Councillor seeks boat program Saanich winter boat removals up to $50,000 Travis Paterson News Staff

In the wake of the laborious and costly removal of the 40-tonne concrete hulled Pacific Sun King by Saanich staff, Coun.

Judy Brownoff says now is the time to raise the alarm for federal program that deals with derelict and abandoned boats.

This winter alone, Saanich has already spent $50,000 to remove derelict and abandoned boats in the Gorge Waterway and Cadboro Bay Beach.

And that doesn’t include staff time, added Brownoff.

“With climate change we’re getting bigger winds for longer periods of time [causing more wash-ups],” Brownoff said at a Feb. 15 council meeting. “Colleagues, it’s time. We can’t afford this (derelict boats) anymore.”

It’s not the first time Brownoff has been down this road. In previous terms Brownoff was part of an attempt to bring the federal government on board.

In her most recent report, which council voted to move forward with, Brownoff outlined a plan to re-introduce the issue at the 2016 Convention of the Association of Vancouver Island and Coastal Communities. From there the goal is to advance the issue to the Union of British Columbia Municipalities and Federation of Canadian Municipalities.

Too many times Saanich taxpayers have been left on the hook for beached, or sinking vessels that are abandoned, she said.

Generally, it’s the cost of restoration that causes owners to walk away from the boat.

Though there was a catamaran removed from Curtis Point in the Gorge Waterway a few months ago, this year Cadboro Bay beach has been an area of focus for Saanich.

A particularly high number of wind storms forced many boats ashore. Some were immediately rescued by owners before they could incur damage. Others were left to rot, such as the 25-foot wooden boat that was responsible for spreading dozens of hypodermic needles along Cadboro Bay beach in November.

“Cadboro Bay is a place people want to moor because it’s free,” Brownoff said. “I talked to a tug boat operator who said the bottom of Caddy Bay can’t hold an anchor, and it gets big wind.”

Among the suggestions are an “end of life vessel disposal program” that is sustainable and protects the environment.

Brownoff wants to urge the federal and provincial governments to proceed with

the recommendations from a 2012 Transport Canada Study that would establish an “Abandoned and Derelict Vessel Program” funded through fees that come from vessel purchases, registration, insurance and moorage.

Similar programs now exist in Washington and Oregon.

“Most boats are over 30 years old,” Brownoff said.

One problem is when owners pass failing boats on for little or no money to people who are living within certain means, and are unable to afford the rescue of the boat.

“If we could get boat owners to pay a flat fee (for a derelict boat program), they could get a (license) sticker,” Brownoff suggested. ”If the Coast Guard sees no sticker, it gives them a fine.”

A recent private member’s Bill C-219 was given first reading in the House of Commons. It would designate the Canadian Coast Guard as a receiver of wrecks, which is placing “assumed onus” on the Coast Guard, said Brownoff’s report.

The province does have a Product Stewardship Program that collects eco fees at the time of purchase for certain products, which could be a potentially transferrable model. reporter@saanichnews.com

After a three-year hiatus, the World Cups Youth Soccer Festival is returning to Lochside Park in Saanich.

The World Cups festival is a threeday spring tournament started in 1986 with six-a-side soccer, initiated and stewarded by Cordova Bay Soccer Association’s Frank Leversedge.

It runs Easter weekend, March 25 to 27, at Lochside Park in Cordova Bay for youth in divisions U-7 to U18.

Peggy Leversedge remembers the magic of soccer in Canada when the World Cups festival started. Greater Victoria boasted a trio of players, Ian Bridge, Jamie Lowery and George Pakos, on Canada’s 1986 World Cup team. Although from Vancouver originally, longtime UVic Vikes coach Bruce Wilson was the captain of that team.

“It was a great time for Canadian soccer here in Victoria especially, which made a wonderful reason to start the World Cups festival,” says Peggy, who moved to Canada from England with husband Frank in 1970.

Frank died in 2009 after many great contributions to Cordova Bay soccer including Frank’s Field, the 2009-built artificial turf at Lochside.

The World Cups Youth Festival continued until 2013 but without Frank, and with Cordova Bay joining Gordon Head soccer to create Saanich Fusion, the tourney seemed to get lost in the shuffle, says former UVic Vikes player and festival chair Dom Butcher.

“World Cups really was Frank’s gift, it brought people together,” Butcher says. “The best part was always the way it mixed fun with soccer. You are assigned to a team [a country that played in the last World Cup], and even though its called the World Cup there are no trophies, it’s all about fun.”

Players are placed individually on a ‘national team’ and in doing so, the players make new friends, Butcher said.

“The emphasis is on on friendship, fun and community,” Butcher added.

Cut-a-Thon cuts for a cause Jacob Zinn News Staff

For the third year in a row, a Saanich salon is raising money – and hair – for children who need it.

On Monday, Feb. 29, Lizzy Lee & Me in Shelbourne Plaza is hosting its third annual Wigs for Kids Cut-a-Thon, a charity haircutting event to support children who have lost their hair and would benefit from a wig. All of the proceeds are donated to Wigs for Kids, a non-profit organization that designs wigs from natural hair for children suffering from hair loss.

The cause is near and dear to Lisette Scabar, owner of Lizzy Lee & Me and a cancer survivor two times over.

“The first time I was diagnosed, I was age 20 and living abroad,” she said. “I returned home to reside with my mother while undergoing intensive chemotherapy and radiation. In just a few weeks I lost my hair.”

“My mom took a leave of absence from work to look after me, (and) as a single mother of three kids, things were tight. I remember it was a real struggle to come up with the $800 that was needed if I was going to purchase a wig, and this was the subsidized rate.”

Ponytails snipped at the cut-a-thon will be used to construct custom-fitted wigs for patients of B.C. Children’s Hospital and Wigs for Kids. It takes approximately 15 to 20 ponytails to create one wig.

Facts missing for environmental bylaw A group of Saanich residents are patiently waiting for Saanich council to update the Environmental Development Permit Area bylaw.

During two well attended Saanich Town Halls (the last being Feb. 11), Coun. Colin Plant reported that 114 residents spoke and more than 600 people attended.

The last Town Hall needed the Field House of George Pearkes Recreation Centre to ensure enough space, as many residents were turned away at the previous session at Garth Homer.

Credit council, who listened to residents air their concerns whether based on fact, or speculation, from 6 p.m. to 11 p.m.

Following the Feb. 11 Town Hall, Plant’s comments that he would consider amendments to the current bylaw were echoed in local media, suggesting council was leaning that way.

But those are not the words of all of council.

Among the claims that the EDPA is unfair are unproven allegations that properties in question are losing value.

B.C. Assessment Association reported 98 Saanich homes sold in 2015 that fall within the Environmentally Sensitive Areas map.

What’s still missing is a source to prove to the B.C. Assessment Association that the properties are indeed selling at a discount due to the EDPA. It’s possible.

At least one real estate agent said so.

And Larry Trupp certainly believes his family’s Maywood double-lot sold for a $200,000 discount. But none of the sales B.C. Assessment checked into actually included a mention of the EDPA. B.C. Assessment is now in the appeal process with about 35 Saanich landowners who cite the EDPA as having a negative impact.

Count the Saanich News among those interested in hearing the results of the B.C. Assessment appeals and of the upcoming Saanich council session that will debate the next step forward, if there is one.

sion is not a history book. It may not detail facts or figures or statistics, but it conveys something else – emotion.

And it’s that emotion, coupled with a message, such as the experiences of the Jewish people and the importance of ending hatred, which holds a power all of its own.

Instead of just hearing the message, you feel it, because as Gary so eloquently explained, music is a universal language. All you have to do to understand it is wait for it to approach you.

Delayed Glendenning parking ban review lacks framework suspending the parking ban for the duration of the review for two reasons.

Firstly, in my opinion, senior management has never provided substantive justification for their unilateral imposition of the parking ban without input or discussion by park visitors.

Secondly, a large number of park visitors are still very angry about the ban.

During their subsequent debate, council declined to reconsider the original decision by management.

However, much to their credit, both Mayor Richard Atwell and Coun. Colin plant did protest the lengthy 14 month delay between the original presentation to council and the

estimated presentation of the final report in approximately December 2016.

So, at this point, if you’re a park visitor whose routine has been inconvenienced and disrupted by the ban; well, sorry, but you’re just out of luck.

And if you think the interests, needs and concerns of residents should take precedent over the protection of senior managers; well, so sad, too bad.

However, if you do believe council is truly accountable to the people, then there’s a bit of good news.

It’ll be here in the blink of an eye.

B.C. Transit originally asked for opinions on three options, and then proceeded ahead with a fourth option.

Right now, my teenage son travelling from Claremont secondary school to our home at Wilkinson and Interurban can use a $1.50 student ticket and then transfer at the Royal Oak exchange.

Total cost $1.50.

Under the changes my son will have to pay $2.50 for a two kilometre bus ride to Royal Oak exchange, and then pay another $2.50 for the remaining 2 km.

Total cost $5 for a 4 km bus ride for a student.

Shouldn’t B.C. Transit be trying to encourage people to take the bus.

For $5 it is cheaper for me to drive and pick him up.

At the Saanich council meeting on Jan. 15, the parks department sought further direction from council for the proposed Mount Douglas Park parking review.

The department’s report to council estimated an eight to nine month review period, with a tentative reporting date of November 2016.

At the meeting, I spoke on two issues.

The first issue addressed was the lack of any apparent framework for the proposed methodology: no context; no vision; no objectives; no nothing.

But council seemed happy enough, so we’ll just have to wait and see how that turns out.

Phantom of the Opera

The Phantom of the Opera may contain the most prominent masked man in modern theatre, but it’s the man behind the mask and everyone behind the scenes who are making the latest St. Michaels University School production a masterpiece.

The SMUS performing arts departments are doing four showings of the 1986 Andrew Lloyd Webber musical at the McPherson Playhouse from Feb. 25 to 27, retelling the haunting tale of Erik, the Phantom, in his pursuit of opera singer Christine Daaé.

“It’s just a wonderfully gothic, dramatic story about love, betrayal, obsession and musical genius,” said SMUS theatre director Ian Collett.

“We’re very committed to a large musical theatre program that includes all the students from all the different performing arts course across the school,” he added, noting the play includes 51 actors, 42 orchestra members, 15 technicians and five to 10 costumers.

Collett said the students were inspired to perform Phantom after some of them saw the production on tour in Seattle.

“We got a hold of where the rights were held and we asked if we could have permission to do it, and it was given,” he said. “It’s the first time it’s ever been performed, I believe, in Victoria at the McPherson or Royal theatres, and we’re just fortunate as a school that we’re able to be there.”

Grade 12 student Ethan Otto portrays Erik, the eerie (if not misunderstood) Phantom, who kidnaps his love interest Daaé and terrorizes the Paris Opera. For the high school senior, it’s a role he’s looked forward to for a long time.

Including public in financial plan suffers setback Saanich’s goal to bring a better public engagement process into the annual financial plan has been put on hold.

A recent staff report, as ordered, included suggestions as to how the public might be better included in the process and also recommended $74,000 for additional consultation and $20,000 for graphics and design.

But the $94,000 worth of items were not voted on. Instead, council voted for the concept to be reviewed by the Finance, Audit and Personnel standing committee.

“I think we all want to see the budget change but I don’t think we’re there yet, so I’m a little hesitant,” said Coun. Vic Derman, who brought the concept of better public engagement within the financial plan to council in 2014. “This must be frustrating for [staff] to go down a particular course until council decides what changes we want to see.”

The genesis was to better include the public throughout the financial plan, which ends up coming forward as a “draft’ budget that has very little wiggle room, said Derman at the time.

New standards coming for pet breeders The B.C. government was working on new standards for commercial animal breeders before 66 neglected dogs were seized from a puppy mill in Langley.

Agriculture Minister Norm Letnick said ministry staff began consultations with the B.C. SPCA, veterinarians and commercial breeders in January, and that will continue this month.

North Vancouver-Seymour MLA Jane Thornthwaite has proposed legislation that would set a maximum of three litters in three years for each mother animal, a lifetime maximum of six litters and a requirement to wean puppies or kittens onto solid food by seven weeks of age before they can be sold.

Letnick said he was shocked as were many others at the conditions of the Langley kennel, where 32 adult dogs and 34 puppies were seized on Feb. 4. Some had broken bones, missing ears or eyes infections, dental disease, severe matting, burns from urine exposure and overgrown nails.

“There is no place in British Columbia for treatment like that to our animals, and that’s why in 2011 we adopted the toughest penalties in the country, [up to] two years in jail and a $75,000 fine if you’re found guilty of mistreating any animal under any conditions,” Letnick said.

B.C. is preparing to make it easier for seniors to stay in assisted living longer before moving to residential care.

Health Minister Terry Lake said amendments will be presented in the current legislature session in response to recommendations by Seniors’ Advocate Isobel Mackenzie.

“One of the things she has found is that sometimes people are inappropriately placed in residential care when they could be in assisted living longer.” Lake said. “We have somewhat rigid regulations around who can stay in assisted living before they have to move on to residential care.”

Mackenzie’s January report also found that home care worker hours declined in 2014-15 in three of five health regions, Northern Health, Vancouver Island and Vancouver Coastal, despite increasing senior populations.

She said reductions in meal preparation, bathing and housekeeping can also lead to seniors moving from their homes to care facilities.

B.C. pitches power sales to Alberta With industrial power demand down and a third dam under construction on the Peace River, the B.C. government is hoping to sell hydroelectric power to Alberta to help it shift from coal to renewables.

B.C. Energy Minister Bill Bennett pitched the idea to federal Natural Resources Minister Jim Carr this week, seeking federal infrastructure funds to help build a second electricity grid connection between the two provinces.

That would cost $1 billion, but would provide backup power for solar and wind projects that Alberta Premier Rachel Notley has indicated she would like to build there.

Notley’s government has indicated it wants to phase out coal-fired power by 2030, substituting natural gas and renewable sources to reduce greenhouse gas emissions.

First Nations grad rates still not high enough: advocate John McKinley Black Press

A rich smell of cedar seeps through the expansive foyer of Ladysmith Secondary School.

Rough-hewn planks bound to posts form walls and floor as a traditional Coast Salish house begins to take shape. Students pore through textbooks and chat about teenage interests.

The house will be home to a two-year education project centred around a master carver John Marston called Nutsumaat Syaays, or Working Together as One. It is a manifestation of a welcoming process occurring behind the scenes that is quietly powering one of Vancouver Island’s most significant education stories. In a trend being repeated in many school districts across the Island, First Nations students are graduating in numbers unheard of a generation ago.

“It brings our culture into our school,” Ladysmith student Brittany Elliott said.

Student members of the Cowichan and Stz’uminas First Nations are actively involved in the school, either through academics, sports or a leadership role.

Each is on track to graduate this spring.

According to a report commissioned for the Assembly of First Nations chiefs, Canadian indigenous students were graduating high school at a rate of about 36 per cent just seven years ago — exactly half the overall national graduation rate.

In December of 2015, the provincial government announced B.C. aboriginal completion rates had capped five years of steady improvement with a record high of 63 per cent.

The Port Alberni, Comox Valley, Qualicum and Sooke school districts all matched or exceeded the provincial rate last year. Nanaimo, Campbell River and Victoria missed the cut, dropping to 58, 51 and 60 per cent respectively, but that was after each posted rates of 64 per cent in 2014.

Saanich School District 63 posted one of the lowest rates of the study, dropping to just 27 per cent in 2015, far below the provincial overall average of 86. The average completion rate for First Nations across B.C. in 2015 was 63 per cent.

Chris Beaton is the executive director of the Nanaimo Aboriginal Centre, an independent First Nations service and advocacy group.

“Our vision is to support the vision of 100 per cent graduation,” he said. “...It’s trending in the right direction, but there is still a long way to go. I would challenge you to find anyone who is happy with the pace.”

Beaton supports the work being done by local schools, but says there is another element that has to part of the solution: community support outside the classroom. With only 20 per cent of a child’s time spent in the classroom, it is essential we address what is going on in the other 80 per cent of their lives. Poverty, lack of skills training, food insecurity — getting your homework done can become secondary when your family is struggling to keep a roof over its head and food on the table. john.mckinley@blackpress.ca

Get a head start on tax season

T

he dawn of a new calendar year often marks the end of the sometimes hectic holiday season. This time of year marks a return to normalcy for many families, as the kids go back to school and parents return to work.

The beginning of January also serves as a great time to start preparing for tax season. While the deadline to file returns may be several months away, getting a head-start allows men and women the chance to organize their tax documents so they aren’t racing against a deadline come April. The following are a handful of ways to start preparing for your returns now.

• Find last year’s return. You will need information from last year’s return in order to file this year, so find last year’s return and print it out if you plan to hire a professional to work on your return.

• Gather dependents’ information. While you might know your own Social Security number by heart, if you have dependents, you’re going to need their information as well. New parents or adults who started serving as their elderly parents’ primary caretakers over the last year will need their kids’ and their folks’ social security numbers. If you do not have these numbers upon filing, your return will likely be delayed and you might even be denied potentially substantial tax credits.

• Gather your year-end financial statements.

If you spent the last year investing, then you will have to pay taxes on any interest earned. Interest earned on the majority of savings accounts is also taxable, so gather all of your year-end financial statements from your assorted accounts in one place. Doing so will make filing your return, whether you do it yourself or work with a professional, go more quickly.

The earlier you book your appointment, the more likely you are to get a favorable time for that meeting. In addition, if you have gathered all of the information you need by early February, then booking your appointment early means you can file earlier and receive any return you might be eligible for that much quicker.

“I auditioned for The Sound of Music with VOS. I didn’t get the role I was going for – I didn’t think I would – but that summer, their youth branch gave me a call and said, ‘Hey, we need some guys to be in the show, we’re doing Les Mis.’ “I audition the first day of rehearsals, thinking I’m going to be chorus, and they offered me the part of Jean Valjean. That was the first lead I got and it really kickstarted me from there.”

For Jackson Minnick, judo is about improving yourself.

“I like how it’s an individual sport; you can control the outcome entirely,” he said.

Next week in Penticton, Minnick, 15, will compete for a second time in the B.C. Winter Games, a scenario he said puts him at a slight advantage since he’ll know what to expect.

“I’m really competitive and I like to win all the time,” he said, noting that he isn’t taking the competition lightly.

Equally important to the physical training is the mental aspect of the sport, Minnick said, adding that he is preparing by using visualization exercises.

While judo is an individual

sport the support of others, especially coaches, is crucial, he said. “You rely on your teammates in the club to improve. I wouldn’t go anywhere if I didn’t have the people to teach me.”

The Grade 10 Belmont student is one of 18 judoka competing for the Vancouver Island-Coastal zone at the Winter Games, six of whom are from Greater Victoria.

Colwood resident Jake Grant, 14, is a first-time Games competitor. He is “looking forward to the trip to Penticton and seeing a lot of people from B.C.” Half the fun of competing, he said, is catching up with peers from different areas. While making new friends adds to the experience, it’s also about seeing different competitors grapple and learning new styles of fighting.

ning or losing. I’m just really excited to go against a lot of people from across B.C. and have a lot of fun,” he said.

Grant trains two to three times a week and takes part in additional training clinics whenever possible. He called qualifying for the Games an “empowering” experience and agreed about the importance of being supported while on the mat.

Saanich’s Jeremy Grant, Jake’s older brother and the father of team member Max Grant, joins the group as an assistant coach for the Island team.

“Often in judo we have a very diverse age group,” he said. This competition gives the athletes a chance to train and compete against peers in their age groups, which can sometimes be a challenge, he added.

Rhythmic gymnast ready to go Travis Paterson News Staff

At just 10 years of age, Michaela Brennan hasn’t known a life without rhythmic gymnastics.

Brennan is a Rogers elementary student who lives in the Glanford neighbourhood. She’s been training and performing with Victoria Rhythmic Gymnastics for seven years and is now experiencing the sports’s competitive side as she heads to Penticton for the 2016 B.C. Winter Games, starting Feb. 24.

“I’ve performed a lot but I haven’t competed, the competition part of the sport is new for me,” Brennan said.

Brennan will compete in four events doing a ball routine, hoop routine, freestyle and as part of a four-person team. She’s one of four members representing the Island with her club, which runs out of Shoreline middle school.

“I love rhythmic gymnastics because I can put on so many personalities,” Brennan said.

The B.C. Winter Games brings many firsts for Brennan, including her first time travelling to a competition without mom.

“It’s exciting we will stay on our own, no parents,” said Brennan of the Games’ high performance model. “Plus it’s some of my best friends that I’m travelling with.”

The Games is a chance for Brennan to show off the results of her training, seven hours per week including a four-hour session on Saturdays.
