Cities set to start projects funded by Federal Gas Tax Fund

Cranbrook and Kimberley now have some cash to play with for needed projects.

The City of Cranbrook is pleased to announce its successful grant application for $2.8 million in funding through the Federal Gas Tax Fund, in partnership with the Government of Canada and

the Province of British Columbia and administered by the Union of BC Municipalities.

This funding will be used for the Idlewild Park Rehabilitation project, which will be underway in 2016.

And Cranbrook isn’t the only recipient of funding from the Federal Gas Tax Fund.

The City of Kimberley will also be receiving $4,500,000 for Gerry Sorensen Way Reconstruction.

According to the City of Kimberley, that road sees an estimated 800,000 vehicle trips each year. Poor drainage and improper subsurface materials have contributed to the road’s shoddy condition over the years and this new funding should cover 100 per cent of the costs for reconstruction.

Kimberley Mayor Don McCormick states “Good roads create a positive impression of the community, and are a visible indication to taxpayers that their tax money is being well spent.

Virtually every visitor that comes to Kimberley drives Gerry Sorensen Way, as does the majority of residents on a regular basis. Our highest profile road needs to be one of our best. We are thrilled to be able to do the work this year.”

The work on Gerry Sorensen Way will begin in May and finish

by September of 2016.

Each year the Gov-

ernment of Canada transfers over $253 million to the Province of British Columbia through the federal Gas Tax Fund (GTF). The funding is predictable, permanent and indexed to provide communities with a reliable ongoing funding source for their local infrastructure projects. The GTF provides communities with maximum flexibility. They can spend, bank, pool or use the funds to pay down infrastructure loans.

Communities are free to direct the GTF to the eligible infrastructure projects they choose.

“Through the federal Gas Tax Fund, the Government of Canada is allowing communities in BC, and all across Canada, to make informed decisions about their infrastructure investments and how best to spend federal dollars. Community officials are best positioned to identify their specific needs, and the federal Gas Tax fund supports them in making those strategic investments. These 57 projects will contribute to building the strong, inclusive and sustainable communities Canadians desire to live in,” said Honourable Amarjeet Sohi, Minister of Infrastructure and Communities.

Opposition calls the province’s housing plan a step back

By Tom Fletcher The B.C. government is committing to put an additional $335 million into social housing projects over the next five years, most of it from transfers of property to non-profit societies.

Premier Christy Clark announced the social housing program before this week’s provincial budget, calling it “the largest single social and affordable housing investment in the province’s history.”

That description was

targeted by the opposition, who said it represents a reduction in the commitment made in the government’s 2015 plan. NDP housing critic David Eby said Monday the announcement by Clark and Housing Minister Rich Coleman came after the government was caught redirecting proceeds of social housing sales to general revenue.

“Under this program, the province sells public assets, social housing across the province, to non-profit organi-

zations,” Eby told the legislature. “Unfortunately, when they sell this social housing, they do not and they cannot, because of the economics, guarantee that all of the units will continue to be rented at non-market rates. That’s rents affordable by seniors, to people with disabilities, to families living in poverty.

“A significant number of these units will be rented at what he called market rates, which is a fancy way of saying rates that are not affordable to the people who used to live in those units.”

The B.C. Liberal government’s plan to invest directly in new social housing is a change from Coleman’s past policy to focus on rent subsidies rather than direct spending on social housing. The province currently pays rent assistance to nearly 30,000 low-income seniors and families, and funds another 41,000 in independent social housing.

The latest commitment is to expand social housing with $50 million in the fiscal

year that starts April 1, another $50 million the following year, $75 million in 2018-19 and $90 million each of the next two years.

Coleman said the

money comes from the province’s non-profit asset transfer program, begun in 2014.

“Its success is allowing us to reinvest money back into affordable

housing across the province, while also helping non-profit societies secure the financing they need to be sustainable,” Coleman said.

The B.C. government

defines “affordable housing” as costing 30 per cent or less of the household’s gross income.

Views Know your Sunrise Rotarians: Mark Pinnell

passionately about his involvement in Rotary and the contribution one can make to worthy causes. Mark, past president of the Sunrise Rotary club, said he first joined Rotary for the networking opportunities. “Since I was self-employed at the time, I thought joining Rotary world provide networking opportunities. After a while, I met lots of people and began to realize that the volunteer work was important too.”

Mark speaks fondly of the Sunrise Club’s efforts to build the fieldhouse at Moir Park, one of the larger projects undertaken by the Club. “It was a big project and took about 3 years to complete.

How could a handful of people initiate and complete such a big community project?

That really stuck with me,” says Mark.

A number of those who attend and participate in Rotary, especially the long-time members, describe the day they became a Rotarian, which is a deeper way of feeling part of Rotary. “The day I became a Rotarian was during the Moir Centennial Park’s dedication to Cranbrook.

“I stood overlooking the fieldhouse we built from the hill and watched my daughter being escorted onto the field by my best friend to open the park with O Canada. I will never forget this. She would

not be standing there had we not built the fieldhouse, “exclaims Mark.

Rotary is an International organization, which contributes locally, regionally and internationally. On an international scale, Rotary is committed to eradicating polio from the planet, amongst other endeavours. Currently, only a few countries have people with polio, thanks to Rotary’s efforts in vaccinating people worldwide.

Mark experienced a real ‘eye opener’ while attending a Rotary club meeting in Las Vegas.

“I was treated like family, the same as if I had been at home.” The Las Vegas Rotary Club had invited members of

nearby Nellis Air Force Base to a lunch meeting as a way of saying thank you for their contribution to society.

Mark says he noticed how compassionate and ready to help these members of the military were.

The real ‘eye opener’ for Mark at the Las Vegas meeting was during a talk given by the president of the club.

Mark says the president became emotional when he told of a story of bringing an 8-yearold boy to JC Penny’s in order that Rotary and JC Penny’s (both contributors to a Rotary cause) could provide much needed clothing for under privileged children. “After most of the clothes were

selected the president told the boy to go and pick out two shirts. At check-out, the president noticed that the two shirts were not of the same size and said to the boy, you made a mistake. The boy said, one’s for my brother.

That’s what keeps us in Rotary, “says Mark.

Ironically, Mark says “Sometimes I think I remain a Rotarian because I am selfish. The feeling you get being part of Rotary, you want to keep forever.

It’s like a paradox.”

Mark’s message to anyone who is thinking of joining Rotary is: “If you want to touch the heart of Rotary, come join us!”

New regulations are in place to clarify and toughen the consequences of drinking and drug affected driving in British Columbia, the Ministry of Public Safety and Solicitor General announced today.

Under the new program, drivers with certain serious prohibitions for drinking and drug affected driving are now required to participate in mandatory remedial programs designed to prevent this high risk and irresponsible behaviour from reoccurring.

Driving while affected by drugs or alcohol is a significant public health and safety concern of this government.

In 2014, drinking and driving contributed to the death of 61 people on our roads – that’s 61 completely preventable deaths due to poor choices, a Ministry of Public Safety and Solicitor General press release

stated.

Once a mandatory referral is made, drivers will be required to participate in the Responsible Driver Program (RDP), which focuses on education and counselling, and/or the Ignition Interlock Program (IIP), for which a device is installed in the vehicle to prevent drivers from driving if they have consumed alcohol.

“These measures will help both deter and prevent unsafe drivers from getting back on our roads. There will no longer be financial or hardship considerations to exempt high-risk drivers from these remedial programs. Let me be clear. If you are caught drinking and driving and therefore putting your life and the lives of others at risk, it will cost you. Driving while affected by alcohol or drugs is reckless and selfish behaviour for which this province has

no tolerance,” said Minister of Public Safety and Solicitor General Mike Morris.

“These are firm but fair measures that address repetitive driving behaviours at the administrative level. Drivers who choose to drive under the influence of drugs or alcohol will face serious remedial program consequences that are recognized as efficient and successful in many jurisdictions in Canada and around the world,” said Acting superintendent of Motor Vehicles, Robert O’Neill, adding, “It is extremely easy to avoid these consequences and every driver is able to do so by choosing to act responsibly when behind the wheel.”

The new regulations apply to drivers caught driving while affected by drugs or alcohol who accumulate between six16 remedial program points within five years.

Since the 2010 implementation of the Immediate Roadside Prohibition (IRP) program, there has been an estimated 260 lives saved and a 52% reduction in alcohol-related motor vehicle deaths.

Drivers who receive a 90-Day IRP or accumulate points through repeat alcohol and drug related driving events will be required to participate in remedial programs.

Research shows a 90% reduction in repeat drinking and driving while the Ignition Interlock Program (IIP) device is installed.

IRP’s administrative sanctions have seen a reduction of 6,000 Criminal Code Impaired Driving court cases per year since 2010.

Also, there is no reconsideration process for mandatory referrals.

The competition is open to individuals under the age of 24 who are not yet at full journeyman status. College of the Rockies will host the Carpentry, Cabinet Making, Welding and Public Speaking skills competitions.

Robotics and TV/Video Production competitions will take place at Mount Baker Secondary School.

Skills BC is a nonprofit organization that partners with government, educators, private industry and labour to promote and celebrate skilled trades and technologies.

With the looming shortage of skilled trades and technology workers in the province, Skills BC looks to encourage students to explore trades and technology career

options by providing them with positive and exciting hands-on experiences.

Thirteen regional and one provincial skill competitions take place each year. Winners of the regional competitions will advance to the Provincials in Abbotsford in April where they will have the chance of advancing to the National and World Skills competitions.

College of the Rockies’ Regional Transitions Coordinator Brian Conrad says, “The competition serves to celebrate and reward students for their excellence in trade or technology skills and to create an interactive and engaging environment for the many young people who attend the competitions as spectators.”

In an effort to further

encourage youth to discover trades there will be school rivalries in Spaghetti Bridge Building, Newspaper Furniture Construction, and Gravity Car Design and Racing. These events will take place in the College’s Piping Trades shop from 9:00 am to 12:00 pm “These events are part of the provincial initiative to raise awareness of technical trades and of the rewards of these career options. We encourage parents and the public to also come to the College to check out the activities,” notes Conrad.

The Homeless Outreach & Prevention Program is one of the many programs that are run through the Community Connections Society of Southeast BC here in Cranbrook.

The program is in place to help and support individuals of all ages in our community who are homeless or at significant risk of home-

support services, as well as short and long term planning.

This past December Mount Baker Secondary Students have been learning about poverty and social issues and the impact they can have on communities, especially in our own.

The facts that were presented were rather unsettling, giving a group

of grade 11 and 12 students the inspiration to do something to make a difference. The students banned together and spent time during the school day as well as after hours to bake cookies to be delivered to the coordinators at the Homeless Outreach Program to be given out to their clients. The idea behind the cookies was to make a difference in someones day by making them

smile. Tracy Pound, a Homeless Outreach & Prevention Coordinator responded to the cookies by saying, “It has been wonderful to see the expression on our clients faces when we handed out cookies to each of them. They were truly touched and some were even quite emotional.” Kindness is priceless and we could all use a little more of it in our lives.

January 31st, 2016 – Team Canada and Cranbrook athletes Gordon McArthur, Karlee Hall, Ineke Rhebergen and Noah Beek rounded out the UIAA’s 2016 World Cup Tour in Europe and Asia with the final completion of the season taking place in Rabenstein, Italy. The 2016 World Cup Tour

was a shortened season this year due to venue cancellation in some European countries as a result of downturns in their economies.

The 2016 World Cup Tour consisted of four World Cups on three continents. The UIAA’s World Cup of Ice Climbing is an intense, demanding, unforgiving

and sometimes heartbreaking competitive sports event. In a sport dominated by athletes from Russia, Korea and Switzerland - East Kootenay athletes are recognized worldwide in this sport and represent Canada proudly on the world stage.

take a family photo to recognize its Starlite gift given in December.

The family of William Chiz of Cranbrook gathered yesterday at the

Friday, February 19, 2016 Kootenay News Advertiser East Kootenay Regional Hospital lobby to celebrate their star – a wife, a mother and grandmother Elizabeth Ann Chiz who passed away on January 30, 2012.

The family generously donated $2,500 in Elizabeth’s honour in gratitude of the services

provided to her from the specialists, physicians and nurses who cared for her while on the intensive care unit and a significant portion of the gift to the EKFH fund that supports the work of the Mary Pack Arthritis team.

In 2007 informal discussions began among non-profits recognizing a need to bring the nonprofit sector, citizens and other sectors of our community together to share what is happening in our community, how issues are being addressed and identifying additional issues and ways of addressing them. Early in 2008 agency representatives began meeting regularly discussing what a Social Planning body would look like in our community. Consensus was met regarding the intent to promote a better quality of life for residents. Considerations included: information gathering on social indicators, broad-based and inclusive discussions, open forums, being effective without explicit political involvement and staying aware of health factors and community consultations.

It was agreed that a Social Planning body could prove to be effective in addressing a number of issues regarding seniors, persons with disabilities, children at risk, housing, substance abuse, sexual health, teen pregnancy, food security and other social issues as identified by systematically addressing areas of concern identified through community consultations, research and community response.

A workshop was held on October 17th, 2008 with 16 individuals from diverse backgrounds with a common interest in promoting the design

and action steps to form an organization that will address social, cultural, environment and community issues. Three primary activities were facilitated during the workshop: 1. Identifying key concerns or issues that need to be addressed by a social planning body.

2. Outlining the structure and process of an organization to address these issues/concerns.

3. Creating the basis of a blueprint for development of a social planning body.

The value of a social planning body was identified as improving efficiency in our community but beyond that immediate benefit, by creating an organization to create a unifying vision, provide a venue for community input to share and educate one another in efforts to better meet the needs of all citizens.

The Community Social Planning Society of Cranbrook and Area received official status on May 7th, 2008 with a vision and mission statement that reads: MISSION To improve the living circumstances of all citizens through social planning initiatives, collaborative engagement, and strategic action.

VISION A caring, inclusive community that works in collaboration, staying connected and informed, resulting in a stronger community.

Over seven years the Society has: established monthly sharing meetings attended by 15 to 20 community organizations each month, developed an online re-

source directory www. cranbrookclicks.com with plans to add a community calendar to include programs and services being offered as well as community events and a community map marking key program and service locations. Cranbrook Thrives has held a number of forums discussing key issues and in 2015 introduced quarterly luncheons providing an opportunity for the community and nonprofits to learn more about each other and identify ways to support one another. Committees have been formed to address specific areas in particular the Poverty Reduction Committee in partnership with the Ministry of Families and Children to ease the hardships of poverty in our community.

The Society continues to grow and develop strategies for on-going collaborations, sharing and partnerships working together towards the strongest benefits and outcomes possible.
