing stages.

But pesticide residue remains in the nectar and the pollen that bees and other pollinators feed on, and has also been found in crop dust after the plants are harvested.

Force of nature: new exhibit displays destruction and resiliency in Yukon

B

ack in Dawson City’s early years, it wasn’t uncommon for calamitous fires to sweep through town.

Houses were built of wood and canvas, heated using wood stoves and lit with candles and oil lamps.

It became such a regular occurrence towards the end of the 19th century that the Dawson Daily News wrote the following headline after a particularly devastating fire in January 1900: “Dawson’s Annual Fire Creates a Loss of Half a Million Dollars.”

A lesser-known fact from that era is that at least three of the fires between 1897 and 1900 involved dance hall girls.

The first fire, in November 1897, was reportedly caused when Dolly Mitchell threw a lamp at another dance hall girl during an argument.

A year later, Mitchell was blamed for another fire after she allegedly left a candle burning on a block of wood, causing flames to consume two hotels.

The worst one happened in April 1899, when a fire that started in the Bodega Saloon spread along the waterfront.

It’s estimated the fire destroyed at least 117 buildings in Dawson City and caused over $1 million in damage.

In January 1900, a fire that started at the Monte Carlo Theatre razed the town’s business district.

The town’s chief steward reported the fire started in a dance hall girl’s room in the theatre after sparks flew from a poorly installed stove pipe.

Newspaper clippings and photographs from the era, taken from the MacBride Museum of Yukon History’s collection, are now on display at the Hougen Heritage Gallery at Arts Underground.

It’s part of a new exhibit titled Fire & Flood: disaster and perseverance in Yukon history.

Leighann Chalykoff, manager of museum services, researched and put the exhibit together.

She said the idea came from the sales of a book, The Survivors, the museum published in 2011.

“It’s a story about the British Yukon Navigation ships that survived on Yukon’s lakes and rivers,” she said.

“The book is selling but we realized that people prefer to hear stories about disasters.

Chalykoff found mention of the January 1900 fire in Pierre Berton’s Klondike: The Last Great Gold Rush, in which the author recounts how Dawson

City residents were quick to start rebuilding their town.

“Less than 12 hours after his saloon was destroyed, Tom Chisholm had erected a big tent labelled ‘Aurora’ and was doing

business again,” Berton wrote.

“Although nails sold for twenty-five cents each, the familiar ring of saw and hammer was quickly heard on Front Street.”

The exhibit also features photographs and documents from the Whitehorse fire in 1905, which destroyed nearly every building from Front Street to Second Avenue between Elliott and Steele.

After the fire department’s new equipment broke down, residents began filling up buckets to help douse the flames. One of the volunteers was Yukon poet Robert Service.

Chalykoff also unearthed a diary entry by Anna Puckett, who laments the aftermath.

“I can’t write anymore…

Everybody was just walking around the ruins trying to find something when we left,” she wrote in May 1905.

“Nobody spoke much but they were pitching tents on cleared spots, so I supposed the City will build again.”

Fires were not the only danger to Yukon’s towns. Devastating floods were documented in Dawson City in 1925, 1944, 1966, 1969 and 1979, as well as in Mayo in 1936.

Mayo residents were forced to evacuate their homes during the 1936 flood.

“Slimy mud and silt a foot deep clung to the floors and began to cake and harden,” wrote A.A. Gillespie in the Mayo Miner Flood Supplement on June 20, 1936.

“Walls were stained and mud-splashed. Furniture, clothing, dishes and other household effects lay crumpled and mildewed.”

The Whitehorse Star reported that one woman, who woke up in the middle of the night to witness her greenhouse floating by, promptly fainted.

The most eye-grabbing photograph in the exhibit is the one of the S.S. Casca and S.S. Whitehorse ablaze on June 20, 1974.

The riverboats had been dry docked on the waterfront near the former site of the Whitehorse shipyards since the mid1950s. Over the years the ships slowly deteriorated and had been the target of vandalism.

“People said it looked like the steamers were going down the river because of the amount of smoke,” Chalykoff said.

Within a few hours, the enormous ships were reduced to a giant pile of ash.

Fire & Flood: disaster and perseverance in Yukon history is on display at the Hougen Heritage Gallery until June 25.

Criticize the performance, but not the audience participate in reciprocal, embarrassing buying.

MANNERS DEAR MISS MANNERS: As I have a long career as a musician and music scholar, I may be asked my opinion of a performance. I reply with a measured response, a statement of approval or a sharp criticism.

However, as an audience member there are occasions when I feel obliged to express criticism of the performance, or of excessive approval exhibited by the audience when I believe their unison response lacks understanding.

Why should it be acceptable to give standing ovations, etc., at the close of passable performances, but not shouts of critique? I only refer to professional concerts, and not school or amateur performers. My wife says I am rude and feels humiliated upon these circumstances.

My therapist comments: “Do no harm.”

GENTLE READER: Online commerce has conditioned us to the unavoidable running commentary from “unsatisfiedcustomer447” on how the toaster did not work as advertised, but not every interaction with our fellow man is subject to review.

Nevertheless, curtain calls certainly are, and Miss Manners will defend your right to boo as well as to cheer.

But it is not a debate. The person sitting next to you has as much right to express his opinion as you, no matter how ill-informed it may be. Booing your fellow audience members would be impolite, and will, in any case, not be heard over all the “bravos.”

Miss Manners is aware of the urgency with which extra sources of money are needed in the school system. But using schoolchildren to cause this embarrassment teaches them a bad lesson. It is different from the old method, when they were expected to provide a service — typically, car-washing or baking — that could make them proud of their ability to earn and contribute.

Your situation seems particularly odd, as your buying from those to whom you sell would make all that effort financially futile.

Miss Manners suggests that you work, instead, on devising a dignified way for the children to earn money. Her guess is that organizing them to help adults learn how to use their computers and smartphones would reap a small fortune. You may then, in good conscience, decline to

This seems strange. Doesn’t elopement mean stealing away without anyone’s knowledge, to tie the knot?

What do social mores call for in such instances? Should I purchase a gift, or should I simply say good luck/best wishes in a return email?

GENTLE READER: Your friend has found a humorous way to distract you from the fact that she is not inviting you or anyone else to her wedding. That she did so without adding gift registry information warms Miss Manners’ heart. Send a present if you like, but do write, wishing her well and promising not to tip off her parents.

DEAR MISS MANNERS: I have exchanged birthday cards with a dear friend for 20-plus years. This year she texted and Facebooked, but NO card.

I am greatly offended and hurt. Is this acceptable in this age of technology?

GENTLE READER: To be offended at someone’s congratulating you on your birthday in an informal manner? Miss Manners considers that taking insult where none was intended is churlish.

DEAR MISS MANNERS: If I want to receive only money for my wedding and no gifts, how

can I word it?

GENTLE READER: “Stick ‘em up”?

Despite their combined efforts, modernity, convenience and plain greed have not succeeded in convincing Miss Manners — or most gift-givers — that both the form and substance of a gift are not at the discretion of the giver.

Before you explain, she hastens to add that she would be unmoved by the justification that you are underpaid, you mean to donate the money to charity, and you loathe your friends’ taste.

DEAR MISS MANNERS: What is the appropriate manner to point? We have a grandson who points with his middle finger a lot.

GENTLE READER: Well, that’s definitely not it.

Pointing at a person with any finger is rude. Gestures that use your whole hand or a clear verbal description — such as a name — are always preferred. For everything else, Miss Manners recommends, well, the pointing index finger.

(without a sale being solicited), read them, and felt compelled to say something positive, while I’d have preferred reading something from my own library.

In this age of self-publishing, how do you advise one handle this situation?

GENTLE READER: By not going looking for trouble. While it is kind of you to take an interest in your acquaintances’ work, there is no obligation to read it, especially as no such request is being made.

For this, you should count yourself lucky. Miss Manners advises you to continue being pleasant, but not to go courting resentment — on your part or theirs. And if these acquaintances ever do ask you directly, you may say, “Oh yes, I’ve been meaning to read that” for as long as you may politely continue to do so.

DEAR MISS MANNERS: My daughter invited seven friends to join her at a local amusement park for her 13th birthday. Everyone responded, saying that they would be delighted to attend.

On the day of the party, one DEAR MISS MANNERS: Someof the girls arrived at the park one I chat with at the gym has with a friend who had not been told me he’s writing a book. I’ve invited to the party. My daughter been out of town for a couple months, and my manners tell me that next time I see him, I should ask about the book.

However, I don’t want to read it; it’s science fiction, a genre I don’t enjoy.

Why would the parents think it was appropriate to bring an uninvited guest to a “destination” birthday party? How should we have handled this?

It did not actually cost us extra for this extra guest since my son was sick, and she was technically taking his place, if that makes a difference.

GENTLE READER: The parents were wrong, but your daughter, Miss Manners is pleased to say, behaved impeccably.

As the ticket was available and the girl’s friend was not necessarily to blame for the transgression, there was nothing to do but to be gracious.

In order to avoid a repeat offense, however, you would not be remiss in telling the girl’s parents next time you see them, “Isn’t it lucky that my son had a headache?” — with the optional insertion of a long pause here to allow for confusion and inquiry as to why — “Or we would never have been able to accommodate your daughter’s unexpectedly showing up with a friend at the party.”

L

ook out Fort St. John Flyers, Smithers Steelheads and Terrace River Kings – the Huskies are coming for you.

The Whitehorse Huskies will vie for the B.C. AA title against those three teams at the Coy Cup next week.

They punched their ticket for the club’s first Coy Cup appearance with wins over the Powell River Regals this past weekend at Takhini Arena.

“We’re super excited,” said Huskies head coach Michael Tuton. “I’m just happy for this group of guys. They all came together, started playing for each other. They put a lot of effort into this and they wanted it.

“Everyone was excited to be here Sunday. Game 3, a deciding game, at home – I don’t know what more you could ask for.”

Considering that the best-ofthree playoff series went to three games, there were some pretty

lopsided scores in there.

The Huskies produced a very sound 13-5 win Friday, before a 7-2 loss Saturday, and finally – with all the chips on the table – an 8-3 win Sunday.

“In Game 2 they really tightened it up. They had a good game plan against us,” said Huskies captain Evan Campbell.

“I felt like we had our legs going, but systematically they beat us.

They clogged the neutral zone and we just couldn’t get much by them.”

“After that first game, putting up 13 goals, psychologically you go, ‘this might be a bit easy,’” he added. “Today we knew it was going to be a battle. Everyone knew they had to play their role and do the little things right.”

Campbell’s forward line, which includes centre Adam Henderson and winger Kane Dawe, racked up 11 points in Sunday’s deciding game. Campbell notched two goals and two assists; Henderson one goal and three assists; and Dawe, who was

“It’s so fun to play with them and we just feed off each other,” said Henderson. “We have that chemistry – right place, right

time. We just know where everyone is.”

The Huskies scored two in the first and two early in the second for a 4-0 lead in Sunday’s game before the Regals narrowed the gap with three quick goals.

Whitehorse’s Gibson Pearson stole back the momentum with a big hit and an unassisted goal with 1:51 left in the second. Ted Stephens, Rob Stuckey and Kaleb Dawe also scored in the game for the Huskies. Stephens also found the back of the net during Saturday’s 7-2 loss.

“We have a fast team, a physical team, and we got away from that Saturday night,” said Tuton.

“There was very little said today.

There’s been enough talk, it was just time to get out and do it. I’m proud of the guys, the way they rebounded.

“I’m so proud of (goalie) J.J. Gainsforth, the way he came in there and really took the team with him.”

Gainsforth started all three games, but came out for Daniel Naef in the third period on Saturday.

Campbell finished Friday with two goals and four assists; Henderson and assistant captain Derek Klassen both had two goals and two assists; Kane had a goal and three assists; and forward Kevin Petovello knocked in two goals.

“After the first period of the first game, it wasn’t looking good,” said Regals captain Andy Welsh. “It always seems like our travel day up here is our toughest game. Coming off that flight we always struggle. It was one bad loss, but we came out and played really good Saturday.”

The Regals, who won the Coy Cup in 2010, travelled to Whitehorse with nine forwards and four defence. (Contrary to rumours, the Regals didn’t have more players fly up before Saturday’s game.)

In the third period of Game 3, “We just ran out of gas,” said Welsh. “Not having a full line-up up here really hurt us in the third period … (The Huskies) were fresher, skated better than us and that’s why they won.

“When you go on the road, it’s tough because you’re always short,” he added. “It’s hard to have guys get the time off.”

Speaking of which, with the Coy Cup starting Tuesday in Terrace, Huskies players will be having sit-downs with their bosses this week to see if they can get time off.

“There’ll be a few conversations tomorrow,” said Tuton. “We

t didnâ&#x20AC;&#x2122;t take long for last weekâ&#x20AC;&#x2122;s Arctic Winter Games in Nuuk, Greenland to have the appearance of being an historic one for Biathlon Yukon.

On the first day of racing, Yukon ski and snowshoe biathletes won 10 medals â&#x20AC;&#x201C; one more than Yukon won at the entire 2014 Games for biathlon. â&#x20AC;&#x153;Our team shot really well â&#x20AC;Ś I think itâ&#x20AC;&#x2122;s because we train in difficult conditions, in the wind and in the cold,â&#x20AC;? said Yukon coach Laurie Jacobsen. â&#x20AC;&#x153;Our kids are becoming very fine shooters. They are just so comfortable with it they just took it with them to Greenland. We had some really good performances in the shooting. â&#x20AC;&#x153;That team is just a fantastic team. We really work well together and theyâ&#x20AC;&#x2122;re such good kids and it was just a fantastic experience. I couldnâ&#x20AC;&#x2122;t ask for a better team.â&#x20AC;?

By the end of competition on Friday, Yukon had raced to a team record of 27 medals in ski biathlon and snowshoe biathlon, more than a quarter of the 100 Team Yukon brought home from the Games.

Whitehorseâ&#x20AC;&#x2122;s Veronica Porter, who is in just her second season of biathlon, won a silver in the juvenile female snowshoe biathlon sprint and helped Yukonâ&#x20AC;&#x2122;s relay team win bronze. â&#x20AC;&#x153;It was pretty fun. It was really interesting to meet all the

people and having everybody winning a bunch of medals,â&#x20AC;? said Porter, 12. â&#x20AC;&#x153;I like the combination of the skiing and the shooting. Itâ&#x20AC;&#x2122;s really fun,â&#x20AC;? she added. â&#x20AC;&#x153;There was a day where you could go out and try it to see if you wanted to join, so we tried it out and I really liked it so I joined.â&#x20AC;?

Yukon actually won 28 medals last week if you count the Alberta Provincial Biathlon Championships in Hinton.

Whitehorseâ&#x20AC;&#x2122;s Jake Draper won a bronze at the championship on March 6.

Two other factors may have contributed to the success of the Yukon biathletes in Greenland. Yamal, Russia â&#x20AC;&#x201C; which won 46 medals in biathlon at the last Arctics â&#x20AC;&#x201C; didnâ&#x20AC;&#x2122;t enter a biathlon team this year. Also, for the first time in years Yukon had a full team with 16 athletes competing in ski and snowshoe biathlon. â&#x20AC;&#x153;I think all but one of these snowshoe biathletes are also ski biathletes and decided to take up snowshoeing just for Arctics,â&#x20AC;? said Jacobsen. â&#x20AC;&#x153;We had one girl, Hanna Korn, who came in for snowshoe biathlon and now sheâ&#x20AC;&#x2122;s going to try skiing.â&#x20AC;?

Yukon volleyball team takes silver in Greenland Sarah Lewis/Team Yukon

O

nly one team last week outperformed Yukon in junior male volleyball at the 2016 Arctic Winter Games in Nuuk, Greenland.

Team Alberta North had Yukon’s number, winning 25-23, 2518, 25-13 in the final on Thursday.

It was the second Arctic Games in a row Yukon took silver in the male tournament.

“I am very proud of the way we played all week and although

in the round robin with a four-set loss to Alberta North, who went undefeated at the Games.

Yukon defeated Team Alaska in four sets in the semifinal before losing to Alberta North a second time in the final.

“I feel like our team could’ve taken the gold for sure,” said Yukon libero Morgan Schmidt.

“We played hard all week and overcame obstacles in our paths along the way and really came together as a team. We are proud to have proven ourselves against

Yukon’s female team went winless and did not make the playoffs.

“Arctics has been a blast. The venues are awesome and the shared accommodations were phenomenal,” added Schmidt.

“The other teams are really nice and you get to connect with other kids your age from different parts of the world. Arctics here in Greenland has been a great experience and I am looking forward to the next one.”

EXPRESSION OF INTEREST The Wildlife Management Advisory Council (North Slope) is seeking an individual to assist the Council in implementing its mandate as established in the Inuvialuit Final Agreement. Ben was released from his 18 year battle with Huntington Disease, on March 10, 2016. His family wishes to thank Doctor’s Shoshtari, MacDonald & Kanachowski as well as all of the staff at Thomson Centre and Copper Ridge Place for their care and support over these past few traumatic years. A special thank you also goes out to Chris, Mike, Jason & Bob for all that you have done & continue to do for all of us.

Ben lived to hug his children and family, to hunt, fish and pull practical jokes on any unsuspecting soul. To the end, his sense of humour prevailed.

Ben was born in Fernie, BC then moved to the Yukon with his parents when he was one year old. He graduated from F.H. Collins in 1990 and went on about forging a life in the Yukon, BC and Alberta. Ben loved his grandparents dearly and spent many summers in BC with them. In later years he worked in the logging industry with his grandpa, drove truck in BC and Alberta, tried his hand at farming, mechanics and tourism but most of all he loved to spend time outdoors doing macho man things!

Ben is survived by his partner Tammy & their children Wyatt and Caitlyn; mother Annette, step-dad Pat; brother Carl (Marjie) and niece Willow; grandma Betty, and several uncles, aunts ,cousins and friends scattered throughout the Yukon, BC, Alberta, Ontario, & the lower 48.

Ben was predeceased by his father, Harold, from the same disease.

Ben’s celebration of life will be held in Whitehorse in the spring. We shall post the information when we have chosen the date.

WHITEHORSE AIRPORT SOUTH RECIRC STATION CONTROLS UPGRADE YUKON 2016-2017 Project Description: The work included in this contract generally includes the supply and installation of new electrical, process control, and instrumentation equipment, effectively upgrading the automation abilities of the existing Whitehorse Airport South Recirc Station and providing services for supervisory control and data acquisition (SCADA). The equipment shall provide a complete and functional system.
