Boundaries will change
Roads, taxes, water are issues that complicate amalgamation talk JOHN HARDING
editor@pqbnews.com
It’s inevitable that municipal boundaries will be altered, adding thousands of regional district residents to both Parksville and Qualicum Beach, says this region’s longest-serving politician. Joe Stanhope, Area G’s representative on the Regional District of Nanaimo (RDN) board of directors, has lived on the same French Creek property for 74 years. “Eventually, I would agree parts of Area G will be taken over by the municipalities of Parksville and Qualicum Beach,” Stanhope said last week. “If they want they can just take them over.” It’s likely a little more complicated than that, Stanhope concedes. And don’t count him among those in Area G that might be in favour of such a move. “Why would I want to join ParksWhy would I want to join Parksville? It would mean ville?” he said. “It would mean a hell of a big tax burden. What would the a hell of a big tax burden JOE STANHOPE people of Electoral Area G get from being part of Parksville? They’d get about a 30 per cent increase in property taxes, that’s what they’d get.” There are about 8,500 people living in Area G, just a few hundred fewer than the population numbers for the Town of Qualicum Beach. Stanhope calls it the most “urbanized” electoral area in B.C. In 2005, the provincial government forced the hand of those living in West Kelowna. There were about 28,000 people living there at the time (more than 40,000 if you counted those living on Westbank First Nation lands) and the province decided they had outgrown the regional district governance model. After a number of studies, the provincial government gave the people in West Kelowna two choices: join the City of Kelowna or form a new municipality. The status quo was not an option. After an intense referendum campaign, those who favoured the creation of a new municipality won the day over the join-Kelowna forces by a few hundred votes. The District Municipality of West Kelowna was born. In June of last year, West Kelowna was reclassified and became the province’s 51st city. See ROAD ISSUES CAUSE FRUSTRATION IN RDN, page A5

Search for missing 81-year-old called off
CANDACE WU news@pqbnews.com
The search for an 81-year-old man suffering from dementia who went missing Thursday morning in Bowser, was called off Sunday afternoon. James Roberts was last seen at 10:30 a.m. leaving his home near the Lighthouse Community Centre along Lions Way Feb. 4. According to a news release issued by Oceanside RCMP, Roberts was on foot headed in an unknown direction and “he is quite possibly disoriented.” Police describe Roberts as: Caucasian, 6’2”, slender, short grey hair, green eyes wearing blue jeans, green jacket, brown and white hat and glasses. More than 140 searchers total from across the mid-Island aided Arrowsmith Search and Rescue’s efforts for four days until the decision was made to call off the JAMES ROBERTS search, “having covered all the best probability areas at least twice, sometimes four times,” said search manager Joe Kinch. They were aided by a 442 squadron search helicopeter three times as well as two dog teams and two horse mounted searchers. Kinch said the file will remain an active RCMP missing person file and the family will likely continue searching on their own. Anyone with information on the whereabouts of James Roberts is urged to contact the Oceanside RCMP at 250-248-6111.

In just two weeks the dedicated Wounded Warriors will begin their third annual 600 km run down Vancouver Island. From February 22-28 a team of six runners, all veterans or serving members of the Canadian Forces, will relay run the entire length of the Island from Port Hardy to Victoria. The group is raising money and awareness of service related injures like post traumatic stress disorder (PTSD). They will stop along the way to talk about their experiences and connect with other veterans and supporters at most of the legions along the way including Bowser, Qualicum Beach and Parksville on Friday, February 26. “The whole point is to raise awareness about PTSD and its prevalence in first-response
work,” co-founder Allan Kobayashi, a member of the Canadian Armed Forces said previously, mentioning his own battle with post-traumatic stress disorder. He said he nearly lost his family due to the debilitating mental illness, and he is thankful for the help of PTSD-related programs, pointing out that it can be very lonely and crippling. “PTSD and other operational stress injuries may not be outwardly visible but they have taken a terrible toll on veterans of all ages,” said a news release. This B.C. branch of the national run raised $40,000 for Wounded Warriors Canada last year and hopes to top that this year. Along with the fundraising, organizers say it is just as important to get the message out that there is help available. This year’s team was officially launched Feb. 5 in Victoria and there is a lot of good information — including a live run tracker once they get going — at www.woundedwarriorrunbc.com and on their Facebook page.

Road issues cause frustration in RDN
A5
continued from page a1
West Kelowna and Area G don’t seem to have many similarities, before or after the former became its own municipality. Population to start. And unlike West Kelowna Area G’s borders look like they were drawn up by a four-year-old using an Etch A Sketch. The San Pariel neighbourhood is wedged between City of Parskville lands at Resort Drive and the Englishman River. Inexplicably, the Martindale Road area of Parksville is in Area G. One has to then drive through Parksville and over the French Creek bridge before finding more Area G neighbourhoods like Morningstar, Columbia Beach and Sandpiper. The River’s Edge neighbourhood that’s supposedly in Nanoose Bay is also part of Area G. But one issue that came to light recently through a tragedy highlights the frustration felt by many who live in the regional district, either here or in pre-city West Kelowna. Roads in the RDN are governed, for lack of a better term, by the provincial government’s Ministry of Transportation and Infrastructure (MOTI). Speed limits are an especially hot issue. While police say this wasn’t related to speed, the death of an 80-year-old woman last month as she was walking on Roberton Boulevard near her home brought some of those frustrations with the MOTI to the surface. Residents in that Morningstar neighbourhood of French Creek have been asking for road-safety changes there for a long time. “I think something needs to change,” said Stanhope. “They (the MOTI) rule everything.” Some of the frustration, according to Stanhope, stems from the fact rural roads in, say, deep Errington, have the same set of safety/speed limit rules, and lengthy process for change, as more “urbanized” roadways in neighbourhoods like Morningstar or Sandpiper. “A lot of the electoral areas are really rural areas, but there has to be consideration that some are different,” he said. Stanhope led an initiative to install a sidewalk along Wembley Road in French Creek, an area experiencing many of the same problems as nearby Morningstar. The project cost approximately $300,000 and was finished last year. Stanhope has said the death of the woman last month was “preventable.” He put forward a successful motion at the RDN Jan. 26, directing the regional

district to send a letter to the provincial government asking that “the Ministry of Transportation and Infrastructure (MOTI) be requested to recognize the unique urban nature of Roberton Boulevard within electoral area G and take immediate action to install traffic calming measures to reduce the speed limit and install improved facilities for cyclists and pedestrians within the Roberton Boulevard road allowance and within French Creek as a whole, and further that staff meet with MOTI to discuss all possible solutions to address the issues in this area.” Would the desire for more control of their roadways be a catalyst for change, either at the MOTI or through a move-
ment for some neighbourhoods to join either Parksville or Qualicum Beach? Taxes are only one consideration. Water is a precious and complicated commodity in this region, considering the drought last summer and the fact thousands of RDN residents are being supplied by a private system owned — through a company called Epcor — by the City of Edmonton. Many of those residents have expressed anger with recent water-rate hikes. Could that be a catalyst for changes in municipal boundaries? Property tax bills would likely cause the largest impediment for people who wanted their RDN neighbourhood to join an existing municipality here. Stanhope suggested it would be a 30 per cent in-
crease for his Area G property, but comparing the tax bulk of an RDN resident with one that lives in, say, Parksville, is an apples and oranges-type process — services and calculations are quite different. The RDN’s website suggests a property assessed at $400,000 paid $725 for the regional district portion of its tax bill. The same $400,000 property in Parksville paid $1,722. Those figures do not include the school taxes. That’s considerably more than the 30 per cent Stanhope suggested. Whatever happens, or not, Stanhope is firm about his desire to continue paying his taxes to the RDN. “I’m not in favour (of joining Parksville), but I will probably be long gone.”

Wendy Huntbatch, founder and long-time operator of the World Parrot Refuge in Coombs, died Wed., Feb. 2 after a long fight against cancer. “Yesterday afternoon the world lost one of its most beloved animal rights activists,” wrote her son, Justin Huntbatch, on the World Parrot Refuge’s Facebook page. “She devoted the last 25 years of her life to the health and welfare of ex-breeder and ex-pet parrots. Her goal was to educate people about
why parrots should not be pets, to stop the trafficking and importing of parrots to Canada and to provide a home for life for parrots that were already here.” The non-profit For The Love of Parrots Refuge Society and World Parrot Refuge that Wendy started now houses more than 900 parrots from far and wide in a 23,000 sq.ft. facility that receives visitors from around the world. “She educated so many people and touched so many lives that she will be
missed by all,” her son wrote. “Her efforts have not ended as the society and refuge will continue.” Instead of flowers, the family asks people who were touched by Wendy to donate to the World Parrot Refuge through their website so they can continue the work she started. After reading a story in The NEWS about a travelling red chair, Qualicum Beach Museum manager Netanja Waddell couldn’t help but think about the museum’s own special red chair. “It doesn’t travel but it’s certainly had a lot of interesting characters sit in it over the years,” said Waddell. The red leather chair is one of the last remaining artifacts from the legendary Qualicum Beach Inn/Hotel which was built in 1913 and demolished circa 1969. Waddell said lots of Hollywood celebrities and politicians stayed at the hotel, including the likes of Shirley Temple and John Wayne, and almost all the governor generals of the time. During World War I, she said it served as a convalescent home specifically for officers (not just any regular soldier). The red chair was recently donated to the museum by Irene Beckingham, who purchased the chair when the original Qualicum Beach Inn/Hotel was auctioning off their furniture. “At the time the hotel was demolished, the property was owned by a group of investors and as it required extensive renovations they decid-
ed it was best to simply demolish it,” explains Waddell. “I’ve been told a big pile of rubble was burning on Halloween night. There’s stories of rats just fleeing the scene. And then they subdivided it (the property).” The red chair is part of the Qualicum Beach Museum’s Adopt an Artifact program started last year. Waddell said artifacts up for adoption range from fossils to furnishings and proceeds from donations will help the museum preserve history. The museum is asking for a $1,000 donation for the famous red chair. “We think it’s a prized artifact,” she said. “It’s very significant in that it belonged to the original Qualicum Beach Inn and now we have a new one. We want to celebrate what it represents. The original Qualicum Beach Inn was a really big landmark in our community that put Qualicum Beach on the map in the international scene.” As a supporter you will receive an adoption certificate and photo of your artifact together with background information. Adoptive parents will be acknowledged on the museum’s media sites and a card will be displayed alongside your artifact, recognizing your support. It is a one time donation and tax receipts will be issued. Dedication, selflessness and responsiveness are just some of the words that define the volunteers at Oceanside Hospice, especially in their Equipment Loan Program, said society executive director Andy Telfer in a news release. “These volunteers often help people at one of the toughest times in their lives,” he said, singling out the volunteer equipment delivery drivers who he said are “often responding at a moment’s notice.” When someone needs medical equipment to help with a loved one who has been diagnosed as palliative, the hospice volunteers take action, delivering beds, wheelchairs, shower chairs, walkers and more. “What strikes me most so far is the deep

appreciation all of the clients have for the service,” said new volunteer Rob Hawes. “Even with all that the spouses and children are going through, the appreciation is almost universal.” But the service is so appreciated, it continues to grow and they need more help. Volunteers with a valid driver’s licence, good driving record and who are comfortable lifting medical equipment are invited to help out. Telfer said the society’s mission is to offer early, continuous, compassionate support to individuals — and their families — facing advanced illness, death, and bereavement. The Martindale Residents Association has asked Parksville city council to consider the potential damage to homes and yards connected to the rail line where the city proposes to run a new water pipe, part of the city’s new water system. Association spokesperson Duane Round suggested the other side of the tracks — flatter and partially cleared previously for a fibre optic line —
would be a better fit for the pipe. “It just makes sense to us,” said Round. Council directed staff to prepare a report on the issue. • The Parksville Museum asked for, and received, permission to hold its Friday-night markets again this year. Peter Kawerau of the Parksville and District Historical Society said the first market will be May 13. He said the market has provided excellent exposure for the museum. In the three years before the pilot year of 2014 for the market, the museum averaged 2,252 visitors. In 2014 that number jumped to 9,829 and to 13,333 in 2015. • Council approved a development

Q: Does ExpediaCruiseShipCenters only sell cruises?
A: You have the right to be secure against unreasonable search or seizure. Searches intrude upon your privacy rights. DAN MURPHY Searching without a warrant is presumed unreasonable but is rebuttable. That is because, over time, acceptable police search practices based in common law and statutes have developed. For example, police can conduct a warrantless search incidental to arrest or detention, public or police safety, 911 hang up, evidence, abandoned property, and by consent. Your arrest must be lawful based on reasonable grounds. Police can search you for weapons, evidence and escape tools, plus the immediate area. Council also approved a development permit for Canadian Tire at Wembley for a polycarbonate enclosure. • The fence is already there. Now it’s officially in compliance. A Pioneer Crescent resident had asked the city for a variance permit on a fence she already had constructed. Council heard the resident constructed the fence, a little higher than what’s normally allowed, as a buffer to nearby business and for the safety of children. Council approved the variance.

Parksville firmly in their sights The season to cut the nasty weed is just a couple of months away AUREN RUVINSKY writer@pqbnews.com
With considerable success in Qualicum Beach, Broombusters is hoping for more progress in Parksville this year. “I think that Parksville can make huge progress this year!” said Broombuster founder Joanne Sales. “Let’s do it. Even two hours a year. But of course it is fun — so more is even more fun,” she said in an e-mail to supporters. She points out that while Qualiucm
Beach council has asked staff to “investigate ways the town can… make Qualicum Beach the first officially recognized broom-free municipality on Vancouver Island within two years,” Parksville already has a bylaw that requires that property owners remove broom and other invasive plants. She said that while that’s a great start, it’s also an opportunity for the group to help educate the private property owners on how to remove the broom successfully, and even help them if they want. She said that while Parksville was slower than some neighbouring communities in dealing with Scotch broom — a weed brought over from
Europe for its bright yellow flowers — volunteer efforts have been increasing. People might enjoy the flowers, but broom is called “the scourge of pastureland” because it takes over, damages farms, prevents forest re-growth, is a fire hazard and is toxic to some animals. The broom cutting season is still a couple months away— “cut broom in bloom” — but Sales encourages interested property owners and volunteers to contact her if they want information, or to help. Q: As a shift worker, I can’t sleep in the daytime. Any suggestions?
Q: What is 4K TV and why do I want it?
A: Light control is what you need. It could be as simple as a room darkening Roller or Honeycomb Shade with a Trim Kit to help WAYNE reduce the light gaps at the sides. But for ultimate daytime light control, layers is best. An outside mounted Hunter Douglas Vignette Shade, in a blackout fabric, overlapping at least 3” past each side of the window will block out the light at the top and the sides. To complete the room, one could add blackout lined Drapery hanging, which will further reduce light and help to absorb sound. Painting the room a darker color will also reduce light reflection, and even adding a small fan to keep the room cooler will add “white noise” which aids in deep sleep.
A: 4K Ultra HDTV has 4 times the resolution as regular “Full HDTV”!! In technical terms that’s 1920 pixels wide DAVID BEATTY x 1080 pixels high for the old HDTV, versus 3840 pixels wide x 2160 pixels high with the new 4K Ultra HDTV. That’s a huge jump in clarity... sports on 4K are so real, it is like you are right in the stadium and is unsurpassed for movies and shows. 4K Ultra HD also offers greatly enhanced colour bandwidth that provides considerably more life-like colours and picture due to the 4K design’s high capabilities, it also enhances standard HD programming considerably. We have some excellent introductory pricing on right now, so come in for a look and be prepared to be amazed!!

lease allow for some navel gazing today. We hope it provides some insight. Some newspapers in this country have decided to stop allowing people the opportunity to provide online comments to their stories. The CBC did the same last year. Our online comments system at Black Press is set up differently than some others — you have to have a Facebook account to comment. Any changes to our current system would likely come from a wider, company-wide discussion. We understand and agree with the sentiment expressed by organizations that have suspended comment on their websites. Some people don’t seem to understand their hurtful or racist or hateful commentary is just as bad — and actionable — online as it is in print. For some reason, trolls believe there are different rules about what they can say online as opposed to print or, goodness forbid, face to face. Using Facebook to allow comments on our stories is far from bulletproof. It’s more difficult to hide your identity on Facebook, but still possible. Even if it’s clear who is writing a hurtful, hateful comment, that comment is still there for a time until we can catch it and delete. We monitor the comments on our stories, being sure to check multiple times in a day what’s being written. It’s not reasonable to expect us to have someone monitoring the comments 24/7/365. We have to delete comments on occasion. Most of the time, we delete them because of foul language or name-calling. We still provide a unique forum for the approximately 50,000 people who live in our coverage area in our letters to the editor pages (we also post our letters online). We published approximately 600 letters to the editor in 2015 and we allow for more length (300-word max) than most newspapers. We also allow more leeway than most — we won’t toss your letter because we believe your idea is a little ‘out there.’ Go ahead, write us a letter suggesting a subway system for Parksville Qualicum Beach. We believe our letters pages are valuable, both to our business and the community. We admire those who take the time and give the effort needed to write about the issues of the day in our communities. Trolls need not apply. — Editorial by John Harding

Letters
Bank of Canada aCtion Could Cause mass inflation I refer to Derek Grimmer’s letter ‘Bank of Canada and infrastructure’ (The NEWS, Jan. 28). The Comer action against the Bank of Canada is an attempt to force it to make interest-free loans to government to cover expenditures and debt. The action has been going on for years and, in the view of many, likely to fail. Even if it wins I believe little will be accomplished. To quote the renowned economist Milton Friedman: “There is no such thing as a free lunch — someone somewhere has to pay.” In this case it would be the Canadian taxpayer. A generally accepted economic principle tells us that to create large amounts of money in the absence of an offsetting increase in gross domestic productivity is inflationary. For the Bank of Canada to create the vast sums now required, the resultant inflation would effectively pass the real cost of this so-called free money down onto the shoulders of consumers who would pay for it in increased prices. The end result would be the same had the government simply increased taxes. The government was brought to this conclusion in 1974 when the Bank of Canada’s attempts to cover the huge overruns at that time created massive inflation, which took years to get under control. beautiful planet. My first days in Canada were spent in amazing proximity to wildlife. I stayed for hours and watched the first chipmunk I ever saw eat from my hands. I have seen deer, bears, cougars, raccoons and geese up close. This does not happen anywhere else I know, except on a “safari” to Africa to see enclosed animals. I have been to Europe, saw the pretty window boxes, but never a deer walk confidently down the main street. People who complain about deer, geese, etc. just do not have an understanding of the gift of being able to live close to and observe our animal companions, nor do they realize that we who do love our wildlife also have a say. Put the geese cull to a public vote and see how people will respond. What makes our little island special is our ability to live with our animals. To realize that you don’t plant tulips and get mad at the deer. To realize that whatever little overseas cute town or village with pristine streets are just stage backdrops. They can’t get their creatures back into their lives and generations have passed and they no longer remember what it is like to see these diverse animals and enjoy their visual beauty. I am a prime example, an animal lover who saw no wildlife for the first 20 years — it was so empty. Do you remember the white, domestic geese in Qualicum Beach waterfront years ago, how they would all waddle down quacking and honking and drivers would stop and smile and wait for them to cross and smile at each other as we passed? I miss that. Your kids will too if you let someone else do your thinking for you. eleanor nelson Qualicum Beach
taxes are just the priCe of soCiety and CiviC livinG The letter to the editor ‘Taxes Eat Income’ (The NEWS, Feb. 2) mentions a Fraser Institute claim that almost 45 per cent
of an average family’s income goes to taxes of various kinds. That sounds like an enormous proportion, but it is worth considering whether alternatives to high taxation are preferable — and I won’t mention health care or federal services such as foreign affairs and the military that require collective funding. Policing, for example. Should we all buy a gun and pay private security companies to police our neighbourhood? Is that really better than a good police force paid for collectively through taxes? Education. If all children were educated in private schools, households without school-age children would not pay towards the cost of schooling. But because education is expensive, many children would be served only by something like old-style charity schools. Soon those very people rejoicing in reduced taxes would complain that most of the working people they met, including caregivers, were severely under-educated. Schooling is important for the entire community, so it makes sense that everyone should pay for it through taxes. Water provided by a private company is rarely cheaper than that from a townowned facility. Nor, without taxes, could we hope to rely on the government to ensure that safety standards are met. Walkerton, Ont. and Flint, Michigan exemplify what happens when reduced government income leads to a cut in water-inspection services. Then there is the provision and maintenance of highways and neighbourhood streets. Just imagine the nuisance of tolls on all main roads, or for neighbours having to commission someone to pave their section of the street. And there are many, many more possible examples where collective funding wins out. So before you follow the example of the Fraser Institute and take up arms against taxes, please ask yourself whether you would really be better off without them. They are, after all, the price that we pay for belonging to a community and a country. elizaBeth Marsland Qualicum Beach

City Services Goose Management Strategy In 2015, Council adopted recommendations contained in the Goose Management Strategy for the Mount Arrowsmith Biosphere Region as prepared by the Guardians of Mid-Island Estuaries Society. Council approved a cull program in 2016 as a more permanent long-term solution to the overabundance of non-migratory Canada Geese in Parksville. A key recommendation of the strategy is to humanely reduce non-migratory resident Canada Goose populations in the City to a level which prevents conflict between geese and human activities and reduces the ecological damage to local estuaries. Since 2004, mitigation initiatives have been ongoing with limited success. Examples include hazing using dogs and volunteers and the use of a falconer with an eagle to harass geese. Since 2002, members of the Guardians led efforts to reduce regional Canada Goose populations by addling over 6,000 eggs and have surveyed geese in the region to learn more about seasonal abundance and use of estuaries and other habitats. The City funds an ongoing addling program focused on the Englishman River and despite successful addling from 2002 through 2014 which prevented many eggs from hatching, the number of nesting geese in the Englishman River estuary continues to increase. Across all seasons, counts were highest at the estuaries of the Parksville-Qualicum Beach Wildlife Management Area. During the summer molt, geese concentrate in the estuaries and in marine and freshwater habitats; estuaries are preferred destinations in the fall and winter.

Rain barrels must be purchased on or after January 1, 2016. The low flush toilet rebate offer was renewed for 2016. The rebate is $75 for the installation of a low flow model of 6 litres or less which replaces a toilet using 13 litres or more. Please see the website for information and application forms [Residents/Residential Services].
Things to Know Climate Change Warnings on Gas Pumps – Feb. 17
Urban and agricultural areas also suffers. Goose densities were found to be highest in the Parksville Church Road and Parksville Bay/City areas and in particular, on sites with access to freshwater. High concentrations of geese lead to the contamination of drinking water, the fouling of beaches, parks, school grounds, sports fields and other sites, all of which pose risks to human and animal health. On behalf of the City, a kill permit application will be prepared by the Guardians for review by the Province of BC and the Canadian Wildlife Service. Should the application be approved, a contractor will be hired this summer to carry out all aspects permitted by the regulatory agencies to reduce locally overabundant Canada Geese in the Parksville area. Canada Geese will be killed in a humane manner according to Environment Canada, the Canadian Wildlife Services best practices for Canada Goose management and standard operating procedures developed by the Province of BC and approved by the BC Wildlife Chief Veterinarian. Information on this initiative may be found on the website [Quicklink/Goose Management]. Questions should be directed to Deb Tardiff, 250 954-3073.
Water Main Flushing February 15 to March 25 The City will implement the annual water main flushing program February 15 to March 25. Flushing is an important part of ongoing maintenance to ensure the integrity of the water supply system. Flushing will take place mainly between 7 am and 3:30 pm, Monday to Friday. During these times, residents can expect some discolouration of water and intermittent drops in pressure and should keep a fresh supply of drinking water on hand. Check for discolouration before doing laundry and should water be discoloured, run an outside tap (after 3:30 pm) until the water runs clear. Please direct questions to 250 248-5412.
Spring Grant-in-Aid Applications The City may provide financial assistance to community non-profit organizations in the arts, cultural, recreational or social services fields. Deadline is 4 pm, March 1. Information may be obtained at City Hall or from the website [Mayor and Council/Grant-in-Aid Applications].

Robert’s talks draw on the latest in climate change research and he gathers insights from psychology, sociology, economics, business and law to build the case for local action on climate change. His trial experience as a lawyer and sense of humour makes him a compelling speaker. Info at ourhorizon.org or from Deb Tardiff, 250 954-3073.
“No Dogs” Beach Closures Our beaches are popular spots for migrating Brant geese, vulnerable to disturbances and for this reason, Rathtrevor beach is closed to dogs, both on-leash and off-leash, until April 15 and Parksville Bay beach from March 1 to April 30.
Parksville Golden Oldies Sports Association PGOSA is the proud organizer of activities for more than 1,250 seniors in the Parksville-Qualicum Beach area who wish to maintain an active, healthy and social lifestyle. Membership is open to those 55 years of age and older with an associate membership or younger spouses. The annual fee of $10 also includes group insurance. The list of more than sixty activities sponsored by PGOSA is available at pgosa.org.

must be an old guy, I’ve owned nine dogs in my life. Make that ‘hosted’ nine dogs. You can hardly call yourself the lord and master when it’s you who shells out for the gravy train and the doghouse, the collars and leashes and vet bills. Most of my dogs adopted me when they were pups, but the current resident, Woolly, snared me even earlier than that. I saw her being conceived. It happened like this: my partner and I were driving into town when we passed a pair of dogs doing... what pairs of dogs have a habit of doing at the least appropriate times. On top, as it were, was a magnificent-looking golden retriever. Receiving his advances was a By Arthur Black sleek border collie clad in signature border collie black and white. Like good Canadians, my partner and I averted our eyes and continued into town. Returning an hour later we came upon the same two dogs in the same... configuration. We looked at each other and blurted in twopart harmony: “We want one of those pups.” Long story short, we tracked down the border collie’s owner, informed him of the canine cavortings playing out on his front lawn and asked if we could put our names down for one of the inevitable pups. We could and we did. And so Woolly came into our life. That was nearly 15 years ago. The parental mix was so perfect it might have been divinely inspired. Woolly’s mother was whip-smart and energetic, as border collies tend to be. The golden retriever dad was, not to put too fine a point on it, a bit of a blonde.

Very good-looking, excellent temperament. No Rhodes Scholar, that golden retriever. Woolly dove into the deep end of that gene pool, emerging somewhere between a very bright golden retriever and a border collie on Valium. In the ensuing decade and a half the roly-poly, all-black pup has turned into a stately black and grey lady. She’s gone from Shirley Temple to Maggie Smith. She no longer leaps over logs or sprints after wildlife. She has no interest in acquiring a boyfriend — or a girlfriend for that matter. She endures other dogs and preserves her dignity by pretending not to notice them — unless they become obnoxious which will occasion a matronly snap and a growl. She considers herself an honorary member of the human race. Her spirited forays into the bush have turned into sedate walks around the block. She stays by my side. A leash, once mandatory, is no longer necessary. She is the last of nine dogs, most of them mutts, which have graced my life. To wit: Shiner, Duchess, Toke (it was the Sixties), Beulah, Angus, Rufus, Homer and of course, Woolly. And not forgetting the pudgy black and white pup which was first in my personal series ‘way back when I was a pudgy pup myself — a fox terrier crossed with something else named Willie. From Willie to Woolly, two furry bookends to my life. We’ve decided we won’t try to squeeze in another volume after Woolly shuffles off to join the honour roll. Can’t improve on perfection. But that’s easy to say. There’s no telling when another dog might decide to adopt us.

We deliver The NEWS! Louise Gunner, Carrier
new OwneRS, management and menu
The Beach House Cafe has ‘come to life again’ Simona Hoskins is now managing the Qualicum Beach waterfront restaurant CandaCe Wu news@pqbnews.com
The only thing that’s the same is the name. The Beach House Cafe, nestled as close to Qualicum’s waterfront as a restaurant can get, has undergone some big changes recently. There are new owners and Simona Hoskins is the restaurant’s new general manager. She’s given it quite the facelift over the last few weeks. It was closed in January and just re-opened last week with everything from a fresh coat of paint to a totally revamped menu. “It’s come to life again,” Hoskins told The NEWS. “It’s my baby. I’ve put a lot of passion and care into it.” Hoskins, who hails from Romania, spent 15 years working on Celebrity and Royal Caribbean cruise lines as a food and beverage assistant manager. “I worked on cruise ships across 68 nations,” she said. “I’ve seen the world.” Hoskins came to Qualicum Beach because she knew she wanted to be close to water after spending 15 years living at sea. Everyday when she comes into work, Hoskins now watches cruise ships on the Strait of Georgia from one of the coziest places to watch the ebb and flow of the ocean. “We have a new menu and new management with one of the best views in town,” she said. “It’s like a diamond.” Red Seal chef Tammy Milani joined Hoskins a few weeks ago and she’s created a new menu boasting “the best of Pacific Northwest cuisine.” Milani took her Red Seal chef training in Ontario, where she was born, and has since worked at the Fairmont Chateau Lake Louise and Salt Spring Harbour House among others. In 2012, she studied culinary management at the Canadian Food and Wine Institute. Milani told The NEWS she’s interested in capitalizing on local ingredients, including Vancouver Island’s incredible selection of fresh seafood. “You’ll definitely see me at the farmers’ market,” she said. “I couldn’t ask for a better environment to work as a chef.” Milani said designing a new menu from scratch wasn’t overwhelming, but exciting. She’s looking forward to feedback from the community. “I don’t cook for myself, I cook for my guests,” she said, noting almost everything including marinades, sauces, salad dressings and bread are made in-house with the freshest ingredients available.

From left, Beach House Cafe server Tim Hicks, executive chef Tammy Milani and general manager Simona Hoskins show off a plate of Brome Lake duck breast with sour cherry gastrique, smoky bacon, barley risotto, roasted red pepper and pea shoots. The Beach House Cafe re-opened Feb. 1 after closing for the month of January while the new team renovated the restaurant inside and out.
“We want to be part of this community and we want to hear about it.” From Sambuca-flamed garlic prawns topped with pea shoots, to seared scallops with chili lime drizzle, the new menu is inspired by Milani’s cutting edge culinary techniques and access to the freshest seafood. “It’s definitely a labour of love,” said Milani, beaming with excitement about the restaurant’s new start. She said the tight-knit staff have all helped out with renovating the restaurant and everyone on the team is thrilled to move forward.
The Beach House Cafe will offer daily specials and a ‘Catch of the Day’ entrée each evening. In the summer, the patio will be open and they’ve even sectioned off a small patch of grass for dogs. The Beach House Cafe is open from 11 a.m. to 2:30 p.m. and 4 p.m. to 8:30 p.m. every day of the week. Extended summer hours will start in May. The Beach House Cafe is located at 2775 Island Highway West in Qualicum Beach. For more information or to book a reservation call 250-752-9626.

After giving a big boost to the 2015 Peoples Drug Mart, Mid-Island Walk for ALS, co-coordinators Bill and Randi Turner accepted a special award and stepped down. “Bill and Randi are true community leaders, and they have a special place in the hearts and minds of people affected by ALS” said Wendy Toyer, executive director of the ALS Society of B.C. Bill was diagnosed with ALS in 2013, and Randi has been there to support him every step of the way, according to a society news release. Together the couple took on leadership of the walk last year and earned recognition at the recent annual Walk Leaders Summit in Richmond. The annual award recognizes innovative additions to the walk, building community awareness, or extraordinary fundraising results. The mid-Island committee was recognized for their fundraising and awareness work, including earning media attention and doubling attendance. In 2015, the committee led by the Turners raised $49,173, up considerably from $38,000 in 2014, bringing the mid-Island walk’s total to $273,555 which goes towards ALS patient services and research into the cause and cure. The couple will remain active on the committee. “The annual Walk for ALS events are such a great contribution to ALS awareness, and we would not be where we are today if it were not for all the support from the local communities,” Toyer summed up. The walks are held across the country to raise awareness about ALS, or amyotrophic lateral sclerosis, also known as Lou Gehrig’s disease. It is a rapidly progressive, neuromuscular disease with no cure that can strike anyone at anytime, causing muscles to lose strength, atrophy and die. The ALS Society of B.C. helps support over 400 individuals living with ALS in B.C., their families, friends and caregivers. Silk Worms undergo metamorphosis Silk painting club still going strong after 16 years on mid-Island J.R. RaRdon reporter@pqbnews.com
While shopping more than 12 years ago with her husband, a magician, Sharon Recalma noticed a large, black-and-white checked silk scarf. It would have been perfect for his magic act, she said, but the price tag was $75. “I said, ‘I bet I can make one of those a lot cheaper,’” said Recalma. “So, $300 and a year later, he had his scarf.” Thanks to that experience, though, Recalma has a new skill, one that has allowed her to reclaim that $300 investment several times over. She is part of the Silk Worm Club, a group of silk painters formed by former Parksville teacher Maureen Walker in 2000. The club has unveiled its 17th annual silk painting show at The Old School House Arts Centre in Qualicum Beach, where the works of eight silk painters will be on display through Feb. 20.

It is the third time at TOSH for the club, which has rotated shows between locations in
Comox, Parksville, Qualicum Beach and Port Alberni, said Walker.
The group had its 2015 show at the McMillan Arts Centre last September, an exhibit that was
cut short when the MAC suffered a structure fire. Shortly thereafter, Walker received a call from TOSH executive director Corinne James that the Silk Worms were selected for a 2016 exhibit — oh, and by the way: there’s good news and bad news. “We learned that not only did we get into TOSH, but we get the entire gallery space. All three rooms,” said Walker. “We are so amazed at this opportunity. “But then Corinne said she wanted 60 new paintings, and we had three months to get them ready. I got a group together and we said, ‘OK, girls, eight of us can do this.’” And they have. The paintings, which cover a range of styles and subject matter, were unveiled Wednesday in a reception that included seven of the eight contributing members. At a distance, the paintings resemble either watercolours or acrylics on canvas, but closer inspection reveals the bright colours virtually shimmering on a lustrous backdrop of stretched silk. Storyteller to share in workshop Telling Your Story offers tips on memoir writing
Marva K. Blackmore is well-known as organizer of the Tales for the Telling storytelling series at the McMillan Arts Centre. Next week, she’s offering to teach others how to tell their own stories. Blackmore, a local storyteller, writer, and editor, is offering a memoir-writing workshop on six consecutive Monday afternoons starting Monday, Feb. 15 and continuing until March 21 at the McMillan Arts Centre in Parksville. Each session will be held from 1-4 p.m. Blackmore is past president of the
Storytellers of Canada. An experienced storyteller and workshop leader, she will help guide workshop participants through the process of constructing their stories from their favourite and most vivid memories. Using time-honoured techniques utilized by storytellers around the world, Blackmore will show participants how to apply those techniques to their stories. She will help students unleash their stories and capture them on paper. Once the stories begin to flow, she will then show participants ways to organize those stories to begin to create a memoir. Blackmore has told stories across Canada and internationally on stage, and
has learned from the folk tales how to construct stories that are interesting and draw the reader into the tale. She has also spent the last few years helping people write and edit their memoirs and brings that experience to this workshop. Participants can register online at www.eventbrite.ca (search for Memoir Writing in Parksville) or by visiting www. wordweaver.info/workshop. For more info, e-mail storyteller.marva@shaw.ca. Registration and payment of the $100 registration fee is required in advance. Space is limited, so early registration is advised. — Submitted by Marva Blackmore

Silk paintings are created using dyes, which are dropped onto silk and spread, Walker said, much the way a drop of red wine will do when spilled on a white linen tablecloth. Designs are drawn on with a resistant material via a gelstyle pen, which stops the spread of the dye and allows different colours to be applied to each part of the painting without bleeding together. “We are, first and foremost, painters,” said Walker. “This is not fabric art or silk-screen. The silk is our canvas.” Other substances, including water, alcohol, and even salt or sugar, can be added to “push” the dye or create patterns and texture effects. The final product is “set” using steam. There are variations on the technique, all of which take a good deal of skill and practice to master. “If you make a mistake, you can wash it and take out most of the dye, then start over,” said Recalma. “Or you can cry. “I’ve done that before; I’ve cried, then washed the dye out.” Silk painting originated in China at least 4,000 years ago, said Walker. She brought the technique from her native UK when she moved to Parksville in the late 1990s and established Pioneer Silk Studio. A member of the Canadian Fed-

U18 Storm sailing to Island finals
Mid-Island team with four locals looking to top impressive season at championships T yson Taylor sports@pqbnews.com
The Vancouver Island Premier League (VIPL) girls U-18 Storm soccer team has been on a tear all season, finishing in first, with a league title to their name. Leading into the playoffs, the Storm compiled a record of 16 wins, one loss and two ties, good for 50 of a possible 57 points on the season. With one game remaining, the team has secured first place in the league and earned a bye through to the semi-finals. “These girls have played great, they’ve had a fantastic season,” head coach Larry Stefanek said. “They’ve been so great to coach, it’s a team that’s great at both ends of the field.” “Offensively, we’ve been averaging 3.5 goals per game, which is pretty good, we’re able to find the back of the net often. Defensively, we’ve only allowed 15 goals all season, which speaks volumes to our team’s defense. I believe we’ve also had five games with clean sheets, anytime you can keep the opponent off the scoreboard is a great defensive game.” With the league title locked

down, the Storm still have their work cut out for them if they wish to find themselves playing for the Coastal Cup and provincials later this year. “We’ve got to win to get there,” Stefanek said. “We’ll need to win
our Island Cup in order to move on to play in both the Coastal Cup and provincials. It’s nice, in a sense, because a team like us has the same chance as the rest of the teams that make the playoffs. It leaves it wide open, especially
being a one and done scenario, it makes things that much more exciting. But I like our chances, these girls have been on their game all season and we’re not quite done yet.” The Storm has players from all
over the central Island, including four locals. The league includes four teams in Greater Victoria, two on the north Island and Riptide with players from Courtenay and further north. “It’s great to see players from all over coming together,” Stefanek said. “There’s so many different layers going on with the game of soccer these days, with all the academies, schools and various clubs all across B.C. Even here in the VIPL, we’ve got teams going from U14 to U18, both boys and girls, as well as working with all the clubs that are a tier below the VIPL and the tiers above us as well. We’re always connecting with clubs, doing our best to find those players who are looking to advance in the game. There’s so many good players and so many ways for kids to advance themselves with all the training options available, things are really looking up for soccer on Vancouver Island.” Locals Alex Shaw, Larissa Stefanek, Kate Reynolds and Caitlyn Lee will all look to continue as key players in the Storm’s march to the Island Cup, with their next game Feb. 27, opponent still to be determined.

Generals lose to top-ranked Victoria Cougars The Save-On-Foods Oceanside Generals were in tough against the leagueleading Victoria Cougars last Thursday night, looking to get back into the win column on their push towards the VIJHL playoffs. It was a tough task from opening puck drop for the Generals, who remain two points shy of catching the Saanich Braves for eighth place in the Vancouver Island
Junior Hockey League. The Cougars, winners of seven of their last nine games, looked to continue their dominance and add to their league leading 35 wins this season. Lopsided on paper, the game played out that way on the ice as well, with the Cougars pulling out a dominating 11-3 win over the Generals. Gens’ goaltender Brandon Ward got the start in net, facing 32 shots, stopping 24 of them, in 43 minutes of work. Matt Henwood came on in relief of Ward, and

saw 12 shots in 16 minutes, giving up three goals. “It’s just something about playing in Victoria,” captain Cam Nickerson said. “I think we tend to play ourselves out of the game before it even starts with the Cougars.” “When we’re down against these guys, we tend to pack it in and we can’t do that, especially against the tougher teams in this league. We’ve got to battle no matter who we’re up against, if we keep having
games like this then it becomes a habit and we don’t need to head down that road again.” Offensively for the Generals, Ethan Sundstrum led the way on the score sheet with a two-point effort, notching both a goal and an assist. Phillip Lam and Nickerson rounded out the scoring for the Gens, who continue to put the puck in the back of the net regardless of losses. See GeneralS’ Second, page A32

Generals’ second period turned ugly, with injuries
Oceanside Generals are playing better, but just can’t find the wins CONTINUED FROM PAGE A31
“We’re there, we’re right there,” Nickerson said. “Obviously, losing a game like this doesn’t really show it, but it’s not like last season where we’d get blown out and not even manage to put anything up on the board.” “We’re still competing, we’re still putting the puck in the net and it’s not for lack of trying. We’ve just got to find that consistent game where we can play 60 minutes of hard
working hockey and keep in our minds that any team can be beat on any given night.” Things turned ugly early on in the second period as Conner Mowatt, out for a month with an upper-body injury, was on the receiving end of a knee on knee collision from Cougar Nathan Looysen. Looysen was tossed from the game while Mowatt’s return was questionable. He did return, like a man possessed, towards the end of the second period, hitting everything in sight.
“It’s great to see him back,” Nickerson said. “He’s a big, physical player who can put the puck in the back of the net. Conner makes us that much better up front and gives us more of an option offensively with our lines.” The Generals were home to the Nanaimo Buccaneers Saturday night (score not available at press time). Check out Thursday’s edition of The NEWS for coverage of that game.

Connor LaCouvee’s Terriers hope for second straight title T YSON TAYLOR sports@pqbnews.com
Qualicum Beach’s Connor LaCouvee’s Boston University Terriers are back in the finals of the Beanpot tournament, held every year for bragging rights as Boston’s best university hockey team. With four universities in close proximity to one another (BU, Boston College, Harvard and Northeastern), the tournament debuted in 1952 at the old Boston Garden and has seen its popu-
larity grow every year since. LaCouvee’s Terriers have been a force at the Beanpot tournament, winning a grand total of 30 times in its history. Next closest to the Terriers is Boston College, with 19 Beanpot titles to their name. The semi-final games were played out on TSN last week and the finals took place on Monday evening (score not available at press time) between Boston College and LaCouvee’s Terriers, looking to win the title for a second straight year.

The history of Parksville’s roads and byways JILL DAVIES NEWS Contributor
Whether on a warm, sunny summer day, or one bright with the promise of spring, or maybe cool and wintry, Rathtrevor still draws people from near and far to enjoy all it has to offer. However, driving down Rath Road, few may realize the connection it has with William Rath and his young Irish wife Elizabeth who farmed their homestead there. It was after Elizabeth was widowed that she and her son George first developed a campsite there. Later, after the death of George in 1968 the campsite became Rathtrevor Provincial Park. In the Parksville area, similarly, many of the streets, roads and avenues are named for the early pioneers and founding families of the neighbourhood. One of the first white settlers to arrive by canoe was John Hirst. He settled his farm at the mouth of the Englishman River and went on to marry Ann Harris from Nanaimo. Between them they built the Rod & Gun. After John died, Annie not only brought up their 6 children but also opened and ran the hotel, held the mail contract, built a community hall and a tennis court, established the first movie theatre in the area and went on to donate the first permanent school house. Hirst Avenue, now a key thoroughfare in Parksville, rightly honours a most remarkable pioneer of the city. Tranfield Rd. sits just off Allsbrook in Errington and is named for trapper Albion Inkerman Tranfied who may have been the first white man to visit the upper Englishman River Valley. It was he who blazed the first trail from Nanaimo and later onwards to Alberni. Other early Errington settlers have names familiar to those who travel the local roads. Duncan McMillan staked the first land claim in what was to become Errington. He went on to build a grand home for his wife Annie who was a telegraphist and used a room there to run the office. Later an extension was built on the house for Mrs. McCarter, widow of postmaster William McCarter. The McMillan House is just one of the heritage buildings that can still be seen at Parksville Museum. Close to McMillan and McCarter lies

Many of the early settlers were involved in building St. Anne’s Church at French Creek. In this photo from 1894, amongst others are Albert Hirst, Duncan McMillan, Bill and Harry Lee, Jim Craig and Otto Renz.
Corfield St. Ernest Corfield, a later settler, established his garage and workshop on the corner of what is now the Alberni Highway and the Island Highway E. Another well know street is Craig named for Robert and Jim ‘Cougar’ Craig, early settlers, farmers and hunters. It was the Craig Family who later established what was to become a popular autocamp for visitors to the area. Today, one of their charming holiday cabins can still be seen at the Parksville Museum. The next time you travel along Despard Ave. you may recall one Ned Despard who was once confronted by three grown cougars probably attracted by the bleating of his goat herd. He called on Jim Craig for help and, over the next three days, Jim and his sons managed to hunt and capture all 3 of big cats. When George and Elizabeth Plummer came west in 1886 they brought with them their children Frank, Harriet and May. It was Frank who, before enlisting in the Great War, drove the stagecoach between Nanaimo and Alberni. In 1909 he and Thomas Kinkade each bought a Ford car to provide the first motor taxi service in their respective neighbourhoods. Today both families are commemorated with roads named after their families, Plummer in San Pareil, Parksville and Kinkade in Qualicum . Many more of the founding families are remembered by streets that still carry their names. Renz is named for Otto, a one-time baker and cook who acquired land on what is now Church Rd. and Morison for William, an early settler and farmer in Errington who went on to purchase the very first car in the
district. McVickers Street recalls Maud, an intrepid lady who, as a young woman became a reporter for the Toledo News in 1890. She continued to write until her eyesight failed and at the time, considered herself the oldest living woman reporter in Canada. A charming shipboard romance in 1904 between Esther Bromley and Charles Robert Tryon, fourth son of Rear Admiral Tryon, begun as they sailed between Canada and Liverpool led first to marriage and then, just a few years later, a return to Vancouver Island where they settled and built a home close to what is now Columbia Beach. The fully-fitted black morocco travelling case belonging to Esther Tryon, labelled as ‘wanted on voyage’ can still be seen at the Parksville Museum. Admiral Tryon Boulevard today still immortalizes a love match and founding family of Parksville. Close to the highway, by the Visitor Centre you will find the Parksville Museum & Archives. This living museum is home to historic buildings from Parkville’s early days together with a host of artifacts and archives. These reflect the daily lives, homes, schooling and worship of the early communities together with an insight into the trades and industry of the area. The Englishman River Building that houses the museum collection is now open winter hours from Tuesday – Saturday between 11.00 am- 3.00 pm. Learn more about the museum at parksvillemuseum.ca References: Parksville Museum & Archives; Marjorie Leffler: Parksville & then some; Next Month: Byways and Highways: More about the founding families of Oceanside.
