A unified voice

Comox Valley Development and Construction Association

It strives to provide a single unified voice for developers and builders on matters relating to development.

Such is the goal of a registered organization — the Comox Valley Development and Construction Association — which represents builders, contractors, surveyors and architects, among others.

The group — formed Aug. 18 — held its first business meeting in September.

At this point it consists of 20-plus members.

“Our members represent a significant portion of the Comox Valley economy,” said chairman Murray Presley, a former Courtenay councillor.

He feels better communication is needed between the association, municipal staff and Valley politicians to deal with issues such as DCCs (development cost charges), which affect housing affordability.

presentation. Mayor Larry Jangula anticipates the group will go a long way to help streamline processes at City Hall. Coun. Doug Hillian hopes the association will consider creative solutions to help densify the downtown core.

Presley has also addressed Comox and Cumberland councils, and the Comox Valley Regional District.

“For the most part response was quite favourable.”

He hopes to meet regularly with CAOs and staff at each Valley municipality to improve the communication dialogue and working relationship.

One of Presley’s concerns is the time it takes to secure approvals.

“We must be able to work at trying to improve it. My concern is if you tell me it’s going to take three months or six months to get a rezoning or a development permit, that’s fine. But don’t tell me it’s going to be three or six months and it turns out be 18 months. Because developers and contractors need some certainty. They’re taking the risk and putting money up. If you line everybody up because you’re supposed to be getting the permit in three months, and you price your building out based on that, and you’ve lined up sub-trades and everything else, and then you don’t get the actual approval for 18 months, it can be really costly.”

He notes, however, that local governments are not to shoulder all the blame — a lot has to do with developers not taking extra time to provide a proper proposal and to obtain all the necessary information.

“Once they do that, they should be able to feel comfortable that local government will move fast on the approval process,” Presley said.

He credits Courtenay for working to improve the development process at City Hall. ‘”I’m certainly encouraged by that.”
