It was an official change-of-command ceremony, complete with fire department dress uniforms, speeches from dignitaries and the proper amount of pomp and circumstance. It seemed like more of a celebration about families. On many levels. Doug Banks performed his last official duty as chief of the Parksville Volunteer Fire Department on Monday night, handing over the reigns to Marc Norris. In the front rows of a crowd that topped 250 were members of both families. On one side was the Banks family, beaming with pride. There was Nanette Banks, Doug’s mother and wife of the late Rod, who like his son served the department for 45 It was dad’s influence that years. There was April Banks, Doug’s got me interested in the fire wife, and their three daughters. On the other side of the aisle was service. I know he’s looking the Norris family, also beaming with down smiling pride, with Marc’s mom Barb and dad DOUG BANKS Paul, who was also Parksville’s fire chief and a member of the department from 1976-97. There was Maelene, Marc’s wife, and their two sons. Maelene goes by Mae. At one of the more poignant and touching parts of the evening, April Banks crossed the aisle, gave Maelene Norris a hug and said “good luck.” Yes, April passed to Mae. Bloodlines were only part of the family theme on Monday night. Chief Banks and Chief Morris spoke about the department as a whole operating like a close-knit, supportive family. They were there, roughly 35 of them, in uniform in the front rows, leading multiple standing ovations for both Banks and Norris. There was talk from master of ceremonies and former mayor Chris Burger, and Chief Banks, about the wider family, the collection of volunteer fire departments in the region, from Nanoose Bay to Dashwood to Deep Bay, and how they all helped each other like, well, a family. Port Alberni Chief Tim Pley took to the podium, offered congratulations to all, and explained how this ceremony was not exactly the norm in B.C., calling Monday night’s event “a rarity.” See PARKSVILLE JUST PURRS ALONG, page A6

Town of QB puts call out for mobile vendors

With the popularity of food trucks on the rise, Qualicum Beach recently issued its annual request for proposals for mobile vending. Director of Planning Luke Sales said the town decided years ago to do one intake per year, putting out the call and presenting council with all the responses at the same time. He said they have received three to five proposals a year in recent years and council has chosen to approve one or two. The process is for any type of mobile vending, or selling on an ongoing basis on public property, from a vehicle or movable display. He said this is different from special events, with many vendors at things like the annual Show ’n Shine, Fire and Ice and farmer’s markets, and also separate from things like a store or restaurant setting up temporary outdoor sales or tables. He said the town asks for further details from potential food vendors after one stirred controversy with a lot of smoke on the beach two summers ago. The idea of more food vending on the beach is also part of the ongoing Waterfront Master Plan discussions, Sales said. Responding to the call for more food options in Community Park, the City of Parksville built two permanent, serviced pads last summer. The Parksville and District Chamber of Commerce manages the rotation of the food trucks.

Experience counts for Comis

New CAO has worked in a variety of positions in communities of varying sizes

From a seaside city to the wilds of north central B.C. and back again — it’s been quite a journey for Debbie Comis. The City of Parksville’s chief administrative officer — she took over from the retired Fred Manson at the beginning of 2016 — started working in municipal government in Mackenzie, B.C. in 1980. Comis and her husband Barry were high school sweethearts who have now been married 40 years. They left their hometown of Nanaimo so Barry could pursue a forest industry job. Mackenzie is a two-hour drive north of Prince George. It was home to a thriving lumber and pulp industry when Comis arrived. It had a population of 4,500 then, about 1,000 more than it does now. “We went for two years and stayed for 11,” Comis recalled when she sat down with The NEWS for a wideranging interview last week. Born and raised in Nanaimo, Comis went to BCIT after graduating from Nanaimo and District Secondary School and learned about health data technology with an eye to being a medical records librarian. I didn’t even know we paid property tax. But every aspect of the job appealed to me — I really enjoyed the work.” She took correspondence courses in municipal government and eventually earned a diploma in public administration and certificates in lo-

cal government administration and a University of Victoria diploma in public administration. The Comis family then moved to Burnaby — Debbie and Barry have a son and a grandson who currently live in Brandon, Man. — where she took a job with the City of Burnaby. She eventually became Burnaby’s first female City Clerk. She took the job as the City of Parksville’s second in command — director of administrative services — in 2011. Comis spoke about the differences in working for communities with large and small populations. When she left Burnaby in 2011, it was home to about 230,000 people. Parksville has about 12,000 people. “The difference between working in a large municipality and a small municipality has a lot to do with

what you get to do on a daily basis,” said Comis. “In a smaller municipality where you don’t have all the resources, there’s a lot more variety in what you do.” Comis is 60 years old. She is working under a five-year contract as the City of Parksville’s top municipal employee and it sounds like this may be her last gig. “I think there comes a point in time when you need to finish work.” Comis’ job, to put it in its simplest form, is to work with and for city council and direct city staff to follow what’s been decided by the elected officials. “I have a great deal of respect for politicians,” she said. “Councils have a variety of reasons for making decisions and not all of them are based on the information provided by staff.

You can’t take it personally when they don’t take your advice and it’s my job to help the other staff understand that as well.” Comis said she wasn’t always so pensive and understanding about her role as a municipal employee. She spoke of a time when she was young and inexperienced. “I actually asked a councillor one time if he had a brick between his ears — not a good move,” she recalled. “I know what it’s like to have a not-so-good council and I know what it’s like to have a great council. I definitely prefer the latter.” If this indeed is her last job before retirement, it doesn’t seem like Comis is in coasting mode. “I’m really energized by what I do,” said Comis. “I think Parksville is the greatest place I’ve worked.”

Pley said the relationships departments have with local governments in other communities don’t exactly go as well as the family does in Parksville. Pley, the president of the Fire Chiefs Association of B.C., said he’s seen communities where the chief and deputy chief don’t even want to be in the same room together. He said chiefs are dismissed and are victims of politics in other communities. “It’s a pretty volatile business working in local government these days,” said Pley. “In Parksville, we don’t see that. Parksville just purrs along.” Other people who took to the podium to offer their thanks and congratulations were Mayor Marc Lefebvre, Regional District of Nanaimo director Joe Stanhope, Oceanside RCMP Staff Sgt. Brian Hunter, B.C. Ambulance Service director Lance Stephenson and B.C. Fire Commissioner Gordon Anderson.

Both Banks and Norris had to take a step back and take a breath when they spoke about the support of their families. There were few dry eyes in the house when they did. “It was dad’s influence that got me interested in the fire service,” said Banks. I know he’s looking down smiling.” The retiring chief noted Tuesday would be the first day in 74 years the PVFD would be without an active member named Banks. He also thanked his wife and daughters and spoke about a “new chapter in our lives.” Norris thanked Banks for his “friendship and mentorship” over the years and then choked up a bit as he spoke about the support of his wife and children. He also thanked his dad for getting him interested in the fire service before addressing the members he now leads. “I’m proud of the work you do and the work we do together,” said Norris.

The Town of Qualicum Beach is hosting a public information meeting on its Waterfront Master Plan (WMP) on March 16. “This is an opportunity to check in with the public and share what we have so far,” said Director of Planning Luke Sales. A report on phase one of the process is available at town hall and online. Sales said the process is shifting from high-level concepts down to the details of how to evaluate the ideas as they move through the planning process. The next phase will be about specific proposals and concepts that the public would like to see included in the new plan.

Council recently asked staff to propose a list of members for a WMP working group, which council will consider in a closed meeting. The working group will consist of two to four staff and four to six community members and work with the town on the public engagement process. A staff report said some initial themes have emerged through phase one and “values such as accessibility, community/cultural landmarks, environmental integrity, youth and outdoor learning were associated with the waterfront.” Sales said the level of interest in the beach as a place of learning was surprising, pointing out everyone has childhood memories of exploration and fascination with the beach. Mitch Waller of Coombs is among 28,000 Canadians allowed to grow their own medical marijuana again after a federal judge overturned a ban imposed by the previous government. “It’s a huge weight off,” said Waller. “I was so worried I was going to have to go back to painkillers again, or go underground and get thrown in jail.” “I’ve got really severe scoliosis and neurofibromatosis, which leaves me in pain every day, but I stopped taking pain killers a couple years ago,” he said. “Marijuana helps 100 per cent. I wouldn’t be able to do anything without it,” he said of the pain he described as “a burning stabbing pain like having a knife jabbed in your back.” He said he used to take 120 Tylenol T3s every month, but now finds the marijuana by far the best medication he’s tried. “It’s been two long years,” Waller said of the federal government change in March, 2014 which suddenly made it illegal to grow the marijuana the government had previously licensed him to do.

Waller, and about 28,000 other Canadians with a medical marijuana licences (MML), were allowed to keep growing, but did so in an uncomfortable state of limbo, waiting for answers from the government. Waller said a lot of people stopped growing because of the uncertainty. But some, like himself, were stuck growing their own as the most economical way to get it. He’d previously explained to The NEWS that his required 20 grams a day would cost him $6,000 per month to buy through the government approved commercial facilities, which he can’t do out of his $900 monthly disability cheque. In his 109-page decision on Feb. 24, Vancouver-based Federal Court Judge Michael Phelan gave the government six months to work out a lot of details and stressed that his decision had nothing to do with legalization or liberalization of marijuana for non-medical patients. One of those issues is where people can consume their medicine. “I just went to a Canucks practice in Vancouver and I had some medication on me,” he said. “I explained to the guy at the door and they had a supervisor come in and look at my paperwork and they said ‘come on in’,” but said he couldn’t smoke it in the building. He said he believes it should be allowed everywhere, like any medicine, but that he chooses to be pretty discrete, not smoking around kids or other places where the second-hand smoke might bother people.

It has moved to a bigger venue, but it’s still a hot ticket. What Women Want co-ordinator Donna Andres can still sell you tickets ($25) to the event March 18 at the Qualicum Beach Civic Centre. You’ll have to go to her Ladies Mantle shop near the Orange Bridge in Parksville to buy them, but there’s no guarantee there will be any remaining by the time you read this story. Such is the success of this event, Andres’ fifth version of What Women Want. About 850 people attended last year in Parksville and up to 950 will be in Qualicum Beach this year. “I didn’t think it would be this big,” said Andres. “And I don’t think I want it to get any bigger. Puting it in an arena would lose the whole ambiance. We want to keep it a fun night for gals.” What Women Want is a trade show of sorts, with about 50 vendors that feature women’s clothing, accessories and services. It’s much more than that though, often featuring fashion shows and entertainment. The vendors are almost all local and Andres said it’s an opportunity to showcase what the region has to offer women, perhaps some of whom think they have to leave the area and go to the bigger centres to find

“I don’t know. It’s Paris. Everybody talks about Paris,” she said. “It’s about girls, romance. It’s a wonderful place to visit and we are going to bring it to Parksville Qualicum Beach.” Proceeds from the event will once again go to Haven House. Last year, Andres presented Haven House with a cheque for $4,000.

Jobs needed

f there was anything attractive about the Raven coal mine proposal, it was jobs. Then again, jobs at what price? Surely we as a society, at least on Vancouver Island, have moved past coal as a legitimate source for, well, anything. We should honour and admire the past, a time when places not so far away from here like Union Bay and Cumberland thrived because of coal mines. People, a lot of people, died in those mines. But coal is so 1880. That was a time when we didn’t know what we know now about air quality or the effect coal production has on the ocean and how it can decimate links in the food chain. China doesn’t seem to care. Have you seen the photos of their air quality? Canadians have bottled air — that’s right, air — from here and sold it to the Chinese who are just looking for a fresh breath. Coal is a cheap fuel for industry. We don’t have to be cheap. The Raven proposal hung around the periphery of possibility and had its proponents because of the jobs it promised. In the end, it had no real support, not from the people or from the provincial Environmental Assessment Office. It was not a movement of professional protesters who stepped in the way of this mine. Sure, the opposition was led by a Comox-based group called CoalWatch, but its president John Snyder has never struck us as someone who would be taking a VW van to the next anti-industry protest and tie himself to a tree, put a bandana on his head and sing Kumbaya. Back to the jobs. The death of the Raven project leaves the mid-Island region right where it was — in need of some good-paying jobs. Premier Christie Clark campaigned on jobs. How much of that she packed on the back of what’s been an invisible Liquid Natural Gas industry is unclear. What is clear is the Parksville Qualicum Beach region, to the best of our knowledge, hasn’t had a significant jobs announcement in years. And we have a cabinet minister. It’s time the provincial government actually invested in Parksville Qualicum Beach. We don’t want a hand-out. And we’re not talking about government jobs, save for one possible exception. How about an economic development office located in Parksville Qualicum Beach with staff that could actively and aggressively recruit firms that could provide good-paying jobs that respect our unique environment? — Editorial by John Harding

Ferry fares are going to start bobbing up and down, and there’s a possibility Island passengers could be better served because of it. B.C. Ferries is planning to roll out variable pricing, with the most expensive fares at peak hours and discounted fares on the least-popular crossings. The intention is to try to fill up some of the emptier, money-losing trips, with the added benefit of potentially relieving pressure elsewhere on the sailing schedule. It’s a tried-and-true model used by other types of transportation companies, such as airlines, which would go out of business in a hurry if they sent half-full jumbo jets flying around the globe. Good business practice at B.C. Ferries matters to British Columbians who subsidize the corporation. Dollars and cents can’t always be the primary consideration — ferries are an essential transportation link and must provide a service — but any relief from subsidies and fare increases will be appreciated, now and in the future. A new fare model is likely to benefit Island residents who understand ferry ridership patterns and plan our travel accordingly, avoiding the worst of the long-weekend lineups. Part of us hopes that variable pricing might end up as a sort of tax on tourists who aren’t as familiar with the ferry system. It’s a selfish notion, perhaps, but certainly we on Vancouver Island will continue to pay our fair share of rising fares. Some commuters, unfortunately, will get dinged by the variable fare scheme, and for any of us, peak-hour ferry rides will be unavoidable sometimes. Ultimately, we’re going to be taking the ferry no matter what, and paying the fares we’re charged. If B.C. Our town has a strong pedestrian preference. We walk to do errands. We cycle and jog. We exercise our dogs and we stroll with our strollers. Seniors utilize scooters and courteous motorists kindly yield. It is ironic that such health conscious practises can result in death. How can safety be enhanced? Slow down. We presently have a set of speed limits which vary from 40-60 km/h. In such a small area a consistent limit of 40 km/h would affect travel time very little. The pets owned by British Columbians are usually well cared for. Whether they have pampered indoor animals or muddy-pawed working dogs and barn cats, people generally take their health and well being seriously. When there are incidents of animal abuse and neglect, the general population is shocked. The death of six dogs in a dog walker’s truck in the Fraser Valley a couple of years ago caused an uproar. More recently, an alleged puppy mill was busted in Langley’s Glen Valley, and a large number of cats and more than a dozen dogs were seized from a breeder and kennel operator in Surrey. This week, the B.C. government announced changes to the code of practices for kennel operators and cat and dog breeders. The new rules will provide for minimum space for animals, a duty to provide immediate veterinary care, and may include proactive monitoring and enforcement for breeders. That last sounds like a good idea – a few random inspections could go a long way to clean out the dark corners of the industry. More than a third of Canadians own a cat or a dog, according to a survey last year by the Canadian Animal Health Institute. We owe it to our pets to take good care of them, and to ensure that the industries that supply us with pets are being watched. Animals come into our lives from reputable breeders, from friends with litters, and from animal shelters. They become parts of our families, providing companionship. All they ask is food and shelter and care, and sometimes a tossed ball or a warm lap on which to sleep. People sometimes question why the public seems to get angrier about crimes against animals than about violent crimes involving adult humans. The simple reason is that, like children, animals didn’t make any choices to be where they are. They are entirely at the mercy of their owners. We owe it to them to ensure that their owners do not fail them.

ICBC and the RCMP will be extra vigilant in their efforts to deter distracted driving this March. As distracted driving has now taken over as the second leading cause of fatalities in our Province, March has been chosen as distracted driving awareness month. According to ICBC: Police statistics show that about a quarter of all car crash fatalities in B.C. in the last five years (2009 to 2013) were related to distracted driving. That’s an average of 88 deaths per year, making distracted driving now the second-leading cause of motor vehicle fatalities in B.C., behind speeding (105) and narrowly ahead of impaired driving (86). The B.C. government banned the use of personal electronic devices (including talking on a hand-held cellphone and text messaging) while driving as of January 1, 2010. MILLIE LEDAHL On Friday, February 26, 2016, Millie LeDahl was welcomed in peace by her son Rick along with her parents Fred and Ola, sister Jessie and brother John Millie is survived by her husband Don; sister Lucy, children Joanne (Grant), Merle (Corrine), Rob (Marion), Murray (Shelia), as well as thirteen grandchildren, eleven great grandchildren, and many dear friends and family. A service was held at Comox Valley Funeral Home on Wednesday, March 2nd. The family wishes to thank Dr. Tâ€™ien, Dr. Nel, nurses Shelly, Isabella, and Suzanne at St. Josephâ€™s Hospital and our many caring and comforting friends.

It is with sad hearts we announce the passing of our dear mother, grandmother, great grandmother on February 18th, 2016 at The Gardens, Qualicum Beach Laura was born in Kingsland, SK in 1917 to pioneer parents and enjoyed life on the farm with her 3 younger sisters, Irene, Mildred (dec) and Mary before leaving home to further her education and enter nursing school at Saskatoon City Hospital. She nursed in SK then travelled to BC and met her 1st husband, Harry Mann in Nanaimo, settling in Port Alberni. They raised their family, Fred, Judy and stepdaughter Winnifred. Harry passed away in 1968 after which Laura returned to nursing, a career she loved. She met her 2nd husband, Lloyd Clarke from Rosetown, SK married in 1976 and made their home in Victoria. They enjoyed life together, travelling abroad and visiting family in Port Alberni and in SK; also curling, bridge and golfing with many friends. After Lloydâ€™s passing Laura moved to Parksville to be closer to family residing there for 10 years before moving to The Gardens. We celebrate her long life with us and are at peace with her passing. Joy had a successful career at Woodwardâ€™s in Victoria after raising her children, then went on to become an artist who had her work shown and sold in galleries in Victoria and Calgary and her artwork is now on display in many homes with art enthusiasts that loved her work in paper mache, the creative 6 foot giraffes, her extraordinary two legged elephants, many sculptures, paintings and quilts. She truly was a gifted creative artist who had visions that challenged the norm with every piece she worked on. Joy had the patience of a saint, she was always working on a project and never sat still, she had a twinkle in her eyes, a light that shone bright, she was always creating even in quiet moments, her huge smile was contagious, we will all miss her incredible sense of humour, her loving embrace and gentle kisses. Joy, you will always be our sunshine! At Joyâ€™s request no service will be held and flowers are gratefully declined. The family wishes to thank all of those who cared for her in the ICU Unit at Victoria General Hospital, Nanaimo General Hospital, paramedics, volunteers and Sands Funeral Home in Nanaimo, B.C. Edwin (Ed) Alexander Herd Oct. 6, 1924 - Feb. 22, 2016 It is with deep sadness that we announce the passing of Ed on Monday, Feb. 22 at the hospice at Trillium Lodge. Ed was born in Saanich, moved to Duncan with his parents, then settled in Port Alberni. He married Grace (Gillan) in 1949, whom, after 52 years of marriage, passed away. He is survived by his loving sister, Dorothy (Martin-Taylor), Daughters A'Lona (Les), Anita (Barry) and his son Dan (Joy). He will be sadly missed by grandchildren, Len (Megan), Jeff (Char), Tami (Paul) and Chris (Rhonda) and 10 great grandchildren. Ed spent his career at Woodwardâ€™s Department Store, where he was fondly remembered from the hardware department The most important thing in life were his children. He enjoyed the outdoors, hunting and fishing. He was an active Trap Shooter at the Port Alberni Gun Club. He enjoyed fishing for salmon, but was passionate about trout fishing. He travelled all through B.C .and had a few local lakes that he enjoyed, spending many hours with his good friend Angie at Fredrick Lake. He will always be remembered for his love of the outdoors and his gentle nature. No Service by request. In lieu of flowers, donations in Edâ€™s name may be made to Oceanside Hospice.

Two local athletes brought home medals from the B.C. Winter Games which wrapped up in Penticton Feb. 28. Aiden Hare of Parksville earned a silver and a gold in archery and Olivia Bau earned silver in figure skating. Hare, took second in the boys two-day aggregate bare bow category and first in the boys match play bare bow. It was the first archery competition the 15-year-old took part in, other than the qualifier, he said. He took up archery when a friend invited him along last spring and said for now he’s still just having fun. Said 14-year-old Olivia Bau of Nanoose Bay who earned silver in the pre-novice skating category:

“It felt really good, I haven’t gotten that big a win before.” The only other Parksville Qualicum Beach individual to earn a medal at this year’s B.C. Winter Games, Bau competed at the games two years ago and came in fifth in a younger age category, so this felt like a real accomplishment, she said. Tyler Bidnyk, Bau’s Sandy Shores Skating Club coach and the Zone 6 team coach, said she also came in fifth in her age group at the most recent provincials, “so to finish second was a real accomplishment.” “She definitely has the skill to go all the way,” Bidnyk said, adding that there are so many complicated factors that go into a sport career it’s hard to say, but that “she’s super talented, a super hard worker, she’s the whole

package.” Bau lights up when asked about her skating ambitions and said she is interested in pursuing figure skating as a career, and she’s putting in the work to prove it spending at least 12 hours a week on the ice and at least that much more time in off-ice training and planning. The young athletes were representing the Zone 6 Team (Vancouver Island-Central Coast) at the games, which brought back 53 medals in all, including 14 gold. More than 1,700 athletes, coaches and officials and 1,800 volunteers took part in the bi-annual games in Penticton, which happens to be where the games were launched in 1978 according to their website. Skip Eric O’Reilly pulled off the shot of the weekend to earn a spot in the A final of the annual Qualicum Beach Curling Club’s mixed open bonspiel Saturday afternoon. But the magic ran out Sunday, as rival Rod Stewart guided his rink to the title in the club’s final bonspiel of the season. The competition served as a lead-in to this week’s B.C. Mixed

Hot off a regional tournament, the Qualicum Beach Lawn Bowling Club (QBLBC) is hosting a big provincial singles tournament this weekend. Indoor bowlers from Nanaimo, Parksville and Qualicum Beach played together in a mixed triples tournament at the QBLBC last weekend. “QBLBC games director, James MacDonald did a great job of putting together evenly matched teams resulting in an excellent competition enjoyed by both players and spectators,” said Meryl Yates, QBLBC advertising and marketing representative. “Congratulations to Bob Findlay’s winning team of Bob Hayward and Lori Pross who took

home the big cash prize.” Martin Fereday’s team of Keith Alexander and Pat Reid were second.
