A 71-year-old woman died Tuesday evening after her motorized wheelchair was struck by a pickup truck at the corner of Strickland Street and Second Avenue. The truck was driven by a 72-year-old woman from Whitehorse. Police have not yet determined the cause of the crash and say it’s too early to know if charges will be laid. remier Darrell Pasloski has declared his opposition to a carbon tax for the Yukon, after news last week that the federal government plans to set a national minimum carbon price of at least $15 per tonne in the next six months. “We don’t support a new tax that’s going to raise the cost of living for Yukoners, where it’s already an expensive place to live,” he told the News.

This isn’t the first time the premier has taken this stance.

A year ago, Pasloski came out swinging against then-Liberal Leader Justin Trudeau’s promise to put a price on carbon.

He argued that consumption of fossil fuels in the North is a necessity, not a luxury.

But the issue is more pressing now, since a report in the Globe and Mail last week revealed that the Trudeau government is poised to establish working groups to agree on a national strategy by September.

The plan would set a national base price of $15 per tonne, which would increase each year. The provinces and territories that don’t currently have their own carbon pricing schemes would be expected to develop them.

Saskatchewan Premier Brad Wall has since emerged as a dissenting voice, arguing that it’s not the right time for a carbon tax, given the state of Canada’s energy sector.

Pasloski now seems to have allied himself with Wall, though he said there are other jurisdictions that also oppose a tax.

Pasloski’s main argument against the tax is that it would increase the cost of living for Yukoners, specifically by making home heating more expensive.

B.C., however, has had a revenue-neutral carbon tax in place since 2008. There, the revenue from the tax is returned to citizens through tax reductions.

“If they’re not paying tax now, what would happen is they would pay more for fuel, but because they’re not paying any taxes, they’re not getting anything back,” he said. “That is a big part of my argument as to why that doesn’t work in the Yukon.”

However, B.C. does have a refundable low-income climate action tax credit intended to offset the carbon tax for lowincome individuals and families.

Still, Pasloski said it makes more sense for the Yukon to focus on advancing new technology instead of taxing consumption.

“That is another way that we can look at making our contribution to climate change and greenhouse-gas reductions without adding a new tax for people to pay.”

He also argued, as he has in the past, that 95 per cent of the electricity consumed in the Yukon is already renewable, thanks to the territory’s hydro power resources.

But NDP environment critic Kate White said that statistic is misleading.

transportation and home heating. And he doesn’t talk about that.”

White said the Yukon needs to do a better job of measuring its own emissions and coming up with solutions, instead of falling back on the excuse that the territory generates less than one per cent of Canadian greenhouse-gas emissions.

But she wouldn’t go so far as to say the NDP would support a carbon tax in the Yukon.

“An NDP government, we would demand targets. We would have timelines. We would have a plan. And we would see that plan come to fruition. What that plan looks like now, I absolutely can’t speak to.”

Pasloski will meet with Prime Minister Trudeau and the other premiers in Vancouver on March 3 to discuss the climatechange strategy.

But he refused to say what he will do if Trudeau decides to enforce a minimum carbon price without buy-in from all the provinces and territories.

“That would speak opposite to part of the type of governance that the prime minister spoke about in his campaign,” Pasloski said, “about inclusiveness and working together.”

Aside from hydro power, more than 600 people have used the Good Energy rebate program, which offers cash back to

residents who buy clean-burning wood and pellet-heating appliances or solar-water heaters for their homes.

of new solar generation have been installed off-grid since 2009.

That includes a solar electric system at Northwestel’s Engineer Creek telecommunications site installed in 2013.

Since then, Northwestel has installed three more solar power systems, he said.

Andre said the government will be looking to other jurisdictions to see how the biomass industry here can grow.

In the Northwest Territories, he said, there is significant biomass heat generation and there don’t seem to be air quality concerns.

“It seems at this point, that they don’t have significantly different regulations than we have currently,” he said.

“But what they do have is a very modern industry. They’ve imported a lot of European technologies and boilers that are very efficient and have low emissions.”

Andre said a common misconception is that a healthy biomass industry in the Yukon means local forests will have to suffer.

“Just five per cent of what naturally burns every year could heat every building in the territory, and certainly the biomass industry we’re envisioning wouldn’t heat every building, but you get a sense of where we’re at,” he said.

“Maybe one per cent of the annual forest fire kill would be a very healthy biomass industry.”

An average household would pay $2,304 in taxes under the proposed budget, which received first reading at Monday’s council meeting.

The average Whitehorse business, meanwhile, would pay an extra $250 in taxes this year, for

Water and sewer fees would increase by four per cent. That means monthly rates would rise from $73.02 to $75.94. Last year, those rates rose by 6.3 per cent.

erating costs as low as possible, Mayor Dan Curtis said during his budget speech.

About half of the operating budget is funded through taxes, which help pay for everything from snow clearing to recreation facilities to transit.

“Taxes in Whitehorse remain lower than many other comparable municipalities and our modest tax increase will keep it that way,” Curtis said.

Landfill tipping fees will increase from $94 to $97 per tonne next year.

Residential curbside waste and organic collection costs

would increase by 6.8 per cent in 2016, raising rates by $0.70 per month. There was no increase for these services in 2015.

The City also plans to introduce curbside recycling collection sometime this year.

It’s estimated that households would pay $15 a month for this weekly service.

The capital budget includes the City’s biggest infrastructure project ever, a $56-million plan over the next two years to build itself two new headquarters for its staff.

The City contends that once the buildings are constructed,

it will save approximately $500,000 per year in energy and heating costs, which will alleviate pressure on the operating budget.

The city is now asking for residents to give their input on the proposed operating budget.

A public input night is scheduled at city hall on March 14 and a report on that input will be presented to council the following week.

Second and third reading of the operating budget will be held on March 29.

Paving Dawson City’s runway would boost economy: chamber Maura Forrest News Reporter

aving the airport runway in Dawson City would have positive economic impacts on the community, according to a new report.

The Dawson City Chamber of Commerce released a business case evaluation of the project last week. It found that the project would have a net benefit of about $4.7 million over the next 12 years, and would create about 76 jobs during construction.

merce. “I want to get a phone call from the premier or the minister to say, ‘We’ve looked at the report and it makes sense... and we’re putting this into gear.’”

The report estimates it would cost $11 million to pave the runway and that operations and maintenance would cost about $800,000 each year after that. But it also calculates that operations and maintenance of the existing gravel runway cost about $560,000 each year, so the increase would only be about $240,000 per year.

The $11-million price tag would include cement apron panels at either end of the runway, to help aircraft maneuver.

Without those aprons, the project would likely cost about $8 million.

The study also found that reduced costs for aircraft operators and growing tourism revenue, particularly from the Holland America cruise line, would more than make up the difference, leading to that $4.7-million net benefit.

A new report released last week by the Dawson City Chamber of Commerce says that paving the city’s runway would have a positive economic impact. help create nearly 40 new jobs a year, starting a few years after the runway paving is finished.

Van Nostrand said jets flying into Dawson will be able to hold more passengers if they can land on a paved runway.

He also said the situation will soon come to a head, because Air North’s single Boeing 737-200, equipped to land on gravel, is coming to the end of its lifespan.

“Maybe at the max a year and a half to two years,” he said. If the runway isn’t paved by then, he worries, the Holland America traffic may dry up.

Van Nostrand said the Yukon government needs to make a

decision about the runway soon, because it will likely take about two years for the project to be complete.

“We need to get our asses in gear and get it done,” he said.

He said he was “blind-sided” when the Yukon government announced last month that it will fund a functional plan to look at the costs of the airport project this year.

“It’s ridiculous,” he said. “It’s not an announcement. That’s just what governments do every day. Everybody’s dreaming and planning.”

the functional plan is still needed to look at a number of factors, including the disruption to airport services during paving and geotechnical work around the permafrost beneath the runway.

He also said the department is still waiting for written approval of the runway approach from Transport Canada.

Kent said the government’s plan will also look at other possible upgrades, including rebuilding or relocating the Dawson airport terminal building.

“It’s more than just the paving of the runway, the actual putting down of pavement, that has to be taken into account,” he said.

“There are a number of other factors that we’re committed to work on over the next year. If all goes well ... then we’ll be in a position to pave the runway in the 2017-18 fiscal year.”

But Van Nostrand said other upgrades, like relocating the terminal building, aren’t needed right now. His report doesn’t address those other projects.

After Kent spoke with the News, a cabinet spokesperson called back to say the minister had just called Van Nostrand to discuss the report and the functional plan. Department staff will also arrange a meeting between Kent and the chamber of commerce.

If that defence fails, the company will argue that the innuendos in Lehner’s statements are fair comments. Under that defence, the company would have to show that the statements were an opinion based on facts, that the issue is a matter of public interest and that there was no malice underlying the comments.

Orange Technology also denies any improper motive in making the statements. The company is asking that the claim be dismissed.

RCMP discover suspected meth lab in Riverdale Ashley Joannou News Reporter

A

fire in a Riverdale home led police to an apparent methamphetamine lab this weekend.

Police have arrested and charged a 23-year-old man in connection with the investigation.

The Whitehorse Fire Department was called by residents of a house on Alsek Drive at approximately 1:15 a.m. Sunday, Fire Chief Kevin Lyslo said.

Once the fire had been put

out, “indicators at the scene led responders to believe that an illegal drug production facility was set up in the residence,” according to an RCMP news release.

Lyslo wouldn’t say what it was that caught firefighters’ attention.

Police were called to the house shortly before 2 a.m.

Investigators determined the risk to the public was considered low and no homes in the area had to be evacuated, police said.

A specialized RCMP team that investigates clandestine drug laboratories came to Whitehorse on Sunday to process the scene.

They’ll be heading back home today.

RCMP Insp. Archie Thompson said the suspected drug lab in the house was “smaller in nature.”

The cause of the fire is still under investigation, Lyslo said.

Trevor Mendham, 23, has been charged with production of methamphetamine, possession of methamphetamine and a nuisance charge for endangering life.

He is scheduled to be in court tomorrow.

n the course of one short week that will impact opportunities for Yukoners throughout the territory for decades to come, the Yukon Environmental and Socioeconomic Assessment Board demonstrated its systemic flaws and its lack of capacity to review applications with procedural consistency and clear timelines.

We are referring to two significant projects that would provide Yukon individuals and communities with multi-generational social and economic benefits – the proposed Casino mine near Carmacks and the Northern Cross’ oil-and-gas project in the Dempster-Eagle Plains area. Both companies were referred to an increased level of scrutiny after spending two years of their company’s, and Yukon taxpayer’s resources, in the YESAB process.

That’s two years for YESAB to determine what level of assessment was needed. Two years in which a company could have been contributing the resources it spent on time for the YESAB process and its administrative costs to important community initiatives and environmental baseline research.

Are Yukoners aware that a referral to a panel review does not bring in Outside expertise, as it would have done in the previous Canadian Environmental Assessment Agency process? For YESAB, a panel review is made up of the same individuals on YESAB (three, determined by YESAB itself ) who review a project on the YESAB executive committee level.

Yukoners’ hard-earned resources that go in to YESAB’s payroll versus making our Yukon more socially and environmentally strong.

And these are only two examples from this past week – other similar examples unfortunately abound throughout the territory.

The Yukon Chamber of Mines and its membership support a robust environmental and socio-economic assessment process that legislates responsible resource development practices: we too live here; we raise our families here; we treasure our unmatched environmental and cultural values.

As such, we are committed to playing our part in the process by ensuring adequacy of information is provided to YESAB and other regulators in a comprehensive and timely manner.

However, YESAB desperately needs improvements in the areas of efficiency, consistency and procedural fairness when reviewing applications if there is to be any certainty for proponents, for individuals, for investors and for governments and if there is to be any public trust in the YESAB process.

All Yukoners will suffer from last week’s announcements, which demonstrated the

If Yukoners only associate YESAB with mining, may we remind you of a YESAB decision that gravely impacted our territory’s tourism industry, which is a foundational pillar of our territory’s economy?

According to a report by CBC North, cruise ship “giant� Holland America announced in April 2012 it would be pulling the “Yukon Queen II out of the Yukon River for good� in Dawson City. The executive vice-president of Holland America (now Holland America-Princess) at the time stated that with the departure of the boat, the company had to be less invested in Dawson City and “the assessment process [YESAB] was one of the reasons for the (company’s) decision to remove the boat.�

YESAB had been reviewing the Yukon Queen II application for two years.

Four years later, the Westmark Klondike Inn (now The Day’s Inn) and most recently, the Westmark Whitehorse have been sold.

Investment in the Yukon – across all sectors – continues to decrease. The Westmark Beaver Creek is shuttered, which had significant impact on that community, as well as Burwash Landing, Destruction Bay and Haines Junction.

What the Yukon Chamber of Mines and its membership hope can resonate with Yukoners that are not directly employed by the mineral exploration and development industry and the service and suppliers, which support its efforts, is that all individuals, industries and investment require certainty surrounding the parameters required when entering the YESAA process.

YESAB needs skilled, competent administration in order to review applications effectively and efficiently to the benefit of

all Yukoners and our environment.

As a matter of history, YESAB was born out of the Umbrella Final Agreement. YESAB worked well upon its enactment in 2003 following Yukon’s devolution from Canada and was considered across the country at that time as “groundbreaking legislation� and a hallmark of certainty, responsibility and fair process.

However, the past five years have been one of deteriorating process, a lack of certainty and “moving goal posts.� That is not good for Yukoners.

We, as Yukon residents, employers and employees, are suffering from the interpretation of legislation by a few individuals that was created to reflect the spirit, intent and vision of the UFA for a review process that reflects our shared values. We hope for a Yukon development assessment process that can provide opportunities for our children and for our grandchildren.

What we are asking for is a fair, transparent, and efficient process where the ground rules, expectations, and timelines are clear for proponents across all sectors upon entering a review through to evaluation and issuance of a decision document.

In the coming weeks, the chamber of mines will be raising its concerns with all orders of government and seeking solutions to ensure that review timelines and procedural fairness are upheld.

If our territory is to rely on anything further than transfer payments from the federal government, we must all work together for a YESAB that is procedurally fair, administratively sound and clear for any proponent – from mining to energy to tourism – before they enter the review process.

A YESAB that protects all Yukoners and the values we share and work together to uphold.

Social media is making our politicians more boring ‘The need to stay on message has produced a generation of politicians that could easily be replaced by a recording that plays a short list of sanitized talking points interspersed with the occasional predictable partisan jab set on repeat.’

s social media begins to mature there is a sense that the 2015 federal election was a new high-water mark for the number of unfortunate old postings by candidates and aides that surfaced over the course of the campaign.

Now that sites like Facebook and Twitter have been around long enough, more and more people – particularly those with a passion for politics – are accumulating a collection of statements they might want to take back, or at least in hindsight express in a more thoughtful and articulate manner.

In fact, an October Globe and Mail article entitled “Gaffes: When candidates accidentally tell the truth” catalogued no fewer than 20 candidates in the 2015 election who had old Facebook posts and tweets that came back to haunt them over the course of

the campaign. Some resigned, while others were disavowed by their respective parties.

It will be interesting to see if the phenomenon starts to migrate north for the 2016 Yukon territorial election. Yes, it is election season again in the Yukon and the candidacy announcements are noticeably picking up pace.

The governing Yukon Party holds 12 of 19 seats in the legislature, so it has the advantage of having a lot of people who are already known quantities. It seems likely that most of its incumbents will take a crack at another term so it has few empty ridings to fill.

The NDP and, to an even greater extent, the Liberal Party on the other hand have to deal with the challenge of putting forward some fresh faces before the next election later this year while doing their best not to muck up the party message.

The lead up to an election is a challenging time for party leaders who want to stay on script.

Leaders would prefer not to have to deal with any mavericks, so-called “bozo eruptions” and whatever skeletons might get dragged out of the closet.

And in a small jurisdiction with only 19 ridings every seat

counts. It isn’t like federal politics where giving up on one out of 338 potential seats is unlikely to be fatal and can be viewed as the cost of containing the damage.

At this early stage of the campaign there isn’t much that a leader can do. The reality is that under the Yukon Elections Act just about anyone who has reached the age of 18 is qualified for office. Anyone can hold a news conference and declare that he or she intends to seek the nomination of a particular party in a particular riding.

Whether or not the leader and party insiders want to be associated with a particular person and his or her views is a separate question. Even if potential candidates have managed their social media profiles, they often come to politics with baggage from years in the community or pet causes that may or may not be fitting with the agenda of the party.

The party will unavoidably (and unfairly) be tainted by whoever comes out of the woodwork.

While a party leader has the authority to veto a particularly candidate, the practice is viewed negatively by many. Before going nuclear the leader will typically take a wait-and-see approach

with fingers crossed that natural selection will take care of the problem.

But even if the party does a decent job vetting candidates and is willing to throw the occasional person under the bus, the Internet’s long memory is clearly making matters increasingly more complicated.

As profoundly cynical as it might sound, for a young person with hopes of a career in politics now is probably the time to start choosing your public pronouncements carefully – if you didn’t already blow it at some point in the past.

That was a lesson learned the hard way in the last election by a young Liberal candidate in the riding Calgary-Nosehill who was brought down by offensive comments she had made about the Israeli-Palestinian conflict on Twitter four years prior, when she was all of 17 years old. Her Conservative opponent, Michelle Rempel, gave her no quarter on account of her young age or the vintage of the tweets.

Yes, as much as I loathe the kind of bland, scripted political communication that we have become accustomed to, it seems to have evolved into an occupational requirement in today’s

politics. Those who excel at it seem to prosper.

It is too bad in a way. Yes there are offensive statements that legitimately disqualify a person from office. But the need to stay on message has produced a generation of politicians that could easily be replaced by a recording that plays short list of sanitized talking points interspersed with the occasional predictable partisan jab set on repeat.

Believe it or not, most politicians are not nearly as boring as they sound. Get one comfortable with the idea that what they tell you is truly ‘off the record’ and you often find a new depth. Many have independent thoughts of their own: a vision for government and society that goes beyond the mundane status quo, incrementalist policies in their platform, and ideas they’d love to have an opportunity to implement but realize would be political suicide to even mull over in public.

Put the smart ones in a setting where anything they say can be thrown back in their face, and you get to listen to them drone on with the same tired lines and platitudes.

Turning Yukon’s IT sector Orange

ix years ago, Martin Lehner was designing websites for local businesses out of a home office.

At the time, the co-owner of Orange Technology said, it wasn’t his plan to build a technical support company at all.

But then, a few clients started asking if he could fix their computers. And then they kept coming back for more.

“It wasn’t completely planned like that, but there was obviously a need,” Lehner said.

These days, Lehner and his business partner, Martin Lawrie, have their hands full. In the last year, they’ve acquired two other local IT companies – Mid Arctic Technology Services last July and Quest Computers at the end of January.

The two deals have more than doubled their client base, which now numbers upward of 150.

And they’re no longer working out of Lehner’s home. They now have an administrative office in Marwell and a retail

space at NVD Place on Fourth Avenue and Ogilvie Street.

Orange Technology provides all kinds of IT support for local businesses and non-profits.

That means they help companies manage desktop computers, servers, data storage and cloud backup, among other things. They also sell IP phone systems, which route phone calls over the Internet so that clients don’t have to pay for landline phone service.

Lawrie said he and Lehner started looking to grow their business a couple of years ago, after they realized that some northern businesses were hiring IT firms from Outside.

“IT support is always better if it’s local, so obviously there’s something in the industry that’s missing,” Lawrie explained. He said there were limited options for IT support services in the North, and with advancements in technology, it was getting easier for clients to look outside the territory.

“We realized that there’s probably a bigger opportunity in the space, and we started to get a little more aggressive in

our marketing,” he said. “We started to see more growth just from that.”

Lawrie and Lehner agreed that the biggest issue they face in Whitehorse is a lack of trained technicians. They said that’s been exacerbated by the fact that a two-year online course offered through Yukon College, called Northern Collaborative Information Technology, was cancelled in 2011.

The college says a one-year version of the course is still being offered under a different name.

“Even nationally,” Lehner said, “it’s hard to attract anybody who would be willing to move up here.”

That means Orange Technology often takes on employees with nothing more than highschool education and trains them on the job. Lehner said that process can take months.

“We’ve gotten to a point where we need to look at attitude and drive more than qualifications and education,” he said.

And after the technicians are trained, Lawrie said, they’ll often move to some of the “larger

players in town,” like the city or the Yukon government.

“And we start again with new guys. So that’s been a sore spot and it definitely impacts some ability to grow the sector here for sure.”

Those challenges could give pause to those who say the Yukon should diversify its economy through its IT sector.

“You can’t just decide that this is a sector that you want to be in,” Lawrie said. “It’s not like next year we can be an IT hub, by any means.”

He said the territory should focus on education, and should start teaching students about IT in high school, or even younger.

But both Lawrie and Lehner said there is potential for the Yukon’s IT sector to grow.

“It’s an industry that’s growing and will just continue to grow, between the Internet of things and all these things that we’re making smart – everything from fridges to washing machines to houses. There’s lots of opportunity,” Lehner said.

For the moment, Lehner

and Lawrie plan to spend some time sorting out all the new clients they’ve acquired. And they don’t have plans to take over the territory’s technical support sector anytime soon.

“For client satisfaction, choice is probably the most important piece,” Lawrie said.

They also have a legal battle looming. Northwestel has recently sued the company for libel, over comments Lehner made to local media about Northwestel’s service. Orange Technology’s defence statement claims that everything Lehner said was true.

Lehner and Lawrie said they’re not sure how the court case will affect their company.

But they said the Yukon is still a good place to do business.

“We have a quality of life that I would say is unparalleled,” Lehner said. “If I had the choice between living in Silicon Valley and here, I will choose to live here. Because I’ve been to Silicon Valley and I’ve seen the traffic. Forget that.”

and says when he started, most other people flying unmanned aerial vehicles wore military uniforms.

Today there are a whole range of outfits flying drones, from hard hats on construction and mining sites to headsets on the back lots of Hollywood blockbusters.

The Federal Aviation Administration announced earlier this month that there are now more registered drone operators in the U.S. than there are licensed pilots.

Amazon has plans in the works to use the unmanned flying machines to deliver packages, and companies across Canada are already using the machines to survey land, monitor wildlife, help search and rescue operations and more.

But the new technology comes with concerns. As drones have dropped in price and become increasingly mainstream, questions have bubbled up about safety and privacy, as the machines fly over backyards and into commercial airspace.

Eric Edwards of non-profit drone association Unmanned Systems Canada says there seems to be a misconception that rules and regulations governing use of the machines are vague. “They’re not. The rules are very clear,� Edwards says. “Whether you’re in the construction industry or the forestry industry, this is still aviation.

Transport Canada requires operators to get a special certificate in order to operate a drone commercially, he explains.

The agency is currently working on a set of regulations for operating all small unmanned aircraft, whether recreation ally or commercially, and has launched a public awayness campaign dubbed “know before

Schools are also beginning to educate people about the machines. The British Columbia Institute of Technology will launch a course this April to teach the basics of unmanned aerial vehicles.

The school already has a fleet of drones which are used by almost every department, says Chris Cambon, project lead for unmanned aircraft systems at BCIT. “Construction uses them, natural resources, geomatics.

Everybody but health sciences, and we could probably find an application for them, too,� Cambon says.

There has already been a lot of interest in the new course, Cambon says, not only from freshfaced students, but from experienced pilots looking to transition to new careers, too. “Young kids, old kids. I mean, how can you not love this technology?� he says.

The career possibilities for fledgling drone operators have grown exponentially in recent years, says Sweeney, as more and more industries begin using the machines.

Sweeney says he’s recently had calls from people who want to use drones to survey the inside of nuclear plants, and he’s heard the machines are being used to deliver mail in Europe and as life-saving flotation devices on Australian beaches.

He’s excited to see where technology and imagination will bring drones next. “Kids are going to start off playing (first person view drone) games and stuff like that. But it’s actually going to translate into a future career,� Sweeney says. “And that’s going to be awesome.�

Morneau’s calculations are based on an average projected oil price of $40 for 2016, down from $54 in the government’s fall update, and projected growth of 1.4 per cent, down from two per cent in the fall.

Finance says the fiscal projections are about $2 billion lower per year because recent developments have been accounted for, including the Liberals’ changes to the incometax brackets and Canada’s operations in the Middle East.

Ottawa also adjusted its deficit forecast for 2015-16 – a shortfall is now projected to be $2.3 billion rather than the previous estimate of $3 billion.

The fiscal downgrades are largely due to the combination of lower oil prices and weaker-than-expected growth in the United States and world economies, Finance said.

The government traditionally bases its fiscal predictions on the average forecasts of private-sector economists,

whom Morneau met earlier this month.

However, after crunching the numbers from the economists, Finance officials knocked about another $6 billion per year from the bottom lines in 2016-17 and 2017-18.

The department described the accounting move as an adjustment for risks that could arise from factors such as further disappointment in the U.S. economy or oil prices that fail to rebound as quickly as expected.

But the decision to show a bigger deficit forecast could also make it easier for the Liberals to score political points by beating expectations.

Monday’s release, less extensive than the government’s annual fall updates, comes amid numerous downgraded growth forecasts for Canada, which has been hit particularly hard by the steep slide in oil prices.

Morneau, who revealed the update at an event at an Ottawa community centre as part of his pre-budget consultations, is also scheduled to appear Tuesday before the

“There’s no question the times are tough right now for many Canadians across the country, and in that situation a less-ambitious government might see these conditions as a reason to hide, to make cuts or to be overly cautious,” he said.

“But our government believes strongly that the economic downturn makes our plan to grow the economy even more relevant than it was a few short months ago.”

Last week, the all-party committee fielded formal pitches from dozens of groups, including lobbyists, First Nations leaders and economists, on what they think should be included in the budget. Many of them called on the government to follow through with its spending commitments.

To help revive the economy, the Liberal government is counting on increased infrastructure investments, the tax-bracket changes to provide relief on the middle-income bracket and adjustments to child benefits Prime Minister Justin Trudeau recently acknowledged the Liberals would no longer fulfil their promise to keep the 2016-17 deficit under $10 billion.

He has also cast doubt on whether he would make good on his vow to balance the books within his four-year mandate – a headline pledge in the Liberal election platform.

His government has instead been emphasizing its other key promise to continue lowering Canada’s debt-to-GDP ratio during its mandate. Experts have said Ottawa could run annual deficits as high as $25 billion and still shrink that ratio.

Morneau also announced in his speech that Dominic Barton, a director from the consulting firm McKinsey & Company, will lead a new advisory council on economic growth.

The council will meet regularly with Morneau to advise him on policy actions on how to create conditions for longterm economic growth.

A snapshot of the past

A

s the world continues to move toward digital music, movies and photography, Anthony DeLorenzo is going against the tide.

The Whitehorse photographer has lugged his film cameras around since 2012, after going digital for several years.

He was recently shortlisted in a global photography competition, FotoFilmic’16, which is devoted to film and analog practices.

The final winners will have their photographs displayed in a travelling exhibit that will go to Los Angeles, Melbourne and Vancouver.

As vinyl records and board games continue to enjoy a resurgence in popularity, so does film photography.

DeLorenzo said he decided to give it a shot when he realized the art form wasn’t going to be around forever.

“I played around with it at first and then switched completely,” he said.

“I don’t even own a digital camera anymore, except for the one on my phone.”

Today he owns about a half dozen film cameras. His favourite is a large-format Speed Graphic that takes four-by-five inch photos, which he uses primarily for landscape shots.

With today’s smartphones and digital cameras, it’s become all too easy to snap and delete pictures at will.

A 32-gigabyte memory card can hold upwards of 10,000 pictures.

But with the Speed Graphic, as DeLorenzo explains, it’s all about being methodical and setting up the shot.

A typical roll of film only holds 24 exposures. DeLorenzo’s medium-format Fuji camera uses 15-exposure film.

“It takes a long time and I have to use a tripod with it,” he said.

“But the prints I make with it are the best.”

DeLorenzo built his own darkroom at home, which also doubles as his laundry room.

Through trial and error, he learned how to develop his own photos. Learning how to operate the cameras was difficult at first, he said.

“I’ve screwed up everything at least once,” he said.

“I haven’t loaded the film properly into the camera and into the development tank. I’ve ruined sheets of film by exposing them to light.

“But I’m getting more and more consistent.”

DeLorenzo takes his film cameras along when he goes on adventures. His favourite spot is the Carcross area, and especially Montana Mountain,

DeLorenzo carried close to 40 rolls of film during his 500-km trip. where he’s taken an interest in its silver mining history.

“I could happily takes pictures there and nowhere else, and be happy.”

For this competition, DeLorenzo submitted pictures that

were taken at Kluane National Park and during a trip he took with some friends to the Northwest Territories last summer.

He and three of his friends traveled over 500 kilometres as they paddled the Tsichu, Keele

and Carcajou Rivers before hiking the Canol Heritage Trail to Norman Wells.

DeLorenzo packed about 40 rolls of film for the trip and estimates that he shot an average of two to three rolls per day.

He kept his cameras in dry bags, often having to multi-task between adjusting the settings and making sure he wasn’t drifting into rapids, he said.

“It meant a lot of time in the darkroom when I got back but it was relaxing,” he said.

“It’s also surprising to look back at the images you took.”

One of the benefits of film photography, DeLorenzo said, is having a tangible record of the pictures he’s taken.

Technology isn’t meant to last forever – a simple knock on an external hard drive could destroy thousands of files.

“I go through the whole process of shooting the film, developing it and making a print,” he said.

“You feel like you’ve actually made a photograph there.”

DeLorenzo’s passion for film photography has even transferred to his family. In November, he and his wife Sierra had a son. They named him Kodak.

DeLorenzo will be making a presentation to the Whitehorse Photography Club next Tuesday evening at 7 p.m., at the Whitehorse Public Library, about shooting film in a digital age.

ukoners unfamiliar with the liveliness and warmth of Newfoundland’s kitchen parties may soon become acquainted with the famous tradition.

The Yukon Sourdough Rendezvous festival is hosting a concert on Feb. 27 dubbed East Meets North Kitchen Party.

Three acts will take the stage at Shipyards Park to replicate the makeshift jam sessions that unfold in kitchens, living rooms and basements across Newfoundland. Kevin Barr and Benjamin Boyd will be joined by Yukon band Celtic Tyde, as well as legendary fiddler Donnell Leahy.

It’s part of this year’s festival theme, “Rendezvous around the world,” explained president Reba Parris Beckett.

Since Leahy and his wife, Natalie MacMaster, were already headlining the festival’s fiddle shows, the organizers invited them to stay a bit longer to take part in one more concert.

“By virtue of who it was it was a natural fit,” Parris Beckett said.

“Our Saturday night tradition is to have a ramped-up, highenergy show. We asked them and they were down with it.”

The kitchen party will also feature some familiar maritime snacks including oysters, lobster rolls and seafood tacos.

Concert-goers, especially nonNewfoundlanders, will also have the opportunity to take part in a tradition known as the “screechin.”

The ceremony, similar to the Sourtoe Cocktail in Dawson City, generally involves taking a shot of Newfoundland Screech rum, reciting a short passage and kissing a cod.

The particulars of a screeching-in ceremony varies from pub to pub and from community to community.

This year, participants need to buy a membership to the Yukon East Coast Cultural Association in order to take part in it.

Members of the organization will be selling them on site, Parris Beckett said.

Whitehorse resident and YECCA member George Green will preside over the ceremonies, which ends with participants receiving a certificate and becom-

ing honorary Newfoundlanders.

Green started a Newfoundland Association in Faro when he lived there, explained Hiedi Cuppage, president of YECCA. “He even has his own original oath, to boot,” she said.

But participants won’t be kissing any cods this year. The husband of a YECCA member tried getting one during a recent trip to the Maritimes but it didn’t work out, Cuppage said. Green will be using a capelin instead, she added, “a real East Coast fish.”

Cuppage said the organization was thrilled when Rendezvous organizers approached it about being part of this year’s festival.

“Especially considering that we’re still a fairly new organization in town,” she said.

There will also be a do-ityourself photo booth set-up with a series of east-coast themed props – from fishing nets to sou’wester rain hats, she said.

The East Meets North Kitchen Party is sold out. It will be held at the Shaw Direct Entertainment Tent on Saturday, Feb. 27 starting at 9 p.m.

And, in the Yukon during Rendezvous, we have Charlie.

He is the four-time champion – the top dog, if you will – of Rendezvous’ one-dog pull.

Each year dogs from around the territory, in three different weight classes, test their mettle by pulling a sled stacked with bags of dog food 16 feet through the snow.

They’ve got to cover the ground in 60 seconds or less.

The dog that is able to pull the most food relative to their weight wins a trophy. Other prizes include a share of the chow.

When Charlie retained his crown last year the 130-pound rottweiler pulled 880 pounds of food at one time.

His owner, Fred Last, says Charlie is a friendly and gentle dog who just has “no reverse.”

“When he’s in a competition I have to hide him from the rest of the dogs because he gets so jealous when the others pull and he can’t pull,” Last says.

“He wants to do it.”

Charlie has won the heavyweight category of the Rendezvous event, for dogs that are more that 100 pounds, since 2012.

“He does what I tell him to do and he listens to me, not my wife,” Last says laughing.

Like the biped athletes we admire, Charlie trains to be at the top of his game as competition day approaches. In his case that means dragging tires around Last’s property off the Hot Springs Road. He started with a car tire in January and has since moved on to a truck tire, Last said.

Charlie had signs of athletic prowess from the moment he was born in Germany six years ago.

According to the breeder, Charlie was more than 50 per cent bigger than his brothers and sisters in the same litter, Last said.

“Normally they weigh about half a pound and he was 370 grams (0.8 pounds).”

He was so big that after delivering three puppies naturally, Charlie’s mom had to be rushed in for a C-section to get him out safely. He was followed by three more siblings.

From there, he just kept growing.

The plan is to defend his title again this year, Last says.

“Right now he’s feeling good and we’re going to be in it.”

few years back, Sharon Shorty left one of her Gramma Susie comedy routines with a wad of Scandinavian cash.

It was just before Rendezvous and Shorty’s character – a wisecracking Tlingit First Nation elder – was scheduled to be performing at an international circumpolar conference being held in the territory. Always eager to pick on politicians, she decided to incorporate Yukon Premier Darrell Pasloski into part of the show. When organizers heard about her plan to get him to stuff money into her garter, they were skeptical and said they would have to check with his office first.

“You guys do what you want, I’m still going to do it,” she replied.

The time came and Gramma Susie came down from the stage and plopped onto the premier’s lap. To the delight of the crowd, he went along with the gag and slipped in a few bills for her.

“All of a sudden, all of the other circumpolar VIPs started jumping up and they wanted to put money in my garter,” Shorty recounts. She needed to make it back to the stage to continue the show, but there were a crowd of dignitaries all wanting their turn to give her a tip.

“It was almost like a bidding war,” she says. “I can’t turn down 500 kroner!”

It’s a sort of mayhem that is welcome to Shorty. Not knowing what will happen next is all part of the fun, she says.

Looking back at the genesis of Gramma Susie, it only makes sense that hilarious unpredictability is a hallmark of the show.

Her first appearance about two decades ago at a solstice event had a script that never saw the light of day. At that time, it was Sarah and Susie, and both thought it would be a one-time event. A producer asked for a script, so Shorty wrote one up. They rehearsed, got their lines down, and stepped onto stage where Shorty says they

“We were just having so much fun being in the moment and seeing who was in the audience,” she says.

“The musicians kept laughing, so we thought, ‘Oh, we must be doing something right.’”

Behind all the antics and shenanigans, much of Shorty’s material serves to educate the audience in First Nations history and culture. Gramma Susie has a few stories about Whisky Flats, for example, where Shorty was born and raised. She also considers herself fortunate to be able to sit and listen to reallife elders in her community, and they will give her tips and ideas for upcoming shows.

“It is to have fun, but it’s also to educate and share,” she says.

“It’s about making my culture accessible to people.”

already left a lasting legacy, thanks to her combination of humor, audience engagement and deep respect for her roots.

Although she is still very much active, Gramma Susie’s outfit, cane, and suitcases are showcased in the Grand Hall in the Canadian Museum of Civilization in Gatineau, Quebec.

After many appearances around the globe, including New Zealand, Switzerland and Wales, Shorty gets to make another appearance on her home turf. Gramma Susie and Cash Creek Charlie will be hosting the fiddle show at the Yukon Arts Centre on Friday. But keep a sharp eye out, they may make other appearances.

“You never know, we might show up at the Rendezvous floats,” she says. “Depends if it’s cold out.”

2016 International Snow Carving Competition Organized by Whitehorse Snow Sculpture Association Local, national and international snow carving teams compete from Feb. 23–27. Judging takes place on Saturday, Feb. 27 at 10 a.m. to 2 p.m. with awards handed out at 3 p.m. on location.

Celebrate winter during Yukonâ&#x20AC;&#x2122;s s unique

ocal disc golfers will be trying for birdies and to help feed the hungry this Sourdough Rendezvous weekend.

The Whitehorse Disc Golf Association will host the WDGA Rendezvous Ice Bowl â&#x20AC;&#x201C; one of over 200 Ice Bowl tournaments across North America â&#x20AC;&#x201C; this Sunday. â&#x20AC;&#x153;The Ice Bowl is an event held every year in January or February with the mission to raise awareness of disc golf and raise charitable funds to combat hunger,â&#x20AC;? said WDGA president Ryan Norquay.

The Ice Bowl initiative was first started by the Kansas City Flying Disc Club out of Missouri in 1996. Since then it has grown to include clubs across North America and has raised over $3.1 million to feed the hungry.

Last year 238 Ice Bowl events took place, raising a record $344,184. “Throughout the year we’ve had great games between the two teams,” said Warriors head coach James Shaw. “One game one team wins, one game the other wins. We had a triple overtime game back in early February. So we had a pretty good idea this was going to be the match-up in the final.”

The Warriors’ only loss of the championship was to the Crusaders during the round robin, but they were fairly in control of things in the final.

After finishing the first quarter up by just a point, the Warriors expanded the lead to 28-19 by half. Warriors’ Ralph Hermosa made back-to-back blocks with one at the buzzer.

Going into the fourth at 40-28, Crusaders’ Josh Rumbaoa twice kept the Warriors’ lead to single digits with three pointers but the home team stayed out of reach.

Rumbaoa, who was named an All-Star, led his team with 23 points.

Hermosa led the game with 34 and was named league MVP. “It’s great. I wasn’t expecting it, actually,” said Hermosa. “They have a lot of stars on Vanier so it was really difficult for us, but somehow we got it.”

“Ralph had the best day today.

It was the battle between Ralph and Josh (Rumbaoa), who are probably the best two players in the league,” said Shaw. “Ralph played just a little bit better today and did a great job at facilitating his teammates, getting them open shots so they could score and have success.”

Warriors’ Rafay Magsi was second on the team for scoring in the final with 13 and was named an All-Star.

The Porter Creek Rams lost in the semifinal and came away with the bronze.

T

he Vanier Crusaders were guaranteed a gold medal before the tip-off on Saturday.

It was classmate versus classmate, teammate versus team-

mate, as two Vanier teams met in the Grade 8 girls gold medal game at the Yukon Basketball Championships at F.H. Collins Secondary School.

“Throughout the year we did everything together as a team,” said Crusaders head coach Stefans Jackson. “I told them beforehand it doesn’t matter who wins

the medal because everyone is responsible for getting that banner we’ll be getting for winning the Yukon champs.

“I told them today everyone is a winner.”

Vanier 2 took the gold with a 22-19 win over their Vanier 1 teammates.

The Vanier 2 team took the

lead midway through the first quarter on a jump shot from Juulia MacDonald at 7-6 and held the lead to the end.

But the game came within inches of going to overtime.

Vanier 1 pulled to within three points on a free throw from Emma Pater at 22-19 with under a minute left, and teammate Tara Magsucang almost drained a tying three-pointer with 10 seconds left.

“That would have been very intense,” said Jackson. “She’s made three-pointers in practice, which gave me hope it would have gone in.”

Vanier 2 went undefeated in the championship and reached the final with a one-point win over the F.H. Collins Warriors,

who took the bronze.

Alyssa Cuenza led the Vanier 2 team with eight points in the final while MacDonald had five.

Cuenza was named league MVP following the medal ceremony.

“I don’t think I’m the MVP,” said Cuenza. “All of Vanier, we’re all a team. There doesn’t need to be an MVP because we all played together and we all played well.”

n the closest final on the day, the Vanier Crusaders junior girls won the Yukon title without a point to spare.

The team narrowly pulled off a 51-50 win over the hosting F.H. Collins Warriors in the Grade 9/10 girls of the Yukon Basketball Championships on Saturday.

“We played them last night and beat them 70-50, so this game was way closer,” said Crusaders head coach Jane Londero. “I told the team, ‘Both teams want this, so you have to go out there and fight for every point.’”

The two finalist teams traded the lead through the first half and went into halftime tied 27-27.

The Crusaders, who went undefeated at the championship, eked out a one-point lead by the end of the third but fell behind briefly in the fourth quarter.

Down 47-42, the Warriors moved to within one with four

straight successful free throws from Dylan Massie. Massie then took a pass from teammate Emily Johnson for the lead.

The Crusaders took back the lead on an offensive rebound from Aleshia Kramer for 49-48.

“Aleshia was one of our posts and was fantastic under the net and was really using her height to her advantage,” said Londero.

“She was getting points all the time. This game was the first time there was someone the same height as her.”

Vanier’s KC Mooney then put in what became the winning basket on a pass from point guard Krysha Rubio.

Down 51-49, Massie drained her fifth straight free throw with 17.8 seconds on the clock before missing the second from the line.

With the Warriors in possession and the final seconds ticking away, Crusaders’ Abby Cuenza stole the ball mid court to seal the deal.

“We’re really proud of ourselves. We worked really hard for this and I think hard work

pays off,” said Cuenza, who was named league MVP. “I think everyone stood out, to be honest.”

Kramer led the Crusaders with 14 points in the final while Mooney had 12. Teammate Isabel Magsucang put 10 on the board and Cuenza six.

“She’s the most consistent player,” said Londero of MVP Cuenza. “When she goes for the basket we’re pretty sure we’re going to get the points. And she’s a very unselfish player.”

Massie led the game with 17 points in the final and All-Star Sheridan Curteanu contributed 13.

The Porter Creek Rams, the defending junior girls champs, took the bronze.

“It feels really good. We worked hard all season and it feels good to have the win at the end of the season,” said Peterson.

“Everyone on the team is a hard worker and it’s just a strong team overall. Good defence too.”

The Rams took a 37-27 lead into the fourth quarter in Saturday’s final, but the Crusaders weren’t ready to give up. Vanier tied the game 43-43 on a pair of free throws from Sebastian Cuenza. The Rams pulled away again with baskets from Seth Carey and Scarff – both putting in their own rebounds – to make it 47-43.

Following a drive to the net by Chris Sabio for Vanier’s final basket, a fast break from Peterson to Carey gave the Rams all the breathing room they needed.

“The difference today is they played solid defence for three quarters,” said MacDonald. “They let

he Porter Creek Rams junior boys have an extremely lopsided season record.

They won seven straight games to finish the season undefeated and capture the Yukon title.

Not bad for a school that tends to have more success in volleyball

than basketball.

“We’re not known for having great basketball players at our school,” said Rams head coach Paul MacDonald. “We have great athletes and kids who work hard. Some of the kids who go to Vanier and F.H. (Collins), they live basketball.

We don’t really. They live sports and play basketball because we’re here.

“They make a commitment, they

don’t miss practice, they work their butt off.”

The Rams capped their unblemished season with a 52-45 win over the Vanier Crusaders in the Grade 9/10 boys final of the Yukon Basketball Championships at F.H. Collins Secondary School on Saturday.

The team will likely be hard to beat next season. Four of its five starting players are in Grade 9, in-

them back in (in the fourth). Vanier has exceptional talent with ball handling and getting to the basket … I knew the push back was coming because they are a great team and coached well.”

Peterson led the game in scoring with 25 points and Scarff added 10.

Sabio was the Crusaders’ top scorer with 14 while Cuenza was second on the team with eight.

“We got a little worried and frantic when they were catching up there, but we refocused and got back together,” added Peterson.

Vanier’s No. 2 team took the bronze for 9/10 boys.

Mustangs prep for provincial with Edmonton road trip Tom Patrick News Reporter

T

he Bantam Mustangs weren’t able to find one last tournament to enter before the B.C. championships, so they did the next best thing.

The Yukon rep team instead hit the road for exhibition games in Edmonton, Feb. 12-14.

“We wanted to get one more tournament in, but we just couldn’t find anything,” said Mustangs head coach Kirk Gale.

“This worked out well for us. We got five games in over a weekend when we can usually only get four.”

The Mustangs faced three teams in five games and came away with two wins.

They won their first two games before fatigue and injury took its toll.

The team travelled with just eight forwards, four defence and played the last three games in a span of only 18 hours.

“That’s a lot of hockey,” said Gale. “And then one of our forwards – Bryce Anderson – ended up pulling a muscle in the second shift of the first game and he was done for the trip.

So that just left us with seven forwards.

“He’s one of our top players, for sure.”

While Anderson’s road trip was cut short, he did manage to make a mark. The forward notched the first goal of the trip in a 3-2 win over the Seera Icemen. He was assisted by Isaac Williamson and Josh Austin.

Forward Josh Zacarelli added the next, from Wyatt Peterson and Oscar Sawicki, and Austin got the game winner from Williamson and Saul Gale.

The Mustangs then downed the NWZ Outlaws 5-4. Forward Eric Potvin scored twice and had an assist and Williamson had two goals – including the game winner – and two assists.

Austin got the first goal and assisted the game winner with defenceman Liam Hudson.

Peterson, Saul and Aimery Barrault also had assists in the game.
