he number of marijuana dispensaries in Port Alberni has increased to seven since Justin Trudeau was sworn in as prime minister last November.

Trudeau was elected, in part, on a promise to legalize marijuana.

“We will legalize, regulate, and restrict access to marijuana,” reads the platform of the Liberal Party of Canada—though no details are given about what speed this legalization might occur.

For marijuana dispensaries in Port Alberni however, it doesn’t seem to have mattered.

It took mere days after Trudeau’s win for WeeMedical to open its doors on Third Avenue.

“The writing’s on the wall... the Liberals are in, it’s being legalized,” operator Justin Liu said at the time.

In an interview with Canadian Press, Errol Mendes, a constitutional and international law expert at the University of Ottawa, said that while the international conventions make legalization difficult, they don’t make it impossible.

“There’s no international treaty where you cannot make reservations,” Mendes told the Canadian Press.

“The problem is the government having to explain why it’s doing it, why it feels it has to do it...”

And given this is a federal issue, there doesn’t seem much that municipalities can do.

Currently, selling marijuana— whether medical or recreational—is illegal under Canadian law, said Port Alberni RCMP Inspector Mac Richards.

Despite this, the City of Port Alberni voted to regulate medical marijuana dispensaries at its Jan. 25 meeting.

“When I made an oath to this office,

“The fact is that you’re asking the city to regulate an illegal activity—I’m not going to support letting this dispensary operate illegally,” said Sauve, a retired RCMP officer.

“I have consistently not voted in favour because I do not believe that it’s the right thing for us to do,” Ruttan said midJanuary.

He added that he believed it was “unfair” for the federal government to have downloaded it onto municipalities— but that he was committed to upholding council’s decision.

“But it doesn’t matter—this is what council has voted for and I believe that council’s position is fairly clear. It is this council’s best attempt to control the uncontrollable.”

Coun. Sharie Minions, though she voted for regulations, agreed.

“It shouldn’t be on the municipal agenda but it is a problem in our community. If we wait it will probably just get worse and worse and worse by the time the federal government does something about it,” she said.

W

hen Emily Bylsma was born, her parents did not expect her heart complications to develop into a lifetime of special needs. Although the Grade 9 student has experienced challenges that affected the whole family, she is now making steady progress thanks to a large support network.

As the third child of six for Aimee Bylsma, Emily was born with a heart defect that affected four parts of her heart. The family was living on the lower mainland at the time and she was required to spend the first two weeks in hospital.

Along with having a stroke while in the womb, Emily was afflicted with genetic

complications. She was weak and after suffering a respiratory illness at five months, had open heart surgery the following month.

The combination led to other problems throughout Emily’s body and has severely impacted her mobility.

It was a domino effect after she had an aneurysm at the back of her skull. During an MRI for something else, abnormalities in her kidneys were detected and she was sent to a specialist.

“We have been in and out of Children’s Hospital since she was born,” Aimee said.

“She has been struggling with neurological issues because there was swelling in her brain.

She also has problems with her eyes, teeth and spine and has chronic kidney disease which was discovered when she

Malformed from birth, Emily’s kidneys function at about 36 to 39 per cent of what they are supposed to, Aimee said.

Her legs and knees have been slightly bent in and she was walking on the interior of her feet, causing calluses and pain.

She was being piggybacked until she got too big.

Aimee had been home schooling her children and continued this practice when the family moved to Port Alberni in 2004.

Six years later she decided to put the four youngest in public school. By then, she said she needed to find some balance. Financially, too, daily life was a struggle.

“Before Emily was born, I wanted more kids and I had so much energy,” Aimee said. “But I was permanently exhausted after she was born. All of her medication was a huge learning curve and that was so difficult. I didn’t have a lot of support or help at the time.”

While the children attended John Howitt Elementary, Aimee worked outside the home and found the change helped the entire family’s dynamics.

“Emily just shined in a bigger environment with more people,” Aimee said. “She loves people and talking to them. It was awesome right from the beginning.”

By 2011, Emily started to receive physiotherapy through the Hilton Centre’s Outreach Therapy program.

Council also made the decision to change the city manager role to a chief administrative officer (CAO) role to be consistent with other municipalities.

The other management change implemented while the Rogers report remained in-camera was the movement of former city manager Ken Watson to a

senior projects advisor role in midJanuary ahead of his retirement at the end of December 2016. Fire Chief Pley stepped in as acting city manager.

Watson will continue to receive his city manager salary of $158,778, while Pley’s salary will be bumped up to 90 per cent of the city manager salary ($11,908 per month) while he is acting CAO. Pley will continue to act as fire chief in addition to his new duties.

Ruttan, who in January said that Watson’s new role was “indirectly” related to the Rogers report, said that this was a choice made by council to pursue their goals.

“That’s a personnel

matter. We want to move forward as council in a particular direction and we felt that this was something that we needed to do to move forward in that direction.”

As part of the reformatting of the community services department, Rogers recommended cutting the museum out altogether.

“The operation of the museum, a noncore service, is costly for the municipality.

Most municipalities work with not-forprofit societies who govern the activities and the services provided by the museum,” Rogers recommended.

The rental housing situation in Port Alberni is in “critical condition,” Patty Edwards, chair of the Alberni Valley Stakeholders Initiative to End Homelessness.

The group has released their 2016 Still At Home strategic plan.

“The findings reveal that citizens living at or below the poverty line are at risk of homelessness, as are those experiencing difficulty of affordability,” said Edwards. That’s 18 and 49 per cent of renters, respectively.

Increasing rental

costs—which Edwards said have doubled in the past seven to eight years— have contributed to the above statistics.

“There are renters in town who are spending 100 per cent of their income for safe, affordable housing,” Edwards said.

Edwards asked city council to review the 66-page strategic plan, upload it to the city website and support a request to the regional district for a grant funded parttime coordinator who would help the AVCSI oversee cross-sector collaboration, she said.

The City of Port Alberni is looking at all avenues to cut costs, said Mayor Mike Ruttan in response to the much-anticipated management review, released last week.

The seven recommendations outlined in the Judy Rogers organization and compensation review ranged from making the museum a non-profit to cutting management benefit packages.

The total cost for the 12-page report was $52,347, according to former city manager Ken Watson.

It’s not the only review of city management commissioned by the city in recent years. In 2011, the city commissioned a $31,091 organization review and a $15,633 management and exempt job evaluation plan.

Ruttan said he was pleased with the Rogers report.

“We definitely felt like we got our money’s worth.

There were lots of recommendations in there about some really critical components.”

The report has remained in-camera since the city received and endorsed it in early fall. Included with the released report was an implementation plan from acting city manager Tim Pley.

Some of the recommendations had already been implemented when former director of parks, recreation and heritage Scott Kenny retired at the end of July.

“The current position of parks and recreation Director should be filled immediately by transferring an existing senior director into that position,” the report

read.

“It is proposed that recreation, culture and heritage; shared services and community development come under a director of community services.”

Former director of corporate services Theresa Kingston was transferred to the newly created community services department in October.

Kingston’s former human resources duties will fall to the city manager and a soon-to-be hired human resources assistant, Ruttan said.

Parks and facilities will no longer fall under Kingston’s department.

he City of Port Alberni has made the best of an impossible situation with its marijuana dispensaries regulations.

We can see no other way that councillors could have approached the issue of dispensaries cropping up in the Alberni Valley.

Yes, we know marijuana is an illegal drug in Canada, and yes, we know that medical marijuana is only supposed to be dispensed through mail order.

And we recognize that not everyone who opens a medical marijuana dispensary in Canada is going to be business-like and above board, just like every facet of society has its bad apples.

Our bylaw enforcement officer is already overtaxed, and we stand by our previous conviction that Port Alberni RCMP officers’ time is better spent on policing activities that don’t involve constant raiding of these dispensaries.

It will be interesting to see how this plays out in the coming months.

Protesters fear peace in forests like being caught in a divorce

fter 20 years of representing B.C. coastal First Nations to negotiate what U.S.-directed activists labeled the Great Bear Rainforest agreement, a weary Dallas Smith expressed his relief and frustration.

At a ceremony to sign the final agreement in Vancouver last week, Smith, president of the Nanwakolas Council of remote Central Coast communities like Bella Bella, joked that he’s finally out of a job. Then he got serious.

“My communities still aren’t better places to live yet,” he said. But the land use agreement with the province and forest companies over a vast coastal area up to the Alaska border means the years ahead will be better.

He said when he started it was

How it’s going to work is that logging will continue on 550,000 hectares of coastal forest, with a greater share for First Nations, and with 85 per cent of the region preserved after a century of logging that began with sailing ships.

It’s the First Nations of the Coast who stood up and said ‘no, this is how it’s going to work.

Aside from a few diehards who are either paid to protest or can’t get past issuing demands, B.C. aboriginal people have grown tired of being used as props in global de-marketing campaigns directed from San Francisco or Amsterdam.

The protesters’ tactic of organizing customer boycotts that damage faraway economies might be good for international fundraising, but it’s bad for poor people.

Formally begun 10 years ago with $30 million from Ottawa, $30 million from B.C. and $60 million from a group of wealthy U.S. family foundations with a larger antidevelopment agenda, the land use plan remains under attack.

Among the many protest outfits is Pacific Wild, which has specialized in Great Bear Rainforest campaigns and now needs a new enemy. Their credibility was demonstrated recently when potty-mouthed U.S. pop star Miley Cyrus decided to speak out against B.C.’s wolf kill.

After periodically attacking their own B.C. agreement as inadequate, Greenpeace and ForestEthics have moved on to what they call the “boreal forest,” which we like to call northern Canada. The same bully tactics with forest products customers and producers have been featured.

This time, a Quebec company that signed

an accord in 2010 is suing Greenpeace for “defamation, malicious falsehood and intentional interference in economic relations.”

Aboriginal companies on the B.C. coast will continue to log, including areas of old-growth forest and secondary growth.

They will continue to export logs as economics dictate.

They will continue to harvest animals,

including grizzly bears.

And, I expect, they will continue to be subjected to attempts to supervise and direct them by members of urban society’s new religion, environmentalism.

The leaders of this movement don’t like peace. It’s bad for their business.

Airport issue not settled To the Editor,

Some local officials say they’ve had enough of the naysayers, those people in Alberni Valley that have spoken out against the proposed runway expansion at the airport.

Yet, it was those very same elected leaders that forced the naysayers to openly express their opinion.

Last summer, when the Alberni-Clayoquot Regional District (ACRD) used an Alternate Approval Process (AAP) to gain the ability to borrow up to $6 million to pay for upgrades to the local airport only those that opposed the plan were offered an opportunity to state their position.

In an AAP, if 10 percent of electors oppose a plan, it must be taken to a formal referendum vote before it can be adopted. In other words, it’s all about the naysayers.

editor@albernivalleynews.com An AAP is not like a normal referendum where voters turn out to vote yes or no. It’s either ‘no’ or nothing.

Last summer, when the AAP occurred, most people didn?t know anything about the plan to extend the airport runway, let alone the disapproval process. Now the issue is back in the lime light because of 3 unsuccessful applications made by the regional district to gain federal/provincial infrastructure grant funding to help pay for the upgrades.

At this point, if local government moves forward with the plan, the entire financial burden will be placed on local taxpayer’s shoulders.

And that $6 million loan is not interest free. The total bill will be closer to $10 million.

The next time I hear a local official say

they have had enough of the naysayers, I am going to say I have had enough of local government pulling the wool over our eyes by using a process of disapproval and opposition.

Put the issue to a proper referendum ballot and let those that are for and against it have their say.

A trio of partners with an extensive background in the restaurant industry introduced traditional Greek cuisine with the launch of Orestes Greek Kouzina in December.

The restaurant has seating for 58, but by next Christmas season, the three expect to have the additional space next door available for banquets and private gatherings.

The recipes originate from Sarmatzis’s family, from whom he was influenced. Born in Corinth, Greece, his

family immigrated to Canada when he was four years old and opened a restaurant in the Okanagan Valley.

He was trained from a young age and started from the bottom. He eventually completed his chef training.

“I got thrown into the fire early,” he said.

When he completed college, he and his brother went into business with a pizza restaurant in the Okanagan.

From there, he opened a Greek restaurant in Lethbridge, Alberta and one in Kelowna, BC. Until recently, the partners ran the restaurant in Nanaimo, but the three saw an opportunity to bring something new to Port Alberni.

“We originally started out with $5 million at the airport but the regional district asked us to change that so we ended up with $15 million,” Surry said.

The reason for the increased insurance was location-based, Rothwell told council.

“Thunder in the Valley was formerly held at the airport, which is a much safer, less complicated area to hold it,” she said.

“Going to $35 million, I’m not an actuary, I don’t know what might happen, but I would think that $35 million is likely adequate barring any really unbelievable disasters.

“Our insurance people aren’t really comfortable with the whole idea anyway—$35 million is probably the minimum that they would really even look at.”

Surry said he still wasn’t sure why the estimate was so high.

“Cathy [Rothwell] and I phoned and checked through our insurance people and they thought this amount of money was ludicrous. I don’t know how we arrived at $35 million.”

Rothwell’s report stated that the city had consulted with its insurers and a race event insurance expert in Edmonton with the following conclusion: “At the end of the day, it is the city’s business decision to make but I Minions would suggest they consider not allowing this event.”

Councillors questioned the insurance estimates.

“I’m wondering about the insurance. I think what Thunder in the Valley has had in the past is $15 million and we are looking at an additional $20 million for a total of $35 million.

“Is that an appropriate amount of insurance? Why do we need to go so much higher?” Coun. Sharie Minions asked.

Surry said that they had gone from $5 million to $15 million upon the ACRD’s request.

Thunder in the Valley has received the city’s stamp of approval to run on Stamp Avenue next August. And the City of Port Alberni has agreed to foot a $93,000 bill for modifications to the road so the drag racing event can go ahead.

In a report to city council, finance director Cathy Rothwell and city engineer Guy Cicon laid out the extra costs to the city— costs that didn’t exist when the event was run out at the airport. The AlberniClayoquot Regional District, which operates the airport, has terminated its contract with Thunder in the Valley due to impending expansion of the runway this summer.

“We’ve identified the main issues that may arise from holding Thunder in the Valley on Stamp Avenue,” said Cicon.

“That’s public liability insurance, roadway preparation roadway closure and signage and concrete barriers.”

Roadway preparation is estimated to cost the city approximately $40,000.

“That’s the median down the centre of the road that we would just remove, build up the base and repave it,” Cicon said. Line painting would have to occur after the event.

Coun. Chris Alemany asked whether or not removing the median could play into the city’s proposal to install bike lanes along Stamp Avenue.

Cicon said that it likely would not help, citing a need for left turn lanes in the centre lane of Stamp

Avenue even without a median.

Concrete barriers would need to be procured in order to guarantee the safety of spectators at a cost of $33,000.

“These are concrete barriers that we would need to separate the viewers from the traffic,” Cicon said.

– Sharie It’s possible that the city can get the barriers at no cost from the ministry of transportation, he added.

“There may be quite a few more, that if we get them transferred here, we wouldn’t have to buy them. So that [$33,000] could go down.”

Liability insurance was identified by Alberni Valley Drag Racing Association president Bill Surry as a possible showstopper. The extra $20,000 premium will pay for an extra $20 million of liability insurance, above the $15 million the AVDRA already carries for

This year marks the 50th anniversary of Variety’s annual Show of Heart Telethon, the signature fundraiser that raises money for children like Emily. It will be aired live the weekend of Feb. 13 and 14 on Global TV.

Black Sheep game cancelled

The Port Alberni Black Sheep have had to cancel their friendly match with Comox Kickers this weekend.

Head coach Jas Purewal said the Kickers have to play a makeup after missing a league game with another team earlier this month.

The Sheep also cancelled their trip to Victoria to play the UVic Saxons because the Saxons had too many players on Team Canada for the Americas Rugby games in Victoria.

The Alberni Valley Bulldogs may very well be the first team in hockey history to invite their fans, season ticket holders, minor hockey players, volunteers, billets, sponsors, and supporters to be in the team’s annual team photo.

This year’s team photo will be taken following the game this Sunday, Feb. 14 on Fan Appreciation Day, when the Alberni Valley Bulldogs host the Merritt Centennials at 2 p.m.

Tickets to the game are offered at a Fan Appreciation price of only $5.

community-owned team with thousands of phenomenal supporters. This is just another great way to acknowledge everyone’s support and allow another way for our fans to be a closer part of our team,” added Hayduk.

During the game, fans will be able to reserve a copy of the team photo by making a donation to the Port Alberni Junior Hockey Society.

A team of volunteers from Scotiabank will be on hand, wearing their Scotiabank red, collecting donations before, during, and after the game.

Furthermore,

Scotiabank has confirmed that they will match all donations collected at the game this Sunday in support of the communityowned Alberni Valley Bulldogs of up to $5,000, Hayduk said.

Instead of having empty blue seats behind the players in the photo, the organization wants to fill the seats with the team’s supporters.

Following the team photo, the Bulldogs players will stay on the ice and invite the public to a “Skate With The Bulldogs” to wind up Fan Appreciation Day. The Bulldogs are anticipating a big turnout for this event, marking the first time fans, season ticket holders and various supporters are a part of a team’s annual hockey photo.

Athletes in BC Winter Games

Three athletes from Port Alberni will compete at the BC Winter Games in Penticton Feb. 25–28.

Isabella Cross will compete in alpine skiing, Kimberly Giesbrecht in figure skating and Hanna Ross in badminton.

More than 1,200 athletes from all corners of BC will descend upon Penticton to compete in 17 different sports in the Games, many of them for the first time.

The average age of competitors is 14.

There are more than 330 coaches and 180 officials also going to the Winter Games.

The Alberni Athletics U14 Girls’ Soccer team continue to have a great season. After an extended break for Christmas, and then some poor weather that affected ferry travel in early January, they were back in action on Jan. 24, in Comox for the Island Invitational playoff.

strong offence. Powell River scored first but the Athletics fought back and tied the game on a beautiful goal by a midfielder jumping into the play.

There was also a fantastic save by the Athletics’ keeper to preserve the tie.

Next, the team played Comox, knowing that a win would put them through to the Island final. It was an exciting back and forth game, with scoring chances at both ends. Port Alberni scored with about five minutes remaining to go up 1-0. They held off an attack to get the victory.

As is always the case, strong team defence was the Athletics’ hallmark.

They will play in the Island Invitational finals in Comox on April 9.

The playoffs continued on Feb. 7, as the Athletics shut out Comox 6–0 on home turf in a provincial qualifier semi-final.

They will travel to Powell River on Feb. 14 for a one-game playoff, with the winner qualifying for provincials.

Museum, benefits targeted City on hook for race insurance From / A7

If the museum services were to be delivered by a notfor-profit organization cost-savings would result, fundraising opportunities would be created, there would be greater access to government partners, and there would be increased volunteer activity.”

Coun. Denis Sauve questioned why the museum was considered a non-core service.

“I’ve been a strong advocate for protecting our heritage and our

identity in Port Alberni... where does the statement come from that our museum is a non-core service?” he asked.

Ruttan said that with the “vast majority of municipalities in B.C.” working with not-forprofits in managing the museum, it was a possible cost saving avenue for the city.

The museum recommendation sparked letters from the public, including one from former executive director of the museum Jean McIntosh.

“The museum takes the smallest percentage of the

city budget and for this investment the community gets exceptional value,” McIntosh wrote in a letter to city council.

“I urge mayor and council not to act on the consultant’s recommendation in regard to the museum.”

Exempt city staff benefit packages were also explored in the Rogers report as a cost saving measure.

A full closure of Gertrude Street at Kitsuksis Creek for vehicle traffic is required for the Gertrude Street Bridge Widening project, starting Feb 2nd for a duration of approximately three weeks.

“Other towns have had marijuana dispensaries open up and they’re getting themselves way behind the eight ball trying to catch up,” McLeman said.

“I would like to see Port Alberni be proactive and control if they become legal where they are and if they’re not legal, get rid of them in the end.”

Port Alberni became the second city in the country to implement marijuana dispensary regulations.

Vancouver was the first city in Canada to regulate marijuana when it passed bylaws spelling out the requirements for opening up either a medical marijuana dispensary or a compassion club.

The regulations imposed in Vancouver and Port Alberni are similar: either 300 metres or 1,000 m from schools and other dispensaries and only in certain commercial zones.

However, both cities have regulations that perplex Aaron Brevick, a Port Alberni native who recently returned from Fort St. John and opened a medical dispensary on Athol Street.

“My concerns basically went unheard [by city council],” said Brevick.

“For me, I’ve always been told ‘we don’t

care if you smoke pot but don’t leave it out, don’t have a bong sitting around when people come to your house.”

He’d prefer a more discreet approach.

“I’m not a big fan of the open glass storefront policy that’s being mandated. I believe that people should have the choice of privacy,” said Brevick.

“Just being open a week, I’ve had so many people express gratitude for having a place that is quiet.”

Brevick isn’t happy with how short the time was between the 5 p.m. Jan. 25 public hearing and the 7 p.m. council meeting where the regulations were approved.

“They moved ahead with it so fast with only 10 minutes between meetings.

That to me says that they did not consider any public input.”

Brevick remains unconvinced that due process was given.

“They never should have done this,” said Brevick but admitted that it is dispensaries like his that have put municipalities across the country in the position that they are.

The City of Saskatoon considered regulation at a Feb. 8 committee meeting. A staff report stated that federal and provincial governments would have to approve business licences for a medical marijuana dispensary.

The City of Victoria is also considering regulations and currently collecting public input from residents.

It’s unclear what role the province will play in the marijuana debate. In October, Premier Christy Clark said she’d work with the feds on whatever they proposed.

“If and when they make changes, we’ll work with them to make sure that the changes can be effective in B.C.,” Christy Clark said in an October 2015 Black Press article.

HUDEMA

It is with sadness that the Hudema family is announcing the passing of Alfred Alexander Hudema on February 5th, 2016. “Al� was born on April 16, 1928 in Vancouver B.C. As he claimed, Al was named after two Greats: Alfred and Alexander.

Al’s dad, Alex, owned a small sheet metal business where Al apprenticed. Al was too young to enlist in WWII but he was in the reserves. While in the reserves, he assisted on the great Fraser River flood of 1948.

Al married Lorna Wilson on July 24, 1948. They subsequently had three children. Al and Lorna moved to Port Alberni in 1951, where he worked in a small sheet metal shop and repaired furnaces on the side. He later got a job in the MacMillan Bloedel Plywood plant as a labourer. After much dedicated study and apprenticing, Al achieved his journeyman ticket as a Steamfitter/ Pipefitter. He retired at the age of 60.

In the 1970s, Al joined the Fraternal Order of Buffaloes. He was secretary of the local lodge and eventually became Provincial Grand Primo, a post he held with great pride.

After more than 45 years on their property in the McCoy Lake area, Lorna and Al moved into a smaller house on Tebo Avenue.

In October 2014, Al moved into Echo Village.

Al is survived by Lorna, his loving wife of 67 years; children Larry, Deborra and Susan; daughter-in-law Denise Poupard; grandchildren Jade and Crystal; great-grandson Devin; his sister Dolores Coulombe; numerous nieces and nephews; and close family friend Patrick McGowan.

A memorial gathering will be held March 26 (Easter Sunday) from 1:00 to 4:00pm at the Lawn Bowling Club, 4255 Wallace Street, Port Alberni to celebrate the life of Alfred Alexander Hudema the Great.

Art Rave, one of four organizations working under the umbrella of the Solstic Arts Festival in June, will be sponsoring an art show at The Rollin Art Centre. This will comprise original art that is for sale, and will run from June 17–30 as part of the Solstice Arts Festival.

Artists from all media are invited to submit work to the curators in a digital format, on or before March 18, to albernisolstice@gmail. com. Preference will be given to pieces 24” x 24” and smaller if the work requires inside display.
