A group of Highlands residents are concerned about the future of their main water source. It’s a concern that has caught the attention of the District’s council and has triggered a partnership with the University of Victoria. “There’s basically one aquifer under all of the Highlands,” said Val Fletcher, a member of the sustainable land-use select committee. “It’s really important that we

protect that.” That aquifer, which is the area of fractured rock that contains the area’s main source of ground water, lays under a number of residential and industrial properties. “Water is a big issue,” Fletcher said, adding conditions such as climate change have impacted the way the District views the resource. “We’re getting clues; it could be an issue for us and we’d better get on it.” Due to the aquifer’s size and the number of people drawing water from it, he characterized it as “moderately compromised.” Roughly 90 per cent of residents draw their water from individual or group wells fed from the aquifer, while 10 per cent draw from

surface sources such as lakes and streams, Fletcher said. That said, educating the entire community on their water sources and how to protect them is the main focus of a new project. Information, likely included in property tax mailouts, will offer ways to conserve water and help diminish threats, such as properly maintaining their septic tanks. Back in December 2012, a threephase ground water study was undertaken by Golder Associates Ltd., who made recommendations on how to help protect the aquifer. The study results are posted on the District’s website, but Fletcher said no formal implementations of them has been made. That’s where the University of

Victoria students come in, as the District has enlisted the help of department of geography assistant professor Michele-Lee Moore. Three groups of her third-year water resources management students are in a case study competition that will see them work with Golder’s recommendations, to determine the best way to implement a public education and communication strategy. Fletcher is excited to see what the students will come up with and said Moore is “very enthusiastic about our project.” Moore, who holds a case study competition every year and is always looking at engaging communities, thought it would be a good fit for her students, as they

can learn about a real project. “It’s a chance for them to start applying what they’ve learned,” she said, adding it is not an easy project to undertake in the time frame of a semester. “A big part is just developing familiarity with a big time issue. It gives them a taste of how complex these issues are.” She hopes the projects will generate new ideas for the community. While Fletcher is on the panel of judges that will pick the winning project, he said the District may pull pieces from all of the projects to take action. Colwood wants input on retaining walls

Approximately a year and a half ago, crews started blasting. Errant rock even flew through the roof of a nearby home and the blasting, grinding and drilling continues to whittle down the mountain. In its place, a retaining wall climbs up the new Elevation Point development on the corner of Bezanton Way and Latoria Road in Colwood. “About three and a half years ago, the developers (Homewood Constructors Ltd.) came in and completely cleared all that. The area was (once) completely treed and it was a mountain,” said Brian Belcher, who lives on Bezanton Way. “The contractor was allowed to come in and clear cut it all.” He says the dust and dirt, the noise and the loss of view have affected his quality of life. The Colwood resident of six years made his way from Saanich and said his new home once looked over “a peaceful area.” When he purchased, he wondered how nice it would be to live there. “It’s spilled milk now, there is nothing that can be done on the existing site … This sure doesn’t fit into (Colwood’s) green plan. How it was ever allowed to happen, who knows?” he said. “The backyards of those (living nearby) once looked at a forest. Now they look at this high rock

wall. Imagine what that has done to property values?” To help reduce such walls in the future, changes are coming to Colwood and will be discussed at a Feb. 25 open house hosted by the City. Proposed bylaw changes introduce specific language on retaining walls and a maximum height of 1.2 metres. Also proposed are explicit rules for engineering standards in wall design and construction, the requiring of a permit and the prohibition of stacked-rock retaining walls such as the one in front of the construction site for Elevation Point, a 59-unit development being built at 517 to 535 Latoria Rd. John Newton, president of Homewood Constructors Ltd., said he understands some of the concerns, but asked for patience for those passing judgment before the project is complete. “You are looking at a painting that’s half finished,” he said. “We still have landscaping to do along the new sidewalk installed on Latoria, some big tall trees, foil that will catch run off and landscaping at the midlevel of walls that will allow vines to grow over and down the wall.” They have hired two geotechnical engineers who have incorporated a newer design for the wall, which Newton said is a lot more labour-intensive and expensive than other retaining walls. While there can never be a 100-per-cent guarantee on any structure in the event of a catastrophic event, he was confident in the wall’s design. “It’s built there to stay,” he said. “These are professional geotechnical engineers that have put their

The start of the second phase will depend on sales, Newton added, and take approximately a year to complete once started. Colwood Mayor Carol Hamilton noted there are several other such walls on the West Shore, but she

hoped future developments might incorporate different strategies to improve the aesthetics. She welcomed the public to attend the open house to offer thoughts and feedback on the proposed bylaw changes. “I would rather look at a rocky mountain face then an engineered wall, personally,” she said. “What it’s going to do is get a desire for more creative approaches to that kind of landscape.”

Dust control measures, including the application of water or another dust suppressant to prevent dust emission, and the limiting of rock crushing to help mitigate noise complaints to between 8 a.m and 4:30 p.m., are also proposed bylaw changes on the agenda. said the trick is for students to find their passion, and a career information evening Feb. 17 at Royal Bay secondary has an eye on giving West Shore youth a sneak peek into the future. “It’s important to have a night like this to open the eyes of parents and students of the career options,” Hargreaves said. “People think of the general terms – a policeman, fireman, lawyer, doctor – they can name half dozen and get stuck, when

there are thousands of really good careers … with great money to be made.” Information booths, employers and exhibitors, and trade schools will showcase career ideas and options. Representatives will be looking to spark conversations with students about making the transition to whichever pathway they choose, whether it is a trade school, university or heading directly into the workforce.

“We’ve got a real potpourri of careers to look at, that don’t necessarily require a degree to get into, that are really rewarding,” Hargreaves said. “The earlier we can get people that we know are interested in an area, the more time we have to work with them.” That means getting students into a proper transition program, to make sure they have their graduation requirements met and they have a clear path charted out, he added.

Next week’s event, starting at 6:30 p.m., is geared towards West Shore students in Grades 9 to 12. “Come check out the options before you make a decision so (you) can make an informed decision. The old stereotype of getting a degree to get a good career is not necessary in that order,” he said. “You might be able to get a career and then the degree to get you even further.” alim@goldstreamgazette.com

Bait car stolen from View Royal yields arrest in Victoria

Family Day didn’t start out well for a man suspected of stealing a bait car in View Royal. A Victoria police dog handler, with the help of his canine companion, arrested a 45-year-old man on Frances Street in the city shortly after midnight Monday, after the vehicle he was driving was tracked using GPS. The man appeared in court Tuesday to face charges relating to auto theft. The bait car, a tool provided by the Surreybased Integrated Municipal Provincial Auto Crime Team (IMPACT), was stolen in View Royal. Once it was removed from the location, police quickly gained such real-time information as location, speed and direction of travel, which allowed officers to track the vehicle. The incident was monitored in a joint effort between West Shore RCMP, VicPD and the Saanich Police Department. “The partnership and co-ordination with VicPD and Saanich PD led to a successful outcome in this investigation,” said Const. Alex Bérubé, spokesperson for West Shore RCMP. The suspect did not initially comply with police orders at the end of the incident and the police dog was needed to secure him and take him into custody. IMPACT includes specialized police auto theft investigators and operates and manages the bait car program across the province.

Thefts from unlocked vehicles serve as reminder to owners

West Shore RCMP are reminding residents to lock their vehicles, put away valuable items and park in well-lit areas after a rash of thefts from vehicles last week. The majority of those took place at night and for the most part, the targeted vehicles were left unlocked, said detachment spokesperson Const. Alex Berube. When police see a rash of vehicle breakins, he said, they are often in the same area or neighbourhood and are evidence of thieves looking for an easy grab. They will go from car to car and move fast, usually in dark areas to avoid detection. While unlocked vehicles make it easy for thieves, they will often smash windows if they see something appealing, such as a wallet, phone, spare change or other valuables left out in the open. Residents should lock their vehicles at all times, even when parked in a locked garage, Berube said. Other suggestions for preventing thefts include storing spare keys in a secure location, removing garage door openers, house or business keys, and even taking out vehicle registration papers from a vehicle when it is parked to help prevent other crimes, such as identity theft or unlawful entry. Parking in a well-lit, well-populated area can provide “natural surveillance” and help deter thieves, he said. If your vehicle is not equipped with an immobilizer, police also recommend having one installed or using some other antitheft device. It’s time for CRD politicians to challenge treatment mandate Re: Sewage griping a costly luxury (Our View, Feb. 2) We enjoy reading the Goldstream News Gazette. However, I strongly disagree that federal and provincial mandates (that are apparently flawed when applied here in Victoria) take off the table the base case that no additional sewage treatment remains a viable alternative. As you noted, scientific studies repeatedly provide data, analysis and findings that support learned professional arguments that in Victoria, there is little cost benefit to investing billions of dollars over the next few decades on the proposed waste water treatment facility for the Capital Regional District. I do not understand why the political leaders in the CRD are apparently willing to ignore top quality scientific findings. Or is it just simply more politically expedient to build a waste water treatment plant regardless of cost? I do understand and would expect that if such a facility was indeed needed to mitigate high-risk environmental damages that my mayor, in collaboration with other mayors, would work very hard to find the best solution with the most favourable cost-benefits. Obviously, seeking grant monies to help reduce the cost to all

homeowners and commercial business owners in the district would be a top priority here. On the other hand, if this project is not needed because environmental risks are low, then the region’s political leaders, in my opinion, are obligated to strenuously seek a waiver of flawed treatment rules. In ignoring scientific evidence, wasting $1 billion to $2 billion and significantly increasing the cost of home ownership, the CRD board could be seen as a glaring example of political leadership incompetence in the region. I assume you are aware that other cities in North America have been forced to challenge poor environmental mandates from the U.S. Environmental Protection Agency, legal challenges that were successful. Why is the political leadership in the CRD unwilling to remain openminded on this important portfolio? Richard Caldwell View Royal

Finding new roads with the 2016 Chevrolet Camaro SS

Orlando, FL. – Stepping into the humidity of Southern Florida’s air can feel like a sudden slap to the face. Within moments of leaving the hotel, the fresh and clean sensation of a good night’s sleep and a rejuvenating shower can be wiped away, only to be replaced by that sticky feeling we try to avoid. Soon after, the comfort of 2016 Chevrolet Camaro SS sport seats, a rumbling 6.2-litre, V8 and the glory of air conditioning eliminates the discomfort of the Sunshine State’s clammy atmosphere. Getting this vehicle was the luck of the draw. Here’s why. Chevrolet created a notso-conventional drive program for the launch of Visit the Camaro road trip gallery at DrivewayCanada.ca their iconic, sixth-generation muscle car. Drivers picked keys out of a bag to make it fair for every- Alexandra Straub one, meaning, there weren’t enough of any one type of car, whether it was a V6 or V8, manual or automatic transmission. All I wanted was a manual. Didn’t matter the engine size. I ended up with a six-speed manual Camaro SS. Divine. Instead of the conventional turn-by-turn drive route, we were challenged to find our own way to our WELL-EQUIPPED FROM final destination. My outbound flight would be from New $ * Orleans. I had 36 hours to get there. Even though I was flying without a co-pilot, I teamed up with newfound friends in another Camaro. Initially, the desire was to visit the Barber Vintage Motorsports Museum in Birmingham, Alabama. Though, a late start and upwards of 1,000 kilometres to drive in less than eight hours would be difficult. Nevertheless, we set off north towards Birmingham. We would stop along the way to check out the “Live Baby Gators” at the Florida Citrus Center. We drove along interstate 10 heading west with weeping willows swaying overhead. We stopped at the Waffle House – a southern US dining staple – for some less than healthy sustenance. Our marathon drive continued and when we needed to communicate, we could use the Camaro’s Apple CarPlay to send messages to each other. Handsfree, of course. The Driver Mode Selector allowed me to swap between Sport, Tour and Snow/Ice (and also Track with SS.) These drive modes instantly tailor up to eight different vehicle characteristics. The Tour mode would seem to be a natural fit for the long drive, but I had it in Sport and loved every second. Eventually, we pulled into Birmingham for a late dinner of some deep-fried goodness. We debated the next step: we could stay in Birmingham or push forward to Jackson, Mississippi. Staying in Alabama would make for a longer journey the next day. We pushed on and when I shut her down at that chosen destination I had clocked 1,291 kilometres (807 miles). Surprisingly, after over 12 hours behind the wheel, my back wasn’t aching as much as I had expected. The sport seats proved to be firm yet flexible enough to still be comfortable and keep me in place. Even with the chassis 28 percent stiffer, the ride isn’t bone-jarring, not for me at least. Though, don’t expect it to take road imperfections gingerly. It is a performance vehicle after all so running a tight ship is mandatory. Besides, there aren’t 455 horses under the hood without reason. The desire to venture along this section of the program that spanned over the 48 contiguous states was purely personal. I’d never driven in this part of the United States Sometimes life throws you curves. As long as the items are in working condition, Anney Ardiel of Anney’s Closet, says there a number of different options for your unneeded or unwanted goods You may know friends or family members interested in taking on some of the assets, but in order to find out, she says starting early is important. While many friends and family members have good intentions, it still takes time and starting the process as early as possible is a great way to get started. If you choose to donate some of your goods, Anney’s Closet, a West Shore nonprofit helps women in the community living through or transitioning through challenging times. Ardiel says clients range from grandparents who now have custody of their grandchildren, foster children who leave or age out of foster care, single mothers and sometimes even single fathers. Potential clients are referred to her through a number of different avenues including the Ministry of Child and Family Development, The Boys and Girls Club, Songhees First Nations groups, or sometimes through word of mouth. Donated items are housed at the Westshore U-Lock Mini Storage on the Island Highway, who donate the space to the non-profit who offer a free “shopping” spree where they can take whatever household items they need to get them selves settled. Donations can be dropped off on second and third Saturdays of the month, except holiday weekends from 9:30 to 11:30 a.m. Anyone looking to volunteer, or donate their items to the cause can email donatetoac@gmail.com.

Langford resident Ken Lozoway caught this little American Dipper in action at Goldstream Park, one of his favourite places to observe and photograph a variety of bird species. He said the American Dipper is a chunky bird frequently observed on western streams. It catches its food underwater in swiftly flowing streams by swimming and walking on the stream bottom.
