Fat rain drops make their way through the forest canopy, but the children don’t seem to notice as they bound down the trail, occasionally stopping to identify different trees, ferns and fungus. They jump, climb and explore. Rain or shine, they are outside for a portion of almost every school day. Three short whistle blasts and the children come running, assembling into a straight line and patiently waiting for roll call. “It’s pretty neat; from the start of the year you can really see how far they’ve come,” said Sangster elementary vice-principal and Katherine Grade 4/5 class teacher Jeff Baxter. Engqvist “You can tell the days we Reporting don’t go out.” Although, he admitted the outdoor time is “as much for the kids as it is for me.” After living in Sweden, where nature kindergarten programs are more of a common practice, Baxter returned to Canada with the idea Katherine Engqvist/News Gazette staff of incorporating more outdoor learning into his Students in vice-principal Jeff Baxter’s Grades 4/5 split class at Sangster teaching style. elementary are given assignments in the forest to help them learn and He has, like many others, noticed a shift in connect with the environment. The City of Langford has been asked to pay an $50,000 fee for the right to construct a trailconnecting bike lane in a right-of-way along Atkins Avenue controlled by the Island Corridor Foundation. This latest charge has Langford Mayor Stew Young saying enough is enough. “Fees should be approved by municipal members. (The ICF) shouldn’t have that kind of autonomy,” Young said, noting the City is a member municipality of the Foundation through the Capital Regional District. “I believe the fees are too high.” Graham Bruce, ICF chief executive officer, said the $50,000 is a land-use fee that was charged because Langford, for the first time, was the only ICF member municipality not to grant the Foundation a permissive tax exemption. He explained that the fee helps protect the property from ever being sold for tax purposes and in essence, protecting the projects the ICF board of directors sign onto. The City opted not to grant that tax exemption for mostly financial reasons, Young said. Without a train running or even being close to becoming operational, Langford council wanted proof of how the Foundation is spending what the mayor called “taxpayer’s money” before it continued granting the tax exemption. “My frustration is the train isn’t running and I know they are charging a bunch of municipalities fees, “ he said, calling the $50,000 fee arbitrary. “What are they doing with all of this money?” As for other fees, Bruce said the ICF only charges one $2,000 fee “that looks after the administration of records.” He noted that underground utilities such as water lines and sewers need to be mapped and reviewed to make sure they aren’t interfered with and this fee helps cover those costs. City calls for opening of ICF books review process. It was at the conclusion of this meeting that the City was informed that the $50,000 fee must be paid before approvals would be granted. “This isn’t what the Island Corridor Foundation was supposed to be about,” Young said. “I’ve lost confidence in it, the public is losing confidence in it ... Is the train going to run or not?” The City is now asking the ICF board of directors to reduce and standardize fees charged to municipalities, as well as shortening response times to questions. Young and the City want to see is a more transparent public process, which would include a review of employee

The City requested permission from the ICF to construct the bike lane, part of the regional Trans-Canada Trail project, last fall. Langford was told a $2,000 application fee had to be paid to the ICF, and a $3,500 engineering review fee paid to Southern Rail. At the Foundation’s request, the City also hired a consultant to undertake a rail crossing assessment, according to a letter from Young to the ICF board of directors. After this assessment, the City submitted revised plans in early January and attended a meeting to discuss the project and

salaries and contractors costs, as well as an immediate audit of expenses and revenue. The City is also requesting that First Nations and member municipalities with ownership of the ICF ask for a full disclosure of the ICF accounts, including all revenue and expenses on a monthly basis. “I just want a free flow of information on this,” Young said. Bruce said, “all the books are open, they are on the website.” He assured that the project has been approved by the board and once the fee is paid the project can proceed. “Hopefully they can progress with the project,” Bruce said. katie@goldstreamgazette.com

Armed robbery suspect nabbed

A Langford man appeared in court Feb. 3 to face charges relating to an early morning armed robbery the day before. At around 4 a.m. on Feb. 2, West Shore RCMP received a report that two victims had been robbed on the grounds of Savory elementary in Langford. A man who police say was known to the victims, despite his wearing a mask, produced a weapon

and stole cellphones and other electronics, the report said. A detailed description of the suspect and his vehicle were provided to RCMP shortly after the incident. Later that evening, members of the detachment’s crime reduction unit tracked down the vehicle travelling on Peatt Road in Langford. Officers stopped the vehicle and arrested the suspect without incident. The stolen phones were recovered from the vehicle, along with drugs, drug paraphernalia, a pellet gun and a cattle prod. James Houston, 29, was taken into custody and appeared in court to face charges. West Shore RCMP spokesperson Const. Alex Bérubé said the investigation is continuing. he noted that the “prompt and

detailed information” given to police by the robbery victims helped officers track down the suspect quickly. Anyone with information on this crime can call 250-474-2264 or Crime Stoppers at 1-800-222-TIPS.

Wandering ponies corralled

Morning commuters in View Royal were greeted by quite the scene last week. Four miniature ponies were found wandering near the intersection of Burnside Road and Watkiss Way in the morning of Feb. 4. West Shore RCMP officers were able to corral the animals and fed them apples until their owner was found at a nearby home a short time later. katie@goldstream gazette.com

Metchosin supports stopping old-growth logging Rural community makes resolution to stop falling of old-growth across B.C. Arnold Lim News Gazette staff

While it’s not quite a New Years resolution, Metchosin resolved to prevent any more logging of old-growth forest on provincial Crown Land on Vancouver Island.

The resolution will see a letter go to the Association of Vancouver Island Coastal Communities, seeking its support for a request to amend the Vancouver Island Land Use Plan. “The amount of old growth remaining on southern Vancouver Island is a small fraction of what it used to be. Old growth has all sorts of value – economic, social and environmental,” said Metchosin Coun. Andy MacKinnon. “We thought it was timely to create a resolution to save the remaining old growth.”

The longtime forester said Avatar Grove and Big Lonely Doug – considered the second-largest Douglas fir in Canada – attracts visitors. “These are some of the largest trees on the planet, some of the largest living organisms that have ever existed,” MacKinnon said. “Some people visit to view these stands, so they are an important economic resource even if you don’t log them.” The Association of Vancouver Island Coastal Communities is one of six regional groups under the umbrella of the Union of

B.C. Municipalities. It deals with issues and concerns of the 51 municipalities and districts it represents on the Island. MacKinnon said it’s inevitable that the logging of old-growth forests will stop. “This will happen (soon) when all the old-growth forest outside of protected areas has been logged and the logging will transition to second growth,” he said. “The halt to logging old growth will happen sooner rather than later; this resolution calls for an immediate halt.” alim@goldstreamgazette.com

Trail users diverted down private road in Langford Katherine Engqvist

The situation has at least one resident fed up. “It’s a mess,” said Tony Jennings, who added that traffic has exponentially increased on his road since the signs were installed. No parking signs clearly mark Nicki Place, and he’s had to chase trail users down to get them to move their vehicles. Last year, council approved a rezoning to allow for a multifamily development. Included in the terms and conditions was

Thetis Lake Park trail users are being detoured down a strata neighbourhood road in Langford, parking vehicles in prohibited areas and blocking driveways. The site at 300 Phelps Ave. is temporarily closed to the public and detour signs are up redirecting trail users down Nicki Place, which does offer trail access to the park.

a stipulation the owner realign and reconstruct a trail prior to building permits being issued. Langford’s director of planning, Matthew Baldwin, said Nicki Place was the best alternative for a temporary trail route. He said there is a right-of-way across Nicki Place which allows for public access. The approval of the trail access through 300 Phelps Ave. is being considered in conjunction with the subdivision approval. katie@goldstreamgazette.com

OUR VIEW

Uni, college grads are in good shape With Grade 12 students on the West Shore and elsewhere currently charting their transition from high school to post-secondary studies, employment or travel, a provincial government bulletin issued this week caught our eye. The Ministry of Advanced Education trumpeted a series of planning resources that soon-to-be graduates can use to guide their decision-making when it comes to selecting a pathway for higher education. Under the umbrella B.C. Student Outcomes, research was done with nearly 9,000 former B.C. students two years removed from postsecondary graduation. They were asked, among other things, whether they were working in their field of study and how well they were prepared to do so. In an era where stories of university or college graduates working as servers or in other jobs unrelated to their field of study seem common, it was refreshing to read that two years post-grad, 73 per cent were working in a job either very related or somewhat related to their education. Of those surveyed, 85 per cent felt their education was useful for getting a job. Securing a good job is one thing, but for many, paying off the cost of education is another concern, as recent student protests on rising tuition fees in B.C. made clear. A surprisingly low 48 per cent of respondents incurred debt to pay for the program from which they graduated, with the median amount borrowed $22,000. Among the 36 per cent of total borrowers who used government student loans to pay for school, 74 per cent had paid them off two years out, while the average remaining for those who still owed was $19,000 – about the same as the average car loan. It would be easy to get caught up in all the noise about tuition fees and the financial burden they can create for years afterward. No one enjoys being saddled with long-term debt that isn’t a home mortgage. But it seems clear that the majority of postsecondary students aren’t in that situation. For those who are still finding paying off student loans five or 10 years out, they may have to deal with their debt the way the rest of the population does: pay what you can afford. Cyrus’s handlers spoon-fed video and statements to urban media, who were so anxious to exploit her global popularity that they played down the fact she was at the wrong end of the province spouting nonsense. After periodically attacking their own B.C. agreement as inadequate, Greenpeace and ForestEthics have moved on to what they call the “boreal forest,” which we like to call northern Canada. The same bully tactics with forest products customers and producers have been featured. This time, a Quebec company that signed an accord in 2010 is suing Greenpeace for “defamation, malicious falsehood and intentional interference in economic relations.” Aboriginal companies on the B.C. coast will continue to log, including areas of old-growth forest and secondary growth. They will continue to export logs as economics dictate. They will continue to harvest animals, including grizzly bears. And, I expect, they will continue to be subjected to attempts to supervise and direct them by members of urban society’s new religion, environmentalism. The leaders of this movement don’t like peace. It’s bad for their business. Tom Fletcher is B.C. legislature reporter and columnist for Black Press. Email: tfletcher@blackpress.ca Twitter: @tomfletcherbc

LETTERS Take lesson from McTavish debacle I heard on the news someone talking about the McTavish Road roundabout system as being a nightmare, and hoping that the Admirals/McKenzie solution does not become a cousin to this expensive screwup. After hearing about the airport access debacle, I approached with trepidation but did manage it the first time. I ended up heading for the ferry on the second attempt, but did better the third. Adding a second left turn lane into the airport facility and making that the through road, closing off McTavish Road (with access via traffic circle on the way in

Sewage barge idea yet to be floated I’d like to bring up an idea for which I’ve received no explanation as to why it was rejected; namely putting the sewage plant on a repurposed oil tanker anchored offshore. Such a project appears to have many advantages. Firstly, there would be no nimbyism, as well, no pipelines would have to run through communities to the Hartland landfill, which will eventually reach its capacity. Waste could be barged to a co-generation plant located in a community starving for industry, like Gold River, or even incinerated onboard. Plus, used oil tankers are relatively cheap and come equipped with storage tanks, pumps etc. There is a Norwegian company that produced a video extolling the virtues of such a project, which seems to have been rejected by Victoria Mayor Lisa Helps and the vested interests. The very least I want is an explanation of why such a project is not feasible. Peter Nalleweg Langford

Little black spots, bugs and spider webs,… Optometrists hear these descriptions of floaters on a daily basis. What are floaters? The majority of the eyeball is filled with a jelly-like substance known as vitreous. The vitreous is surrounded by the retina, the thin layer of the eye which contains the light receptor cells. The retina is like the film of a camera and is essential for sight. The vitreous is attached to the retina at a number of points within the eye. As we age the vitreous tends to condense, shrink and become less transparent. Little globs of dense gel floating around cast small shadows on the back of the eye. Those shadows are what we perceive as floaters. Over time all of us will have some of these floaters. However, not all floaters are this innocent. As the vitreous shrinks it tugs at the retina. This tugging can occasionally tear the retina and subsequently cause a retinal detachment. When a detachment occurs, vision can only be saved by prompt medical intervention to repair and reattach the retina. If you experience a sudden onset of new floaters, flashes of light, a shadow or curtain in your vision, or a sudden decrease in your vision, seek advice immediately. Don’t wait a few days to see if the symptoms decrease. If the shadow or curtain occurs on a weekend, go to Emergency. Retinal detachment is painless but serious. Your optometrist can help distinguish between normal vitreous changes and situations which require immediate referral to a medical specialist. Routine eye examinations are a great way to maintain good eye health.

New site promotes health

Grade 5 student, Rory Robbins, 10, takes a closer look at the root ball of an uprooted tree in the Royal Roads University forest. The fallen tree is a favourite spot to stop for Jeff Baxter’s Sangster elementary school’s Grade 4/5 split class. Katherine Engqvist /News Gazette staff

Time in forest aids in classroom learning Continued from Page A1

Roughly halfway through the school year, the children’s outdoor boundaries are larger than when they first ventured into the woods. But after learning more responsibility, they have slowly been allowed to venture further and test themselves more. One rule? If they climb up, they must be able to safely climb down on their own, Baxter said. “What better way to learn?” he asked. On this day in the Royal Roads University’s forest that runs behind Sangster, the children are given the choice of two activities once they have arrived at one of their favourite spots to work. Some perch atop a giant tree that has uprooted itself, some examine the exposed root system and others venture into the surrounding brush to see what they can document. Once the children settle in their tasks, a few

short whispers are heard as the odd question is posed, but each student is furiously working in their own way on their own assignment. “It gives them time to relax and get back in touch with themselves,” said Baxter. “There’s so many positives.” But Baxter doesn’t want his class to be unique. He wants the concept to become the norm. Grade 5 student Keira Watson said, “I love it and I hope this idea gets spread around worldwide.” And it is a concept that is gaining traction. Sangster already has a nature Kindergarten program and Baxter sees his class as an extension of that. Other classes in the school are getting in on the fun and sometimes there’s a bottleneck at the gate to the forest. “Having the support to be able to do something like this, I feel very lucky … This seemed like a natural fit,” he said.

Affordable Living for Independent Seniors

Naomi El-Nahas, also in Grade 5, said, “After we have a walk in the forest, I always feel ready to learn.” School District 62 assistant superintendent Roberta Kubik joined the class on one of their outings last week. Once they entered the forest, the students were quick to point out the poisonous daphne plants, and warned her not to touch them. They also pointed out liquorice fern growing high above their heads and several varieties of fungus that they could all name. “These students are champions of nature and being responsible stewards of nature,” Kubik said. “They’re excited about learning.” While she noted a lot of teachers in the District regularly take their classes outside, she said Baxter understands how it can tie into all aspects of the classroom. “It really gives them a sense of belonging,” she said. katie@goldstreamgazette.com

The Sooke School District recently launched a new healthy schools section on their website. Among the resources are projects highlighted from different schools, including journal entries from Sangster elementary, found under the stories tab. They highlight some of the adventures that vice-principal Jeff Baxter’s Grade 4/5 class have had in neighbouring Royal Roads University’s forest. Baxter takes his students into the forest as a way to identify with “things we just pass by everyday and don’t notice.” He said time in the forest also helps calm the students, helping them learn better, also to develop a connection with their surroundings. This is evident in their online journal entries, which talk about things they’ve learned about, such as nursing logs. But the healthy school website isn’t just about promoting initiatives like Baxter’s outdoor learning approach. It allows those lessons to be brought home, where they can be continued. “One reason we’re doing it is to educate parents on the language we’re using in the schools,” said School District 62 assistant superintendent Roberta Kubik. The website is “a place where the community can go, where parents can go” to find resources to help them promote a healthy lifestyle for all members of the household. Before the new site officially went live, Kubik gave some of the featured classes a sneak preview. “These kids are so excited their work is getting published,” she said, adding it was being shared around the world. To view the students’ work and learn more, go to healthyschools. sd62.bc.ca. katie@goldstream gazette.com

Peyton hopes to pick up speed in Penticton With the countdown on to the 2016 B.C. Winter Games, we kick off our coverage of local athletes competing Feb. 25-28

Ravens junior girls hoops team to beat No one should be surprised that the Royal Bay Ravens are the team to beat in this week’s city junior girls basketball playoffs. The Colwood squad, comprised largely of members of the Dunsmuir middle school team that placed seventh at the Grade 8 provincials in 2015, finished first with a 9-1 record in league play. In today’s semifinal this afternoon at Claremont, they’ll play the winner between No. 5 Belmont and No. 6 Stelly’s, who played Tuesday (after the Gazette’s print deadline). The Ravens’ semifinal berth in the cities assures them of a top-four finish and placement into the Island tournament, being held Feb. 18 to 20 at Royal Bay. “The (Dunsmuir grads) have played together for such a long time, and eight of the girls have played together in night league,” said Ravens coach Dave Awalt, trying to explain the team’s success. Not only does Royal Bay have the familiarity thing going on, there’s talent there, too. Grade 9 point guard Lauren Awalt, Dave’s daughter, leads the teams with 16.2 points per game, while Grade 9 forward Hannah Cormode has contributed 13.6 per game. Both girls played on the provincial under-14 team last year and saw some strong competition along the way. The Ravens’ only loss this year came in December to Claremont, who finished second at 7-3. With a 3-2 record in tournament play – being a new school left them off the invite list for many established tournaments – Royal Bay is rated No. 12 in the province. editor@goldstreamgazette.com

Speedskating can be a somewhat solitary sport, at least from the time the athletes step onto the ice, clear their minds and put forth a burst of energy. For Peyton Stonehouse-Smith, 13, the test of physical strength and endurance the sport offers drew her to speedskating in the first place. “I had gone through skating lessons, but I didn’t want to play Don Descoteau hockey and I didn’t Reporting want to figure skate, so it just kind of fit and I fell in love with it,” the View Royal resident says of her beginnings in the sport a little over four years ago. Currently training to skate for the Zone 6 (Vancouver Island-Central Coast) team in two weeks at the B.C. Winter Games in Penticton, the Peninsula Speedskating Club member says even in the early days she knew she’d found her athletic niche. “When I started, I really liked skating and I really liked also that there were always things you could improve on,” she says. “I feel like I’ve come a really long way and I’m skating the fastest I’ve ever skated.” Peyton will skate in the 200- and 400metre sprints, the 1,500 and a 3,000metre relay event at the Games. She had a fourth-place finish at provincials two years ago, and has already qualified for

Speedskaters Tori Kalyniuk of North Saanich, Peyton Stonehouse-Smith of View Royal and Casey Garrison from Saanich work out with the Peninsula Speed Skating Club. Stonehouse- Smith skates at B.C. Winter Games later this month. Steven Heywood/ Black Press

the 2016 B.C.’s in Kamloops, which happen the weekend after the Games. She looks forward to finding out where she stands against her peers, but also the chance to bond with fellow skaters. “I’m really excited because I get to go with a team and we get to represent a zone and work together,” she says. “A lot of skating is going out by yourself and skating your race and going for your individual time. This is definitely more of a team event, so it’ll be fun.” The Island squad may well have an advantage when it comes to the relays, which Peyton will skate as a member of the under-14 team. Relays are not generally a part of regular meets, since skaters are individually focused on attaining qualifying times for such events as the provincials or the Winter Games. “You could waste half a day trying to

get through a relay like that. They just generally don’t do it,” says Peyton’s father, Dwayne Smith. With that in mind, the Games team skaters, who hail from the Island’s only two clubs, have been practising relays for the past seven weeks during their workouts at Archie Browning Sports Centre in Esquimalt. “I think we have a good advantage,” said Zone 6 coach Kurt Innes, a Langford resident and former Olympian who also coaches at the Esquimalt club. “Shorttrack relay is a very technical event, but I think we’re going to execute really well.” He says the Games experience should be a positive one for Peyton. “She’s a really hard-working young athlete,” he says, adding he’s enjoyed being able to see her growth as a skater. editor@goldstreamgazette.com

Colwood rower named top junior in Canada Patrick Keane setting sights higher for 2016 rowing season Kendra Wong Black Press

Colwood resident and Victoria City Rowing Club member Patrick Keane capped a successful 2015 season by being named junior athlete of the year by Rowing Canada last week.

At the young age of 18, Victoria athlete Patrick Keane is already rowing his way to success. The University of Victoria student was named the junior athlete of the year by Rowing Canada Aviron at the 35th annual gala that honoured athletes for leadership and performance in Ottawa last month. Keane was the only rower from B.C. to receive an award. “I was surprised. I was truly honoured just because I knew there were a lot of other junior recipients out there,” said the lightweight rower. “To be identified as the top, I was really honoured.” Among other exploits last season, Keane was a member of the national lightweight men’s quadruple sculls team that won the B final at the World U-23 rowing championships in Bulgaria. Keane’s love for the sport

began in Grade 8. At the time, he was trying his hand at a number of other sports including soccer and track and field. He eventually took up rowing after a friend encouraged him to join. Shortly after, Keane joined the Victoria Rowing Club, he competed in high school nationals where he captured first place in the senior men’s lightweight single. In the same year, he also won the men’s single and took home second place in the senior men’s lightweight single at the World Juniors. “I really enjoy the amount of work that you put in is the result you’ll get. It’s a very honest sport and I really admire that,” he said, adding rowing has had a positive influence in his life. “It’s kept me busy and kept me out of trouble.” Now, Keane has taken the next step to professional rowing and is competing at the collegiate level in the men’s program with UVic. His dedication to the sport

(they practice twice a day for two hours) has paid off. Keane said he’s achieved a number of personal bests, has increased his boat speed immensely, and improved his overall strength, flexibility and conditioning. Now, he is setting his sights higher. This year, Keane hopes to make the national team, which would see him move to London, Ont. to train with the U23 lightweight men’s team and later compete at the U23 World Championships. Mike Walker, president of Rowing Canada, said Keane is quickly rising in the rowing ranks. “We are incredibly proud of the performance of our Canadian rowers this year, both on and off the water,” he said. “The sport of rowing has a bright future with the likes of Patrick . . . coming up through the ranks.” editort@goldstreamgazette.com

Development model fuels success of Juan de Fuca rep hockey Don Descoteau News Gazette staff

Juan de Fuca proudly celebrated four of its teams last month for winning their respective divisions in Vancouver Island Amateur Hockey Association play this season. Grizzlies teams captured first in the midget Division 1, bantam Div. 1 and 2 and pee wee Div. 1. All four of those teams were finishing off their opening playoff rounds last weekend as they attempted to win their way into the next round, en route to a possible provincial championship berth. The success in Island league play of the nine rep teams, whose members make up a relatively small percentage of the Juan de Fuca Minor Hockey Association’s more than 700 players, continues to show how the association’s development strategies are working, says president Harold Bloomenthal. “We only became a Tier 1 association about four years ago,” he says, referring to the status that takes into account the total number of players an association has registered in midget, bantam and pee wee. “For us, we’re probably the smallest Tier 1 association in B.C.; we’ve just passed that threshold. If we’re trying to compete at the Tier 1 level it can be quite challenging. We won quite a few of the Tier 2 provincials when we were playing at that level.” He points to the association’s coach mentoring program as a big reason why players are learning skills at an earlier age and transferring that knowledge to the ice, all the way through the divisions. Coaches who are dedicated to learning work with experienced mentors on a regular basis and as a result, more are sticking around than in past years, Bloomenthal says. Of Juan de Fuca’s total number of 45 teams, 35 had returning head coaches. That makes for great continuity, he adds. Along with a more realistic player placement system

and an associationwide policy toward even play, the kids are happier, he says. “We’ve got some kids who have never played rep before suddenly

emerge in midget.” All in all, the rep success may be a highprofile measurement for the association, but that success begins with a cohesive

strategy to teach young players from the moment they step onto the ice, Bloomenthal says. “There’s nothing better than to see the

kids, see their smiles and how they’re playing and how they’re enjoying the game.” editor@goldstream gazette.com
