T

he Yukon is going to be getting back most of the $23-million transfer payment shortfall announced just before Christmas.

On Tuesday, Federal Finance Minister Bill Morneau announced that the government will make legislative amendments to restore $16.5 million to the Yukon and a total of $67 million to the three territories.

Yukon MP Larry Bagnell and Premier Darrell Pasloski were both quick to take credit for the change.

“We’ve been working hard on this,” said Bagnell. “It’s a pretty exciting day for the territories.”

Pasloski, who is also the territory’s finance minister, said he’s had three face-to-face meetings with Morneau and one meeting with Prime Minister Justin Trudeau to discuss the issue.

But he was careful not to sound too pleased with the Liberal government’s solution.

“A cut is a cut,” he said. “While I’m certainly pleased that there’s a partial restoration to the cut, we’re still looking at a shortfall of about $6.5 million.”

In December, it was revealed that Statistics Canada had made changes to the way it measures spending, to bring Canada in line with international standards.

Those data are used by Finance Canada when it calculates the territorial transfers each year, and the methodology changes inadvertently cut $88 million from the amount the three territories expected to receive in 2016-17.

The Yukon’s transfer payment would still have increased to $930 million from the 2015-16 total of $923 million. But that’s $23 million less than the $953 million the government was expecting.

With the new changes, the Yukon will receive about $947 million.

The reason the transfer payments weren’t fully restored has to do with how the problem was fixed. Traditionally, the amount transferred to the territories was based partly on provincial and local government spending

When those numbers drop, the transfer payments also decline, because the territories shouldn’t need to spend as much to keep up with the provinces.

But it’s those numbers that have decreased because of the Statistics Canada changes. So now, Finance Canada is only using the current year’s spending data, instead of all three.

The current year’s data have still been revised downward by the methodology changes. As a result, the total transfer is still less than it would have been, but not by nearly as much. This method will continue to be used in future years.

Tim Shoniker, director of fiscal relations for the Yukon Department of Finance, said it would have been possible to fully restore the transfer if the federal government had decided to use data available from last September, before the Statistics Canada changes. He wouldn’t say whether he felt that should have been done.

“Obviously, Premier Pasloski feels that it’s still a cut and it should have been fully restored,”

he said.

Looking ahead, Shoniker said the transfer payment will likely continue to increase, but at a low rate. That’s because provincial and local spending across Canada is expected to stay relatively low.

Peter Turner, president of the Yukon Chamber of Commerce, said the announcement is “good news for the North as a whole.”

But he cautioned that the issue should serve as “a wake-up call to us as Yukoners that we should be less reliant on transfer payments.”

Turner said the Yukon needs to put more emphasis on growing and diversifying the private sector.

“At the moment ... tourism and mining are basically the primary drivers of the private sector.

I think we need to be looking in the IT space. I think we need to be looking at the amount of exporting we do.”

However, he acknowledged that the current economic situation may make any attempt to grow the Yukon’s private sector “an uphill slog.”

New 911 call centre up and running in Whitehorse Ashley Joannou News Reporter

fficials from multiple departments and levels of government were in Whitehorse yesterday to show off the new 911 dispatch centre.

The territory’s dispatchers were moved from a tiny call centre in the Whitehorse RCMP detachment to their new digs earlier this month.

The move to a larger location is the next step towards having 911 available across the territory.

The plan is to have that up and running by the end of the summer.

“This facility is the nerve centre for RCMP operations in the territory,” said Yukon RCMP Chief Superintendent Peter Clark.

“Employees working in this room have a vital role in responding to the public and supporting the safety of first responders across the Yukon.”

The media has been asked to keep the new location quiet out of safety concerns.

At the call centre dispatchers are responsible for knowing where all the territory’s on-duty and on-call RCMP officers are at every minute.

“Anyone who calls the RCMP in the Yukon, for the most part, is going to get us. Whether you’re in Old Crow, Watson Lake, or in Whitehorse,” said Gaylene

Dispatchers are trained to process the calls, assess the danger to both the caller and the officers, and send help.

Aside from sending out more officers they can dispatch other types of help, including collision

reconstructionalists, the major crimes unit, police service dogs and search-and-rescue aircraft.

Right now 911 is only available in Whitehorse. The territory has been working on expanding 911 across the territory for years.

Justice Minister Brad Cathers called the new building an

“important step” in achieving that goal.

The centre is equipped with the necessary equipment to accommodate the expansion.

The territory has also provided funding to help hire and train additional RCMP operators to handle the increased volume of

911 calls.

The Yukon was going to implement a temporary solution to get 911 across the territory. The idea was that people in the community could dial 911 and they’d directed to a recorded message to press either one, two or three depending on what kind of help they need. But that didn’t happen.

In late 2014 the Canadian Radio-television and Telecommunications Commission approved the interim plan, with a few conditions. The CRTC said a caller couldn’t just be forwarded to the appropriate seven-digit number because there was no guarantee they would connect with a live person on the other end.

Cathers said meeting the conditions would have required too much work, especially considering it was only supposed to be a short-term solution while true 911 got up and running.

It was decided “that implementing the interim solution was going to result in focusing on work we’d then be replacing once we went to basic 911, and probably delay basic 911,” he said.

The government of Yukon invested $334,000 to move the call centre and the government of Canada contributed an additional $142,000 through the territorial police services agreement.

The young offender brought over two 26-ounce bottles of alcohol to a house and the three of them drank most of what was there.

The accused allegedly was interested in Vittrekwa and tried to kiss her that night. She apparently found it comical, McWhinnie said.

By the end of the night both Vittrekwa and her killer were intoxicated, though she was much more drunk than he was, the court heard.

The pair was last seen walking away from the area where her body was found. He was the last person seen with her.

Vittrekwa’s killer admits that he knew he had badly hurt her or possibly killed her, the court heard.

When police searched his house they found Vittrekwa’s blood on a hoodie and a pair of shoes.

The teenager was originally charged with second degree murder. He pleaded guilty to the lesser charge of manslaughter last December.

After hearing the facts, judge Peter Chisholm officially found him guilty yesterday.

The Crown is considering whether to suggest an adult sentence for the teenager. The court ordered a psychological report as

well as a pre-sentencing report to help with that decision. The boy’s lawyer is also asking for a Gladue report.

There has been some difficulty finding someone to complete the Gladue report, which looks at an offender’s aboriginal ancestry.

Two people were suggested, but they haven’t been able to do it, the court heard.

Chisholm ruled the pre-sentence and psychological report need to be done by April 29. He “recommended” that the Gladue report be done by the same deadline. If there continues to be problems finding someone to complete the report, the lawyers can come back to court, he said.

The teen’s sentencing will happen on May 20.

The facility is being designed so that an additional 150 beds could be added on in the future, for a total of 300 beds. But Stick believes that can be avoided. “If we

could halt with the first phase of it and look at how we could provide better services in communities, that would be something to look at.”

If she were re-elected, she said, she would also focus on affordable housing, poverty reduction and developing a mental health strategy. In a news release distributed after the announcement, Stick also criticized the government’s recent decision to defund the YuWin job board “at a time when Yukon’s economy needs to connect local employers with potential employees.”

Looking back over the last four years, Stick said she is especially proud of her work advocating on behalf of the family of Teresa Scheunert, who died in the Watson Lake hospital in 2012 after being admitted for severe back pain.

Stick was among those who called for an inquest into Scheunert’s death, which eventually occurred in 2014.

“One of the important things for me has been listening to Yukoners,” Stick said. “And trying to show or find a way for their voices to be heard.”

Taylor was one of the first potential Liberal candidates to declare his intentions last July.

Silver endorsed Taylor during his announcement, something he hasn’t done for more recent aspiring candidates.

“I like Rod a lot,” Silver said.

“As a person he’s just such a solid individual. He’s a great voice of reason and a visionary.

Not having him running with us is not great, for sure.”

But Silver said he only appeared with the early contenders – Taylor, John Streicker and Tamara Goeppel – to show there was a strong Liberal team.

He said there are no handpicked, “insider” candidates, and the nomination process is open to anyone. He doesn’t plan to endorse anyone else going

forward.

“We want it to be open. We want to make sure that every potential candidate is on the same, even footing.”

Still, some Yukon Party MLAs were quick to poke fun at the announcement on social media.

“That embarrassing moment when your star candidate dumps you on Valentine’s Day,” tweeted Justice Minister Brad Cathers on Sunday.

Community Services Minister Currie Dixon chimed in with “1. That’s twice he’s done that 2.

Dixon was referring to Taylor’s decision not to run for the Yukon Party in 2011, after losing the leadership race to Premier Darrell Pasloski.

Taylor had previously said he would run whether or not he

won the leadership. Instead, he bowed out, saying he needed to put more time into his business endeavours.

But Taylor was unfazed by the comments. “It would be incredibly surprising to me if there weren’t people in the Yukon who say a lot worse than that,” he quipped.

Silver said there is no one else waiting in the wings to seek the Liberal nomination for Porter Creek Centre. Last week, former principal Pat Berrel announced his intention to be the NDP candidate for the riding.

Taylor said he doesn’t know whether he’ll ever move back to the Yukon, or whether he has a future in politics. But he didn’t rule out the possibilities.

“The one thing that I’ve learned is never say never.”

Whitehorse man whose fingerprints were found on a bag wrapped around a kilogram of cocaine has been sentenced to two and a half years in prison.

Kuntoniah Graham, 35, was convicted of possession for the

purpose of trafficking last fall following a three-day trial.

Crown prosecutor Eric Marcoux told the court he was seeking a three to three and a half year sentence for Graham.

The maximum sentence for this crime is life in prison.

Graham showed no remorse for his crime and did not plead guilty, Marcoux added.

He explained that Graham ran his own taxi business and made upwards of $7,000 per month.

He had no drug addictions and Marcoux said there was no explanation for Graham committing this kind of crime.

Defence lawyer David Tarnow said the court should consider Graham’s aboriginal background, as well as his limited criminal record and the fact that he has two young children when sentencing. He was seeking a one-year

Graham’s mother, Viola Papequash, and her husband, Johnny Brass, testified in support of Graham.

His mother talked about the six years she’d spent at residential school. She said it made her unable to give her kids emotional support. Brass, an outreach support worker, said Graham could benefit from taking part in a land-based healing program at the Jackson Lake Healing Camp, where he acts as camp caretaker.

Tarnow also referenced Graham’s Gladue report. That’s a document that contains detailed explanations of someone’s aboriginal history and the impact it had on their lives. It provides judges with information for helping with rehabilitation and sentencing.

But Marcoux argued the Gladue report was not relevant as there has be some kind of connection between the crime and a person’s history.

In this case, there was none, he said.

During Graham’s trial last fall, the judge heard from a former drug dealer turned police agent.

His identity is protected by a publication ban because he is now part of the witness protection program.

The man told the court that on April 30, 2013 he went to a house in Porter Creek and picked up the drugs from inside the stove drawer.

When he got there Graham was at the house, he said.

The informant asked if “the work” was still there, referring to the cocaine.

Graham said yes and pointed to the stove drawer, he said.

The man picked up a brown paper Super A bag and brought it back to the RCMP safe house.

RCMP officers testified that inside the brown bag was a white plastic one, and inside that were the drugs in vacuum-sealed packing.

The cocaine had a wholesale value of about $75,000 and could have been sold for up to $100,000 if it was broken down into smaller amounts, the court heard.

Graham’s fingerprints were on the white bag.

His lawyer tried to argue that the prints could have been left there some other time, like when Graham used to go to the house for barbecues.

But the judge didn’t buy it.

Wong said it is conceivable that Graham was at the house to guard the drugs. He ruled Graham’s prints ended up on the plastic bag when he was putting the drugs inside.

Graham never testified in his own defence.

Jesse Ritchie, Asif Aslam and Matthew Truesdale were also arrested as part of Project Monolith. They entered guilty pleas in Yukon territorial court in late November.

The three men are scheduled to be sentenced in March.

At the end of the roundtable, the co-chairs signed a declaration promising to support families and address “the root causes of vio-

lence against indigenous women.”

Though the declaration is largely symbolic, Bill said there are concrete steps that can be taken right now to help those who have been affected by violence against aboriginal women.

“For instance, setting up a support network within the community. Having potluck dinners, just going to visit (the families) and having tea,” she said. “In a lot of cases, what family members want is just to talk. Because talking is healing.”

Bill also said more programs and services for men are needed, to help involve them in a discussion about violence against women.

Last week’s roundtable followed up on a family gathering held in Whitehorse last December for the families of Yukon’s missing and murdered indigenous women. Bill said another family gathering will be planned as well.

Taylor, Bill and Anderson will attend the second national roundtable in Winnipeg next week. They also plan to draft a joint submission for the Trudeau government’s national inquiry, based on feedback they’ve received from families.

Jack said he hopes the longawaited national inquiry will help to empower women across the country.

“I hope there’s legislation across Canada that protects women. Not just aboriginal women, but women,” he said. “I’m a believer that the strength of Canada is dependent on the women.”

ecently, we learned from the Climate Change Indicators report that the Yukon’s climate is warming at double the national average, and includes permafrost changes and increasing greenhouse gas emissions. As citizens we are wondering what we should be doing to curtail our emissions, which are driving this climate change.

While we can take action as individuals and families to conserve energy and to stop using so much fossil fuel, we would also like to see the Yukon government aspire to climate change leadership as British Columbia and Alberta have done.

Prime Minister Justin Trudeau announced in the election campaign that he intended to work with provinces and territories to come up with a national “carbon-pricing� plan. We would like to see the Yukon be an active participant.

In a recent column by economist Keith Halliday titled “Does the Yukon need a carbon tax?�

(The News, Aug. 7), Halliday makes reference to comments made in May 2015 by John Streicker.

Streicker described “a B.C.-style revenue-neutral carbon tax as a ‘smart tool for a serious problem that has been put off far too long.’�

Halliday goes on to comment that “the challenge will now be convincing Yukoners.� Halliday is right: we need to develop a consensus, in so far as possible, among Yukoners on how to curtail greenhouse gas emissions.

We propose that the Yukon develop a public process to discuss options presented in the national discussions on carbon pricing (for example, a cap-and-trade regime or a carbon tax). The public needs to know more about the options, so that it can make good decisions for the future.

The government of Yukon needs to hear from citizens and use that input in decision-making.

change public policy process is the Alberta process implemented last fall. An independent expert panel was established and included representatives of industry and environmental organizations. The panel conducted wide-ranging consultations with citizens through online surveys, and had direct discussions with industry, environmentalists and others. The report of the panel was adopted by the Rachel Notley government and has been widely acclaimed since. The plan was also well received by Prime Minister Trudeau and by the oil sands industry.

The Yukon government is now consulting on priorities for the next budget, and we propose a public policy process line item of $100,000 to $150,000 to deal with curtailing greenhouse gases. A robust public policy process would result in a made-in-the-Yukon policy that fits our unique needs as a northern territory.

If we implemented a carbon tax of say $30/ per tonne of C02 (a comparable levy to B.C. and Alberta) this would mean a levy of 6.2 cents per

litre of gasoline (according to Halliday’s analysis). This levy could raise $12 million or more for the Yukon to devote to a revenue-neutral green fund to defray additional burden costs on lower income individuals, and it could also be used for public transit improvements, promoting renewable energy alternatives, providing infrastructure for electric cars, and generally developing other constructive off-fossil fuel activities and programs.

We think the time is right for Yukoners and their government to take a northern leadership role on climate change.

I always told them, “If you are not falling (read: failing) you are not trying hard enough.� They improved each day. Mastery was taken from me because each day was like the one before it, and everything became mundane. There was no way I could improve or find meaning in my work by continued employment with the Yukon government.

The third to go was purpose. I discovered one day that if I hadn’t shown up for work I don’t think anyone would miss me and nothing would stall. No one would notice. Lack of purpose makes us all automatons.

I am not the only one who could not find meaning and fulfilment under the Yukon government’s tent despite all of the money and benefits. (I actually have made much more money working in the private sector – in fact, I took a cut in pay in order to work for the mother ship.)

For nine years and 328 days I was employed by the government, and I couldn’t take a day more.

If you think a government gig is easy, let me

tell you it is tough slogging into work to a job that has no future, working for bottom-end management that has no idea how to manage people.

I am no longer a union member, but I know and have seen companies and governments sign contracts that they could not live up to, then complain about the unions. That is irresponsible. It is nothing but bad management looking for a scapegoat.

One point about wages. Government is the one place where the disparity between the highest and the lowest paid is at least reasonable.

I take my hat off to those who are employed

by Yukon government. They have an extremely demanding boss: us. Many of them work hard under difficult conditions with great stress.

I know many and I couldn’t take it. They are tougher than I am and I suspect, Mr. Carruthers, you too.

Other countries such as Canada where legislatures are less of an obstacle face challenges arising from their federal nature. Regional governments wield significant authority within these systems of government and many of them didn’t sign on to the Paris targets.

Public opinion itself is yet another major impediment. Opinions on climate change range the gamut from grave concern to outright denial. But in the middle there is lots of indifference and lack of commitment to meaningful action.

Excuses abound.

“Canada is a small country in the grand scheme of global emissions” – as if all countries do not have a role to play and this is a sufficient excuse to do nothing. “People will always need oil” – which somehow means we shouldn’t work on needing less of it. “We must fight climate change but not at the expense of the economy” – or in other words what we’re meaning to say is we’re not actually going to fight climate change.

Many of those who do acknowledge the seriousness of the problem approach it much like saving for retirement. It is

something we know we need to do but not the expense of today’s lifestyle. So we take token measures like turning off our lights on Earth Day and plan to start saving with tomorrow’s raise (and then don’t) until suddenly we’re 65 and tomorrow has become today.

Sufficed to say, I am not terribly optimistic that the body politic is sufficiently united with the commitment and determination to tackle this, regardless of what world leaders might have said in Paris.

Which regrettably leads us to open that second front in the battle against climate change – mitigation. If we accept climate change to be an inevitability – not over the course of thousands of years, as it has always changed throughout history, but on a time scale of decades and centuries – the question becomes how do we adjust to a warming world?

This past week the Yukon College’s Northern Climate exChange gave us its best guess of what the territory can expect moving forward and what we should prepare ourselves for.

The gist of it: warmer temperatures (especially in the winter), and more (yet less consistent) precipitation. While this could potentially mean more agricul-

ture, we can also look forward to more flooding, more fires, changes in fish and wildlife habitat, and significant challenges dealing with infrastructure being contorted atop melting permafrost.

Reading the report, our near future is not as catastrophic as the future faced by, say, Florida – which is so low-lying that it could eventually be underwater if polar ice caps continue to melt. Unlike residents of the sunshine state, Yukoners might find a way to adapt to a new, warmer world.

But it will take foresight and planning. We can’t prepare for climate change like we save for retirement, or we will be caught flat footed and ill-equipped to deal with the challenges. This report provides a solid base of knowledge to create a framework moving forward and should be required reading for Yukoners.

While it is premature to abandon that main front in the battle against climate change, it is clear at this point (and has been for a while) that some amount of climate change is inevitable and the time has come to make plans to cope with the warming planet we will face moving forward.

Neff regains Quest title as defending champ falls ill Tom Patrick News Reporter

ok, Alaska’s Hugh Neff can pinpoint the moment he knew he was going to win this year’s Yukon Quest.

It wasn’t when he left the final checkpoint or when he entered Whitehorse city limits.

Basically, it was when he could see the finish line.

“I’m old school. I knew I had it when I came around that corner,” said Neff at the finish line. “I always have the voices of Brent (Sass) and Allen (Moore) in my head. We three have been seeing a lot of each other in the Quest the last three years.”

Neff, 48, knows a thing or two about counting chickens before they’re hatched. He rallied from behind to win his first Quest title in 2012 by just 26 seconds ahead of Two Rivers, Alaska’s Allen Moore.

“When I won last time it was a come-from-behind and barely won by 26 seconds and I wanted to prove to people it was more than just luck,” said Neff.

Neff won this year’s 1,600-kilometre sled dog race from Fairbanks to Whitehorse Monday afternoon with a time of nine days, one hour and 25 minutes.

This year, too, there was a come-from-behind element to his win. Defending champ Brent Sass of Eureka, Alaska, led for most of the race, was the first to Dawson City – the halfway point – and left with a two-hour lead over Allen in second and Neff in third.

Sass built the sizeable lead in the first half of the race despite an illness making its way through his dogs. In the second half it was his turn.

“After I left Dawson I got real sick and had a bad stomach bug and sore throat,” said Sass.

“I basically didn’t eat for the whole time between Dawson and Pelly.

“I was already running a real conservative schedule leaving Dawson because the dogs had been sick and I knew I couldn’t push them as hard as I originally planned. When I got sick it got a little more conservative

Sass managed to cut almost an hour off Neff’s lead following the final checkpoint in Braeburn, but it wasn’t enough. The 36-year-old reached the finish an hour and 24 minutes later for second place.

“Considering everything we went through in the race, all the challenges, the warm weather with my big furry dogs – considering all that, I’m real happy,” said Sass.

“And the fact that Hugh Neff has an amazing dog team.

There’s no doubt that dog team is top notch. He ran a really good race … It’s never bad to come second to a phenomenal dog team.”

Even with now 16 Yukon Quests under his belt, Neff wasn’t the most veteran musher on the trail this year. Healy, Alaska’s Dave Dalton raced his 26th Quest this year and placed 11th this morning.

Sass, on the other hand, is now into double digits with 10. “(Sass) is probably the most dedicated musher in the world right now,” said Neff. “He had over 3,000 more miles training than me. Think about that – 3,000! I’m just a goofball doing 20-mile training runs.”

Moore, who won the Quest in 2013 and 2014 and placed second last year, took third at 5:05 p.m. on Monday. Fellow Two Rivers musher Matt Hall placed fourth an hour and a half later.

10 Mile’s Ed Hopkins was the race’s top Yukoner and Canadian, placing fifth early Tuesday morning with a time of nine days, 14 hours, and one minute.

“I’m feeling pretty good. It’s a pretty good achievement,” said Hopkins, who placed third last year for his best finish to date. “I figured I had a top-five team. I wished I could have done a little better, but the race was good.

I’m happy with that.”

Clay also said the commission took action in November 2013 on one of the wells referenced in the report. “Remediation is ongoing and the responsible party is working to address the residual environmental concerns,� Clay said in the email.

Provincial regulations require operators to reclaim sites before they are designated abandoned or suspended. But Werring notes the regulator may waive those requirements if they are judged not “reasonably practicable.�

There are about 10,000 wells in British Columbia that are considered either abandoned or suspended.

But unremediated well sites are a problem throughout the energyproducing provinces.

In Alberta, the provincial regulator estimated in October there are nearly 21,000 inactive wells that don’t meet cleanup guidelines.

In Saskatchewan, Premier Brad Wall recently asked for $156 million from the federal government to clean up old wells in the province, as well as put unemployed energy industry workers back on a payroll.

The B.C. commission has also clarified up its own rules. Last September, it broadened the definition of what equipment must be removed from dormant well sites.

Weakened loonie putting squeeze on winter travel plans for Canadians Lauren La Rose Canadian Press

TORONTO aureen Dennis and her family had high hopes of heading abroad for March Break, but the weakened Canadian dollar has put plans for a sun-soaked getaway on ice.

“We were just hoping to go somewhere warm…. But everywhere that is warm has been affected by the dollar,” said Dennis, founder of WeeWelcome.ca.

“It’s an expensive time to go away,” added the Toronto-based parenting expert, whose four children range in age from four to 12.

“It is a time that a lot of parents try to make the most of, but it is extra painful when you put the exchange rate on the dollar.”

Canadian families and snowbirds who typically flock south during the winter are finding their wings clipped due to the falling loonie.

The Canadian dollar is currently hovering in the 72 cents US range, but has traded at nearly 13-year lows in recent weeks due to several factors, including the diminishing value of major commodities and slow economic growth.

Paul Phipps, chief marketing officer with Visit Florida, said the state saw a slight slowdown in

“Other people are looking at other destinations where the Canadian dollar still has a bit of pull, looking at Mexico or Costa Rica rather than U.S. holidays,” said the mother of two.

Vroon plans to take advantage of a hotel sale in Mexico and travel on accumulated airline points with her family.

Dennis said she and her family hope to ski during March Break, and may look into resorts in Ontario or Quebec’s Mont-Tremblant.

But if those options are off the table due to lack of snow, they’ll consider activities within the city.

Canadian tourist destinations could indeed see a surge among homegrown visitors.

There has already been a noticeable uptick at Whistler Blackcomb Resort, which is on track to have a record number of visits, according to its parent company’s latest financial report.

David Wilcox of Whistler Blackcomb Holdings Inc. said they’re seeing growth among foreign and domestic travellers from outside the area, including Canadians who are more likely stay home due to the currency.

Myrtle Beach, S.C., has launched a campaign where select hotels, live entertainment venues, attractions and restaurants are offering significant discounts to Canadians through the month of April.

“We asked the businesses if they could do something that would approach or approximate taking the Canadian dollar on par that would be ideal…. But interestingly enough, some businesses went above and beyond that discount,” said Brad Dean, president and CEO of the Myrtle Beach Area Chamber of Commerce.

Dean said the coastal city expects to welcome more than a million Canadians this year, and wanted to take measures to encourage them to visit and “be able to stretch that money just a little bit further.”

“It wasn’t that long ago that we were in the midst of the recession.

And while it wasn’t our exchange rate that was causing the economic pain, we’ve certainly felt that in our tourism economy.

“It certainly will stretch the businesses a bit to do this,” he added, in reference to the discounts.

“But let’s face it: Tourism is good business for Myrtle Beach … and Canadians are a huge part of that.”

‘We’re so thankful to be here,’ says Whitehorse’s first Syrian refugee family Maura Forrest News Reporter

L

ast weekend, under a bright blue sky, the Aarafat family had their first taste of a time-honoured Canadian tradition.

Hussein Aarafat and his wife, Fatima, took their nine children to Shipyards Park for their first toboggan rides on Sunday. The Syrian family was accompanied by volunteers from Yukon Cares, their sponsor group.

After watching some local kids go hurtling down the hill, the Aarafat children decided to give it a try.

Bundled up in snowsuits, three of the younger daughters took turns on one of the gentler slopes, switching between a couple of plastic sleds and a traditional wooden toboggan. They took their little brother on a few rides with them, too, tucked into the front of the toboggan.

Even Hussein and Fatima slid down the hill once or twice, while the small crowd cheered them on.

The Aarafat children blended right in with the other kids at Shipyards Park that day. They were totally fearless, smiling and laughing as they tumbled off their sleds at the base of the hill.

After a little while, the family moved on to a longer run. The kids didn’t miss a beat, launching themselves down the steeper slope without a second thought.

The family also had a chance to check out the sled dog teams taking kids for short rides around the park.

“The weather is amazing today,” said Hassan, the Aarafats’ oldest son, speaking through an interpreter. “It’s sunny and it’s beautiful to go sledding. Everybody is welcoming and they’re so kind. We’re so thankful to be here.”

The family arrived in Whitehorse just over two weeks ago.

Since then, Hassan said, Yukon Cares has kept them busy, showing them the downtown, the local banks and the hospital. The volunteers have taken them on a bus tour as well, to show them how to use the public transportation system.

And as of last week, he and some of his family members have started taking English classes at the multicultural centre.

“It’s good!” Hassan said, in English.

The 22-year-old said his family first learned they’d be coming to Whitehorse before they arrived in Canada. But at the time, they didn’t really know what that meant.

It wasn’t until they landed in Montreal last month that anyone explained to them where White-

“That was the first time that we knew we were coming to the North,” Hassan said. “Initially, we were a little bit frightened to know that we were coming very far from the major cities. But eventually, once we landed actually, we discovered how pleasant the opportunity was. Everybody’s so kind, everybody’s so helpful.

“We suffered a lot for the past four years and we’re just so happy to finally be settling.”

The Aarafat family is from a town outside Hama, a city in western Syria.

Hassan said he and his brother first left Syria nearly five years ago, when the uprising against President Bashar Al-Assad began.

“The family wanted us to be away from any problems, because people our age are targets for all different militias and conflicting groups,” he explained.

The rest of the family joined them in Lebanon two years later, where they applied for resettlement through the United Nations refugee agency. A few months after they left, their home was destroyed by the Syrian army.

Advertisements before movie feature don’t require silence

MANNERS DEAR MISS MANNERS: My friend and I arrived about 20 minutes early for a movie and were chatting quietly during the (advertising-heavy) digital pre-show.

About five minutes later, an older couple came in and sat in front of us, and about five minutes after that, the man turned around and admonished us to be quiet.

We complied, but I was startled, as I thought it was acceptable to talk until the trailers began. Is there now an expectation of silence for the half-hour presentation before the trailers?

GENTLE READER: There is not — a theater is not a library. But Miss Manners suggests that rather than attempting to school an elderly couple, you apologize: “I’m so sorry.

We thought the show had not yet begun. We’ll try to keep our voices down during the advertisements.”

DEAR MISS MANNERS: My husband and I made the decision years ago to be low-tech. We are raising our children without cable TV, MP3 players or fancy smartphones or tablets, because we want our children to be able to entertain themselves with their imaginations and because we don’t want to have bickering over screen time.

I have an old cellphone, not a smartphone. Many times over the last year, as I have pulled it out, people (relatives, friends, colleagues, receptionists at the dentist, just to name a few) have told me that I need to buy a new phone.

What is it about technology that makes people feel justified in telling others — even ones they don’t know — that their possessions are not up to snuff?

I think these same people would find it very rude if I told them that their shoes/purse/car looked shabby, and they should go buy something smarter-looking.

GENTLE READER: They would indeed, and they would be right.

Miss Manners fears that the only difference in the case of technology is that the targets of such insults are often vulnerable, afraid of being themselves considered ready for the dust heap. You are quite right to interpret this as unwarranted busybody-ness.

DEAR MISS MANNERS: I was adopted at birth. Since the adoption was privately arranged, my parents had my original birth certificate, and I knew my mother’s maiden name. My parents (now both deceased) never had any problem with me asking about my birth mother or trying to find her.

In my 40s, I located her, and we became friends. (A strong, funny and delightful woman, by the way!)

She had since married and adopted two children. She told me she was not telling her children about me

because, although they knew they were adopted, she didn’t want them to get the idea that they weren’t her “real” children. I didn’t mind and didn’t try to contact them. After all, my “real” Mom was my adoptive mother.

Too often, people believe that the virtue of truth-telling trumps all other virtues, and that it requires telling the whole truth — which often means only airing the teller’s opinions, and usually not the nice ones.

Here you need only offer your condolences, do as you like about the present, and explain that you knew her mother through your mother — meaning your adoptive mother — but without explaining the claims each of them has to that title.

onna Reimchen really could have found an easier business to own.

Perhaps a retail franchise with shelves lined up in neat rows, with just one supplier, and where every widget has its own spot.

Instead, she purchased North End Gallery from Art Webster five years ago.

So, now, she has over 100 artists to represent at any one time, who each need new and creative ways to show their art. New fixtures need to be found and old ones need to be rearranged.

Some can restock her store in a week; others produce their art once a year.

Some sell to her wholesale; others sell on consignment.

And yet ... â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s very satisfying here,â&#x20AC;? says Reimchen, sitting in a chair likely older than she is just an hour before the doors open for another day. â&#x20AC;&#x153;Art did such a good job creating this space and we are taking it from there and adding changes and our own touches. â&#x20AC;&#x153;We are selling work that individual artists make, whether they are from the Yukon or a little town in Ontario or Cape Breton.â&#x20AC;?

Shorthanded Elijah Smith team wins basketball championship Tom Patrick News Reporter

G

oing into the Yukon championship, the Elijah Smith Eagles girls team didn’t have a short bench, they had no bench.

With only five players the Elijah Smith Eagles went undefeated for gold at the Yukon Schools Athletic Association Grade 7 Basketball Championships on Saturday at Porter Creek Secondary.

“Pure heart and a lot of food between games,” was the key, said Eagles head coach Kasia Leary.

“They were undefeated this tournament – I was so impressed … I’m just amazed how they worked as a team. They had to use all five players. They didn’t have one star, it was all five of them on all the time.”

The Eagles won all seven of their games – two with only four players instead of five.

They claimed the gold medal with a 37-17 win over Christ the King Wolverines in the final.

“I’m happy that we won,” said Eagles player Emily Scott. “We had a lot of strategy and we kept together, made sure that we had lots of quick passes. We had some experienced basketball players too. We had Kamryn (Williamson), Olivia (Blisner) and Sammy (Demchuk), who are really good at basketball. That helped the team a lot.”

Despite having no subs and playing their third game of the day, the Eagles somehow managed to pick up steam as the final went on.

The Wolverines, who had nine players on the squad, pulled within one at 11-10 with a buzzer beater from Nicole Farkas at half and took the lead on a jump shot from Remie Cherepak to start the second half.

But the Eagles took back the lead on a basket from Blisner and later went on a 16-point run to make it 33-15. Darci Trociuk and Scott both scored six points in the run.

“They had to change their game plan and I think they had to pick up their back-up reserves for energy,” said Leary.

The new game plan was “faster passes and getting down low for the rebounding to get that quick shot off,” she said.

The Jack Hulland Hawks defeated the Holy Family Hurricanes 34-26 to capture the bronze medal in the girls tournament.

On the boys side of the championship, the Selkirk Bears defended their title with a 29-22 win over the Jack Hulland Hawks in the final.

Christ the King Wolverines took the bronze with a 52-32 win over the Takhini Timberwolves.

The gold medal win for the Elijah Smith girls marked the first for the school in basketball in six years.

“The other game we were a little nervous about was the quarterfinal against Teslin,” said Leary.

Four athletes from the Whitehorse crossfit chapter based out of Peak Fitness competed in team events at the Battle on the Border in Lloydminster, Alta., Feb. 14-16. â&#x20AC;&#x153;We were pretty nervous at the beginning because this was our first one and there was a pretty big crowd there,â&#x20AC;? said Whitehorseâ&#x20AC;&#x2122;s Cliff Schultz. â&#x20AC;&#x153;We ended up not doing too bad.

We calmed down, went into the finals and placed eighth.â&#x20AC;?

Schultz and teammate Mike Hartwig cracked the top 10 in four events en route to placing eighth out of 34 in the menâ&#x20AC;&#x2122;s team event. 86Seven teammates Holly Hartwig and Danielle Swift topped out with a 43rd place in one event on their way to 67th out of 72 womenâ&#x20AC;&#x2122;s teams.

Schultz, 39, and Hartwig, 36, were the oldest competitors in the competition. But that didnâ&#x20AC;&#x2122;t stop the â&#x20AC;&#x153;Sweaty Monkeysâ&#x20AC;? team from placing third in the final.

They completed the workout â&#x20AC;&#x201C; 30-metre farmer carry of two 75-pound weights, 30 clean and jerk/snatches of 115 pounds, followed by another 30-metre farmer carry â&#x20AC;&#x201C; in six minutes and 14 seconds.

However, a fifth place finish in the third event stands out in Schultzâ&#x20AC;&#x2122;s mind. That one was an A.M.R.A.P (as many rounds as possible) event in which competitors burnt 10 calories on an Assault AirBike, completed eight toes to bars â&#x20AC;&#x201C; touching toes to the chin-up bar â&#x20AC;&#x201C; and six dumbbell thrusts. (An Assault bike is a stationary exercise bike that uses a fan for pedal resistance and has handlebars that are pumped.) â&#x20AC;&#x153;That one there was pretty intense,â&#x20AC;? said Schultz. â&#x20AC;&#x153;We pushed ourselves hard â&#x20AC;Ś It was hard on the lungs â&#x20AC;&#x201C; that assault bike was brutal. It really gets the heart rate up and really puts your body to the test.â&#x20AC;?

Holly and Swift, who competed under the team name Bar Belles, placed 43rd in a pull-up contest and finished with 49th in a single-skip/deadlift/sled push event. â&#x20AC;&#x153;They got a little bit frustrated, but as they went on they got stronger too,â&#x20AC;? said Schultz. â&#x20AC;&#x153;That gave them a little incentive to keep pushing and to start training again.â&#x20AC;?

The CrossFit fitness program and competition was founded in 2000 in California and has grown to include over 13,000 affiliated gyms worldwide. The CrossFit Games â&#x20AC;&#x201C; the world championship â&#x20AC;&#x201C; have been held annually since 2007.

Whitehorse racers show speed, grit in arctic ultra Tom Patrick News Reporter

T

he Yukon Arctic Ultra is called the “coldest and toughest.” Sometimes the same can be said about Yukoners.

Whitehorse racers fought the cold and set the pace to win a few divisions and finish the longest one – which cannot be said about a third of the field – at the 13th annual event that began on Feb. 4 and ended Friday.

David Eikelboom’s ninth marathon was his slowest to date, but it was enough for a win on the first day.

The 29-year-old from Whitehorse was the top finisher (on foot) in the marathon distance in what was his first time in the event.

“It was a chance to do a race that was totally different,” said Eikelboom. “Road marathons you can do anywhere, there’s a trail marathon in the summer every year, but the arctic ultra is a bit of a one-of-a-kind race.

“There were some soft patches, but generally the course was in good shape. It’s the only time of year you get to run along the river there.”

Eikelboom ran the course from Shipyards Park to Rivendell Farm on the banks of Takhini River in three hours and 25 minutes.

(He ran the Hamilton Marathon almost an hour quicker in the fall.) He was just six minutes behind Switzerland’s Joel Hegner on a fat-tire mountain bike.

Whitehorse’s Matt Hosford was the second runner in at 3:41 followed by Whitehorse’s Kristin Daniel as the top female with a time of 3:57.

Whitehorse runners Maren Bradley and Maki Nagahama placed second and third, respectively, for females.

“I’m thinking about doing the 100-miler next year,” added Eikelboom. “Thinking about it.

We’ll see.”

Yukon also had winners in the 100-mile event from Whitehorse to Braeburn.

Whitehorse’s Jennifer King and Gillian Smith tied for first for females and were seventh overall.

They completed the course in one day and 16 hours.

Italy’s Michele Graglia was first overall with the second fastest time on record – 21 hours and 56 minutes.

Only one Yukoner took up the 300-mile challenge in this year’s ultra.

Whitehorse’s Jessie ThomsonGladish and teammate Julie Pritchard of England reached the finish at the back of the pack, but just finishing was an achievement. Twelve of the 34 starters scratched during the race.

Having to complete a 100-kilometre out-and-back trek from Pelly Crossing was a grind, said Thomson-Gladish.

It’s shorter, obviously, but the out-and-back to Pelly Farm was a huge mental challenge I didn’t encounter last year.

“It was pretty much all in the dark and it was mentally tough to go out 50 kilometres and then back. I would have rather continued on to Dawson, to be honest.”

Thomson-Gladish and Pritchard completed the 300-mile journey on Friday with a time of seven days, 19 hours and 35

minutes, just four hours and 25 minutes under the cutoff.

They placed second for females and tied for 19th overall with Pritchard’s boyfriend Oliver Lutte.

“There are plans to come back. I’m not sure what I’m going to do yet, but I’d really like to volunteer for it, but I also don’t want to miss out on the trails,” said Thomson-Gladish. “Next year I’ll like to figure out a way to do the 100-mile race and then hop on with the volunteer team for the

Germany’s Florian Reiterberger rode a fat bike to finish first in the 300 with a time of four days, 10 hours and 13 minutes.

American Jan Kriska of North Carolina was first on foot with a record time of four days, 21 hours and 24 minutes.

Australia’s Bernadette Benson was the top female, and sixth overall, in five days, 10 hours and 55 minutes – the new women’s

record.

A total of 71 racers representing 17 nations took part in this year’s ultra.

“This is a record field of entrance for a year we don’t have the 400-mile (division to Dawson City),” said organizer Robert Pollhammer. “Every two years we have a race that goes all the way to Dawson, then we typically have 80 to 90 people. The other years we usually have less, so this is a really good turnout.”
