The City of Quesnel Fire Department is in urgent need of new members. If you are able to volunteer a few hours a week, have a willingness to learn and train, are ready to give back to your community, then please consider joining the Quesnel Fire Department.

Presently the Fire Department has 31 volunteer members with five full time staff members responding from three fire halls. The downtown hall has 15 members, Red Bluff hall has 15 members and the West Quesnel hall has six members.

A healthy number for the Fire Department would be 40 volunteers and five full time staff which would give us 15 members per hall.

With only a hand full of new members joining in the past few years and a number of members leaving

due to work, personal reason or simply retiring, the Quesnel Fire Department is starting to feel the effects of not having sufficient members available to respond to emergencies. This is particularly true with fire hall number three located in West Quesnel. This particular hall went from having 11 responding members at the start of 2015 to our present manning of six members. So if you would like to do something important for your community and are willing to take on a challenging opportunity, being a volunteer fire fighter may be the right opportunity for you.

Kersley isn’t giving up without a fight Kersley elementary school parents, family and supporters were out in front of the SD28 offices on North Star Road with signs protesting the closing of Kersley elementary school as a cost-cutting measure by School District 28 board and administration. The Kersley supporters have fought vigorously to prevent the closure.

Two other schools, Ecole Baker and Parkland, are also slated for closure this year. A final decision is expected by March 30 and the schools in question, if slated for closure, will shut their doors for good at the end of June.

COFI applauds lastest provincial budget

Forest management, rural development and long-term market access enhanced The Council of Forest Industries (COFI) congratulates the B.C. government’s tabling of its fourth consecutive balanced budget today. The budget provides critical funding to enhance forest management, rural development and longterm market access.

“The government is making an important contribution to enhancing future forest health in B.C. through the establish-

ment of a new $85 million fund,” Susan Yurkovich, President and CEO of COFI said.

“The fund, to be administered through the new Forest Enhancement Society, will result in improved wildfire prevention and mitigation through forest fuel management, reforestation and habitat restoration.”

“This is an opportunity we are pleased to be exploring in partnership with the Province.”

Since 2002, the Power Pioneers have presented their annual Community Service Award that recognizes young people who dedicate a significant amount of their time and energy to volunteering in their communities. Each year 20 service awards are handed out to deserving recipients in 20 regions of B.C. Available to fulltime students, 18 years or younger who maintain a passing grade, this $1,000 service award rewards community service and volunteer time.

Everyone knows someone who gives freely of their time, cares about the welfare of others and is a bright and valued member of the community.

Encourage them to apply for this service award.

There’s an application form and applicants are required to describe the outstanding contributions they’ve made to their community for a considerable amount of time or a one-time project that the applicant initiated, organized and contributed to significantly. This community service must also be without remuneration (financial or other compensation) for services provided.

Applications forms are available from school counsellors, other outlets where students frequent and online at powerpioneers.com.

Although school is an obvious choice for the use of this service award, recipients may choose how they wish to spend their $1,000 award.

NOTICE TO ELECTORS OF AN ALTERNATIVE APPROVAL PROCESS TO AUTHORIZE A LOAN FOR A NEW PUBLIC WORKS FACILITY MORE INFO ON WWW.QUESNEL.CA This notice is the first of two notices to advise electors in the City of Quesnel of the intention to adopt City of Quesnel Public Works Loan Authorization Bylaw No. 1786 of 2016. The purpose of the bylaw is to borrow an amount not to exceed $10,000,000 to finance the cost of a new Public Works Facility that will be repaid over a period not to exceed 30 years. It is estimated that the borrowing will result in a tax increase for the average residential property of $26.17 per year. It is anticipated that other costs will be reduced that will offset this tax increase. The new Public Works Facility will replace the current old and decrepit facility that is located within the 200 year flood plain. A copy of Bylaw 1786 and a summary of the proposal are available from the local government’s offices during each business day of the week between 8:30 a.m. to 4:30 p.m.

Note: Only one non-resident property elector may sign an elector response form per property, regardless of how many people own the property; and, that owner must have the written consent of a majority of the other property owner(s) to sign the response form on their behalf. An eligible elector can only vote once/Alternate Approval Process. (See Form 2-8) Property owned in whole or in part by a corporation does not qualify under the non-resident property elector provisions.

The number of elector responses required to prevent the local government from proceeding unless a vote is held is estimated to be 723. A report respecting the basis on which this determination was made is available upon request from the local government.

Elector responses are required to be submitted to the local government on forms that can be obtained during regular business hours from City Hall located at 410 Kinchant Street. The form can also be downloaded from the City of Quesnel website at: www.quesnel.ca. The only elector response forms that will be accepted by the local government are the ones provided by the City of Quesnel, or an accurate copy of the form.

Eligible electors wanting to indicate their OPPOSITION that Quesnel City Council may NOT proceed with the proposed City of Quesnel Public Works Loan Authorization Bylaw No. 1786 of 2016 may submit one Electoral Response Form until 4:30 p.m. April 4, 2016 at City Hall, via facsimile 250-9917496, or via email to alternativeapproval@quesnel.ca.

Only electors of the City of Quesnel are eligible to sign the elector response forms. There are two types of electors – resident electors and non-resident property electors.

Resident Elector: When signing an elector response form, a resident elector must: be 18 years of age or older; be a Canadian Citizen; have lived in British Columbia for at least six months immediately preceding voting day; have lived in the City of Quesnel for at least 30 days

Resident electors signing the elector response form must provide their name and address.

Non-resident property electors must provide their name and the address of the property in relation to which they are entitled to register as a non-resident property elector. The local government will not share the information on the form with anyone other than the Corporate Officer, or other person designated by the Corporate Officer.

B.C. Chambers of Commerce happy with balanced budget Chambers of Commerce from across the province congratulate the B.C. government for tabling a fourth consecutive balanced budget.

The 2016 budget combines on-going fiscal discipline, including a continued focus on repaying operating debt and a number of forwardlooking initiatives strongly advocated for by the BC Chamber network, such as the creation of a Tax Competitiveness Commission and the BC Prosperity Fund, to support future economic growth.

“While this budget is anything but flashy, the Chamber is pleased the government heeded our advice and is implementing strong forward-looking initiatives, such as the Commission on Tax Competitiveness, which will give additional fiscal flexibility to deal with challenges facing business like tax competitiveness,” Jon Garson, president and CEO of the BC Chamber of Commerce, said.

“This commission is timely because we need to start looking at broader tax reforms and not only further tax reductions.”

Budget 2016 forecasts a $377 million surplus for 2015/16, with a further surplus of $264 million in 2016/17. Budget 2016 includes over $1.8 billion toward

paying down the operating debt.

Budget 2016 also includes several modest initiatives to support further economic development across the province, including: a Rural Dividend Program to strengthen and diversify rural economies, new money for highway maintenance, and further extension to the Mining Flow- Through Share tax and the Mineral Exploration tax credit measures, and another increase to the Small Business Venture Capital

tax credit.

“The Chamber has consistently called on government to balance its books and live within its means and we are pleased to see this on-going commitment to fiscal discipline. Budget 2016 does that by continuing to control spending while making modest investments into measures to help grow the economy,” Garson said.

“As one of only two jurisdictions in Canada to balance our budget, Brit-

ish Columbians are seeing the benefit as government continues paying off operating debt while investing

in targeted measures that support B.C. businesses and grow our economy across the province.”

The use of cigarettes rose dramatically during WW I and it was accompanied with an upsurge of lung cancer cases in the 1930s as a result. Lung cancer was a rarity before 1900 but with mechanization of manufacturing and mass marketing, the use of cigarettes skyrocketed. Lung cancer became epidemic in the 1940s and 1950s but it wasn’t until the 1960s that it became official: smoking causes lung cancer.

The term alcohol use disorder is becoming more common today. It describes problem drinking that can interfere with work and relationships as well as increasing the risk of various diseases affecting the heart, liver, blood pressure and is implicated in cancer and some mental conditions. This disorder is on the rise and is denied as a problem by most users of excess alcohol.

Reading those nutrition values on food labels can be confusing at times.

Certain nutrients are listed as a percentage of daily value. If this value is 5%, it doesn’t have much nutritional value. Of course if the nutrient is fat, you want that as low as possible. For other nutrients look for those that have at least 15%. For some nutrients like fibre, calcium, iron and vitamins A and C, 25% is better.

Epilepsy is a seizure disorder affecting the temporal lobe of the brain. This is the same area of the brain that processes music. Tests using a Mozart sonata and a John Coltrane jazz piece found greater reaction in the brains of epileptics as opposed to non-epileptics. Music might become another tool in treating epilepsy.

Medical Service Plan premiums assistance changes can help seniors One of the many things that I love about living in the Cariboo is visiting with my grandmother, who resides in Quesnel. I cherish our weekly visits.

Our conversations consist of many topics, one of which is medical services coverage for seniors.

In my role as MLA, I know seniors have told our provincial government that that they want to enjoy their independence and we know that financial worries can make a difference, Medical Service Plan premium assistance and the measures announced in Budget 2016 will help British Columbians in financial need - as well as seniors – continue to live as comfortably as possible.

Changes to MSP and premium assistance will help seniors, lower-income families and individuals with the cost of living. In 2017, a single senior could qualify for premium assistance with net income of up to $45,000 a year and pay no premiums with net income less than $27,000. A senior couple could qualify for premium assistance with net income of up to $51,000. This translates into a savings of up to $324 per year for a single senior and $480 per year for a senior couple. Our government is investing an additional $70 million annually to enhance premium assistance.

MSP premium assistance is based on a household’s net income, adjusted for age, family size and disability status. Currently, a single senior can qualify for assistance with net income of $33,000 a year or less. For a single senior with income less than $25,000, the premium is waived.

A one-time application must be filled out specifically for the premium assistance program.

Retroactive assistance may be provided for up to the previous six years.

For many of our loved ones – whether it’s a parent, grandparent or friend – Medical Service Plan premium assistance can make a difference in their financial picture.

Once the MSP changes from Budget 2016 are implemented Jan. 1, 2017, about 335,000 people will see their premiums reduced and an additional 45,000 people will no longer pay premiums.

I believe the majority of people in our community are supportive of Council’s efforts to lead Quesnel through this challenging transition period. However, anti-change and anti-investment sentiments have recently been dominating some of the local social media sites as well as the feedback pages of the Observer. The anti-change argument is that the past should dictate our present and our future; that any change from the status quo is unnecessary and unacceptable. The anti-investment argument is that this is not the time to invest in our community because our economic future appears uncertain.

Foreign buyers lured by loopholes, low dollar TOM FLETCHER Black Press While young people struggle to rent or buy a home in Metro Vancouver, overseas investors are snapping up high-end commercial real estate thanks to a low Canadian dollar and loopholes in the property transfer tax, opposition MLAs say.

Finance Minister Mike de Jong changed the tax rules in his latest budget to exempt buyers of new homes up to $750,000, and increased the rate from two to three per cent for value over $2 million.

But the province continues to reap a windfall on resold homes, the vast majority of the market,

with one per cent on the first $200,000 and two per cent on value between $200,000 and $2 million.

NDP housing critic David Eby says the tax not only drives up already unaffordable home prices, it can still be avoided by offshore investors buying up downtown Vancouver office towers like the Bentall Centre and Royal Centre.

The NDP and some municipal officials are also calling for a nonresident tax on residential purchases, to deter foreign buyers from buying property and leaving it empty as values climb.

The family of the late Ervin Ronnie Morgenstern are sad to announce his unexpected passing at the age of 69.

A memorial service was held January 23rd at Claytons Funeral Directors in Quesnel BC. Ervin is survived by his daughters Cherie-lynn (Darren) and Velvet. Ten grandchildren: Letitia (Chris), Shayna (John), Alyssa (Nolan), Danica, Austin, Aaron, Christian, Breanna, Kayla and Gavin. Two great-grandchildren: Laela and Peyton. Mother; Mary Morgenstern, Brothers; Phil (Barb), Lorne (Linda), Mel (Sharon) Sisters; Joan (Mel) and Patricia. Brothers-inlaw; Wayne (Linda), Paul (Louise), Kelly (Gerri), Terry (Claudine), Kevin (Sherry), Stephen (Michelle). Sistersin-law; Patricia (Wayne), Joyce and Lorry, as well as many extended family members and friends.

Ervin is pre-deceased by his wife Phyllis, father Alvin Morgenstern, sister Edith

Werbecky, brother Gerald Morgenstern, father and mother-in-law Charles and Phyllis Standbridge and brother-in-law Mike Standbridge.

Ervins life is a story of love, family and happiness. He was a devoted husband, family man and employee with a heart full of kindness and a love for laughter. He lived his life to the fullest enjoying years of camping and fishing trips, many get togethers with his extended work family and countless family dinners & BBQ’s where he always found someone to harass with a quick joke or funny story.

In recent months he was a rock for his wife as she

struggled with her illness, and then his daughters as they all dealt with her loss, showing how much his family meant to him.

As much as he loved his daughters and grandchildren, the loss of his beloved Willie was more than his broken heart could bear and he peacefully rejoined her for eternity, where everything is just beginning.

Cherie, Velvet and their families would like to thank all the family and friends for their support as we deal with the loss of our father and grandfather. The love and support we received will help give us the strength we need to get through this difficult time together.

We would also like to thank Claytons Funeral Directors for their compassion dealing with another loss.

His smile and laughter will be dearly missed and held in our hearts forever.

The reality is that our community is changing and must change; the choice for Council is whether we lead our community through this transition period or merely react to the changes as they occur. Your Council has chosen to lead this change process by proactively planning for a major transition in our basic economic foundation and a fundamental shift that is occurring in our population, which will put different demands on the City’s services, programs, and infrastructure.

The pending reduction in the annual allowable necessitates that we proactively reduce the City’s dependence on the forest sector as the major source of our taxation revenue; failure to do so would be gross negligence on the part of Council. By substantially reducing the City’s operating costs and freezing industrial taxation at 2015 levels we’re weaning our community off its long-standing and unsustainable dependence on our forest industry while minimizing the financial burden this tax shift would otherwise create for residential and commercial ratepayers. The service and staff reductions associated with this proactive fiscal management have been minimal by any standard and Council stands by them.

Contrary to those who claim that our uncertain future should cause us to stop investing in our community (that we can’t afford an arena or major investment in West Quesnel or a new public works facility, etc.) – this is precisely the time to make these investments. Every major investment we are making at this time is necessary, long overdue, and signals our confidence in our community’s future. We also believe they are affordable, will not add an undue burden to taxpayers, and will provide a direct stimulus to our local economy at this critical time. Every one of these investments will create and support local jobs and local contractors, infuse cash into local businesses, and add to the vibrancy and resiliency of our community.

Due to decades of status quo decision-making Council must now move quickly to address long-outstanding issues in order to ensure the vibrancy and resiliency of our community. None of the decisions we’ve made have been simple or easy, nor were they made lightly. For the anti-change, anti-investment proponents, however, they’ve been characterized as thoughtless, unnecessary, and inappropriate. But, I believe the majority of people in our community are supportive of Council’s leadership on these issues and have confidence that each member of Council and all of the City’s staff and employees have the best interests of Quesnel at heart.

Twin stars are born F

ourteen days ago I met two incredible people who will forever change my life.

Two stunningly beautiful women entered my world. My son and daughter-in-law gave birth to Lucy and Lily. In a blink-of-the-eye they were the centre of our universe.

Everything else faded into the background as we welcomed these little stars.

My world as a gramma grew and my heart embraced these special little people.

My arms ached to hold them but as preemies, our girls were immediately installed in their incubator thrones where they ruled all their loyal subjects who came to pay hommage to their greatness.

Two days later they were whisked away in a jet plane to Vancouver Children’s Hospital where Lucy was finally diagnosed with kidney problems. My world was in shambles.

My heart was torn between fear for my newly arrived granddaughter and empathy for my son and daughterin-law. No one can imagine the stress, anguish and extreme anxiety they must have felt and still feel.

I can only deal with my own feelings, they are all too far away to encircle them in my love and protection.

At two days old Lucy was fighting for her life. The comfort for me came knowing she was in the best possible place to triumph over her medical issues. And triumphing she is.

All the medical specialists and incredible hospital team agree she’s turned a corner and we celebrate her return to health.

Lily is thriving, her parents are eagerly awaiting her imminent release from the hospital.

However, they will remain at the bedside of their Lucy as she recovers.

For me I sustain myself with dreams of the future and all the adventures with these new wonder women.

Time to take MSP off life support T he B.C. Liberal government made a big show of selectively easing Medical Services Plan fees in its budget for the coming election year.

In what is becoming a pattern for Premier Christy Clark, the biggest beneficiaries are single parents. The new MSP is calculated for adults only, so a single parent with two children saves as much as $1,200 a year.

Premium assistance is expanded, with discounts for single people making up to $42,000, rather than $30,000. But for singles, couples and seniors who don’t qualify for discounts, the rate is going up another four per cent effective Jan. 1, 2017.

Indeed, with population growth, the finance ministry expects its take from MSP premiums to rise every year, reaching $2.5 billion in the coming years.

MSP revenue covers about 17 per cent of B.C.’s health budget, and Clark and Finance Minister Mike de Jong insist that Canada’s only direct health care charge is a vital signal to people that health care isn’t free.

One seldom-discussed fact is that for half of the people charged MSP, it’s paid by their employers. In private sector terms it’s a hefty payroll tax, creating one more obstacle for businesses to hire full-time staff with benefits.

So most full-time employees don’t receive this supposedly vital signal, unless they get laid off because their employer is losing money.

Also note that politicians and public sector employees have never paid MSP premiums. Their employers, taxpayers, pick up the tab for them.

People who have to pay out of pocket are what the bureaucracy calls “pay direct accounts.” Jordan Bateman of the Canadian Taxpayers’ Federation recently revealed that nearly

revenues to establish her prosperity “slush fund,” but he stops short of calling for the elimination of MSP premiums.

One would expect the NDP to lead another “axe the tax” campaign, as they did with the carbon tax and the HST, but they aren’t. Perhaps this is because workers for this unnecessary Maximus machine remain members of the B.C. Government and Service Employees’ Union.

Green Party leader Andrew Weaver has it right. He staged a popular petition drive to roll MSP premiums into income tax. If the government wants to send a message, it can interrupt its continuous “Jobs Plan” advertising.

Scrapping MSP and raising income tax rates on higher brackets to compensate would fix the private sector payroll deterrent, make salaried employees (including me) pay their share, and end a tax break for the wealthy.

400,000 of these accounts are currently in arrears by more than 30 days, owing a grand total of $457 million.

Of course this is Canada, so even if you haven’t paid or even registered for MSP, you still get treatment at the hospital. Another potential signal lost in the noise.

For people who lose their jobs, MSP is like being kicked when they are down. Their employer stops paying, and the slowmoving bureaucracy charges them based on their income from the previous year.

There was a fuss in 2004 after the B.C. Liberals contracted out MSP administration to a Virginiabased back-office specialist, delightfully named Maximus Corporation.

Now Maximus goes after delinquent MSP accounts with collection agency tactics, and attempts to keep up with the comings and goings from other provinces and countries.

Opposition parties decry the continued inequity of the MSP premium system, which charges the same for a single person making $45,000 or $450,000 a year.

Quesnel needs infrastructure not re-branding Editor: Re: Quesnel Image (Province paper, Thursday, Feb. 4, 2016) Quesnel does not need a taxpayers’ funded consultant to reposition its identity.

Instead, it should go after infrastructure money from the Federal Government, for a bypass route around the city. Quesnel has the largest concentration of sawmills and pulp mills in North America. Millions of dollars of stumpage fees going into the coffers of B.C. Government.

We only have two narrow bridges (two lane) over the rivers, plus one Bailey bridge to the plywood plant.

Another bridge should be built over the Fraser River, so hundreds of logging trucks don’t cross through town via Front Street A.K.A. Highway 97 North.

A new route would avoid a dangerous slide on Knickerbocker Hill. Highway 97 is the only way to access the Northern section of B.C. Dangerous goods travel through town by rail and road. The turnoff to G.R. Baker Hospital and Fraser Village is the site of many accidents. For decades city council has been asleep or opposed to the serious traffic problem.

Victoria should not put billions of dollars into bridges in the Lower Mainland, but into our infrastructure here.

Traffic flow should be improved here for the hardworking tax-paying citizens of Quesnel.

While the provincial newspaper focused on the negative that may have been in the interview with Bob Simpson, I would expect that is what the reporter focused on and left out anything positive.

The newspaper reporting can focus on sensationalism at times. We do need rebranding. Focus on the positive as you said, but at this present time I have not seen much of

that in the past either.

In the “not in the best interest” comments in the Feedback section of the newspaper Feb. 12, there are two things that I have seen focused on by this writer, and at least another previous commenter in the letter to the editor. These are: spring clean-up eliminated and garbage pick-up cut in half. Yes, therefore eliminating jobs.

I have lived here only five years, previously living in

Mission, B.C. where my family still resides. When commenting on the eliminating and downsizing of these services, my family said they were eliminated there as well.

I can assure you that Mission is a lot more populated than here and they have cut services as well. You can stop blaming present leadership for the deficiencies of past leadership. Our current mayor is seemingly taking a hard line on inefficiencies and

redundant employees and services to create a more economically viable community.

I would say that should go a long way to creating solid finances to help our awesome home city of Quesnel become the community we would like to see in the future. I have loved visiting Quesnel for 25 years and the last five years I have called it home. I love this community.

Cyberbullying takes place through electronic technology and differs from traditional forms of bullying.

Cyberbullying can occur via text messaging, blogging, updates to social media sites and/or phone conversations. What makes cyberbullying more difficult to detect and remedy than traditional bullying is that sometimes this type of bullying is veiled in secrecy.

Those who engage in cyberbullying can create aliases and accounts under false names, allowing them to covertly engage in bullying behavior. As a result, tracking down bullies can be challenging.

Although cyberbullying is on the rise, there are some things that parents and children

can do to help put a stop to such unfortunate instances.

• Parents who feel their child is not emotionally ready for the responsibility of a digital device can hold back on purchasing a smartphone or choose one with very limited features. Some schools set strict limits on phone usage at school, and children who go only from school to home and vice versa may not have the need for an “emergency phone” that can open up a window for trouble.

• Adolescents and teens should feel comfortable talking with their parents without the fear of reprimand.

Otherwise, they may hide instances of cyberbullying or not know how to broach sensitive topics like bullying. Parents can engage in conversation

Children grow and develop their personalities in various ways. While many youngsters are teased or receive some goodnatured ribbing at some point in their school careers, some teasing can eventually turn into bullying.

The National Education Association estimates that 160,000 children miss school every day due to fear of attack or intimidation by other students. Furthermore, more than 70 percent of students report incidents of bullying at their schools.

Although children in lower grades have reported being in more fights than those in higher grades, there is a higher rate of violent crimes in middle and high schools than in elementary schools.

According to the association Make Beats Not Beat Downs, harassment and bullying have been linked to 75 per cent of school shooting incidents.

Bullying can take many forms and learning the warning signs as a parent can help prevent harassment and potentially

dangerous situations.

Verbal: If your child reports being called names, being the recipient of racist, sexist or homophobic jokes, or being spoken to in an offensive or suggestive way, this can be a form of verbal bullying.

Cyber: Social media, email and text messaging has become a way for bullies to spread malicious messages or photos.

In the era of digital media, this type of bullying has increased considerably.

Physical: Some bullies engage in physical attacks, including hitting, kicking, spitting, or other forms of physical confrontation. Destroying personal property also is considered physical bullying.

Indirect: Gossiping and spreading nasty rumours about a person is another form of bullying. This type of bullying may go hand-in-hand with cyber bullying.

Signs your child is being bullied Parents can recognize certain signs that their child is being

bullied at school.

Bullied children frequently make excuses to avoid going to school. While the desire to stay home is something many children may express, those who are bullied may do so much more frequently. Bullied children tend to avoid certain places and may be sad, angry, withdrawn, or depressed. They may have trouble sleeping or experience changes in appetite and bullied youngsters’ academic performance may suffer. Also, parents may notice that children return from

school missing some of their belongings.

Signs your child is the bully Parents may not want to imagine their children bullying other students, but bullies do exist. Children who bully other kids have strong needs for power and negative dominance. They may find satisfaction in causing suffering to others. Some signs your child may be a bully include: • easily becoming violent with others • having friends who bully others • blaming others

quickly • comes home with belongings that do not belong to him or her • getting in trouble with teachers or school administrators • picking on siblings • not accepting responsibility for actions There are ways parents can teach their children to act properly when faced with a bully. First, parents should explain that bullying is not the child’s fault and he or she does not deserve to be picked on. Next, parents can let children know that being assertive but not violent with bullies may diffuse the situation, as some bullies thrive on the fear of their victims.

If the bullying behaviour continues, the student should speak to an adult or authority figure.

Parents of bullies may need to be especially mindful of their children’s behaviour.

Counselling could be necessary to determine what is compelling kids to bully other students.

Children should be urged to keep passwords secret and to never give information such as birthdays, phone numbers and addresses to people who aren’t close friends. Friend lists should be restricted to only those people students interact with frequently to minimize the chance for bullying or other inappropriate behavior.

• Teens who have been bullied can keep evidence of the bullying and may benefit from talking with a counselor.

Cyberbullying is a growing concern for educators and parents and has far-reaching implications.

Getting smart about this phenomenon can help staunch new cases of online bullying.

Children grow and develop their personalities in various ways. While many youngsters are teased or receive some goodnatured ribbing at some point in their school careers, some teasing can eventually turn into bullying.

The National Education Association estimates that 160,000 children miss school every day due to fear of attack or intimidation by other students. Furthermore, more than 70 percent of students report incidents of bullying at their schools.

Although children in lower grades have reported being in more fights than those in higher grades, there is a higher rate of violent crimes in middle and high schools than in elementary schools.

According to the association Make Beats Not Beat Downs, harassment and bullying have been linked to 75 per cent of school shooting incidents.

Bullying can take many forms and learning the warning signs as a parent can help prevent harassment and potentially

dangerous situations.

Verbal: If your child reports being called names, being the recipient of racist, sexist or homophobic jokes, or being spoken to in an offensive or suggestive way, this can be a form of verbal bullying.

Cyber: Social media, email and text messaging has become a way for bullies to spread malicious messages or photos.

In the era of digital media, this type of bullying has increased considerably.

Physical: Some bullies engage in physical attacks, including hitting, kicking, spitting, or other forms of physical confrontation. Destroying personal property also is considered physical bullying.

Indirect: Gossiping and spreading nasty rumours about a person is another form of bullying. This type of bullying may go hand-in-hand with cyber bullying.

Signs your child is being bullied Parents can recognize certain signs that their child is being

bullied at school.

Bullied children frequently make excuses to avoid going to school. While the desire to stay home is something many children may express, those who are bullied may do so much more frequently. Bullied children tend to avoid certain places and may be sad, angry, withdrawn, or depressed. They may have trouble sleeping or experience changes in appetite and bullied youngsters’ academic performance may suffer. Also, parents may notice that children return from

school missing some of their belongings.

Signs your child is the bully Parents may not want to imagine their children bullying other students, but bullies do exist. Children who bully other kids have strong needs for power and negative dominance. They may find satisfaction in causing suffering to others. Some signs your child may be a bully include: • easily becoming violent with others • having friends who bully others • blaming others

quickly • comes home with belongings that do not belong to him or her • getting in trouble with teachers or school administrators • picking on siblings • not accepting responsibility for actions There are ways parents can teach their children to act properly when faced with a bully. First, parents should explain that bullying is not the child’s fault and he or she does not deserve to be picked on. Next, parents can let children know that being assertive but not violent with bullies may diffuse the situation, as some bullies thrive on the fear of their victims.

If the bullying behaviour continues, the student should speak to an adult or authority figure.

Parents of bullies may need to be especially mindful of their children’s behaviour.

Counselling could be necessary to determine what is compelling kids to bully other students.

• Teens who have been bullied can keep evidence of the bullying and may benefit from talking with a counselor.

Cyberbullying is a growing concern for educators and parents and has far-reaching implications.

n February 16th the City of Quesnel presented a bronze plaque recognizing the old Marsh House as a significant heritage property. Coun. Ron Paull presented the plaque to Melissa Felker, Manager of the River Rock Pub and Steakhouse. Several members of the Marsh family were on hand to acknowledge the recognition including Leona Oliver, one of the surviving daughters of Josephine and Ruric Marsh and Ricki-Anne (Marsh) Fedoruk and Dick Marsh, representing the next generation to grow up in the house.

Also present were Joanne, Jack, Debbie, Bob and Mike Marsh, Terry, Nancy and Nick Patchett, Kathy Somerville, Steve Erdman, Sam Fedoruk , Alison Pollock and longtime family friends Karen (Marsden) Battram, Alma Butters and Jean Johnson.

The Marsh House was built by Ruric and

Josephine Marsh in 1934. It is notable for its prominent location overlooking the Fraser River and was one of the earliest homes built in West Quesnel.

It is a substantial log structure with large flat roofed dormer windows providing light to the second storey. The design of most of the windows, with two or three lower panes topped by a band of small rectangular panes, provide an attractive decorative element. The gable ends of the upper storey are sheathed in shingles and the large brackets supporting the eaves create textural contrast and visual interest.

This was the home of one of Quesnel’s pioneer families. Josephine’s grandfather, William Boucher and his wife Lizette settled in Quesnel in 1866 and pre-empted 160 acres on the west bank of the Fraser opposite the town.

William, known as Billy,

operated the earliest ferry, a dugout canoe, across the Fraser River. Josephine was born in 1893, the daughter of their eldest son Edward and Alice Moffit. She was raised by her grandparents, since her father died when she was young.

Ruric Marsh came to the Quesnel area from Vermont in 1909 and homesteaded on the west bank of the Fraser, 12 miles south of Quesnel.

He cleared the land and sold the wood to power the sternwheelers.

Ruric and Josephine married and about the same time relocated to Washington State to find work, returning to the ranch near Quesnel in 1919. In 1924 the family moved to West Quesnel, so their eldest children could attend school. Ruric ran a livery stable and later a trucking business.

Once the Fraser River Bridge was constructed in 1928 he established the Cariboo Log Cabin Camp and built the Cariboo

Camp store, the first store in West Quesnel. He also operated an ice delivery business. By 1934 the couple had seven children; Florence, Leonard, John, Richard, Gordon, Leona and Lillian, and built a larger family home with the assistance of the well-known local carpenter Harry Joyce.

Most unusual for the time the house had eight bedrooms, so that each child had their own room.

Ruric Marsh was an entrepreneur who could turn his hand to a number of businesses and made a significant contribution to the development of West Quesnel. He was also an avid outdoorsman who enjoyed fishing, hunting, trapping, gardening, guiding and photography. The Quesnel Museum has an impressive moose-head, which he shot and had mounted, on display. He was a founding member of the Quesnel Rod and Gun Club. Josephine was also a skilled hunter and

member of the club. She also contributed to the community through her involvement with the Ladies’ Auxiliary of the Legion and the Quesnel View Women’s Institute.

Ruric died in 1959 and after a few years Josephine sold the house to her third son, Richard. He had worked with his father, cutting and delivering wood and ice and putting up hay.

He also started his own business, Marsh Sand and Gravel. After selling this business he ran a grocery store across from Quesnel high school, drove a school bus and later owned Quesnel Appliance and Refrigeration.

Richard and his wife Myrtle raised their two children Ricki-Anne and Dick in the Marsh House.

During the 1960s and 70s they took in boarders.

Josephine passed away in 1981, but two of her children are still alive.

Florence lives in Salmon

Arm and Leona Oliver resides in Quesnel.

In 1997 the Bahadur Lidder family purchased the property and converted it into a pub and restaurant by adding a major addition to the North end of the building. The integrity of the original building has been well preserved. In installing this heritage plaque the City of Quesnel is recognizing both the architectural significance of the building and the contribution of the Marsh family to the development of West Quesnel and the Lidder family for creative reuse of a heritage building which preserves its heritage value.

This year the theme of Heritage Week (February 15- 21) is Distinctive Destinations. The heritage ambience of the dining room in the Marsh House (and the view of Quesnel from the River Rock Pub) make it a distinctive destination for dining in Quesnel.

It is with great sadness that the family of Ruth Richert announces her sudden passing on January 21, 2016.

Ruth was born in Velbert, Germany September 8, 1934. She immigrated to Canada in 1956 with her husband Paul Richert. She moved from Ontario to Quesnel, BC in 1978. Ruth truly enjoyed the outdoors, camping, fishing, knitting and winning the odd small jackpot at the casino.

Ruth was predeceased by her husband Paul.

She is survived by sons Reiner (Dawn), Ron (Jackie), grandchildren Lisa (Adam), Jessica, Regan and Casey. Great grandchildren Chase and Danika, brother Willi Stegmann.

Thank you to family and friends for their comforting words, cards, food and support during this difficult time.

Harold Hennigar 1929 ~ 2016 It is with sadness that we announce the passing of Harold Hennigar, age 86 of Quesnel B.C. Harold passed on February 6, 2016 in G.R. Baker Memorial Hospital surrounded by most of his immediate family.

Harold lived a full life the way he chose and ultimately died of heart failure. Harold was born in Campbellton N.B. in 1929 to Jack and Louise Hennigar (nee Jagoe). He rode the railcars west and arrived in Quesnel in 1947. Harold met and married Maryanna Penner in 1952. Harold had many occupations throughout his life including a logger, sawyer, danger tree removal, auto wrecking and towing, owned Quesnel Ambulance (1971-1975), paramedic, oilfield safety consultant, truck driver and equipment operator. Harold Hennigar along with his predeceased brother George Hennigar are founding members of the Quesnel Rodeo Association. We don’t think Harold ever stopped working but did slow down at the age of about 75.

Harold is predeceased by most of his 17 siblings and is survived by two sisters Anna Carvill of Kemptville Ontario, Beatrice Wilson of Tidehead New Brunswick and sisters-in-law Diane Hennigar/Fletcher of Quesnel, Gertrude Hennigar of Hudson Hope and Jeanette Hennigar of Victoria. He is also survived by Maryanna and all of their children, Bee, Martin (Judy), Randy, Sandra (Cliff) Doonan, Wesley, Wanda and Tania. Harold is also survived by many grandchildren, great grandchildren and great, great grandchildren, nephews and nieces.

There will be no service at this time; however the family is planning a gathering and a celebration of life in the summer.

We will post information in the Cariboo Observer for all who wish to attend. The Hennigar Family wishes to extend their sincerest thanks to the paramedics, the doctors, nurses and support staff of G.R. Baker Hospital, and to Diane Hennigar/ Fletcher for her support and communication with getting the word out. We would also like to give special thanks to Luc Laprairie of La Prairie’s Alternate Funeral Services in Williams Lake for providing an economic cremation as per Harold’s wishes.

Kersley supporters were picketing the School District office again on Monday in protest of the pending closure of the Kersley elementary school and this protestor incorproated a little song and dance into his participation. All levity aside, supporters of the school will have a final answer in late March should the School District carry out their stated intentions, Kersley school will shutdown for good at the end of this school year.

Kangaroos go down fighting as they bow out of playoffs RYAN GRAHAM Observer Reporter The Quesnel Kangaroos finished their season last weekend, as they were eliminated from the playoffs at the hands of the Williams Lake Stampeders losing 6-5 in overtime.

It was a full house as fans came to the rink to support their Kangaroos, hoping they could take the series back to Williams Lake for a deciding fifth game with a win.

The Kangaroos used that support from the crowd to begin the game as they struck first scoring the opening goal 2:25 into the game, courtesy of Justin Fulton.

Williams Lake would answer back shortly as they tied the game and added another one on a two on one break off a turnover, which beat goaltender Shane Mainprize of Quesnel.

The second period would see the Kangaroos score the opening goal, as defensemen Mike Wakita delivered a huge hit causing a turnover which led to the goal by Tommy Grant.

Williams Lake would respond quickly with two goals of their own increasing their lead, but Quesnel would stay close as they capitalized on a late power play goal by Ryan Hanes to bring the game within striking distance.

The third saw Williams Lake score the first of the period in-

creasing their lead to two goals, but it did not discourage the Kangaroos.

They played hard to get back in the game and their effort was rewarded, as Hanes would get his second of the game bringing Quesnel within a goal of tying the game.

The goal would energize the crowd and the Kangaroos as they carried the play keeping the pressure on Williams Lake, which eventually led to the tying goal by Coltin De Frais, sending the game to overtime as the crowd erupted into cheers.

Overtime began with both teams being cautious as neither wanted to make the critical mistake which would decide the game.

The Stampeders would gain the advantage though, drawing a penalty putting Quesnel down a man and ended up scoring the deciding goal.

Quesnel had a strong year as they finished the season in second place in the eastern division with eight wins and seven loses for 17 points.

They also swept their first round series against the Lac La Hache Tomahawks.

With the win the Stampeders claimed the eastern division title and advanced to the finals, where they will play the Smithers Steelheads.

The Quesnel Volunteer Citizen of the Year Award recognizes outstanding area residents who volunteer their time to the betterment of our community and thanks them for their dedication and service.

Nominees for the Quesnel Volunteer Citizen of the year will: • Have contributed to the betterment of the community in a fashion that you feel is desirable and beneficial to all.

• Have contributed in a positive manner in the areas of business, government, social improvement, community service, cultural arts, religion, youth work or any other area of activity that you feel contributes to a better community.

• Have lived in Quesnel, or area, for at least the past calendar year.

• Have signed the Nomination form in agreement to let his/her name stand, as there is a time commitment for the award winner,including committee meetings and various community events.

Submitting a nomination: • Any person, group or corporation, except the City of Quesnel and the Quesnel Cariboo Observer, and the Volunteer Citizen of the Year Committee, may make a nomination.

• Complete an official nomination form.

• Judges may not be aware of the nominee’s past voluntary work; therefore, nominations should include a nomination form with a brief statement outlining the reasons the individual is considered worthy of receiving the Award.

• Letters of support should include other accomplishments and relevant information that may be helpful in evaluating the nominee. Please limit each letter of support to one page. No other supporting material will be accepted.

Nominees for the Quesnel Volunteer Citizen of the year will: • Have contributed to the betterment of the community in a fashion that you feel is desirable and beneficial to all.

• Have contributed in a positive manner in the areas of business, government, social improvement, community service, cultural arts, religion, youth work or any other area of activity that you feel contributes to a better community.

• Have lived in Quesnel, or area, for at least the past calendar year.

• Have signed the Nomination form in agreement to let his/her name stand, as there is a time commitment for the award winner,including committee meetings and various community events.

Submitting a nomination: • Any person, group or corporation, except the City of Quesnel and the Quesnel Cariboo Observer, and the Volunteer Citizen of the Year Committee, may make a nomination.

• Complete an official nomination form.

• Judges may not be aware of the nominee’s past voluntary work; therefore, nominations should include a nomination form with a brief statement outlining the reasons the individual is considered worthy of receiving the Award.
