The school board will need to determine during future budget processes if the risks of keeping a contingency fund outweigh the benefits.

If the School District 72 Board of Trustees uses that money for the benefit of students, they won’t have it for emergencies, but if they keep it for emergencies, there is a risk that the government could just come take it, leaving them with nothing to show for it.

Trustee John Kerr told last week’s public meeting of the board that they used approximately $850,000 of their $2.5-million contingency reserve last year to make up for funding shortfalls, and this year they will be using approximately the same amount to make up for unexpected expenses imposed on them by the Ministry of Education, such as the $155,000 technology infrastructure

“We’re caught between a rock and a hard place, here,” Kerr said at the meeting in discussing the reserve. “If we keep a contingency reserve, the government may cast its eyes upon it and come and take it.

“The other side is that every year we’re drawing it down to address what I would call the chronic defunding of the public education system. I’m seeing a real conflict between trying to manage a contingency reserve level and the danger of keeping a reserve level.

“In an ideal world, we would manage our contingency reserve level … but that may also be a dangerous thing to do, because rather than us being able to use it for the benefit of the students of the district, if the

“It’s definitely a balancing act,” SecretaryTreasurer Kevin Patrick acknowledged. “We do know that the ministry and ministry staff are asking about district reserves and looking at them in greater detail than they ever have before.”

To make it a bit easier for the board to draw from that fund – should they wish to – the wording in the district’s guiding principles for developing future budgets was changed slightly at the meeting.

Patrick told the board last week that wording was changed because the term “maintain,” he said, “suggested the board shouldn’t draw from the reserve,” whereas the term “manage,” gives the board more flexibility in utilizing the fund.

Patrick did, however, have a word of caution for the board, saying that in weighing the risks of keeping the contingency, they should consider that any expenditures from the fund would be “one-time” gains.

“If the (entire) surplus were to be spent in a year, that’s a lot of extra resources for one year, and then nothing beyond that,” Patrick said, adding that staff recommends not drawing more than one-third of the fund per year, “which at least allows services to be maintained and committed to for at least three years before further reductions are required.”

Fatality occurs at TimberWest’s Bonanza Lake operations

A f at a l a c c i d e nt occurred on Friday afternoon involving a contractor at TimberWest’s Bonanza Lake operations near Port McNeill on Vancouver Island.

“We express our deepest sympathies to the family, friends and colleagues touched by this tragic accident,” said Jeff Zweig president and CEO of TimberWest.

“Our industry is tightly knit, and the pain from this loss is felt throughout.”

No details about the accident have been released.

A TimberWest statement said the company has lent its full support to authorities in the ongoing investigation.

Operations were suspended on Monday.

City tourism function continues to take shape Kristen Douglas Campbell RiveR miRRoR

City council will spend $576,000 on economic development stakeholders this year while the state of the city’s tourism and economic development functions are in transition.

At its Feb. 22 meeting, council approved $181,000 for the city’s economic development budget which will go towards funding for part-year salary and recruitment costs for a new economic development officer as well as a business plan for a citywide hotel tax. The city’s economic development arm, Rivercorp, has been reduced to one director and the city’s economic development function will be moved in-house with the economic development officer working out of City Hall.

Council also allocated $330,000 to the Campbell River Economic Development Corporation to carry out the tourism services contract. The Campbell River Economic Development Corpora-

tion, a wholly-owned company of the city, has been given a one-year contract to manage the tourism function. The city has put out a call for proposals from tourism specialists to identify the best model to carry out the city’s tourism function, which includes the pursuit of provincial approval for a local hotel tax. Ron Bowles, city general manager of corporate services, said that money for the tourism contract will go towards several initiatives.

They include operating the Visitor Information Centre, preparing and distributing the Visitor’s Guide, street team community outreach, two tourism conferences, and economic development for drop-in customers until the economic development officer is hired and in place.

The economic development corporation is also looking to implement a pop up tourism and ambassador program to attend public events and provide local information and collect data from tourists.

Ambassadors will also

be used to provide tourist information in places such as the Elk Falls Suspension Bridge, Campbell River Airport, Canada Day Festival, Logger Sports, and others.

A partnership with Go Fish BC to market Campbell River’s sport fishing opportunities, as well as being a pilot showcase community with Ahoy BC, which hosts a mini-site linked to a marine tourism page on the Tourism Campbell River website, are also on the books.

Coun. Larry Samson said he was concerned the economic corporation was biting off more than it could chew, particularly in light of the transition period.

“Are we committing ourselves with these programs? Because it looks very ambitious and it looks like they’re going to have a full year,” Samson said.

City Manager Deborah Sargent said not all of the projects are new ones and that tourism staff are aware they’re only looking at a one-year budget and that things could change.

“The initiatives are a combination of ongoing initiatives, maintaining the Visitor Centre, and some are new initiatives started in 2016,” Sargent said. “ Staff are very aware we’re entering into a very important transition year and the initial projects for this year, many of them are improvements over what’s been done in the past.”

New this year, however, is $5,000 for improvements to the Visitor Information Centre.

“Staff of the CREDC (Campbell River Economic Development C or p or at i on ) h ave identified that the Visitor Centre is in need of some minor upgrades to the facility to modernize it to ensure future profitability in selling goods and providing service to tourists,” Bowles said.

Council also allocated $15,000 for a Creative Industries grant as well as $15,000 for an InFilm grant. Both of those programs run out of the Enterprise Centre along with the tourism service and the former Rivercorp.

Inspiring examples of community

I think we’re all pretty familiar with the saying “it takes a village to raise a child.”

It’s amazing and inspiring to think of just how many things that can be applied to if you change a word or two.

Last week when the Wounded Warrior Run BC came through Campbell River, Ron Mierau, the run marshall and Vancouver Island co-ordinator for Wounded Warriors Canada, said “it takes a community to get healthy” while accepting a donation from the Campbell River Legion. And for this annual relay run that traverses the length of Vancouver Island to raise awareness and financial support for Wounded Warriors Canada, a charity that helps people affected by posttraumatic stress disorder and operational stress injury, this couldn’t be more true.

This year’s run — the third annual — started Feb. 22 in Port Hardy and ended Feb. 28 in Victoria. The run has raised more than $30,000 and brought together many community

The pets owned by British Columbians are usually well cared for.

Whether they have pampered indoor animals or muddy-pawed working dogs and barn cats, people generally take their health and well being seriously.

When there are incidents of animal abuse and neglect, the general population is shocked.

The death of six dogs in a dog walker’s truck in the Fraser Valley a couple of years ago caused an uproar.

More recently, an alleged puppy mill was busted in Langley’s Glen Valley, and a large number of cats and more than a dozen dogs were seized from a breeder and kennel operator in Surrey.

We owe it to our pets to take good care of them, and to ensure that the industries that supply us with pets are being watched.

Animals come into our lives from reputable breeders, from friends with litters, and from animal shelters.

They become parts of our families, providing companionship. All they ask is food and shelter and care, and sometimes a tossed ball or a warm lap on which to sleep.

People sometime question why the public seems to get angrier about crimes against animals than about violent crimes involving adult humans.

The simple reason is that, like children, animals didn’t make any choices to be where they are. They are entirely at the mercy of their owners.

We owe it to them to ensure that their owners do not fail them.

Every day, there are examples of people coming together to make a difference in their community — sometimes on a small scale, sometimes on a larger scale, but still making a difference — and highlighting these is one of my favourite things about being a journalist.

Hydro projects to last 20 years BC Hydro is weighing its options for a seismic overhaul of the John Hart Dam, a project set to begin once work on the John Hart Generating Station comes to a close.

S t e p h e n Wa t s o n , spokesperson for BC Hydro, said the utility is moving forward with major safety upgrades to not just the John Hart Dam, but also the further upstream Strathcona Dam. Both projects are each estimated to cost hundreds of millions of dollars.

“When the John Hart project is complete, as early as summer 2019, p e nd i ng re g u l ator y and BC Hydro funding approvals, we plan to start another construction project to upgrade the (John Hart) dam,” Watson said. “The project team has worked through the various options to strengthen the dam for it to withstand a one-in-10,000 year earthquake. We are now going through the feasibility design for those shortlisted options. Throughout this process we have been consulting with First Nations and updating government agencies, local government and stakeholders through our community liaison committee.”

Work will begin first on the John Hart Dam, followed by the Strathcona Dam and, taking into account construction on the generating station which began in 2014, will keep BC Hydro working

in the area for up to 20 years.

Mayor Andy Adams said that’s good news for the city which stands to benefit from all the activity.

“BC Hydro provided a general update on their capital projects at the December 2015 City of Campbell River council meeting and we are extremely pleased to see the planning and approval process moving forward for all of these important projects,” Adams said. “These are important safety projects that will keep the residents and business safe and also continue to be an enabler of economic growth for our community. These are major projects that will create hundreds of projectrelated jobs for 20 plus years.”

The feasibility design stage for the John Hart Dam is expected to be complete in spring, 2017.

“Ultimately, BC Hydro will then select the appropriate upgrade options for the various components of the 810-metre long dam, built in 1947, that includes the intake dam, the middle earthfill dam, the concrete dam and spillway gate system, and the north earthfill dam,” Watson said. “The generating station project, with the new water intake works, will not impact the planned seismic upgrades. In fact, it will allow for them to proceed. The current water intake into the penstocks

to the generating station is shallow. With the new water intake and tunnel, it’s much deeper in the reservoir and will allow BC Hydro to lower it to complete the dam upgrades.”

Watson said BC Hydro will need approval from the BC Utilities Commission to undertake the John Hart Dam project and is targeting a project submission around fall of 2018.

Seismic upgrades to the Strathcona Dam are expected to get underway following work on the John Hart Dam. The Strathcona Dam, built in 1958, is the furthest up the Campbell River and is where about 80 per cent of the water inflows enter the system.

Watson said the Strathcona project was more recently initiated and is not as far along as the John Hart project.

“We are in the process of shortening down the list of potential upgrade options. Then we will begin feasibility design,” he said. “With proposed upgrades to the dam and eventually a new powerhouse at Strathcona,

the first step is to design and build a new low level outlet tunnel that will go around the dam and deep into the reservoir. The tunnel may be similar to the new John Hart project tunnel as the Strathcona outlet tunnel will be designed to pass water to lower the reservoir in the event of an earthquake.”

BC Hydro can pass water downstream of the Strathcona Dam by having water go through the generating station or through any of the three spillway gates. However, the spillway gates can be left high and dry like what happened last summer.

Watson said the gates perform well for flood risk management operations but not for lowering the reservoir postearthquake. This project will provide for that flexibility. As with the John Hart Dam project, Hydro is consulting with First Nations and through its community liaison committee. Hydro expects to submit the Strathcona Dam project to the BC Utilities Commission for approval in late 2018 or early 2019.

Job market optimism from job market experts Mike Davies Campbell RiveR miRRoR

The 2015 job posting numbers are in, and Regional Manager of Community & Labour Market Services with North Island Employ-

ment Foundations Society (NIEFS) Shannon Baikie says while they were down slightly overall, there is reason to be “cautiously optimistic” for 2016.

“Overall, I’d say the numbers are lower, but

not significantly so,” Baikie says, adding that’s because the economy is balancing itself. “We went through a recession and into a bit of a boom, where there were more jobs being posted, and now it’s sort of flattened

out and it’s a little more balanced in terms of a regional economy.”

One reason for the lower levels of overall job activity, Baikie says, is the completion of a few major building projects and the filling of many positions on others.

“Comfort Inn and the Berwick are complete, so I think that’s where we see the change in some of those numbers, but where some of the optimism comes in is in what we’re seeing not only here but throughout Canada – through our tourism sector.”

Tourism is traditionally one of our regions’ biggest economic drivers.

That has remained the case in recent years, and Baikie says the current state of the Canadian dollar should only increase that facet of our economy.

Val Meaney, executive director of NIEFS, agrees.

“With our dollar being low relative to the American dollar, it also means many people will stay home for vacation as opposed to going to an American destination. I

think the ski resorts will see the impact of that – they’ll see a greater influx of American tourists this year for their season – and I think for the summer tourism season, you’ll see the combination of more American tourists coming this way and more of our local people travelling within the province and within the country.”

As always, NIEFS is expecting a major hiring spike in the spring, when employers like Oak Bay Marine Group – which currently owns and operates Painters Lodge and April Point, though they are reportedly up for sale – do their hiring for the season, along with other tourism-based operators and businesses.

Another reason for Baikie’s optimism is that they are seeing more full-time positions being posted these days than at other times in the recent past.

NIEFS tracks full-time, part-time, seasonal, casual, and contract postings, and Baikie says it’s the full-time/part-time ratio that they particularly keep their eye on.

“In general terms, if you have more full-time positions available, it tends to be a healthier economy,” she says.

“For instance, during the recession, our fulltime numbers were at about 35 per cent, so the fact that we’re sitting at 53 per cent full-time for last year – that’s a pretty good indicator that there’s employment, it’s

full-time, and it’s working for people. If we see a shift to, all of a sudden a position where there’s 58 per cent (of job postings) that are part-time, then you’re running into the situation where people can’t sustain full-time employment even if they want to. That tends to be an indicator that an economy isn’t as strong.”

What’s missing from the information they can gather, she says, is how many people are looking for employment, and how many have simply given up.

“This is not a perfect science,” she admits, “but (the statistics we gather) do a fairly good job of giving us a tool that is local and compare it to regional, provincial and national data,” she says, as well as being able to watch and compare labour market information for specific time frames to see trends.

Another key factor the information doesn’t provide or track is what the jobs available actually pay.

“That’s always what economists pick up and say, ‘that’s really nice that there are all these fulltime jobs being available, but they’re low-paying, service-based jobs when what we’ve lost is highpaying industry jobs,’” Baikie says, which is why they also track the industries those job postings are in.

Tourism, forestry and construction/trades are the top three indus-

tries posting jobs in and around Campbell River last year, which Baikie says is a good thing.

If they were seeing three sectors at the top that are traditionally lower-paying, Baikie says, there would be more to worry about.

But despite the lower numbers, overall, and the fact that not every factor can be taken into account, Baikie says another reason for her “cautious optimism” is that as we move deeper into 2016, the two major building projects – the new hospital and the John Hart generating station – “are moving into their peak employment and therefore peak hiring this coming summer.”

Baikie says NIEFS is working with Graham Construction – one of the major sub-contractors on the hospital project – to create a hiring timeline through the end of the project and find out what jobs will be available, and when, along with what the skills and qualifications will be required and how they are going to want people to apply for those positions.

They will then be able to share that information with other organizations – such as the Industry Training Association, North Island College, the North Vancouver Island Aboriginal Training Society and others – and better prepare for when specific skill sets are needed on that project.

Regional district directors disagree over contract with City of Campbell River Kristen Douglas Campbell RiveR miRRoR

Strathcona Regional District directors disagreed at their last board meeting on signing a contract with the City of Campbell River for Information Technology (IT) services.

Quadra Director Jim Abram said he didn’t think that signing on to a 12-year contract was appropriate before the regional district’s new chief administrative officer is in place.

“Due to the fact we’ve hired a new CAO we should not be tying our hands for a full year with this contract,” Abram said at last Thursday’s regional district board meeting.

“I think something like a three month to six month transitional contract would be more appropriate. I don’t think it’s appropriate to move forward on this.”

son, financial services manager of the regional district, said the contract with Campbell River has a 90-day escape clause that allows either party to terminate the contract before the 12 months is up.

A re a D D i re c t or Brenda Leigh said she didn’t understand why the regional district is going through the City of Campbell River for IT services when the organization just hired its own IT manager last October.

“I thought the whole purpose of us hiring our

own personnel was that we were going to do our own IT work,” Leigh said.

“We have our own employee that’s employed to do IT. I don’t know that we need this at all.”

Christenson said in a report to the board that the regional district’s new IT manager can perform some of the functions previously done by the City of Campbell River but not all.

Christenson said that reduction reflects the fact that the regional district can now deliver some of its own IT services inhouse.

Christenson said because the IT manager came onboard in October, there was “simply insufficient time to assess the specific levels of IT services that would be required under a new contract arrangement prior to expiry of the current contract in

“You’re right, we’re getting a new CAO and the last thing that he wants to do is all of a sudden deal with this issue alone,” Samson said.

“It does have an escape clause in it, it allows the CAO to come on board, and for lack of a better word – get his feet wet – see what the issues are and when he has time to deal with this, then he can deal with it. The last

Our Journey: Expressions Through Art Exhibition celebrates resilience and the tranformative power of creativity

A

remarkable collection of art created by children and youth who have received services at Campbell River Family Services Society (CRFSS) from a diverse range of programs, Our Journey: Expressions Through Art opens March 8 at the Tidemark.

According to the British Columbia Art Therapy Association, “Thought and feeling often reach expression in images rather than words … through the use of art therapy, feelings and inner conflicts can be projected into visual form.”

The counsellors at CRFSS often use creative means when working with children and youth, especially in cases where there may have been a history of trauma or abuse.

This amazing collection of art showcasing the creations of children as young as six years of age has been made possible through a grant from the Campbell River Community Foundation and in partnership with the Tidemark

Theatre and the Campbell River Arts Council.

“The creativity, originality and feelings expressed by the artists through their work are a reflection of their individuality and resilience,” says Camille Lagueux, executive director of CRFSS. “We hope that everyone in Campbell River will join us in celebrating these young artists by stopping in to view the exhibit.”

The goal of the artists is not necessarily to make something that looks good, according to Marion Bryan, a counsellor who works at CRFSS and uses art therapy regularly in her work with children and youth. But as visitors to the show will see, the end results are a visual treat, even if you are not familiar with the story behind the creation.

“Creating in this way is often instinctive and taps into thoughts, feelings, memories and ideas that go beyond verbal language,” says Bryan.

“Creating art therapeutically is more about the process of play and exploration, than about a finished product, although the finished product is often quite profound.

“Several studies have shown the tremendous benefits that playful activity has for the human brain.

Even animals play. Exploring with the art materials in a safe, nonjudgmental atmosphere allows children, youth and adults to engage in a

process that is fun, improvisational and nourishing without the attachment to outcome or the worry to ‘productive’ and ‘successful.’”

A good number of the pieces in the show come from the talented group of clients who participate in the Campbell River Family Services

Art Group sessions every second Wednesday of the month.

Participants, both children and youth, come together not only to create art, but to share stories, eat pizza, listen to music, have a laugh and on occasion even break out into song! The environment is

informal, supportive and fun.

The Tidemark Art Gallery will exhibit Our Journey: Expressions Through Art show from March 8 until the end of April at the Tidemark Theatre.

Gallery hours are from 12 to 4 p.m. on Tuesdays and Fridays.

April Verch brings timeless tunes (and her fiddle) to Merville April Verch knows how relevant an old tune can be.

The Canadian fiddler, singer, step-dancer and songwriter grew up living and breathing roots music.

On her new album – her 10th effort – The Newpart (aptly named after a beloved musicfilled addition to her Ottawa Valley family home), Verch digs deep into songs from the era before the often-mined mid-century heyday of bluegrass and folk, harkening back to vaudeville and beyond.

“These songs don’t need to

be revived,” Verch says. “They are timeless. They are still very much alive and relevant.”

“It’s all about touching people, about bringing them together in a community to celebrate music. I’ve understood that better and better as time has passed: how to take this music that is at the centre of my life, and make it live and breathe for other people.”

While Verch is perhaps best known for playing traditional fiddle styles from her native Ottawa Valley, her performances extend into old-time

American and Appalachian styles and beyond, for a wellrounded tour-de-force of North Americana sounds.

Verch tours with world-class musicians as a trio, featuring acoustic guitar, mandolin, bass and clawhammer banjo.

Jared (Jerry) Loyd Riddell May 28, 1941-Feburary 17, 2016 It is with great sadness that we announce the sudden passing of Jerry at the Victoria General Hospital - Victoria, BC on February 17, 2016. Jerry was born in Minnedosa, Manitoba on May 28, 1941 to William and Phyllis Riddell.

In his youth, he was a “Queen Scout� and always was a straight “A� student.

He enjoyed his job at Crown Zellerbach paper mill and worked there for over 30 years. One of his passions was volunteering at the Campbell River Genealogy Society for many years and also anything electronic.

He will be lovingly remembered by his wife Linda, his son John (Lori), his daughter Judy, stepdaughter Kim (Marven); grandchildren Brandon, Arianna, Parker, Richard (Tamie) and Jeremy; great-grandchildren Kason, Jayden and Elianna, ex-wife Elizabeth Riddell, sister Jean Lee, stepfather Jack Gibbons, aunt Florence Haywood, nephews and cousins. Predeceased by his parents, stepmother Edna Cooper, brother-in-law Richmond Lee and many aunts and uncles.

He will be laid to rest beside his father in Minnedosa, Manitoba at a later date. As an expression of sympathy, donations in Jerry’s name may be made to the Campbell River Genealogy Society.

A man of his unique character will never be forgotten.

Mary Anne Phelan (previously Judd; nee Magill) September 7, 1927 – February 23, 2016 It is with great sadness that we announce the passing of Mary Anne Phelan.

Mary Anne was born in Glasgow Scotland, and came to Canada as a war bride. She married Robert Lawson Judd and settled in Larder Lake, Ontario. Mary Anne moved to Campbell River in 1988 to join her son and spend time with her grandchildren. She was a member of the Legion Woman’s Auxiliary and was also part of the Colour Party.

Mary Anne knew how to have fun, as those memories flood through in pictures of little old timer getaways and masquerade parties. Her son and grandchildren were the light of her life and she gave them all her love and passion in her final years.

Mary Anne was predeceased by her husband Robert Lawson Judd and her second husband Sean Phelan. She was also predeceased by her brothers Edward, George, and James. She is survived by her brother William, of Parry Sound Ontario. Left to mourn is her only son Edward Judd (Monica) and grandchildren, Joshua, Thomas and Adam.

Mary Anne lived a long happy life and will be sadly missed.

Ethel Lorentz (Bagshaw) March 26, 1932-February 13, 2016

It is with heavy hearts and sadness that we announce the passing of our beloved wife, mother, grandmother and greatgrandmother.

Ethel was born in Prince Rupert, March 26, 1932. She was predeceased by her parents William and Ada Bagshaw, son-in-law Bob Dooris; brothers Cyril, Bill, Freddie, George, Albert, Arthur and sisters Molly, Ivy, Edna, Elsie and Florence.

She is survived by her loving husband of 63 years, Les; children Gloria (Mike), Pat, Ernie (Louise), Alvis (Susan), Carrie (Grant), Leslie (Rob), Sherry (Marty), 14 grandchildren and 14 great-grandchildren, sisters Violet, Ruby and Ada, as well as numerous nieces and nephews.

Les and Ethel met in Prince Rupert and married in 1952, having seven children before moving to Campbell River in 1966, where they created a long, wonderful life.

Ethel’s life was full of love and happiness. She devoted all of her heart to raising her children. Her favourite moments were family gatherings and getting together with her sisters and reminiscing about good times growing up. She did so much for so many without hesitation. She will be missed and loved always and forever.

In lieu of flowers, please feel free to make a donation to the Heart and Stroke or Kidney Foundation. Please join us to remember Ethel at 1:00pm, March 5, 2016 at the United Church, 415 Pinecrest Rd. A light lunch and refreshments to follow.

On Friday, February 26th, 2016, Millie LeDahl was welcomed in peace by her son Rick along with her parents Fred and Ola, sister Jessie and brother John.

Millie is survived by her husband Don, sister Lucy, children Joanne (Grant), Merle (Corrine), Rob (Marion), Murray (Shelia), as well as thirteen grandchildren, eleven great-grandchildren, and many dear friends and family.

A service for friends and family will be held at Comox Valley Funeral Home, Cremation and Reception Centre, 1101 Ryan Rd., Courtenay on Wednesday, March 2nd at 2:00 pm.

A summer celebration will be held at Miracle Beach, a place Millie loved. Date to be decided later.

Natasha Schultz

August 31, 1942 - February 25, 2016 It is with great sadness we announce the passing of my mother, grandmother and great-grandmother, Natasha Schultz. Natasha’s strength and strong will succumbed on February 25, 2016 after a lengthy battle with cancer.

Natasha was born August 31, 1942 in Nelson, BC to the proud parents Nick and Vera Hadikin. At the age of 14, Natasha was taken out of school to help raise her four younger sibling as well as her grandmother who lived with them.

Natasha left home at the age of 16 and moved to Cache Creek where she worked in a motel during the day and a drive-in at night. Other jobs followed including picking fruit and working in the cannery.

In 1962, while working in Summerland, her fortunes turned and she met the love of her life, Gordon Schultz. After three months of courtship, they married and would embark on a memorable journey for 30 years.

Campbell River was their first stop where in 1966, their daughter Debra-Lynn was born. After a brief, one year stop in Burnaby, the family returned to Campbell River where Natasha worked various jobs. They then moved on to Macaulay Road where they resided for 21 years. From there, Natasha was able to lay roots and form lasting friendships. Natasha made her last move back to Campbell River where she would spend the rest of her life.

Natasha was a caring, kind hearted women who enjoyed her vegetable garden, canning and baking for her family. She had a great love of music and made many friends.

Natasha is predeceased by her loving husband Gordon and her parents Nick and Vera. Natasha is survived by her daughter Debra (Gary), her grandchildren Ashley (Craig), Tyler and Jesse, her great-grandchildren Olivia and Cooper. Her siblings Nick (Carol), Ellen, Vicky, Bill (Pat).

I would like to thank the doctors, nurses and a special heartful thanks to the Palliative Care team, for their kindness, emotional support, compassionate care and for making my mom’s end of life so peaceful.

A Celebration of Life will be held on Saturday, March 5th from 1-4pm at the Fraternal Order of Eagles hall in Campbell River.

In lieu of flowers, donations can be made to the Canadian Cancer Association.

School District 72 has decided on the consultation process and adoption schedule for next year’s budget, and they have some ideas about how that process will look after confirming their “guiding principles” for the budget at last week’s public meeting of the Board of Education.

Those nine guiding principles involve transparency, processes that are consultative, finding efficiencies wherever possible and the assertion that the district will, “approve a budget with integrity, taking into account the elements of fairness and equality,” according to the district document outlining those principles.

“As staff within the school board and parents through PAC will participate in the budget process – developing it for consideration by the board – it’s useful to have some guiding principles
