A potential City of Colwood bylaw could snuff out marijuana sales before they start.

In the face of potential federal changes legalizing recreational marijuana sales, the proposed bylaw, would prohibit the sale of marijuana unless licensed by Health Canada’s marijuana for medical purposes regulation or conducted by a licensed pharmacy.

“With all of the discussion about storefront marijuana dispensaries in Victoria, Colwood residents wanted to know how their city was going to handle the issue,” said Colwood Coun. Gordie Logan.

“The federal government has made their intentions clear, they plan on legalizing marijuana, however it isn’t legal yet. Council didn’t want to put staff and the RCMP in a difficult position, so it was important to make sure that the land-use regulations were consistent with current legislation.”

Colwood council had directed City staff to draft regulations pertaining to the law in response to questions from the community about the potential permissibility of storefront marijuana sales in Colwood.

A public hearing into the bylaw is scheduled for March 22 and the City’s new chief administrative officer, Ian Howat, is encouraging residents to be engaged.

Funding for the library approved by council

At Monday’s meeting, Langford council approved the Greater Victoria Public Library’s 2016 budget.

Langford’s share of the 2016 requisition, based on converted assessment values and population, as well as including rental adjustment, is just under $1.65 million.

Despite a roughly 6 per cent increase in the total contribution, the impact on the average Langford home is just under 3 per cent or $2.37.

To be adopted, the budget requires the approval of municipalities that, when combined, contributed the majority of library funding in the previous year.

Later spring burning coming next year

Where there’s smoke, there’s usually a fire. And council is trying to limit some of the effects smoke and fires have on Langford residents while still allowing open burning.

Council approved changes to the open burning schedule, that will see the spring burning period moved to March 15 to April 15, instead of the previous Feb. 15 to March 15 period.

This will allow residents more time between the two burning periods, with the other being from Nov. 1 to 30, essentially allowing for a more effective spring clean up and more favourable conditions to help with the smoke.

Council also voted not to allow burning on the Easter weekend or any long weekend during the two burning periods. These changes will take effect in spring 2017.

Pre-approval sought for intersection construction Council granted City staff’s request for pre-approval to award the construction contract for the Goldstream Avenue and Leigh Road intersection improvements and upgrades.

This pre-approval will allow staff to award the contract to the lowest bidder, who’s bid meets the tender specifications, without having to wait for another council meeting once the tender has closed.

The dipping Canadian dollar isn’t just impacting those West Shore residents wishing to fly south for the winter.

The City of Langford is facing a hefty bill, caused in part, by the staggering difference between the Canadian and American dollars.

The City will eventually require rail sig-

nal arms for its West Shore Parkway and Leigh Road extension projects. According to Michelle Mahovlich, Langford’s director of engineering, those can only be purchased from one location in the United States, which also means they must be purchased in US dollars.

She said the cost to install the necessary rail arm infrastructure at the West Shore Parkway crossing alone is estimated to cost $750,000.

But back in January, when the dollar looked to be declining significantly, the City put funds in its US bank account.

At that time, Mahovlich said it cost

$370,000 to buy US$250,000, which is the amount for the required downpayment.

In addition to buying the rail arms, she said power to the railway needs to be extended and other infrastructure, such as the holds needed to keep the rail arms in place, needs to be installed. All of that is also contributing to the $750,000 cost.

The City is anticipating a similar cost for the eventual railway track crossing when Leigh Road is extended to meet Langford Parkway.

Two-site sewage solution to be put forward to province West Shore plant may yet be separate from main CRD plan Don Descoteau News Gazette staff

McLoughlin and Clover points found their way to the top of the list when it comes to potential sewage treatment plants for the Capital Regional District.

On Wednesday the CRD board approved a recommendation from the core area liquid waste management committee for a plan that would have a secondary or advanced level treatment plant at both sites. The board is also making provision for a West Shore option to accommodate future growth and identified Hartland landfill as a biosolids processing site.

The goal remains to have a plan in place to put forward to senior levels of government by March 31, a deadline that had already been extended by a year by Public Private Partnerships Canada, one of three federal funding agencies for the project.

While the committee recommendation, approved in a 9-6 vote, appeared to ease the concerns of many around the committee table, Langford Coun. Denise Blackwell had serious concerns about the future.

“I think in the interests of the West Shore communities, we need to keep working on a West Shore option just so we have all our bases covered if this thing falls apart,” she said, noting that topic was brought up at the westside wastewater select committee meeting Tuesday.

Such research efforts will take place in parallel to work being done by CRD staff to gain more definitive costing for the main CRD plan, she added.

While Ryan Thirlwall walks from Nanaimo to Esquimalt this month, he’ll be thinking about his own family and the many others whose lives have been impacted by bullying.

On March 14, the Central Saanich father of two, will set out from Nanaimo’s Woodgrove Mall and walk 125 kilometers to Esquimalt. It’s a repeat of the same walk he did in 2012 to help raise money for anti-bullying and early childhood education programs through the Boys and Girls Club of Victoria.

Did we mention that he’s doing his walk in a pink tutu and tights?

“Yeah, it’s a gimmick,” he said during an interview at his workplace in Langford. “But if that’s what I have to do to raise awareness, it’s a good thing for me to do.”

Thirlwall faced high winds, sleet and rain on his first walk four years ago and said he’s prepared to face the same obstacles again. He’s walking again, so long after his first one, because he’s fed up with witnessing acts of violence, discrimination and bullying among children and adults.

“I thought when I first did this that my walk was going to be about anti-bullying. It’s really about the victims and even the people who are bullies. They need support and help to deal with the conditions that lead them there.”

He said his fundraising goal of $5,000 will help the Boys and Girls Club’s in-school programs that offer children support options – not only to help

victims of bullying, but to try and deal with the root causes of bullying.

Thirlwall said the walk this time means a lot more to him, as his own daughters have grown and have faced their own situations with bullying in school. After four years, he said, the world seems to be a different place – as the scale of aggression seems to be growing. It’s not just children facing these issues, he said, but adults.

“Look at the state of politics south of the border, there is so much bullying and aggression. I see so many cowardly acts of violence and indecency towards each other.”

That’s why Thirlwall added he hopes he can inspire schools, parents and children to consider taking up his cause and offering a Pink Tutu Walk at around the same time as the Pink Shirt Day antibullying campaign. Bringing more people together to raise awareness about the issue, he said, is his main goal – so that his efforts don’t simply fall by the wayside.

Thirlwall starts his Pink Tutu Walk Monday, March 14 at 7 a.m. at Nanaimo’s Woodgrove Mall.

He’ll walk through the city and follow Highway 19 through Ladysmith, Duncan, over the Malahat through Langford and into downtown Victoria via Douglas Street. A turn at Bay Street will take him into Esquimalt and his goal: the main office of the Boys and Girls Club of Victoria on Esquimalt Road.

His route will be visible and he hopes that wearing the tutu and tights, at least, will get people’s attention. Thirlwall said he’s hoping to complete his walk in 24 to 28 hours. In 2012, he finished it in 27-and-a-half hours.

Moving to the beat in Colwood

One Eats and Beats just isn’t enough.

The overwhelming success of last year’s summer waterfront event has sparked even more interest in bringing Colwood residents together.

Colwood Coun. Lilja Chong said council not only supports the event, but the idea of family-friendly outdoor events and hopes for more like it moving forward.

“We had a very good turnout and (were) happy to see more people show up than originally thought,” Chong said. “(Our four food trucks) they all sold out, we had a really great turnout and everyone I talked to was happy and so pleased something like Eats and Beats was held.”

The success of the Aug. 28 event, led council to earmark $10,000 for a return to the Esquimalt Lagoon, possibly in July, with an

even bigger footprint than last year’s event.

The success may have also paved way for another potential Colwood outdoor event entitled the Colwood Heritage Picnic, which is tentatively scheduled for September.

Chong is hoping for another community outreach event that will link youth and families with the heritage of the area, specifically Colwood’s heritage.

“Some ideas include partnerships with Fort Rodd Hill, West Shore Parks and Recreation and we had some ideas like carriage rides, folk music from local artists, and more,” she said.

The ‘more’ might also include activities such as local Celtic and folk music, food trucks, kite making, potato sack races, puppet shows and a scavenger hunt.

Chong said it’s all about free family events.

“Unfortunately we weren’t able to find an available grant but we hope to make the funds through fundraising, and not taxation, and partners willing to help,” she said.

“Right now our big-

gest challenge and goal is a sponsor, (Fort Rodd Hill) can save the date but not waive the admission fees,” she added.

A meeting was scheduled for after the Gazette’s press deadline on Wednesday to discuss a future event that could even feature an art contest.

That contest would see dozens of artists pull a location from a hat, paint there for three hours and submit their work to a jury.

But this push for outdoor events may not be limited to Colwood.

“It isn’t just here in Colwood, but an Island thing. I have been noticing (outdoor) events blow up and some are because we have been lucky with the weather, longer summers, longer great weather so that is one thing,” she said. “(But) also the Island is growing and people just want to get out there and do things with families, meet people and interact,” she added.

Chong pointed to four separate food trucks at Eats and Beats in 2015 coming prepared to serve

approximately 300 people as proof. All four trucks sold out of their food completely.

“I know the demand is there, I hope we can spread the word further ... more artists, more food and get the open market we didn’t get last year,” she said.

Housing needs not being met A number of people are still occupying the grounds surrounding the Victoria courthouse.

With three new shelters and transitional housing facilities recently opening their doors, this visual homeless population was meant to disappear from sight.

But with the new spaces in Victoria filled, and the View Royal facility expected to be operating at full or close to capacity by the end of the week, we have to wonder where all of these extra bodies are coming from.

A visible homeless population is a problem that isn’t necessarily thought of on the West Shore with its, let’s be honest, much less visible housing problems. The West Shore still has a homeless population but instead of taking up residence in public spaces, these people are coach surfing or finding other ways to remain under the radar.

The fact, that at last count, there was only one homeless View Royal resident at Choices Transitional Home, 94 Talcott Rd., goes to show many West Shore residents are finding alternative solutions to their housing problems. Thus, we see the number of affordable housing programs offered by West Shore municipalities.

We often focus on the problems we see but rarely do we discuss those we don’t and on rarer occasion do we discuss some of the positive programs that aid in eliminating these problems.

Last week the M’akola Housing Society began accepting applications for its newest housing project at 550 Goldstream Ave. The new apartment building will have units ready for tenants to move in on April 1 and is aiming to bridge the gap in affordable housing for families.

While the Society has had to come up with a number of creative ways to make this project, and many others, possible, they also credit the City of Langford for making it happen. Through grants and various fee reductions the City contributed more than $260,000 towards this project. Langford also has developers contribute to a fund for more affordable housing options for each residential unit they build.

The City of Colwood also has developers pay a similar fee and City staff are exploring the best ways to work with local non-profits to ensure those funds are used in the most effective way.

These programs are mirrored by other West Shore municipalities.

With some of the facilities only receiving temporary funding from the province, we have to wonder whether these temporary solutions are actually solutions. Or are they really just making the problem less visible and thus easier to forget?

We think West Shore municipalities have a more sustainable approach to bridging the gap between the streets and long-term housing.

I saw this recently with my own daughter, who just turned five. She spent half her toonies on a stuffed owl, that she adores, and decided to save the rest.

The owl is special in the way that a pile of anonymous gifts is not. Plus, she got to use her money to pick it out.

The charitable element is especially important. In the past, we’ve taken the collected toonies, added a bit to the pot, and donated the money to a local youth shelter.

Many of us house-poor, 30-something parents do not have large amounts of disposable income to dedicate to charity, but the toonie party offers a modest pathway to the practice of giving.

Cultural rituals provide rare opportunities to convey meaning and values to the young.

The toonie party manages to retain the best parts of birthday parties — the most meaningful rituals that many kids will experience — while ditching the materialist elements that it gained in the late 20th century.

A sustainable society is one that values community, experience, and charity over enforced consumerism.

The toonie party is a great way to impart those values to our young.

LETTERS More housing needed but not just for families Re: More affordable homes for Langford families (Gazette, March 3) I want to start by saying I don’t want to take anything away from families. I understand raising children is very difficult; emotionally, physically and financially.

That said, I get that raising children is expensive. I also know that’s why the government issues the Canada child tax benefit every month.

An average of at least $123 per month, per child, depending on the child’s age, is issued to parents to help offset costs of raising children (according to the Canadian Revenue Agency’s website).

Glyphosate, the main ingredient in Roundup, once touted as safe because it kills bacteria, not humans, has been shown to be anything but.

As a killer of bacteria, it is deadly to the bacteria in the soil and in our gut.

Bacteria in the soil keeps it free of pathogens such as e-coli and are necessary for the uptake of minerals into crops.

The bacteria that live in our gut keep us free of pathogens and facilitate uptake of our nutrients.

When you put these chemicals on your lawn, everyone, including pets, neighbors gathered for a barbecue and little children running around are exposing themselves to serious toxins. All it takes are minute amounts to disrupt the delicate bal-

Road improvements needed with bike lanes Re: Temporary roadblock for trail project (Gazette, Feb. 24).

I am curious to know how the CRD plans to put a dual lane bike path along the section indicated in the Gazette. There hardly seems to be enough room for two cars to pass each other, much less a path of any sort.

Anybody who cares to look can see a well-worn trail alarmingly close to the road where people currently walk. With the tendency towards homeowners having multiple vehicles, including recreational vehicles, as well as many homes now incorporating suites, there are more vehicles than driveways can accommodate.

This has lead to the roadsides becoming clogged with more and more vehicles. I hardly feel com-

Breaking ground Excavation has begun for the Pacific Centre Family Services Association’s new Centre for Well-being along Goldstream Avenue.

Construction includes a connector for the Galloping Goose Trail which runs alongside the property line. The PCFSA expects to move into the new facility sometime in 2017 but maintain a footprint in both facilities.

At first, the idea of a more rugged Dune version of a Beetle made no sense. Why would anyone want a Beetle with a higher ride height, body cladding and flashy exterior details?

The Beetle was the car that started it all for VW, over six decades ago. The latest version of this icon is a thoroughly modern vehicle with refined driving characteristics and useful features.

What hasn’t changed is the sense of whimsy that the shape of the car brings. To try to capture the dune-bug area of the 60 and 70s, VW has introduced this slightly more rugged looking version called Dune.

The suspension sits 10mm higher than the regular car and the track of the wheels, side-to-side has been widened by 14mm.

The wheels are 18-inches and framed by black cladding around the wheel arches and the bottom of the car. In addition, the side mirrors are painted silver, there is a black Dune logo on the side and the front and rear lower sections have a silver skid plate inspired fascia.

Inside

The Dune is available in black, white or the vibrant Sandstorm Yellow seen here. The colour of the exterior is carried inside the car across the doors and dash, even the instrument cluster is colour matched.

The Dune comes standard with two-tone seats made of leatherette and cloth, plus colour-matching stitching. There is a surprising amount of room inside the cabin, it feels open and airy, plus the back cargo is very useful, thanks to an enormous hatch and folding back seats.

The original Beetles were fun and functional and this latest version has both in spades, or hearts, since we were in Vegas!

There is only one option package for the Dune; it is a tech package, which includes a 16-centimetre screen with navigation, a wonderful Fender sound system and blind spot detection system.

The Dune starts at $26,990 and the tech package is an additional $1,570.

Our drive left the noisy city of Las Vegas behind and within a half an hour, the Dune was carving through the Red Rock Canyon and the mountains just outside the city.

With unseasonably clear and cool weather, the snowcapped mountains were the perfect backdrops for this latest VeeDub. Even though VW has equipped the Dune with what it calls a “rough road” suspension, this isn’t an off-road vehicle in any way, the added ride height really only showcases the exterior style. The on-road manners of this car are first rate, thanks to an independent suspension and upgraded front sway bar.

The handling is refined and the ride is sophisticated.

The star of the show is the 1.8L turbocharged engine that pumps out 170hp on regular gasoline and the only transmission in VW’s slick 6-speed automatic.

The verdict on the Beetle Dune

This limited-edition 2013 Fiat 500 Cattiva made its debut on Aug. 16 at Concorso Italiano in Monterrey, California.

At first glance, the Dune might seem merely a silly styling exercise but on further inspection, it is an alternative to a regular Beetle and at no extra cost. The Dune is based on the Comfortline Beetle, yet it comes equipped with many additional features for $27,000. The Comfortline would need to be equipped with two additional packages and that would actually bring the price higher than the Dune.

So, the Dune doesn’t cost more than a nicely equipped Beetle. After a while the idea sank in. The Beetle is for someone that wants to drive something different and the Dune takes that idea as step forward. The only complaints that I have is the fact that VW Canada, unlike the US division, will not offer a convertible version of the Dune and there is no manual transmission available.

The Dune is fun and practical, so if you like the Beetle, why not gamble on something different.

The Lexus brand captured the highest ranking in vehicle dependability among all nameplates for a fifth consecutive year in the 2016 J.D. Power and Associates Vehicle Dependability Study (VDS).

Toyota Motor Sales (TMS) received six segment awards total, and four of the top 10 models belong to TMS. The study measures the number of owner-reported problems of 2013 model year vehicles in their third-year of ownership.

A trespasser sneaking onto an estate and sawing through 100 trees, a speeder who leads police on a high-speed chase, a dangerous prisoner still at large, a dog attack slaughtering four newborn lambs and a 60th anniversary for a West Shore couple are among the headlines pulled from past issues of the Goldstream Gazette going back through the decades for the week of March 11.

Also making the news the week of March 11, 1996: Sooke School Board trustees will likely tell Eduction Minister Paul Ramsey they want to amalgamate with the Southern Vancouver Island’s three other districts, board chair Diane Bernard said. “If they don’t want to amalgamate, Sooke will be the big loser,” she said.

And already stopped for speeding, a 30-year-old man sped away from police on the Malahat. The man was pulled over and told he was going to be arrested for driving while prohibited, resulting from a 1993 incident. He sped away leading to a sixminute, 10-kilometre chase reaching speeds of 136 kilometres an hour and passing a number of vehicles on double solid lines and corners before being apprehended.

Under the cover of darkness someone trespassed onto Shirley Wilde’s estate and sawed two-thirds of the way through all of the trees on her 4.5-hectare estate, destroying nearly 100 lombard trees. It’s not the first time the Wilde’s have been vandalized, in the last 10 years the Wilde’s have dealt with four separate incidents.

Drunk driving charges are pending following a two-vehicle accident on Happy Valley Road early one morning that claimed the life of an 18-year-old Langford resident Billy Wayne Leadley. The youth was driving a motorcycle northbound when he was struck head on by a Chevrolet van. The van driver will be charged with impaired driving.

Also making the news the week of March 11, 1986: A dangerous prisoner is still at large. Robert Bruce Moyes, 30, deemed dangerous by RCMP, is still at large after failing to return to William Head prison from his first unescorted day pass. Moyes, serving 15 years for six charges, including attempted murder, had been in William Head since May. His past includes a nine-hour gun battle with Nanaimo police. A deputy sheriff and a former RCMP officer were also stabbed.

And it’s 60 years and counting for Harriet and Albert Silman who celebrated their diamond anniversary. The two grew up seven miles apart in Saskatchewan and would see each other at church but admittedly both paid little attention to each other.

One day, Albert asked her out when he said “cupid struck.” He proposed while on the prairies and followed her out to Victoria, where Harriet stayed the winters with her parents. They were married on Harriet’s mother’s birthday.

And an afternoon romp left four lambs dead. The dog was only gone for a few minutes and in that time managed to kill four two-day-old lambs. Metchosin sheep farmer John Buchanen said they were the first sheep he has lost to dogs in about six years, and J.R Smith of Victoria, who owns the lab-shepherd cross, will pay $320 for his dog’s actions.

Knacker’s Yard will be taking the Caleb Pike House, 1589 Millstream Rd., by storm this Saturday for the latest instalment of the Highlands Music Coffee House Knacker’s Yard performs primarily traditional Celtic and English folk songs, with instrumentals and ballads dating from the 1600s up to the 1960s.

This six-musician band brings to the stage a tenor banjo, five-string banjo, bodhran, mandolin, steel-string guitar, vocals and an electric bass guitar.

The cyclists have come and gone but the biggest impact may be yet to come.

The Bear Mountain Canada Cup XC proved to be a platform not only for the athletes competing and scoring points for future races, including the 2016 Rio Olympics in August, but for future races right here on Vancouver Island.

"It was exciting for me personally to see the best, to have the idea to house the best in Canada and see them here and how excited they were here," said Bear Mountain's mountain biking director Rob Fawcett. "This has never happened at this level, to see truly the best athletes in Canada competing at that level."

The long-time mountain biker estimated well over a thousand spectators dispersed around the fiveand-a-half kilometre loop, filtering into the trees for the race, and filtering back out to see the race finish, before heading back out to their favourite viewing spots. The Union Cycliste Internationale sanctioned race saw Catharine Pendrel match gold medals with Raphael Gagne in the Elite Women's and Elite Men's categories respectively. Pendrel is ranked top three in the world and a medal hopeful for Canada at the Olympics this summer. Fawcett said seeing her and future Canadian champions train here year round and compete here could only lead to bigger and better races in 2017.

"We hope to move into higher-level sanctioning, to get more UCI points, higher cycle cross races and going forward to 2020 we would like to have a highlevel cross and mountain bike race at Bear Mountain," he said. The team will be having a bottle drive to help raise money for their trip to provincials. Team members will happily accept any unwanted empties on Saturday, March 26, from 10 a.m. to 2 p.m. at West Shore Parks and Recreation's lower fields near the basketball courts.

And they're not the only local team to claim an Island title this season. The JDF under-15 gold level boys team also proved their soccer superiority by beating Comox Valley United to win the Island B Cup. These golden boys also qualified for the provincial championships in Vancouver from July 7 to 10.

Booms and busts fuel region’s housing market Real estate listings in Victoria are in short supply and the value of those homes appears to be rising. Part of that trend comes as the result of economic factors outside of Victoria.

The year started with the busiest month of sales in Victoria since 2002, according to statistics released by the Victoria Real Estate Board (VREB). In fact, the total of 539 properties sold in January represented a 53.6 per cent increase over the previous year.

“Our problem now is really related to going out there and shaking out some new listings,” said David Langlois, a broker with McDonald Realty in Victoria. “We had 2,471 listings at the end of January this year, but that was a decrease of 24.7 per cent from last year’s numbers.”

According to Langlois, at least some of the market strength is due to economic realities outside of Victoria.

“We’ve certainly seen buyers coming in from Vancouver,” said

Langlois. “The housing market there has created an incentive to come to Victoria. That’s always been the case, but it’s just accelerating now.”

The most recent statistics from the VREB show that about 7.5 per cent of Victoria buyers now come from the Lower Mainland.

And it’s easy to see why.

The average house price in Metro Vancouver was recently reported to be a mind-boggling $1.83 million, according to the Vancouver Real Estate Tony Board. Compare that with the average price in Victoria of $620,000 during the same period and it’s not hard to understand why some individuals in Vancouver may choose to make the jump to the Island.

“It’s certainly something that I’ve seen more and more,” said Victoria real estate agent Tony Joe. “Just

recently I’ve done some multi-unit listings in Fairfield and the level of interest from Vancouver surprised me. What’s happening is that people who might have previously invested in revenue properties in places like Kitsilano are now looking at property in Fairfield or elsewhere in the Victoria area. For them it makes more sense since property cost to revenue ratio makes much more sense.”

Some of the interest is also related to the type of properties that a VancouJoe ver buyer’s money can secure.

“I had a couple whose home in Vancouver was worth $3 million,” said Joe. “Since they could work from anywhere, they opted to sell there and buy a much better home in the Uplands…a bigger home with more to offer.”

quick to emphasize that a move to Victoria has very often been about lifestyle.

That traditional lifestyle choice has recently served to fuel another influx of buyers — this time from Calgary. These moves, though, are more often motivated by a desire to cash out while it’s still possible to do so.

With the weakening of the resource sector in Alberta, home sales in Calgary last year plunged some 26 percent from 2014 and the benchmark price of homes is predicted to fall by 3.44 per cent to $438,652, according to the Calgary Real Estate Board.

“The Calgary buyers are coming in now because they see the latest downturn as the ‘straw that broke the camel’s back,’” said Joe. “I’ve had buyers from Calgary who are simply choosing to make the jump to retirement or relocation now… they aren’t willing to wait for things there to turn around.” editor@goldstreamgazette.com

If you’re a West Shore resident drinking the tap water from some of the region’s older buildings, you may be getting more than you bargained for.

Independent MLA Vicki Huntington is hoping her tests showing high lead levels in B.C. legislature tap water will motivate the B.C. government to implement regular

testing of older public buildings around the province.

Huntington released test results Tuesday showing that when sampled after sitting in pipes over a weekend, water from legislature taps contains about five times the federal and provincial safe level for lead.

Similar elevated levels were recently discovered in four schools in Prince Rupert, prompting a routine of running the water each morning to flush out the standing water.

Lead from solder can leach into water in areas where the water supply is more acidic. The provincial building code was changed in 1989 to eliminate the use of lead solder in plumbing.

Provincial Health Officer Dr. Perry Kendall said flushing water pipes is the quickest way to deal with the problem, which has been known in coastal areas for more than 20 years.

Filters can also be installed, and schools in Prince Rupert are starting to add filterequipped water fountains that cost about $300 each. A routine of flushing taps in northern schools was in place, but a reorganization of health units and staff turnover in the school district over the years likely led to the routine being lost.

The North Coast school situation was raised in the legislature in February by local MLA Jennifer Rice. The problem was rediscovered in a school experiment where

salmon eggs failed to hatch.

The education ministry sent letters to all B.C. school superintendents Feb. 24, directing them to work with health authorities to establish a plan to evaluate water quality in schools, particularly those constructed before 1989.

Huntington said nervous system effects of exposure to high lead levels are a particular concern for young children, and prolonged exposure is a health risk for anyone.

“It is an issue for those who spend their careers in this building,” Huntington told reporters at the legislature. “And I think they deserve, just as parents deserve, to know that the drinking water is safe.” editor@goldstreamgazette.com
