Community rallies for Gordon Head family Family ‘overwhelmed’ by support for cancer-stricken son Jacob Zinn News Staff

A Saanich family is thanking residents after a crowdfunding campaign for their son’s cancer treatment is exceeding its fundraising goal and their expectations.

Michelle and Kai Dowling started a GoFundMe campaign on March 10, six days after their eight-year-old son Tiernan was diagnosed with cancer. As of Wednesday they received $51,250, above their $50,000 fundraising goal – from more than 500 people in Saanich and beyond.

“It’s been amazing and heartwarming – we’ve been overwhelmed by all the support from everybody,” said Michelle. “Complete strang-

ers, friends, family, my son’s school. Everyone’s been very, very supportive.”

The outpouring of support has been a welcome dose of good news since Tiernan received his diagnosis. Earlier this month, the Hillcrest Elementary student told his parents of pain he had felt in his legs, but they said the first doctor they saw believed it was a soft tissue injury from playing soccer.

“He’d actually been having some leg pain before the day we went to the hospital,” said Michelle. “By Friday, it was quite bad so we took him to the hospital and that’s when they sent us to Children’s.”

nan’s condition was more serious than they had initially thought, finding multiple bone lesions in his

legs, pelvis, arms and spinal cord, and masses in the right side of his chest and on his adrenal gland.

“It’s pretty widespread, it looks like,” said Michelle.

“They still haven’t figured out what type of cancer he has. We’re hoping to know from the biopsy results what type of cancer it is – we’ve ruled a couple of them out, and hopefully, he can start chemo this week.”

Michelle and Kai have each taken leaves of absence from their work to be with Tiernan, which has put a burden on their income. Travelling between Victoria and Vancouver and “living in two cities at once,” as Michelle put it, is putting a further strain on their finances.

The Dowlings have been moved by their friends and family who have reached out to them. From his hospi-

tal bed, Tiernan has Skyped with some of his friends, and everyone has made an effort to make him feel better.

“I’ve got a few friends that actually work at B.C. Children’s, so they pop in and they’re always there for a hug and cup of coffee or tea,” said Michelle. “All those little things are making this whole experience just a little bit better.

“We’re thankful and we’re hoping we can find a curative treatment for him.

We’re still waiting for some answers, which is the toughest part. Every day feels like an eternity.”

Council takes a gander at geese culling proposal Jacob Zinn News Staff

Local farmers may soon get a reprieve from geese damaging their crops, as Saanich council has voiced support for reducing the non-migratory geese population.

On Monday, council unanimously supported a report directing district staff to review a recommendation from Juan de Fuca Electoral Area regional director Mike Hicks. It would amend the firearms bylaw to allow hunting of geese on farmland to prevent damage to crops.

The report was brought to Monday’s meeting by Coun. Fred Haynes, who noted the number of geese in the region could

increase 10-fold in 20 years if the district doesn’t do something to cull the population.

“We have 6,000 right now, and what they’ve seen with the large number of geese on the ground here, it’s attracting other species of geese, not just the Canadian geese,” he said. “The non-migratory population of geese is on a trajectory to significantly increase.”

Haynes highlighted the negative economic impact on farmers, both from geese eating their crops and the inability to harvest crops if the geese have defecated on the land.

can’t be eaten. The amendment would implement a Crop Damage Permit, allowing hunters to shoot five to 10 birds per week, while farmers would be allowed to shoot up to 10 birds per day – all of which could be eaten.

“If we’re going to stand behind our farmers, we need to listen to what they’re asking for,” said Haynes, asking that the amendment be processed in a timely fashion to take effect in the current farming season.

Coun. Vic Derman, who is the Saanich council liaison for the Peninsula and Area Agricultural Committee, said the geese population is an ongoing topic at the commission.

“Hardly a meeting goes by where two or

three farmers don’t report the fact they’ve planted a field, and in a day or two, everything was gone,” he said. “Agriculture in this area is important. It’s had a struggle over the years to be financially viable, and I think it’s very important that predators of agriculture – in this case, geese – are properly managed.”

While Couns. Vicki Sanders and Dean Murdock expressed concern with hunting on farmland adjacent to residential neighbourhoods, they ultimately supported the amendment and trusted that due care would be taken on the part of hunters.

Neighbourhoods thrive on community spaces, and the people that make those spaces welcoming.

Despite a rich and unique history of agriculture and tourism before that, Cordova Bay is ever changing, and wouldn’t be what it is today if it weren’t for the various community groups that weave its residents together.

In Cordova Bay, it means connecting young with old.

Lochside Park is home to the Saanich Fusion (formerly Cordova Bay) soccer association, and Lochside’s own Cordova Bay Fastball association. Both clubs are well known for a history of fielding successful teams. And thanks to the Cordova Bay 55 Plus Association, some of those same youth athletes have already mingled with Cordova Bay’s older adults through 55 Plus’ innovative intergenerational programs.

Co-founded by Rich McMorran, the 55-Plus centre has become a hub of diverse activities with a member-count that recently hit 600.

“The key is what you offer in the way of programs,” said president Dave Docherty.

The 55-Plus centre really got its start as a gathering place for those who were at risk to isolation and loneliness and the centre is proud to continue a Friday afternoon social program based on that model.

“Amongst all our [popular fitness and specialty programs], we are proud we still get 30 to 40 people coming Friday afternoons,” Docherty said.

Haliburton Community Organic Farms, churches St. David’s By the Sea and Cordova Bay United Church, and the preschool at St. David’s are also integral elements of Cordova Bay’s fabric. So is the Cordova Bay Association for Community Affairs, a voice at Saanich municipal hall, and the organizers behind Cordova Bay Day (this year on June 25).

Because a great community doesn’t happen without the work of special people, the community association and Saanich News have joined with core partners Tru Value and the Beachhouse Restaurant to launch the new Cordova Bay Community Leadership Awards. (See the nomination form on A20.)

Series delves into sewage treatment Beginning in today’s edition, Black Press and the Saanich News will take an in-depth look at the sewage issue which has plagued and puzzled residents throughout the Capital Region for decades.

The Capital Regional District’s core area liquid waste management committee has recommended moving ahead with a wastewater treatment program that will feature treatment plants at Victoria’s Clover Point and either McLoughlin or Macaulay point in Esquimalt. There’s reason for optimism that Greater Victoria will finally find an alternative to pumping untreated sewage a kilometre out from shore into Juan de Fuca Strait. However, we’ve been here before, only to see the plan unravel amid political infighting.

The CRD identified McLoughlin Point as the preferred site for a single treatment plant back in 2014. That plan never made it past the initial designs as Esquimalt council rejected the CRD’s rezoning application in a series of raucous public hearings. There’s reason to believe Esquimalt may be more receptive in this go-round, as a Victoria plant serves to share the load on sewage flows.

The issue has taken some dramatic turns in recent weeks. The initial seven options, each of which included a main plant at Rock Bay, fell by the wayside as the committee focused on sites near existing outfalls at Clover and Macaulay points, saving the $250-million cost of piping the effluent there. But the project still carries an estimated cost of more than $1 billion, which would translate to estimated household costs ranging from a low of $352 a year in Saanich to a high of $741 in Colwood.

To address those costs, along with the technical advances in sewage treatment and the region’s history with the issue, Black Press assembled a team of reporters, photographers and graphic designers, who devoted hundreds of hours researching the subject and putting together a five-part series that runs Wednesdays and Fridays through April 1.

We can only hope that this time we are finally on the road to a solution and won’t be sitting in the same place two years down the road, wondering how we got here.

Socialized dogs are good for us all I need a rant. I had a situation this morning with a Malinois (dog) nipping me while I was carrying a couple of traffic cones onto a soccer pitch.

It wasn’t all that serious or scary (although I did need a first aid person to help get my ring off my swollen finger), but I find I’m getting more and more angry as the day goes on. Why? Because this is what I deal with on a regular basis... people thinking their dog has to be “friendly” with me or with my dog.

I’d rather an unknown dog totally ignore me, not even give me the time of day, because it would rather be with its owner. What a novel idea.

People may say, “Oh, you don’t like dogs.” Untrue. I just want dogs to be treated as dogs - not glorified, spoiled, out-of-control teenagers. Keep your dogs with you. Bouncing ahead to greet other people and other dogs is not friendly - it’s rude, disrespectful, and can easily lead to aggression.

Today, for example: the Malenois was most likely playing with me, as the owner stated. But since when is nipping a stranger acceptable? A “come” command or an “I’m sorry” would have been preferred.

the situation at all, it could be more than play. How do I know your dog is playing? How do I know how far your dog will take it. And tell me, why do I have to be your dog’s playmate?

All this “he’s friendly” language just drives me nuts. I don’t give a hoot if your dog is friendly. My dog is my dog; your dog is your dog. I don’t need to be saying ‘hi’ and acting like a goof-ball every time I see a dog... and neither does your dog.

Socialization is the ability to walk past other people and other dogs without going nutbar.

I get asked so often if my Doberman is “friendly.” They are totally surprised when I say “No, she’s not.

She’s taught to ignore you.”

I can see in people they think “well if she’s not friendly, then she must

be unfriendly.” No, she’s not that either. She isn’t allowed or constantly encouraged to play with strangers, be they dogs or people.

Here in Victoria, especially, we need a total re-think about dogs. This “friendly” to all attitude doesn’t exist in other places. And I’m doing my best to help change the mentality here... so far, pretty unsuccessfully.

I’m hoping writing here might reach a few people and help change even a few dog owner’s attitudes.

Please don’t encourage your dog or let them go up to strangers. Others do not have to love/pet/suffer your dog. It is not friendly. It is not acceptable behaviour for a dog.

Council endorses Pop for Parks Jacob Zinn News Staff

Saanich council has put their support behind Pop for Parks, an initiative calling on the provincial government to direct unclaimed bottle deposits into a land acquisition fund.

On Monday, council voted 8-1 in favour of the resolution, which is to be submitted to the AVICC and the UBCM. If approved, B.C. residents could see $10 to $15 million annually put toward creating and protecting green spaces in the province.

The recommendation was brought

to council in a joint report by Couns. Fred Haynes and Vic Derman. Haynes noted that about 20 per cent of bottles and cans are not returned, creating windfall profits for the beverage industry.

“What we’re seeking in this resolution is attention to that fund, and it might be that part of the fund is used for parks,” said Haynes.

“The aim is to raise this issue and have that fund looked at as a possible source of revenue for parks.”

Likewise, Derman acknowledged that the money would do a lot of good for the local environment, even if it

wasn’t entirely used to acquire green spaces.

“I think there is an opportunity to mandate that a fair amount of this unredeemed deposit on the part of the public should go to something like parks,” said Derman.

Coun. Leif Wergeland voted against the proposal, but only because he wanted council and residents to consider if there are other options where the money would be better spent.

“The acquisition and protection of ecologically sensitive private lands in B.C., I don’t think anyone around this table or in this room can really argue

with that,” he said.

“The question I think we have to ask ourselves and the greater community is, if these funds are accessible to us, acquiring and protecting parkland, is that the most important issue facing us? It could well be, but I think we should look at that before we just look at one area and say we’d like to put money into this.

“For that reason only, I support the environment, but on this issue, I’d like to be sure this is where our residents and council really want to put the money.” jacob.zinn@saanichnews.com

Lego Mania running wild at Tillicum centre Jacob Zinn News Staff

Kids, and kids at heart, are in for a treat this weekend as Tillicum Centre will be overrun with thousands of plastic bricks for Lego Mania, a two-day competition for young Lego builders to showcase their creations.

The mall is hosting the seventh annual Lego Mania challenge on Saturday and Sunday, where 100 contestants ages five to 14 will have their Lego masterpieces put on display and judged. The top creations win Lego prizes. The competition was started by Anna Haney of RioCan – the company that owns and manages Tillicum Centre – to encourage kids to get off their iPads and embrace more traditional toys.

“When my son was little, he really loved Lego, and I wanted to bring things back where it’s more handson and more creative,” she said. “It’s really fun to watch these kids come in with their masterpieces.”

Robin Sather, Canada’s only Lego Certified Professional, is returning for the contest, having appeared at every Lego Mania since its inception. Sather said many of the kids he’s met at competitions share his lifelong passion for the little plastic bricks.

“I was a Lego kid,” said Sather. “I never really grew up, I suppose.”

While Sather dreamed of working with Lego, he said “reality set in” and he became an IT professional. But his love for Lego never faded.

“I kind of got burnt out in the late ’90s and thought, life’s too short, I want to do something I really like – I want to chase down a Lego career,” he said. This is now year 12 that I’ve been doing this.”

In the past six years of Lego Mania, Sather said the competition has grown to take up about half of the mall concourse, drawing thousands of people to the mall over the two days.

Not to mention that he gets to see some pretty wild and inventive Lego designs.

“I run dozens and dozens of building contests, and every time, I’m amazed at the creativity,” he said. “Kids come up with new ways of using bricks and new ways of interpreting a theme. It’s just so much fun.”

This year’s theme is Life in the Sea, so Sather is expecting to see a wide variety of aquatic displays.

He’s expected to be one of the judges at this year’s contest.

“We mostly look for building skill, creative use of Lego pieces and presentation,” he said of the judging process. “We want kids to, on their own, be able to create their 7:30pm entry.”

As discussions continue around how to achieve sewage treatment for the core areas of the Capital Regional District, it’s interesting that many local residents still wonder why it’s needed at all.

Set aside for a moment that the federal government has mandated that Greater Victoria and other coastal communities in Canada undertake treatment to at least the secondary level.

The CRD currently gathers flows of sewage and drain water at Clover and Macaulay points, where the solids are screened out and the liquid is forced through outfalls that empty roughly a kilometre out into the ocean at a depth of about 65 metres (213 feet). Supporters of this system, including leading marine biologists, have been characterized by opponents as promoting the notion that “dilution is the solution.”

Given the roughly $1 billion estimated cost just to set up a treatment system, some residents find themselves further questioning the need.

The majority, however, argue that it’s just the right thing to do, but outside voices, such as from Washington state, have added to the noise.

While we’re not at treatment yet, we’re far ahead of where we were in the late 1960s, when sewage pipes emptied at our shorelines and caused regular beach closures. Screening out the solids and forcing the liquids a kilometre out into the deep ocean represented steps in the right direction in the 1970s.

On March 9 the CRD approved a twoplant system with facilities at Clover Point in Victoria, and McLoughlin or Macaulay points in Esquimalt. Taxpayers could be excused for wondering how either site found its way into the discussion, when neither was included on a list of seven options presented.

A clue came during a meeting of the CRD’s core area liquid waste management committee last month.

Directors grilled engineering consultants over total costs, with some asking why a vacant Rock Bay industrial site was central to all seven options.

Perhaps, but that plan also located the biosolids plant on Viewfield Road in Esquimalt, and the single plant was larger than under the current proposal.

The coming weeks will provide more insight as the two councils hear from the public on the proposed plan. The fact remains, the government requires us to treat our sewage, and the region needs to find a workable solution.

Walking along Halifax’s harbour in the 1960s was an unpleasant experience. For decades, the city had pumped raw sewage – fecal matter, tampons, condoms and other flushed items – into its harbour and it was starting to take a toll.

The harbour water was murky, prohibiting swimming at popular beaches and the harvesting of shellfish due to health concerns. A pungent smell lingered, as brown sludge burbled to the surface.

“It was kind of disgraceful,” said James Campbell, public relations co-ordinator with Halifax Water.

In 1970, a secondary treatment plant was built in the community of Bedford, followed a few years later by a primary treatment plant in the Eastern Passage. But the city outgrew the facilities and the vast majority of sewage continued to enter the harbour untreated.

It wasn’t until 2001 that the city embarked upon the Harbour Solutions Project, a phased-in approach that involved constructing three wastewater treatment facilities. The largest was built near downtown Halifax, a second near a neighbourhood in Dartmouth and the third in the village of Herring Cove, combining to serve a population of 415,000.

Also included was a sewage collection system and a biosolids processing facility constructed near Halifax airport. The cost of the three advanced primary treatment plants was pegged at $333 million. Then came the question of how to pay for the costliest infrastructure project in Atlantic Canada.

The federal government contributed $60 million, the province kicked in $30 million and city taxpayers paid the remaining $243 million. The municipality took a loan and raised money through an environmental protection levy on residents’ water bills.

A few days after the Halifax plant opened, the murky waters started to clear, providing a pleasant walk along the harbour again. The public was astonished to see the ocean floor, noted Campbell, and a diving salvage company was hired to retrieve some of the garbage previously hidden. Two public beaches that had been closed for decades also reopened for swimming.

That got committee members thinking about the potential for a hybrid plan that took advantage of the fact the two sites are in close proximity to existing sewage outfalls. It would also avoid the need for $250 million to rip up Cook Street from Dallas Road to Bay Street for pipes.

Local politicians appeared to be looking out for their taxpayers. Some pointed to the project charter, developed last October, which states as one of its goals that any solution should “minimize (construction and operating) costs to residents and businesses … and provide value for money.”

Feedback from an online survey and written correspondence determined residents are most concerned with how the project will affect their taxes. Showing it’s not all about the money, the level of quality of effluent discharged into the ocean was also of high importance.

This may be the closest Greater Victoria has come to acheiving the goal.

Success is not a given, with rezoning still needed in Victoria and Esquimalt councils for Clover and McLoughlin points, respectively. Macaulay, which would require a land swap with the Department of National Defence, appears a dark-horse contender.

As discussions continue around how to achieve sewage treatment for the core areas of the Capital Regional District, it’s interesting that many local residents still wonder why it’s needed at all.

Set aside for a moment that the federal government has mandated that Greater Victoria and other coastal communities in Canada undertake treatment to at least the secondary level.

The CRD currently gathers flows of sewage and drain water at Clover and Macaulay points, where the solids are screened out and the liquid is forced through outfalls that empty roughly a kilometre out into the ocean at a depth of about 65 metres (213 feet). Supporters of this system, including leading marine biologists, have been characterized by opponents as promoting the notion that “dilution is the solution.”

Given the roughly $1 billion estimated cost just to set up a treatment system, some residents find themselves further questioning the need.

The majority, however, argue that it’s just the right thing to do, but outside voices, such as from Washington state, have added to the noise.

While we’re not at treatment yet, we’re far ahead of where we were in the late 1960s, when sewage pipes emptied at our shorelines and caused regular beach closures. Screening out the solids and forcing the liquids a kilometre out into the deep ocean represented steps in the right direction in the 1970s.

On March 9 the CRD approved a twoplant system with facilities at Clover Point in Victoria, and McLoughlin or Macaulay points in Esquimalt. Taxpayers could be excused for wondering how either site found its way into the discussion, when neither was included on a list of seven options presented.

A clue came during a meeting of the CRD’s core area liquid waste management committee last month.

Directors grilled engineering consultants over total costs, with some asking why a vacant Rock Bay industrial site was central to all seven options.

Perhaps, but that plan also located the biosolids plant on Viewfield Road in Esquimalt, and the single plant was larger than under the current proposal.

The coming weeks will provide more insight as the two councils hear from the public on the proposed plan. The fact remains, the government requires us to treat our sewage, and the region needs to find a workable solution.

Walking along Halifax’s harbour in the 1960s was an unpleasant experience. For decades, the city had pumped raw sewage – fecal matter, tampons, condoms and other flushed items – into its harbour and it was starting to take a toll.

The harbour water was murky, prohibiting swimming at popular beaches and the harvesting of shellfish due to health concerns. A pungent smell lingered, as brown sludge burbled to the surface.

The effects of oil that leadked from an unknown home-heating oil tank buried under the backyard of Gavin Edwards’ and Donna Wingfield’s home are now in entering a fourth year.

The once forgotten tank was removed from the backyard of their home on the 2800-block of Adelaide Avenue in Saanich, but the couple is still dealing with the environmental and financial related consequences.

“We should have known there was oil problems in the area when we bought, we knew nothing about oil tanks when we came here from Alberta,” Edwards said.

After a long and careful process, Edwards and Winfield chose their home on the hill above the Gorge Waterway in 2012. Shortly thereafter, Saanich staff traced an oil leak from the Gorge Waterway back up the hill and into Edwards’ yard. The couple since settled a legal suit between their next door neighbour Gina Dolinksy (whose yard was contaminated) and themselves, as well as the two previous owners of the house. In February of 2015 Edwards and Wingfield were ordered to pay 15 per cent of Dolinsky’s costs. The former owners of Edwards’ home, Balwinder Kaur Bal,

With costs already over $100,00, the court also ordered ongoing remediation which could add another 100,000, and that’s discounting legal fees.

“Very few new homeowners could afford this cost,” Edwards said.

However, relations are amicable between Edwards, Wingfield and Dolinsky.

What irked Edwards was the lack of resources, and warning, available to prospective buyers about hidden disasters such as the oil tank. In retrospect, Edwards isn’t sure what he would’ve done differently without knowing about the oil tanks.

Their house was built in

1954, and during that era it was common for household heating tanks to be buried in the yard within close proximity to the house.

“We were naive about oil [tanks] but Saanich still doesn’t have records of buried tanks,” Edwards said.

“What I learned was if you have a tank on your property it’s your responsibility to have it capped and

removed, but that presupposes you know you have a tank on your property.”

Initially, when Saanich pointed to his yard as a likely culprit for oil draining into the Gorge, Edwards hired a Victoria tank scanning company to find the tank. However, they failed to find a tank. When the leaking continued, the Ministry of Environment hired a second tank scanning company which used ground penetrating radar. They located it.

Edwards then won a lawsuit against the tank company, which has yet to pay, he said.

In Saanich alone there have been dozens of oil spills from forgotten or derelict fuel tanks over the last decade. In an extreme case, one house was demolished.

It led to a coalition report that came out in 2014 that can be on found the Capital Regional District website.

It includes five recommendations for prevention and action, taken from a 2012 report by the Environmental Law Clinic at the University of Victoria).

There was also a 2013 information session hosted by the Victoria Real Estate Board, who have stated an ongoing emphasis on educating its licensed agents about possible oil tanks. reporter@saanichnews.com
