Bowker Creek project ‘living the dream’ Creek restoration project opens with fanfare and tree-planting Christine van Reeuwyk Oak Bay News

Winding and bubbling Bowker Creek welcomes walkers and visitors after a major overhaul of the waterway adjacent to Oak Bay High.

A crowd gathered at the open air classroom Tuesday (March 1) as Oak Bay Mayor Nils Jensen and MLA Peter Fassbender, Minister of Community, Sport and Cultural Development, planted a tree to officially open the project.

“The completion of this phase of our Bowker Creek project is a big step forward in restoring the health and ecology of an important urban watershed,” said Jensen.

“It was made possible by the exemplary collaboration among local, provincial and federal governments in partnership with Oak Bay High, the school board and our community. We showed it can be done by all of us working together."

The reconstruction of about 120 metres of Bowker Creek included channel excavation, channel enhancements, bio-engineering bank stabilization, landscaping, planting, irrigation and the construction of community amenities including an outdoor classroom.

Jamie McGrigor took an unconventional route to find his passion in figure skating.

“It’s kind of funny. You know how most careers end with a concussion? Well, mine started with a concussion. I got a bad concussion, a hair-line fracture, so I

couldn’t play hockey. My parents put me in figure skating so I could work on my skating,” McGrigor recalls.

Today, more than four decades later, he celebrates 40 years of coaching at both the local and national level.

Charges recommended in alleged assaults

A University of Victoria student has been arrested and may face charges stemming from several alleged sexual assaults against four fellow classmates.

According to Saanich Police, four female students came forward in mid-February and reported being sexually assaulted by the male, with incidents ranging from the beginning of the school year to last month.

Five counts of sexual assault have been recommended against the male student and have been submitted to Crown for approval, said acting Sgt. Jereme Leslie.

“After speaking to all of the women and witnesses, our investigators are confident that they’ve spoken with all the parties involved,” Leslie said. “Saanich police have investigated the reports and have recommended five counts of sexual assault, and the accused is going to appear in court in early April.”

Leslie said the victims and the accused are all between the ages of 19 and 20, and that the male student is not known to police.

The university released a statement Feb. 29, noting the university acted immediately to assist the four students in filing a police report and offered them health and counselling services. The statement also said the male student has been banned from campus.

“We can confirm that related to this incident, the university has removed a male student from our campus community,” reads the statement. “The individual is not permitted on university property.”

In the past few months, the university has experienced two high-profile sexual assaults. In September, a woman was attacked by a group of males before an unknown person came to her aid, and in January, a man robbed two international students and assaulted at least one of them at their off-campus apartment.

Leslie said the most recent case is unrelated to the prior incidents, and noted police and the university have provided a number of safety measures to the four women who came forward. “We’re working alongside the University of Victoria in our normal fashion and we’re in constant communication with each other,” he said. jacob.zinn@saanichnews.com

Project suggests a bright future for Bowker Creek This week’s celebration of the revitalization Bowker Creek highlights how community groups working together can build something with widereaching results.

Far more than the beautification of an urban stream that had suffered more than a few indignities in decades previous, more than the environmental reclamation of this local waterway vital to both residents and wildlife, the project also engaged the local Oak Bay High.

Students worked most recently on native plantings in the area but they’re also engaged in water quality studies that last summer welcomed students from the Netherlands; this June, Oak Bay students will be making the return trip.

Following extensive student and community engagement to develop a detailed design for the site, the reconstruction of about 120 metres of Bowker Creek behind the school included channel excavation and enhancements, bank stabilization, planting and irrigation, in addition to the construction of community amenities including an outdoor classroom.

This impact for students – and future generations – is significant.

“This is where for the next several generations you’re going to find students working as they think about fresh water sustainability, they think about urban waterways, they think about recapturing the fisheries and they think about the importance of the work that we have to do with our environment,” principal Dave Thomson said during the event.

The section was just one component of a far-reaching plan to revitalize the creek, which through projects like this, plays a starring role in Oak Bay’s urban landscape. Medical premiums can backfire Re: Time to take MSP off life support (B.C. Views, Feb. 24).

I enjoyed Tom Fletcher’s column on MSP premiums and it brought back to mind some research I conducted when I was at Decima Research in the late 1980s.

As is true today, there was concern among some that people were overusing medical care, in part because they did not understand its cost. We tested views about costs of the system and looked in particular at differences between provinces that charged premiums and those that did not.

The results were surprising. We found that a significant minority of respondents in provinces that had premiums believed that

their premiums covered the entire cost of the health system.

Far from making them more cautious about accessing the system, many of those premium-paying respondents thought “I’m paying for it, so why shouldn’t I go to the hospital/clinic whenever I want.”

As is the case today, proponents of premiums argued that it would make people more sensitive to the costs of the services they used; the converse turned out to be true.

The only serious attempt to let people know about medical costs directly was Alberta’s disastrous (and never repeated) experiment in informing households about all the medical services consumed by the

household in the previous year.

Oak Bay character disappearing It is thoroughly disheartening to see Oak Bay’s historic character being lost.

The house at the corner of St. Patrick Street and Beach Drive that was recently moved is prominent in archival photos of the area.

Why is Oak Bay allowing such heritage to be removed or destroyed?

These houses are the fabric of this unique community and are typically being replaced by disappointing monoliths which have no regard for the character of the neighborhood.

Let’s stop the destruction before Oak Bay ends up looking like Surrey.

After a peek at proposed plans for enhancing Oak Bay’s age-friendly values, council accepted the strategy in principle while sitting as committee Feb. 15.

“This is a document that we can realize as we move forward to implement the OCP. This is a planning tool that will serve us very well,” said Coun. Tara Ney. An abundance of caution created the “in principle” to council’s consideration.

“I think it captures the essence,” said Coun. Kevin Murdoch, who sought clarification on whether accepting the draft Age Friendly Action Plan would be a strict policy or a guiding document.

Murdoch, also chair of the Greater Victoria Regional Library board, noted one suggestion is to have a second small library in the community, something not in the GVPL 15-year strategic plan.

Coun. Eric Zhelka shared concern that the plan holds significant impacts on budget and staff time. The age-friendly plan is not part of council’s current strategic plan, but references some implementation options alongside the official community plan.

Council reviewing and accepting in principle was enough to cover the grant requirements, staff said. Staff applied in late 2014 for a grant from the Seniors’ Housing and Support initiative to develop of a District of Oak Bay Age-Friendly Action Plan. The project included surveys, open houses and plan development.

Motions made at committee are recommendations to council for discussion at a future meeting.

The Capital Regional District’s core area liquid waste management committee reopened wastewater treatment plant options at McLoughlin, Macaulay and Clover points while releasing some more expensive options.

The committee approved recommendations that may offer flexibility in siting and technology options during an extra meeting Friday (Feb. 26).

With no agreement around the table on the best option, and the $1 billion-plus cost of each option presented to the public a major stumbling block to a decision, the committee split up the six parts of a staff recommendation rewritten by Victoria mayor and committee chair Lisa Helps.

The recommendation was heavily amended during discussions at the nearly five-hour meeting.

The two parts relating to location, and the application of alternate technologies and solutions for chosen sites, were referred to CRD engineering staff.

They will investigate the feasibility of the new options and provide committee members with more substantial details in time for discussion at the next committee meeting March 9, the day the committee is scheduled to bring a progress report to the full CRD board.

Washington legislator wants to see action

Last Friday’s meeting of the CRD’s core area wastewater treatment committee began with some subtle pressure from the region’s tourism sector.

The reminder that a Washington State legislator had proposed a bill that would see employees of state agencies not reimbursed for any travel to Victoria until the city has primary treatment in

place drew a few snickers from the committee members.

Committee chair and Victoria Mayor Lisa Helps quickly noted that the subject, brought to the group’s attention in a strongly worded letter from Tourism Victoria’s Bill Lewis, was a serious matter and understates the importance of coming to some sort of agreement on the day.

The bill, introduced by Rep. Jeff Morris, whose constituency includes the San Juan Islands, saw the House of Representatives vote 50-47 to use the measure to restrict travel to Victoria.

The bill is now before the Washington Senate and if it passes there, would be in effect until Victoria has in place at least primary sewage treatment.

With the “emotionally challenging” report set before parliament, Victoria MP Murray Rankin is ready to talk assisted suicide with constituents.

“This is about providing more safe choices for people at the end of their life,” said Rankin, vice-chair of the parliament’s special Joint Committee on Physician-Assisted Dying, a response to a Supreme Court of Canada decision last year that a ban on physician-assisted dying violated Canadians’ charter rights.

“It was a very emotional and demanding role to play but we had to do it.”

The committee submitted a 70-page report Feb. 25 that outlines 21 recommendations and includes 10 safeguards for “those who worry this will be abused,” Rankin said.

Grade 7 student Pranathi Kanisetty winds her way through the halls of Monterey, explaining activities in each classroom upon approach. She’s among those in a Grade 7/8 class heading up the organization of the coming Monterey Market.

“The upcoming Monterey Market is the culmination of our school-wide Young Entrepreneurs Project, through which all of our Grade 6 students have been involved in designing and creating their own unique craft to bring to market,” says principal Ken Andrews.

“The young entrepreneur learning activities incorporate, integrate and reinforce our students’ core academic competencies – as they conduct market research, develop a business plan and budget, promote and advertise their product.”

In the drama room Grade 6 students work on marketing with their Grade 8 mentors, Kanisetty explains. Isabella McLaughlin creates colourful poster along-

side friends Oriana Fairbrother and Orla Fearing.

“I’m learning a lot about marketing and how to manage money,” said McLaughlin, who crafted using skills she already possessed. “I’ve made jewellery before, but never sold it. I’m feeling pretty proud of it. I think it’s going to turn out pretty well.”

Kanisetty leads out and around and down some stairs to where sewing machines sing along one wall of a room. On the other, a trio of boys works adjacent to a sink, amid the scent of lemon and vanilla. Corbin Miller chose to research a product he found in a book and felt might sell well – bath bombs. “I just thought why not? I’ve never made anything like that,” Miller says.

The first one he made “smelled like wet dog,” Miller admits, but by the third batch they were both smelling good and dissolving as expected.

In the middle of the room, girls hand-stitch a variety of crafts.

Olivia Friesen works on Easter bunnies that will be stuffed and come with a care card and chocolate egg, while Jasmine Wei stitches a tiny felt pony for her variety of cute keychains (not all ponies).

Across the hall in the woodshop, Isis Taylor swipes peach paint onto blocks of wood that will become robot pencil hold-

ers. Nearby, Aidan McCarthy drills holes into wood rounds for a completely different approach for pencils.

The learning endeavour weaves academic skills with those exploratory classes – woodshop, sewing, art and working with the 3D print lab – as the young entrepreneurs create products under the guidance of Grade 8 mentors.

“It’s really fun to help the kids,” says mentor Tessa Jones.

“You can see them improving their marketing skills and I think they’re having fun too.”

The Monterey Market will see more than 100 student vendors selling wares, food carts and live music. The public is welcome to purchase student-made crafts and socialize while having dinner and enjoying the music.

“We have Grade 7 film-makers creating infomercials about the Grade 6 students and their products as well as mini-documentaries about the entire process,” Andrews says. “It’s been so great to see over 200 students and a dozen Monterey teachers – involving all three grade levels and both academic and exploratory/music programs – working together on this collaborative endeavour.”

Coach to make history at Worlds Continued from Page A1

As a pairs skater in the mid-1970s, McGrigor competed in the Canadian Figure Skating Championships, placing third with partner Kathy Hutchinson in 1974, and second in 1975. The duo also represented Canada in the World Championships.

After retiring as a competitive skater, coaching allowed McGrigor to stay connected with the sport he loves.

“At one point in my life, I directed the national pairs team,” he says.

Today, since scaling back his coaching at the national level, the Ontario native is the director of the Oak Bay Figure Skating Club, based at the Oak Bay Recreation Centre.

“I’ve been coaching for 40 years. I’ve been coaching in Victoria for 12 years...I’m in my 13th year now. I kind of missed working with the kids. I really like watching the young kids land a jump for the first time or win their first medal.”

While most coaches try to work their way up the coaching chain, McGrigor has gradually worked his way down from national-level coaching to

more local, community-oriented skating programs.

In addition to coaching, McGrigor also gives back through the technical side of judging.

He takes his knowledge and abilities to the panel of the World Championships in Boston March 28 to April 3 as a technical specialist for the men’s individual event.

“I identify what the skater does and the level of difficulty... and then the judges give it a mark, based on the execution (of the move),” he explains.

McGrigor has acted in the same role at previous Junior World Championships, however he may well be on the verge of history as he strives to do something he believes no one has done before.

“I think I’m the first person to do two disciplines at a World Championship (event). I’ve (been a technical specialist) in pairs skating and now I’m doing it in singles. I don’t think anyone’s ever done that before.”

A crowdsourcing campaign hammered the Victoria Tool Library closer to completion.

Real estate listings in the area are in short supply and the value of those homes appears to be rising. Part of that trend comes as the result of economic factors outside of Greater Victoria.

The year started with the busiest month of sales in Victoria since 2002, according to statistics released by the Victoria Real Estate Board. In fact, the total of 539 properties sold in January represented a 53.6 per cent increase over the previous year.

“Our problem now is really related to going out there and shaking out some new listings,” said David Langlois, a broker with McDonald Realty. “We had 2,471 listings at the end of January this year, but that was a decrease of 24.7 per cent from last year’s numbers.”

According to Langlois, at least some of the market strength is due to economic realities outside of Victoria.

Bay real estate agent Tony Joe. “Just recently I’ve done some multi-unit listings in Fairfield and the level of interest from Vancouver surprised me. What’s happening is that people who might have previously invested in revenue properties in places like Kitsilano are now looking at property in Fairfield or elsewhere in the Victoria area. For them it makes more sense since property cost to revenue ratio makes much more sense.”

Some of the interest is also related to the type of properties that a Vancouver buyer’s money can secure.

“I had a couple whose home in Vancouver was worth $3 million,” Joe said. “Since they could work from anywhere, they opted to sell there and buy a much better home in the Uplands…a bigger home

The most recent statistics from the Real Estate Board Tony Joe show that about 7.5 per cent of area buyers now come from the Lower Mainland.

That traditional lifestyle choice has recently served to fuel another influx of buyers – this time from Calgary.

These moves, though, are more often motivated by a desire to cash out while it’s still possible to do so.

With the weakening of the resource sector in Alberta, home sales in Calgary last year plunged some 26 percent from 2014 and the benchmark price of homes is predicted to fall by 3.44 per cent to $438,652, according to the Calgary Real Estate Board.

“The Calgary buyers are coming in now because they see the latest downturn as the ‘straw that broke the camel’s back’,” Joe said.
